Police work is constantly at the forefront of media coverage and public interest – there are only few State Institutions that are subject to as much media and public attention as the police. Public relations, therefore, shape its image importantly, and, at the same time, differ from the public relations in public administration and the private sector due to its specific nature. The article discusses the work of Slovenian police communication experts, their position and status, as well as their position in comparison with their foreign colleagues, and communicators in the public and private sectors. We examined the content and systemic limitations of Slovenian police communication experts and found that they are faced with lack of media experience, appropriate education and knowledge of contemporary skills. Key reasons for this situation are several: An inadequate staffing policy, organisation, implementation of public relations and lack of employee training. These limitations are also the main factors why police communication experts devote most of their time to the technical level of public relations, even if, for higher quality and modern public relations, they should act more often in a strategic role.

Euro-African interactions between the 15th and 20th centuries were mainly motivated by the desire to exploit the economic resources of Africa. To ensure a peaceful exploitation of resources in the Gold Coast, the British policed their forts and castles for the peaceful conduct of trade. Even though policing in the Gold Coast was not a structured institution before its official establishment in 1894 by the British, it was an important institution in the administration of the colony. After the enactment of the 1894 ordinance, the Gold Coast Constabulary was renamed the Gold Coast Police Force. The police institution from this period operated under a standardized structure in the British-controlled areas of the Gold Coast. Using information from archival and secondary sources, this paper explores within a historical context, the extent to which the colonial Police Force facilitated the exploitation of the resources of the Gold Coast between 1894 and 1914. To achieve this, the study looks at the changing structure andfunctions of the Gold Coast Police Force from 1894 to 1914. One key argument of this paper is that to ensure a peaceful exploitation of colonial resources, the colonial government upon investing heavily in infrastructure (roads, railways, and communication), set up the Police Force to protect these investments. Moreover, the British economic interest and policy outcomes (acquisition of resources of the Gold Coast) between 1894 and 1914 dictated the structure and functions of the Police Force for the peaceful conduct of trade. The paper finally demonstrates that through the performance of the Gold Coast Police Force, the British by the end of 1914 had vastly exploited the resources of the Gold Coast to their advantage.

On January 1, 2021, the autonomous police system was implemented in Korea, and local autonomy was implemented in the field of security following general administration and education administration. In terms of decentralization, it was expected that the essential purpose of local autonomy would be realized by providing customized policing services based on the characteristics of the region and the will of the residents, and the democracy, decentralization and resident orientation of police activities would be strengthened. In the second half of 2020, the unified autonomous police model bill was completely revised and enacted through a sudden policy change in the dualized autonomous police model, which was previously discussed, and the institutional basis was established with the leading role of the National Police Agency in the situation of lack of preparation period. In the meantime, the term of the first autonomous police commissioners, who have played a pivotal role in the settlement and development of the autonomous police system, has expired and is now preparing for the formation of a new second autonomous police committee. At this point, it is expected that it will provide implications for the stable development of the autonomous police system as well as the preparation of the second autonomous police committee to clarify the current status of the autonomous police system and legal and institutional problems and to present concrete suggestions for future improvement directions. In organizing this paper, I basically referred to various literature materials such as publication data, research papers and media reports of the National Police Agency and the municipal autonomous police committee. In order to grasp the reality of the operation of the system and to find out the effective improvement direction of the legal system, I also listened to the vivid opinions and suggestions for improvement through direct interviews with some autonomous police committee members and police related NGOs such as autonomous crime prevention groups. Since the implementation of the autonomous police system, mutual cooperation between the city and provincial offices and the city and provincial police agencies has worked closely in the autonomous police affairs by securing the linkage between local administration and security administration centered on the autonomous police committees in cities and provinces across the country. Various policing policies have been established and implemented to reflect the will and participation of residents in the police administration and to provide policing services suitable for local specificity. The responsibility of the heads of local governments for local security has been increased by cities and provinces across the country, and the budget for projects needed to carry out local police affairs has also been increased. However, despite many developments and achievements, there has been a constant need to supplement the essential limitations of the current autonomous police system, low awareness of the autonomous police, and the promotion of mutual cooperation with the autonomous police committee and the national police. More in-depth discussions are needed in that the introduction of the dualization model of the autonomous police and the financial burden of the state are related to the maintenance of security at the national level and the allocation of the national budget. It is hoped that the police system development committee under the Prime Minister's Office will make systematic and careful decisions based on national consensus and careful financial analysis and diagnosis so that the total amount of national security will not be damaged in the rapidly changing domestic and overseas security environment.

We contribute to the discussion of the results of a significant resettlement policy, the role of the gendarme railway police in its implementation and the role of the gendarme structure in the history of the Russian Empire. For the first time, we make an attempt to disclose the mechanism of the gendarme railway police in implementing the state’s resettlement policy in the area of migration flows on the materials of the Kursk Governorate, taking into account the existing rail-way network and the structure of the gendarme police departments. Based on the materials of the State Archive of the Russian Federation and local archives, the issues of legal regulation of mass railway transportation by the gendarme railway police are considered. An analysis of the gen-darme’s paperwork based on the materials of the Kursk branch of the gendarme police department of the Moscow-Kursk railway is given, aspects of interaction with the railway administration, local authorities, and the general police are highlighted. We trace the change and expansion of the duties of the railway gendarmes in connection with changes in the resettlement policy during the period under review and highlight the main stages. Particular attention is paid to issues of public safety in the context of criminalization on the railways. We show the role of the gendarme railway police in ensuring the sanitary and epidemiological welfare of passengers, taking into account the situation in the Kursk Governorate. Particular attention is paid to the influence of resettlement processes on the internal organizational, personnel aspects of the activities of the railway police, the dependence of the employee’s spiritual and moral condition on personal choice. We draw conclusions on the significance, scale, diversity of the gendarme railway police activities during the implementation of the resettlement policy.

Police is an organization mainly identified as the authority responsible for public order and safety. Providing the country with the appropriate level of security requires a new look at the role of the authorities, including the police, involved in security matters. New, so far non-existing threats result from human dependence upon scientific and technological achievements. Efficient sectors such as energy, fuel, transportation, telecommunications, finance, health care, or any other sector ensuring continuity of public administration bodies, make our lives easier but at the same time pose a great threat to public order and safety. Additional threats result from interdependencies among elements of particular sectors, which we remain unaware of. The provision of relevant protective measures and identification of tasks assigned to the authorities involved in security pose a challenge not only to services and guards, but also to enterprises and public administration bodies involved in the development of regulations related to critical infrastructure protection as well as those which introduce regulations, guidelines or procedures.

Recent negatively publicized police-citizen interactions in the media, followed by a subsequent rise in crime rates in the United States, has been named the Ferguson Effect. The Ferguson Effect has been explored by prominent scholars in the criminal justice community; however, little is known about how police officers in small police agencies perceive the Ferguson Effect. The purpose of this qualitative phenomenological study was to explore the perceptions and lived experiences of police officers regarding the Ferguson Effect in small police agencies, as well as police officers’ perceptions of their own organizational justice. The theoretical framework for this study was Greenberg’s theory of organizational justice. Research questions focused on exploring police officers’ perceptions, attitudes, and experiences of the Ferguson Effect phenomenon and willingness to partner with the community. A qualitative phenomenological study design was employed, using purposeful random sampling and semistructured interviews of 9 active sworn law enforcement personnel in southcentral Virginia. Data were analyzed through In Vivo coding, pattern coding, and structural analysis utilizing NVivo 11 Pro. Themes included: (a) racial division, (b) rush to judgment, and (c) steadfast leadership. Findings indicated participants demanded clear and fair policies and procedures from leadership, increased effort of transparency in policing, feelings of racial tension, and the need to regain community trust post-Ferguson. Implications for social change include refinement and development of leadership training for police leadership and refinement in organizational policies that support fairness, community engagement, and community interaction.

This thesis examines the role of litigation in the climate policy process in the United States. To that end, the theoretical framework linking law and policy change developed by Gerald Rosenberg is applied to a case study of Massachusetts v. EPA, a recent Supreme Court decision affecting greenhouse gas regulations. This thesis finds that although litigation faces significant constraints in affecting executive-branch policymaking, litigation can help advance policy change through altering statutory interpretations by administrative agencies.
Cette thèse examine le rôle des contentieux dans les processus politiques sur le climat aux États-Unis. Dans ce but, le cadre théorique développé par Gerald Rosenberg, qui lie le droit et le changement de politiques, est appliqué au cas de Massachusetts contre EPA, une décision récente de la Court Suprême touchant la régulation des émissions de gaz à effet de serre. The National Incident Management System (NIMS) is the result of Homeland Security Presidential Directive 5 (HSPD-5). NIMS requires the Secretary of Homeland Security to develop a national policy template for state, local, regional, and federal agencies to work together during emergencies. One difficulty with NIMS is that state and local agencies interpret and implement NIMS requirements differently. Using Lusier & Achua's theory of integrative leadership and Burns, Bass, Kouzes, and Posner's concept of transformational leadership, this study examined the relationship between the leadership provided by city public safety directors (CPSDs) and effective NIMS implementation at the local level. Two research questions were posed to determine if education, experience, leadership, competency, or knowledge of their position, impacted the required NIMS implementation. The Delphi technique was used to develop 30 survey statements that formed the basis for a survey of 25 CPSDs in a Midwestern state. Data were analyzed using chi-square as a test of association. Results indicated that NIMS knowledge is inconsistent among CPSDs, the cause of which is likely lack of training in NIMS emergency response requirements and not lack of knowledge about leadership styles or techniques. Therefore, the conclusion of this study is that CPSDs have the leadership skills required to lead emergency management organizations, but may lack the specific technical skills related to implementing the NIMS requirements. The results of this study could promote positive social change in NIMS implementation by helping decision-makers to creating training opportunities related to NIMS implementation and to allocate resources more appropriately to protect people from natural and human catastrophic events.

The thesis shows the result of the research on foreign policy during the first and second Abe administration. It focuses on the relations with the US, China, India, Australia, the Philippines, the New Komei Party and the Japan Conference. Role theory, centered on its key concept of national role conceptions (NRC) is used as a theoretical framework. Using Japanese and foreign political leaders’ statements, NRC analysis gives the opportunity to grasp the degree of consistency between those of Japan and those of the targeted countries and domestic political groups. Then, the results are interpreted to assess the possible changes in foreign policy originating from role inconsistency and conflicts. Four Japan’s key NRCs of reliable security partner, country putting emphasis on multilateralism, non military pacifist country and world/regional leader, are utilized as grid of analysis. This thesis argues that Prime Minister Abe’s attempts to reinforce the assertiveness of Japan’s foreign policy have yielded limited results. Still, this outcome has not significantly altered his initial strategies: the later decisions and actions of his government seek to build a more assertive foreign policy. He has proceeded with them by adjusting NRCs and accommodating role expectations.
Esta tesis es el resultado de la investigación realizada sobre la política exterior de las dos administraciones de Abe en el Japón, en especial, frente a las relaciones con Estados Unidos, China, India, Australia, Filipinas, el Nuevo Partido Komei y la Conferencia japonesa. La teoría de roles, y en especial, su concepto de las concepciones del rol nacional (NRC) -entendido como las expectativas intersubjetivas compartidas frente a los viii roles apropiados del Estado en el mundo- es utilizada como marco teórico. A partir de las declaraciones de los políticos japoneses y extranjeros, el análisis de las NRC permite apreciar el grado de consistencia entre las expectativas del Japón y terceros países y los grupos políticos a nivel interno. Estos resultados son interpretados con el fin de identificar posibles cambios en la política exterior causados por la inconsistencia de los roles o por los conflictos existentes. El análisis se realiza tomando como referencia cuatro NCR claves en el Japón: la conveniencia de tener un aliado en seguridad confiable, la preferencia por el multilateralismo, una concepción pacifica no militarista del país y la pretensión de ser un líder regional o mundial. Esta tesis concluye que los esfuerzos del primer ministro Abe para reforzar la asertividad de la política exterior japonesa han tenido resultados limitados. Pese a ello, no se ha cambiado la estrategia. Las acciones y las decisiones posteriores adoptadas por su gobierno dejan en evidencia su intención de construir una política exterior más asertiva, no obstante, ha procedido a ajustar los NCR y las expectativas de los roles.

AbstractIn the civic space, citizens with access to resources must learn how to respond to the civilians who need them in such a way that it changes the unjust social climate to a climate of justice. This Chapter explores three options of citizens responding to civilians: empathy, a commons approach, and the ethics of care. Jeremy Rifkin has argued that we have evolved to “the age of empathy,” but this approach ignores the difference between those who are privileged and those who are not. The commons approach invites all to become “commoners,” sharing and shaping a common future. This approach has attractions, but it ignores past injustices and the role of the rule of law in protecting civilians. The ethics of care does invite privileged citizens to listen to civilian claims to join them in repairing broken relationships and caring about justice.

This research paper aims to investigate the role of public administration in promoting sustainable development through a case study of global nutrition interventions and population growth. The G20 Moscow summit from 2013 highlighted the fact that human resource development remained a major priority for developing countries, especially low-income countries, with important impact on the priorities of other low income countries. When discussing about the current global economic development, about increasing economic competitiveness and reducing economic risks of global crises, we take also into consideration the role that governments and their staff can play in ensuring the adequate implementation of the various policy measures. In order for the government staff to perform at high levels of competence both in high and low income countries, especially in G20 members (Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the United Kingdom, the United States of America plus the European Union member states), we consider that continuous education / lifelong learning would be crucial in providing an enabling environment, with e-learning holding a key position, as it enables people, civil servants to deal with future challenges raised by knowledge and information society. In the framework of the technological, normative and procedural evolutions that influence how the staff from public administrations works and possible openness towards e-learning programs, while aware of the various pedagogic, administrative and economic factors that provide incentives as well as drawbacks in using e-learning in providing training to civil servants, we are interested in analyzing e-learning programs developed and used for public administration staff from several G20 states. Our analysis will be focused on assessing the dimensions of the e-learning systems, variety of courses via e-learning platforms, methodologies used in e-learning, possible limitations and challenges in providing e-learning programs to civil servants in several G20 states. The analysis will be conducted using public information available from national agencies with responsibilities in providing such trainings in various G20 states. Our recommendations are oriented towards stimulating the development of an enabling environment for improving inter-agencies and ministerial coordination by intervening at the levels of human resources from the government levels. In this respect, we promote a wider usage of electronic means in lifelong learning for the staff from public administrations and the sharing of information by electronic means aimed at ensuring further human resource development from the public administration. Moreover, we strongly consider that continuous human resource development in the public administration apparatus from the G20 states and knowledge sharing would provide adequate framework for ensuring that government priorities and policy coordination in order to achieve global economic stability, sustainable growth could be achieved, while also contributing to the development of knowledge and information society and economy.

The notes provide useful information on designing programs and policies to prevent and deal with violence. This technical note discusses the roles of police in controlling and preventing violence and crime. These issues are the subject of much debate. Broadly, the debate breaks down into two opposing views that represent the two ends of a continuum of crime prevention programs: One view asserts the importance of the police role in controlling crime through effective law enforcement that removes criminals from the streets and increases the potential cost of committing crime, thus deterring potential offenders. The other viewpoint posits that police actions operate at the margins rather than at the root causes of crime and so have little impact on broad trends in crime rates, which are fundamentally driven by economic, demographic, social, and cultural factors.

Economic diversification is an incessant theme threading policy discussion in Trinidad and Tobago, although with an ebb and flow over time. This topic is once again at the forefront of policy discussions following the recent oil price decline and subsequent to the new administration that took office in September 2015. This policy brief discusses the potential role that the exchange rate plays in diversification, fiscal adjustment and economic growth. In doing so we use a new estimation of the real effective exchange rate that better captures competitiveness of the country's non-oil exports. The evidence assembled in this policy brief suggests that the exchange rate could have an important role in fiscal adjustment, economic growth, and diversification. We find that a major change in the exchange rate would reduce the size of the fiscal adjustment in the short term. It would boost diversification of non-energyexport products and their markets over the medium term, hence spur economic growth and employment. Presumably, there are perceived short-term downsides. These include (i) an inflationary effect which implies reduced household real income and hence a possible increase in poverty, and (ii), increased cost of imported material used as inputs in production, which compounded by microeconomic level balance sheet effects that arise in the presence of liability dollarisation that also leads to negative impacts of real exchange rate devaluations on firms' performance.

This project builds on mechanical damage (MD) assessment and management tools, developed on behalf of Pipeline Research Council International (PRCI), Interstate Natural Gas Association of America (INGAA), Canadian Energy Pipeline Association (CEPA), American Petroleum Institute (API), other research organizations and individual pipeline operators and were included in API RP 1183. These include dent shape, restraint condition and interacting feature characterization; operational maximum and cyclic internal pressure characterization, screening tools defining non-injurious dent shapes based on pipe size and operating condition, failure pressure and fatigue assessment tools for dents with/without interacting features (e.g., corrosion, welds, gouges) in the restrained and unrestrained condition, and direction on available remedial action and repair techniques. In completing this development, areas for improvement were identified. The current project enhances previously developed tools being adopted in an industry recommended practice (API RP 1183) for pipeline MD integrity assessment and management considering: - Enhancement of indentation crack formation strain estimation, - Understanding the role of ILI measurement accuracy on dent integrity assessment, and - Quantification of assessment method conservatism to support safety factor definition. Safety factors (Modeling bias) defined in the present study and evaluated for different fatigue life estimation approaches in the present work refer to the conservatism inherent in different in different fatigue life models and is represented as the ratio of experimental lives to predicted lives.
