Annotation:

Purpose. The purpose of this qualitative study was to identify and describe the attributes of public charter schools considered important for the selection of a charter school as perceived by the parents of charter school students. A second purpose of this study was to identify the sources parents used to inform their decision to enroll their child in a charter school.

Methodology. This qualitative study was accomplished by interviewing parents of public charter school students in three districts within San Bernardino County. The interview consisted of nine open-ended questions and each interview was recorded to ensure accuracy of the responses. The results of the interview were analyzed and organized into a narrative form. The population for the study included parents of public charter school students.

Findings. The participants noted smaller class sizes, higher educational quality, and a more nurturing environment as the main reasons for selecting a public charter school. Their answers also indicated the variety of programs available to them at charter schools influenced their decision to enroll their children. Participants noted talking with friends and family as a major source of gathering information about schools. Using some form of the internet was also instrumental for parents when obtaining information about a given school.

Conclusions. The results of this study supported the conclusion that parent perceptions of schools and the education they offer may be more influential than the school’s performance on state assessments. Results indicated many other factors influenced a parent’s selection of a school. A positive environment, which cultivated learning, and a variety of educational opportunities were crucial attributes for many parents.

Recommendations. The researcher recommended the study be replicated in a different region of California to see if the results remain the same. Additionally, a study should be conducted to see how many and why parents removed their children from public charter schools and returned them to traditional public schools.

Drowning and near drowning is a significant problem nationwide and in San Bernardino County. Drowning in and around the home is the leading cause of accidental death of children under 5 years of age. In the United States, drowning is cited as the second most common cause of death for adolescents. This project was undertaken to help establish a funding source to develop a drowning prevention program in San Bernardino County. A request for assistance was obtained from the California Center for Childhood Injury Prevention and the California Kids' Plates Program.

The focus of this report and the study for which it was written involves two specific types of user charges: Building permit fees are fees that cover the cost of administering the document (the building permit) and the cost of inspecting the construction for which the permit was issued. This report examines the issues, both legal and procedural, surrounding regulatory fees and their effects on building fees within the City of San Bernardino. As elements of the larger study, various smaller studies such as time and motion studies of the building inspector's activities and fully Burdened Hourly Rate Study were completed.

La Biblioteca Pública en San Juan de Lurigancho tiene como énfasis la percepción del límite (relación con la calle). Este proyecto pretende plantear una solución alternativa ante la problemática arquitectónica del límite. El problema se define como la percepción del usuario sobre el espacio público. El mismo que se muestra en el carácter esquivo de la ciudad sobre las necesidades del usuario. La tipología surge como medio de solución ante el énfasis. La biblioteca se plantea como un medio difusor de información y captación de usuarios, con el fin de brindar servicios. El carácter público tiene relación directa con el tipo de usuario que uno quiere atender. En este caso, el distrito de San Juan de Lurigancho muestra cifras en cuanto a analfabetismo y pobreza importantes, que destacan sobre los otros distritos. El distrito condiciona la necesidad de esta infraestructura. La propuesta que plantea esta tesis nace al buscar una solución ante un problema real, la relación de un proyecto con la calle. Mostrando la interacción que puede suscitarse entre la arquitectura y la percepción del usuario.
The San Juan de Lurigancho Public Library has as emphasis the perception of the limits (the relation between the architecture and the streets). This project aims to give an alternative solution to the architectonical problem which is the limit. The problem is defined as the user’s perception of the public space, the one that displays the indifferent character of the city on the user’s necessities. The typology emerges as the solution to the emphasis. The library is thought as a diffusion medium of information and attraction to the people. The public character has a direct relationship with the kind of user that would be ideal for this institution as San Juan de Lurigancho has one of the highest numbers in analphabetism and poverty in the city of Lima. This is the reason why this district conditions the necessity of the proposed infrastructure. The proposal of this thesis was born while searching for a solution to a real problem, the relationship between a project and its surroundings. It shows the interaction that can happen between the architecture and the user’s perception.

According to a recent NYU study, Black Residential Migration in California: Implications for Higher Education, since the 1990s there has been considerable migration within the Black community from urban cities to the South and suburbs. In California, for example, a number of counties that have historically had the highest concentration of Blacks in the state have seen a high numerical decrease in the Black population in recent decades. Southern California is one of the more pronounced regions. The cities of Los Angeles, Compton, Inglewood, and Lynwood had the highest numerical decrease in the Black population; while cities San Bernardino and Rialto experiences significant proportional increases. These trends have significant implication in terms of the education of African American students. The study also reveals a high numerical increase in Black Enrollment between 1985 and 2005 at Rialto Unified and San Bernardino City Unified respectively. Whereas, historically, suburban communities have access to more opportunities and resources (including better schools) than their urban counterparts, recent census data reveals a considerable increase in poverty in U.S. suburbs as a result of the great recession. Considering these recent trends, are Black students “better off” in Los Angeles Unified School District or in San Bernardino County districts: Rialto Unified or San Bernardino City Unified? This study creates and assigns grades (A-F) for each of the districts using six variables: API performance, API improvement, College Readiness, Suspension Rates, Graduation/Dropout rate, and California High School Exit Exam Pass rate. Though all districts performed poorly, LAUSD received the high overall marks.

The assessment was structured according to King's theoretical construction of community as a multilevel interaction between personal, interpersonal and social systems. Investigates kin caregiver's perceptions about social workers and child welfare agencies they worked with in caring for court dependent relative children who are/were placed in their care. A stratified random sample from 150 interviews of kin caregivers with dependent relative children maintained by San Bernardino and Riverside County Child Protective Services allowed for qualitative analysis of interview responses that related kin caregiver's perceptions of social workers and social service agencies. Results indicate that some relative caregivers were satisfied with the support they received from social workers/agency staff, while others did not feel supported at all.

ABSTRACT The purpose of this research study on family stabilization is to identify whether this program is working while CalWORKs participants are achieving their educational goals. Family stabilization is a county program that assists those who need supportive services in domestic violence, mental health, substance abuse, and homelessness. The first phase was to assess the participant’s knowledge and understanding of the family stabilization program. The second phase involved a focus group, who could express their questions or concerns regarding the family stabilization program. The final stage was to review and interpret the information provided, in hopes to clarify the participants understanding of the family stabilization program is and the services that are available. Results of this study could not answer the proposed research question, Family Stabilization: Does it Work? There was a lack of significance regrading knowledge of the family stabilization program from the CalWORKs participants. This study does show that communication between the participants and the county offices needs improvement; especially on the availability of programs. The weakness pertained to the sample size and duration of the research project. I do find the research as creditable due to the personal interviews pertaining to their understanding of family stabilization. To completely understand how this research project was conducted and analyzed, readers need a fairly refined knowledge of social science research methods.

Society’s current focus on the transgender community is complicated, and further heightened by the lack of protections for the transgender community. Current studies only assess the hardships transgender individuals face and the impact they have on their well-being. This study sought to explore what effects the lack of resources and support have on the transgender community in the Inland Empire. This study utilized a qualitative approach incorporating semi-structured interviews of participants. The author also sought to explore how the transgender community in this area are able to mitigate any negative experiences. The qualitative data provided rich grounding in understanding the process by which these two factors are linked. Such that, the lack of resources or access to available resources contributed to distress and delayed transgender identification and transitioning. The contribution of the study is important because of the stigmas associated with being a member of the transgender community. The author contends that this research contributes to providing a better understanding of why these stigmas exist and how social services can alleviate and provide equitable and competent resources for the transgender community in the Inland Empire. The major themes derived from the data were separated by access to resources, finding community, in-group discrimination, lack of competence, risking vulnerability, sense of self, social support, and visibility. Sub-themes included: asserting gender, dysphoria, machismo, and socio-economic climate.

The purpose of this study was to identify salient factors contributing to the overrepresentation of African Americans in the child welfare system. This study seeks to examine whether or not public child welfare workers are biased in their assessments of African Americans, and if years of experience influence their judgment. By understanding some of the salient factors that contribute to these disproportionate numbers, Child Welfare Services can begin to revamp their programs and services to ensure that they are more culturally sensitive and equitable.
