The practice of “nanopublication,” which originated in the e-science domain, offers a way to maintain the connection between formal representations of humanities data and its discursive basis. The number of Arabic papyri from the first two Islamic centuries that have been preserved is relatively small. Papyri from the third century A.H. are far more numerous and constitute the bulk of most collections. In this paper I publish an Arabic legal document from A.H. 77 (A.D. 707), which is in the Michaelides collection of papyri at Cambridge University Library. It is one of the earliest extant Arabic legal papyri. The document is a quittance (barā’a) drawn up by a certain Sa‘īd ibn Qays al-Dallālī to certify that Jamīla, the freedwoman of ’Umm Hunayda, is cleared of obligation to him after the payment of a sum of seven dīnārs. This sum was delivered as payment for a portion of a house.

State censorship in Australia has been rare, controversial and short-lived. There was almost none in the liberal nineteenth century. In the twentieth century, the two world wars, the Great Depression and the new age of terrorism led to more determined, if comparatively temporary, attempts to censor publications that advocated sedition or violence. Moral censorship of obscenity was also rare in the nineteenth century, but enjoyed an ‘heroic’ period following the arrival of a new realism in literature and the age of lurid comic books. The internet has made such censorship almost totally ineffective. Blaspheming the Christian religion is no longer treated as a punishable offence, although attacking Islam may still sometimes be deemed actionable in law. The advent of multiculturalism has encouraged legislation to restrict free speech deemed to be ‘hate speech’, but its application has been episodic, unpopular and ineffective. The contest between writers demanding freedom and censors demanding standards is unending. But at the moment, the balance favours writers.

“If you want to make an impact among your colleagues, look especially at the journals that they’re reading and publishing in” Dr H Goldman, Chief Editor of Polar Research Writing medical articles is highly competitive. Many hours are expended conducting research, and even more hours writing and rewriting the manuscript. Furthermore, countless hours are spent chasing references and performing complex statistics. However, when it comes to understanding the target audience, are authors guilty of not investing as much effort to get maximum impact from the fruits of their labour? The issue of where to send your manuscript has never been more critical. Most clinicians receive daily invitations via email to submit work to journals that sound legitimate and valid. But are they? Although many journals are reputable, many others are not. This stems partly from the sharp decline in paper journals and the parallel exponential rise in digital journals. With intense pressure to publish, it is hard not to be seduced by online journal marketing ploys. For instance, one researcher used www.randomtextgenerator.com to make up an article and submitted it to 37 open access journals over a period of 2 weeks. 1 At least 17 accepted his work and agreed to publish his article once a $500 ‘processing fee’ had been paid. Investing time and effort in ‘where to publish’ is time well spent. It is an exercise in understanding the target audience that will benefit most from the publication. Doing this at an early stage in the publishing process saves valuable time and resources. More importantly, this increases the chances of acceptance. So what are the tips for checking journal legitimacy and avoiding the trap of predatory journals? > Check the journal website and look through a recent issue. > Is the journal indexed? Check journal databases like PubMed Central® or the Web of Science®. Is there a link on the journal web pages to the spoof www.medline.com ? > Check the name of the editor-in-chief and associated board members. > Check the registered address on Google Maps®. > Have your colleagues and friends read, reviewed or published in the journal? > Is the journal identified in Jeffrey Beall’s list of potential predatory journals? 2 Finally, a word about blogs and social media. As the internet revolutionises the whole business of publishing and makes information easy to access, are blogs and self-publishing a way forward for scholarly publications? Such open narratives encourage comments and dialogue with readers, leading to an open and transparent form of peer review. This process itself leads to change, revision and expansion. Is this the future? In this article, Anna Sharman, who launched Cofactor in 2014, provides readers with some useful insights into where to publish. This paper presents the implementation of an agent-based architecture suitable for the coordination of power electronic converters in stand-alone microgrids. To this end, a publish-subscribe agent architecture was utilized as a distributed microgrid control platform. Over a distributed hash table (DHT) searching overlay, the publish-subscribe architecture was identified based on a numerical analysis as a scalable agent-based technology for the distributed real-time coordination of power converters in microgrids. The developed framework was set up to deploy power-sharing distributed optimization algorithms while keeping a deterministic time period of a few tens of milliseconds for a system with tens of converters and when multiple events might happen concurrently. Several agents participate in supervisory control to regulate optimum power-sharing for the converters. To test the design, a notional shipboard system, including several converters, was used as a case study. Results of implementing the agent-based publish-subscribe control system using the Java Agent Development Framework (JADE) are presented.

Monitoring of the carbon dioxide concentration in the building is carried out for several reasons. One is to ensure hygiene conditions. With the advent of Bluetooth 5.0 came the support of mesh network technology, which is defined by the Bluetooth Mesh standard. By implementing this standard, we can create an extensive network of devices monitoring the concentration of carbon dioxide in the building. Based on the monitored concentration, we can control the air conditioning and ventilation of the spaces, ensuring that the hygiene conditions are met. Thanks to the compatibility of Bluetooth Mesh with Bluetooth Low Energy, it is possible to access individual nodes, e.g. from a mobile phone. The aim of this work is to design and implement a measuring system whose elements will communicate with each other using Bluetooth Mesh wireless technology.

There are two principal models that purport to interpret the evidence for the origins of the Neolithic period in Thailand. Both stress the importance of rice cultivation and the domestication of a range of animals. One incorporates archaeological and linguistic evidence in identifying the origins as the result of the diffusion of farming communities into Southeast Asia and India from a source in the Yangtze River valley. The alternative stresses a local evolutionary pathway whereby indigenous hunter-gatherers began to cultivate rice within Thailand. This dissertation is centred on the results of the excavation of Ban Non Wat, in the Upper Mun Valley of Northeast Thailand. This has provided one of the largest, best dated and provenanced samples of occupation and mortuary remains of a Neolithic community so far available in Southeast Asia. Its principal objective is to define the motifs incised, impressed and painted onto the surface of ceramic mortuary vessels, in order to permit a comparison with other assemblages first in Thailand, then in Southeast Asia north into China. It is held that if there are close parallels over a wide geographic area, in these motifs, then it would support a model of diffusion. If there are not, then the alternative of local origins would need to be examined closely. It is argued that the similarity in motifs, particularly a stylised human figure, between Thai and Vietnamese sites lends support to a common origin for these groups. The motifs are not so obvious when examining the southern Chinese data, although the mode of decoration by painting, incising and impressing recur there. This, in conjunction with mortuary rituals, weaving technology, the domestic dog, and the linguistic evidence, sustains a model for demic diffusion. However, the presence of ceramic vessels also decorated with impressed/incised techniques in maritime hunter-gatherer contexts stresses that the actual Neolithic settlement may have been more complex.

An analysis of the architecture and spatial organization of the Caral-Chupacigarro complex is compared with Pachacamac and other Central Andean prehispanic settlements and also with Çatal Hüyük in Anatolia. It is concluded that the term "settled ceremonial center" describes these sites better than the term "city". The formal diversity of the architectural spaces that make up these early monumental complexes is explained by the ritual activities carried out at them, including banquets, feasts, dances, offerings, sacrifices, etc. The differences in size, volume, and duration of continuous use of buildings in the same complexes, as well as the ceremonial centers, is believe to have no relationship with the number of permanent settlers at them; rather, it is suggested to be directly proportional to the number of regular visitors, and therefore, to the religious and political prestige of these sites. The construction of monumental ceremonial spaces, jointly used by a single community or by an alliance of several communities, and their maintenance and eventual expansion are, in this context, a mechanism for the materialization of the memory of the ritual kinship relations established and periodically legitimized through shared rituals at these localities.
El análisis de la arquitectura y de la organización espacial del complejo Caral-Chupacigarro en comparación con Çatal Hüyük, por un lado, y con Pachacamac y otros asentamientos complejos prehispánicos en los Andes centrales por el otro, lleva al autor a la conclusión de que la expresión "centro ceremonial poblado" describe mejor sus características que el término "ciudad". La diversidad formal de ambientes arquitectónicos de la que se componen los edificios monumentales tempranos se explicaría por las necesidades involucradas en el culto como, por ejemplo, banquetes, ayunos, bailes, ofrendas y sacrificios. Las diferencias en la extensión, volumen construido y duración del uso continuo tanto entre los edificios del mismo complejo como entre diferentes centros ceremoniales no guardan relación proporcional directa con el número de eventuales habitantes permanentes, pero sí con el de la cantidad de visitantes periódicos y, por ende, con su prestigio religioso y político. Buddhism is an integral part of Burmese culture. While Buddhism has been practiced in Burma for around 1500 years and evidence of the religion is found throughout the country, nothing surpasses the concentration of Buddhist monuments found at Bagan. Bagan represents not only the beginnings of a unified Burmese country, but also symbolises Burmese 'ownership' of Theravada Buddhism. ¶ While there is an abundance of artistic material throughout Burma, the study of Burmese Buddhist art by western scholars remains in it infancy due to historical events. In recent years, opportunities for further research have increased, and Bagan, as the region of Buddhism's principal flowering in Burma, is the starting point for the study of Burmese Buddhist art. To date, there has been no systematic review of the stylistic or iconographic characteristics of the Buddhist images of this period. This thesis proposes, for the first time, a chronological framework for sculptural depictions of the Buddha, and identifies the characteristics of Buddha images for each identified phase. The framework and features identified should provide a valuable resource for the dating of future discoveries of Buddhist sculpture at Bagan. ¶ As epigraphic material from this period is very scant, the reconstruction of Bagan's history has relied heavily to this point in time on non-contemporaneous accounts from Burma, and foreign chronicles. The usefulness of Bagan's visual material in broadening our understanding of the early Bagan period has been largely overlooked. This is addressed by relating the identified stylistic trends with purported historical events and it is demonstrated that, in the absence of other contemporaneous material, visual imagery is a valid and valuable resource for both supporting and refuting historical events. ¶ Buddhist imagery of Bagan widely regarded to represent the beginnings of 'pure' Theravada practice that King Anawrahta, the first Burman ruler, actively encouraged. This simplistic view has limited the potential of the imagery to provide a greater understanding of Buddhist practice at Bagan, and subsequently, the cross-cultural interactions that may have been occurring. In this light the narrative sculptural imagery of the period is interrogated against the principal Mahayana and Theravada texts relating to the life of Gotama Buddha. This review, along with the discussion regarding potential agencies for stylistic change, reveals that during the early Bagan period, Buddhism was an eclectic mix of both Theravada and Mahayana, which integrated with pre-existing spiritual traditions. Towards the end of the early Bagan period, trends were emerging which would lead to a distinctly Burmese form of Buddhist practice and visual expression.

The study presents estimates and analyses of the social expenditure in Poland. Changes which occurred during the transformation period are a reflection of consciously launched political transformations as well as decisions taken as a result of current needs and political pressures. This has an impact on the volume and structure of expenditures which are under consolidation. The debate devoted to budget issues, which gets more intense every autumn, testifies to increasing problems with correcting guidelines for distribution of expenditures. Even slight changes stand for depriving a specified group of transfers, what in democratic conditions produces strong protests. A similar negative attitude to changes became evident with regard to taxation. Recommendations presented in 1998 by the Polish government [see Ministry of Finance, 1998a, 1998b] introduce substantial modifications to the current tax system (withdrawal from tax exemptions and introduction of a tax-free minimum income) and thus met with a massive reluctance of major political fractions. This study provides readers with information on the volume of public expenditures, the source of public revenue, that is taxes, and a thorough study on expenditures allocated to social goals. The analysis was carried out on the basis of own estimates, which employ data acquired from the Ministry of Finance and the Ministry of Labour and Social Policy.

In October 1944, Pablo Picasso joined the Parti communiste français (PCF) alongside numerous friends and intellectuals. Despite the fact that Picasso remained a member until his death, the sincerity of his political commitment and the connections between his art and his politics are difficult to assess. What are the methodological issues associated with being a politically engaged artist? More specifically, how can we relate art and politics in a way that problematises the question of Picasso’s political commitment? This thesis will explore the various ways of evaluating Picasso’s engagement with the PCF. Focus will be placed on the foundations of Picasso’s involvement with the Party, the World Peace Movement, and various Communist-affiliated groups. His actions, statements, artworks, and donations must all be assessed within a broad historical framework in an effort to piece together a cohesive picture of Picasso’s twenty-nine years as a PCF member. However, sincerity and personal motivations cannot be fully determined; therefore, we must also consider how Picasso’s politics were constructed by others. The outside perceptions of Picasso’s commitment to Communism will demonstrate the importance of public opinion in the formation of Picasso’s political image. Archival findings in Paris, New York, and Texas have revealed the thousands of letters Picasso received from Communist parties, peace groups, comrades, friends, critics, and fans. The majority of this material only became available in 1992 and includes a substantial number of requests from political and charitable organisations, which demonstrate the extent of Picasso’s support for Communist causes and reveal how these groups understood Picasso’s values. Further documentation exposes the strategies employed by the Museum of Modern Art to separate art from politics; thus, making Picasso—and a range of modern artwork—palatable to an American audience throughout the Cold War. The diverse political uses and depoliticising strategies deployed by Picasso, his admirers, his dealers, and various institutions illustrates the discrepancy in his political significance depending on context, place, audience, and personal objectives. This thesis tells the story of a political brand and an artistic icon by challenging the way Picasso’s politics have been understood throughout history and by constructing associations between personal commitment, public perception, and consumption.

This article shows the results of the Public Procurement Administrative Court’s performance from 2012 to 2014, mainly referred to opportunity and predictability on resolutions issuing process, supporting on statistics the evolution of the caseload as well as the time record of closing the procedures related to matters of Administrative Court’s jurisdiction which had a direct effect on the public procurement contracts’ efficiency.Additionally, we go through some Plenary Chamber Rulings, witch jointly with uniform interpretation criteria are the best mechanism to ensure equality in law application and thus institutional framework of Public Procurement Administrative Court.
En el presente artículo, se muestran los resultados de la gestión del Tribunal de Contrataciones del Estado en los años 2012 a 2014, referidos, principalmente, a la oportunidad y predictibilidad en la emisión de resoluciones.Apoyada de algunos datos estadísticos, se muestra la evolución de la carga procesal del Tribunal de Contrataciones y los tiempos de atención de los procedimientos de competencia del Tribunal y que inciden, directamente, en la eficiencia de la compra pública. Asimismo, se revisan algunos de los Acuerdos de Sala Plena emitidos, que junto a criterios de interpretación uniforme, son el mejor mecanismo para garantizar la igualdad en la aplicaciónde la ley y por tanto, la institucionalidad del Tribunal de Contrataciones del Estado.

With periodic advertisements, the effective scope changes in time as follows: increasing during the flight, and decreasing during a gap in advertising. This gives rise to the following tasks: research into the dependence of the effective scope of the audience on periodic advertisement placement parameters, i.e. flight duration, advertisement gap duration, memory lag; research into the dependence of flight scope on the quantity of intra-flight periods of ad placements, periodic advertisement budget optimisation. These goals can be achieved by media planning mathematical theory methods developed in the author’s earlier research works. This paper describes methods for analysing some indicators of periodic advertising effectiveness developed within the framework of a mathematical media planning theory, in particular the methodology for managing the level of communicative effectiveness of periodic advertising through changes in the duration of advertisement gap, memory lag, the quantity of intra-flight placements. The developed theory enables the analysis and forecast of the maximum, minimum and average audience scopes of periodic advertising depending on parameters of advertising impact intensity, flight duration, and advertisement gap. With the help of the developed methodologies, it is possible to manage the level of communicative effectiveness of periodicals by finding the optimum ratio of the above mentioned parameters. In addition, these techniques make it possible to optimise the budget for periodic advertising. In particular, the research work proposes a technique of quantitative optimisation of periodic advertisement placement parameters; exemplifying the technique of forecasting the value of the effective scope of a flight. The dependencies of the size of the audience coverage on the number of intra-flight periods are obtained. It has been defined that memory lag parameters limit the maximum attainable flight reach. It has been shown that the optimal advertisement budget at a chosen level of advertising impact intensity and at a preset memory lag depends on the ratio between the flight duration and advertisement gap.

Different people have different opinion on nuclear power use. As for HLW disposal, more complex issues such as uncertainty due to very long time-scale required for disposal would add to the difficulty of conducting smooth communication and building stable consensus between the scientific experts and the general public. We carried out Q&A dialogue experiments between an expert and public participants who were indifferent to HLW disposal. The dialogue process was divided into two periods. In the learning period, participants learned fundamental knowledge about HLW disposal. In the discussion period, participants discussed about one specific topic, such as “Resource and Energy”, “Geological Disposal”, or Safety Violation. These dialogue experiments can help the experts to communicate and conduct comprehensive activities with the public which would help implement the HLW disposal from the public point of view.

This study takes the COVID-19 outbreak in early 2020 as the research object, and obtains the population outflow data of Wuhan from January 1 to February 1, 2020 based on the Baidu Migration Big Data system, and compares the data on the number of epidemics in each city published on the official website, studies the relevance of population movement between cities and epidemic infection, and analyzes the role of policy-oriented epidemic control by controlling public transportation during special periods of infectious diseases. The results show that the spread of the infectious epidemic between cities in the early outbreak stage is strongly correlated with the population outflow from the source city of the infection. After the traffic connection is cut off in the later stage, it is more related to crowd gathering and prevention and control measures; During the special epidemic period, we should not blindly advocate the “public transportation priority” policy. We should distinguish between passenger and freight transportation, formulate rough rules at the inter-regional and intra-city traffic levels, and specify corresponding safeguards under the framework of the “Healthy City”.

The pandemic caused by Covid-19 has had a significant impact on all areas of people’s lives, including education. The aim of this study was to identify the impact of social and gender factors on the psychological state of students facing a situation of uncertainty, changing conditions of activity and communication caused by the quarantine regime. The article includes a theoretical review and the results of a study conducted during the period of social exclusion introduced in the country to contain the spread of Covid-19 in April 2020. The data collection took the form of an online survey in which students from the Ural Federal University and the Ural Technological College in Yekaterinburg participated. A total of 81 students (38 females and 43 males) took part in the study. The methods used were a sociodemographic questionnaire (Aurelio Olmedilla, 2020) and an adapted Russian-language version of the Profile of Psychological States (McNair, Lorr, Droppleman, 1971). Mathematical processing of the results was carried out with use of the Student’s t-criterion. The results of the study revealed a slight increase in negative states in most students, above all an increase in the state of tension. At the same time, the obtained results revealed statistically significant differences in the psychological states of students depending on the extent of their involvement in sport, gender and the number of people living together. Further research could focus on the role of personal determinants in influencing students’ psychological states.

"This paper reflects my recent five-year experience as a practicing architect, educator and advocate embedded in the contentious fray of public discourse regarding housing and land use policy in Seattle. During this period I testified before city council regarding proposed housing-focused land use legislation, presented my analysis of that policy in professional and community forums, published opinion pieces in the Seattle Times, coordinated the housing advocacy efforts of AIA Seattle, conducted graduate-level design studios focused on the topic at the University of Washington, and presented the student work (often with students) in venues throughout the city. I ended this period of local advocacy in 2018, when I was appointed to the Seattle Planning Commission, although I continue to help coordinate AIA Seattle’s advocacy efforts as co-chair of its Public Policy Board."

Channel Island National Park (CHIS), incorporating five islands off the coast of southern California (Anacapa Island, San Miguel Island, Santa Barbara Island, Santa Cruz Island, and Santa Rosa Island), has an outstanding paleontological record. The park has significant fossils dating from the Late Cretaceous to the Holocene, representing organisms of the sea, the land, and the air. Highlights include: the famous pygmy mammoths that inhabited the conjoined northern islands during the late Pleistocene; the best fossil avifauna of any National Park Service (NPS) unit; intertwined paleontological and cultural records extending into the latest Pleistocene, including Arlington Man, the oldest well-dated human known from North America; calichified “fossil forests”; records of Miocene desmostylians and sirenians, unusual sea mammals; abundant Pleistocene mollusks illustrating changes in sea level and ocean temperature; one of the most thoroughly studied records of microfossils in the NPS; and type specimens for 23 fossil taxa. Paleontological research on the islands of CHIS began in the second half of the 19th century. The first discovery of a mammoth specimen was reported in 1873. Research can be divided into four periods: 1) the few early reports from the 19th century; 2) a sustained burst of activity in the 1920s and 1930s; 3) a second burst from the 1950s into the 1970s; and 4) the modern period of activity, symbolically opened with the 1994 discovery of a nearly complete pygmy mammoth skeleton on Santa Rosa Island. The work associated with this paleontological resource inventory may be considered the beginning of a fifth period. Fossils were specifically mentioned in the 1938 proclamation establishing what was then Channel Islands National Monument, making CHIS one of 18 NPS areas for which paleontological resources are referenced in the enabling legislation. Each of the five islands of CHIS has distinct paleontological and geological records, each has some kind of fossil resources, and almost all of the sedimentary formations on the islands are fossiliferous within CHIS. Anacapa Island and Santa Barbara Island, the two smallest islands, are primarily composed of Miocene volcanic rocks interfingered with small quantities of sedimentary rock and covered with a veneer of Quaternary sediments. Santa Barbara stands apart from Anacapa because it was never part of Santarosae, the landmass that existed at times in the Pleistocene when sea level was low enough that the four northern islands were connected. San Miguel Island, Santa Cruz Island, and Santa Rosa Island have more complex geologic histories. Of these three islands, San Miguel Island has relatively simple geologic structure and few formations. Santa Cruz Island has the most varied geology of the islands, as well as the longest rock record exposed at the surface, beginning with Jurassic metamorphic and intrusive igneous rocks. The Channel Islands have been uplifted and faulted in a complex 20-million-year-long geologic episode tied to the collision of the North American and Pacific Places, the initiation of the San Andreas fault system, and the 90° clockwise rotation of the Transverse Ranges, of which the northern Channel Islands are the westernmost part. Widespread volcanic activity from about 19 to 14 million years ago is evidenced by the igneous rocks found on each island.

This article has three goals. First, it describes the genesis of fiscal rules in Peru and its degree of compliance. Second, it estimates the effect of fiscal rules adoption on public investment. Last, it analyzes the impact of alternative fiscal rules on public investment and public debt sustainability. Our main results are as follows. First, the implementation of fiscal rules in the year 2000 caused a 60 to 80 percent fall in public investment relative to several counterfactuals. Second, our DSGE model suggests a Structural Fiscal Rule would have increased the consumers welfare in the period 2000-2019 more than other fiscal designs. This rule reduces the procyclicality of public investment under commodity price shocks and macroeconomic volatility under world interest rate shocks. Third, a Structural Fiscal Rule has the lowest probability of exceeding the current public debt limit (30 percent of GDP), although there is a trade-off between investment-friendly rules and fiscal sustainability issues. Nevertheless, our quantitative results are limited to short spans of analysis. With a long-run perspective, we may say that fiscal rulesdespite constant modifications and recurring non-compliancehave fulfilled their original and most important goal of achieving the consolidation of public finances.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).

This working paper presents first insights on lay public perceptions of marine carbon dioxide removal (CDR) approaches. In seven focus groups, three in Germany and four in Norway (including one pilot) the researchers asked members of the lay public to share their views of the ocean and the effects of climate change, four CDR approaches, as well as their reflections on responsible research and innovation (RRI) of marine CDR. The four CDR methods were ocean iron fertilization, ocean alkalinity enhancement, artificial upwelling, and blue carbon management through restoration of coastal and marine ecosystems. In addition, respondents were asked to compare the four approaches. Our findings indicate that the public will be very supportive of blue carbon management irrespective of its actual carbon sequestration potential, due in part to the perceived bad state of marine ecosystems worldwide. Participants were skeptical whether any of the CDR approaches could have relevant effect on carbon sequestration and long-term storage; they reasoned about issues such as the ability to scale up treatments in time and space, unforeseen or unforeseeable effects on ecosystems in time and space, and the role of industry in the implementation process. They argued that despite the potential availability of marine CDR, industry and the general public should stop polluting behaviors and practices. Nevertheless, the participants universally agreed that further research on all four CDR methods should be pursued to better understand effects on climate, ecosystems, local communities, and the economy.
