The purpose of this study is to obtain empirical evidence of knowledge sharing activities in the organization of regional supreme product manager, as well as looking for factors that influenced it. The research method used was qualitative descriptive at sub-districts in Bandung, with sample of agencies, entrepreneurs, and related institutions. The ability to transform knowledge from supreme product managers and agencies to managers of products that had not become a supreme was yet optimal. It is because of the area that was not possible and its supreme product managers who did not want to share their knowledge to another products managers that had not become supreme because they fear of being competed. Nevertheless, government agencies had always understood the need for other knowledge to facilitate routine improvements of product managers that had not become supreme, such as supreme product standardization training, and requirements that must be met to become supreme product.

Manager awareness of culture and cultural diversity is subjective and as such, managers use their own cultural knowledge to make judgments on issues that relate to cultural diversity. Human resource practitioners are not championing the practices that empower managers to manage cultural diversity due to overbearing administrative procedures. This results in favoritism, leading to high turnover and poor morale. Managers are also unable to associate organizational strategies and policies to cultural diversity, indicating cultural diversity knowledge and skill gaps. Hence, adopting a qualitative approach and descriptive design, the aim of this research is investigating the role of human resource management in managing cultural diversity at the correctional service organization. The sample size consists of 24 managers selected through non-probability purposive sampling from 42 managers' population of head and regional office.

This research aimed to identify and to get empirical evidence of the effect of the structure of authority that is broken down into formal and informal authority structures, the characteristics of regional financial information systems and managers' behavior on cost consciousness. This study was 37 SKPD registered in Solok city with a total sample of 74 people consisting of leaders and treasurer office / agency / office at SKPD in Solok city. Dependent variable in this research is the cost consciousness and independent variable that is authority structure (structure of formal authority and structure of informal authority), Characteristics of regional financial information systems and manager behavior. The hypothesis is tested by using multiple regression analysis using SPSS version 14. This study shows the test results that manager behavior does not affect the cost consciousness, while formal, informal authority structures and Regional financial information systems have a significant effect on the cost consciousness.

Manufacturing in Kenya account for the greatest share of industrial production output characterized by relatively low value addition of 7.5 per cent recorded in 2010 to 2.3 per cent recorded in 2011, low employment and capacity utilization and a paltry 25 percent export volumes. However, the share of Kenyan products in the regional market is only 7 percent of the US $11 billion regional market and its contribution to the GDP has remained at about 10 percent since the 1960s. This has given rise to the concern that practicing managers have put little effort to improve the situation. This study therefore sought to establish the relationship between Human Resource Practices and firm performance in the manufacturing firms in Kenya. Used a census survey of the 68 medium and large manufacturing firms whose core activities involved in production and marketing of edible oils, soaps and detergents, beverages or sugar registered in the Kenya Association of Manufacturers directory 2012. Data was collected through self administered questionnaires sent to the Production Manager, Brand Manager, Human Resource Manager, Marketing Manager, or the relevant manager dealing with innovations. The main findings of this study reveals that manufacturing firms apply human resource management practices to different extents. For instance, some models of human resource management practices such as licensing are not commonly used, while others like hiring of skilled employees and teaching company schemes are very common with average composite mean score of 4.00 and 4.08 out of the best score of 5.0 respectively.

Purpose: This study aims to determine the density of Aedes aegypti larvae based on the knowledge, attitudes and actions of terminal managers at the Regional Terminal Daya Makassar City. Methods: The research design used was descriptive observational. There are two samples in this study, namely the container sample and the terminal manager sample. The sampling technique for containers used total sampling method and for terminal managers, purposive sampling method was used. Data were analyzed by univariate. Results: The results of the analysis showed that the number of positive containers for larvae was 69 (CI = 33%) with a value of DF = 8 and was a high density category. A total of 9 respondents (39.1%) had good knowledge and 14 respondents (60.9%) had poor knowledge. A total of 10 respondents (43.5%) had a good attitude and as many as 13 respondents (56.5%) had a bad attitude. In terms of action, (4.3%) of the respondents reflected good, while 22 respondents (95.7%) had actions in the unfavorable category. Conclusion: It is concluded that increasing public knowledge is essential to eradicate mosquito nests in the community. By enhancing the knowledge of the individuals, the PSN activities carried out routinely can break the life cycle of the mosquitoes that can cause DHF.The level of education that the terminal manager has, the better the ability to absorb the information provided will affect the knowledge held by the terminal manager.

Abstract We provide an example of how one estuarine research project engaged regional managers to help guide the research towards the needs of managers and policymakers dealing with shoreline management in the Mid-Atlantic region of the USA. Elements of the approach that contributed to success included a well-targeted initial request for proposals, a review process that included management input both as a review criterion and on the review panel, a careful process in choosing advisory members at the appropriate level in the agencies, regular opportunities for interactions between the management advisory group and the science team, and active involvement of a program manager as liaison throughout the life of the project. Engagement of a management advisory group changed some of the scientific approaches, helped to communicate results, and formed a foundation for incorporation into regional management and initiatives.

We used ethnographic methods in the tradition of Spradley (1979) and constant comparative analysis to explore case manager resource allocation decision making. We interviewed, observed, and shadowed 11 case managers within a children’s home care program in a regional health authority in western Canada as they went about their daily work over a 5-month period. Our findings provide knowledge about the little-understood set of processes at the micro level of resource allocation. Although the case manager considers many factors, reported elsewhere (Fraser, Estabrooks, Allen, & Strang, 2009), they balance and weigh these factors within a relational context. The purpose of this article is to use Jenna’s story as a case example to illustrate how the case manager balances and weighs the factors that influence their resource allocation decisions within this context. Jenna’s story demonstrates the complex and multidimensional processes that are embedded in the relational nature of resource allocation decisions. We discuss home care case manager resource allocation decisions as viewed through the lens of relational ethics.

This thesis prepares a training exercise scenario for the Navy's Regional Wartime Construction Manager - Mediterranean (RWCM). The RWCM is a reserve organization which has the responsibility for wartime or contingency construction management. To aid in the training exercise cf the management of resources, a Resource Cost Model is developed. First, a context for the use of the model is provided by examining the two funds used in contingency construction; Operations and Maintenance (0 & M) and Military Construction (MILCON). Next, the policies of Titles 10 and 41 of the U.S. Code, which permit the use of unobligated MILCON funds and deficiency spending, are discussed. Finally, the direct labor and overhead costs of the RWCM1 staff, the deputy, and the area managers are estimated. The total cost is estimated to range from $12.5 to $15.2 million per year.

Atualmente, na realidade brasileira, muitos municípios enfrentam dificuldades para implementar uma gestão eficiente e diminuir os índices de corrupção. Essa constatação motivou a busca por um novo modelo de governo e gestão a ser analisado. Logo, o objetivo geral deste estudo é propor a utilização do city manager nas prefeituras municipais brasileiras, sendo suas funções adaptadas ao contexto e realidade do país. Inicialmente, procede-se com uma análise bibliográfica e documental realizada para subsidiar o desenvolvimento da proposta de estudo. Assim, para tal, foram analisados artigos e legislações internacionais relativas ao city manager. A pesquisa, quanto a seus objetivos gerais, apresenta-se como exploratória e explicativa. A abordagem utilizada para este estudo foi a qualitativa. A etapa qualitativa foi operacionalizada por meio de uma análise bibliométrica e documental. A fim de concretizar o estudo bibliométrico buscaram-se periódicos nas bases de dados Scopus, Web of Science e SciELO, utilizando como palavra-chave o termo “City Manager”. Da mesma forma, foram realizadas buscas em legislações e contratos atinentes ao cargo de City Manager. Posteriormente à coleta de informações, os resultados obtidos foram interpretados com a utilização da técnica análise de conteúdo. Dentre os resultados apresentados, destaca-se a sugestão da proposta de Lei no que tange à implementação do city manager nas prefeituras brasileiras. Tal proposta foi elaborada posteriormente à análise de diversas legislações americanas e artigos científicos ilustrando os principais pontos em comum e importantes sobre o tema. Cabe ressaltar que para propor esta legislação foi necessário adaptar o cargo às exigências e características dispostas na legislação brasileira.
Currently, in the Brazilian reality, many municipalities face difficulties to implement an efficient management and to reduce the corruption rates. This comprovation motivated the search for a new model of government and management to be analyzed. Therefore, the main objective of this study is to propose the use of the city manager in the brazilian´s cities, whose functions will be adapted to the context and reality of the country. Initially, a bibliographic and documentary analysis was carried out to support the development of the study proposal. Thus, international articles and legislation relating to the city manager were analyzed. As for its purpose, it is an applied research and an exploratory and explanatory research as its general objectives. The approach used for this study was qualitative. The qualitative step was operationalized through a bibliometric and documentary analysis. In order to complete the bibliometric study, journals were searched in the Scopus, Web of Science and SciELO databases, using the term "City Manager" as a key word. In the same way, searches were made on legislation and contracts related to the position of City Manager. Subsequent to the collection of information, the results obtained were interpreted using the technique of content analysis. Among the results presented, we highlight the suggestion of a Law proposed regarding the implementation of the city manager in Brazilian prefectures. This proposal was elaborated after the analysis of several American legislation and scientific articles illustrating the main common and important points on the subject. It should be noted that in order to propose this legislation, it was necessary to adapt the position to the requirements and characteristics established in Brazilian legislation.

As energy cost and climate change become increasingly prevalent concerns in the planning world, more and more jurisdictions are creating energy efficiency and climate action plans. As of 2011, over 120 cities and counties around the United States had already completed climate action plans (Boswell, Greve, & Seale, 2012, p. 24). A major factor in reducing energy use, and subsequently greenhouse gas emissions, is in making buildings more energy efficient. According to the EPA, buildings account for 36 percent of overall energy use in the United States (U.S. Environmental Protection Agency, 2013). Although many of these plans set target energy reduction levels for buildings, the process for actually meeting these goal levels is often disorganized, cost-prohibited, and behind schedule. In order to meet energy reduction goals, a jurisdiction must first establish a system for tracking and monitoring energy use, pinpointing areas in needs of improvements, and sharing this information with decision makers. Energy Star’s Portfolio Manager benchmarking system provides a tool for public workers and building managers to meet these needs. The County of San Luis Obispo’s climate action and energy reduction plan, titled the EnergyWise Plan (2011), sets a goal for the County’s municipal buildings to reduce their energy use by 20 percent from 2006 levels by the year 2020 (pg. 171). This report uses the Portfolio Manager Tool to analyze the current energy use of the County’s municipal buildings, pinpointing the areas most in need of further examination in order to meet the EnergyWise Plan’s goal. The report concludes with an audit and retrofit implementation plan for the County’s top energy users, as well as a set of recommendations to improve the County’s overall energy use which include: 1. Organization and collaboration between departments should be encouraged, in order to more efficiently share data. 2. Yearly reports should be produced as a measure of progress towards meeting 2020 reduction levels. 3. Efforts should be focused on audits and retrofits of the twelve selected buildings first, followed by analysis and audits in the remaining County buildings. 4. The Public Protection Department’s energy use levels should be monitored and improved when feasible. 5. Those buildings that are Energy Star qualified should apply for certification. 6. The County should continue to seek funding sources for implementing audits and retrofits.

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Further, this research highlights the importance of the role of the elected official in intergovernmental arrangements, the role of the local government manager as the policy entrepreneur, and the influence of shared norms and values.

Well, according to this topic, I’m suggesting the improvement of the communications network of the Regional Government of Lima based on an integrated data and voice platform which includes a Cisco Centralized IP Telephony solution, called Cisco Unified Communications Manager 7.0, that works as a main element in order to achieve meaningful and complete management of internal and external telephone calls within MPLS Networks. Regional Government of Lima has been chosen because of its importance related to the economic activities of the population and the support that could be brought by an institution which could make success and generate productivity about rapid administrative processes . The thesis is divided into distinct chapters that make up the context of the investigation which involves network planning and design as an iterative process, encompassing topological design, network realization, IT asset sourcing and operations planning. For this purpose, information about the old and non sophisticated network status was raised. Costs and more details such as hardware and software features and more ways to make this network work so much better, with all the resources at its disposal, will be found on this whole solution

Första linjens chefers position mellan arbetstagare och högre chefer innebär att det ställs höga krav både uppifrån och nedifrån på dessa chefer då de befinner sig mitt i mellan det operativa och det strategiska arbetet. Emellertid kan dessa krav variera i förhållande till verksamhetens komplexitet och de resurser som tillhandahålls av organisationen. För att säkerställa en balans mellan krav och resurser för cheferna måste organisationen tillhandahålla det organisatoriska stöd som behövs för att de ska få förutsättningar till att utöva sitt ledarskap. Vidare ska chefernas utvecklingsprocess gynnas genom en hanterbar arbetsbelastning. I denna uppsats fokuseras på hur eventuella brister på organisatoriskt stöd hos första linjens chefer kan påverka denna utvecklingsprocess. Studien syftar till att undersöka och skapa kunskap kring hur eventuella brister av upplevda behov av organisatoriskt stöd kan vara ett hinder för utveckling hos första linjens chefer inom en offentlig verksamhet. Detta undersöks genom en jämförelse av tre olika förvaltningar inom organisationen, där samtliga är hälso- omsorgs- och serviceverksamheter. I studien har kvalitativa intervjuer genomförts med tolv chefer på första linjens nivå. Resultatet visade att utbildningar som organisationen tillhandahöll var användbara stöd i chefernas ledarskap. Dock prioriterades dessa tillfällen till lärande bort av en del chefer på grund av tidspress i arbetet, vilket skapar ett hinder för utveckling både hos individen och organisationen. Stödfunktionerna HR, IT och ekonomi framkom att upplevas bristfälliga av flera av de undersökta cheferna. En viss skillnad kunde ses avseende förvaltning, typ av verksamhet samt antal underställda medarbetare. Slutsatsen är att organisationen gör insatser för lärande och utveckling vilka dock inte når samtliga chefer. De uttalade faktorerna var bland annat hög arbetsbelastning och brist på organisatoriskt stöd.
The position of the first line managers between employees and senior managers means that high demands are placed on these managers from the top and bottom, as they are in the middle of the operational and strategic work. However, these requirements may vary according to the complexity of the business and the resources provided by the organization. In order to ensure a balance between requirements and resources for the managers, the management must provide the support that is needed for them to have the conditions to exercise their leadership. Furthermore, the managers' development process must be promoted through a manageable workload. This paper focuses on how any deficiencies in support and resources at the first line managers can influence this development process. The study aims to investigate and create knowledge about how any deficiencies of perceived need for support and resources can be an obstacle to the development of first-line managers within a public service. This is examined through a comparison of three different administrations within the organization, where all are health care and service activities. In the study, qualitative interviews were conducted with twelve managers at the first line level. The result showed that training provided by the organization was useful support in the managers' leadership. However, these opportunities for learning were prioritized by some managers due to time pressure in the work, which creates an obstacle to development both at the individual and at the organization. The support functions HR, IT and finances emerged that many of the investigated managers found it to be deficient. A certain difference could be seen regarding management, type of business and number of subordinated employees. The conclusion is that the organization makes efforts for learning and development which, however, do not reach all managers. The stated factors were, among other things, high workload and lack of organizational support and resources.

The monograph is devoted to the study of the socio-psychological features of regional elections that influence the socio-political behavior of the electorate. The authors propose a new understanding of the psychological nature of the processes of forming the voting choice, which brings us closer to a more correct understanding of the complex political and psychological mechanisms of the strategy and tactics of regional election campaigns. The identified individual and personal indicators of the influence of the electoral characteristics of candidates on the voting of various categories of voters were developed and tested at the regional level. A number of practical recommendations on the organization of election campaigns, designed to take into account the psychological specifics of the behavior of the electorate in the framework of regional elections (elections with weak content), are empirically proved. It is intended for managers and specialists of regional election commissions, political scientists and psychologists who study issues related to the patterns of electoral behavior, graduate students and undergraduates engaged in research in the field of political psychology, as well as political strategists who ensure the effectiveness of election campaigns.

AbstractThis chapter briefly describes the experience of a doctor who worked for over 15 years as a clinical risk manager in a regional health service. The chapter describes the phases of a project that started with the establishment and organization of a structure dedicated to patient safety and the creation of a network of doctors and nurses with the function of managing clinical risk. The project was therefore developed through the training of health workers and the creation of a reporting system for adverse events. The first results obtained and the criticalities experienced in the relationship with the political-administrative apparatus are reported. In Italy, this experience has contributed to the enactment in 2017 of an important law on the patient safety that has established centers for the management of health risk and the patient safety in every Italian region and has laid the foundations to further improve the quality of care in the Italian health service.

This paper presents the first results of HERIBITS, a research project co-funded by the Tuscany Region Government, under the Operative Regional Program FESR POR 2014-2020. The project proposes an innovative methodology as well as advanced technology platform enabling a new paradigm for bottom-up and top-down management of cultural heritage initiatives. The techno-social platform integrates collaborative tools for CrowdSourcing, as well as analysis tools for rating project ideas and evaluate socio-economic impact, to propose best practices and to detect similar initiatives in order to avoid project duplications. Coastal spaces (including land areas and sea areas) in Japan are managed by the state or local governments, and their private use by individuals was not allowed unless contribution to public interest was ensured. Since the Designated Manager System for public facilities was established in 2003, management of an increasing number of public facilities based on the Local Autonomy Laws has been consigned to private sectors (called “designated managers”) nominated through the decisions of the local councils, rather than to public bodies based on the conventional “Management Commission System.” Regarding marinas including land areas and sea areas, we conducted a comparative analysis of their convenience, comfort, serviceability, and so forth before and after introduction of the Designated Manager System from the viewpoint of marina users to discuss how the private sector should manage coastal regions.

The article presents selected results of the analysis of a sample of voluntary associations of municipalities, which was carried out in connection with the elaboration of the methodology of well-functioning associations by the Czech Ministry of the Interior. Multipurpose voluntary associations operating in a functional micro-region identical or similar to the ORP territory (territory of municipalities with extended power) were examined. The formal aspects of their functioning, managerial models, methods of communication, value aspects, etc. were examined. This article focuses on the first examined area, ie. the formal aspects of the functioning of associations. It is based on a formal analysis of the founding documents and articles of association, their comparison and assessment. The information was subsequently verified in the form of controlled interviews with representatives of the unions. The survey shows that the variability in the setting of organs and relationships within the bundles is not significant, it concerns only some roles and names (designations) of organs. I.e. all the associations examined showed the same similar features in terms of the division of tasks between the supreme and executive bodies. Partial differences were identified in the relationship between the highest and the executive body (within the scope of the tasks that were delegated), in the way of recruiting new members, and the sanction of the member community in case of non-fulfillment of obligations. The chairman always represents the association externally. He himself, or in cooperation with the secretary or his deputy (occasionally) participates in organizing the operation of the association. Associations seldom create bodies of working, initiating or control nature. Their position does not have to be regulated by the statutes. Subsequently, recommendations for the effective operation of the bundles are formulated. In the event that the chairman cannot devote himself to the activities of the association on a full-time basis, it is necessary for the successful operation of the union to appoint the position of manager or secretary.

Boreal ecosystems store large quantities of carbon but are increasingly vulnerable to carbon loss due to disturbance and climate warming. The boreal region in Alaska and Canada, largely underlain by discontinuous permafrost, presents a challenging landscape for itemizing carbon sources and sinks in soil and vegetation. The roles of fire, forest succession, and the presence/absence of permafrost on carbon cycle, vegetation, and hydrologic processes have been the focus of multidisciplinary research in boreal ecosystems for the past 20 years. However, projections of a warming future climate, an increase in fire severity and extent, and the potential degradation of permafrost could lead to major landscape and carbon cycle changes over the next 20 to 50 years. To assist land managers in interior Alaska in adapting and managing for potential changes in the carbon cycle, this paper was developed incorporating an overview of the climate, ecosystem processes, vegetation, and soil regimes. The objective is to provide a synthesis of the most current carbon storage estimates and measurements to guide policy and land management decisions on how to best manage carbon sources and sinks. We provide recommendations to address the challenges facing land managers in efforts to manage carbon cycle processes. The results of this study can be used for carbon cycle management in other locations within the boreal biome which encompasses a broad distribution from 45° to 83° north.

The recent intensification in irregular maritime migrations in the Atlantic route through the Canary Islands, which is employed to reach the European mainland from Africa, coincides in time with the presence of the coronavirus pandemic and incorporates some novelties involving a flow that has been present in the archipelago’s evolution for almost three decades. It also exhibits many similarities with the permanent manifestation of this influx, even though the scant planning and weak response initially implemented in an effort to comprehensively manage this migration has placed the phenomenon at the forefront of the current affairs and debate in the region. As a result, a social context of enormous uncertainty due to the health and economic crisis, the direct and almost real-time knowledge of the outcome of many crossings thanks to social media, together with the confusion sown by how this mobility is being managed, all raise the need to reconsider its analysis in order to ascertain its current characteristics and keys to its understanding.
