Police work is constantly at the forefront of media coverage and public interest – there are only few State Institutions that are subject to as much media and public attention as the police. Public relations, therefore, shape its image importantly, and, at the same time, differ from the public relations in public administration and the private sector due to its specific nature. The article discusses the work of Slovenian police communication experts, their position and status, as well as their position in comparison with their foreign colleagues, and communicators in the public and private sectors. We examined the content and systemic limitations of Slovenian police communication experts and found that they are faced with lack of media experience, appropriate education and knowledge of contemporary skills. Key reasons for this situation are several: An inadequate staffing policy, organisation, implementation of public relations and lack of employee training. These limitations are also the main factors why police communication experts devote most of their time to the technical level of public relations, even if, for higher quality and modern public relations, they should act more often in a strategic role.

Euro-African interactions between the 15th and 20th centuries were mainly motivated by the desire to exploit the economic resources of Africa. To ensure a peaceful exploitation of resources in the Gold Coast, the British policed their forts and castles for the peaceful conduct of trade. Even though policing in the Gold Coast was not a structured institution before its official establishment in 1894 by the British, it was an important institution in the administration of the colony. After the enactment of the 1894 ordinance, the Gold Coast Constabulary was renamed the Gold Coast Police Force. The police institution from this period operated under a standardized structure in the British-controlled areas of the Gold Coast. Using information from archival and secondary sources, this paper explores within a historical context, the extent to which the colonial Police Force facilitated the exploitation of the resources of the Gold Coast between 1894 and 1914. To achieve this, the study looks at the changing structure andfunctions of the Gold Coast Police Force from 1894 to 1914. One key argument of this paper is that to ensure a peaceful exploitation of colonial resources, the colonial government upon investing heavily in infrastructure (roads, railways, and communication), set up the Police Force to protect these investments. Moreover, the British economic interest and policy outcomes (acquisition of resources of the Gold Coast) between 1894 and 1914 dictated the structure and functions of the Police Force for the peaceful conduct of trade. The paper finally demonstrates that through the performance of the Gold Coast Police Force, the British by the end of 1914 had vastly exploited the resources of the Gold Coast to their advantage.

On January 1, 2021, the autonomous police system was implemented in Korea, and local autonomy was implemented in the field of security following general administration and education administration. In terms of decentralization, it was expected that the essential purpose of local autonomy would be realized by providing customized policing services based on the characteristics of the region and the will of the residents, and the democracy, decentralization and resident orientation of police activities would be strengthened. In the second half of 2020, the unified autonomous police model bill was completely revised and enacted through a sudden policy change in the dualized autonomous police model, which was previously discussed, and the institutional basis was established with the leading role of the National Police Agency in the situation of lack of preparation period. In the meantime, the term of the first autonomous police commissioners, who have played a pivotal role in the settlement and development of the autonomous police system, has expired and is now preparing for the formation of a new second autonomous police committee. At this point, it is expected that it will provide implications for the stable development of the autonomous police system as well as the preparation of the second autonomous police committee to clarify the current status of the autonomous police system and legal and institutional problems and to present concrete suggestions for future improvement directions. In organizing this paper, I basically referred to various literature materials such as publication data, research papers and media reports of the National Police Agency and the municipal autonomous police committee. In order to grasp the reality of the operation of the system and to find out the effective improvement direction of the legal system, I also listened to the vivid opinions and suggestions for improvement through direct interviews with some autonomous police committee members and police related NGOs such as autonomous crime prevention groups. Since the implementation of the autonomous police system, mutual cooperation between the city and provincial offices and the city and provincial police agencies has worked closely in the autonomous police affairs by securing the linkage between local administration and security administration centered on the autonomous police committees in cities and provinces across the country. Various policing policies have been established and implemented to reflect the will and participation of residents in the police administration and to provide policing services suitable for local specificity. The responsibility of the heads of local governments for local security has been increased by cities and provinces across the country, and the budget for projects needed to carry out local police affairs has also been increased. However, despite many developments and achievements, there has been a constant need to supplement the essential limitations of the current autonomous police system, low awareness of the autonomous police, and the promotion of mutual cooperation with the autonomous police committee and the national police. More in-depth discussions are needed in that the introduction of the dualization model of the autonomous police and the financial burden of the state are related to the maintenance of security at the national level and the allocation of the national budget. It is hoped that the police system development committee under the Prime Minister's Office will make systematic and careful decisions based on national consensus and careful financial analysis and diagnosis so that the total amount of national security will not be damaged in the rapidly changing domestic and overseas security environment.

We contribute to the discussion of the results of a significant resettlement policy, the role of the gendarme railway police in its implementation and the role of the gendarme structure in the history of the Russian Empire. For the first time, we make an attempt to disclose the mechanism of the gendarme railway police in implementing the state’s resettlement policy in the area of migration flows on the materials of the Kursk Governorate, taking into account the existing rail-way network and the structure of the gendarme police departments. Based on the materials of the State Archive of the Russian Federation and local archives, the issues of legal regulation of mass railway transportation by the gendarme railway police are considered. An analysis of the gen-darme’s paperwork based on the materials of the Kursk branch of the gendarme police department of the Moscow-Kursk railway is given, aspects of interaction with the railway administration, local authorities, and the general police are highlighted. We trace the change and expansion of the duties of the railway gendarmes in connection with changes in the resettlement policy during the period under review and highlight the main stages. Particular attention is paid to issues of public safety in the context of criminalization on the railways. We show the role of the gendarme railway police in ensuring the sanitary and epidemiological welfare of passengers, taking into account the situation in the Kursk Governorate. Particular attention is paid to the influence of resettlement processes on the internal organizational, personnel aspects of the activities of the railway police, the dependence of the employee’s spiritual and moral condition on personal choice. We draw conclusions on the significance, scale, diversity of the gendarme railway police activities during the implementation of the resettlement policy.

Police is an organization mainly identified as the authority responsible for public order and safety. Providing the country with the appropriate level of security requires a new look at the role of the authorities, including the police, involved in security matters. New, so far non-existing threats result from human dependence upon scientific and technological achievements. Efficient sectors such as energy, fuel, transportation, telecommunications, finance, health care, or any other sector ensuring continuity of public administration bodies, make our lives easier but at the same time pose a great threat to public order and safety. Additional threats result from interdependencies among elements of particular sectors, which we remain unaware of. The provision of relevant protective measures and identification of tasks assigned to the authorities involved in security pose a challenge not only to services and guards, but also to enterprises and public administration bodies involved in the development of regulations related to critical infrastructure protection as well as those which introduce regulations, guidelines or procedures.

Citizen participation in police activities is an indispensable means of achieving the purpose of police administration and functions to increase the efficiency and legitimacy of police administration. In addition, the integrity of the police can be improved through citizen participation, and trust in police work can be increased. On the other hand, it acts as a corruption factor for the police and can undermine trust in the fairness of police activities. In the perspective of corruption, this study aims to derive fundamental problems through theoretical discussions on citizen participation and police corruption, and to present countermeasures considering the ambivalence of citizen participation in police activities. The method of citizen participation to prevent corruption can be designed with the operating structure from the perspective of opportunities to participate in police activities, qualifications of participants and their roles in the process of participation. First of all, the principle of participation in police activities, which can guarantee transparent procedures and fair opportunities, should be established and then operated in a way that secures diversity and expertise in each field. Next, it is important to define the qualifications of participants and their roles in the participation process. Depending on the type of citizen participation, a clear basis should be established with laws, autonomous laws, and internal regulations, and disclosed not only inside the police but also outside. In particular, establishing a clear basis for the role of citizens in the participation process can contribute to the substantialization of citizen participation in police activities and increase the reliability of police work.

Recent controversial interactions of police with the public have become an issue of important concern for public and governmental leaders, who have openly questioned current models of police training and their effectiveness. This study is asking whether basic police academies utilize curricula that reflect the contemporary challenges of modern policing today and prepare recruits to become not only police officers but also competent and skilled, street-level bureaucrats who can provide an effective and impartial service to their increasingly diverse communities. The aim of this study is to quantify, analyze, and compare the content dedicated to the public administration domain in state-mandated basic training curricula across all 50 states. The study utilizes a mixed-methods research design with content analysis. Data were generated from 49 basic training curricula (with one state not having mandated training standards) and 17 interviews with police training officials. The result shows that despite the paradigm shift in the role of the modern-day police officer, police academies have made little to no progress in bridging the gap between the academy curriculum and the practicality of police work. On average, only 3.21% of basic training curricula are explicitly dedicated to public administration training—a training focused on public service values of fundamental importance to the practice of law enforcement. This article gives public administration scholars a voice in the national debate about the crisis in police–public relations by contributing to the literature on police training reform from a much-needed public administration lens.

The creation and development of the police administration system in Siberia was one of the most important aspects of the state's regional policy. The purpose of this study is to determine the role and significance of city and zemstvo police as administrative justice bodies in the context of Siberia's integration into the Russian Empire from 1782 to 1862. This perspective offers a new approach to studying the integration of the macro-region into Russia. The study is based on the concept of frontier modernization, whose legal aspects have not been explored in science. The sources used include regulatory legal acts of the Russian Empire and records management materials extracted from the funds of the Russian State Historical Archive, the Archive of the Altai region, and the State Historical Archive of the Omsk region. The author concludes that the legislative decisions of the imperial power regarding the development of police administration bodies took into account the geographical, demographic, economic, and ethno-cultural characteristics of Siberia and its various regions. The legislation established specific functions and powers for city and zemstvo police in the field of justice. The activities of these bodies as administrative justice organs have become a significant factor in the defrontierization and subsequent modernization of the vast eastern periphery of the Russian Empire.

AbstractThe chief concern of this article is the organization and administration of rural policing in colonial Bengal during the last 40 years of the nineteenth century. It connects its design and implementation with the consolidation of India's colonial police force, while highlighting the ongoing negotiations made by the Bengal police in a wider colonial model. The article argues that the police administration of rural Bengal was shaped initially by the ordinary constraints of the colonial state which underpinned the design of the Indian police—namely its frugality and preference for collaborating with local intermediaries, a manifestation of salutary neglect. Yet, it highlights the role of Bengal's largely British police executive in renegotiating customs of governance and, ultimately, as an established model of policing in India. The article focuses, therefore, on ongoing and at times informal police reforms which were based upon notions contradictory to an official discourse about policing in India. This article thus contextualizes the development of rural police administration in Bengal in a strong tradition of police-led reform in the province. In so doing, the article redresses a traditional historiographical focus on the political origins and coercive function of the police, and problematizes current research which situates Indian policing within customs of British governance in the subcontinent.

The liberation of Korea by the Red Army in August 1945 brought an end to the Japanese colonial rule and opened a new page in the history of Korea. However, the circumstances in which Korea met its liberation played a fateful role in the developments after the liberation. Division of the country into Soviet and American occupation zones became an essential background for the creation of two different political regimes. Their confrontation eventually led to the devastating Korean war, the consequences of which still vividly felt today across the 38th parallel. This article focuses on the creation of the North Korean police force by the Soviet military administration. The police would become an important tool for establishing control over North Korea and will play important role in its political unification. Drawing from the Soviet archival evidence as well as several Korean-language sources this article argues that the creation of the North Korean police was not initially driven by political goals or goals of creating a military for the future North Korean regime. The evidence suggests that despite the direct nature of the Soviet control over North Korea, the creation of the police was primarily guided by the practical need of the Soviet command to overcome a number of serious issues that plagued North Korea from the very first days after the liberation. One of the primary tools for the creation of the North Korean police force was the commandant offices. As the grassroots level organisation of the Soviet military administration tasked with implementing its policies, the commandant offices were directly responsible for monitoring and controlling the work of the police. Equally important, however, was their role in fighting the crimes committed by the soldiers and officers of the Red Army.

PurposePolice officers face a unique and challenging occupational experience and report elevated mental disorder symptoms relative to the general population. While gender differences appear to be present in police mental health, this study aims to find which factors foster and promote resilience in these workers and how gender may relate to police resilience.Design/methodology/approachThe present study was designed to explore how protective factors, sexual harassment and personality dysfunction impacted resilience among police officers (n = 380; 44% women). Furthermore, gender differences were also examined on these factors as well as on resilience rate.FindingsMen and women police officers did not differ significantly in terms of resilience, protective factors and overall experiences of sexual harassment behaviors; yet, policewomen subjectively reported having experienced more sexual harassment in the past 12 months than policemen. Men reported greater personality difficulties than women, according to the alternative Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5) model for personality disorders. Personality dysfunction was the most robust predictor of poor resilience (ß = −0.465; p < 0.001).Originality/valuePersonality fragilities appear to have an important negative impact on the resilience of police officers, over and above protective factors and gendered experiences. Interventions targeting emotion regulation, self-appraisal and self-reflection could help promote resilience and foster well-being in this population.

Historically, two advanced degrees — the Master of Criminal Justice (MCJ) and the Master of Public Administration (MPA) — have been considered the preferred choices for those seeking the highest ranks of law enforcement leadership. However, in recent years, characterized by rapid social change, technological progress, and growing public attention, the role of the police chief has evolved into a multifaceted leadership position that goes far beyond the traditional responsibilities of law enforcement. It covers a broader set of duties related to leadership and management communications in police units, organizational effectiveness, strategic management, administration, and control, effective financial resources and budgeting management, communications and accountability in local communities, and ethical decision-making to overcome the multifaceted challenges of modern police activity. The article argues that the degree of Master of Business Administration (MBA), known for its adaptability and versatility, can become a powerful alternative to MCJ and MPA today, as it provides police leaders with a more universal educational base, a comprehensive set of business skills and specialized knowledge, becomes more extensive, practical and an actual form of education of capable and adaptive police management personnel, allows to best prepare them for dynamic changes and transformation of job roles. The article critically examines to what extent and when solving which tasks the heads of police departments need knowledge and skills according to the traditional attributes of an MBA: in the field of financial management, strategic planning, leadership, and human resources management, effective and crisis communication, negotiation, interaction with the public, business ethics. The specifics of the application of the main attributes of those theories that are traditionally studied within the MBA program for the role of heads of police departments are analyzed: the theory of servant leadership, the theory of situational leadership, the theory of managerial economics, PESTEL analysis, and the theory of human relations. As a conceptual inquiry, this article lays the groundwork for continued research in this area to explore the MBA and its content courses as a useful tool for developing the skills and abilities of law enforcement leaders.

The general framework of criminal prosecution is regulated in the new criminal procedure in art. 285-341 Cod Proc. Pen. of course, with the mention that many procedural institutions used in this phase of the criminal process are provided in other chapters of the criminal procedure. The task of the judicial police bodies is to gather and administer evidence and means of evidence that outline the constituent elements in order to establish the existence of criminal acts, to determine the identity of the perpetrators and to hold them accountable. The administration of evidence is the basis for the decision to sue or not the perpetrator, but it is very important that these activities are carried out in compliance with the fundamental rights and freedoms of the parties to the criminal proceedings.

Focus is given regionally to the eu and nationally to the uk with a comparison study of the usa. The research considers the developing remit of the police and who should police drones at a national level. The research finds that currently, the police are under-trained in this subject area and there is insufficient coordination with the national Aviation Authorities.

In Australia, the role of police unions has assumed a prominence in contemporary debates surrounding the legitimate role of police in today's society. There is a perception that police unions in particular exercise undue influence over the political process, management practice and law reform. These perceptions are invariably grounded in “orthodox” accounts of policing that are based in part on the assumption that the police force, as an institution, is part of the “natural order of things”, that is, that the role of police is simply to “enforce the law as laid down by Parliament and the courts on behalf of the community”. Contemporary studies of policing have begun to challenge these views. Their observations suggest that the police are not merely passive instruments of the state but are actively engaged in influencing the processes of police administration and law reform. This body of work however does not specifically address the issue of police organisation and its impact on these processes. If we are to resolve contemporary concerns regarding police participation in the political sphere, a more adequate account of police practices and the institutions within which these practices have evolved is required.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

Discussions about democratisation have often revolved around the strengthening or weakening phenomenon/notion of democracy. This research is a continuation of previous studies on democratic regression in Indonesia. Charles Tilly (2007) examined democratic regression from democracy and de-democratization theory through the concept of low-capacity democracy. Tilly's perspective argues a low-capacity democratic process occurred during the Joko Widodo administration in Indonesia from 2014 to 2020 when the state implemented the Police as a political instrument to maintain power. As a result, the character of the Police deviated from democratic principles, leading to a problem for police professionalism. The study employs qualitative methods, in which the primary data is obtained from in-depth interviews with several key informants. The secondary data is gathered from scientific works of literature and news in online media. This study indicates how low-capacity democracy developed through: first, the Indonesian regime's intervention and exercise of control by involving and appointing police officers to civilian positions; second, police repression against civil liberties; and third, the Police's justification for their authority and power. Thus, this study confirms Tilly's argument that a low-capacity democratic process occurs when democratic countries pursue undemocratic methods by manipulating the Police as an instrument to strengthen the power of the regime. The recommendation of this study is to strengthen democracy in terms of law enforcement by the supervision of parliament and supervisory institutions to retain the Police’s role as an independent law enforcement institution.

PurposeThe police in Trinidad experience extremely stressful job conditions (e.g., elevated rates of violent crime, the rapid spread of organized crime, financial constraints, and staff shortages) which could lead to health-related problems. The purpose of the current study is to examine the relationship between job stress and health-related problems and to determine whether burnout mediates this relationship. Data from police officers in Trinidad was used to test these relationships.Design/methodology/approachUsing self-report questionnaires from all eight police station districts in Trinidad (N = 331 police officers), this study conducted structural equation modeling (SEM) to examine the relationship between job stress, burnout and health-related problems.FindingsThe results indicated that officers' job stress increased their burnout and health-related problems. As the authors expected, officers' burnout, served as a mediating variable between job stress and health-related problems. In other words, job-related stress can lead to burnout, which in turn, leads to health-related problems.Research limitations/implicationsDespite meaningful findings, a few limitations (e.g., measurement issues and missing values) were present in this study.Originality/valuePolicing studies have paid less attention to Caribbean policing. Findings in this study have implications for addressing officers' health-related problems.

Today, knowledge sharing has determinant role in promotion of various industries and organizations as an element of knowledge management. According to daily incremental importance of knowledge as the most critical resource for competitive advantage, organizations try to find effective ways of knowledge sharing among employees. Knowledge sharing is considered as an important and principal part of knowledge management, and creative employees are promoter and dynamic force of organizational activities. Methodology: This research tries to design a model to make relationship between knowledge sharing and employees’ creativity. Therefore, related factors were identified to perceive knowledge sharing and also employees’ creativity, and some data was obtained using questionnaire. In order to study the relationship among variables and their effects on each other, structural equation model (SEM) was used by Lisrel software. Results: Results of this research show the positive and direct effect of knowledge sharing on employees’ creativity. Conclusion: Technological conditions have an important role in knowledge sharing, and managers of IRI police engineering administration must have always mention that more focus on technological conditions increase knowledge sharing in IRI police engineering administration.

From the consolidation of the Queensland Police in 1864 until 1931 there were no women in the force, despite the appointment of policewomen in all other Australian states during World War One. The election of a woman MP gave leverage to the action taken by women's groups, and two policewomen were eventually appointed in the face of union opposition and a resistant police administration. Social upheaval in Brisbane during World War Two allowed for an increase in numbers and formal organisation into a Police Women Section. Full powers were achieved in 1965, although women remained in an extremely restricted role. In terms of the aspirations of the women police movement, the establishment of women in the Queensland Police was a pyrrhic victory. Their limited numbers and separate establishment confirmed their marginal and inferior status. This study highlights the contradictory effects of the employment of women police, including the problematic nature of the use of women to police their own gender. At the policy level, the study demonstrates the need for strong anti-discrimination legislation to curb the destructive effects of discretionary decision making in employment, particularly in male dominated fields such as policing. It also confirms dominant themes identified in the development of women police in other countries. Dogged resistance forced women to resort to a variety of adaptive strategies, and made for a slow and complex process of infiltration of police ranks.

تهدف الدراسة إلى تشخيص ومعالجة ظاهرة الفساد الإداري الذي تفشى بين دول العالم بدرجات متفاوتة؛ إذ إنه يعتبر آفةً تصيب أجهزة الدولة في جميع قطاعاتها؛ ما من شأنه أن يُخلِف آثارًا خطيرة. وتركز الدراسة على دور الشرطة في مكافحة هذه الظاهرة في جهازها. واعتمدت الدراسة المنهج الوصفي التحليلي في تناول هذه الظاهرة، حيث بدأت بتعريف الفساد الإداري، ثم استعرضت صور الفساد التي قد تقع من بعض العاملين في جهاز الشرطة. وقد ركزت على جريمة الرشوة وجريمة الاختلاس وجريمة استغلال الوظيفة وإساءة استعمال السلطة. ومن ثَمَّ تناولت أسباب ظهور الفساد الإداري وانتشاره، كما استعرضتْ الآثارَ السلبية للفساد الإداري على الجوانب الأمنية والاقتصادية والاجتماعية والسياسية. ثم تناولت طرق مكافحة الفساد الإداري في جهاز الشرطة. وقد خلصت إلى عدد من التوصيات، يتمثل أبرزها في التعديل القانوني؛ وذلك بإضافة قوانين صارمة في مواجهة الفساد الإداري؛ مثل: منع تضارب المصالح وسوء استخدام السلطة واستغلال الوظيفة وتجريم السلوكيات السيئة بالمجتمع كالمحاباة والواسطة. وكذلك زيادة التفعيل لمبدأ الثواب والعقاب للعاملين في جهاز الشرطة وتعليم أفراد جهاز الشرطة وتدريبهم على منهج مكافحة الفساد الإداري ودعم مبدأ التعاون والمشاركة وتعزيزه بين الجهات المختصة سعيًا لمكافحة الفساد على الصعيدين المحلي والدولي.

High-visibility safety apparel (HVSA) is personal protective clothing that provides visual conspicuity to reduce police officers’ risk of fatality or injury from road traffic accidents. Under the current U.S. Department of Transportation’s Federal Highway Administration regulations, police officers on or near Federal-Aid highways are mandated to wear HVSA to enhance their visibility. Although wearing HVSA can significantly prevent traffic-related fatalities among police officers, studies have shown that they do not consistently, or ever, wear it. This study identifies factors influencing HVSA noncompliance among officers by exploring their perceptions of its use and efficiency. Ninety-eight police officers completed a field survey in four cities in Yavapai County, Arizona; their responses were analyzed via predictive decision tree modeling. The results indicated that officers’ HVSA-wearing behavior can be predicted by safety ethics, professional appearance, occupation risk, functionality of HVSA, and safety education. Among these predictors, safety ethics and professional appearance were the most important factors in forecasting officers’ HVSA-wearing behavior. Our study contributes to enhancing knowledge about the psychological aspects of officers’ HVSA-wearing behavior and provides implications for improving their traffic safety policies and compliance in the law enforcement community.

While Djibouti City's total solid waste production (without including other regions and rural municipalities) was only approximately 3 million tons in 2018, whereas, it is anticipated to increase to about 10.2 million tons by 2025. Despite the fact that landfilling is the only official treatment for the city of Djibouti's rising waste output, residents' management of general waste is nevertheless negatively impacted by the absence of waste segregation, owing to improper disposal methods and the lack of proper disposal sites which in retrospect led to illegal waste disposal. Therefore, the present study investigates the role of police administration in promoting collective safe waste disposal behavior among citizens. To do so, we conducted a comprehensive two-month open questionnaire on various Djiboutian social media platforms, ultimately garnering responses from 290 participants. Subsequently, we applied structural equation modeling. The findings indicate that police effectiveness and performance significantly and positively influence citizens' willingness to cooperate, subsequently fostering safe disposal behaviors. Conversely, police procedural justice had no significant impact on cooperation however, a direct positive effect from police procedural justice to safe disposal behavior had been detected. These insights aim to aid Djiboutian authorities in steering citizens toward more sustainable waste management practices. The article discusses the issues related to organizational changes in the Polish police, the role of the management and executive staff in the changes after the transformation after 1989. The author also presents a comparative analysis of the results of research on the quality of management information in the Polish police in 2002 and 2016. The analysis presented indicates that the Polish police still requires many changes, although many years have passed since the political transformation in 1989. The process of improving police work organisation should always be the main object of attention of the police management. Ensuring efficient and effective implementation of public tasks is one of the key problems of administration bodies, both on national and local level. The role of public institutions’ managers is to develop structure, processes, work organisation in order to fully satisfy citizens’ needs and optimise use of resources. According to the author, it is necessary to combine tactical tasks with police strategy. Organizational structures require constant development and more flexible solutions should be adopted. It seems that it is necessary, as in previous years, to establish a team which will prepare an analysis of the functioning of the Police organisation in a holistic way and indicate the directions of its improvement.

PurposeThe present study examines a range of police force on the continuum (firearms, TASER/chemical spray and physical force) to see whether they are associated with individual (subject and officer), situational and/or neighborhood factors.Design/methodology/approachA partial proportional odds model is used to analyze police use of force data from 2003 to 2016 in Dallas. Independent variables are allowed for varying effects across the different cumulative dichotomizations of the dependent variable (firearms vs TASER/chemical spray and physical force and firearms and TASER/chemical spray vs physical force).FindingsMost officer demographic and situational factors are consistently significant across the cumulative dichotomizations of police force. In addition, suspect race/ethnicity (Hispanic) and violent crime rates play significant roles when officers make decisions to use firearms, as opposed to TASER/chemical spray and physical force. Overall, situational variables (subject gun possession and contact types) play greater roles than other variables in affecting police use of force.Originality/valueDespite the large body of police use of force research, little to no research has used the partial proportional odds model to examine the ordinal nature of police force from physical to intermediate to deadly force. The current findings can provide important implications for policy and research.

In modern conditions of formation of civil society in Ukraine, more and more opportunities are created for the emergence of new forms, methods and other tools for public control over the activities of public administration bodies, including the police. Today, the police play an extremely important role in the state and public life of the country. After all, the police are the structure that has the ability to legally use coercion, and therefore can respond quickly to violations of human rights and freedoms, compared to other bodies. The article reveals the features of public control over the functioning of the National Police in Ukraine. The public and authoritative nature of the administrative activity of the National Police bodies, which is always under the purposeful public supervision and consists in the implementation of the administrative and legal powers assigned to the National Police in the interests of society, is analyzed. Citizens’ appeals are considered as a tool of public control over police activities and also one of the key tools by which the public responds to police activities.

The review is dedicated to the monograph by Igor A. Konovalov, doctor of historical sciences, professor of Omsk State University. In the monograph developed the scientific concept of the local governance of Siberia during the 18th - early 20th century. According to that concept, the military and administrative powers of the voivodship in the 18th century were transformed into administrative and police functions, established within the framework of imperial legislation and implemented by the governors with the help of an extensive and specialized police establishment. An original proposition is that the general police since its inception in the 18th century played a leading role in the local government system of Siberia, in effect realizing the functions of the local administration.

This study aims to determine the role of the criminal investigation unit in South Sulawesi Regional Police about law enforcement against hoax spreaders and to investigate crime prevention efforts by the criminal investigation unit in South Sulawesi Regional Police against perpetrators and hoaxes. This research is an empirical juridical study using interview and literature research methods as data collection techniques which are then analyzed qualitatively and presented descriptively. As for the conclusions of this study, viz. Prosecutors as executors of court decisions are required to be able to be anticipatory in the process of law enforcement against sexual violence crimes following medical doctors’ refusal to be involved in the execution of chemical castration. This study aims to find a model of chemical castration execution that can be applied through the administration of police medical operation (Dokpol) which combines the roles and positions of medical doctors and law enforcers simultaneously to support the implementation of police duties. The statements of the problem are set to find answers to the questions: Should the execution of chemical castration imposed by the court always be carried out? And can chemical castration be carried out through the implementation of police duties? The research method used is a normative juridical method. The availability of resources of police medical operation who have competence in the health sector is expected to be a solution for prosecutors to prepare chemical castration executors in accordance with the provisions required in Article 9 letter b of Government Regulation No. 70 of 2020, in order to achieve legal certainty regarding the implementation of the Mojokerto District Court decision whose execution is planned to take place in 2031.

PurposeAfter more than 18 months of life during a pandemic, much of the world is beginning to transition back to some semblance of normalcy. As that happens, institutions – including policing – need to acknowledge changes that had been made during the pandemic and decide what modifications and innovations, if any, to continue moving forward.Design/methodology/approachThe authors use semi-structured interviews and focus groups of police personnel in the United States (US) and Canada. The sample includes police officers and frontline supervisors (n = 20). The authors conduct qualitative analysis using deductive and inductive coding schemes.FindingsThe sample identified four areas of adaptation during the pandemic: 1) safety measures, 2) personnel reallocation, 3) impacts on training and 4) innovation and role adjustments. These areas of adaptation prompted several recommendations for transitioning police agencies out of the pandemic.Originality/valueA growing number of studies are addressing police responses to the pandemic. Virtually all are quantitative in nature, including all studies investigating the perceptions of police personnel. The body of perceptual studies is extraordinarily small and primarily focuses on police executives, ignoring the views of the rank-and-file who are doing the work of street-level police business. This is the first study to delve into the perceptions of this group, and does so using a qualitative approach that permits a richer understanding of the nuances of perception.

Purpose of Study: The purpose of this study is to analyze the legal status of the State Police in the interwar period. The study may be a starting point for further exploration of the subject matter and legal provisions regulating the functioning of the police corps. It should be stated that the examined legal acts fulfilled their role, and the regulations contained in them properly outlined the tasks and objectives that should be followed by the officers of the State Police. Methodology: The study used dogmatic and legal research methods. A detailed analysis of selected legal acts made it possible to better illustrate the functioning and development of the structure of the State Police in the years of the interwar period in Poland. Main conclusions: The status of the State Police was indisputable and clearly defined in the presented normative acts. The police apparatus was very extensive. The officers had to follow the instructions. Despite the legislative changes, as well as the political turmoil of the time, the standards for the State Police fulfilled their role, and the State Police was considered to be the backbone of state services. Application of the study: The study was based on a detailed analysis of relevant legal acts, i.e. laws, decrees, and regulations issued in the interwar period in Poland, using relevant literature items. Originality/Novelty of the study: This is the first work presenting an analysis of the most important legal acts regulating the functioning of the administration and the entire corps of the State Police in the Second Polish Republic.

The primary role of the police is in the criminal and misdemeanor procedure, but, as it can be concluded in the text of this paper, the administrative activities of the police in preventing, detecting, and solving criminal acts, misdemeanors, and other crimes are also very important. So, the paper deals with the issues that significantly helped the main topic of this research paper to be analyzed in the best possible way. This paper analyzes the issues related to the affairs of the Ministry of Internal Affairs, the organization and competence of the police, the principles of operation of the state administrative bodies, police affairs and criminal and misdemeanor procedure as well as administrative activities of the police in preventing, detecting and solving crimes and other offenses. The primary legal texts being consulted were the Law on Police and the Law on State Administration, in addition to consulting two important rulebooks in this area - the Rulebook on police powers and the Rulebook on the manner of performing individual police duties.

Management has an important role with its supporting structures (finance and human resources) in every economy and business of the organization. Managing communal police is a difficult and demanding job, which requires a lot of knowledge, skills, understanding and experience in working with people. In practice as well as scientific research on work, it has been shown that joint work is always more efficient and effective than individual work. Numerous management theories have contributed, each in its own way, to improving the understanding of the factors that affect the efficiency of the organization as well as the motivation and satisfaction of employees on whom business efficiency directly depends. Since the work of communal police officers is work in pairs or in groups, the important role of the manager is to organize communal police officers and focus on solving the set tasks. As far as the authors know, there is no research regarding management process of the communal police in Serbia, therefore, the main goal of the paper is to present the management process of the communal police of the City of Zaječar.

Wars that took place during the existence of the Duchy of Warsaw played a significant role in the implementation of the applicable law. The author paid particular attention to the issue of the impact of the creation, development and functioning of the police. As a consequence, issues related to the formation of state authorities and administration at key moments in the history of a small state were included in this issue. The analysis in this area focused on the operation of the police in critical situations.

With the capture of the partial territory of the Soviet Union by the troops of the Third Reich, and with the movement of the front line to the East, management in the new territories passed into the hands of civil authorities. Since 01. 09. 1941, in accordance with the order of A. Hitler «On the introduction of civil administration in the occupied Eastern territories», a territorial-administrative area Reichscommissariat «Ukraine» was created. Local authorities were inferior ingredients in the administration of that zone. After the occupation of the city of Dnepropetrovsk in August 1941, the local police appeared in the city. It was created by the actions of nationalist forces, marching groups of the OUN. But when the Nazi civil authority was established in the city in the fall, the police structure was incorporated into the occupying structure and reformed it. After that, were created local police schools, units, new police districts. Local police were created throughout Ukraine, including in the Dnipropetrovsk district. It existed in the countryside. The district was divided into districts, in each of which there were local police units led by Nazi organs. The structure of the local police included several components, so the tasks of the policemen were not the same. Depending on the region, location and composition of units, they could perform different tasks and have different powers. Often, the Nazi leadership adapted to local conditions, with consequences for the local population and the Nazi employees. The article analyses the creation of police structure of Dnipropetrovsk region in rural area and also its functions and the nature of the activity during the Nazi occupation (1941-1943). The article examines the reasons for, conditions and results of attraction of Ukrainians to formation of German police in Reichskommissariat Ukraine, their institutional forms, material basis and everyday conditions of work. The author analyses efficiency of the system of additional police, its role in occupation regime functioning, the organization and composition of the local police, examples of assistance to the police in the crimes of the Nazis. The motivation and reasons for the cooperation of the local population with the Nazis are also considered.

The financial and economic turmoil of the XXI century has led to the fact that in the United States, domestic policy has gradually become dominant over foreign policy. In this regard, it would not be an exaggeration to say that foreign policy in a number of its key aspects has become a logical and integral continuation of the domestic political course of various American administrations, including the administration of J. Biden. In the conditions of the growing socio-economic crisis, which took the form of the &quot;Biden recession&quot;, the democratic administration, which proved unable to cope with the growing wave of internal problems, firmly took the course of using the Ukrainian crisis to divert the attention of the broad strata of American society from the increasingly escalating domestic political problems, hoping at the same time, if not to maintain control over the US Congress, then at least minimize their losses in the upcoming midterm elections in November 2022. At the same time, the use of the &quot;Ukrainian card&quot; potentially gives the administration of J. Biden at the end of this year to use instruments of direct control over the political system of the United States, which are at the disposal of the head of the executive branch of government and the Supreme commander of the United States.
