The purpose of this study is to obtain empirical evidence of knowledge sharing activities in the organization of regional supreme product manager, as well as looking for factors that influenced it. The research method used was qualitative descriptive at sub-districts in Bandung, with sample of agencies, entrepreneurs, and related institutions. The ability to transform knowledge from supreme product managers and agencies to managers of products that had not become a supreme was yet optimal. It is because of the area that was not possible and its supreme product managers who did not want to share their knowledge to another products managers that had not become supreme because they fear of being competed. Nevertheless, government agencies had always understood the need for other knowledge to facilitate routine improvements of product managers that had not become supreme, such as supreme product standardization training, and requirements that must be met to become supreme product.

Manager awareness of culture and cultural diversity is subjective and as such, managers use their own cultural knowledge to make judgments on issues that relate to cultural diversity. Human resource practitioners are not championing the practices that empower managers to manage cultural diversity due to overbearing administrative procedures. This results in favoritism, leading to high turnover and poor morale. Managers are also unable to associate organizational strategies and policies to cultural diversity, indicating cultural diversity knowledge and skill gaps. Hence, adopting a qualitative approach and descriptive design, the aim of this research is investigating the role of human resource management in managing cultural diversity at the correctional service organization. The sample size consists of 24 managers selected through non-probability purposive sampling from 42 managers' population of head and regional office.

This study was 37 SKPD registered in Solok city with a total sample of 74 people consisting of leaders and treasurer office / agency / office at SKPD in Solok city. Dependent variable in this research is the cost consciousness and independent variable that is authority structure (structure of formal authority and structure of informal authority), Characteristics of regional financial information systems and manager behavior. The hypothesis is tested by using multiple regression analysis using SPSS version 14. This study shows the test results that manager behavior does not affect the cost consciousness, while formal, informal authority structures and Regional financial information systems have a significant effect on the cost consciousness.

Manufacturing in Kenya account for the greatest share of industrial production output characterized by relatively low value addition of 7.5 per cent recorded in 2010 to 2.3 per cent recorded in 2011, low employment and capacity utilization and a paltry 25 percent export volumes. However, the share of Kenyan products in the regional market is only 7 percent of the US $11 billion regional market and its contribution to the GDP has remained at about 10 percent since the 1960s. This has given rise to the concern that practicing managers have put little effort to improve the situation. This study therefore sought to establish the relationship between Human Resource Practices and firm performance in the manufacturing firms in Kenya. Used a census survey of the 68 medium and large manufacturing firms whose core activities involved in production and marketing of edible oils, soaps and detergents, beverages or sugar registered in the Kenya Association of Manufacturers directory 2012. Data was collected through self administered questionnaires sent to the Production Manager, Brand Manager, Human Resource Manager, Marketing Manager, or the relevant manager dealing with innovations. The main findings of this study reveals that manufacturing firms apply human resource management practices to different extents. For instance, some models of human resource management practices such as licensing are not commonly used, while others like hiring of skilled employees and teaching company schemes are very common with average composite mean score of 4.00 and 4.08 out of the best score of 5.0 respectively.

Purpose: This study aims to determine the density of Aedes aegypti larvae based on the knowledge, attitudes and actions of terminal managers at the Regional Terminal Daya Makassar City. Methods: The research design used was descriptive observational. There are two samples in this study, namely the container sample and the terminal manager sample. The sampling technique for containers used total sampling method and for terminal managers, purposive sampling method was used. Data were analyzed by univariate. Results: The results of the analysis showed that the number of positive containers for larvae was 69 (CI = 33%) with a value of DF = 8 and was a high density category. A total of 9 respondents (39.1%) had good knowledge and 14 respondents (60.9%) had poor knowledge. A total of 10 respondents (43.5%) had a good attitude and as many as 13 respondents (56.5%) had a bad attitude. In terms of action, (4.3%) of the respondents reflected good, while 22 respondents (95.7%) had actions in the unfavorable category. Conclusion: It is concluded that increasing public knowledge is essential to eradicate mosquito nests in the community. By enhancing the knowledge of the individuals, the PSN activities carried out routinely can break the life cycle of the mosquitoes that can cause DHF.The level of education that the terminal manager has, the better the ability to absorb the information provided will affect the knowledge held by the terminal manager.

Abstract We provide an example of how one estuarine research project engaged regional managers to help guide the research towards the needs of managers and policymakers dealing with shoreline management in the Mid-Atlantic region of the USA. Elements of the approach that contributed to success included a well-targeted initial request for proposals, a review process that included management input both as a review criterion and on the review panel, a careful process in choosing advisory members at the appropriate level in the agencies, regular opportunities for interactions between the management advisory group and the science team, and active involvement of a program manager as liaison throughout the life of the project. Engagement of a management advisory group changed some of the scientific approaches, helped to communicate results, and formed a foundation for incorporation into regional management and initiatives.

We used ethnographic methods in the tradition of Spradley (1979) and constant comparative analysis to explore case manager resource allocation decision making. We interviewed, observed, and shadowed 11 case managers within a children’s home care program in a regional health authority in western Canada as they went about their daily work over a 5-month period. Our findings provide knowledge about the little-understood set of processes at the micro level of resource allocation. Although the case manager considers many factors, reported elsewhere (Fraser, Estabrooks, Allen, & Strang, 2009), they balance and weigh these factors within a relational context. The purpose of this article is to use Jenna’s story as a case example to illustrate how the case manager balances and weighs the factors that influence their resource allocation decisions within this context. Jenna’s story demonstrates the complex and multidimensional processes that are embedded in the relational nature of resource allocation decisions. We discuss home care case manager resource allocation decisions as viewed through the lens of relational ethics.

Modern university education in Russia requires multidimensional changes. One of the main directions is the optimization of the educational environment, in particular the management system. First of all, changes should take place at the level of education managers, who combine the qualities of a teacher, manager and psychologist. This necessity explains the increased requirements for the educational management. On the one hand, an important aspect is the competence of educational managers, on the other hand, we should deal with the system of interaction between managers and other participants of the university educational environment. Only a harmonious combination of these factors allows the university to function at the proper level. The problem of communication management in educational institutions is one of the most significant in the field of higher education. Communication is seen as one of the main resources for the development and growth of any organization. Communication as the process of sharing knowledge and information significantly affects the efficiency of an organization. The challenge of communication management is primarily in the fact that there are no clear criteria for monitoring the communication environment. This fact actualizes the problems of empirical research of communication management in the university education system. The most important dimension of optimization is the improvement of the communication environment, associated with the competence of employees and the system of their interaction. Thus, optimization of the communication environment makes it possible not only to improve management and communication processes, but also has a beneficial effect on the functioning of the university as a whole.

An attempt is made to broaden the agenda for institutionalist studies in urban and regional analysis by demonstrating that local managers are important social reproductive variables. A study of two social-service managers documents their need to socialize workers into an organizational culture and the influence of past sociospatial landscapes on their regulatory methods. It is posited that managers are bearers of spatiality, mediating the imprint of past and present sociospatial configurations through the lens of evolving biographies. The results suggest that (1) managers are critical constructors of organizational reality and that (2) past processes of spatiality influence such manager constructions.

When hiring for an open position, the branch manager of Intermountain Trust Bancorp was challenged with an ethical dilemma he was not anticipating. An internal applicant challenged the hiring manager's ethical values by insisting that their friendship and other external employment factors be taken into consideration in the hiring decision. This is a classic case of a candidate using undue influence1 to manipulate a colleague and gain employment. In what started as a routine decision, the manager was faced with an unforeseen ethical quagmire. This case describes a real situation that had local impact on the stakeholders of a regional bank, and provides a true example of the types of difficult situations that can affect candidate selection in hiring decisions.

Compreendamos a Educação Ambiental como sendo um bloco de ensinamentos teórico-práticos que objetiva fazer com que o indivíduo atente para as ações promovidas por ele mesmo e perceba a importância destas para a preservação e conservação do meio ambiente, visando o bem-estar e a saúde de todos os seres vivos. O objetivo desta pesquisa foi fazer um levantamento do perfil dos gestores escolares entrevistados, além de analisar as contribuições dos gestores para a promoção do conhecimento acerca dos temas “Sustentabilidade” e “Meio Ambiente”, contribuindo para a Educação Ambiental nas escolas e na sociedade. Esta é uma pesquisa de campo e apresentou uma abordagem qualitativa, sendo realizada em sete escolas de ensino público municipal da Regional V, na cidade de Fortaleza. Participaram desta pesquisa sete gestores escolares, das sete escolas que foram o cenário desta pesquisa. Utilizou-se um questionário e uma entrevista semi-estruturada para a coleta de dados. Sobre o exercício da função de gestor, percebeu-se que 71,4% dos entrevistados gerem apenas uma escola, enquanto apenas 28,56% gerem duas ou mais. Notou-se, também, que, sobre o tempo total de experiência na função, 28,56% dos entrevistados informaram que têm entre 16 – 20 anos como gestor e, sobre o tempo de gestão nas escolas atuais, 42,84% estão entre três e cinco anos na função. Conclui-se que, na comunidade escolar, todos os integrantes têm o seu devido papel, mas, diante da sua função, o gestor é a pessoa responsável por incentivar, apoiar e se mostrar disponível para ações desta natureza.AbstractWe understand Environmental Education as being a block of theoretical-practical teachings that aims to make the individual attentive to the actions promoted by himself and realize the importance of these for the preservation and conservation of the environment, aiming at the well-being and health of all living things. The objective of this research was to survey the profile of school managers interviewed, as well as to analyze the contributions of managers to the promotion of knowledge about "Sustainability" and "Environment", contributing to Environmental Education in schools and society. This is a field research and presented a qualitative approach, being carried out in seven municipal public schools of the Regional V, in the city of Fortaleza. Seven school managers participated in this research, from the seven schools that were the scene of this research. A questionnaire and a semi-structured interview were used to collect data. Regarding the role of manager, 71.4% of respondents managed only one school, while only 28.56% managed two or more. It was also noted that 28.56% of the respondents reported that they had between 16 and 20 years of age as manager, and 42.84% of their three and five years in office. It is concluded that, in the school community, all the members have their proper role, but, given their role, the manager is the person responsible for encouraging, supporting and showing himself available for actions of this nature.

Abstract The contribution explains the financing system of the German railway sector. Market players like infrastructure managers, railway undertakings, the federal and the regional level (“Länder”) and the Bundesnetzagentur are interrelated due to the institutional setting, especially due to the control- and supervision duties of Bundesnetzagentur. This also concerns the financial flows related interconnections of market players and the government level. Bundesnetzagentur is under the new rail regulation law in charge of controlling the charging system of infrastructure managers. The new legal framework allows for the first time an incentive regulation related to infrastructure charges and sets incentives for the infrastructure manager to decrease costs and increase the traffic on the network.

PT. Pindo Deli is a national company that produces paper, which is located in Kutamekar Village BTB6/9, Karawang Regency, West Java. It produces various types of paper with a market share of 60% for exports and 40% for domestic. The condition of the Covid-19 pandemic also has an impact on the marketing and sales of paper, namely a decrease in the number of requests from the export and domestic markets. This condition certainly has affected the marketing department because it is still determined to be able to sell paper to the market. Job as marketing tend to have a high risk of mental workload, because they are required to always involve the brain's performance in completing their work. The purpose of this study is to measure the level of mental workload in the marketing department at the manager level, namely the regional managers and product managers in meeting their job demands, especially during the Covid-19 pandemic. The method used to measure the mental workload of managers is NASA TLX method. From the research results, it is found that 42% of manager had a high level of mental workload and the remaining 58% were in the very high category.

The purpose of this study is to examine and analyze the legal position of the notary as party manager and to study and analyze the implications in terms of legal perspective. The type of research used is Normative Law research, which is a study that primarily examines positive legal provisions, legal principles, legal principles and legal doctrine to answer the legal issues at hand.The results of the research show that legislative members (leave notaries) can easily direct regional companies, regional government organizations (OPDs) and regional financial institutions to become partners in their successor’s notary office. The dual prohibition on the position of Notary as a State official also aims to prevent conflict of interest and that the Notary remains independent and neutral, which if we analyze the implication is the internal organization of the Indonesian Notary Association (INI) if the Notary is active in party management Politics, Notaries who hold concurrent positions as active members in Political Parties can use the power of their Political Parties as an effort to launch privacy interests that benefit themselves and groups of Political Parties which clearly have political power. In its capacity as an organizer of the Regional Government, the Legislative Member can interpret the deed clause made by a substitute Notary. The legal consequences of the deed made by a Notary who concurrently serves as a state official, namely the deed made will lose its authenticity, and the deed only has the power as a deed made under the hand when signed by the parties concerned.

However, there are different views on this, some experts believe that a professional manager can productively perform duties in an institution of any profile. Currently, there is a lack of research focused on the identification, assessment and consistency of personality traits with the direction of work. The article examines the individual-typological features of the heads of regional medical institutions of a sanatorium-resort profile. There were revealed clearly expressed individual-typological features that distinguish managers with medical education in cognitive, personal and motivational components from leaders of a different educational profile, which affects professional efficiency. Psychological basic features that determine the activity and behavioral activity of employees within the profession were identified. A formal-mathematical model has been developed, which makes it possible to comprehensively assess the level of effectiveness of professional management activities of managers. In addition, regional specificity was identified, which proves the influence of climatic and economic conditions on the mental and behavioral characteristics of a specialist.

This study aims to analyze the factors that influence the innovation capacity of the rural economic institution and its impact on institutional performance.Research was conducted by interviewing 111 managers of rural economic institutions in Semarang regency, Indonesia. Factors of policy and regulation, development of innovation infrastructure, assistance and integration of knowledge were used to analyze the role of the Government and Higher Education in the village innovation system. The institutional management and innovation culture capacity factors were used to analyze the role of rural economic institutions. Policy and regulatory factors, innovation infrastructure, management capacity, assistance capacity, innovation culture and knowledge integration were measured based on the preference of the rural economic institution manager. The qualitative model was examined through an empirical analysis to fulfill the proposed aim of the research.The results of the study showed that: the influential factors on the innovation capacity in rural areas were policy and regulation support, innovation infrastructure, management capacity, innovation culture and knowledge management. Innovation Capacity had a positive impact on institutional performance.The implication of this study highlighted the importance of strengthening institutional and knowledge-based rural economic organizations which was integrated among stakeholders as actors in the rural innovation system.

AFTER READING CHARLES RAIT’S EDITORIAL IN THE February issue of Neonatal Network,® I was prompted to write about my experience in the best NICU in America. I have been an NlCU nurse since 1975 and have worked as staff nurse, assistant manager, and clinical leader in various Level II and Level III NICUs in New York and Connecticut. In September 2000, my family and I relocated to Columbus, Ohio. In April 2001 I started working as the NICU Case Manager/Clinical Nurse Specialist in the regional Level III NICU at Columbus Children’s Hospital (CCH). The aura of excellence was apparent from the very first interview and throughout my orientation. Although I was an NICU nurse for 25 plus years, I had to attend a comprehensive NICU course. This course not only refreshed my knowledge, and skills, but oriented me to the Midwest and Children’s way of doing things. Columbus Children’s was eager for me to learn their ways and at the same time was anxious to learn about the way NICU care was managed on the East Coast.

It is observed that the importance of executive-employee relationships is continuously increasing in today’s professional life in addition to the importance of leadership types of managers along with the efficiency of employees as well as the sufficiency of these people in their social relations. Communication of employees with one another and with their manager, along with their social relations, is among the most important factors that sustain an organization. Bullying is a kind of psychological terror that takes place in the form of repeated attacks among workers, as well as by the manager on the employees, aiming to instill stress, job dissatisfaction, and exhaustion on the employees. It has been put forth especially by recent studies that the leadership styles of the managers are highly influential on bullying. The study was carried out with 1189 forest engineers working at 25 different Regional Directorates of Forestry in Turkey. The status of engineers subject to bullying in addition to the effects of leadership types on bullying was determined as a result of the statistical analyses carried out. The results of the study were evaluated comprehensively in comparison with other studies in the relevant literature, thus developing suggestions for preventing bullying behaviors that vary across leadership types.

One of the manifestations is by implementing the process of procurement of government goods / services electronically. This research is a descriptive analytical study. The implementation of the electronic system for the procurement of goods / services auction at the West Sumatra Regional Police Infrastructure Bureau has provided all data and information stored by the LPSE Polri or LPSE Polda to be connected to the national goods / services procurement information center at LKPP as the national procurement portal manager. LKPP, as the manager of the national procurement portal, has the authority to provide guidance and supervision over the implementation of procurement of goods / services electronically within the Indonesian National Police. All costs incurred in managing LPSE are borne by the National Police DIPA. The development of entrepreneurial management skills by owner-managers of existing small firms has been neglected in comparison with the attention paid to new venture entrepreneurs. However, the survival and growth of small firms is vital in regional economic development. Many small businesses are vulnerable in the period after start-up, or when faced with changes in the market, competition or technology. This article explores an innovative approach to the development of owner-managers of small firms through the ‘Achieving Business Focus’ programme, which is based on entrepreneurial learning rather than training perspectives. The article summarizes the relevant literature to distinguish between training and learning approaches to owner-manager development. The development of an innovative approach to opportunity-centred entrepreneurial learning is described, including its objectives, design, structure, marketing, delivery and use of technology, and the partnership between the university and the private-sector delivery team. The author addresses four key questions. How can an effective intervention be designed and delivered to enable owner-managers to develop their entrepreneurial management capabilities? How can this be delivered effectively by a university to meet the expectations of Regional Economic Development agencies, entrepreneurs, the university and other stakeholders? How can the impact be evaluated? What are the transferable lessons for developing, delivering and sustaining this type of intervention?

Fixed assets is one of the elements that must be managed properly in order to produce reliable information in the financial statements region. Orderly management of regional property (fixed assets) carries a significant effect on the perfection of regional balance sheet presentation. The purpose of this study to determine the suitability of fixed asset management at the Department of Finance and Asset Management Revenue Region (DPKAD) Aceh with Regulation of the Minister of the Interior 19 of 2016 visits from local property management cycle is applied as well as the completeness of the document source. The method used is a qualitative with descriptive analysis techniques. The results showed that DPPKAD Aceh as maid manager has implemented 10 cycles in the management of fixed assets. From 14 document source needed only 13 documents are there, so that the management of fixed assets in DPPKAD Aceh with Regulation 19 of 2016 has not been fully fit. Preferably, DPPKAD Aceh perform better coordination with all SKPDs as users/ parties responsible in making List of Regional Property Maintenance Requirements (DKPBMD) and List of Results Maintenance Goods as a form of compliance with applicable regulations.

Objective. The purpose of this paper is to confirm the core competencies required for middle to senior level managers in Victorian public hospitals in both metropolitan and regional/rural areas. Methods. This exploratory mixed-methods study used a three-step approach which included position description content analysis, focus group discussions and online competency verification and identification survey. Results. The study validated a number of key tasks required for senior and middle level hospital managers (levels II, III and IV) and identified and confirmed the essential competencies for completing these key tasks effectively. As a result, six core competencies have been confirmed as common to the II, III and IV management levels in both the Melbourne metropolitan and regional/rural areas. Conclusions. Six core competencies are required for middle to senior level managers in public hospitals which provide guidance to the further development of the competency-based educational approach for training the current management workforce and preparing future health service managers. With the detailed descriptions of the six core competencies, healthcare organisations and training institutions will be able to assess the competency gaps and managerial training needs of current health service managers and develop training programs accordingly. What is known about the topic? A competent health service management workforce is critical to the effective functioning of the healthcare system. Consequently, a competency-based educational approach has been proposed to prepare current and future health professionals including health service managers. Although the literature has suggested that core competencies exist for different management levels in different healthcare settings, there has been no study which has provided valuable data to indicate what the core competencies are for hospitals managers in Australian public hospitals. What does this paper add? This paper identified and confirmed that six core competencies are common to middle to senior level managers (levels II-IV) in Victorian public hospitals in both Melbourne metropolitan and regional/rural areas. What are the implications for practitioners? The findings of the study is the first step towards supporting the competency-based educational approach for training and preparing current and future health service managers for their roles. The six identified core competencies provide a very useful guide to the identification of competency gaps and managerial training needs, and the further development of the health service management training curriculum.

The present research was conducted to measure the success level of human resource development from cooperative and relate to the cooperative performance that collected by Department of Cooperatives and UMKM during in 2016 period. The result of the document study was obtained concluded that have been done competency certification program for the manager and cooperative management, program education and training was attended by 1200 managers and cooperative management in Bali Province during in 2012 until 2016 period. Based on the programs that have been done, the Department of Cooperatives and UMKM Bali Province recorded a working realization of 218.89% or has exceeded the target set.

Abstract Drought is a natural part of the historical climate variability in the northern Rocky Mountains and high plains region of the United States. However, recent drought impacts and climate change projections have increased the need for a systematized way to document and understand drought in a manner that is meaningful to public land and resource managers. The purpose of this exploratory study was to characterize the ways in which some federal and tribal natural resource managers experienced and dealt with drought on lands managed by the U.S. Department of the Interior (DOI) and tribes in two case site examples (northwest Colorado and southwest South Dakota) that have experienced high drought exposure in the last two decades. The authors employed a social–ecological system framework, whereby key informant interviews and local and regional drought indicator data were used characterize the social and ecological factors that contribute to drought vulnerability and the ways in which drought onset, persistence, severity, and recovery impact management. Results indicated that local differences in the timing, decisions, and specific management targets defined within the local social–ecological natural resource contexts are critical to understanding drought impacts, vulnerabilities, and responses. These findings suggest that manager-defined social–ecological contexts are critically important to understand how drought is experienced across the landscape and the indices that are needed to inform adaptation and response strategies.

The present study aimed to analyze the management of the Public Regional Market Programme (MPR), in Chapecó, administered by the Intermunicipal Consortium of Economic, Social and Environment Developments - CIDEMA from the perception of interested parts that take part in the program. Regarding the methodological procedures, the research is classified as descriptive. To collect the data, a structured questionnaire was made and applied to MPR manager and two Agriculture Secretaries to contribute in the analysis, there was a return of 85 % of the questionnaires. The program council and semistructured interviews were made with the MPR manager and with two responsibles for the program in the municipality. The results showed that the surveyed municipalities have their economic base rooted in family farming. MPR management is shared between CIDEMA and municipalities, however, they don't have unity in the process conduction, each municipality usually uses own methodologies to manage the program. The survey revealed gaps in the involvement of the interested parts throughout the program lifecycle, extending from the training of those responsible, the absence of environmental analysis considering the advantages and potential of each municipality, the lack of integrated logistics and the clarity in the attributions of those involved. It was also observed that the program benefits families in social aspects, improving the life quality.

This article discusses the implementation of fisheries policies related to local government management. The results show that the Cambodian government needs to pay attention to incentives for local entrepreneurs. As a manager, the district government has the authority to carry out the functions delegated to him from the provincial government. Likewise with regents who have many tasks, it is necessary to delegate part of their authority to the officials below them. In implementing regional government policies that focus on implementation, it will indirectly improve the performance of fisheries management policies. Empowerment of fishermen should also be directed to provide alternative solutions for fishermen during the dry season. The hope is that fishermen who are poor and vulnerable to being categorized as poor can improve their welfare. In the government system, top level management gives authority to lower management to carry out certain functions. It's been done well. Potential fishery resources need to be managed legally in the form of regional political decisions. Political decisions that are translated into district regulations are a form of local government policy.

The article addresses the issues of youth employment and factors affecting the success of employment. Based on official statistics, unemployment rates are compared by age groups in the federal districts ofRussia. The analysis of the situation inMoscowand in the regions of theFar Eastrevealed the most vulnerable in terms of employment group of the population – from 15 to 29 years. According to the results of their own sociological research carried out in the metropolitan metropolis, there are presented: channels for finding vacancies, reasons that impede the employment of young people, difficulties in communicating directly with employers, and willingness to retrain. The greatest problems in the employment of young people (including graduates of universities and colleges) are the lack of necessary experience and an appropriate level of education. It is revealed that the most effective ways of finding jobs for young people are special sites on the Internet and contacting the city employment service. The structure of young unemployed by level of education in the Russian macro-regions is considered. Comparison of the situation in the regions of the Far East and inMoscowshowed the presence of similar problems, including an oversupply of trained specialists in the professions lawyer, economist, manager. The imbalance between the needs of the labor market and the supply of young labor requires decision-making at the federal and regional levels.

The purpose of this study was to empirically test the motivation of the financial management apparatus to moderate the influence of competence on capital expenditure budget absorption in the regional organization in East Nusa Tenggara province. 36 regional apparatus organizations were taken as samples. Data collection using questionnaires and sampling technique was sampling saturation 72 samples, consisting of budget users and committing officers. The data analysis tool used was a moderation regression analysis. The result of data analysis shows that the competence was supported by the improvement of the apparatus of the financial manager, the apparatus performance in the absorption of capital expenditure budget in the regional organization in East Nusa Tenggara province will be better.

The Australian health system has been subjected to rapid changes in the last 20 years to meet increasingly unmet health needs. Improvement of the efficiency and comprehensiveness of community-based services is one of the solutions to reducing the increasing demand for hospital care. Competent managers are one of the key contributors to effective and efficient health service delivery. However, the understanding of what makes a competent manager, especially in the community health services (CHS), is limited. Using an exploratory and mixed-methods approach, including focus group discussions and an online survey, this study identified five key competencies required by senior and mid-level CHS managers in metropolitan, regional and rural areas of Victoria: Interpersonal, communication qualities and relationship management; Operations, administration and resource management; Knowledge of the health care environment; Leading and managing change; and Evidence-informed decision-making. This study confirms that core competencies do exist across different management levels and improves our understanding of managerial competency requirements for middle to senior CHS managers, with implications for current and future health service management workforce development.

Benchmarks of the success of a tourist attraction can be seen from the involvement of the community. Community based tourism is a form of tourism development that aims to empower people in independence and decision making. This study aims to determine and analyze the involvement of local communities in the development of tourism in the Palawa’ Village and identify any obstacles that affect the involvement of local communities in the development of Palawa’ Village. This research was conducted for 6 months from September 2019. Researchers used data collection methods through interviews, observations, and documentation to the management or manager of Palawa’ Village and the community and used a descriptive qualitative approach. The results of this study indicate that lack of community involvement in Palawa’ Village. This is because not all communities have a traditional house (Tongkonan) so they cannot be directly involved and only become spectators in every activity that is held. The internal factors that influence community involvement are the low quality of education so that limited knowledge is very influential on how to manage good tourism businesses and existing entrepreneurial management knowledge. While externally, there is a lack of cooperation between tourism managers and outsiders such as the Culture and Tourism Office, Regional Planning Agency (Bappeda), Youth Organization and Pokdarwis. Researchers provide recommendations to managers to provide counseling or training to the community so that community knowledge about tourism is higher, Involving all communities and stakeholders in the development of Palawa’ Village attractions and increasing good cooperation between managers and outsiders.

Bengkayang Regency is an area which rich in natural resources. If its are properly managed, they will support sustainable regional development, especially to support regional tourism and nature conservation. Riam Pangar is one object of natural wealth that has the charm of ecotourism in Bengkayang. The study aims to determine the potential of Riam Pangar as a potential ecotourism in Bengkayang Regency. This research is conducted quantitatively by analyzing the Riam Pangar’s internal factor of attraction. This study also analyzes external factors including its ecotourism management agencies and ancillary services. Assessment of tourism potential is based on the Guidelines for the Assessment of PHKA Nature Attraction in 1993 and 2003. The results of the research inform that Riam Pangar Bengkayang Regency is one of priority ecotourism destinations in 2016. Appraisal of attraction potential of Riam Pangar by society and tourists shows the classification of medium potency (B) with value 1089. Local Government assessed that the potential attraction at the place is high (A) with a value of 1410. Tourist ratings show information about Riam Pangar’s attraction is not known by the visitor. Beside, many potential attractions have not yet been explored by the Manager or Local Government. This is an input to the Disparekraf and Nature Tourism Manager in Bengkayang Regency to further explore and promote the potential attractions of the natural attractions. Potential supporting facilities and infrastructure is still low, as well as the availability of clean water is still difficult to obtain. Social conditions is supported by Kelompok sadar Wisata (Pokdarwis). It should be nurtured sustainably by Local Government to improve the quality of service to tourists. The result is expected to become information and recommendation to Government of Bengkayang Regency in determining alternative of policy planning and determine the right strategy to develop Riam Pangar management in Bengkayang Regency

Through the case of EU foreign and security policy we reconsider the concept of great power. According to common wisdom, the EU cannot be a great power, whatever the pronouncements of its top officials may be. We argue that ‘great power’ has been miscast in IR theory as a status rather than as a social role, and, consequently, that the EU can indeed be viewed as playing the great power role. Such a conceptual shift moves analytical attention away from questions of what the EU is – ‘big’, ‘small’, ‘great’, and so on – to what it is expected to do in international politics. We focus on the expectation that great powers engage in the management of the international system, assessing the EU as a great power manager in two senses: first, in the classical sense of ‘great power management’ of Hedley Bull – which centers on great powers’ creation of regional spheres of influence and the maintenance of the general balance of power – and second, in light of recent corrections to Bull's approach by Alexander Astrov and others, who suggest great power management has changed toward a logic of governmentality, i.e. ‘conducting the conduct’ of lesser states.

Tuberculosis or TB is an infectious disease in public health. The case-finding rate in Riau was only 39% and Pekanbaru only 37.5%. This objective is to analyze the political commitment of regional leaders in the effort to control TB. This research was qualitative, subjects were 1 manager in the Health office, 1 staff, 2 managers of Public Health Centre. Data collection was carried out by interview and document study. The results show there is political commitment related to the TB program, recording and reporting standards with the SITB, a program plan is drawn up every year, such as human resources, budget, facilities and infrastructure, and involving the community. The conclusion is the political commitment of the leadership in TB is quite good but it is suggested to increase in the allocation of funding, human resources must consider.

For several years Sam worked on a regional interpretation team in the company's exploration department. During this time he participated in a number of meetings attended by members of the company's Global Exploration Assurance (GEA) team, top geoscientists from headquarters who traveled from office to office to assess the effectiveness of exploration groups throughout the company. One of these meetings in particular stands out in Sam's mind. On this occasion the regional studies manager and two of his direct reports, both interpretation team leaders, presented a status report for an ongoing integrated regional project. The study area covered a large basin in which the company had a significant acreage position and was seeking to acquire additional leases in two emerging plays. No one could have foreseen what would happen in that meeting.

Effect of application of government accounting standards, implementation of regional management information systems, and government internal control systems on the quality of financial statements at the regional government of seluma district. This research used a quantitative approach, using primary data through questionnaires. Respondents of this research were 26 OPD of part of a financial manager a the regonal governmnt of seluma district. The Variables in thiss researcch is the government accounting standards, implementation of regional management information systems, and govrnment internal contcl systems as independent variables, as well the qualty of local governmnt financiial statements as the dependent variable. The data were analyzed with multiple regression method. The purpose of this study is to analyze the legal construction of the Regional Property Management Agreement. Regional property in the form of land and/or buildings and other than land and/or buildings that have been handed over by the user to the manager can be utilized optimally in order not to burden the Regional Budget and Revenues particularly maintenance costs. This article are reviewing several types of agreements by analyzing the application of the legal agreement principles in the cooperation contract in the management of property in Regional Government of Banyumas Regency. The principles of treaty law which is a concept of civil law applied in the concept of state administration law are interesting because the agreement is in the regulation of private law and public law. Government Contract is a routine legal act of government, to ensure legal certainty for the parties involved required legislation that specifically regulates commercial contracts by the government regarding procedures and authority limits.

Purpose The purpose of this paper is to document the relation between the bank’s regional CEO’s emotional bias (optimism and loss aversion) and the delegation of decision rights to the account manager. Design/methodology/approach The partial least squares (PLS) method is applied to investigate the degree to which bank’s regional CEO delegate decisions and the circumstances that drive variation in delegation. Findings The results show that delegation does not appear to be monolithic; instead, the results show that delegation varies with the personal characteristics of the bank’s regional CEO. Practical implications Banks are invited to take into account the effect of the emotional biases of the directors on the delegation of its power. Originality/value The authors put forward an original effort that is intended to discuss in particular the effect of psychological biases on the decentralization of the decision-making rights.

The data used are the primary data from respondents' answers, the manager at the Bank BPD DIY. This study uses multiple linear regression analysis. The results showed that: (1) Transparency affect managerial performance. (2) Accountability affect managerial performance. (3) Responsibility affect managerial performance. Background: Job description of public health officials in Nepal has been prepared for assigning the definite role, responsibilities and authorities to exercise in different positions and circumstances. The purpose of this study was to analyse the job description of public health officials emphasizing the perspective of leadership and management.Methods: Document analysis method was used following the sequential process of skimming, reading and interpretation, and the themes were extracted by content analysis.Results: Job description of public health officials is mostly process and/or function oriented. Most of the officials are responsible for managing program and people rather than leading. Staff inspiration, motivation and encouragement, being one of the most important aspects of leadership, has been ignored in job description. District level officials are specifically assigned to manage programs and staff. As the position increases, the extent of practicing leadership increases and management decreases. Public health administrators have more leadership role as compared to public health officers; however, the proportion of management outweighs the leadership. Regional Directors have more leadership roles than other officials do. Conclusions: Role of public health officials vary from being a manager to a leader. Junior officials are predominantly the managers, mid-level officials are leadership-oriented managers, and top-level officials are leaders having managerial roles . In revising the job description (e.g., for the federal context), emphasis should be given to remove job duplication and role conflict, and should ensure role clarity, functions’ precision and output.
