The authors analyse the implications and cost of total war, concluding with an examination of its contradictory legacies. In studying the war’s impact on Germany in particular, the chapter provides an in-depth look at the consequences of war on Europe’s strongest pre-war economy, without the complications of separating out the issues of a developing country, which can mimic those faced in wartime. The economic challenges that warring parties faced during the war included mobilization, warfare, labour shortage, impaired domestic economic activity, restricted international trade, a systematic redistribution of resources towards the war economy, food rationing, the predictable emergence of black markets, and a drop in living standards. The authors also discuss strategies to meet the significant financial demands associated with the war, and its tumultuous economic and political aftermath.

This article explores the connection between the state and genocide. It argues that no form of mass violence, and least of all genocide, erupts spontaneously. It requires premeditation, usually by a government with a record of gross human rights violations. Indeed, the discussion contends that genocide is intricately linked to the idea of the modern state, despite a body of scholarship that questions that link. Non-state agents such as radical political parties or armed militias are usually incorporated into the governing structure and therefore rarely perform on their own. The state may deliberately use them as proxies to obscure the decision-making process and thus to shift responsibility for the crimes committed. Even though the ruling body may not always emphasize state interests in genocide, the painstaking reconstruction of the chain of command, where possible, inevitably points to the upper echelons of power as the original source of mass violence.

This book concludes with a discussion of three critical variables that determine the success of any military occupation and whether they were all met in the case of Winsburg after the end of the South African War: the total devastation of a country that compels it to acknowledge its need for help in reconstruction; the perception of a common threat to both parties; and credible guarantees of the occupying power’s intention to withdraw. If an occupying power adds an ideological element to its primary concern of establishing a dispensation that poses no threat to its interests, occupation is prolonged and nationalism is stimulated. This conclusion also shows that blacks continued to suffer after the war, with the Boers and British both blocking any suggestion of advance. Finally, it considers the evolution of a system of racial oppression in South Africa that was to bedevil the country for much of the twentieth century, lending credence to the notion that Britain’s occupation of Winsburg was an imperfect one.

The Practice of Socialist Internationalism examines the efforts of British, French, and German socialist parties to cooperate with one another on concrete international issues. Drawing on archival research in twelve countries, it spans the years from the First World War to the early 1960s, paying particular attention to the two post-war periods (1918 to the late 1920s and 1945 to the mid-1950s), during which national and international politics were recast. During these years, European socialists operated simultaneously in national and transnational spaces, and the book explores the ways in which these two spaces overlapped. In addition to highlighting a neglected dimension of twentieth-century European socialism, it provides novel perspectives on two related subjects: the history of internationalism and the history of international politics. Scholars of internationalism focus either on state or on non-state actors (INGOs), but socialist parties constituted something of a hybrid: rooted more firmly in national politics than most INGOs, they were also more self-consciously internationalist than state actors. Just as importantly, European socialists sought to forge a new practice of international relations, one that would emerge from their collective efforts to work out ‘socialist’ approaches to pressing issues of European politics such as post-war reconstruction, European integration, and decolonization. While the extent of their success is debatable, the efforts of European socialists to identify distinct approaches act as a spotlight, illuminating obscure yet vital aspects of an issue.

In the 1960s, the radical youth of Western Europe's New Left rebelled against the democratic welfare state and their parents' antiquated politics of reform. It was not the first time an upstart leftist movement was built on the ruins of the old. This book traces the history of neoleftism from its antifascist roots in the first half of the twentieth century, to its postwar reconstruction in the 1950s, to its explosive reinvention by the 1960s counterculture. The book demonstrates why the left in Europe underwent a series of internal revolts against the organizational forms of established parties and unions. It describes how small groups of militant youth such as New Beginning in Germany tried to sustain grassroots movements without reproducing the bureaucratic, hierarchical, and supposedly obsolete structures of Social Democracy and Communism. Neoleftist militants experimented with alternative modes of organization such as councils, assemblies, and action committees. However, the book reveals that these same militants, decades later, often came to defend the very institutions they had opposed in their youth. The book tells the story of generations of antifascists, left socialists, and anti-authoritarians who tried to build radical democratic alternatives to capitalism and kindle hope in reactionary times.

This work is focused on the abolitionist movement in Rio de Janeiro. It offers a careful reconstruction of the movement’s context and evolution in Rio, and the related formal parliamentary history. An understanding of the nature of the political parties of the Brazilian monarchy, the role of the crown, and the significance of ideology and individual statesmen has been brought to bear in order to comprehend how the regime actually interacted with abolitionism and how both the movement and the regime shaped each other as a consequence. One cannot understand the movement’s history as something apart from the elite political world that it challenged and changed. A central element in this study is an examination of the role of racial identity and racial solidarity in the abolitionist movement’s history. Previous analyses of the movement have always argued that the movement was an urban, middle-class, white movement (with a few significant Afro-Brazilian leaders), one that only gathered Afro-Brazilian mass support over time. A more careful analysis of the evidence transforms our understanding, disclosing Afro-Brazilian middle-class membership and the Afro-Brazilian masses present and mobilized in the movement from its beginning to its end. This study interweaves the imperial capital’s Afro-Brazilian components, its parliament and monarchy, and the nature and evolution of a reformist movement. It explains how the seemingly impossible was made possible: how an urban political movement ended slavery and did so within the confines of a monarchy dominated and maintained by elite

As with countless other black leaders whose life stories have disappeared from the historical record, much of Isaac H. Anderson’s unique story has been shrouded in silence. His story is a microhistory of black religious and political experience after Emancipation, and a recovery of the life of a minister, politician, and former slave. His narrative begins with his white father and master, William Jackson Anderson, and with the system of slavery that provided the economic fuel by which William Jackson built his wealth and became a merchant prince of Fort Valley in Houston County. It progresses to Anderson winning and serving in his white father’s seat in Georgia’s legislature during Reconstruction even though he and William Jackson represented opposite political parties and perspectives. During his time in Georgia, Anderson actively opposed the rise of the apprenticeship system, targeting Black children, and the convict leasing system, which re-enslaved many Black men. His story gives understanding into the formation of the Black Church as the only space in which enslaved and free blacks could survive, and even contend with, the oppression of whites. Leaders like Anderson fostered spiritual and physical safe spaces for parishioners, and his story provides a fuller accounting of a history that has often been dismissively recast and retold by those who mistake subtle but sustained defiance as subservient survival, and thereby miss many of the nuances of the Colored Methodist Episcopal Church’s beginnings. Anderson’s unique story also exposes the intra-racial tension that existed in and around the small denomination, and the strategies adopted by black leaders in dealing with a society that was often antithetical to them.
