This paper provides a historical overview of German newspapers published in Osijek. In the period between the liberation from the Turks and the end of World War Two, almost half of Osijek’s population were Germans, which enabled them to play a significant role in all aspects of city life, and newspaper publishing was no exception. A review of German newspapers published in Osijek revealed that they differed in content, publication frequency and longevity. After reading and reviewing both scholarly and scientific literature, it was concluded that most facts about the newspapers were not completely, but partially preserved in a non-chronological order. Newspaper publishers operated in difficult circumstances and frequently changed editors and owners. However, today, we can claim, that German newspapers published in Osijek were vital, diverse in form and important to (educated) readers and their needs and habits. The newspapers were similar to magazines and covered all facets of life, including politics, science, economy, art and culture. Such newspapers covered everything their readership might find interesting, and many Croats contributed to those German newspapers as associates. This paper is based on the review of research and scholarly and scientific papers. The intention was to follow the logical and chronological structure of German newspapers.

Open data from the public sector can fuel the innovation of digital products. This paper investigates barriers and success factors regarding use of open data in such innovations, and how public sector can increase the value of published data. A multimethod approach was used. An initial study identified aspects of relevance through interviews, a system development experiment, and a focus group. An in-depth study used the insight to perform interviews and a survey targeting innovators. Details on data needs, discovery, assessment, and use were found as well as barriers regarding use of open data in digital product innovations. Associated recommendations to data owners are provided regarding how they can increase the innovation capacity through appropriate licenses and service levels; convenient access mechanisms; publishing channels and infrastructures; transparency and dialogue; data, metadata, documentation, and APIs of high quality; harmonization and standardization.

This essay is a reexamination of Samuel Beckett's The Capital of the Ruins, the untransmitted radio script written for Raidió Éireann (now Raidió Teilifís Éireann) in 1946 following his work with the Irish Red Cross in Saint Lô. The first half of this essay is concerned with the archival and publishing history of the text. This section examines the variants introduced by various editors or publishers and makes a case for a definitive edition of the text based on the edited photocopy of the typescript held in the Beckett International Foundation archive at the University of Reading. The second half of this essay then uses this close attention to the text to reconsider the focus of The Capital of the Ruins and the extent to which the piece is more firmly directed towards socio-political aspects of post-neutrality Ireland than has previously been identified.

In this article, we have addressed the early stages of quantum physics in Spain, specifically, between the years 1930 and 1960. We have relied on David Kaiser’s thesis on the weight of philosophy in quantum physics textbooks in the United States (Quantum legacies, chap. 8, 2020) and we have made a first approximation for the Spanish case. To have a better understanding of the editorial, intellectual and cultural context, we have created and analysed a database from the REBIUN university catalogue, which has offered us a panoramic view of the works published at the time, as well as their places of origin, languages, publishers, and evolutions. Then, we have analysed the treatment of philosophical aspects in some relevant Spanish textbooks. We have concluded a particular evolution in the Spanish case, conditioned by its economic, social, and political context, with a tendency to interpret quantum physics from a national-catholic dogma and to escape from mathematical complexity. We have also seen a great influence from the English-speaking sphere and an enormous importance from the Latin American publishing system in the dissemination of works in Spanish. The results call for us to carry out studies in greater depth.

<p>Kostas Sarris, Chrysanthos Notar as and the publication of "Dodekavivlos" by Dositheos of Jerusalem: a case of false publication date (1715 / c.1722)</p><p>The article focuses on «Dodekavivlos» by Dositheos the patriarch of Jerusalem (1641-1707). His historiographic work was published after his decease by the Greek publishing house of Anthime in Bucharest. The book was edited by his nephew and successor to the patriarchical throne of Jerusalem Chrysanthos Notaras and the publisher and future bishop of Wallachia Mitrofanis Grigoras. The study concentrates on the false date of publication noted under the title of "Dodekavivlos", that is to say, October 1715, whereas, in reality, the book was published between 1721 and 1723. In the first part of the article, the process followed during the edition and the publication of the book is depicted. Moreover, the outset of the aforementioned procedure as well as the publication date of «Dodekavivlos» is determined. In this context, some aspects of history of the publishing house Anthime are clarified whilst the publishing work and the technical impediments confronted by a Greek publishing house in the Rumanian Principalities in the turning point of the 18th century are delineated. The second part of the article attempts to formulate a cohesive and comprehensive interpretation of the false publication date. Both the polemic character of the content of «Dodekavivlos», which due to the rivalry over the religious establishments of the Holy Land, was of political nature, and Chrysanthos Notaras' correspondence along with the historical background of the publication can conduce to some conjectures over Chrysanthos' decision not to record the real date but an earlier one as well as the choice of the particular date of the title. According to the interpretation brought forward, Nicolaos Mavrokordatos' potential political ventures played a significant role. Also, telltale, though of less importance, is the fact that the name of the publisher and bishop of Wallachia Anthimos Iviritis is not recorded under the false date of the title of «Dodekavivlos».</p>

This article considers today’s ‘post-digital’ political publishing through the material forms of an experimental book, The 2015 Baltimore Uprising: A Teen Epistolary. Anonymously published and devoid of all editorial text, the book is comprised entirely of some 650 screen-grabbed tweets, tweets posted by black Baltimore youth during the riots that ensued on the police killing of Freddie Gray. It is a crisis-ridden book, bearing the wrenching anti-black terror and rebellion of Baltimore 2015 into the horizon of publishing. Drawing on critical theories of books and digital media, and bringing Saidiya Hartman and Frank Wilderson to bear on issues of publishing, the article appraises seven aspects of this book’s materiality: its epistolary structure and rupture with the book-as-closure; its undoing of the commodity form of books; the ‘poor image’ of its visual scene; its recourse to facial redaction and voiding of narrative progression; and its destabilization of readers’ empathy.

In recent years, many publications presenting the records of sejmiks (regional assemblies in the Polish-Lithuanian Commonwealth) from the sixteenth-eighteenth centuries have appeared on the publishing market, and teams of historians from several research centres are working on new ones. Instructions for deputies to the Sejm and other resolutions of sejmiks are the fundamental sources for studying many aspects of the social and political life of the noble Commonwealth. Also, military historians use this type of source. However, the question arises whether the publishers of such sources include all the material related to the activity of the sejmik that would be of interest to researchers of martial history. On the other hand, a question can be asked whether they reach for sejmik records and can use them in their research into Old-Polish military science. In this case, the aim is to present the value of published sejmik records in studies of various aspects of the functioning of the Crown and Lithuanian armies and soldier life. Their fundamental importance for showing the mechanisms of the functioning of the noble levy (Polish. pospolite ruszenie, i.e. mass national conscription) seems obvious, but is it worth using them when researching problems related to the functioning of the so-called quarter army (Polish: wojsko kwarciane) or the comput army (Polish: wojsko komputowe)? The author also tries to analyse the scope of the material contained in published collections of sejmiks records. The purpose is to assess whether the sources related to the sejmiks’ activities in military matters are complete or whether the researchers compiling and editing these publications omit certain materials which may be important to historians of Old-Polish military science.

Rankings and indicators have been with us for a while now, and have increasingly been objects of attention in international law. Likewise, they have been with the LJIL as a journal for a while now. Our so-called ‘impact factor’ is, to my untrained eye, the most prominent feature on the LJIL webpage hosted by our publisher. So this editorial is something of a rearguard action. The indicators and rankings, however, keep piling up. Proliferation may afford a perverse sort of optimism, about which below but, as will be clear, I do not share it. The increasing number and command of indicators and rankings reflects a consistent trend and a bleak mode of knowledge production. Knowledge production has been a topic in these pages recently, for instance Sara Kendall's excellent editorial on academic production and the politics of inclusion. I mean to continue in that vein, with respect to other aspects of the political economy of the academic production of international law, especially at a nexus of publishing, scholarship and market practices. There is an undeniable element of nostalgia in what will follow, but I do not really mean to celebrate the publishing industry, status quo ante, that has put me in this privileged position to wax nostalgic. The academic publishing business is flawed. What we are preparing the way for is worse. When I say we, I mean to flag my complicity, both as an individual researcher and as an editorial board member. I use the word complicity to convey a personal anxiety, also in my role as editor, so let me be clear: the LJIL board has no policy concerning rankings, and rankings have never influenced review at the journal. Moreover, while I cannot claim to speak for the LJIL as a whole concerning the topic of rankings or any other matter, nor is mine exactly a dissenting voice on the board. The tone of this polemic is mine alone; the concern is not.

This scientific article examines the periodicals of the Volga right-wing-monarchical parties of the early XX century as sources that make it possible to expand the understanding of the main directions in the conservatives’ socio-political activities. The object of the study is the print media of the right-wing parties of the Volga region at the beginning of the XX century, the subject of the analysis is the specificity of the informative material placed on the pages of these publications and reflecting different aspects of the party life. The retrospective, historical-comparative, problem-chronological, statistical methods used for research analysis enable us to consider the publishing activities of the Volga region right-wing conservatives in dynamics, to give prominence to their problematic aspects. The right-wing-monarchist parties that emerged against the background of revolutionizing the socio-political life of the late Russian Empire, like other political forces in general, sought to use party periodicals as a mouthpiece for broadcasting their ideas. Published for this main purpose, the party periodicals, along with this, also became a relatively accessible platform for guiding the activities of the party. The country’s social and political life was reflected on the pages of the periodical press, informational, critical and polemical articles were published, the chronicle of the life of the party was reflected. The most important purpose of periodical press was to convey in an accessible form to readers and subscribers the ideological attitudes and programmatic positions of the parties they represented. In addition, newspaper publications became a source reflecting a complex relationship between political parties of various political trends. The far ambiguous nature of relations between the right-wingers and local and imperial authorities was also reflected in the periodical press. In addition, the print media make it possible to correlate statistical data on opening right-wing departments in the Volga region provinces, supplement information about their leaders. The circulations of the published editions give a certain idea on the degree of demand for them from the readership.

Introduction. The article is a survey study, the purpose of which is to analyze the evolution of concepts in the field of political сommunicativistics, aimed at understanding the role of information in the system of political processes from the middle of the 20th Century to the present day. Methods and materials. As the main toolkit for working with scientific texts, methods of qualitative text analysis, focused on the study of the conceptual description of social problems, aspects of the interaction between government and society were used. As materials for the analysis, the texts of Russian and foreign scientists devoted to the study of the role of information in public administration and in political processes and published in one of the leading scientific periodicals or central scientific publishing houses were used. Analysis. The article establishes the objective factors of enhancing scientific research in the subject area of political сommunicativistics in the 20th Century, examines the modern understanding of the role of information in the processes of public administration, the influence of the general information theory and the cybernetic approach on the development of Russian political communication. Result. Modern political science concepts do not demonstrate a unified understanding of the “information future” image that emerges under the influence of the “digital revolution”. The range of approaches is wide, from the libertarian assumption of a gradual weakening of the state functions and the transition to direct democracy, when citizens are in direct contact with each other using the technologies of the information and communication system of Internet and do not need the mediation of professional state administrators, to the revival of totalitarian forms of government based on control over information flows. The tendency of Russian scientists to correlate with the trends of state policy, shifting their research topics to the political aspects of information security, social networks and the activity of opposition public associations on the Internet, was revealed as the dominant trend at the current stage. This trend is ambiguous – it corresponds to the nature of modern challenges and threats in the information sphere, but in the future it can negatively affect the volume and quality of fundamental theoretical developments, and decrease the interest in them.

The article presents a quantitative analysis of the articles published in the Journal/Revue, looking at, among other things, the balance of articles published in English and in French, the proportion of articles authored by women, the location and institutional affiliation of authors and the subject matter of published articles. Significant continuities emerge from the data, such as the predominance of Canadian-based authors writing on aspects of Canadian politics and the dominance of authors from large research-intensive universities. Yet change is also evident, for example in the number of women publishing in the Journal/Revue and in the emergence of articles in subfields not found in the Journal/Revue’s earlier days, most notably Aboriginal politics, gender and politics, and race and ethnicity.

The author analyzed information materials including notes, announcements, reports covering the facts about Bukovynian press on a broad socio-political background. Either analytic and journalistic materials were examined. Thereby all materials concerning this problematic and thematic area were devided into several groups: materials (mostly problematic articles) about the situation of the Ukrainian press in Bukovyna region, represented in the context of socio-political issues; articles covering general press publishing problems; articles about separate publications, which characterized the problem-thematic features of journalistic texts; articles dedicated to prominent figures of the press movement, in particularly journalists, editors, publishers. The article analyses ideological and philosophical development of M. S. Gorbachev's “New Thinking” policy, which came into conflict with the late Soviet ideology. The following methods have been used in its study: narrative and historical-genetic. The source base includes materials of mass political literature printed in the publishing houses Znanie and Lenizdat. The chronological framework covers the period from 1988 to 1991. Emphasis is placed on the formation of four ideological and philosophical theses of the new thinking postulated by Gorbachev in his book “Perestroika and New Thinking for Our Country and the World.” The first thesis represented philosophical aspect of the new thinking policy and postulated the use of dialectical laws as its main method. Subsequent theses contained an ideological component. The second thesis described relationship between class, national-state, and universal interests. The third thesis proposed an idea of freedom of choice of socio-economic development for all states, excluding pressure from the USSR and the USA. The fourth thesis put forward the concept of a “pan-European home,” which hypothetically was to put an end to political division in Europe. All four theses received some interpretation in the mainstream political literature with creative addition of specific provisions. Thus, the first thesis used the principle of the “union of opposites,” which implied union of capitalist and socialist elements in the basis and superstructure of society. The idea itself was quite controversial, as it contradicted the dogma of Marxism-Leninism. The second thesis favoured universal values over class and nation-state ones, excluding all previous Soviet foreign policy line. The third thesis applied to developing countries and did not contradict official Soviet ideology, developing the doctrine of internationalism in a changed environment. The fourth thesis promoted the idea of a common European home, prompting close integration with economic and political alliances of Western Europe. However, it ignored the plight of the OIA and the Soviet Union, which were losing political power and becoming increasingly irrelevant actors in international relations. Thus, most provisions of the new thinking were at odds with official Soviet ideology, leaving out fundamental interests of the state. The basis of the study is mass political literature published in the USSR in 1988–91. The methods of historical analysis have been applied in its study: narrative and historical-genetic. The relevance of the topic is conditioned by study of the evolution of main ideas of the new thinking doctrine in a philosophical-ideological key. The novelty is related to the fact that the study expands historical knowledge on dynamics of the new thinking policy formation on the basis of mass sources. The main purpose of the article is to consider the ideological development of the new thinking policy, challenging significance of the former conservative ideology.

The article focuses on the part of Linards Laicen’s (1983–1937) biography marginalised in contemporary literary research – his life in the USSR. In literary studies, the main attention is paid to the writer’s early work; his move to the USSR is seen as a break in his writer’s creative growth, highlighting his obedience to the demands of socialist realism and schematism. The article outlines the most important aspects of Laicens’s biography, trying to construct his potential worldview and find the causal links to his arrival in the USSR. In 1932, Laicens was forced to emigrate to Moscow, where he spent the last five years of his life. Even though the Soviet government had tightened control over the artistic processes, Laicens continued to write according to his aesthetics, risking not only being censored but also politically persecuted. In 1935, Laicen’s last novel, “Limitrofija”, was published. It was written at a time when socialist realism was recognised as the only legitimate direction of art creation in the USSR. The article analyses the circumstances of the novel’s origin, poetics, features of modernism, sources of influence, publishing difficulties, and reception. After analysis of the documents available in the archives, correspondence, notes, publications, as well as the text of the novel itself, it is concluded that Laicens’s location in the USSR is not unambiguous/voluntary, and the novel “Limitrofija” is also part of his modernist and experimental literary contribution. This shows the continuity of Laicens’s creative search, although the USSR is dominated by political censorship and constant control and threats.

This article traces the historiography of an elite woman and salonnière from late eighteenth-century Denmark, Charlotte Schimmelmann (1757–1816), arguing that the publication of her letters at the turn of the twentieth century has impacted contemporary historical writing on her salon and elite women’s political agency in Denmark. The article places the case of Charlotte Schimmelmann’s correspondence within the wider context of salon historiography and new diplomatic history, arguing that we must take the international research on not only the eighteenth-century salon, but also aristocratic sociability and new diplomatic history into account in order to understand Charlotte Schimmelmann’s late eighteenth-century sociability. Through examples from a reading of Charlotte Schimmelmann’s and her female circle’s full correspondence, their political and diplomatic involvement is highlighted. Several of these examples have been excluded from the published collection, prompting the second part of the article to investigate how and why the letters presented in the collection were selected for publication. Drawing on material from Louis Bobé’s personal archive, this part of the article uncovers Bobé’s basis for publishing the letters, leading to a discussion of how the publication’s emphasis on literary aspects of elite sociability has contributed to contemporary understandings of their agency.

Abstract Bourdieu’s concepts of cultural capital and field, developed in the 1970s and 1980s, still provide systematic reference points for studies interested in literary cultures under market conditions. These concepts have found resonance in studies observing the changing organisation, structure, and social positions involved in the writing, reading, and circulation of literature. While both the conceptual clarity and the historical results Bourdieu achieved (in particular in his study The Rules of Art, originally published in 1992) have come under attack, both his key concepts and his multi-method approach function as a theoretical toolbox for present studies. The article discusses three studies (Childress 2017; English 2005; Guillory 1993) which make use of Bourdieu’s concept of capital in order to describe contemporary US publishing, the role of literary canons in higher education, and the status of literary awards. I argue that Bourdieu’s framework is productive in these cases when it is used in a heuristic way, when the idea of cultural and social capital is considered as processes and practices of valuation, and when it points to the political aspects of economies.

In 1917, even before the establishment of the Latvian state, Čakste published a longer essay in German, entitled „The Latvians and Their Latvia” (Die Letten und ihre Latwija), in which both the ethnic and geopolitical history of the Baltics was presented to communicate the public opinion and strivings of that time internationally. The essay also reflected economic relations in the predominantly Latvian-inhabited territory, demonstrating the political convictions and the culture-historical background of the era. The article aims to characterise the history of writing and publishing the essay in German, and its translation into Latvian (1989/90), and the translation’s editions (1999, 2009, 2014, 2019). Attention is paid to the peculiarities of appearance, structural parts and socio-cultural characteristics of the magazine, which became a unique platform for creativity, work and communication within the first wave of Russian emigration. The author makes an attempt to determine the degree of inclusion of the journal in European culture and to identify features of the Russian cultural code in the journal «Modern Notes». In recent decades, the issue of Russian emigration has become a key aspect of humanitarian research. This is reflected in numerous publications by historians, philosophers, cultural scholars, and philologists. Nevertheless, a sufficient number of research gaps remain out of sight. Therefore, drawing attention to some stories becomes an impetus to search and publish Russian and foreign sources on the topic, revealing new aspects of the phenomenon of Russian emigration. The phenomenon of the magazine is also that it was created by emigrants, in the past, former political activists, who were far from publishing activity and publishing. Therefore, the degree of success of the journal was in direct dependence on what copyrights will be placed on its pages, who can attract authors for «promotion» of the journal. «Modern notes» for twenty years (1920–1940) labor-intensive and difficult work produces seventy books. The editorial staff moved to the European capitals: Paris, Berlin, Prague. Forming a certain axis of cultural influence, the magazine becomes a kind of collective place of creativity, a kind of literary monument that is formed in interwar time.

It is noted that H. Kupchanko quite often submitted false information about himself, which caused a lot of errors in the work of his researchers in the memoirs and autobiography. The source base of research was rather narrow.Major attention is paid to understanding the changes in the social and political views of H. Kupchanko, his evolution from old Russophilia to radical Moscophilia, as well as propaganda activities. The article confirms that since the late 1880s H. Kupchanko moved to the positions of the most consistent supporters of the Russian idea, in his numerous newspaper articles, brochures, he sought to impose Russian identity on the Rusyns of Bukovyna, Galicia and Transcarpathia, to convince them that they were the part of the «single Russian people», and that their language was a Great Russian dialect. This is evidenced by his numerous publications in the newspapers Russka Pravda, Prosvieshchieniye, various brochures, which were published in mass circulation and distributed free of charge to peasants of the Western Ukraine lands. The desire to justify H. Kupchanko by the fact that he made a certain contribution to the study of the customs, rituals, folklore of the Rusyns of Bukovyna and seems to be only a Russophile and not a radical Moscophile, does not hold waterand is refuted by numerous facts on his public and propaganda activities.

Alice’s Adventures in Wonderland (1865) was translated in Italy for the first time in 1872 by Teodorico Pietrocòla Rossetti. Since then, it has found fruitful ground in the so-called “creative transposition” (Jakobson, 2002), which makes use of the creative channel to communicate with a lay public that relies on rewritings to approach classic texts (Lefevere, 1992). Rewriters include translators and people who manipulate source texts for economic, political or social reasons. Their work is evidence of the evolution of literature as it brings classic texts down to the level of the common reader, ensuring their survival through time. Alice, a mixture of narrative voice and nonsense poetry, survives through the rewritings aimed at a young public. This paper explores poetry in selected translations of Alice’s Adventures in Wonderland, including Donatella Ziliotto’s translation published by Salani in 2010, Masolino D’Amico’s translation in the children’s literature series of classics published by BUR Ragazzi in 2016, and the modernized re-edition of Silvio Spaventa Filippi’s translation first published in 1913, distributed in a new book series in 2013. The translations analysed have all been published between 1991 and 2016 by different translators and publishing houses. This selection allowed for a mixed methodology of analysis delving into the paratext and poetic language, in order to compare rhythm, structure and rhyme, looking for common aspects but especially divergent approaches as a mark of creativity wishing to release the potential of the poetic verse and mediate it for young readers.

AbstractThe digitisation of academic journals has created the technical possibility that research can be made available to any interested party free of charge. This possibility has been undermined by the proprietary control that commercial publishers exercise over the majority of this material. The control of commercial publishers over publicly-funded research has been criticised by charitable bodies, politicians and academics themselves. While the existing critical literature on academic publishers has considerable value, it fails to link questions of control within the journal-industry to the wider restructuring of economic and social relations that has taken place over the last three decades. This article seeks to complement this literature by highlighting how broader profitability pressures and the subsequent attempts by state-managers to expand the social space for capitalist accumulation have structured the development of the journal-industry.

The early 20th century saw a rapid development of the Turkic Muslim periodical press in Russia. In a short time, a significant number of magazines and newspapers of various directions appeared in the country. They published materials about life, socio-economic situation of the peoples of Russia. The article is to analyze the articles and publications of the Arabic-language Turkic magazine Maglyumat, published in Ufa by the Orenburg Mohammedan Spiritual Assembly. It examines the history of the magazine’s creation and analyzes its publications. The object of the study is issues from 1908–10 and 1916–17. The research is based on materials from the issues preserved in the Manuscript Fond of the G. B. Khusainov Order of the Badge of Honor Institute of History, Language, and Literature of the Ufa Federal Research Center of the Russian Academy of Sciences (UFITs RAN) and in the Department of Rare Books of the Scientific Library of the UFITs RAN. Comparative-historical, systemic, and historical-typological methods have been used in the study. Archeographic study and systematic analysis of various issues show that the magazine’s publications were not limited to religious topics. They covered a wide range of issues of the Muslim population’s life, from government orders and resolutions to opening of new mosques and madrasahs. Unlike many other magazines of the period, it contained materials on the Muslims’ situation in the Russian Empire. Much attention was paid to the position of the Bashkirs, the land issue, there were publications of sources and historical works on the history of Bashkortostan, some were translated from Russian. Much attention was paid to the history and activities of the Orenburg Mohammedan Spiritual Assembly. A number of materials highlighted the publishing program of the magazine. At the time of its existence, the issue of Muslim education remained an urgent problem. The discussion continued between supporters of old- and new-fashioned education. One of the articles in defense of the new methods in education was written by a well-known Muslim figure Z. Rasulev together with like-minded people. Socio-political changes in the country after 1917 were also reflected on its pages. The research shows that the Maglumat is a valuable source for studying various spheres of the Muslims’ life in the early 20th century. Its materials reflect different aspects of the life of the society of the specified period and its condition, provide information on the socio-economic situation, cultural development of the Russian Muslims.

Background/Context The open access movement has successfully drawn attention to economic and political aspects of scholarly communication through a significant body of commentary that debates the merits of open access and the potential damage it may do to scholarly publishing. Researchers within the field of education research, notably John Willinsky, have discussed the value and potential benefits of open access to fulfill the research mission and to improve the visibility of the field. There are now thousands of open access publications or content aggregators online. Researchers have adopted open access to varying degrees, but not as rapidly as proponents have hoped, while readers using traditional discovery services are less likely to encounter open access materials in their research than they are traditionally published scholarship. Purpose This article examines the opportunities that are available for researchers to adopt open access distribution and the factors that may impede their adoption. I synthesize recent studies of researchers’ attitudes toward, and understanding of, open access and examine the extent to which influential education research journals permit it. I focus on one of the primary methods of adopting open access—archiving versions of articles in open repository services—and demonstrate how that model can contribute to decontextualizing of research findings during discovery. Research Design This article is based primarily on a literature review and analysis, but also builds on an investigation of publisher policies through publicly accessible Web sites. Conclusions and Recommendations First, the success of the movement, and the ease with which data can be readily shared by anyone with net access, has contributed to an increasing expectation of “openness” and will change how research is conducted, shared, and authorized. Second, more research is needed on the attitudes and behavior of researchers in specific fields, especially education researchers, to understand how open access can support their needs as authors. Third, that understanding should be deployed to design services that can help close gaps in the research process. Openness should be adopted as a value in these services, not an end in itself.

The article deals with some aspects of Latgalian identity and perception in exile, their origin and main key issues. At the end of the Second World War about 120,000 - 140,000 residents of Latvia found their asylum in the West. About 7,000 of them were Latgalians. Despite their common sense of belonging to lost Latvia, common aspirations for freedom and independence of a Latvian state, Latvian intelligentsia was not united in exile. It was composed of different social and scientifi c organizations, etc. The lack of unity is based on heritage and stereotypes. Historically Latgale had different socio-economic conditions, different socio-political development of events and belated national consciousness development. That is why Latgalians in exile were not united. Their beliefs were very different in number of issues: 1. Regarding written language and the language of worship (Latvian or Latgalian). Catholic Church representatives in exile considered the language of worship services should be Latvian, because Catholics were among Latvians. But another part of the representatives of Latgalians insisted on the Latgalian language; 2. Regarding historical concept (authoritarian regime of Karlis Ulmanis and Latgale). One part criticized Karlis Ulmanis about restriction of the Latgalian language and literature in the second part of 30s of the 20th century, while the others supported his economic and other activities in favour of Latgale. The most active and important organization that defended everything Latgalian was Vladislavs Lōcis Publishing House and Latgale Research Institute (LRI). Vladislavs Lōcis Publishing House moved from Daugavpils to the West and started its activities in Germany. The publisher considered Latgalian writer or researcher a person who wrote in Latgalian. In this connection some problems arose with Latgalian authors who tried to keep both languages – Latgalian and Latvian. Despite of various ideological and material obstacles, V. Lōcis Publishing House has made a substantial contribution. The Publishing House issued in total about 150 Latgalian authors’ books, as well as almanac “Tāvu Zemes Kalendars” (Father`s Land Calendar), the newspaper “Latgolas Bolss” (Voice of Latgale), ”Latgola” (Latgale), the magazine ”Dzeive” (Life), a literary collection of articles “Olūts”, a scientific collection of articles “Acta Latgalica”. Research institute was established to coordinate research work in exile by the Latgale intelligentsia. Emphasising the authentic Latgalian research orientations, it is also known as Latgalian Research Institute. LRI foundation was a form of protest against disregard of the Latgalian descendants, history, culture, literary research: 1) In Western European research communities; 2) Works of Latvian group of authors in exile; 3) The absence of objective study of history of Latvia in Soviet Latvia. Though LRI staff were cut off from their homeland, without modern means of communication, nevertheless they were able to organize the Latgalian researchers in different countries and continents, could lead to permanent research in history, culture and literature of Latgale. The main issue as well as the problem was why during the second generation in exile has the continuity of selflessness ambitions vanished. During the first generation of exile the Latgalian identity has been largely reduced to the usage of Latgalian language. Unlike Latvians from other regions who saw spacious prospects for their activities, the new generation of Latgalians in exile did not see wide enough perspective for the Latgalian language and written form of expression of the language. However, the succession in greater or less extent was saved after the resumption of independence of Latvia – in Latgale: in 1991 the Institute activities were declared and supported by the official members of exile in Daugavpils. Currently, the LRI is the branch of Daugavpils University; Latgale research nowadays is not limited to LRI. Since 90s Rēzekne University College (Rēzeknes Augstskola) has grown into an important research centre, where the Institute of Regional Studies has started its activities. Latgale Cultural centre Publishing House continues traditions started by V. Lōcis.

Over the last twenty years, library publishing has emerged in higher education as a new class of publisher. Conceived as a response to commercial publishing practices that have strained library budgets and prevented scholars from openly licensing and sharing their works, library publishing is both a local service program and a broader movement to disrupt the current scholarly publishing arena. It is growing both in numbers of publishers and numbers of works produced. The commercial publishing framework which determines the viability of monetizing a product is not necessarily applicable for library publishers who exist as a common good to address the needs of their academic communities. Like any business venture, however, library publishers must develop a clear service model and business plan in order to create shared expectations for funding streams, quality markers, as well as technical and staff capacity. As the field is maturing from experimental projects to full programs, library publishers are formalizing their offerings and limitations. The anatomy of a library publishing business plan is presented and includes the principles of the program, scope of services, and staffing requirements. Other aspects include production policies, financial structures, and measures of success.

Communication is related to relationships, to construct interhuman relationships, changing the attitudes of the other, decisions or behavior of others, the perceptions of reality and action according to the requirements of this perception. Secularization as a positive value of modernity does not eliminate the presence of the sacred in modern political imaginary also from communication. Advertising is by exellence the bearer of a deep dimension of reality construction as art of seduction, persuasion, communication. “Advertising constructs reality”, professor Sandu Frunza’s book, published in 2014 by Tritonic Publishing, Bucharest, represents a high level analisys and point out the “reality construction” through advertising as a communication mean of regaining authenticity. Storing an imaginary universe, which allows for the sacred to be manifest in the life of postmodern man, advertising supports the human being in its self-quest through reaching harmony with the surrounding things, with other people and with the world. Advertising is not a new form of religion, even though several of its aspects could be said to be displaying religious dimensions. “We can, says Sandu Frunza, however, state generically that advertising ultimately lodges posmodern man’s religious creativity. In this way, advertising does not propose to challenge or oppose in any fashion the traditional religious patterns of interpreting and living within our world. Instead, it supplies a complementary authenticity, one matching man’s status in a communication-based society”. Advertising offers an alternative view on the world, man and man’s own choice to act coherently upon this view.

The restoration of Ukraine’s independence in 1991 created favorable conditions for the powerful development of domestic ethnomusicology. Ukrainian musical folklore research has a long tradition, but for a hundred years the research has been conducted in difficult historical and political realities. This did not contribute to the proper development of folk music research, especially in the Soviet period. The period 1991–2021 is quite interesting, although difficult and ambiguous. The revival of Ukrainian ethnomusicology began in the early 1990s. Unfortunately, not all initiatives have been continued. Many initiatives had to be stopped due to financial difficulties, political circumstances, lack of sufficient specialists and so on. This article was inspired by the need to summarize everything that has been done in Ukrainian musical folklore over the past 30 years, to consider the achievements of Ukrainian ethnomusicology in 1991–2021. Previously, there was no general research on this topic, because various Ukrainian scientists have written about certain aspects of ethnomusicological work and about different time periods in the history of musical folkloristics of the period of independence. The research will be published in two parts: in this issue of the yearbook the main Ukrainian ethnomusicological centers will be presented, the state of domestic ethno-pedagogy will be discussed, documentation (field and archival) of folk music will be considered. The next issue will analyze the scientific, publishing, conference, promotional activities of Ukrainian researchers of folk music. Kyiv and Lviv have been the main Ukrainian centers for the study of folk music since the early twentieth century. The same is true today: the basic Ukrainian ethnomusical centers are the Rylsky Institute of Art Studies, Folklore and Ethnology (IAFE) of the National Academy of Sciences of Ukraine, the Tchaikovsky National Academy of Music of Ukraine and the Lysenko Lviv National Academy of Music. Research Scientific Laboratory of Music Ethnology and Departments of musical folklore were opened in both Academies in the early 1990s. Well-known scientists, doctors of science and PhD, and their junior colleagues work in these centers. Publishing activity is developing: encyclopedias, monographs, folklore collections, collections of articles, periodicals are published. Kyiv and Lviv higher music institutions publish the only in Ukraine purely ethnomusicological yearbooks of scientific articles and materials – «Problems of music ethnology» and «Ethnomusic». Regional ethnomusicological centers operate in many cities of Ukraine – Kharkiv, Odessa, Dnipro, Sumy, Rivne, Uzhgorod, etc. During the period of Independence, ethnomusicological education was actively developing. The two main areas are the education of ethnomusicologists-theorists and ethnomusicologists-practitioners, leaders of folklore ensembles. The first ones are prepared mainly by Kyiv and Lviv Music academies, where various specialized disciplines are taught. The second is taught in higher educational institutions of Kyiv, Kharkiv, Rivne, Sumy. An important area of activity of almost all Ukrainian ethnomusicological centers in the period of Independence was the documentation of folk music: the collection of musical folklore, transcription and archiving. Folk music was most actively collected in the early 1990s, but over time this work has slowed down, in part because authentic tradition is dying out and living in the passive memory of performers. Today the largest archives of folk music are in IAFE and Kyiv and Lviv Music academies. Archival collections are actively digitized, some materials can be found on the Internet – both on special sites-archives of folk music, and YouTube channels, which usually refer to the different ethnomusical centers. The main prospect of Ukrainian archivists engaged in musical folklore is the creation of the Central Electronic Archive of Ukrainian Folklore

Objective. The communication aspects of media, publishing, and editorial activities of university libraries were studied based on their official websites and the experience of the Scientific Library of the Drahomanov Ukrainian State University. The objective of this study is to track new trends in the library's media and communication activities. Methods. The methods used were observation, description, analysis and comparison of the content of the websites of Ukrainian and foreign libraries, as well as questionnaires and interviews with university stakeholders related to media activities. Results. The survey showed that the interaction of libraries with the media in the areas of information, consulting, providing factual and bibliographic references, access to collections and a pool of experts in various fields, and various educational events is in high demand. The means of popularizing and distributing their own media content are also common to libraries and media. Conclusions. University libraries should intensify their work with media and publishers on parity and mutually beneficial terms. Since the library in modern conditions produces and offers its own media products to the general public, the mass audience, it should also use the work methods of publishers and editorial offices with different groups of readers.

The Lithuanian national movement of the 19th c. had mostly manifested itself in the literature, which, under the Lithuanian press ban, was being published both in East Prussia and in Lithuanian communities in the United States, and which was being distributed likewise in Lithuania, East Prussia, and the United States. That same time period saw the forming of a new system designed to inform readers of new releases, which was utilized to help any members of the Lithuanian diaspora to keep updated on the newest literature affairs. This system had encompassed the press of both East Prussia and the United States, and it would inform the readers of the newest publications both from the location of where the newspaper was being released and about the new books and periodicals that were being published in foreign countries; thus, it had created a reflection of Lithuanian literature as a whole. The aim of this article is to analyze the circumstances surrounding the informing of readers about the newest publications as it had occurred in the American Lithuanian press up to 1904; main focus is paid here to the information regarding Lithuanian and Lithuanistic publications released in East Prussia and elsewhere in Europe. The basis of this study is a list of 322 Lithuanian and Lithuanistic publications released in Europe; the list itself took shape after overviewing 11 Lithuanian newspapers published in the United States. The 322 publications had been distributed in Lithuanian communities in the United States and were announced by the local Lithuanian press. This study has showed that the first announcements about the new books appeared in the US Lithuanian press in the late 1890s, and in the early 20th c., designated columns for publishing news became an ordinary practice. Unfortunately, a lack of authors capable of writing critical reviews of the new publications forced the émigré press to be content with mostly annotations and very laconic commentaries about the pros and cons of new publications. The fact that announcements were made about books (mostly publications released in Europe) that were not part of the American salespeople’s repertoire allows us to believe that the editorial boards of the newspapers behaved thus acting upon the informational mission of their newspapers, their societal role, and in seeking to support the national movement and the dissemination of its ideas as well as the mission of its consolidation. In evaluating the repertoire of the introduced publications, we may speak not only of the dissemination of information on these works but also of a particular perspective that the editorial boards of these periodicals had and which was based on a particular set of values. Attention is paid to Lithuanian literature, its growth and place in the society of that time, and how it matches the needs of the readers. The introduced literature repertoire was dominated by secular works that had reflected the growth of Lithuanian literature and answered the demands of education. The books were oftentimes evaluated first and foremost based on the aspect of how much practical information could they provide – this had to do with the restricted possibilities of Lithuanian education; for example, the amount of information these works could give on the topics of farming, medicine, craftsmanship, and the natural sciences was an important aspect. With time, more attention began to be paid to societal-political literature, which was associated to the dissemination of the ideologies of those times, and Lithuanistic works written by foreign (not Lithuanian) authors. The works were also increasingly evaluated based on the political views of the editorial boards, which had also determined the fact that the readers were urged to buy some books while others were introduced as no good. Yet at the same time it may be observed that attention was being paid to publishing culture, the linguistic aspects especially, prompted by the changes that were happening in written Lithuanian. Attempts were made to limit the distribution of books that had not met the standards of the written languages; however, owing to the poorness of literature, the practical value of the book was of the most importance. The perspective regarding the importance of some books can also be seen based on how many newspapers had referenced those books in their news and how well were these works met. In understanding that the system designed to inform the readership of the books did not meet the standards of even its contemporaries, it must still be said that during those times, a tradition had taken shape to introduce publishing news in the periodicals. This tradition was developed and perfected during later times, but its proper evaluation would require the continuation of its study.

The national economy in Ukraine over the past thirty years has been characterized by quite significant transformational changes provoked by privatization processes, increased foreign economic activity and the negative impact of political and social tensions with the existing fact of a protracted military conflict. The difference of the publishing and printing industry, which in today's conditions combines the activities of publishing structures and printing enterprises, lies in the change of consumer priorities regarding the use of publishing products as a means of learning about the surrounding world under the influence of the strengthening of the positions of electronic mass media. The purpose of the study was to analyze the main indicators of the activity of publishing structures and printing enterprises, which, in combination with the position of experts, should form a general idea of the current stage of development of the publishing and printing industry. In order to consider the current level and outline the problems of the development of the publishing and printing industry, the following methods were applied: induction and deduction, comparison and systematization — in the study of the essential characteristics of the functioning of business structures that are part of the publishing and printing industry; synthesis and analysis — to determine and characterize the main indicators of the activity of publishing structures and printing enterprises; morphological analysis — to characterize adaptation procedures implemented within the publishing and printing industry; graphic — for visual presentation of theoretical and methodical material; abstract-logical — for theoretical generalizations and research conclusions. The analysis of the main indicators of the business structures of the publishing and printing industry in 2010- 2021 with the generalization of the positions of experts made it possible to identify the facts of the gradual adaptation of publishing structures and printing enterprises to the current needs of society. The optimization of the technological and personnel parameters of the functioning of publishing structures and printing enterprises with a reorientation to the production of printed products that are relevant for consumers was noted. It is substantiated that the current level of development of the publishing and printing industry in Ukraine does not indicate the fact of stabilization and transition to a state of at least dynamic equilibrium. In the face of publishing structures and printing enterprises, in the conditions of limited influence of the state on the market, the problem of finding options for adaptation, based first of all on the interests of consumers in the use of printed products, becomes more acute in the future.

The text asks questions about the extent to which the otherness of the language into which it is translated (Czech sign language), the otherness of communication in this language, and the otherness of the culture of the Czech Deaf, or the otherness of the socio-cultural traditions/norms of the Czech Deaf community, enter into the interlingual translation of an artistic text, the Czech poem Husy by Miroslav Holub. The four translations of Holub’s poem demonstrate a commitment to the minority “our” rather then a commitment to the majority “foreign”: neither the author of the source text nor its title is mentioned in the translations (neither the author nor the title is articulated in the original poems in Czech sign language), and the translated poem thus enters into a different context than its original (not into a relationship with the author of the source text and his work, but into a relationship with the translator and also the producer of the translation). Translations of poems are also linked to original artistic works in Czech sign language by the specificity of the act of not/publishing them (neither original artistic texts nor translations of artistic texts are regularly published). Last but not least, the link to minority “ours” is given by the emphasis on the expressive, immediately sensory accessible aspects of the text, which carries an aesthetic function: by the emphasis on the use of such non-verbal means anchored in non-manual behaviour, which do not carry intellectual meanings, but which do have an “effect”. All of these different practices, means and procedures contribute to the function of translations to demonstrate the ability of Czech sign language to function in the sphere of literary communication and thus to self-validate “our” deaf culture and identity – translations can thus (in addition to the aesthetic value carried by the emphasis on expression) also be attributed a value that is in a way political.

Abstract: This study examines the publishing of braille magazines in Egypt, focusing on its technical, legal, and financial aspects. The study also discusses the major challenges facing braille magazine publishers; it suggests ways by which the braille magazine industry can flourish. Drawing on semistructured interviews conducted with the publishers of six braille magazines, the study findings indicated that the magazines’ editorial teams are comprised of volunteers having limited experience in journalism. Also, the magazines’ content consists primarily of articles obtained from printed newspapers and the internet, which, therefore, makes braille readers unable to access original and timely information. Moreover, the press laws in Egypt overlooked braille magazines, putting the legitimacy of this type of publication at great risk. Further, poor financial sources are considered the main obstacles encountering the magazine publishers, signifying a potential threat to the sustainability of their businesses. One possible way for this industry to improve is to attract private media companies to create braille publications by offering them tax exemptions, as well as other government incentives. Another recommendation suggested is the need for media and journalism schools to admit students with visual impairments, as the demand for well-qualified journalists with visual impairments may increase.

Short video has not only reshaped the ecological pattern of media communication, but also profoundly affected the marketing method of publishing houses, and the combination of “publishing + short video” has become the standard of many publishing houses, showing strong market potential and innovative vitality. In this context, from the perspective of network science, we analyse the short video operation initiatives of publishers, focusing on the core aspects of account operation, content operation and user operation. By exploring the effects and strategies of short video operation of publishing houses, it is proposed that by enhancing the density and intensity of connections in the relational network, the social influence and dissemination effect of short video accounts of publishing houses can be effectively enhanced, the integrated development of publishing can be promoted, and new vitality and kinetic energy can be injected into the publishing industry.

Drawing on the theoretical and methodological tools of Translation Studies and Gender Studies as well as on discourse analysis, the study examines the ethos projected by the publisher. The analysis relies on a corpus of interviews (written and oral) and it also considers the catalogue of the publishing house. The analysis shows that Lo Stampatello defines itself, by its very nature and from the very outset, as a militant publishing house. In the words of the publishers and in the chosen editorial policy, a strong political and ethical commitment can be observed, one that is openly claimed by the publishers. Gender issues take therefore centre stage, not least due to the position of the publishing house in the Italian literary field and to the social and cultural context of this country.

AbstractThe presence of Amazon is ubiquitous, especially in the online bookstore and e-book market. The introduction of the “Kindle” further cemented Amazon’s dominant position and business model in the market, having negative implications for authors, publishers and consumers. Publishers have less control over setting the price to have access to Amazon’s customer base. This will affect the authors’ remuneration and attribution. On the other hand, Kindle users are locked-in consumers, limited to Amazon’s e-book offering. This not only affects consumer choice but also reinforces Amazon’s market power due to the significant network effects. The European Commission attempted to increase competition in the e-book market by banning most-favourite-nation clauses, but this has seemingly failed. This article advocates for enforcing the Kindle’s interoperability with the e-book formats of other e-book providers. The proposed approach is beneficial for publishers as well as consumers. It safeguards copyright aims while alleviating the contractual constraints imposed by Amazon. Furthermore, consumers would benefit from broader flexibility when using their Kindle, allowing them to store and read e-books from the provider of their choice.
