Cognitive neuroscience is challenging the Anglo-American approach to criminal responsibility. Critiques, in this issue and elsewhere, are pointing out the deeply flawed psychological assumptions underlying the legal tests for mental incapacity. The critiques themselves, however, may be flawed in looking, as the tests do, at the psychology of the offender. Introducing the strategic structure of punishment into the analysis leads us to consider the psychology of the punisher as the critical locus of cognition informing the responsibility rules. Such an approach both helps to make sense of the counterfactual assumptions about offender psychology embodied in the law and provides a possible explanation for the human conviction of the existence of free will, at least in others.

Annotation:
The article presents the results of an analysis of studies of the responsibility category, performed in the 21st century by Russian andforeign psychologists. To search for Russian works, we used the databases of the Electronic Library of the Russian State Library and the Russian Scientific Electronic Library eLIBRARY.ru To identify the works of foreign authors, we analysed 2910 journals from the Web of Science database (Social and Behavioural Sciences – Journal List). It was established that in Russian psychology, responsibility is understood as a form of self-regulation, realised in the consciousness of oneself as a subject of behaviour and its consequences. Russian researchers in the 21st century conduct clarifying studies of the formation and evolution of responsibility, studying the features of this mental phenomenon in representatives of various social groups and professions, and exploring the relationship between responsibility and success. In modern foreign psychology of the 21st century, responsibility has still been viewed from the angle of solving the practical problems of social psychology. We have revealed that most of the studies are clarifying in nature and are devoted to the characteristics of collective responsibility, morality and guilt. It seems important that both Russian and foreign researchers widely use the attributive approach.

Abstract The provision of public services is a key responsibility of elected politicians. Research suggests that citizens’ satisfaction evaluations of public services are incomplete representations of service quality and performance. However, little attention has been given to the political nature of service evaluations. Based on the theory of (partisan) motivated reasoning and the literature on responsibility attribution, we argue that citizens provide more favorable evaluations of municipal services when the responsibility for these services is vested in political principals with matching partisanship. Drawing on original data from a two-wave pre-post panel survey of Danish voters in the 2017 municipal elections, we employ a difference-in-differences estimator to identify the effect of a partisan match between voters and elected municipal leaders on citizen satisfaction with municipal services. We furthermore nest a survey experiment in the panel survey to test whether partisan bias in citizen satisfaction emerges when the line of functional responsibility between political principals and public services is clear and not dispersed across multiple actors. Our findings provide support for the hypothesis of partisan bias in satisfaction evaluations. We further demonstrate the importance of clarity of responsibility; partisan bias seems to come into being when the functional responsibility of municipal leaders for public services is clear and not dispersed across multiple actors, pointing toward a possible mechanism of partisan bias in citizen satisfaction.

Social justice is becoming an increasingly important aspect of counselling psychology in Canada, and more research is needed to understand how to make a difference outside of one-on-one counselling sessions. Twelve individuals (including students, researchers, clinicians, and professors) comprised a working group entitled “The Responsibility of Canadian Counselling Psychology to Reach Systems, Organizations, and Policy-Makers” and discussed the role of counselling psychology in reaching beyond individual change. Discussion generated three main themes: identifying needs, using our unique training, and infiltrating and navigating the system. Future directions for social justice and advocacy in counselling psychology are discussed in relation to systemic change.

114 psychology students at SUNY-Fredonia read scenarios based upon Milgram's heart disturbance studies with the altered outcome that the learner suffered a heart attack and died. Scenarios involved an experimenter and obedient teacher or an experimenter alone. Students read scenarios with and without exposure to the Obedience film. While students who had not seen the film held the experimenter significantly more responsible for the events than the obedient teacher, those who had seen the film believed the two shared the responsibility more equally. Despite the effects of the film upon attributions of responsibility, subjects persisted in responding more harshly to the experimenter than the obedient teacher when recommending punishment, even after viewing the film. Results are discussed in relation to Kelman and Hamilton's 1989 distinction between ‘role-based motives’ and ‘deed-based consequences.’

The situationist movement in social psychology has caused a considerable stir in philosophy. Much of this was prompted by the work of Gilbert Harman and John Doris. Both contended that familiar philosophical assumptions about the role of character in the explanation of action were not supported by experimental results. Most of the ensuing philosophical controversy has focused upon issues related to moral psychology and ethical theory. More recently, the influence of situationism has also given rise to questions regarding free will and moral responsibility. There is cause for concern that a range of situationist findings are in tension with the reasons-responsiveness putatively required for free will and moral responsibility. We develop and defend a response to the alleged situationist threat to free will and moral responsibility that we call pessimistic realism. We conclude on an optimistic note, exploring the possibility of strengthening our agency in the face of situational influences.

The emerging reality of a global community has led to development of a construct of global social responsibility and to a scale as described here. A sample of 219 adults assigned to four levels of social activism responded to a pool of items judged to be indicative of the construct, and a 160-person subsample provided additional data concerning social activism. The data were used in the development of a global social responsibility scale and two related scales. Internal consistency for all scales and the expected correlations between the scale and related measures (3 scales and 3 behaviors) produced evidence of validity and support for the construct.
