Research grants are important for researchers to sustain a good position in academia. There are many grant opportunities available from different funding agencies. However, finding relevant grant announcements is challenging and time-consuming for researchers. To resolve the problem, we proposed a grant announcements recommendation system for the National Institute of Health (NIH) grants using researchers’ publications. We formulated the recommendation as a classification problem and proposed a recommender using state-of-the-art deep learning techniques: i.e. Bidirectional Encoder Representations from Transformers (BERT), to capture intrinsic, non-linear relationship between researchers’ publications and grants announcements. Internal and external evaluations were conducted to assess the system’s usefulness. During internal evaluations, the grant citations were used to establish grant-publication ground truth, and results were evaluated against Recall@k, Precision@k, Mean reciprocal rank (MRR) and Area under the Receiver Operating Characteristic curve (ROC-AUC). During external evaluations, researchers’ publications were clustered using Dirichlet Process Mixture Model (DPMM), recommended grants by our model were then aggregated per cluster through Recency Weight, and finally researchers were invited to provide ratings to recommendations to calculate Precision@k. For comparison, baseline recommenders using Okapi Best Matching (BM25), Term-Frequency Inverse Document Frequency (TF-IDF), doc2vec, and Naïve Bayes (NB) were also developed. Both internal and external evaluations (all metrics) revealed favorable performances of our proposed BERT-based recommender.

In higher education settings the peer review process is highly valued and used for evaluating the academic merits of grant proposals, journal submissions, academic promotions, monographs, text books, PhD thesis and a variety of other academic products. The purpose of this thesis was to evaluate the peer review process for awarding research grants used by the Australian Research Council (ARC) Large Grants Program and to propose strategies to address potential shortcomings of the system. This study also evaluated psychometric properties such as the reliabilities of various ratings that are part of the assessment process of the ARC Large grants Program. Data for the all grant applications submitted for the 1996 round of the Large Grants Program were provided by the ARC. In a variation to the typical peer review process, applicants were given an opportunity to nominate assessors to review their proposals. The results indicated that global ratings given by the researcher-nominated assessors were systematically higher and less reliable than those by panel-nominated external reviewers chosen by the ARC. The reliability of peer reviews is not adequate by most standards. A critical direction for future research is considering what strategies need to be put in place to improve the quality of the reviews. To improve the reliability it is recommended that researcher-nominated reviewers should not be used; that there should be more reviews per proposal and a smaller more highly selected core of reviewers should perform most of the reviews within each sub-discipline providing a greater control over error associated with individual reviewers

The aim of the paper Pork barrel politics in context of Action Plan Support of Least Developed Districts is to find out and describe if and by which means the attributes of Pork barrel politics were present in redistribution of funds from Regional grants, which were part of Action Plan – Support of Least Developed Districts. Secondary aim is to see how receiving of this grant could have helped in reelection of incumbent in next election. An Index of political patronage was assembled to measure the level of pork barreling. Based on party affiliation, mayors with connections to government were not highly favored when receiving grant, not even in the case of affiliation with party, which redistributed the grants. Neither there were no significant differences in the odds of reelection based on whether the incumbent received a grant or not, that is an unexpected result relative to other research in the field

The article is devoted to the study of the impact of grant support on the innovation activity of universities. The distribution of grants from the Russian Science Foundation and the President of the Russian Federation among universities and regions of the country is analyzed. It has been revealed that a significant part of grants is concentrated in the largest educational organizations, which may hinder the innovative development of regional universities. Correlation analysis showed a direct relationship between the number of grants received by universities and their Hirsch index, indicating scientific activity and productivity. However, despite the revealed correlation, the authors emphasize that for a more objective assessment of the effectiveness of the distribution of grant funds, it is necessary to take into account other indicators, such as the quality of scientific research, their applied potential and contribution to the socio-economic development of the regions. As a result, the study confirms the importance of grant support to stimulate innovative activity of universities and the need for further improvement of its provision mechanisms.
