This study investigates the role of regional networks for economic development (RENEDs) in regions suffering from industrial dislocation. It proposes that RENEDs significantly affect regional development. It also investigates the aspects of RENEDs that promote interorganisational collaboration on projects, and examines how RENEDs foster and manage them. The research uses a case study approach, and presents two regions suffering from the decline of their main economic source. These regions are the Hunter region of New South Wales (Australia) and the Le??n province of Castilla Y Le??n (Spain). A pilot study and a survey were conducted in both regions. Three types of analysis were applied: network, statistical and qualitative. The research method makes it possible to replicate research and develop a theory of regional networks for economic development. The results show that success of RENEDs is determined by capital investment generated by the projects, their influence in changing the economic bases of the regions, and the improvement to regional network capital. This study found that frequency of communication is a structural element that significantly affects the production of projects. However, other variables affect projects, such as external pressures from globalisation, government policies and ideologies, and internal constraints from the public, private and civic sectors. This thesis concludes that RENEDs have an important role in regional planning through the formulation of specific projects that target economic disparity. RENEDs represent a system of relationship that enrich the network capital of the regions as an important asset for their future.

This study looks at the various actions by the principal of a farm school in running an academically successful school. The study exposes the difficulties faced by farm schools and looks at how the principal confronts these difficulties and turn some of these into success stories. In trying to understand the role of the principal this study uses school effectiveness literature as a source and reference in an attempt to understand the actions adopted by the principal to make this farm school successful. The study uses the interpretive orientation as the methodology for investigating the principal’s role. This is in line with my attempt at explaining the perceptions, views and experiences of the people who are working closely with the principal. I have done this by employing semi-structured interviews and participant observation. The information gathered from the respondents helped in the development of the role of the principal which in this case, is the expressed views of the respondents. The investigation is conducted as a case study and the handling of the information provided by the respondents is in line with case study methods. The study has revealed that actions of the leader have an influence on the organizational success. The way in which the leader of Rocklands farm School conducts herself and the vision she shares with the people within the organization go a long way towards the improvement of organizational structures and their functioning. In this case the principal has been noted as particularly transformational, charismatic, instructional and transactional in her approaches to school administration and that her dedication to the cause of learners from disadvantaged background is reflected in her sacrificial actions. The study has also found that the principal is considered to be fairly autocratic in her leadership, which is a departure from current leadership thinking. The study has also shown that socio-economic disadvantages do not necessarily inhibit the school from performing beyond expectation. With good guidance from the leader and trust among staff members the farm school has been able to overcome some socio-economic pressures to emerge successful in the academic field. The fact that the principal of this school is a woman has not changed the overall findings that leadership qualities for successful schooling are universal and do not necessarily depend on the gender of the leader. This study suggests that leaders have a potential to turn poor situations in schools around and that leaders should as a matter of course ensure that they understand the organizational dynamics within their schools. They should be in the forefront as agents of change being mindful that those within the school understand and share the vision the leader has. The study also suggests that the human element in the educational processes in schools is of critical importance than the conditions in which schools find themselves.

This study explores how livestock in rural communities were accessed, used as livelihoods portfolios and how off-farm activities and portfolios such as social grants, support from family members and employment assisted the rural poor to build their asset base. Empirical data was collected from 26 villages in the three districts. In particular the study examines firstly, the nature of rural poverty in these villages in the three districts and how households with and without livestock (cattle, sheep, goats, dogs, pigs, cats, ducks, horses and donkeys) used livestock local knowledge to sustain a living. Secondly it explores how the local government and related rural development agencies, intervened in livestock production and the thesis highlights the problematic nature of these interventions, and the implications this has for the form and nature of livestock ownership and use in relation to rural livelihoods. Arising from this, the thesis thirdly explores Ruliv‟s through concrete case studies, the challenges, constraints and implications of a pre-dominant top-down approach to rural development. Contrary to this approach, the study illustrates, through the Rhoxeni case study, the potential effectiveness of a „bottom-up‟ actor oriented approach to rural development. Fourthly, the study explores how local government initiatives intervened in the development of a rural livestock project in Alfred Nzo District Municipality through the Integrated Sustainable Rural Development Programme Goat Project. Here iv the concerns of „commercialisation‟ of livestock production are explored and the thesis points to the implications that the exclusion of social and cultural meanings of livestock have for assumed paths of commercialisation and its associations with development. Fifthly the study explores the potentiality of emerging black commercial farmers who had acquired large areas of agricultural land through local government interventions (Land Redistribution Agricultural Development) but who lacked further support and capacity to transform themselves into commercial farmers. The thesis concludes that their livestock and crop farming activities remained more subsistence and livelihood based, than any transition to expected technical market oriented commercial farming. Overall, the thesis argues that while local government planning for rural development prioritised commercial agriculture as the basis of rural development and the key mechanism of rural poverty alleviation in developmental policies (PGDP, IDP, LED), rural poverty has actually been deepening. In this context, the study argues that the value of livestock to the rural poor lies „outside‟ of its assumed economic value and is more firmly and determinedly located in its social meanings and values, despite these significant levels of material poverty. This has major implications for understanding livelihoods, engaging livestock agency, defining farming and what it means to be a „farmer‟ and engaging with prevalent understandings and practices directed at rural development.

In Post-Apartheid South Africa tourism was seen as an important tool for economic development and poverty alleviation, especially in rural communities. The term Responsible Tourism was adopted by government in the 1996 White Paper and encouraged tourism that creates competitive advantage, maintains natural, social and cultural diversity and promotes sustainable use of local resources. This study looks at two case studies on the Wild Coast of South Africa, namely; Coffee Shack in Coffee Bay and Bulungula Lodge in Nqileni, which have both been awarded for their responsible tourism efforts. Through a review of the literature, document analysis and semi-structured interviews, this thesis identified a set of responsible tourism criteria applicable to tourism ventures in rural South Africa, while also identifying some of the challenges that come with tourism development in rural areas. The study discusses how responsible tourism approaches and practices can enable not only job opportunities, but also contribute to improving basic living conditions and enhance education and skills development of local communities. Gaining ownership of the tourism venture, meaningful participation of local communities in management and decision making, equal power relations as well as sharing in the benefits were all found to be important enablers in the case studies. A responsible tourism approach also focuses on promoting sound environmental management practices, including respect for local cultures, institutions and local knowledge, thereby contributing to biodiversity conservation efforts and promoting sustainable livelihoods. The study recognised how partnerships with government and NGOs can enable better implementation of responsible tourism policies and approaches, while monitoring results and accreditation can measure these benefits delivered to the economy, community and environment.

This thesis reports on a collaborative action research case study into the teaching of visual literacy to Grade 10 learners in a rural high school in the Eastern Cape, South Africa. Visual literacy is one of the critical aspects that have been incorporated in the teaching of English First Additional Language as required by the National Curriculum Statement (Grade 10-12), which has been implemented in Grade 10 as from 2006. With the aim of improving learners’ performance in visual literacy I designed a visual literacy unit that consisted of lesson plans running over 7 periods in 10 school days. In implementing the unit the learners were first grouped and then exposed to visual grammar and visual texts and then they critically viewed such texts and designed their own. Data was collected daily in the form of individual learner journals, researcher’s journal/diary, and copies were kept of activities done by learners (individually or in groups). Also, two teachers were invited as non-participant observers to each visit a lesson. Learner focus groups were conducted and critical friends were interviewed, tape recorded and transcribed. A camera was used to take still photographs to show learner activities in groups and during group presentations. The data revealed that visual literacy could be taught meaningfully in a rural high school as the learners could identify, cut, paste and discuss elements of visual language and they finally designed their own advertisements in groups. In the analysis of data the following factors emerged as hindrances for successful teaching of visual literacy in a rural high school: lack of resources; learners’ lack of a foundation in visual literacy from Grades 7-9; and problems revolving around time management and pacing. As action research comes in spirals, this research represented the first one and the researcher found the study an eye opener and a foundation to build on in the second spiral (that is not part of this research).

The under-provision of education for black South Africans has reached crisis proportions. While the education for black people in general is discriminatory and unequal, black rural people suffer further deprivations as there is a serious imbalance in the allocation of resources and the provision of education between urban and rural areas. Black education in the rural areas has been historically neglected for political and socio-economic reasons and, as a consequence, rural blacks have limited or no access to education. The purpose of this' study is to examine an aspect of rural education; viz: black farm schools in the 'white' commercial farming areas. It is argued that the provision of farm schools is intricately linked to the labour requirements of farmers and consequently farm schools cannot be understood independently from the social relations within commercial farming areas. The impact of local decision-making on the process of farm schooling is also significant and is an important aspect of this study. This thesis explores the political and socio-economic processes that have structured the provision of education within a small farming community, looking specifically at the effects of particular interest groups on the provision of black farm schools. The study operates on three levels. The first level provides a theoretical framework within which rural education can be better understood. It is argued that the bias towards urban areas is reflected in the current theoretical debates on the role and function of education ·in South Africa. As these theories are generally incapable of explaining rural education, an alternative model is proposed. As education cannot be understood in isolation from the rest of society, the second level of the study locates farm schooling within the broader political and socio-economic systems. This is done from two perspectives. The first perspective focuses on black education in general, tracing aspects of its development and highlighting the impact .of economic interests, white political control and black resistances to this development. The neglect of rural education is also contextualised historically and politically. The second perspective looks at rural education at a macro-level. The historical origins of the farm schools system and the effects of the relationship between agricultural capital and the state, and between farmers and farm workers on the process of farm schooling is examined. The final level of the study focuses on the micro-situation and provides an in-depth analysis of the political and socio-economic dynamics which have impacted upon the provision and process of farm schools within a specific farming community. In an attempt to understand the types of issues effecting farm schooling in this area, the attitudes of farmers, farm workers, farm- children and farm school teachers towards education are investigated. Four main issues were identified and are discussed in depth, viz: I) factors effecting the provision of black farm schools; 2) the relationship between education and the economic structure of the area; 3) the value of education; and 4) socio-economic factors effecting education in the area.

This thesis explores how everyday knowledge of community development practices can inform the theorising of community development in Australia. The literature of community development offers a rich source for understanding and explaining the tensions and dilemmas of collective endeavour in context, yet arguments for particular approaches to community development can serve to evaluate practice in context. In this research, however, case studies are positioned as a source of knowledge. The power of case studies lies in their ability to portray collective action and collective action is what differentiates community development from other approaches to problems. The capacity to work in context is also pivotal to community development and case studies are adept at showcasing practice in context. The research reported in this thesis uses case studies of community development practices in the south west region of Western Australia to explore ways in which theoretical arguments for particular approaches to practice represent community development in the literature. A multiple case study design is used to establish twelve cross-case findings about how community development happens in four local communities. Each case is focused on the community development practice of a community group from the south west region of Western Australia. The thesis reports how the four community groups practice community development and then explores how the knowledge of these communities can inform the theorising of community development in the Australian context. The research found that the case studies have the potential to inform the theorising of community development in ten different ways; for example, through unsettling the idea of the bottom-up approach to community development, by identifying the ‘threat’ that context may pose to the tenets of community development, and by unmasking the imperceptibility of process. The research also highlights ways in which community development practices are storied in the literature and offers fresh insights into the obligations of the narrator of community development stories. The thesis concludes by arguing that greater integration between case studies and theoretical propositions for practice, could reinvigorate the way the literature supports and encourages community development practices in the Australian context.

ENGLISH ABSTRACT: The study describes and analyses changes in women's reproductive behaviour ID developing communities. These changes took more than hundred years to occur ID Western communities but only two to three decades in developing communities such as Taiwan and Barbados. The population of Victoria East district of the Eastern Cape province of South Afiica was chosen as a case study of these changes. Changes in the reproductive behaviour of women are described over a period of twenty-two years. The base year for the study is 1978 and data were collected up to 2001. Changes increased in particular since 1988. Statistical descriptive analyses were undertaken with regard to patterns of changes in variables such as age at the onset of births, child spacing, the mean number of births per woman, fertility regulation, and the number of children ever bom. Variations in patterns were analysed according to age cohorts, occupation and marital status. Information regarding these variables was collected from records at hospitals and clinics. Focus group interviews were held to reflect women's own descriptions and experiences regarding these variables. The research design thus combines the quantitative and qualitative approaches. The findings confirm a pattern of fertility decline that Caldwell described as the African pattern, which is different from that seen in Europe and Asia. It is characterized by a progressive delay in onset of childbearing and reductions in the mean number of childbirths that occur across all age cohorts and are associated with contraceptive accessibility. The high incidence of non-marital childbearing in the Victoria East district however sets the population studied apart from the polygamous Afiican societies on which Caldwell based the African transition. In this respect the population considered resembles the scenarios seen in Latin America, the Caribbean, Botswana and in recent years Europe. The study population shows a divergence in the patterns of marital and non-marital childbearing, with marital childbearing following the African pattem. Because of its high incidence, non-marital childbearing is dominant and the major contributor to the fertility decline that is afoot. The implications of this pattern needs much more in-depth study before comparisons with the above-mentioned communities can be made.

Veranderinge in die reproduktiewe gedrag van vroue in hierdie gemeenskap word oor 'n periode van twee-en-twintigjaar beskryf Die basisjaar van die studie is 1978 en data is ingesamel tot en met 2001. Veranderinge het veral toegeneem vanaf 1988. The primary purpose of this research was to investigate the extent to which rural schools understand and perceive the concept of participative management. The concept of participative management has been viewed as an ideal style of leadership and management for school development purposes. In South Africa’s case, it is an educational policy which is expected to reign in all school management bodies. Many theorists envisaged participative management as enhancing active involvement of relevant stakeholders and it has been advocated by many scholars who believe it is the best leadership style in implementing democratic values to education, particularly South African rural education, which is still in a transitional stage. As an interpretive orientated study, this research had an interest in understanding the research participants’ subjective experiences as well as their general perception of participative management. As case-study-driven research, it sought to investigate their understanding of the concept in their natural setting. This included various meanings they aligned with and attached to participative management, their attitudes, their interpretations and feelings towards it. The study employed a focus group data gathering technique in collecting data. The findings of this study suggest that participative management has been embraced by rural school management to a certain extent. There are potentially positive aspects that have been brought by participative management to the school, namely, shared vision, common goals, shared decision-making and general involvement of relevant stakeholders. However, the study has depicted a lack of ethical values on the side of some stakeholders and this hinders the smooth implementation of participative management. The study has also revealed that there are challenges facing rural schools in terms of parental involvement in school governance. Challenges such as lack of commitment to the school, illiteracy among adults and communication breakdown between the school and its parents are still rife in rural schools. Besides these challenges, the blood of participative management is flowing steadily in the veins of the rural school communities.

ENGLISH ABSTRACT: This research analyses traditional public sector delivery impediments and the resultant reforms which have emanated from these impediments, how the reforms have been implemented in the developed and developing countries and the challenges facing rural local government structures, which must implement alternative service delivery mechanisms at the grassroots level in South Africa. The research further explores external and internal issues affecting public service delivery in general, and then concludes by exploring the local government and rural development realities in South Africa. The developmental divide between developed and developing countries is increasing for various reasons, among them, the public management reforms that have enhanced performance in developed countries, but cannot do the same in developing countries due to the overwhelming constraints. Developing countries experience constraints which include vague definitions of what performance entails in a developing context, unresponsive organisational cultures, unclear performance indicators, a resilient ethos of governance, unfavourable organisational factors, incorrect use of resources and unsuccessful policy initiatives. A literature review has shown that ideological contradictions, lack of a common vision and policy process constraints are also hampering South African public sector service delivery processes. Although local government legislation and reforms have freed municipalities from many impediments to improve delivery, the huge service backlog, infrastructure neglect, lack of integration with other spheres of government, lack of capacity, the impact of HIV/AIDS and the culture of non-payment are still eroding that ability, especially in rural areas. In addition, rural areas have even greater levels of underdevelopment, poverty and service backlogs and consequently municipal structures in deep rural areas carry less legitimacy. The ethnographic research chapter focuses on a rural municipality in South Africa, Engcobo, and on how effectively it will be able to deliver the required municipal services in the absence of resources and amid a culture of non-payment for services, a huge unemployment rate and escalating HIV/AIDS in the area. Local economic development will be hard to realise because the municipality faces the constraints of finance, the prevalence of HIV/AIDS, lack of institutional skills and inadequate infrastructure to foster and drive developmental local government. The premise, that such a municipality cannot deliver the expanded local government designated services while it faces the above internal constraints and external ones that emanate from the traditional public sector context, the global economic set up and the South Africa national government constraints, is qualified in this research. Amid the magnitude of the service backlogs, delivering the basic services in Engcobo Municipality will require sustainable funds and skills currently lacking. Engcobo Municipality does not have the required capacity to deliver the designated services for local government and neither will this capacity be built up in the short term. A number of recommendations for improving on the prospects are nevertheless made. These recommendations focus on institutional development and capacity building, improving financial viability, harnessing profit in service delivery, public participation, partnership arrangements, dealing with HIV/AIDS, infrastructure development as well as waste and environmental management.
AFRIKAANSE OPSOMMING: Hierdie navorsing analiseer die tradisionele hindernisse vir openbare sektor dienslewering en die hervormings wat daaruit voortspruit, hoe die hervormings uitgevoer is in ontwikkelde en ontwikkelende lande en die uitdagings van landelike plaaslike regeringsstrukture wat die implimentering van alternatiewe diensleweringsmeganismes op voetsoolvlak in Suid Afrika in die gesig staar. Die navorsing ondersoek verder die eksterne en interne aspekte wat openbare sektor dienslewering oor die algemeen beïnvloed, en ondersoek dan plaaslike regering en landelik ontwikkelingsrealiteite. Die ontwikkelingsskeiding tussen ontwikkelde en ontwikkelende lande vergroot vir verskeie redes, insluitend die openbare bestuurshervormings wat prestasie in ontwikkelde lande verbeter het, maar wat nie dieselfde doen in ontwikkelende lande nie, weens oorweldigende beperkings. This thesis examines the topic of the position of women in rural development. This topic has become the focus of extensive international debate at theoretical and policy levels, but for historical reasons remains relatively undeveloped in South Africa. After reviewing a number of contemporary approaches, the thesis argues in favour of the "Gender and Development" approach, and applies this to a case study of the gender division of labour in a rural black community in South Africa. Chapter one reviews the variants of the "Women in Development" (WID) approaches, as well as the claims of "Global Feminism". It is argued that, although Global Feminism began as a critique of WID approaches, it is in fact similar in many respects to the contemporary "empowerment" focus within the WID tradition. Although useful, these approaches are not sufficiently explicit in their theorizing of gender relations in the context of development. Chapter 2 sets out the key elements of the "Gender and Development" approach, which emphasises the complexity of the issue of women's interests, and warns against assuming a commonality of interests amongst all women. Instead, the GAD approach demands a detailed investigation of socially constructed gender relations in specific communities, with a special focus on the gender division of labour. For GAD theorists such analysis is a requirement of development planning which seeks to advance the position of women. Chapter 3 spells out the methodological implications of the GAD approach, and develops a specific research design, influenced by GAD as well as feminist methodology, for the investigation of the gender-specific needs of women in Merino Walk, a rural black community. Chapter 4 presents a brief overview of the general context of rural women in Southern Africa, and a specific history of the Merino Walk community. Chapter 5 presents the results of the research. In the context of this thesis, the results are presented essentially as an illustration of the application of the GAD principles to a specific South African example. The conclusion draws out some of the issues which emerge from the research.

ENGLISH ABSTRACT: Community associations and community centres have become a common phenomenon throughout South Africa. The aims of these associations and centres are closely linked to community development. Research has found that activities related to development programmes at such centres come to an end when facilitators hand the programmes over to the community. This was indeed the case at the Darling Focus Association and Centre in Darling. A possible reason for this was that the community's needs and expectations were not being met. The purpose of this study was to establish whether this Community Association and the services, activities and programmes presented at the Centre meet the needs and expectations of the rural community. A literature review was undertaken to present an in-depth look into the body of knowledge surrounding the study. Rural community development and the notion of rural community were discussed, since they create the context in which community associations and community centres function. Special attention was given to the revision of literature on the purposes and functions of community associations and centres. The concepts of community needs and community expectations were reviewed. The literature review concluded with a reference to the sustainability of activities following on training and development programmes based on community needs. The geographically demarcated area of the study was the rural town of Darling, as well as the Darling Focus Association and Centre. A context analysis was done and documents were analysed to gain knowledge of the functioning of the Association and the Centre. The activities, services and programmes offered by the Association at the Centre were established. A survey was undertaken among the Darling community, the members of the management committee of the Darling Focus Association and the participants in activities at the Darling Focus Centre. Samples were selected from these three groups, after which three different questionnaires were designed and tested and finally administered to the three groups. Statistical analysis was carried out on the data gathered during the community survey, and frequency tables and cross-tabulations were constructed. Data gathered from the management and participant surveys was analysed and described using frequency tables. The analysis showed that the community, the members of the management committee and the participants in activities at the Centre had different viewpoints on the functioning of the Association and the Centre. The community survey also revealed the needs of the community for certain activities, services and programmes, as well as their expectations of the Association. Comparisons were made between the needs of the community and the activities, services and programmes offered by the Association. The expectations and viewpoints of the community were also compared with the viewpoints of the management committee members and the participants. The conclusions of the study indicated that the activities, services and programmes offered by the Association at the Centre did not meet the needs of the community, and shortcomings were identified. The viewpoints of the management committee and the participants in activities did not comply with the expectations and viewpoints of the community. It is argued that this might be the reason for the low sustainability of activities, services and programmes of the Association. Recommendations are made to the Association to increase participation within the community and to address the community's needs in order to improve the sustainability of the activities, services and programmes of the Association.

Dit is spesifiek gevind in die Darling gemeenskap, by die Darling Fokus Vereniging en Sentrum. 'n Rede vir die verskynsel mag wees dat daar nie aan die gemeenskap se behoeftes en verwagtinge voldoen word nie. Die doel van hierdie studie was om vas te stelof die landelike Gemeenskapsvereniging en die dienste, aktiwiteite en programme wat in die Sentrum aangebied word, aan die behoeftes en verwagtinge van die landelike gemeenskap voldoen. Die bevindinge van die studie het getoon dat die aktiwiteite, dienste en programme wat die Vereniging aan die gemeenskap bied, nie in die behoeftes van die gemeenskap voorsien nie, en leemtes is geïdentifiseer. Die sieninge van die bestuurskomitee en die deelnemers aan aktiwiteite stem nie ooreen met die verwagtinge en sieninge van die gemeenskap nie. Daar word verder redeneer dat dit moontlik die rede mag wees. vir die lae volhoubaarheid van aktiwiteite, dienste en programme van die Vereniging. Aanbevelings word gemaak vir die Vereniging om die deelname van die gemeenskap te verhoog en om aandag te gee aan die gemeenskap se behoeftes om sodoende die volhoubaarheid van die aktiwiteite, dienste en programme van die Vereniging te verbeter.

ENGLISH ABSTRACT: The aim of this study was to assess the extent of the relevance and success of the empowerment model in facilitating and promoting rural development in South Africa. The assumption was that through active participation communities are able to gain control over their lives and are empowered to promote development successfully. In undertaking this study, the researcher initially reviewed literature on rural development, and thereafter presented and discussed various development methodologies used for realising community development, participation and empowerment. Three case studies selected for an indepth study were distinguishable as follows: the first case that could be regarded as "finished and unsuccessful", the second one that could be classified as "finished and successful", and the third one that could be labelled as "new and ongoing" with respect to rural development projects in the respective communities. A comparative analysis of the three case studies was undertaken with the purpose of establishing the "success" and "failure" in the projects designed to enhance community development and participation. The study shows quite clearly that development projects do not operate in a vacuum but are components of national, social and economic development policies, strategies and programmes for which governments often bear some degree of final responsibility. The success of development projects depends to a large extent on a number of issues, of which community participation and empowerment are the most important. Unless the community actively identifies itself with the project or at the least is involved from day one, in the decisionmaking process of the proposed project, it will be very difficult, if not impossible to achieve the project's developmental objectives. On the basis of the empirical findings, it was revealed that the prerequisites for a successful community development project depend on: a) the encouragement of active involvement, community participation and empowerment of communities for the purpose of enabling them to meet their needs, problems and aspirations; b) the completion in full of the cycle of the development methodology; c) the identification and handling of obstacles in the development cycle as the project unfolds to successful completion; d) the promotion of a facilitative role with regard to capacity building and skills transfer by development personnel; and e) the development of capacity for communities to take control over events influencing their lives (e.g. knowledge, skills, information, networks and support structures to mention a few). In conclusion, it is stressed that the development of people as individuals and as collective groups was central to community development. In doing so, a shift which placed heavy emphasis on resource management and service delivery to capacity building and skills transfer has to take place in order to promote development and social change, making communities progressively minded, desirous of improving their living conditions and capable of doing so through adopting a co-operative way of life for promoting group interests of the community as a whole. From the lessons learned in this study it was shown that the process of rural development can be promoted in a successful manner through the empowerment model which stresses community involvement and participation.
AFRIKAANSE OPSOMMING: Die doel van hierdie navorsingsprojek was om vas te stel wat die omvang van toepaslikheid en sukses van die bemagtigingsmodel is, in die fasilitering en bevordering van plattelandse ontwikkeling in Suid-Afrika. Die veronderstelling was dat deur aktiewe deelname gemeenskappe in staat sal wees om beheer oor hulle lewe te verkry, en bemagtig sal wees om ontwikkeling suksesvol te promoveer. Met die aanvang van die navorsing, het die navorser eerstens relevante literatuur oor die plattelandse ontwikkeling nagegaan en daarna is verskeie ontwikkelingsmetodes (nasionaal en internasionaal), wat gebruik word vir die realisering van gemeenskapsontwikkeling, betrokkenheid en bemagtiging, aangebied en bespreek. Die drie gevallestudies wat gekies is vir die indiepte ondersoek, word as volg onderskei: die eerste geval kan beskou word as "voltooid en onsuksesvol", die tweede een kan geklassifiseer word as "voltooid en suksesvol", en die derde een kan beskou word as "nuut en in proses" met verwysing na plattelandse ontwikkelingsprojekte in onderskeie gemeenskappe. 'n Vergelykende analise van bogenoemde gevallestudies is onderneem met die doelom die sukses en mislukking van projekte wat ontwerp is om die gemeenskapsontwikkeling en deelname vas te stel. Dit is gevind dat ontwikkelingsprojekte nie in 'n lugleegte geskied nie, maar komponente is van nasionale, sosiale en ekonomiese ontwikkelingsbeleid, strategiee en programme waarvoor die regering meestal 'n mate van finale verantwoordelikheid dra. Die sukses van ontwikkelingsprojekte hang tot 'n groot mate af van 'n aantal kwessies, waarvan gemeenskapsbetrokkenheid en bemagtiging waarskynlik die belangrikste is, tensy die gemeenskap aktief identifiseer met die projek, of ten minste betrokke is van die begin af in die besluitnemingsproses van die betrokke projek, sal dit baie moeilik indien nie onmoontlik, wees om die projek se ontwikkelingstellings te bereik. Die literatuuroorsig het getoon dat die gebruik van ingevoerde westerse norme, standaarde, ontwerpe, regulasies, ens. In die fasilitering van gemeenskapsontwikkeling, in die besonder in plattelandse gebiede, dikwels tot gevolg het dat die projek vervreemding by die plaaslike omgewing veroorsaak. Vir die sukses van die fasiliteringsproses, was vasgestel dat klem op die aanmoediging van, betrokkenheid en deelname by die gebruikers van 'n gevestigde fasiliteit, bekwaamheid oordra en die onderskraging van die projekte inisieer. Op grond van die empiriese bevindings is vasgestel dat vereistes vir 'n suksesvolle gemeenskapsontwikkelingsprojek afhang van: a) die aanmoediging van aktiewe betrokkenheid, gemeenskapsdeelname en bemagtiging van gemeenskappe ten einde hulle in staat te stelom hul behoeftes, probleme en aspirasies te volvoer; b) die voltooiing van die siklus van die ontwikelingsmetodologie; c) die identifisering en hantering van slaggate in die ontwikkelingsiklus soos die projek ontvou tot die suksesvolle voltooiing daarvan; d) die promovering van 'n raadgewende rol ten opsigte van die kapsiteit uitbouing en bemagtigingsoorplasing by die ontwikkelingspersoneel; en e) die ontwikkeling van kapasiteit vir gemeenskappe om beheer uit te oefen oor gebeure wat hul lewens beinvloed (bv. kennis, bemagtiging, inligtingnetwerke en ondersteuningstrukture, om maar 'n paar te noem). This study arises from a preliminary environmental impact assessment of a proposal by the Natal Parks Board to develop a 200 bed ecotourism facility at Cathedral Peak in the Natal Drakensberg Park. The author of this study was one of a team of five postgraduate students1 from the Department of Environmental and Geographical Science at the University of Cape Town, hereafter referred to as the Masters Group, commissioned to undertake this assessment by the Natal Parks Board (NPB) in January 1995. The preliminary environmental assessment included a scoping exercise to identify all Interested and Affected Parties (I&APs), as well as a socio-economic survey to identify potential positive and negative impacts of the proposed development on neighbouring communities. In addition, this social investigation served to identify opportunities for community involvement in the project, both in the construction and post-construction phases. The complete terms of reference for this preliminary environmental assessment are contained in Attachment 1.

Strategic alliances are generally perceived as cooperative relationships constrained within the parameters of bounded rationality, seeking to maximise their levels of control in a turbulent economic environment. They are also commonly conceptualised as a means of creating competitive advantage in business. In regional areas of Western Australia they are favoured by government instrumentalities as a means of making small to medium enterprises (SMEs) more competitive. With the dominant global emphasis in the literature on big business, relatively little is known still about strategic alliances in small to medium enterprises. Moreover, the research on strategic alliances within Australia s also limited, and since 92 %or businesses in Australia arc SMEs (ABS 1999), there are significant gaps in the literature about a significant contributor to economic health or the nation. For these reasons this thesis focuses attention on SMEs in Australia, in particular the South West of Western Australia. This thesis is concerned with strategic alliance propensity in selected small to medium enterprises with less than 500 employees but three or more employees including family members. Mixed methodology data collection was used; based on an extensively validated international survey instrument, and a series of in-depth interviews. The outcome of the study was a synthesised model of SME strategic alliance decision-making which addresses the impacts on attitudes of SME Key Decision-Leaders choosing either positive or negative behaviours relating to strategic alliance formation. The development of this model, the Strategic Alliance Participation Paradigm (SAPP) was achieved through an iterative approach to environmental exploration, literature scanning and analysis and the application of a mixed methodological approach to data collection. Chapters One to Three present the development of the research questions and the research process adopted to address important elements or the research. Chapter Four presents the major consolidated findings based on factor analysed outcomes. Variables were subjected to logistic regression statistical analysis determining support for hypothesised research outcomes. In depth interviews provide evidence of the SME domain, in the context initially of the regional area under review. Conclusions arc further reviewed in the context or a recent significant Norwegian culturally based survey. The Strategic Alliance Participation Paradigm reflects the work carried out by a small group of earlier researchers, and further, empirically tests the determinants of SME Key-Decision-Leader strategic alliance behaviour. Recommendations for future research developed from the research findings arc presented in Chapter Five supporting the conclusions und implications of this study for future SME strategic alliance research both regional and global. Benefits from this process will be seen in the enhanced ability to benchmark at source regional differences and similarities, and thereby to further enhance the value of the outcomes to scholars and practitioners. Researchers could do well to pursue understanding of identified gaps in knowledge and to cooperate with industry to enhance alliance behaviour, achieving benefits through philosophy of competitive tendering. Significant within the outcomes however, was the identified need to research ways to support and grow the large sector of Australian business, the small to medium enterprise.

The research presented in this thesis is a case study analysis of the school-based intervention initiated by the David Rattray Foundation [DRF]. David Rattray, a South African historian well known for his contribution to the 1879-1896 Anglo-Zulu War heritage, was murdered in January 2007. In response to his untimely death, the DRF was established by family and friends with the hope of improving education within the Umzinyathi rural municipal district of KwaZulu-Natal. This study consisted of three phases: Phase I (May-December 2011); Phase II (January-December 2012), and Phase III (December 2012-October 2013). During Phase I, the focus was on describing the broader context in which the case is located. It resulted in a narrative account of the emergence of the DRF as a non-governmental organisation [NGO] working towards change within the local rural school community. During Phase II the focus shifted from the broader socio-political and economic context to the human dimension which included teachers, principals, volunteer workers and a district official working in the schools. During Phase II the approach to change adopted by the DRF was critically analysed in relation to models of change described in the literature. Teachers’ experiences of change were also examined. Phase III was a synthesis of the findings from the first two research phases. By drawing on systems and complexity theory perspectives, insights were gained enabling a deep understanding of the DRF’s school-based intervention as a whole. This research is a qualitative study that seeks to understand individual teachers’ experiences and participation in a process of change that reaches beyond the individual and his/her immediate context. The adoption of a realist ontology (Maxwell, 2012) and application of an explanatory heuristic based on the critical realist philosophy of Bhaskar (1979, 1980, 2011) enabled the layered analysis and in-depth interpretation that characterises the study. The findings of the study reveal a complex and ongoing process of change within a rural school context. The results illuminate the efficacy of a collaborative partnership between civil society (the DRF), the local community, under the leadership of a tribal authority, and the local government (KwaZulu-Natal Provincial Department of Education). It also reveals how teachers within this particular context do not have a strong voice in the change process and hence participate only superficially in the school-based intervention. It is probable that the constraining mechanisms revealed through this research are not exclusive to this particular case study, but are common across the South African rural school context. The main contention of this thesis is that these mechanisms need further interrogation in order to enable further change and permit the active participation of teachers in the process.While the study illuminates many of the tensions and problems faced by the schools and the community in which they are located, it also highlights the achievements and selfless attitude of many people working towards change and improvement within the schools. This case study thus provides an example to all South Africans of what can be achieved with commitment and effort.

How health care is best provided remains topical, contentious, and political. Debates continue over funding allocation and the weighting placed on preventive, curative, institutional and community services. Such debates were evident in 1973 when a new Federal Labor Government began to reform Australia's health system by implementing a national Community Health Program policy. Implementation led to the establishment of community health centres and multi-disciplinary teams. Studies have generally concluded that community health centre teams have ???failed??? to achieve the goals of this policy. This study sought to answer one broad question. How was the community health program policy implemented, in what context did this event occur, what processes were used and why, and how did generalist community nurses participate? This case study of the Hunter Region, New South Wales, between 1974 and 1989, was based on data collected from four sources: over five hundred documents and archives, including relevant literature, epidemiological studies, centre records, official government and newspaper reports; 69 in-depth interviews with practitioners and administrators; and participant observation. The findings revealed that implementation was hindered by political, administrative and professional impediments. However, practitioners established and provided a broad range of relevant new services by changing the way they practised. Generalist community nurses worked with non-government, private and public organisations offering health, educational and social services. As boundary riders they filled structural holes and created social capital. Conclusions drawn were first, that context strongly influenced how public health policies were implemented and the services offered by different discipline groups. Second, teamwork would have been improved had pre-service health professional education fostered a common understanding of the aim of health care and the broader determinants of health. Third, a preventive orientation needed reinforcing via an organisational context, administrative processes, ongoing learning opportunities and leadership. Fourth, generalist community nurses??? commitment to a preventive approach was embedded in a growing understanding of people's circumstances and health problems. Finally, while policy implementation was constrained in the Hunter Region during the study period it achieved what its architects intended, that is, a broader mix of accessible services, and collaboration between organisations and groups as the boundaries that maintained their separation were bridged.

ENGLISH ABSTRACT: In recent years unemployment figures in South Africa have reached alarming proportions. Many people do not have any form of income, and many others rely on irregular incomes from seasonal work. Education of adults has been highlighted as a possibility for teaching people various skills, which they could apply to generate an income for themselves. This research was conducted by following a participatory action research method to determine whether a nonformal adult education programme would assist individuals in generating an income. The literature review to support the research conducted included a discussion on poverty, rural areas and their development, and the relevance of entrepreneurial development for these areas. From here, the focus of the literature review moved to that of adult education as applied in training programmes. Participatory Action Research (PAR) and its role in a nonformal adult education programme is discussed, followed by a discussion of empowerment. The monitoring and evaluation of these programmes are also described. The Development and Advancement of Rural Entrepreneurship (DARE) is a programme that was launched in 2000 by the Department of Consumer Science: Foods, Clothing, Housing at the University of Stellenbosch. The main focus of this programme is the assistance given to rural communities to assist them in addressing the problem of unemployment and poverty, by providing support and training to potential local entrepreneurs. The rural town of Montagu was identified to conduct a nonformal adult education programme, focusing on skills training and entrepreneurial development of interested individuals in the community. The research period lasted 14 months. The programme itself consisted of different projects that concentrated on skills training suitable for income generation. People from the community were invited to attend the programme, making all participation voluntary. A PAR approach to present training skills was followed. Each PAR cycle consisted of four stages, namely planning, action, observation, reflection, as well as the revised plan which forms the first phase of the next plan. This approach ensures maximum involvement of participants. Empowerment levels of participants were measured using a standardised questionnaire with a pre- and post- test design. One of the PAR cycles included a five-day business course. Different aspects of entrepreneurship were addressed during the programme and eventually all the skills were combined and implemented to assist in the generation of income. Data of the empowerment levels of participants, and general information on the participants and their evaluation of the programme are documented as case studies. This data was also used to evaluate the success of the programme. The analysis of the data clearly shows that there was a need for skills development and entrepreneurial development in this rural area. Participants were eager to take part in the programme and to apply their skills in the market place where they displayed the skills they have acquired. Those participants who completed the programme all demonstrated an increase in their empowerment levels, the most significant increase on micro level. The research results indicated that participants were able to apply the knowledge and skills gained during the programme. However, four months after the completion of the programme none of them were involved in income-generation ventures. Despite the fact that the need for training existed in this rural area, sustainability was problematic once the facilitator withdrew. It is therefore recommended that novice entrepreneurs should have long-term guidance and emotional support in order to reach independence eventually.
AFRIKAANSE OPSOMMING: Die werkloosheid syfer in Suid-Afrika het die afgelope paar jaar onrusbarend toegeneem. 'n Groot aantal mense het geen vorm van inkomste nie, en baie maak staat op die inkomste wat hulle uit seisoenwerk genereer. Opleiding van volwassenes is aangedui as 'n wyse waarop mense 'n verskeidenheid vaardighede kan aanleer wat hulle dan kan toepas om sodoende vir hulself 'n inkomste te genereer. Hierdie navorsing is onderneem om te bepaal of 'n nieformele opleidingsprogram waar 'n deelnemende aksienavorsingsmetode (DAN) gevolg is, individue sal kan help om 'n inkomste te genereer. Die literatuuroorsig wat die navorsing onderskryf, sluit 'n bespreking in van armoede, landelike areas en die ontwikkeling daarvan asook van die relevansie van entrepreneuriese ontwikkeling in hierdie areas. Verskillende aspekte van entrepreneurskap is tydens die program aangespreek en ten slotte is alle vaardighede saamgevoeg en geïmplementeer om die generering van inkomste aan te moedig. Gevallestudies is gebruik om deelnemers se bemagtigingsvlakke, algemene inligting oor die deelnemers en die deelnemers se evaluering van die program aan te teken. Hierdie data is ook gebruik om die sukses van die program te evalueer. Die data analise wys uitdruklik dat daar 'n behoefte was aan die ontwikkeling van vaardighede en entrepreneuriese ontwikkeling in hierdie landelike gebied. Deelnemers was gretig om aan die program deel te neem en om vaardighede wat aangeleer is, toe te pas op die ope mark. Die deelnemers wat die program voltooi het, het almal 'n verbetering ten opsigte van hulle vlakke van bemagtiging getoon, met die grootste verbetering op die mikrovlak. Die navorsingsresultate bevestig dat die deelnemers hulle vaardighede en kennis wat in die program verwerf is, kon toepas. Nogtans was geeneen van die deelnemers wat die program voltooi het, vier maande ná die afloop van die program besig om 'n inkomste te genereer nie. The use of cellphones has increased all over the world. That invites many academics to conduct research on the usage of these devices, especially by young people, since young people join Social Network Sites (Facebook, Mxit, 2go, Whatsapp) and use a shorthand language. Most studies are related to the use of English and other languages that are recognised by computer software. There are few studies, if any, that have been done in relation to the use of African Languages on these sites. This research therefore aims to seek to explore the use of African Languages, especially isiXhosa, in assessing how technology might help in language development through the usage of SNSs that learners already use to equip them with educational material in their mother tongue. This study was conducted in two high schools, Nogemane Senior Secondary School in a disadvantaged and remote rural community with limited access to additional educational material such as magazines, newspapers, and television. The school also lacks basic study materials such as textbooks from the Education Department and they have no access to a library and laboratory. They also only have very few subjects to choose from. Nombulelo Senior Secondary School is in Grahamstown. This school has good infrastructure and learners have access to different technological devices and they can access libraries. What is common between learners in both schools is that they are all doing isiXhosa as a first language and are using SNSs to interact with each other. This study has found that learners enjoy using SNSs rather than reading the printed books. Furthermore, they enjoy and prefer interacting in isiXhosa in their conversations. Learners also use the web to post and show their creative writing, regardless of the shorthand form writing they use on the SNSs. This study has found that learners are not well equipped with basic isiXhosa skills when reaching the FET phase. They lack the understanding of standard isiXhosa idioms and proverbs. That clearly means that they are equipped in the more modern forms of literature rather than the traditional oral forms. IsiXhosa teachers also see SNSs as the better platform to engage with learners and they suggest that there must be a section in the subjects at school that teaches about cyber bullying and being safe online. This thesis also presents examples of new and contemporary forms of SNS-speak that are used by learners in both the rural and urban schools. This study is more concerned with SNSs for literacy development and to assess whether the shorthand writing has negative or positive effects in writing isiXhosa. This is done against the backdrop of a literature review which explores new literacies, computer mediated communication, social identity models as well as language policy and planning.

ENGLISH ABSTRACT: The aim of this study was to investigate the nature and purpose of migrant social in Marconi Beam Informal Settlement, and Joe Slovo Park. The study found that migrant social networks served both economic and cultural functions. Through their social networks migrants seek to maximise their remittances to their areas as well as to convey information about the availability of jobs and housing conditions in the city. Newly arrived migrants depend on their kin and village mates for food, shelter, and sense of belonging in an environment that can otherwise be hostile. Similarly in times of crisis such as redundancy, property losses migrants can call on the support within their immediate area of residence or from other members based in their rural areas of origin. Furthermore, migrants visit their rural areas of origin to partake in marriages, initiation ceremonies, and funeral service. And many of the migrants who die in the city are transported to the rural areas for burial. Migrant social networks demonstrate the complex interconnectedness of the urban and rural spheres of life in both the economic and cultural aspects of life.
AFRIKAANSE OPSOMMING: Hierdie studie het die aard en doel van sosiale netwerke onder migrante werkers in die Marconi Beam informele nedersetting en Joe Slovo Park ondersoek. Daar is gevind dat hierdie netwerke ekonomiese en kulturele funksies vervul. Op ekonomiese vlak fasiliteer die netwerke die twee-rigting vloei van goedere en dienste tussen stedelike huishoudings en die landelike tuiste. D.m.v. netwerke onder migrante werkers word inligting oor die beskikbaarheid van werk, behuising en dies meer versprei. Gebasseer op die ideologiese aanname dat die landelike tuiste meer belangrik is as die stedelike huishouding, word materiële goedere en geld, wat in die stad verdien word, na die landelike tuiste oorgeplaas. Daarmee saam word stedelike uitgawes tot In minimum beperk. In die geval van gebeurlikhede kenmerkend van die stedelike situasie, soos verlies van werk of eiendom, wend migrante werkers hulle na die landelike tuiste vir hulp en ondersteuning. Op In kulturele vlak besoek migrante die landelike areas om deel te neem aan begrafnisse, troues en inisiasie seremonies. Baie van diegene wat tot sterwe kom in die stad, word na die landelike areas oorgeplaas vir hul begrafnis. Hierdie besoeke dien as bewys van die migrant se lojaliteit teenoor die landelike tuiste en gemeenskap. In die geheel gesien bevestig die sosiale netwerke onder migrante werkers die inter-afhanklikheid van die stedelike en landelike lewenssfere.

This thesis presents an in-depth review and analysis of the wildflower industry within the South West and Great Southern Regions of Western Australia, within the context of the social, economic and environmental changes occurring in these high amenity rural regions.The thesis draws on questionnaire and interview data, drawn from wildflower growers, native flower and foliage pickers (‘bushpickers’), wholesalers, exporters, tourism business operators and wildflower and tourism industry support officers, to present a thorough analysis of a contemporary (albeit small) rural industry. Multifunctional transition theory is applied to assist in understanding the structure and agency-related influences affecting the reasons why wildflower producers and pickers show limited interest in diversifying into tourism. The use of actor-network analysis supports this multifunctional transition assessment framework.It is argued that the southern wildflower industry comprises a set of individuals representing a multitude of rural ideologies and expressing, at a personal agency level, varied and sometimes dichotomous perspectives in relation to how they, as producers, view productivist and non-productivist objectives in relation to their involvement in the industry.Producer perspectives on tourism development in relation to the wildflower industry are considered, within the context of changing patterns of rural consumption and production in the study area. The thesis argues that the set of actors present in the industry during the study period (2001-2003) perceived very limited wildflower tourism opportunities for themselves, as a result of the political economy structures, local networks and endogenous factors affecting wildflower producer decisionmaking.Furthermore, the study addresses the implications for the wildflower industry of changing societal and environmental values, particularly in relation to changing forest management policies in Western Australia. Decreased access to native forest for flower and foliage harvesting, as part of a broader reassessment of the ecological sustainability of forest management practices, is identified as a potentially significant factor in reducing the volume of Western Australian wildflower exports, and thus the international market presence of product from this State.This work contributes to ongoing theoretical debates on rural change in Australia through its consideration of the structure and agency influences upon producers’ decision-making, in a specific industrial context. The analytical approach adopted contributes to discussion on both the applicability of the concept of multifunctionality in rural Australia and its utility as a framework for assessing rural development trajectories.

Many Information and Communication Technologies for Development (ICTD) projects are established with the overall aim of positively developing the communities they are implemented in. However, the solutions that are provided are often commonly developed without the needs of these communities being sufficiently investigated beforehand. As a result the ICTD strategy of the project ends up not well aligned with the aims and targets of the needs of the community. As a result of this, an appropriate programme theory for the project and relevant impact indicators fail to be adequately developed. Consequently, when an impact assessment is conducted it is often found that the intended effects are not directly linked to the needs of the community or what the community had hoped to gain from the ICTD initiative. The purpose of this research serves to develop a needs-ICTD strategy alignment foundation that supports the identification and formulation of impact assessment indicators. Through this research, a framework is developed to support the alignment of ICTD strategy, the development and the promotion of contextual needs of rural communities and other frequently marginalized areas. The Needs-ICTD strategy alignment framework is composed of eight main components that describe the process that can be used to align ICTD strategy with community needs. These components include: collaboration between the internal and external stakeholders, the development of the community, conducting baseline studies, the needs assessment, the ICTD strategy, linking of the needs-ICTD strategy, and lastly the identification of impact indicators. An interpretive research approach is used to explore and inform the framework through a multi-case study investigation of the Siyakhula Living Lab and two projects in the Systems Application Products (SAP) Living Lab. Two main case study questions drive the exploration of the framework, that being: 1) How are the needs of the community elicited and how is the ICTD strategy aligned to the needs of the community? 2) And, why were the selected approaches chosen for aligning the needs of the community and ICTD strategy? Data for this research was collected qualitatively through interviews, document analysis and participant observation. Key findings indicate that the involvement of internal (local) stakeholders in the development and alignment of ICTD strategy to the needs of the community is still lacking. As a consequence, many community members end up not fully understanding the project objectives and how these objectives aims are to be achieved. The research also finds that ‘solution specific’ projects also fail communities as they focus specifically on one target group and repeatedly fail to assist the community holistically in supporting their information and their community development needs.

Poverty alleviation by means of rural development has become a priority among developing countries. In turn, rural development may be significantly enhanced and supported by Information and Communication Technologies (ICTs), the use of which is highlighted by the emerging importance of information and knowledge as key strategic resources for social and economic development. An analysis of rural case studies where ICTs have been introduced, suggests that there are a number of barriers and constraints that are faced when taking advantage of these technologies. These include access to infrastructure, limited formal education, insufficient training and capacity building, financial and political constraints, and social and cultural challenges. These challenges threaten the success and sustainability of rural ICT projects. Sustainability is key to the effectiveness of a rural ICT project; therefore it is important to understand the concept and categories associated with ICT project sustainability in rural areas. The categories of sustainability which include social and cultural, institutional, economic, political, and technological, reveal critical success factors that need to be considered in the implementation and management of rural ICT projects. The project management discipline acknowledges the importance of understanding the project’s environment, particularly environmental factors associated with rural communities. The complexity of the environment therefore implies the need for a project to be undertaken in phases comprising the project life cycle. Project management practice for rural ICT project sustainability can therefore be examined, adapting the traditional project life cycle to a rural ICT project. A Rural ICT Project Life Cycle (RICT-PLC) that is sensitive to the critical success factors of sustainability is therefore proposed. In order to further investigate the phases of the life cycle of a rural ICT project, two case study investigations are explored: the Dwesa ICT community project, and the Rhodes University Mathematics Education Project (RUMEP) (MathsNet). A multiple case study analysis confirms the practices associated with the RICT-PLC model, and identifies additional characteristics, phases and practices associated with rural ICT projects. Finally, an enhanced RICT-PLC model is developed, that sets sustainability guidelines for ICT project management in rural areas and identifies the people, environments, technologies, systems, and requirements for ICTs to support rural development activities.

It is well documented that rural and remote Australian residents have poorer access to medical services than their counterparts in capital cities. According to the Australian Institute of Health and Welfare in 1998 there were 75.3 vocationally registered general practitioners per 100,000 population in rural and remote areas, compared with 103.0 per 100,000 in metropolitan areas. In 1998 28.7% of the Australian population lived in rural and remote areas, so a substantial proportion of the Australian population is adversely affected by the unequal distribution of general practitioners. Australian country communities highly regard the services of general practitioners and they continue to demand residential medical services. Demand is driven by need for access to health services, but also by the intimate inter-relationships between the general practice and community sustainability. For example, the general practice contributes to the viability of the local hospital which is often a major employer in the district. Consequently, many country communities strive to keep their general practice by contributing to practice infrastructure, providing governance, raising funds for medical equipment, and actively helping recruitment.

This dissertation examines three case studies where rural people have engaged with national rural development policy-making processes with support from civil society organisations. The case studies are a Labour Tenant Campaign for land rights, initiated in 1991 by labour tenant communities and civil society organisations in response to increasing attempts to evict labour tenant communities by landowners in the Eastern Transvaal (later Mpumalanga) and Natal (later Kwazulu-Natal). A second case study is a Farm Dweller Security of Tenure Campaign, undertaken by farm dweller communities and NGOs, church groups, and trade unions in 1995 to lobby for legislation to promote the security of tenure of communities living on private land in rural South Africa. A third case study, the Rural Development Initiative, involves an attempt to mobilise civil society organisations to highlight rural people’s demands through a Rural People’s Charter and to raise the priority of rural development amongst policy makers. The case studies trace the emergence of each initiative, and their relative influence on policy. In each case, the politics of engagement and the outcomes of the policy processes illustrate clearly the limited ways in which policy can be influenced by those who are affected most by its enactment. The dissertation argues that the obstacles presented by conditions of poverty and the relative political weakness of rural people in South African society have frustrated their attempts to influence policy to their own benefit. Further, the dissertation contends that these conditions are a direct result of the historical legacy of capitalist development in South Africa, and that their continuation is contingent on the current neo-liberal form and ideology of the South African state. The study provides an analysis of the role of the capitalist state and its contingent ideological basis to provide an illustration of the constraints posed by the policy-making process in a corporatist state. An analysis of the post-apartheid South African state, and its rural development policy, concludes that they are unlikely to provide any relief for poor people living in rural areas due to an adherence to the economic policy of neo-liberalism. The three case studies explore the interplay of ideology and policy processes, and illustrate how the complexity of the policy process increases the dependence of rural people on NGOs in the process of engagement.

Community-based approaches are of fundamental importance in the development of rural water supply and sanitation. Three case studies demonstrate that, by means of negotiation, need assessment, community participation, community-based management and appropriate technology, a reasonable degree of success can be achieved in providing an adequate and safe drinking water supply to most unserved communities. The research also shows that necessary negotiations with the government are often more complex and time-consuming than those with the community itself. Either the weight of bureaucratic processes or the lack of capacity and willingness on the part of the government to implement small-scale water projects using community-based approaches, were the reasons for the complexity of negotiations in one case study. It was also found that self-initiated projects with strong back-up support from development agencies are more successful than are projects initiated from outside. It was also noticed that community-based management is feasible and that it can lead to sustainable development.

A research report submitted in partial fulfillment of the requirements for the degree of Master of Education (Coursework and Research Report), University of the Witwatersrand.
This research report examines the nature of drama as a means of facilitating adult learning, especially in the South African rural context, by conducting a literature review and by compiling case studies of the use of drama at Akanani, an association. of rural development projects in South Africa where theatre-for-development is the principal methodology employed. The literature review explores the use of drama as a methodology in education and then focuses on how and why theatre-for-development has been used in Africa for community development and empowerment. The international developments in popular theatre are also considered so that as much information as possible can feed into the guidelines which are this report's conclusions. This chapter concludes with a consideration of how drama can be used for adult learning in South Africa. This research was conducted primarily by compiling a number of case studies of the use of drama at Akanani in the far northern Transvaal. Participant observation, illuminative evaluation and semi-structured interviews were used within a Participatory Research apprgach to gather information about Akanani. The researcher spent two periods of time at Akanani conducting the interviews and observing the daily operations as well as the use of drama in various contexts at Akanani. The cases studies were compiled to discover whether drama, as it is used at Akanani, is a successful and appropriate methodology for adult education in the rural areas of South Africa. This research finds drama to be a a very effective means of facilitating learning amongst adults in rural areas and concludes by offering guidelines for the use of drama as a methodology in adult education in South Africa, especially in the rural areas.

The Umnini Tribal Authority is a poor, semi-rural area in KwaZulu-Natal, governed by a local chief. This study set out to determine school commuting patterns in relation to school choice and socio-economic status (SES) in the area. Mixed methods were used, involving a parental questionnaire survey, interviews, focus groups and a field audit with photographs. Overall, almost all learners enrolled in the seven 'no-fee' state primary (four) and high schools (three) under study were found to be Black African, IsiZulu speakers, and generally ‘extremely poor’ to ‘very poor’. Most households are headed by single mothers who have completed high school but are unemployed. Most households rely on government social grants to some extent. Most fathers were either absent, poorly educated to uneducated, and far less likely to be employed than the mothers. Children living with both parents, especially where the father was tertiary educated, and the mother employed, fell into the ‘less poor’ and ‘better off than most’ categories. In terms of school choice affordability, good teachers, good school management and proximity to home were the main drivers of enrolment. SES seems to have an impact on the amount of money spent on school lunches and school expenses, although there were some concerning exceptions. Primary school learners walked to school, but many parents pay for monthly transport. Some use the government-subsidised bus. High school learners tended to have longer and less safe journeys to school and back than primary school learners. This is especially true for boy learners, who are targets for criminals, drug addicts and, even worse, school bus drivers. Several challenges face all these learners en route to school every day: crime, unsafe and poor road conditions, roadworthy vehicles, long journeys and rough terrain. Primary school learners often get lost or left behind by their transport drivers. Fortunately, their teachers are actively involved in ensuring their safety and well-being – far more so than their parents, who seldom even know the name of the transport driver, let alone whether the vehicle is appropriate, roadworthy or licenced. High school learners were more likely to live in ‘extremely poor’ to ‘very poor’ households, a possible indicator that financially better-off parents are sending their high school children to schools outside of the area. It is recommended that the local tribal authority, the provincial government, the schools, parents and drivers need to work in unison to make the school commute simpler and safer.

The diplomacy of the modern 21st century has shown the changes of using the platform for public diplomacy. The application of information technology, media and Internet in order to expand information and worldwide communication in diplomacy is called digital diplomacy. In recent years, many governments all over the world, such as Australia, China, Japan, South Korea, the United Kingdom, and the United States, have used digital diplomacy in their foreign affairs. Three research questions were asked: a) What are the strengths when conducting digital diplomacy? b) What are the weaknesses when conducting digital diplomacy? and, c) What should a nation consider when conducting digital diplomacy? Through a six-week observation and monitoring of these six countries’ websites and Facebook pages, this research aimed to figure out the strengths and weaknesses when conducting digital diplomacy by using Selim’s adaptation of Cowan and Arsenault’s three layer-rubric of monologue (websites), dialogue (Facebook pages) and collaboration (website). It was revealed that all websites, in differing levels, met the criteria of monologue properties of accessibility and visibility, accuracy and credibility, authority, coverage and currency, interactivity, orientation, navigability. For dialogue, all websites, again, in different levels, met the criteria of accessibility and visibility, accuracy and credibility, authority, coverage and currency. Although frequent updates of Facebook page statuses were observed, in terms of interaction, not much interaction between the public and the governments was observed. For collaboration, only the United States has met this criterion through a website design but there was no activity observed. It was recommended that countries should continue to improve the operation of digital diplomacy, especially for the dialogue layer. Keywords: Digital Diplomacy, Public Diplomacy, Soft Power.
