Der volle Inhalt der QuelleThis research aims to analyze the ways how the revitalization process of the Historical Center of João Pessoa/PB is linked to the sociospatial dynamics of this area, as well as the existing interaction among the elements of its present situation. On the same way, is part of our interest the identification of the kind of policies carried on by the State, together with the economic power constitutive representation. We defined the period between the 1980 years until nowadays as the scope of our work, looking forward the production and reproduction of the mentioned space. We also analyze the contradiction between the government official speech and its effective practice through the actions toward the revitalization process. Our research covers the community of Porto do Capim mobilization on face of governmental actions. We identify that, these urban interaction process directly affects the life of the local dwellers, considering that these people are the historical dwellers haring their way of life, activities and feeling of affection for the Historical Center. We see their permanence in that place as an affirmation of their meaning of life and identity with the place, so that the action in favor of their patrimonial status can be interpreted as a movement of resistance to the demands of expansion of the capitalistic system in our country (Recife Antigo/PE, Pelourinho/Salvador/BA, Centro Dragão do Mar/CE). In order to do this work we rely on academic issues about the Brazilian and international experiences over the cities historical background. The experimental phase was developed within the Bairro Vardouro and the community Porto do Capim, Vila Nassau and Frei Vital. According to the methodology we had a day by day visited and conversation to the old and business people, as well as the housekeepers living in the area Taking part of their cultural religious events gave us the opportunity to improve our understanding about the community values and habits. Moust of information were collected from the Comissão Permanente de Desenvolvimento do Centro Histórico de João Pessoa, the Biblioteca do Instituto do Patrimônio Histórico e Artístico Nacional and of the Coordenadoria do Patrimônio Cultural de João Pessoa. Therefore, weve chosen the qualitative research as the method for this work. The methodological sources were: half structured interviews with technicians and studious of the urban question, former dwellers of the Centro Historical, the Comissão de Mulheres do Porto do Capim and the other representatives of the community.Moreover, weve been using the observation and analytical description of the study area . We focus on structural elements such are: the memory, the tradition, the feeling of belonginess and the cultural patrimony. We interpreted the use of this space by the government together with the business enterprises, representing the finance capital interests, as an available geographic area good for investments and activities concerning to the reproduction of the Capital on the evidence that the control of this space keeps its importance, even if its functionalities were change along the time as well as the agents who are in charge on this control. On the other side, is important to detach that the cultural practices and the people day-to-day, which are inherent to the way of life in the Porto do Capim, Vila Nassau and Frei Vital, represent the inhabitants resistance to the changes brought about by the revitalization process.

A proposta na área de intervenção incorpora as actividades existentes e os edifícios, tendo em conta o enquadramento histórico e geográfico. Para que a proposta cumpra com as directrizes estabelecidas foi necessário compreender alguns conceitos, perceber a forma como a cultura pode influenciar a sociedade, introduzindo assim, na área de intervenção, novos métodos de preservação e valorização. Quando se intervém num meio urbano de pequena escala, o desenvolvimento social deverá ser uma prioridade, sendo necessário observar, analisar e catalogar toda a informação de forma a distinguir a componente da identidade colectiva. Estabelecidos os conceitos principais, a cultura local contaminou as opções projectuais desenvolvidas. O centro intergeracional multifuncional tenciona proporcionar aos habitantes da vila de Pataias, um local de estudo, de cultura e de conhecimento pessoal e colectivo.
ABSTRACT:This project focuses in the town of Pataias and has the goal of looking into the social, cultural and urban context of this place. The proposal, located in it’s intervention area, embodies the activities and the buildings already present, while taking into account the historical and geographical framework. For this proposal to comply with the pre-determined guidelines, it was required to understand some concepts, while understanding the way how culture influences society, introducing, in the intervention area, new preservation and appreciation methods. When a project aims to intervene in a small scale urban environment, the social development should be a priority, while also being necessary to observe, analise and catalog the information in a way to distinguish the collective identity component. With the principal concepts laid down, the local culture has ultimately had an influence int the projectual path chosen for this work. The intergenerational and multifunctional centre aims to give its inhabitants, and the broad public of Pataias, a place of culture, of study, of personal knowledge and collectivism.

For generations, housing programs have sought to utilize redevelopment projects to accomplish broader community revitalization goals. Contemporary affordable housing practice embodies this idea in large housing development projects, often funded through government programs such as HOPE VI. This "Conventional" revitalization is primarily based on experiences within the distressed housing projects of large cites, on the false premise that the impacts of redevelopment will be the same in a small post-industrial city as in a large, economically diverse one. Housing developers entering the context of a small post-industrial city must reconsider this idea. They must understand an idea of "holistic" housing revitalization that leverages the development process to make positive economic, physical, and psychological impacts that specifically address the specific challenges in these cities, such low civic capacity, poverty, low governing capacity, large immigrant populations, and an abundance of vacant properties. Fortunately these places possess inherent assets, such as walkable scale, historic architecture and cultural institutions, that present unique opportunities which position them to lead a national economic recovery through sustainable building projects. This report focuses on three cases of current, innovative housing development: * An industrial mill conversion that creates a new mixed use neighborhood in Lawrence, Massachusetts; * An adaptive reuse of a prominent hotel in Flint, Michigan that has sat vacant for 30 years into new downtown student housing; and * A new apartment community for single-parent, full-time students in Owensboro, Kentucky.
(cont.) Against the background of the broader evolution of holistic housing development, the cases directly address the unique challenges of small cities. Comparing the cases and their formative partnerships, concepts and strategies yields a wide range of data to support an idea of Holistic revitalization in these places. The primary data include over twenty hours of interviews with project proponents and stakeholders, as well as development proposals, zoning opinions, financing applications, consultant reports and local press coverage. Together, they provide a detailed view of Holistic revitalization and the tools of its implementation in small post-industrial cities.

O estudo revela alguns embates que ocorrem entre os interesses dessas empresas em fortalecer e ampliar seus negócios e os interesses dos moradores de rua e catadores de lixo, que circulam na área e apresentam uma imagem negativa do espaço, que na visão dos empresários fica marcado pela violência e o abandono da cidade.
This dissertation sought to understand the participation of the social actions of the micro and small enterprises in the revitalization process of Rio de Janeiro´s urban center. The empirical object of this research focussed on the enterprises that comprise the project Polo Novo Rio (Pole Rio´s New), the actions of which target the homeless population and trash collectors. The study reveals some struggles that occur between the interests of those enterprises in strengthening and increasing their businesses and the interests of the homeless population and trash collectors in establishing themselves in such a busy area. In the view of the businessmen, this area becomes marked by violence and abandon, which yields a negative image to it.

Based on the process of revitalization and rehabilitation of degraded or abandoned stretches that have been developed around the world since the end of the 20th century, this research is aimed to evaluate the process of revitalization of Historic Centre of João Pessoa, choosing as a target the Bairro do Varadouro and performing the evaluation of three proposals within it: the Project for Revitalization of Varadouro and Porto do Capim, the Project Moradouro and Revitalization of Praça Anthenor Navarro. From these goals, some existing urban issues within Historic Centre of João Pessoa have been noticed, where some appears as a consequence of the proposed revitalization itself. We used, for the evaluation of urban space, sector quality criteria (land use, configuration space, road system and parking, spaces, activities and urban furniture), therefore revealing them as important points of discussion on urban transformations ( positive and negative) that the processes of revitalization / rehabilitation take in historic places in João Pessoa. This study presents a description of each proposal, with its objectives and possible consequences within the urban spaces, concluding that, due to the large number of variables inside of it, the scope of a feasible plan must show the needs in all levels of intervention, such as to tourism (culture and recreation) and services and trade of the housing sector, which should cover all existing social issues.
Baseando-se nos processos de revitalização ou requalificação de trechos degradados ou abandonados que vêm sendo desenvolvidos em diversas partes do mundo desde o final do século XX, a presente pesquisa buscou avaliar o processo de Revitalização do Centro Histórico de João Pessoa, escolhendo como alvo o Bairro do Varadouro e realizando a avaliação de três propostas nele inserido: o Projeto de Revitalização do Varadouro e Porto do Capim; o Projeto Moradouro e a Revitalização da Praça Anthenor Navarro. A partir dos objetivos da pesquisa percebeu-se algumas problemáticas urbanas existentes dentro do Centro Histórico de João Pessoa, onde algumas surgem como conseqüência da própria proposta de revitalização. Foram utilizados para a avaliação do espaço urbano, critérios de qualidade setoriais (uso do solo, configuração espacial, sistema viário e estacionamento, espaços livres, atividades de apoio e mobiliário urbano) revelando-se assim como importantes pontos de discussão sobre as transformações urbanas (positivas e negativas) que os processos de revitalização/requalificação realizam no setor histórico de João Pessoa. A pesquisa apresenta a descrição de cada proposta, revelando seus objetivos e possíveis conseqüências dentro do espaço urbano, concluindo que devido ao grande número de variáveis existentes dentro desse, a abrangência de um plano deve se mostrar viável às necessidades existentes em todos os níveis de intervenção sejam eles voltados para o turismo (cultura e lazer), serviços e comércio ou para o setor habitacional, onde todos devem englobar as questões sociais existentes.

It was aimed in the present work to investigate the implications of the metamorphosis process in the urban centrality of João Pessoa, capital of Paraíba state, under the point of view of central uses and activities, starting in the 1970s up to present days. In the spatial ambit on which the present work focuses is a central area in João Pessoa. However, it is important to emphasize that references to other sectors of the city will be made, which have become in the last decades new places of the centrality process. The temporal picture, for its turn, follows the transformations that occurred from 1970 to present days, because since those times deep transformations were generated by post-modern paradigms. In fact it is a phase of changes in the intraurban structure of our cities, where selective shopping activities and new way of life emerged under the influences of privileged social classes anxiety in the context of consumerist society. The methodology used here included not only the bibliographical survey performed, whose importance is revealed by the theoretical basis constructed in the present work, but also the analysis of the phenomenon of changes in the centrality, where data and indicators were provided by the Laboratório do Ambiente Urbano e Edificado (Laboratory of Urban and Built Structures Environment) of the Federal University of Paraíba. The main town centre of João Pessoa sprawled predominantly towards the littoral zone along the Avenida Epitácio Pessoa and its surroundings, following the moving tendencies of high profit people. The results obtained here showed that the main town centre of João Pessoa has deteriorated physically with respect to many buildings, and the estate housing dynamics have decreased in relation to new town centres in the city of João Pessoa. However, under the point of view of commercial activities and services available, besides other vital activities for the living process in the area, the traditional town centre of João Pessoa continues to generate profits for the local economy, having the greatest number of licensed activities and a quite expressive amount of money in circulation. Thus, the vitality and urban centrality of João Pessoa town centre, reflected by the great diversity of activities of socio-economical interest is presently clearly evident.
O objetivo principal deste trabalho é investigar as implicações do processo de metamorfose na centralidade urbana de João Pessoa, sob a ótica dos usos e atividades centrais, no período que se inicia na década de 1970 e que se estende até os dias atuais. O âmbito espacial sobre o qual recai o foco do presente trabalho é a área central da cidade de João Pessoa. No entanto, é importante destacar que se farão referências a outros setores da cidade, os quais, nas últimas décadas, transformaram-se em novos redutos de centralidade. O recorte temporal, por sua vez, segue as transformações ocorridas de 1970 aos dias atuais, pois, a partir daquela década, ocorreram profundas transformações advindas dos paradigmas pós-modernos. Trata-se de uma fase de mudanças na estrutura intra-urbana de nossas cidades, onde um comércio seletivo e novos modos de vida surgem, influenciados pelos anseios das classes privilegiadas no contexto da sociedade de consumo. A metodologia utilizada compreende não apenas o levantamento bibliográfico, cuja importância se revela na construção da base teórica deste trabalho, mas também a análise do fenômeno das mudanças de centralidade, utilizando-se dados e indicadores fornecidos por instituições e pelo Laboratório do Ambiente Urbano e Edificado, da UFPB. Na cidade de João Pessoa, o centro principal expandiu-se, de forma predominante, na mesma direção da Avenida Epitácio Pessoa, seguindo o deslocamento das camadas de alta renda para a zona litorânea da cidade. Os resultados permitem concluir que o centro principal da cidade de João Pessoa possui uma decadência física em inúmeros imóveis e uma diminuição na dinâmica imobiliária em relação os novos centros da cidade. Contudo, do ponto de vista de atividades comerciais, de prestação de serviço e outras imprescindíveis para o processo de vitalidade da área, o centro tradicional da cidade de João Pessoa continua a produzir economia, sendo dotado do maior número de atividades licenciadas e de uma expressiva circulação monetária. Portanto, sua vitalidade e centralidade urbanas, que se expressam em uma diversidade de atividades de grande interesse sócio-econômico são, até o presente momento, bastante evidentes.

Der volle Inhalt der QuelleSímbolos da arquitectura doméstica, os Paços medievais provêm das novas formas de pensar e viver o quotidiano, aliado à demostração e hierarquização do poder senhorial de um tempo medieval. Em O Paço como ‘habitação simbólica’ hierarquizadora de um território na contemporaneidade desenvolve-se um estudo focado na evolução e principais características dos Paços medievais portugueses como elementos estruturantes do território. Património que caracteriza a identidade e a memória das cidades, mas que muitas vezes, são desvalorizados e/ou deixados ao abandono. O Paço Real de Belas surge pela importância que adquire na formação e estruturação da vila de Belas e pela própria relevância patrimonial, hoje, é um património “esquecido”, que aliado ás questões de despovoamento dos centros históricos, dita a descaracterização na malha urbana. Deste modo, a componente prática adquire suporte nas questões teóricas desenvolvidas para dar resposta à proposta urbana e arquitectónica. O plano urbano incide sobre a Praça 5 de Outubro, na procura da revitalização do centro histórico de Belas é proposto a requalificação da praça onde o Paço Real de Belas assume lugar de destaque, assim, a nível arquitectónico a valorização do património enquanto elemento de referência do lugar aparece como forma de promover a oferta cultural na sociedade e devolver a identidade local.
ABSTRACT: Symbols of domestic architecture, the medieval Palaces come from new ways of thinking and living the daily life, allied to the demonstration and hierarchy of the manorial power of a medieval time. In The Palace as a ‘symbolic dwelling' hierarchical of a territory in the contemporaneity, a study is developed focusing on the evolution and main characteristics of the portuguese medieval Palaces as structuring elements of the territory, heritage that characterizes the identity and the memory of the cities, but that often are devalued and/or left to abandonment. The Royal Palace of Belas emerges, from the importance it acquires, in the formation and structuring of the village of Belas and from its own heritage relevance. Today, it is a "forgotten" heritage, which adds to the issues of depopulation of historic centers, given the decharacterization in the urban fabric. In this way, the practical component acquires support in the theoretical questions developed to respond to the urban and architectural proposal. The urban plan is focused on Praça 5 de Outubro, in search of a revitalization of the historic center of Belas. The proposal will be based on the requalification of the square, turning the Royal Palace into a prominent place. Therefore, on the architectural level, the valuation of heritage as a reference point of the place appears as a way of promoting the cultural offer in society and returning the local identity.

It departs from the premise that the central areas of cities are currently undergoing processes of depopulation, flight of higher income social classes, and the departure of high-end commerce and that this has been concomitant with the appearance of features of degradation and deterioration. More recently, central areas have been the focus of urban revitalization policies that seek to revert decay and stagnation. This researchexplores how these processes are impacting the real estate market in the central areas as compared to other districts. The objective is to evaluate the performance of the real estate market in the historic center of Porto Alegre by identifying its evolution and recent dynamics. First, the research characterizes the center in terms of its socioeconomic and demographic features, and also presents the principle revitalization actions and policies in the area. Next, it analyzes the market for new and used properties for sale and lease based on the number of offers and prices during the period between 2007 and 2011. The results show that the center of Porto Alegre still maintains indicators of quality infrastructure and accessibility. The real estate market of new buildings in downtown Porto Alegre, although not representative of the city, has undergone changes in the type and value of the property released pointing toward an increase in real estate value. The real estate market for used buildings was extremely relevant in quantitative terms in the city, being focused mainly on income profiles of middle to lower-middle income occupants. The processes of revitalization and public and private investments made in the center have a had a role in creating a context of appreciation of the center as a workplace and a place of residence for certain population profiles.

This thesis has sought to construct a diagnostic study of small downtown revitalization in Somersworth, New Hampshire, and Berwick, Maine. To develop a holistic understanding of downtown revitalization in Somersworth-Berwick, and other such small towns on the urban fringe, this research was divided into three broad parts: [1] local contextualization of Somersworth-Berwick and empirical studies of small town revitalization, [2] a local market analysis, and [3] a site plan and financial feasibility model. The methods used to complete this research included focused interviews, market analysis, and financial modeling. These methods are coupled with a review of literature and sought to answer what potential market-based downtown revitalization strategies are and how economically and financially viable these might be in the context of Somersworth-Berwick. While this thesis has fashioned a robust framework specifically in the context of Somersworth-Berwick's downtown revitalization, its methodological approach and findings are applicable for similar small and fringe communities. The findings of this thesis highlight that market-based revitalization efforts, such as catalytic real estate development, do hold promise in advancing revitalization efforts yet often require subsidy in the face of weak real estate markets and market failure. As such, broad-based and non-traditional revitalization efforts are key elements to a holistic and effective downtown revitalization plan.

Der volle Inhalt der QuelleThis thesis intended to be developed by the present research, maintains that Housing, understood as integrated public policy, constitutes a determining component in the process of regeneration of the central areas in the cities, namely the historic centers. It proposes the study, through the analysis of paradigmatic cases of intervention in historic centers of cities in Brazil and Portugal i.e. Salvador and Porto the sets of constraints which allow the structuring of programs or continuing public politics, from which there were significant results in the process of rehabilitation and preservation of these centers. It is important, in regards to the present research, to put into context, not only the programmatic formulas but, and, especially, the conceptual foundations associated with them, in a way to understand the relevance of urban planning practices which are part of the housing issue and verify the forms of articulation and the respective impacts in the process of sociability and functional revitalization of the historic centers. Thus, by document analysis and by empirical observation of a set of experiments, which proceeded the configuration of housing policies for the historic centers studied, it is the intention to evaluate which transformations and concept development from which resulted significant contributions for the formulation of urban policies on handling housing shortages, typical of these and other centers. On the other hand, it is important to verify the circumstances in which the referred practices have not occurred, where the historical process demonstrates maladjustment or non-completion of the programmatic assumptions
A tese que se pretende desenvolver pela presente pesquisa sustenta que a Habitação, entendida como política pública integrada, constitui um componente determinante para os processos de reabilitação das áreas centrais das cidades, nomeadamente dos centros históricos. Propõe estudar, pela análise de casos paradigmáticos de intervenções em centros históricos de cidades no Brasil e em Portugal - a saber, Salvador e Porto - os conjuntos de condicionantes que permitiram estruturar programas ou políticas públicas continuadas, das quais resultaram significativos resultados nos processos de reabilitação e preservação desses centros. Importa, no âmbito da presente pesquisa, contextualizar não apenas as formulações programáticas, mas e, principalmente, os fundamentos conceituais que lhe estão associados, de forma a compreender a relevância das práticas de planejamento urbano que integram a questão habitacional e verificar as formas de articulação e os respectivos impactos nos processos de sociabilidade e revitalização funcional dos centros históricos. Assim, pela análise documental e pela observação empírica de um conjunto de experiências, que precederam a configuração de políticas de habitação para os centros históricos estudados, pretende-se avaliar quais as transformações e os desenvolvimentos conceituais dos quais resultaram significativas contribuições para a formulação de políticas urbanas de enfrentamento das carências habitacionais, típicas dessas e de outras centrais. Der volle Inhalt der QuelleDespite its historical riches the old center of Tehran is now in a worrying state and the issue of preservation of its heritage has become the major challenge for conservatives and heritage advocates. Plans and propositions made to revitalize the historic center were largely useless. This thesis focuses on the reasons for the difficult revitalization of the historical center of Tehran. The study of Oudlajan, one of the historic neighbourhoods of Tehran, allows to understand the current state of urban heritage. According to our analysis, apart from the government policies in the different periods, the representation of heritage in Iranian society is strongly influenced by the thoughts and ideological trends. The desire to “change”, which has long existed in Iran, was accompanied by the rejection of tradition and history, destroying everything that is known as old. Due to authoritarian modernization, the city became a symbol of the break with history, tradition and local identity, imitating Western models. The study of the strategies employed by different actors highlights two different positions facing heritage of Oudlajan neighborhood. The position of the guardians, who see only the conservation of monuments. The action of these preservatives is limited to inventory, regulation and control. The position of the partisans of urban development can be divided into three groups: institutional actors seeking to renew older neighborhoods to increase their earthquake resistance; the actors who want new constructions for their economic interests; and, finally, the residents who wish to live in a new house and a modern neighbourhood. Approaches of these three groups show a lack of interest in heritage and historic spaces and a desire for modernization

Der volle Inhalt der QuelleThis dissertation evaluates the process of urban revitalization of Santos City Center in course since the late 1980s. It is divided in five chapters. The first analyses the changes in the theory of central area public intervention from Modern to Contemporary periods and defines Santos Historical Center as the case study. The following chapter investigates the growth and the apogee of this area with the port expansion and the resulting wealth with coffee commerce. The third chapter deals with the City Center decay with the evasion of high-income strata and the resulting housing precariousness. The fourth chapter analyzes the law, the interventions and the projects referring to the area, over the period of two PT offices (1989-1992; 1993-1996). The fifth chapter continues these analyses during the old PPB offices (1997-2000; 2001-2004) with an opposite political view. Finally, the conclusion evaluates the process of growth and decline of Santos City Center and the changes in relation to urban planning policies for this area in the present context.

Among these questions, searches have been made to define tactics of resistance by part of the population, nominated the homeless, ahead the revitalization of downtown. So, the problem of habitation can\'t be resumed to the physical restriction of home, but the fight for the city, the own existence and the living.

La flexibilidad asociada a lo anterior, ha provocado el abandono y deterioro de sus centros históricos, situación que ha sido acelerada por fenómenos naturales como los terremotos. Pese a ello, muchas ciudades han emprendido procesos de reconversión, renovación y rehabilitación, que han incidido en una revitalización urbana de este tipo de sectores, cuya integralidad ha sido discutida. En Chile se ha impartido un programa de subsidios estatales dirigidos a renovar los barrios centrales de algunas ciudades, pero en las ciudades intermedias mayores no han prosperado. La investigación determina los factores que obstaculizan la inversión inmobiliaria de viviendas en el centro histórico y urbano de una ciudad intermedia chilena. Luego, con la determinación y análisis de algunos atributos urbanísticos, se define un posible proyecto inmobiliario, que pueda servir como referente y posteriores estudios en la materia.
Time has shown that cities are dynamic and their transformation is mainly due to economic policies and underlying development models, which are derived in government programs. The flexibility associated with this has caused the abandonment and deterioration of its historical downtowns, a situation that has been accelerated by phenomena like earthquakes. Despite this, many cities have undertaken reconversion, renovation and rehabilitation processes, which have had an impact on the urban revitalization of this kind of sector, whose integrality has been discussed. In Chile, there has been a program of state subsidies aimed at renovating the central neighborhoods of some cities, but in the larger intermediate cities there have not prospered. The research determines the factors that hinder the investment property of housing in the historic and urban center of an intermediate Chilean city. Then, with the determination and analysis of some urban attributes, a possible building proyect is defined, which can help as a reference and subsequent studies in this field.

Der volle Inhalt der QuelleThe dissertation studies the relationship between the cultural heritage policies of the historic center of Curitiba and the urban planning process of the capital of Paraná. The period studied starts from the elaboration of urban plans prepared by architects such as Jorge Wilheim, Jaime Lerner, Cyro Corrêa Lyra and by urban planners from the Institute of Urban Planning and Research of Curitiba (IPPUC), between1965 and 1970. The period studied also includes the implementation of plans during the first administrations of the Mayor Jaime Lerner, between 1971 and 1983. It was in this context that the historic center underwent revitalizations and actions to recognize and to protect its urban heritage, which includes: the creation and protection of the Historical Sector of Curitiba by the municipality; the protection of the Urban Landscape of XV de Novembro street by the state government; and also architectural and urban interventions to order the road system, to pedestrianize some central streets and to ennoble revitalized areas through the introduction of touristic, cultural and leisure uses. These interventions were carried out in a favorable political and economic context to large urban projects, during the Military Regime, which were characterized by several political, technical and city-marketing strategies, with the purpose of attracting investors, industries and tourists to develop the economy of the municipality. Throughout this trajectory, however, some tensions, contradictions and conflicts are evidenced, such as the exclusion of important areas for urban history from the protection perimeter of the Historical Sector; demolitions to prioritize the road system; removal of popular uses and residents from the revitalized areas; and strong conflicts with the local population. We undertake our efforts to understand, analyze and discuss these issues, strongly supported by the bibliographical review of authors of historiography of the conservation of cultural heritage and urban planning, primary sources of documents and interviews with some of the main actors involved. In this way, the research is considered part of the discussion on conservation of historical sites in Brazil, and provides a special contribution to the evaluation of the articulation between heritage policies and urban planning.

The objective of the research was to verify the positive and negative aspects of pedestrian mall implementation and maintenance. The main focus of this study is a pedestrian mall located in Londrina, Paraná, having another pedestrian mall located in Bauru, São Paulo as a secondary object of study. A comparative study of the two walks was carried out using three types of analyses: personal ( by the author of this study ), questionnaires and behavior maps . Data from these three analyses were crossed, taking into consideration the different viewpoints those of the researcher and those of the users. Most importantly, this work tried to verify the contribution of urban revitalization project to the improvement of the quality of urban areas.

In the 90s, the city center territory is fraught with social complexities, ideologically publicized as degradation. While on the one hand it is located between São Paulos main employment hubs, it concentrates a large number of vacant properties and public spaces in poor maintenance conditions. In this context, the speech on revitalization of the area was created, began to permeate the public sphere and support a series of random actions by the government. From the perspective of the assumptions of this speech, few changes occurred in the last twenty years. However, seen from another angle, much has changed and has been changing. In order to identify what happened in São Paulo city center between 1990 and 2000, this research investigated the profile of the current resident population and land use; employment positions concentrated in the central area; main public policies implemented from the 90s and major changes that occurred in the built environment during the period studied. As avenues for investigation of such changes, the research adopted two fronts: the analysis of office buildings occupation dynamics, considering that this is the typology with the highest vacancy rates; and the analysis of private development projects of renovation of vertical residential buildings.

Der volle Inhalt der QuelleCompreender e intervir no sentido de qualificar e revitalizar áreas urbanas de génese ilegal, abandonadas pelos poderes públicos ou esquecidas e que se encontram desarticuladas dos núcleos urbanos das cidades onde se inserem, é o principal objetivo analítico deste trabalho. Neste contexto, o Bairro da Arroja, em Odivelas foi o local escolhido para análise e intervenção por ser uma área com as características que se procura estudar e resolver projetualmente. Não só a configuração, como as carências da Arroja Velha, bem como as oportunidades que existem neste local, imprimem a este bairro o carácter singular de uma área urbana crítica, em que podem ser aplicadas as estratégias pretendidas. Efetuada uma análise à cidade de Odivelas, e mais particularmente ao Bairro da Arroja, verificou-se que a maioria das suas carências e vulnerabilidades passam pela falta de uma estrutura formal e social coesa e de espaços públicos qualificados que consigam aproximar e unificar a população residente. Assim, foi pensada a revitalização deste espaço, tornando-o dinâmico a partir da disponibilização de um equipamento público dotado de programas que se relacionam com as artes e a cultura, de modo a servir os habitantes de toda a zona de Odivelas, tendo como base melhorar as vivências do local através da relação entre os moradores deste bairro com a população envolvente. Em ordem à proposta projetual, estudaram-se exemplos de espaços e intervenções onde estivesse presente o mesmo quadro de características e problemas e cuja solução passasse pela inserção de um equipamento de carácter público, que fosse um conector destes espaços pontuados com a envolvente onde se inserem. A inclusão de equipamentos permite uma reflexão sobre o modo como se pode intervir na heterogeneidade dos espaços urbanos, por vezes dissociados da malha urbana, e o desenvolvimento das vivências de rua, qualificação do espaço público, espaços verdes e percursos. A proposta centrou-se na elaboração de um plano urbano cujo objetivo é favorecer a conectividade da estrutura urbana e produzir coesão social e territorial, articulando lógicas heterogéneas, numa maior relação e integração do bairro com a cidade. Propõe-se igualmente um projeto de um Centro de Artes, Cultura e Recreação que sirva de veículo de inclusão das pessoas e grupos sociais do bairro na cidade, através das artes e da convivência de pessoas e grupos com origens sociais, culturais e geográficas diversas, assim como, entre diferentes gerações.
ABSTRACT - The big goal of this paper is the qualification of critical, socially abandoned or forgotten urban areas, dissociated from the big cities nearby. This project aims to solve the problems of the Arroja neighborhood, Odivelas, area with the characteristics above mentioned and for which, with the presented project, we intend to find a suitable solution. The needs of Arroja Velha, as well as the existing opportunities, make of this neighborhood a typical example of a critical urban area, with a very good potential to apply the intended strategies. After carrying out an analysis of the city of Odivelas, and more particularly of Arroja Velha neighborhood, it was concluded that the majority of the weaknesses and threats are due to a lack of a formal and socially cohesive structure and to a lack of qualified public spaces that can have the ability to gather around all the community. Therefore, it has been thought to revitalize this space by turning it in a dynamic space, with grounds in a creative vision, which pretends to invest in the typical life experiences of the place itself. Several examples of interventions have been studied, where these same problems were presented and were the solution found was the construction of a public building that could function as “liaison” between this “urban villages” and the big cities where they are integrated. These kind of buildings also allow us to give some reflection on how to treat these neighborhoods, as something homogeneous, connected with the city, and how to develop the street life experiences, the public space qualification, green spaces and various pathways. Given the above, it is therefore proposed an urban plan that aims to enhance the urban structure connectivity and to build cohesion, by connecting heterogeneous logics, into a bigger relationship integrating the neighborhood with the city. It is also proposed a Recreational Activities Center of Arts and Culture that could serve the community through the arts and culture and through the reunion of the different generations, and act as a vehicle of inclusion of this neighborhood into the city.

Consequences of those modifications are observed in the central areas of these cities its physical degradation, its inhabitants renouncement, its traditional activities transference to new locations. Those areas have been popularized and, even though still plenty alive, have presenting different degradation degrees. Otherwise some of these areas have been object of local public power intervention regarding its revitalization. The main goal of this research is to investigate how central areas of some Latin-American cities have been treated by its local government and which are their politics facing the recent urban process. Therefore, our intention is to contribute building a panel that analyzes central areas revitalization politics in a Latin-American scene. For that matter, weve studied the central areas revitalization politics and strategies applied in São Paulo, Santiago de Chile and Buenos Aires. In that way, plans and programs developed for the central areas of these cities for the last two decades will be presented and analyzed in a comparative manner by this study. This research proposes itself to answer some questions: are there similarity between the metropolitans process presented by these cities, and how these reflect in each central area? How each local government is responding their different demands regarding the revitalization of its central areas? What are the main lines of their actions? What instruments and strategies have been used in different sectors? Would this politics be following a new leading in urban management?
