The monograph provides a brief historical and legal analysis of the genesis and evolution of incentives for military personnel of the Russian state, examines the institution of encouragement of military personnel, its goals, functions, tasks and place in the system of legal incentives, the conceptual apparatus is formed. Attention is paid to the psychological features of the impact of encouragement on military personnel, as well as practical aspects of the implementation and application of incentive legal norms to the personnel of the Armed Forces of the Russian Federation. Gaps in the legislation on the encouragement of military personnel are highlighted and corruption-causing factors in it are identified. It is intended for commanders (chiefs) of various levels; teaching staff; researchers; adjuncts of students and cadets of military educational organizations of the Ministry of Defense of the Russian Federation; students studying in military training centers at civilian universities, as well as for all those who are interested in stimulating the performance of military service duties.

Based on material from the newly opened Russian archives, this is the first biography of Nicholas Mikhailovich Romanov (1859-1919), the only intellectual in the Russian Imperial Family. This unique study provides insight into the last six decades of tsarist Russia through the experiences of the odd ball member of the clan. An historian and a biologist, the Grand Duke made major contributions in both these fields. A political liberal, he fought tirelessly for reform from within the system. His reformist views made him a pariah within his own family, and contemporary recognition of his accomplishments came more from abroad than at home. Entering the military, as all Romanovs did, the Grand Duke eventually became hostile toward it and was in fact the only family member ever to formally leave military service. He received honorary doctorates from the Universities of Berlin and Moscow and even won election to the French Academy—one of only two Russians to do so. As the political situation in Russia worsened, he urged the tsar to implement reforms, and he even participated in discussions of a palace coup. Exiled to Vologda after the Communist seizure of power, he was later imprisoned by the police and shot in January 1919.

As the conflict in Adam Politzer’s clinic heated up and with the approach of World War I, Robert Bárány volunteered for service in the army medical corps, in keeping with his pacifist ideas. Although he could have been excused from military service because of his ankylosed knee, Bárány was swept up in the wave of patriotism prevalent in Vienna. He was immediately assigned as an army surgeon to a hospital in the fortress of Przemysl near the Russian border. Przemysl was eventually overrun by Russian troops, and Bárány was transported along with more than 100,000 other prisoners in cattle cars across the Russian steppe to Turkistan. It was during his stay in Russia that Bárány received the exciting news from the Swedish minister in St. Petersburg that he had been awarded the 1914 Nobel Prize in Medicine for his work on the caloric reaction.
