The main idea of the article is survey the conditions provided by Spain the EU countries for migrants, especially Spain.. It reporters that government of EU countries gives different social aids for people seeking a sylum. First, author describes different social sources from EU countries such as Germany, Sweden, Italy, Greek, France and Great Britany. The article highlights issues such as the provision of temporary housing for refugees, cash benefits, employment opportunities and medical services. Then, particularly closely, author considers that migrants might have many benefits provided by the Spanish Government for refugees and for migrants with outrefugee status to compare with other countries. It spokes in detail about conditions for obtaining refugee status, penalties in case of violation of the law by illegal migrants and the conditions of their detention, medical and legal services, language courses, accommodations, and soon. In addition, the articles notes about help for minor children. To sum up, author stressed that migrants should be research for conditions of giving aids, rules and mentality of country for currently time. International genocide intervention strategies that involve the extended evacuation and/or displacement of refugees often save the physical lives of would-be victims at the expense of psychological and social trauma and cultural erasure. Through a comparison of the international rescue efforts of the Kindertransport program in Great Britain prior to and during the Second World War and the refugee caravans organized by La Benevolencija in Sarajevo during the Bosnian Civil War, the benefits and dangers of inter-ethnic, inter-religious rescue in times of mass violence are examined, along with how the social dynamics of racialized religious identification influenced the occurrence of these intervention strategies. The implications gleaned from this comparison offer guidance for current and future genocide intervention programs, where great care should be taken, whenever possible, to keep family groups intact and together, provide necessary psychological and social services for refugees, and allow for the continued practice of communal cultural and religious traditions without forced assimilation. The moment of physical rescue is only the initial component of a successful intervention into religio-ethnic violence; to truly prevent the genocidal destruction of a people and culture, those people’s ability to identify with their traditions and maintain their way of life is of equal and vital importance.

Uncontrolled migration sweeping Europe is a priority of the political leadership led by a number of European states such as France, Italy, as well as their allies in the United States. The climate crisis in Europe also plays an important role here, which can be resolved, according to Germany, with the help of future “new citizens” who arrived from countries in Africa and the Middle East, exclusively with a Muslim population. What are the migration and immigrant policies in EU countries? How is the immigration policy of European countries being transformed? A detailed analysis of the current state of affairs in Europe is based on official data from the national statistical services of Germany, France, Great Britain, the Ministry of European Integration of the Republic of Serbia, the Department of Civil Liberty and Immigration of the Italian Republic, as well as international organizations - the Office of the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), Eurostat, World Bank. The article examines the security problem in connection with the penetration of radical Islam along with refugees. The authors reveal the consequences of the migration crisis in Europe and make an attempt to answer the question: is the reception and integration of refugees an act of humanity or a problem of national security for EU countries.

This article provides preliminary analyses on how the Covid-19 pandemic is affecting the labour market positions of migrants, refugees and asylum seekers in Italy and in Great Britain. Our research interest stems from the findings of the EU funded SIRIUS project (Skills and integration of migrants, refugees and asylum applicants in European labour markets) as well as from literature which highlight that migrants' roles in the European labour markets are characterised by a high level of vulnerability. Such a vulnerable situation depends, on the one hand, from the juridical-legal status that migrants receive when entering the new country of settlement, a status which may limit their rights and their access to regular employment and to services conducive to decent employment such as vocational training or language learning. On the other hand, migrants' vulnerability depends also on they being over-represented in those jobs which have been qualified as ‘front-line', and therefore more exposed to risks of contagion during the Covid-19 pandemic, such as workers in the care, or parcel distribution sectors. Hence, this paper discusses the effect of the intertwinement of the pandemic with a status of double-vulnerability on migrants' life.

The article presents the activity of Poles in Great Britain in the 20th century, beginning with the end of World War II, when a large group of Polish refugees and veterans settled in the UK. In 1947, the Federation of Poles was established to represent Polish community in Great Britain. The Association of Polish Women (1946) and the Relief Society for Poles (1946) were also formed at the same time. The article shows the involvement of the Polish community in Great Britain in the context of Polish history. This involvement included the organisation of anti-communist protests, carrying out various actions to inform people about the situation in Poland, organising material aid, supporting Poland at the time of the system transformation, and supporting Poland’s accession to the European Union. Over the decades, the Polish community in Great Britain has managed to set up numerous veterans’ and social organisations, Polish schools, it also built churches in order to preserve Polish culture abroad.

The relief of Belgian refugees in Britain is an emerging area of study in the history of the First World War. About 250,000 Belgian refugees came to Great Britain, and at least 19,000 refugees came to Scotland, with the majority hosted in Glasgow. While relief efforts in Scotland were co-ordinated and led by the Glasgow Corporation, the Catholic Church also played a significant role in the day-to-day lives of refugees who lived in the city. This article examines the Archdiocese of Glasgow's assistance of Belgian refugees during the war. It considers first the Catholic Church's stance towards the War and the relief of Belgian refugees. The article then outlines the important role the Church played in providing accommodation, education and religious ministry to Belgian refugees in Glasgow. It does this by tracing the work of the clergy and by examining popular opinion in Catholic media. The article establishes that the Church and the Catholic community regarded the relief and reception of Belgian refugees as an act of religious solidarity.

The article is aimed at determining the current state and prospects for the development of trade cooperation between Ukraine and Great Britain. For Ukraine, cooperation with the the United Kingdom as one of the world’s trade leaders can be a promising direction. The dynamics of foreign trade in goods and services of Ukraine with Great Britain are provided. The increase in Ukrainian exports of goods may continue after the Great Britain leaves the EU, as, unlike other EU countries, Great Britain pursues a less protectionist policy on agricultural products. The commodity structure of exports and imports, as well as changes in the structure of foreign trade in the services of Ukraine and Great Britain over the past 5 years are analyzed. The main commodities exported by Ukraine are ferrous metals, grain crops, fats and oils of both animal and vegetable origin. The structure of British imports of goods is dominated by goods with high added value. Great Britain is one of Ukraine’s main foreign trade partners in the trade in services. A positive process for Ukraine is the increase in the share of services exports in the sphere of telecommunications, computer and information services. It is determined that trade cooperation between Ukraine and Great Britain during the researched period is characterized, in general, by positive dynamics. Positive changes include a gradual reduction in the negative balance of Ukrainian trade with great Britain due to faster growth of Ukrainian exports. At the same time, the unresolved problem remains low-diversified exports of Ukraine with low added value. Prospects for further trade cooperation between Ukraine and Great Britain in the context of signing the Agreement on Political Cooperation, Free Trade and Strategic Partnership between Ukraine and the United Kingdom of Great Britain and Northern Ireland are examined.

Abstract During the Great Famine (1845–51) hundreds of thousands of Irish refugees fled to Britain, escaping the hunger and disease afflicting their homeland. Many made new lives there, but others were subsequently shipped back to Ireland by poor law authorities under the laws of Settlement and Removal. This article explores the coping strategies of the Famine Irish in Britain, and the responses of poor law authorities to the inflow of refugees with a particular focus on their use of removal. We argue that British poor law unions in areas heavily affected by the refugee crisis adopted rigorous removal policies, and that the non-settled Irish were consequently deeply reluctant to apply for poor relief, doing so only when alternative sources of support were unavailable. Thus, the true scale of Irish hardship was hidden from the official record. The article also explores, for the first time, the experiences of those sent back to Ireland, a country suffering from the devastating effects of Famine. The combination of heavy Irish immigration to Britain and large-scale removals back to Ireland created distrust between the authorities at British and Irish port towns, as both sides felt aggrieved by the inflow of destitute Irish arriving on their shores. At the centre of all this were the Irish poor themselves. Uncertainty, dislocation and hardship were often their experience, and we argue that this endured long after the Famine had ended; that the events of the late 1840s, indeed, created a new reality for the Irish in Britain.

AbstractIn the wake of the German invasion of Belgium and France in August 1914, four million persons went into exile. While such a displacement of population testified to a dramatic change in the character of war in western Europe, historiography and collective memory alike have so far concurred in marginalising the experience of refugees during the First World War. This article examines their unprecedented encounter with host communities in France and Great Britain. It demonstrates that the refugees' plight reveals the strengths as well as the tensions inherent in the process of social mobilisation that was inseparable from the First World War.

Historians and historical research of the role of the Serbian nation in the Great War give ample respect and recognition of the great battles and great victories. However, the exodus of the Serbian people and its armies out of Serbia is also not forgotten. Neither are the Salonika Front, nor other battlefronts. Less well known and researched is the fate of 35,000 young Serbian recruits, the young people dispersed to distant lands. This research is concentrated on the fate of the Serbian refugees in Corsica, on those who helped them, looked after them, and treated them to recovery, and who themselves came there from other parts of the world. Those Serbian refugees in Corsica were looked after by the representatives of diplomatic, humanitarian, and medical missions from Serbia, France, and Great Britain. The life of the Serbian refugee colony in Corsica was organized, financed, and supported by the Royal Serbian Government in exile in France, the French Relief Committee for the wounded, sick, and refugees, the Serbian Relief Fund, the Scottish Women?s Hospitals for Foreign Service, the local authorities, and numerous individuals in Corsica. We have paid particular attention to the Scottish Women?s Hospital in Corsica that provided a special hospital unit called ?Corsica Unit,? situated in Ajaccio, with the isolation ward in Lazaret, and ambulances and dispensaries located in various villages, where the Serbian refugees were billeted. At the time of centennial commemorations of the Great War, we want to express our profound gratitude to the humanitarian and medical assistance from all quarters, and in particular to the Scottish Women?s Hospitals, and Dr. Elsie Inglis, the founder and the leader of this medical mission.

Purpose: To investigate types and prevalence of psychological distresses endured by Syrian refugees at Alzatary Camp in Jordan.Methods: This observational study was conducted over a period of 2 months (November and December, 2012) at Alzatary Camp for Syrian refugees in Jordan. A validated questionnaire was filled by a field researcher to gather information on respondents’ living conditions, psychological distresses and perspectives of the medical care services provided.Results: The questionnaire was completed for 73 respondents with a mean age of 37.7 ± 11.2. A majority of refugees (63.3 %) lived in tents, and the rest in caravans. Some of the respondents (56 %) suffered from psychological distresses; 46 % believed that psychological therapy and support is needed, out of which 14.5 % reported receiving such therapy. Refugees staying in tents reported low satisfaction with the medical care services provided (54.2 % vs. 23.8 %) and great need for psychological support (66.7 % vs. 31.3 %) when compared to refugees staying in caravans.Conclusion: Syrian refugees at Alzatary Camp suffer from psychological distress that requires urgent attention. Economic cooperation between these countries is closely connected with the phenomenon of “special relationships” in the political field. Sources and main points of the “special relationships” are being analyzed in the article. British departure from the European Union created possibilities to develop further economic cooperation between the United States and the United Kingdom. Negotiations on free trade agreement started under Donald Trump administration but were frozen under current US administration. In the result UK proved to be between Scylla and Charybdis. The article covers major trends of structural changes in mutual trade and investment flows during last decade. Statistical analysis shows that oil and natural gas are the major articles of US export to Great Britain. United Kingdom is exporting transport equipment, chemicals and different types of machinery. Different services (professional, business, finance and science) are also important for mutual cooperation. Current investment positions of both countries are being analyzed. Great Britain is interested to get American direct investment in different fields. UK big holding companies are the major target of US direct investors. British equities are also in great demand on the global financial market. Most of British capitals are invested in manufacturing companies of the US. Current situation with free trade negotiations is being analyzed. President John Baiden administration realizes conservative economic policy. US conservative policy is aimed to support national producers. In view of the above it is highly likely that trade negotiations between US and UK will not be in progress for a long period.

BackgroundEpidemiological data on personality disorders, comorbidity and associated use of services are essential for health service policy.AimsTo measure the prevalence and correlates of personality disorder in a representative community sample.MethodThe Structured Clinical Interview for DSM-IV Axis II disorders was used to measure personality disorder in 626 persons aged 16-74 years in households in England, Scotland and Wales, in atwo-phase survey.ResultsThe weighted prevalence of personality disorder was 4.4% (95% CI 2.9-6.7). Rates were highest among men, separated and unemployed participants in urban locations. High use of healthcare services was confounded by comorbid mental disorder and substance misuse. Cluster B disorders were associated with early institutional care and criminality.ConclusionsPersonality disorder is common in the community especially in urban areas. Services are normally restricted to symptomatic, help-seeking individuals, but a vulnerable group with cluster B disorders can be identified early are in care during childhood and enter the criminal justice system when young. This suggests the need for preventive interventions at the public mental health level.

Refugee relief organizations and refugee studies have refugees as their first concern and focus. Adverse impacts of refugees on hosts are relatively neglected. When impacts are considered, they are seen in terms of host country governments, economies and services rather than people or different groups among host populations. In rural refugee-affected areas, the better-off and more visible hosts usually gain from the presence of refugees and from refugee programs. In contrast, the poorer among the hosts can be hidden losers. This is more so now than in the past, especially where land is scarce and labor relatively abundant. The poorer hosts 2 can lose from competition for food, work, wages, services and common property resources. Vulnerable hosts also lack refugees’ option of sending their weaker dependents to camps and settlements. Development programs in refugee-affected areas and refugee studies will do a disservice if they neglect adverse effects of refugees on vulnerable hosts. These effects further strengthen the case for development to benefit the whole population in refugee-affected areas. 2 Here and elsewhere ‘the poorer hosts’ means ‘the poorer people among the host population'. ‘Once I accompanied one of our Ministers to the Eastern Region, and we all drove out of town to look at a new wave of refugees arriving from Eritrea. Before reaching the camp, the Minister — who was not familiar with the region — saw a cluster of shelters made of mats and under their shade were a number of families with children who were very thin and almost in rags. The Minister turned to the Governor of the Region and asked him whether these were refugees, and the Governor promptly replied, ‘No, Your Excellency, these are the hosts'. AbstractThis paper is concerned with the current and future financing of long-term care (LTC). This is defined as the provision of nursing and care services to those adults who are incapable, to some degree, of looking after themselves, but excluding short-term convalescent care. The current position is summarised, covering the demand and supply of LTC, how it is currently financed, new developments and consumer attitudes. The paper then goes on to consider future developments. Possible patterns of future demand, covering likely needs and costs are given. Consideration is then given as to how future demand may be financed.The paper discusses some of the initiatives that might be undertaken to encourage proper planning by both the State and individuals and concludes that the actuarial profession should have a significant role to play in communicating the issues and evaluating solutions.

The fact that the non-political Stefan Zweig (1881-1942) was a distinguished Austrian-Jewish writer in British exile merits discussion. Nevertheless, our discussion is not so much concerned with Zweigs stature as a creative genius. What interests us is rather his attitude toward British exile during the principal years of 1933 to 1942. In fact, Zweigs changing British refugee status, exile activities and, in particular, seismographic delineation of the Zeitgeist in Europe represent additional chapters of Jewish history as well as literary history.

AbstractDuring the worst year of the Great Irish Famine, ‘Black ’47’, tens of thousands of people fled across the Irish Sea from Ireland to Britain, desperately escaping the starvation and disease plaguing their country. These refugees, crowding unavoidably into the most insalubrious accommodation British towns and cities had to offer, were soon blamed for deadly outbreaks of epidemic typhus which emerged across the country during the first half of 1847. Indeed, they were accused of transporting the pestilence, then raging in Ireland, over with them. Typhus mortality rates in Ireland and Britain soared, and so closely connected with the disease were the Irish in Britain that it was widely referred to as ‘Irish fever’. Much of what we know about this epidemic is based on a handful of studies focusing almost exclusively on major cities along the British west-coast. Moreover, there has been little attempt to understand the legacy of the episode on the Irish in Britain. Taking a national perspective, this article argues that the ‘Irish fever’ epidemic of 1847 spread far beyond the western port of entry, and that the epidemic, by entrenching the association of the Irish with deadly disease, contributed significantly to the difficulties Britain's Irish population faced in the 1850s.

Abstract This study explores the education of young Polish female refugees in postwar Britain, and the implications of the establishment of the Committee for the Education of Poles, a body brought into being on April 1, 1947, as a consequence of the passage of the Polish Resettlement Bill in March 1947 (the first ever British legislation dealing with mass immigration). It examines the newly introduced grammar schools for girls, the challenges raised for these new educational establishments, and the strategies introduced by the British authorities in order to cope with the growing numbers of Polish adolescents entering the country after World War II. Based on archival records and supported by oral interviews, the sample case studies presented herein highlight one way in which the young Polish community was rehabilitated in exile at the start of their path towards civic integration. They highlight the key importance of education to that pathway. The studies presented here provide an insight into the experiences of, and challenges faced by, young Polish women during the Process of their education and resettlement. Thanks to extant school reports, it has been possible to ascertain not only the practical and financial problems that impacted the schools presented in the paper, which operated under the auspices of the Committee for the Education of Poles, but also their slow, but steady improvement over time. The paper provides clear evidence that it was thanks to the Committee that a significant proportion of the younger generation of Poles managed to acquire the qualifications needed to secure their first jobs and ultimately a career in industry or business and so play a useful part in the economic life of Great Britain and her overseas territories.

By means of a questionnaire issued to the 65 therapists registered on the COT Private Practice Directory 1989, a study gathered demographic details and information regarding the growth of private practice, diversity of practice and referral sources. It appeared that trends emerging amongst occupational therapists in the private sector might be pre-empting trends in the occupational therapy profession in general. With decreasing resources and the introduction of competitive tendering in the public sector, more therapists might have to re-examine their services in terms of cost-effectiveness. It seemed that colleagues in the private sector had already rationalised their services in order to compete in the marketplace. Those skills that were highly visible, in the physical, domiciliary and litigation areas of work, predominated. The findings have implications for those occupational therapy services presently without proven effectiveness which require urgent research to prevent their further decline.

In this paper the prevailing geography of the information economy in Great Britain is examined. Attention is focused on the 1981 labour-force share of information occupations at the level of standard regions. This occupation approach, as developed by Porat, is interrelated with Singlemann's sectoral classification in order to provide a new view of the information-based service economy in a regional context. The spatial division of information labour in Great Britain is identified and its theoretical and policy implications are discussed. It is shown that, despite regional differences in industrial specialisation, job prospects in all parts of the country are increasingly dependent on information-based services. There is, however, clear evidence of Greater London's dominance of the information economy, particularly in higher-order information occupations related to management and control functions and specialised producer-services activities. It is suggested that innovations in information technology (computer-communications networks) will reinforce this uneven geography of employment opportunities, particularly with the further integration of Britain into the global information economy. In this light, theoretical approaches to regional economic policy must embody an international dimension and address the transsectoral nature of information-based development in which the new technologies play a central role.

This study argues that Public Communication in Refugee Settlements, when managed professionally and structurally with a deliberate open feedback mechanism for the end-users of services provided by the government and its development partners, could be a great tool for the evaluation and enhancement of public services provided in Refugee Settlements. The study analyses the education and health sectors as parameters for the government’s service delivery in the case of the Kiryandongo Refugee Settlement. Taking a qualitative research methodology approach with the case of Kiryandongo Refugee Settlement, the study found that the Uganda Refugees Act (2006), which authorises service provision by the government to the refugees, has no specific public communication strategy or policy clearly spelled as a communication framework to support service provision feedback. Therefore, the study recommends a direct public engagement communication strategy involving refugees and relevant stakeholders in the public service provision with the ultimate goal of improving service delivery at Kiryandongo Refugee Settlement

AIMS AND METHODWe conducted a questionnaire survey of all 120 health authorities and boards responsible for the commissioning of services for the assessment and treatment of transsexual people in England, Scotland and Wales, in order to identify the nature of the input offered and assess conformity to current international standards of care.RESULTSEighty-two per cent of the commissioning authorities responded and confirmed that most health authorities/boards provide a full service for the treatment of transsexuals, although this would be delivered at a local level in only 20% of cases. However, 11 commissioning authorities gave confused and inaccurate responses and three other health authorities appear to hold views on the commissioning of these specialist services that are not in keeping with the current legal situation and a recent High Court ruling, which establishes the right of transsexual people to NHS assessment and treatment.CLINICAL IMPLICATIONSThere are discrepancies in prioritisation and provision of clinical services for this group that are not standard across Great Britain.

The United States resettles close to 70,000 refugees each year more than any other country in the world. Adult refugees are at risk for negative health outcomes and inefficient health resource use, and meeting the multiple health needs of this vulnerable population is a challenge. The purpose of this study was to assess the impact of a home health care (HHC) pilot project on meeting the needs of older adult refugee patients. A retrospective chart review of 40 refugee adult patients who participated in an HHC pilot was done to analyze their health outcomes using OASIS-C data. Participants’ pain level, anxiety level, medication management, and activities of daily living management all significantly improved over the course of their HHC episode. Results of this study indicate that HHC has great potential to improve the health of vulnerable refugee populations and assist the families involved in their care.

The text is about Poles who in 1941, as a result of the so-called amnesty, left the Soviet Union and wandered the earth to end up in Lebanon. Their presence in this country was a phenomenon unprecedented in the Middle East region. The biggest wave of Polish refugees came to Lebanon in the years 1943–1946 and had ca. 6000 people for whom Lebanon became a truly safe haven. This continued till the beginning of the 1950s, when the last group off Poles left the country. Most of them never came back to their home country, settling mostly in Great Britain and beyond the Ocean, while only a handful of them remained in Lebanon. The text discusses the accounts given by the so-called “Lebanese”, as those Poles who at some point of their lives found refuge in Lebanon call themselves. The accounts were recorded in Poland, Great Britain and Lebanon. “The Lebanese” explained the motives that drove people or their families forced to leave their place of stay when taking decisions regarding new destination. Also, the text describes in detail the impressions of the narrators from the new places they found themselves in and how they coped in new reality (on the example of Great Britain and Poland which was a Communist-ruled country at that time). The text aims to familiarize the audience with this subject, about which not much has been said so far.

In this politically charged times, the plight of Mexican immigrants have been incorrectly characterized and ridiculed. We believe clinicians need to better understand who they are and how to become culturally competent to work effectively with Mexican immigrants. The United Nations High Commissioner for Refugees (1951) defines a political refugee as “a person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country…” In contrast, an economic refugee is a person seeking refugee status in another country for economic reasons. With political refugee status comes both legal and financial support by the U.S. government. However, an economic refugee is not afforded such opportunities. In the United States, there are 660,477 political refugees (Dovidio & Esses, 2001), additionally, it is estimated that there are five to eight million economic refugees who are without legal documents (Yakushko & Chronister, 2005). It is believed that of this five to eight million economic refugees, 95% are from Mexico (Yakushko & Chronister). This translates to 4,750,000 to 7,600,000 Mexican economic refugees. Though U.S. legislation has tried to control the number of economic refugees entering the country and expel economic refugees already living within its borders, the reality is that great majority of the 4,750,000 to 7,600,000 individuals are gainfully employed and will probably stay in the United States until they have earned sufficient money to be able to return to Mexico and survive economic deprivation. With such staggering numbers of economic refugees seeking the opportunity to make a living within the United States, it is becoming increasingly important to address the mental health needs of such individuals. Although federal policy often dictates the exclusion of funding opportunities for services to economic refugees, the reality is that there is an ethical responsibility to provide services to all individuals despite legal status or country of origin.

The especial aim to have care about the Polish Soldier, his spiritual and moral welfare, and to ensure his cultural and educationall development in a truly Catholic and Polish atmosphere. Rev. Gogolinski-Elston was ordered to start work immediately and already on the 10th of December 1943 the Polish Hearth in Blackpool was taken over, as the first NCWC Centre for Poles in Gt. Britain. On the 12th of December 1943 NCWC Rest and Recreational Centre for Polish University Students was opened in Edinburgh, 15th December an NCWC Polish Air Force Canteen in Blackpool was opend, 24th of December 1943 an NCWC Rest and Recreational Centre for Polish Convalescent Airmen in Blackoop and NCWC Rest and Recreational Centre in Special Secret Duty Detachment in “X” (military secret) were created. Polish Projects in Gt. Britain will be an excellent testimonial to American Catholics with their Bishops, to War Relief Services-National Catholic Welfare Conference, organization with its so effective Executive and Field Director.

As the number of forced migrants entering Britain has risen, increasingly restrictive immigration and asylum policy has been introduced. Simultaneously, successive governments have sought to limit the welfare entitlements of forced migrants. Drawing on two sets of semi-structured qualitative interviews, with migrants and key respondents providing welfare services, this paper considers the adequacy of welfare provisions in relation to the financial and housing needs of four different groups of forced migrants i.e. refugees, asylum seekers, those with humanitarian protection status and failed asylum seekers/‘overstayers’. There is strong evidence to suggest that statutory provisions are failing to meet the basic financial and housing needs of many forced migrants.
