Summary Objectives: Record linkage, the process of bringing together separately compiled but related records from different databases, is essential in many areas of biomedical research. We developed a record linkage program (EpiLink), which employs a simple mathematical approach. We describe the program and present results obtained testing it in a linkage task. Methods: EpiLink was designed to be flexible with user-friendly settings to tailor linkage and operating parameters to specific linkage tasks, and employ deterministic, probabilistic or sequential deterministic-probabilistic linkage strategies as required. The user can also standardize data format, examine linkage results and accept or discard them. We used EpiLink to link a subset of cases of the Lombardy Cancer Registry (20,724 records) with the Social Security file of the population (1,021,846 records) covered by the registry. The linkage strategy was deterministic, followed by several probabilistic linkage steps. Results: Manual inspection of the results showed that EpiLink achieved 98.8% specificity and 96.5% sensitivity. Conclusions: EpiLink is a practical and accurate means of linking records from different databases that can be used by non-statisticians and is efficient in terms of human and financial resources.

Obtaining and maintaining accurate records of reindeer (Rangifer tarandus) herd data has become a necessary tool for efficient herd management. A computerized record keeping and reporting system was developed due to the speed which which animals were seen at the seasonal handlings. Custom software was written using the dBASE III + data management package to handle the special needs of herd record keeping. The software was then compiled using the Clipper compiler. The resulting program and data were implemented in ramdisk on a Toshiba 3100 microcomputer. Data structures were carefully chosen to provide for recording of tag identification, sex, age, body weight, abnormalities, disease testing, and treatments for each deer. Additionally, fields were provided to maintain records of ongoing biologic experiments. A report generation program was written to provide a current herd status report to the herders.

This paper evaluates the keywords and subject areas in records management (RM) publications, as indexed in the Scopus database, with a view to mapping RM research from 1971 to 2018 so as to determine the direction of research in the field. A total of 4 762 documents were obtained from the Scopus database using the term records management and searching within the title, abstract and keywords fields. The data was analysed using VOSviewer software. The findings reveal that interest in RM research has grown as the volume of publications has continued to increase. Whereas there was no dominant area of research in the 1980s, as far as RM research is concerned, the main focus in the 2010s was the management of electronic health records, thereby signalling a shift in RM research from being just an information management exercise to being used for the management of records in the medical and health sector. Other popular research areas in the 2010s were health care, electronic medical record/s, information management, medical computing, information systems, and electronic document exchange. A classification of the RM publications according to Scopus’s broad subject fields revealed that RM research is mainly conducted in computer science, engineering, medicine, and the social sciences. The study predicts a slow growth in the number of RM publications in the next ten years (2019-2028), greater focus on RM in the health sector, and continued dominance of computer-based systems and electronic records as topics of RM research.

Purpose.Electronic health record systems provide great opportunity to study most diseases. Objective of this study was to determine whether electronic medical records (EMR) in ophthalmology contribute to management of rare eye diseases, isolated or in syndromes. Study was designed to identify and collect patients’ data with ophthalmology-specific EMR.Methods.Ophthalmology-specific EMR software (Softalmo software Corilus) was used to acquire ophthalmological ocular consultation data from patients with five rare eye diseases. The rare eye diseases and data were selected and collected regarding expertise of eye center.Results.A total of 135,206 outpatient consultations were performed between 2011 and 2014 in our medical center specialized in rare eye diseases. The search software identified 29 congenital aniridia, 6 Axenfeld/Rieger syndrome, 11 BEPS, 3 Nanophthalmos, and 3 Rubinstein-Taybi syndrome.Discussion.EMR provides advantages for medical care. The use of ophthalmology-specific EMR is reliable and can contribute to a comprehensive ocular visual phenotype useful for clinical research.Conclusion.Routinely EMR acquired with specific software dedicated to ophthalmology provides sufficient detail for rare diseases. These software-collected data appear useful for creating patient cohorts and recording ocular examination, avoiding the time-consuming analysis of paper records and investigation, in a University Hospital linked to a National Reference Rare Center Disease.

The authors present a security oriented solution and also provide experimental evidence about the capability of the platform to operate in wireless environments with large number of users.

Purpose – The purpose of the research is to enable dynamic customization of metadata that describe educational resources in digital repositories. Design/methodology/approach – Users need to describe educational resources in digital repositories according to the user-specific metadata set. Since users are mostly unskilled to customize the software application manually, our approach relies on the techniques of the model-driven software engineering, which should allow customization of the software application programmatically with no need to develop or order a new software application. In order to verify the proposed solution, we conducted an experiment which evaluated its characteristics. Findings A software platform for managing educational resources described by dynamically extendable metadata is proposed. The platform enables creating data models which are programmatically transformed to the web application for the management of educational resources. In this way a user can create their own model of metadata that is relevant in a particular domain.Research limitations / implications – The solution has been verified by users with technical knowledge. We should still explore the appropriateness of the platform for domain experts with little technical knowledge who would define new metadata in their domain.Practical implications The solution can be used for digital repositories that store diverse educational resources. Each resource could be described using metadata that relates to the domain the resource belongs to.Originality/value – Digital repositories standardly describe educational resources using some general metadata, which are more focused on the physical characteristics of resources rather than their semantics. The proposed solution introduces custom domain-specific semantics into the resources’ description, which improves their retrieval.
Cilj – Cilj disertacije je da se omogući dinamičko prilagođavanje metapodataka koji opisuju obrazovne resurse u digitalnim repozitorijumima.Metodologija - Postoji potreba da se u digitalnim repozitorijumima obrazovni resursi opišu putem skupa metapodataka koji je specifičan za određenog korisnika ili domen. Obzirom da korisnici ne mogu samostalno da ručno vrše izmenu softverske aplikacije, pristup predložen u ovoj disertaciji se zasniva na tehnikama modelom vođenog razvoja softvera, koji treba da omogući prilagođavanje softverske aplikacije programski, bez potrebe za razvojem ili naručivanjem nove aplikacije. Da bi se predloženo rešenje verifikovalo, sproveden je eksperiment koji evaluira njegove karakteristike.Rezultati - U disertaciji je predložena softverska platforma za upravljanje obrazovnim resursima opisanim dinamički proširivim skupom metapodataka. Platforma omogućuje kreiranje modela podataka koji se programski transformišu u veb aplikaciju za upravljanje obrazovnim resursima. Na ovaj način, korisnik može da kreira sopstveni model metapodataka koji je odgovarajući u određenom domenu.Ograničenja istraživanja/implikacije – Rešenje verifikovano od strane korisnicima sa određenim tehničkim znanjem. Potrebno je istražiti prikladnost platforme za domenske eksperte sa ograničenim tehničkim znanjem, koji treba da definišu nove skupove metapodataka u svom domenu.Praktične implikacije – Rešenje se može koristiti u digitalnim repozitorijuma koji skladište raznolike obrazovne resurse. Svaki resurs može biti opisan koristeći metapodatke iz domena kojem resurs pripada.Originalnost/vrednost - Digitalni repozitorijumi standardno opisuju obrazovne resurse koristeći neki generalni skup metapodataka, koji je više fokusiran na fizičke karakteristike resursa, umesto na njihovo značenje. Predloženo rešenje uvodi proizvoljnu domenski-zavisnu semantiku u opis resursa, čime se unapređuje njihovo dobavljanje.

In the last few years, the Province of Forlì-Cesena has started a records digitization process aimed at producing digital records to be preserved permanently in trusted digital repositories. The main objectives of the study are the following: to test ways and methods for record creation; check the record links to the Protocol Register and the quality of the electronic recordkeeping system; and assess the record authenticity and reliability for long-term preservation. The case analyzes the digitization process for a special type of record called “decision acts.” These records are signed by the Department Heads and prepared using the ERMS software that manages every step of the workflow, including the integration with other systems and software. The project provides for the use of digital signature and open formats for records creation and subsequent preservation in trusted digital repositories.

The purpose of this chapter is to investigate the impact of information and communication technologies in the practice of records management in Ministry of Health, Nigeria. A diverse set of ICT tools of computer, CD-ROM, multi-media, scanner, internet, software applications (CDS/ISIS), among others are currently used in the practices of records management. The rationale that spurs the use of ICTs for record management is due to the ever-changing nature of operations that required capturing, processing, storing, and dissemination of records and other evolving phenomenon from traditional to virtual/technological platform. The qualitative research approach grounded on documents/textual content analysis of literature was employed in this study. Findings revealed that ICTs are used for different purposes in records management operations in the Ministry of Health in Nigeria. The evolving nature of transformation is that organisations no longer use old technologies of microfilm/fiches, floppy disc, papyrus, tape recorders, and typewriters. Strategies of security, different devices, and policy are significant.

Digital watermarking is a process in which a secondary pattern or signature, called a watermark, is hidden into a digital media (e.g., image and video) such that it can be detected or extracted later for different intentions. Digital watermarking has many applications including copyright protection, authentication, tamper detection, and embedding of electronic patient records in medical images. Various software implementations of digital watermarking algorithms can be built. While software implementations can address digital watermarking in off-line applications, they cannot meet the requirements of many applications. For example, in consumer electronic devices, a software solution would be very expensive. This has motivated the development of hardware implementations of digital watermarking. In this chapter, the authors present a detailed survey of existing hardware implementations of image and video watermarking algorithms. Fundamental design issues are discussed and special techniques exploited to enhance efficiency are identified. Future outlooks are also presented to address the challenges of hardware architecture design for image and video watermarking.

Metadata in environmental management systems support searching and browsing operations. XML-based metadata systems can store metadata in a flexible manner that is suitable also for small and medium size organizations. Our EcoExplorer software package consists of three closely cooperating programs for the management of XML-based environmental metadata. It is implemented in Java and therefore platform-independent. The EcoExplorer is able to collaborate with online components of an environmental management system, as demonstrated by our eco-balancing and environmental accounting system ACCOUNT.

Cloud radio access networks (CRAN) have been proposed for 5G technologies to provide improved scalability, flexibility, and performance for supporting rapid increase of IoT devices. This chapter designs a new efficient cache management scheme for the baseband unit (BBU) pool in CRAN. First, it adopts the exponential-decay (EXD) scheme to keep recently frequently requested records in cache and enhances it with analytical hierarchy process (AHP) to support multiple levels of mobility and QoS. The other new algorithms include a probability-based scoring scheme, a hierarchical, or tiered, approach, and enhancements to previously existing approaches. Performance evaluation shows that the new schemes offer high cache hit ratios and a reduction in network traffic as compared with other existing and classic caching mechanisms. The authors believe that this work is important in advancing 5G technology for supporting IoT services and is also useful to other cache management systems.

The Topaz Japanese-American Relocation Center Digital Collection was a digitization project carried out by the Digital Initiatives Department of Utah State University’s Merrill-Cazier Library. This case study provides a background on Utah State University, Merrill-Cazier Library, and Digital Initiatives. The mission, technology acquired, consortium involvement, and organization of Digital Initiatives are discussed. A description of the case provides an overview of the Topaz digitization project, which includes background on the Topaz collection, project assignments, technology components, technological issues, and organization considerations. The technological and organizational issues stemmed from the CONTENTdm software, image quality, standardized file naming format, and collaboration with Mountain West Digital Library, other institutions, and library departments within Merrill-Cazier Library. The current status of these issues and continued improvement of these issues are discussed.

Important products in an academic library’s collection are Masters Theses and Doctoral Dissertations since they represent a wealth of scholarly and artistic content created by Masters and Doctoral students in the degree-seeking process. Each has experienced an evolution to a new format, electronic. Many of these are PDF files, using the Adobe Acrobat software. Until very recently, though, those files with accompanying materials were separated. This chapter further discusses several issues inherent in this process. These include access, use, re-use, preservation, storage, integration with other systems, copyrights, and permissions. The successful management of Electronic Theses and Dissertations (ETDs) requires effort across the entire lifecycle to ensure that ETDs are managed, preserved, and made accessible in a manner that today's users expect. Given the pressure of reading more in less time, today's users demand access to various formats regardless of temporal and spatial restrictions and the types of devices used.

This chapter oversees the architectural design of the system that is more oriented towards specifications of user requirements on usability of mobile devices and their applications for e-health systems. This chapter is looking ahead to the benefits that come along with good investment in the e-health, which require a very philosophical and pragmatic systematic transformation of the hardware, software, and human resources in the health sector. Sustainability of the e-health system in the future is very promising as young professionals embrace these technological advancements from the training time and can take over the system without a big IT support staff as most of them are IT literate.

Canspec’s Pipeline Integrity Group typically collects data on more than 500 dig sites annually, which includes analyzing and maintaining thousands of records for each major client. Additionally, Canspec also provides time sensitive information and guidance to its clientele related to repairs, pipe replacement, and collaborative pipeline integrity research. In order to improve data management and decrease reporting time on this large volume of data, Canspec initiated a short-term pilot project in collaboration with Bridge Solutions to develop an internet-based portal program called EKP3.0. The web portal is a fast and efficient way to create a secure customized search engine and web directory for complete data management, which is also accessible to the large number of field crews performing this work. Since implementation in April 2003, the EKP3.0 software has reduced overall reporting time by more than 35%. Due to the overwhelming success of the short-term pilot project, Canspec has adopted this software as a long-term solution for ongoing data management. This paper will compare previous data collection, delivery, and reporting practices with the current internet-based EKP3.0 software process. It will also elaborate on future plans to design an XML (Extensible Markup Language) data transfer format, which will reduce the labour-intensive peer review process, automate the customization of final reports delivered to the client, and create a rules-based field data collection application.

STP uses a custom enterprise software application called RICTCal to calculate risk informed completion times (RICTs). Besides providing the end user interface to the calculation engine, the software also creates electronic regulatory-required reports that are automatically filed in the plant records management system. In addition to regulatory-required information on risk informed completion times and risk managed action times (RMATs), the software provides additional configuration risk information such as risk for reactor trip. The computation methodology and design of the software is described as well as required input data to support the calculation.

Colonial pipeline’s asset data management team maintains large volumes of data, CAD facility drawings, and historical records. Organizing and encapsulating this data has been a historical challenge. Frequent requests for data relevant to individual projects was time-consuming and laborious. Colonial Scout was designed to be a simple self-help tool that allows employees to locate data quickly. Further, it was constructed to provide a one-stop shop for accessing Colonial data in its most current and up to date forms. Design of the Colonial Scout application took approximately six months to complete. The final result is an intuitive web map application connected to a versioned enterprise geodatabase. Within the application, relevant tools interact with live data, providing immediate access to Colonial’s most up to date information. Integration with FME server, adept document management and Esri’s ArcGIS enterprise have advanced colonial scout’s efficiency in locating data. These software products enhance colonial scout’s power as a help-yourself product for accessing current information through means of helpful data visualization. Colonial Scout is the go to source for alignment sheets, CAD drawings, property and easement records, locating tank assets, and Colonial’s 5,500 miles of pipeline assets. Users also have the ability to download data in a variety of file formats for project specific analysis and reports. Colonial Scout has significantly reduced the number of work orders related to searching for data, drawings and records. Employees are better informed by acquiring the latest information and no longer rely on outdated paper hardcopies. Colonial Scout is an innovative and expandable solution for Colonial’s ever-growing data needs.

The United Kingdom nuclear research programme started in the 1940s. Research Sites Restoration Limited (RSRL) is responsible for the restoration of two sites which were at the forefront of this research, under a programme funded by the UK Nuclear Decommissioning Authority (NDA). These are the 100 hectare Harwell site in Oxfordshire and the 84 hectare Winfrith site on the south coast of England. The work performed on these sites covered a huge range of nuclides, combinations of nuclides, chemical and physical processes, far more complicated than a power station, for example. The sites have a complex history with records of hundreds of buildings, many kilometres of drainage systems, groundwater contamination issues and land areas which require remediation. Formal work towards site release began in the 1990s, but demolition and clearance for re-use started many years earlier. An efficient restoration programme requires appropriate quality data. It is vital to decide what you need to know and how well you need to know it. As part of this, a challenging number of factors need to be considered in its design. This paper discusses these factors using the examples of the approach used at the Harwell and Winfrith sites including: • historical knowledge and associated uncertainties; • relevant clearance criteria; • availability and limitations of surveying equipment; • effective targeted and validation sampling with appropriate analytical methods; • data capture and analysis techniques; • effective communication between RSRL and the relevant technical teams; • mapping technologies (Global Positioning Systems, Geographical Information Systems); • use of Babcock’s IMAGES land quality software tool; • integration of the above over long time scales. The RSRL programme of works at the Harwell and Winfrith Sites is producing large volumes of different types of information from decommissioning, site investigation and remediation projects. This will be required to be accessible and understandable to support the process of site release which will continue over many years. The paper illustrates the methods by which RSRL is using effective knowledge management to compile a verifiable record to support site release as the site restoration works progress.

Traditionally business areas within an organization individually manage data essential for their operation. This data may be incorporated into specialized software applications, MS Excel or MS Access etc., e-mail filing, and hardcopy documents. These applications and data stores support the local business area decision-making and add to its knowledge. There have been problems with this approach. Data, knowledge and decisions are only captured locally within the business area and in many cases this information is not easily identifiable or available for enterprise-wide sharing. Furthermore, individuals within the business areas often keep “shadow files” of data and information. The state of accuracy, completeness, and timeliness of the data contained within these files is often questionable. Information created and managed at a local business level can be lost when a staff member leaves his or her role. This is especially significant given ongoing changes in today’s workforce. Data must be properly managed and maintained to retain its value within the organization. The development and execution of “single version of the truth” or master data management requires a partnership between the business areas, records management, legal, and the information technology groups of an organization. Master data management is expected to yield significant gains in staff effectiveness, efficiency, and productivity. In 2011, Enbridge Pipelines applied the principles of master data management and trusted data digital repositories to a widely used, geographically dispersed small database (less than 10,000 records) that had noted data shortcomings such as incomplete or incorrect data, multiple shadow files, and inconsistent usage throughout the organization of the application that stewards the data. This paper provides an overview of best practices in developing an authoritative single source of data and Enbridge experience in applying these practices to a real-world example. Challenges of the approach used by Enbridge and lessons learned will be examined and discussed.
