In this master’s thesis we examine how the public libraries’ role and mission has been interpreted during the covid-19 pandemic and how the public libraries adapted to the situation. Public libraries are communal spaces meant for the public and according to the Swedish library law the public libraries should work especially towards a few specified prioritized target groups. Therefore, we also wanted to consider which groups needs that have been fulfilled or not, through the adjustments during the pandemic. The material of the study consists of interviews with 14 public library directors and 1 developer of public libraries services. We applied Fairclough’s framework for critical discourse analysis on our interview material. This framework was supplemented with Habermas term the public sphere and with the discourses about public libraries identified by Hedemark.  In the thesis we identified reasons and arguments for how the public libraries readjusted their library activities and prioritized services. We also identified which discourses about libraries were noticeable in the library directors’ descriptions of the libraries’ role during the pandemic. Several discourses about libraries identified by Hedemark were common in the material. We also found a discourse that had not been identified by previous research, which we named the social meeting place discourse. We interpreted the prevalence of this discourse about libraries, which focuses on the social aspect of the library as a meeting place, as an effect of the pandemic. Since the libraries have not been able to function as meeting places during the pandemic, this function has become more noticeable. The closing of the libraries as meeting places has affected all the library users but has affected the libraries work towards the prioritized groups the most. In some areas of Sweden the public libraries have replaced some of the meeting place functions with new digital services. These adaptions vary greatly between different counties, which has meant that people have had different access to library services depending on where they live.  This is a two years master's thesis in Library and information science.

Dissemination of news and information is often challenging in small, rural communities, where sprawling geography and limited resources can limit the effectiveness of communication systems. While traditional media and local organizations attempt to inform the public through newspapers, flyers, radio, social media, and word of mouth, no one means of communication is entirely successful in reaching the masses. Rural institutions and organizations often lack a means of communicating current news to members of small towns due to the void of an integrated information infrastructure, or infostructure .

Borrowing from the framework of Communication Infrastructure Theory and previously suggested models for community infrastructure, this study was an effort to better understand how people in this small town communicate—how they create, disseminate and prefer to receive information about the community. This exploratory, qualitative, case study examined communications in one small, rural town to determine whether or not the library might be able to partner with local media, resident networks, and other organizations in the community, to maximize available resources, eliminate duplication, and increase overall effectiveness in the communication infrastructure. This new model would place the public library, or anchor institution, at the center of the storytelling network, as the hub for local news and information.

Through interviews and focus groups with 32 members of the community under study, I identified ways in which people communicate, connections between storytelling agents within the local storytelling network, and voids that, if addressed might improve the community’s ability to communicate in general. This study suggested ways that libraries might serve a role as the anchor of anchors for communication in rural communities.

The papers presented here represent a selection of my published work on the nature and practice of reference and information work appearing over a period of twenty-one years. The presentation commences with a listing of the publications submitted with an abstract to indicate the nature of their content. After an introduction (Chapter 1) which stresses that the issues addressed arose out of the author's concern about the current development of public library information work, there is an account of the literature relating to the history of the UK public reference library (Chapter 2). This is followed (Chapter 3) with an account of the methods used in the various publications submitted and sets these against the background of research methodology. Particular attention is paid to the validity of historical and qualitative research. Chapters 4 to 7 form the main bulk of this submission. The published work is divided into four subject areas. Given that these publications were written for different audiences for different purposes, any such division is somewhat arbitrary and there is some overlap of content. In Chapter 4 consideration is given to how information services are replacing traditional reference libraries and reference services, and how the lack of clarity between the terms 'reference' and 'information' has produced confusion. It is claimed that the stress on the concept of 'information' has accelerated the decline of reference libraries and of `reference work'. The four texts featured in this section (two of them chapters in books) consider how reference libraries and the ethos of reference service changed after the rise of subject specialization in the 1960s; local government re-organisation; the introduction of specialist information services in the 1970s; the development of new community-based services in the 1980s; the rise of the information culture and electronic services in the 1990s; the reduced reliance on printed sources; and the de-professionalisation of staff in the current era. It is argued that in the continuing 'retreat from reference' and the rapid move to an information culture, much of value is being lost. Chapter 5 looks at the historical context in which reference libraries developed, particularly those in public libraries, following the Public Libraries Act of 1850. Attention is paid to the nature and philosophy of these early public reference libraries. In Chapter 6, the focus is on five specific elements of contemporary reference and information work. The topics selected are: staff selection, stock disposal, enquiry work, reference publishing, and current awareness. These topics provide substance to an understanding of the nature of contemporary reference and information work. In the concluding part of this submission (Chapter 7) an attempt is made to identify what, exactly, it is that has been lost in the shift from 'reference' to 'information'. The claim is made that once there is a better understanding of the nature of traditional 'reference work', then this can be translated to the present-day situation where it can assist to promote a more positive image of the public library.

This research project looked at the role of public libraries in bridging the digital divide which is both a symptom and a cause of social exclusion. Public libraries offer free information services to ordinary citizens by means a wide range of media, including the Internet. But they offer more than just access as their information literacy programmes educate people in the use of the various media. Across the world there are many initiatives employed by public libraries to help bridge the digital divide. The purpose of the case study of one library district was to investigate if and how libraries in Cape Town were taking on this responsibility. The project had two parts: a survey of one district of the city’s libraries and a closer case study of one selected library in the district. The overall findings from both phases of the study were that Public libraries do help to narrow the Digital Divide by providing free internet access to the public. One of the initiatives the Public libraries that were surveyed including Masiphumelele library employed to help narrow the Digital Divide is SmartCape. Not only did Masiphumelele have SmartCape, but it also offered free computer literacy classes to its users.

The Millennium Development Goals (MDGs) is a tool through which the present government in South Africa wants to implement transformation in regard with raising the standard of living of the people in all spheres of life. Libraries are often seen as important agencies for information dissemination and other services. Public libraries have a vital role to play in the achievement of the MDGs. Stakeholders all over the spectrum need to collaborate with libraries to achieve these goals by 2015. The study investigated the role of the public library in realising some of the MDGs by means of a case study of Groenheuwel Public Library. The aim of this case study was to determine how this public library contributes to the development of Groenheuwel. Empirical research techniques were used to determine whether public libraries contribute to the well-being of the community of Groenheuwel and to the achievement of certain targets for the Millennium Development Goals. The Millennium Development Goals (MDGs) provide a framework for libraries and information services to develop and align their strategies and access their contribution towards their countries (Kaniki, 2008:16). The methodology applied was a quantitative questionnaire which included open-ended questions, which explored the role of the public library in the respondents' lives. The study made use of random sampling; the population of the study was adult library users. Every third library user was asked to complete a questionnaire over a period of two weeks. The data collected, informed the researcher what the purpose of the adult users' visit to the library was and whether the library addresses MDGs directly or indirectly. The findings should provide empirical evidence of the impact of public libraries, with reference to Groenheuwel public library, in addressing some of the Millennium Development Goals. The researcher hopes that this study will convince local government and decision makers to expand the library to a bigger library, to render an effective and efficient library service with added staff members and that the community find the library valuable and vital for their information needs.

Access to knowledge and information is found to be the cornerstone in the road to knowledge economy transformation whereby the utilization of knowledge is the key engine of economic growth, where knowledge is acquired, created, disseminated and used effectively to enhance economic and social development. This means that the more people acquire knowledge, the more they will begin producing new products or improving systems and existing products, thus adding value to local products and improving the GDP of the country, as well as improving their social livelihood. Therefore, the primary role public libraries have is being the knowledge hubs, to make provision of higher quality knowledge and to make information accessible to the public to equally contribute to all NDPs towards achieving the Namibia Vision 2030 for a knowledge economy. This research study discusses “The contribution of the Public Library services towards a knowledge economy transformation readiness which is envisaged by the Namibia Vision 2030. In achieving that, the study has investigated the state of the Namibia legislative and policy framework reflections of access to knowledge and information as provided by libraries. The study further examines the availability and accessibility of knowledge and information resources, including ICT infrastructure at public libraries in remote rural areas. Moreover, it discusses the types of education and training programmes conducted by public libraries in ensuring that users have the necessary information and retrieval searching competencies and skills for accessing and navigating available information infrastructural resources. Finally, it explores innovation systems, technologically and non-technologically initiated by librarians for library services enhancement, and how library users have tapped into the growing stock of knowledge and information, and adapted them to local needs for economic and social development. The study has employed the four pillars of the World Bank Knowledge Economy Framework, namely an economic and institutional regime; information, knowledge and ICT infrastructure; education and training, and an innovation system as the lenses through which to investigate the research questions understudied.

This thesis provides a much-needed study of all the major aspects of Unamuno's experience of exile from the Spain of Primo de Rivera (1924-30). It sheds light on the reasons for Unamuno's exile and on his understanding of his public role during exile itself. It shows how Unamuno saw himself at this time as the representative of certain essential Spanish values which he believed were being debased by the Dictatorship of Primo de Rivera, and how he came to feel in Paris that he had a mission to make those values known to his new European audience. A study of this mission helps to illuminate one of Unamuno's more complex exile works, La agonía del cristianismo. The thesis also sheds light on the effects that exile had on Unamuno, both man and writer, showing that he could not function in his usual fashion as a public figure and a writer outside Spain. This state of affairs led to a severe personal crisis which affected the writings he produced in Paris and Hendaye. This thesis has set out to show that Unamuno's exile crisis was principally a writer's crisis. To be able to do this, it has been necessary to set Unamuno's exile works in the context of his lifelong ideas on selfhood, self-creation and writing. It has thus been possible to show how the circumstances of exile forced Unamuno to confront once again his fundamental doubts concerning the effects that playing a public role and writing have on his sense of selfhood. A study of Cómo se hace una novela, the work in which he gives expression to this crisis, serves to reveal how the activity of writing lies at the very heart of his philosophy of self-creation.

This thesis is an interdisciplinary study based on the interplay between science, technology and society in order to inform the design of knowledge exploration systems. It provides a rationale for the integration of science knowledge, geographic information, with digital libraries to build knowledge and awareness about sustainability. A theoretical reconceptualization of knowledge building is provided that favours interactive engagement with information and argues against a traditional model of science production and communication that is linear and unidirectional. The elements of contextualization, classification and communication form the core of the reconceptualization. Since many information systems entrench the traditional model of science production, the three elements are considered in light of library and information science and geographic information science. The use of geographic information systems is examined to identify how they can be used as part of a social learning model for scientific, social, cultural, and environmental issues to further assist people in connecting to place and sustainability. Empirical data was collected from four case studies. One case study centred on the design and development of a web-based digital library called the Georgia Basin Digital Library, another two case studies focused on the use of part of this digital library with youth, senior and environmental groups in south-western British Columbia. The remaining case study observed a community deliberation to consider how knowledge exploration systems might support deliberation in future processes. The case study research confirms that collaborative research with communities is a fruitful way to engage with sustainability issues. Such collaborations require consideration of institutional arrangements, information collections, relationship building, technology transfer and capacity building.

This ethnographic study examines the role of public libraries in supporting lifelong learning (LLL) activities. It was undertaken in a library in the North of England. This study adopted the community of practice (CoP) as a conceptual framework to highlight the importance of the public library as a lifelong learning institution and to explore the significance of the knowledge and skills that are developed through social interaction with learners (users of the library) and librarians and the effects of that on users’ learning and identity. Fieldwork was conducted in the library during a period of nine months. Participant observation and unstructured interviews with 11 librarians, semi-structured interviews with 48 users, along with documentary analysis, were used to generate qualitative data on the library as a lifelong learning institution and the role of librarians in supporting lifelong learning activities. The findings reveal the potential for the public library to be a lifelong learning institution which are: the stimulating learning environment of the library; diversity in the library; a variety of learning resources and accessible facilities as well as cooperation with other organisations in the community. The findings also suggest that the library has integrated social, economic and educational effects on both individuals and communities. The library offers equal and free learning opportunities for everyone, regardless of their background, which provides learners with on-going skills. In this sense, the library is considered as key to unlocking inequality. The findings reveal that the library achieves social justice, fosters social cohesion and prevents social isolation. In addition, the public library plays a vital role in promoting individuals’ health and well-being through bibliotherapy sessions. The findings also show that the library constructs learners’ identities as they become confident, independent learners, critical thinkers and active citizens. On an economic level, the library has a direct and indirect economic impact on individuals, as well as on the whole community. The direct role has been demonstrated by saving users money and supporting people to find jobs as well as starting up their own businesses. Its indirect role is demonstrated though saving money for the public Exchequer, such as the NHS. However, the library faces challenges which affect the quality of delivering those services such as funding cuts, leading to the closure of library buildings, lack of public perception of the library’s value and misunderstanding the rules by the users. The study also highlights that the librarians play a significant role in supporting lifelong learning activities. The librarians deliver the learning sessions as proficient teachers. They also support library users by guiding them to access the valuable information resources and learning sessions which meet their needs. This study shows that there are criteria for librarians to be able to support LLL activities. However, the data indicates that the librarians face challenges such as replacing them with volunteers to run the library services. In addition, there is a lack of public awareness about their significant role in the community.

Until recently, the role of auditors in the 2008 financial crisis had largely been overlooked by regulators and the general public. Though not responsible for the meltdown, accounting firms have been criticized – and sued – for failing to warn investors about problems at financial institutions before the crisis. Auditors can and should take steps to improve their function as independent overseers in the financial world. But there also is a gap between the expectations of auditors and their true responsibilities. As Lord Justice Lopes at the Court of Appeal in England famously said more than a century ago: The auditor “is a watchdog but not a bloodhound.” This thesis examines the so-called expectations gap and recommends ways to improve the audit quality of financial institutions.

Despite the benefits of antiretroviral therapy in treating HIV/AIDS, government responses have varied substantially, from provisions guaranteeing nearly universal access to insufficient provisions providing almost no access. This research seeks to specifically examine primary explanations, such as economic capacity, and emerging explanations, such as the role of electoral accountability and the presence of stigma, and the coordination between the epistemic community and political leadership as potential causes for the variance in the government provision. By controlling for state economic capacity, this research furthers the importance of examining other explanations for state response in light of a public health crisis. While electoral accountability and the role of stigma had marginal impacts, the level of scientific coordination and understanding among the states political leadership had perceptible impacts. This research also tests broader aspects of the political economy such as the role of state capacity and subsequent government crisis response.

This qualitative case study explored elementary teachers' perceptions of the role of the school librarian and the implementation of flexible scheduling and collaborative planning. Data collected consisted of field notes, audiotaping of formal interviews and planning sessions, weekly plan books, monthly calendars, questionnaires and the collection of student work. During formal data analysis, new questions began to emerge. These three questions then guided the process of data analysis. These questions were: (1) What are teachers' perceptions of the role of the school librarian as indicated through responses and actions? (2) What changes occurred in teachers' perceptions during the school year? and (3) What are teachers' issues and concerns about the implementation of flexible scheduling and collaborative planning? Four roles of the school librarian emerged from data analysis. These were: the resource role of the school librarian; the cooperative role of the school librarian; the transition from a cooperative to a collaborative role; and the collaborative role of the school librarian. In addition, seven categories were developed through the analysis of interviews and questionnaires. One category developed as several teachers expressed their concern in not having a regularly scheduled library time for students to check-out books. A few teachers also indicated the need for students to learn library skills. Within each of the seven categories, several issues also emerged. The findings of the study indicate there were numerous changes during the school year in teachers' perceptions related to the role of the school librarian. There were also ten implications which resulted from the study. One of these implications focused on professional development within schools and school districts. Professional development assists in the role of ownership and as Fullan (1991) states, ownership of something new is tantamount to real change. Through professional development, teachers and librarians can learn about the process of cooperative and collaborative planning together.

In 1891, an Englishman named William Beer arrived in New Orleans, Louisiana, to take up the position as librarian of Tulane University's Howard Library. Beer quickly gained a reputation as a competent and knowledgeable librarian by bolstering the Louisiana collection at the Howard Library with maps, rare books and Louisiana historical documents. In 1896, Beer played a central role in the organization and opening of the first free and public library in New Orleans, the Fisk Free and Public Library. Beer befriended many well-known authors of New Orleans literature including George Washington Cable, Grace King, Mollie Moore Davis and Mary Ashley Townsend. Beer's influence in New Orleans and its literature, and his roles as librarian and instigator of literature have hitherto been largely ignored. This paper will argue that Beer created the foundations of a New Orleans literary culture.

The United States is experiencing an unprecedented crisis of prescription and illicit opioid misuse, addiction and overdose. Coincident with the increase in opioid misuse and addiction in the U.S. over the past decade are rising rates of prescription opioid injection and transmission of infectious diseases such as hepatitis C virus (HCV) and endocarditis.

Following the 2015 HIV outbreak in Scott County, Indiana associated with injection of the prescription opioid oxymorphone, and a decade-long increase in viral hepatitis infection rates, especially in areas of the U.S. with long-standing prescription opioid misuse and addiction, policymakers, public health practitioners, and other stakeholders have become increasingly concerned about prescription opioid injection misuse and related harms.

Syringe Services Programs (SSPs)—evidence-based programs that provide sterile injection equipment and comprehensive infectious disease, substance use, and overdose prevention and treatment services—have been identified as a potential key intervention in response to the opioid crisis and increasing opioid injection. However, there is limited recent research characterizing the population of people injecting prescription opioids and other drugs that can help guide how to best position SSPs to reach and impact this population. Further, the policy environment for SSPs is rapidly evolving, with multiple states enacting laws, regulations, and policies in recent years to enable the establishment of SSPs. Collectively, the research gaps around prescription opioid injection and the changing policy environment for SSPs has created a critical need to better define the characteristics of people who inject prescription opioids, to identify the services and resources needed by this population, and to understand how SSPs are navigating the evolving policy environment in order to maximize their role in response to the opioid crisis.

This dissertation research aims, through the use of mixed methods, to address these knowledge and policy gaps through: 1) systematically reviewing the literature to synthesize what is known about the population of individuals who inject prescription opioids in the U.S.; 2) estimating the magnitude of prescription opioid injection in the United States; 3) examining overall, sociodemographic, and substance use trends and correlates of prescription opioid injection among a nationally representative sample to identify populations at-risk for prescription opioid injection and related harms; and 4) using these quantitative findings to inform a qualitative exploration of SSPs’ responses to the rapidly changing policy environment in the midst of the evolving opioid epidemic and how they can be further leveraged to reduce the harms associated with opioid injection. This dissertation accomplishes these aims through three separate, but related studies. Taken together, the new knowledge produced from this dissertation can be used to inform the development, prioritization, and implementation of policies, programs, and practices that aim to reduce prescription opioid injection and its related harms and expand the role of SSPs in response to the U.S. opioid crisis.

L’anàlisi se centra en dos mecanismes pels quals les crisis poden influencia les preferències cap a la redistribució: els canvis en la situació econòmica personal i l’activació consideracions de justícia específicament relacionades amb el context de crisi. El primer capítol empíric de la tesi se centra en l’impacte de les experiències personals amb la crisi sobre les preferències dels individus per un tipus de política redistributiva en concret: la progressivitat fiscal. Utilitzo dades originals d’una enquesta elaborada en nou països europeus després de la gran crisi de 2008. Els resultats mostren que les preferències redistributives dels ciutadans europeus correlacionaven amb la seva experiència amb la crisi. Aquells que expressaven major privació relativa retrospectiva mostraven major suport per la progressivitat fiscal. De totes formes, els resultats mostren que l’associació era moderada. En part perquè els efectes dels canvis en la situació econòmica personal no van ser homogenis. Entre aquells més afectats per la crisi, només els ciutadans de dretes i aquells que eren pessimistes sobre el seu futur econòmic mostraven un major suport per la progressivitat fiscal. Al segon i tercer capítols empírics de la tesi analitzo com les consideracions de justícia sobre qui i per què va patir les conseqüències econòmiques de la crisi influeixen les preferències per la redistribució dels ciutadans. En primer lloc, a través d’un experiment de laboratori amb incentius econòmics demostro que les consideracions de justícia basades en si les persones pateixen una pèrdua d’ingressos a causa de factors sota o aliens al control individual influeixen en el suport a la redistribució. Amb aquest experiment també demostro que les consideracions de justícia continuen tenint importància quan s’introdueixen altres motivacions com l’interès personal i la seguretat econòmica. L’experiment de laboratori em permet provar el mecanisme en un context amb una alta validesa interna. Per comprovar si les consideracions de justícia específicament referides a la situació de la crisi poden influir el suport ciutadà a la redistribució en un entorn més realista i contextualment ric, he utilitzat un experiment d’enquesta. Els tractaments feien referències directes a la crisi econòmica i les seves conseqüències. A través d’aquest experiment analitzo si els marcs conceptuals que atribuïen les causes de patir els efectes de la crisi a factors sota o més enllà del control individual van afectar el suport popular a la redistribució cap als perdedors de crisis després de la Gran Recessió. Curiosament, els resultats mostren que els marcs conceptuals que atribuïen el fet de patir els efectes negatius de la crisi a factors més enllà del control individual no van augmentar significativament el suport a la redistribució. Per contra, els marcs que atribuïen l’impacte de la crisi a un dels factors sota control individual (comportament especulatiu en el passat) si van reduir el suport a la redistribució. En conjunt, la tesi mostra que un context de crisi econòmica pot influir en les preferències per la redistribució de la ciutadania. De totes formes, no hem d’esperar que les crisis econòmiques tinguin efectes automàtics i homogenis sobre aquestes preferències. D’una banda, he mostrat que les experiències personals amb la crisi poden afectar els nivells de suport a la redistribució, però l’efecte està condicionat per les posicions ideològiques i les expectatives econòmiques dels individus. A més, he demostrat que no només les circumstàncies materials personals poden influir en les preferències per la redistribució. La interpretació que fan els individus de la crisi i els seus efectes també pot influir en el seu suport a la redistribució. Això obre les portes a la influència política de les elits polítiques a través de pràctiques de discursives i l’ús de marcs conceptuals específics.
The aim of this thesis is to contribute to the understanding of how public preferences for redistribution can be affected by contexts of economic crisis. The analysis is focussed on two different mechanisms by which crises can influence redistributive preferences: changes in personal economic circumstances and the activation of crisis-specific fairness considerations. The first empirical chapter of the thesis is focussed on the impact of personal experiences with the crisis on individuals’ preferences for a very specific redistributive policy: progressive taxation. I use original data from a survey conducted in nine European countries in the aftermath of the Great Recession. The results show that European citizens’ redistributive preferences correlated with their personal experience with the crisis. Those who reported higher retrospective relative deprivation tended to show higher support for progressive taxation. Nevertheless, results also show that the aggregate association was moderate. Partly because the effects of changes in personal economic circumstances were not homogeneous. Among those who were hit by the crisis, only right-leaning citizens and those who were pessimistic about their personal economic prospects showed increased support for tax progressivity. In the second and third empirical chapters of the thesis I analyse how fairness considerations relative to who and why suffered the negative economic consequences of crisis influence citizens’ redistributive preferences. Firstly, using an economically incentivised laboratory experiment I show that fairness considerations based on whether individuals suffered an income-loss due to factors under or beyond the individual control influence individuals’ support for redistribution. With this experiment I also show that fairness considerations continue to matter when self-interest and insurance motives are primed. The lab experiment allows me to test the mechanism in a context with high internal validity. To test whether crisis-specific fairness considerations can influence public’s support for redistribution in a more realistic and contextually rich setting I relied on a vignette-based survey experiment. The treatments made direct references to the economic crisis and its consequences. Through this experiment I analyse whether frames attributing the causes of being affected by the crisis to factors under or beyond individual control affected people’s support for redistribution towards crisis losers in the aftermath of the Great Recession. Interestingly, the results show that frames attributing being affected by the crisis to factors beyond individual control did not significantly increase support for redistribution. Contrarily, frames attributing the crisis impact to one of the factors under the individual control (past speculative behaviour) did reduce support for redistribution. Overall, the thesis shows that a context of economic crisis can influence citizens’ preferences for redistribution. However, we should not expect recessions to have automatic and homogeneous effects on citizens’ redistributive preferences. On one hand, I show that personal experiences with the crisis can affect the levels of support for redistribution, but the effect is conditional to individuals’ ideological standings and economic expectations. Additionally, I have shown that not only personal material circumstances can influence people’s redistributive preferences. Their interpretation of the crisis and its effects can also influence their support for redistribution. This opens the door for political influence of political elites through framing practices.

ENGLISH ABSTRACT: After a decade long multi-faceted political crisis, political parties in Zimbabwe signed the Global Political Agreement (GPA) of 2008 following the Southern African Development Community’s (SADC) mediated talks culminating in the formation of an inclusive government. This study sought to investigate the political role, if any, played by the diasporic media in mediating the Zimbabwean crisis. This research focused on diasporic media using as a case study The Zimbabwean newspaper considering that during the research period it was circulating both in the country and diaspora communities in Western Europe, the USA and SADC countries. Diasporic media in Zimbabwe is a phenomenon associated with the rise of robust political opposition to the former ruling ZANU PF regime. Accordingly, such media operated outside the purview of the contemporary legislative and legal regime although the newspaper circulated in Zimbabwe. A number of anti establishment news media sprouted to challenge and offer resistance in the cyberspace and on shortwave and in print media. The Social Responsibility Theory was employed with the aim of establishing whether or not The Zimbabwean observed the journalistic ethics of reporting with truthfulness, accuracy, balance and objectivity. The Social Responsibility Theory’s thrust is on de-sensationalising reportage, promotion of media ethics and self regulation. This study employed both qualitative and quantitative research methods. The research established that The Zimbabwean newspaper played, to a larger extent, an active role in challenging the ZANU PF-led government and gave a platform to the oppositional Movement for Democratic Change. The conclusion arrived at in this study was that just like the state media, which promoted the government’s propaganda, The Zimbabwean did the same for the opposition parties in Zimbabwe.
AFRIKAANSE OPSOMMING: Politieke partye in Zimbabwe het ná ’n lang politieke krisis met vele fasette die Global Political Agreement (GPA) van 2008 geteken. Dit het gevolg op die Suid-Afrikaanse Ontwikkelingsgemeenskap (SAOG) se mediëring wat gelei het tot die vorm van ’n inklusiewe regering. Hierdie studie het probeer om die politieke rol, indien enigsins, van die diaspora-media in die mediëring van die Zimbabwiese krisis te ondersoek. Die navorsing het op diaspora-media gefokus deur ’n gevallestudie van die koerant The Zimbabwean te doen. Dié blad is gedurende die navorsingstyd in die land sowel as onder die Zimbabwiese diaspora in Europa, die VSA en SAOG-lande versprei. Diaspora-media in Zimbabwe is ’n fenomeen wat geassosieer word met die opkoms van ’n robuuste politieke opposisie teen die ZANU (PF)-regime. Dié media opereer dus buite die grense van die juridiese en wetgewende gesag van die land. ’n Verskeidenheid antiestablishment media het in die kuberruim, kortgolfradio en drukmedia ontwikkel wat beide uitgedaag en weerstand gebied het. Die Sosiale Verantwoordelikheidsteorie is gebruik om vas te stel of The Zimbabwean joernalistieke etiek nagekom het deur waarheidsgetrou en akkuraat, sowel as met balans en objektiwiteit, te rapporteer. Die teorie fokus om reportage te desensasionaliseer en om media-etiek en selfregulering te bevorder. Die studie het kwalitatiewe en kwantitatiewe navorsingsmetodes gebruik. Die navorsing het vasgestel dat The Zimbabwean tot ’n groot mate ’n aktiewe rol gespeel het om die ZANU (PF)-regering uit te daag en ’n platform te bied aan die Movement for Democratic Change (MDC)-groepering. Die slotsom is dat, net soos die staatsmedia regering-propaganda bevorder het, The Zimbabwean dit vir die opposisiepartye in Zimbabwe gedoen het.

The Master thesis focuses on the application of Information Systems in the field of Library and Information Science.  Within the context of organizational learning, a collaborative user-centered approach is used to produce desired system characteristics and future research suggestions. More specifically, this research study explores the library users’ and academic librarians’ perceptions of the current library discovery and access services as mediated through the Online Public Access Catalogue (OPAC) of the Academic Library of the School of Philosophy at Athens University in Greece. Additionally, it explores their desired characteristics for the ‘public facing’ Integrated Library System (ILS), of which the OPAC constitutes a module, in order to generate recommendations that guide the Academic Library staff members’ collaborative design of a more user-centered library information system. The study is built upon the systems thinking framework of Checkland’s Soft Systems Methodology (SSM). Applied theories and design processes guide research processes aimed at advancing both inclusive social learning and system improvements.

This study examines the impact of covid-19 at the public libraries in Malmö (BiM) during 2020. Its purpose is (1) to investigate the strains BiM was facing during the pandemic, and (2) to contribute to the knowledge about which prerequisites that are needed in order to adapt to, pursue and eventually develop digital activities at public libraries. The research questions designed to fulfill this are: which organizational prerequisites were there in order to handle the situation that occurred with the pandemic? How has digital technology (digitalization or digital transformation) been used to pursue public librarianship? Are there prerequisites to maintain strategies that developed during the digital adaptation following the pandemic? A qualitative analysis of mail conversations and news letters relating to the situation, sent internally at BiM during the designated time span, was carried out as an initial step. To deepen the study, six interviews took place with individuals with different professions at BiM. Five of those were members of the management group, one had special knowledge of the so called “digital hub”. The analysis utilizes primarily organizational theory and secondary institutional theory as theoretical frameworks. More specifically theories about organizational inertia, organizational agility, mimetic isomorphy and elasticity. Organizational theory is used mainly to see how fast BiM was able to respond to the crisis, and to what extent the changes made, with digital and digital transformation in mind, can persist after the crisis. Institutional theory is used mainly to view BiM in a larger, institutional field. The main findings of the study show that BiM had sufficient prerequisites to handle the initial situation reasonably well. Digital maturity was already developed to an acceptable level. Initial anxiety, however, led to widespread sick leaves, and a reactive phase. One major reason to the anxiety was insufficient crisis plans. The utilization of risk and impact assessments covered up for this, and as anxiety decreased more proactive and agile adjustments started emerging. Digitalization played a major part in this, and was used as well internally, as externally. Internally primarily through communication and meetings. Externally through communication, but also through digital substitutes to regular activities such as book circles. The so called “digital hub” was instrumental to maintain functioning library services. This is a two years master’s thesis in Library and Information Science.

Trata do levantamento de temas para a formação de uma agenda pública para as bibliotecas universitárias federais brasileiras, no que concerne ao atendimento das necessidades informacionais da pós-graduação e da pesquisa. Utilizou-se por método a revisão bibliográfica do tema das políticas públicas para as bibliotecas universitárias, recuperando a visão dos bibliotecários e a dos pesquisadores sobre estas no prisma abordado, e também um estudo investigativo que teve por subdivisão as áreas de fontes de informação e seu acesso, atendimento da biblioteca, planejamento e ação da biblioteca e formação de agenda. Os participantes da pesquisa foram alunos, professores e bibliotecários de três áreas do conhecimento e de dez universidades federais mineiras. Foram identificados e analisados os principais problemas que a biblioteca universitária sofre atualmente para atender a pósgraduação e a pesquisa e se construiu uma proposta de agenda baseada nesse panorama. Mapearam-se como possíveis ações para minorar a problemática, com alguns indicativos de sua efetivação, a capacitação dos bibliotecários, a constituição de infraestrutura para construção de repositórios institucionais acadêmicos, a elaboração de critérios para avaliação de bibliotecas acadêmicas, o desenvolvimento de coleções para pesquisa e pós-graduação, o planejamento de serviços, a capacitação de usuários, o registro de políticas da biblioteca e meios de quantificação de seus efeitos.
This survey of the themes for the formation of a public agenda for brazilian federal university libraries in regard to meeting the information needs of graduate studies and research. Method was used by the bibliographic review of public policies for university libraries, recovering the vision of librarians and researchers on these approached the prism, and also had an investigative study by subdividing the areas of information sources and their access, call the library, planning and action library and training agenda. Survey participants were students, teachers and librarians three knowledge areas and ten mining federal universities. Were identified and analyzed the main problems that the university library currently suffer to meet the postgraduate and research and built a proposed schedule based on these figures. Is mapped as possible actions to alleviate the problem, with some indications of its effectiveness, the training of librarians, the creation of infrastructure for construction of academic institutional repositories, the development of criteria for evaluating academic libraries, collection development for research and graduate, planning services, user training, registration of library policies and means of quantifying their effects.

Public libraries are the public access institutions, which always face lots of different risks that arose from the social environment. As the uncertain factors have been rising, which made the society became more complicated, and increased the probability of crises, it also caused the ordeals and challenges for organizations and individuals. Public libraries are the community information centers for the whole people, undertaking the mission of preserving culture and promoting education, which also have the responsibilities to ensure and provide a safe environment for the readers. Therefore, how to deal with the crisis and emergency situations, revealed the importance of the crisis management for each library. The purpose of this thesis was to investigate the general situation of the human-induced crisis which occurred on the public libraries in Taiwan, and also expected to combine the theory and practical needs. The result of this study would provide a reference model of crisis management for the public libraries. In addition, it could also give suggestions for on-the-job training and curriculum development to the Library Association and the schools of Library and Information Science. This thesis applied a questionnaire investigation associated with the in-depth interview approach. The interviewers included library directors and decision supervisors of the public libraries. This study further expected to gather the attitude, experience, crisis management plan, related strategies, and the comments from the administers in the public libraries. The findings of this thesis are as follows: (1) both the characteristics of the readers and librarians were different, and both of their consciousnesses of crisis were not enough. Furthermore, the nature of the public libraries service, the inappropriate facilities, and management strategies also became the related factors of the human-induced crisis of the public libraries. (2) The administrators of public libraries in Taiwan need to be conscious about crisis. (3) Only a minority of the public libraries in Taiwan had drawn up the crisis management plan, and the implementation of the training courses and costumer charters also couldn’t fully accomplish the purposes desired. (4) The public libraries in Taiwan paid much attention on the crisis handling, but usually neglected both the detection and prevention works of the crisis, which also lowered the whole efficiency of the crisis management plan. (5) The main difficulties and obstacles confronted with the public libraries were: (i) Lack of sufficient funds and human resources. (ii) Lack of sufficient crisis management training courses and related experience. (iii) For a long time, the position of the librarian of public libraries in Taiwan was instable. The staffs turn over also made the crisis management training courses not easy to conduct, either of the impartation of related experiences. (iv) As the sense of the public rights had increased recently, the abusive complain also brought serious stress and anxiety to public libraries. (v) Public libraries were a part of social education institutions, based on their service and education standpoint, which always brought conflicts when they enforced the rules and laws. The suggestions included: (1) The government and the chief administers of the public libraries should provide supports and funds to all public libraries, and must take the security issue into account of the library laws and operational standard as soon as possible. Thus, related units must help the public libraries to share experience and form cooperative partnership. (2) The public libraries should review their current crisis management strategies, and make an appropriate revision and augment. Moreover, the public libraries also need to put the trainings into effect, and must enhance the consciousness of crisis for each staff. (3) Both of the association of library and schools of library and information science should try to put the crisis management issues into the library management curriculum to fulfill the practical need of the public libraries, and reinforcing the crisis management knowledge and capacity for the librarians.

The role and function of the public libraries in Taiwan are studied by using historical research and the view of hermeneutics. The collected government documents are analyzed to explain the stand of law makers and the government. According to the results from this research, the public libraries have two main functions, culture and social education, which are proposed by the government. For social education function, public library must participate in culture growing and achieve the goal of building a society of book-cherishing. The entertainment and information providing functions of public libraries are not mentioned in the law, regulations, and official documents until 1980s. Several government documents are performed on the nebulous document- collecting function that is being mentioned frequently in official documents, the unclear content and object in the function of social education, the relation between social customs and public libraries, the ignored function of entertainment and information providing, and the confused parts of community culture center and public libraries. This research suggests the government must reconsider the job contents and objects of public libraries in legislating related regulations. Let the public libraries act as its original character, a social service unit. The government should consider the requests from the populaces and make more efforts to distinguish the relations between community culture center and public libraries. In addition, public libraries might technically adjust its service contents in social education before its position being made clear in related regulations. Organization like the ibrary committee should implement its inspection function on public libraries.

The concept of Corporate Social Responsibility (CSR) in Small to Medium Enterprises (SMEs) has been significantly drawing global attention for the past decade. The solving of social, political and economic problems now fully requires the involvement of both the public and private sectors, particularly in the context of developing countries. In Zimbabwe, CSR has mainly been the responsibility of large firms, NGOs and the government. Little has been done to encourage SMEs to take initiative and responsibility on CSR matters, although these SMEs constitute about ninety percent of all economic activities in Zimbabwe. For CSR to be implemented, there is need for access to information. Public libraries are one of the major focal points in the provision of information. These public libraries have vast potential to support CSR initiatives and are capable of partnering with various organisations from different sectors as well. However, when it comes to visibility on CSR, public libraries in Zimbabwe and in other developing countries are almost non-existent. The aim of this study was to investigate the role that public libraries play in promoting CSR to SMEs in Zimbabwe as a means of contributing in shaping policies which ensure that public libraries are more relevant in society through their support of, as well as their involvement in sustainable developmental issues. In order to attain this, the study adopted the interpretive paradigm and the qualitative approach. In addition, the case study design was used, allowing the researcher to obtain detailed information about the Harare City Library in relation to the promotion of CSR to SMEs. The target population for this study included librarians at public libraries in Zimbabwe and the owners or managers of formally registered SMEs in the country. The study revealed that a great number of SMEs have limited knowledge about CSR and do not engage in it. SMEs consider CSR to be mainly philanthropic in nature, as their knowledge does not extend to include other important aspects of the concept. In addition, public libraries are not the major source of CSR information provision to SMEs, although a fair number of SMEs believe that they should be at the forefront. The study recommends that public libraries should reach out to SMEs to promote CSR to them, in addition to marketing the library’s own information resources and services. Public libraries need also to establish strategic alliances with relevant stakeholders as a means of encouraging SMEs to engage in CSR initiatives.

The purpose of the research was to recommend a model for strategic human resource management through an effective staff performance appraisal system in Botswana public libraries. Performance appraisal is not a new concept; however the evolution of performance appraisal tools and techniques has been slow compared to that of other management fields. This discrepancy is now being realised; organisations are starting to acknowledge the importance of comprehensive, regular appraisal of staff as part of an effective human resource management policy. Human resources are a scarce and valuable tool in any organisation and it is mainly through performance appraisal that they can be developed and maintained, to ensure organisational success. The theory underlying strategic human resource management and performance management has been studied. Empirical research through a questionnaire was carried out in 23 public libraries. From these it was possible to develop a model entitled "A recommended strategic human resource management model". From empirical investigation the main critical qualities for efficient public library services were revealed as enthusiasm; positive attitude; innovative thinking; capability and commitment; critical competencies as expertise; team-building; and leadership; critical external factors as external environment; global competition; shrinking budget; changing library customers and employees' needs and information technology; strategic management issues organisational culture; transformational leadership; employee recognition and reward systems; performance measurement system; productivity improvement; and customer orientation; critical staff issues as sense of purpose and achievement; feeling of self-worth; job-security; recognition; status; career development; and salary; motivational factors as effective communication; job satisfaction; delegation of authority; clear job description; performance feedback; conducive working environment; human resource strategy issues as motivation building among staff;continuous education and development; generating competitive advantage through human resources; and alignment of human resource strategy with strategic management plan. The study recommends a strategic human resource management model for libraries along with: conducive working environment; adequate IT infrastructure to store, organise and retrieve information; staff training for excellent customer service; objective, reward based staff appraisal; performance feedback; performance appraisal should be aligned with staff selection, library mission, staff motivation and promotion in order to use it strategically; and human resource strategy should be developed immediately.

This study investigated the users‟ perspective of the role played by public libraries in bridging the digital divide in the rural-urban communities with specific reference to Ngaka Modiri Molema District libraries, in the North-West Province, South Africa. The research methodology utilized in this study is a descriptive survey in design and quantitative in nature, through a questionnaire as a data collection tool, distributed to hundred (100) library users selected through quota, convenience and accidental sampling methods. Twenty (20) library users belonging to each of the five public libraries in the district participated in the study. It is revealed that public libraries in the Ngaka Modiri Molema District are playing a significant and crucial role in bridging the digital divide. This is due to the fact that the library users have indicated that they are able to conduct research, send and receive e-mails; they are able to type their personal and academic documents and even play computer games with the library computers and the internet. Based on these findings, this study recommends that district municipalities and the provincial government should continue to provide the public libraries with computers connected to the internet to all the libraries in Ngaka Modiri Molema District and to train the public librarians to be able to impart computer skills to the communities. Public librarians should also initiate computer orientation courses to provide basic skills to those who are computer illiterate in the communities.

Small-scale Business Enterprises (SBEs) lack proper mechanisms for supporting the provision and access to business information that can nurture their development in Kenya. This study investigated the role that public libraries could play in supporting the development of SBEs in Meru County with a view to developing a model that would enable public libraries to effectively support the development of SBEs. The study used the pragmatic paradigm to explore the identified phenomena. It applied the mixed methods approach and survey research design; collected data from 355 SBEs, 21 staff from three public libraries and two staff from the enterprise development unit of Meru County. Data was collected using questionnaires, interviews and document analysis. The response rate was 83.4% and 95% for SBEs and public library staff respectively. The descriptive and inferential statistics were used with the help of SPSS and Excel. Thematic analysis was applied on qualitative data. The study found that the factors that influence the development of SBEs are anchored in the environmental, cultural and personality factors of SBEs. SBEs have a myriad of business information needs which are sector-specific and cut across all the stages of business development. To fulfil these needs, most SBEs consult informal information sources and places. Technology-related tools were a popular means of accessing business information. Public libraries were poorly stocked with business information sources while business information services were in a desolate state. The study concludes that public libraries have facilitative and functional roles of providing business information solutions to SBEs by collaborating with like- minded stakeholders. The availability and accessibility of business information sources and services at public libraries is critical in addressing the information needs of SBEs. The study recommends repositioning of public libraries as business community development centres by providing value-based information sources and services. Public libraries need to revise their collection development policy, increase budget allocation, establish business information centres, seek partnerships, improve ICT facilities, ensure adequate staffing, engage business services librarians, open more libraries and widen their business outreach activities for effective support of SBEs. Policy framework and support systems for symmetrical access to business information, and entrepreneurial training for SBEs and for public library staff are needed. The proposed model of public library’s support for the development of SBEs is valuable and contribute to knowledge in business development.

Research on IL in academic and school libraries has gained momentum in the field of Information Science where as little has been documented concerning public libraries and IL. This therefore calls for more research on IL in public libraries. Public libraries serve a wide and diverse community of which students are a part. In instances where school libraries are either non-existent or not developed, students seek assistance from the public library within their community. This study sought to investigate the role of public libraries in enhancing the ILS of senior secondary school students in the Central District in Botswana. The fact that school libraries in Botswana are underdeveloped to produce competent and confident students equipped with ILS that could be used in the work environment and continuous lifelong learning, motivated the study. A concern that there exists a gap in research concerning public libraries and IL within the Botswana context necessitated this study. The study used a survey research design where both quantitative and qualitative research approaches were adopted. This involved the collection and analysis of quantitative and qualitative data. The purpose of a mixed methods approach was based on the idea that qualitative results could assist in explaining and interpreting the findings of a quantitative study. Data collection involved three sets of closed ended questionnaires and observations in all schools and public libraries. The population of the study consisted of public librarians, teacher librarians and students. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) to generate statistics. The findings of the study revealed that the public libraries in the Central District in Botswana are above average in terms of materials and use. It brought to light that senior secondary schoolstudents use the public libraries for school purposes and get assistance when they seek for it. Public librarians do not have special classes aimed at enhancing the ILS of students. The public libraries offer IL in the form of computer training, they do this as, and when students register, just like the other members of the community. The library’s contribution to enhancement of the students’ ILS, (study skills, reading skills and use of reference works) is somewhat limited. Limited resources, lack of reading culture, low budgets, and lack of support from government negatively challenge the full potential impact of IL enhancement.

This study investigates the history of the phenomenon illiteracy and the response of the public library in selected countries for about one hundred and fifty years with particular focus on the Republic of south Africa. The influence that this manifestation has on the individual Black urban adult, the society in which the illiterate adult lives and the economy of the country are sharply focused. The principal argument is that public libraries have historically adapted their services to meet new social challenges, and in South Africa illiteracy among Black urban adults constitutes such a challenge. As an extension of its traditional educational function, the public library is beginning to meet this challenge in the role of literacy support. The reasons for the high illiteracy rate among the Black adult urban population are discussed in their historical context. As far as the methodology is concerned, extensive literature studies were undertaken on international as well as local data bases. Correspondence was entered into with overseas research institutes, academics and consultants. Interviews were conducted to ascertain the most recent developments relating to the literacy problem in a well-defined geographical region. Conclusions are made to the effect that there is a historical imperative for the South African public library system to fully discharge its responsibility to Black South Africans. In order to achieve this the public library in South Africa should re-examine, re-interpret and extend its educational function to include the challenge of the role of literacy support. It is further reconunended that the Provincial Library services in south Africa should coordinate disparate efforts and activities in this regard. The marketing of the public library has become more important in the prevailing economic climate. If the public library wishes to remain an indispensable social institution in the lives of the citizens of South Africa and specifically if it takes the role of literacy support seriously, it will of necessity have to market its services. Other organizational implications for public libraries of this new challenge of literacy support are spelled out clearly and areas requiring further research are indicated.

This study investigates information inequality and poverty in the province of KwaZulu-Natal in South Africa. Its purpose is to explore and elucidate strategies for public libraries to support the alleviation of this type of inequality and poverty within their communities. In Chapters 1 and 2, in-depth discussions of information inequality and poverty are presented. An historical perspective of libraries in South Africa is presented in Chapter 3. The theoretical framework used for this study is explained in Chapter 4. This research is based mainly on the critical theories of Pierre Bourdieu, Paolo Freire, Martha Nussbaum, and Shiraz Durrani. In addition, a new integrative approach to information inequality and poverty based on this critical theoretical framework is presented. Chapter 5 will explain the qualitative research design and methodology of this study. A rationale for choosing to conduct two case studies is provided. The choice of constructivist, critical paradigms are explained as is the decision to use a quantitative survey to supplement the design. In Chapter 6, uMhlathuze municipality and the case study libraries is discussed in depth. The findings of the data collection are presented, collated under five main themes based on the main research questions. Chapter 7 interprets and discusses the research findings in three primary analytic categories. An explanation of the steps to apply the new integrative approach to information inequality and poverty is provided. Final conclusions for addressing the problem is presented in Chapter 8 along with recommendations for libraries wishing to alleviate information inequality and poverty.

The public ownership of Caixa Geral de Depósitos (CGD), the biggest Portuguese commercial bank, has been a topic of controversy in the last 20 years. While public ownership is sometimes presented as both a source of competitive distortions in the banking industry and an instrument for the promotion of specific interest groups, its stabilizing role during the recent period of financial distress is hardly debatable. This dissertation intends to discuss the role of CGD as a State-owned bank in the context of the recent financial and economic crisis (2007-2011) by comparing its lending practices with the ones followed by private banks in Portugal. Evidence suggests that CGD played a counter cyclical role in the Portuguese economy by increasing its lending activity between 2007 and 2011, whereas all other private banks decreased their credit supply. Although Caixa might have benefited from special financing conditions from 2007 to 2009, after that moment the increase in Caixa‟s activity was mainly due to state capital injections. Therefore, the increase in CGD credit amounts during the period of crisis may reflect Caixa‟s political orientation towards other goals rather than profitability, such as the aggregate economic activity.
O debate, académico e político, em torno da existência de bancos públicos tem sido, ao longo dos anos, envolto em considerável controvérsia. Tal debate insere-se no âmbito de uma outra discussão, mais geral, sobre a intervenção do Estado na economia e, em particular, nos sistema financeiros. Apesar da controvérsia, o consenso estabelecido a partir dos anos 70 parece ter privilegiado a perspectiva mais “liberal”, que encara a actuação dos bancos públicos (e da intervenção do Estado) enquanto fonte de ineficiência e de distorção das regras concorrenciais do mercado livre. A recente crise financeira, que teve início em 2007 e que perdura até hoje, contribuiu, de certa forma, para uma alteração deste consenso, criando as condições para uma nova discussão acerca da pertinência da existência de bancos públicos. O principal argumento, apresentando por aqueles que defendem a criação e manutenção da propriedade pública de determinados bancos, prende-se, sobretudo, com o papel contra-cíclico que os bancos públicos podem desempenhar em períodos de crises financeiras e económicas. Perante uma crise de confiança generalizada nos mercados financeiros internacionais, as instituições financeiras tenderão a restringir a oferta de crédito (e outros activos líquidos) nos mercados, contribuindo para uma diminuição drástica da liquidez disponível. A sua própria preferência pela liquidez poderá assim conduzir a uma crise de liquidez nos mercados financeiros, limitando os recursos disponíveis que permitem o financiamento da actividade bancária. A preferência pela liquidez por parte de cada banco individual, em conjunto com a dificuldade em obter recursos nos mercados financeiros (devido à preferência pela liquidez das restantes instituições) conduzirá assim a uma diminuição do crédito disponível na economia, com graves consequências para o investimento, a actividade económica e o emprego. Desta forma, a existência de um Banco Público que, por decisão política, contrarie a sua própria preferência pela liquidez e aumente a oferta de crédito, quer a outras instituições financeiras, quer a empresas e famílias, poderá contribuir para amortecer os efeitos da crise financeira e económica. Esta actuação só é possível porque, ao contrário dos bancos privados, a natureza dos bancos públicos permite a internalização, não só de objectivos individuais – como o lucro –, mas também dos resultados agregados da actividade bancária – os níveis de emprego ou de crescimento económico.Por outro lado, os argumentos contra a existência e actuação dos bancos públicos centram-se em dois pontos principais. O primeiro diz respeito à ineficiente alocação de recursos que resultará, necessariamente, de uma intervenção do Estado no sistema financeiro (por via da alteração dos preços de equilíbrio). O segundo prende-se com a inevitável “partidarização” que resulta do controlo governamental sobre instituições de mercado. No caso de um banco público, seria de esperar então que o crédito concedido obedecesse a lógicas, outras, que não a rentabilidade e eficiência dos investimentos, como a corrupção ou a protecção política de determinados interesses económicos. A presente dissertação propõem-se a revisitar os argumentos a favor e contra a existência de bancos públicos, a partir do papel desempenhado pela Caixa Geral de Depósitos (CGD), o banco totalmente detido pelo Estado Português, na recente crise. A questão à qual se pretende dar resposta é, desta forma, a seguinte: “Teve, a CGD, através da sua politica de crédito, um papel contra-cíclico na economia portuguesa durante a recente crise financeira e económica?” Para avaliar o papel desempenhado pela Caixa, analisar-se-ão os dados disponíveis respeitantes à oferta de crédito dos cinco principais bancos a operar em Portugal – CGD, Millenium BCP, Banco Espírito Santo, Banco Português de Investimento e Banco Santander Totta – no sentido de confirmar ou infirmar a principal hipótese de partida: a de que a Caixa Geral de Depósitos, ao contrário dos bancos privados, manteve (ou aumentou) o nível financiamento à economia (famílias e empresas) durante a crise. A análise dos dados disponíveis permite confirmar esta hipótese. De facto, a CGD foi o único banco, entre as cinco instituições em análise, a aumentar o montante total de crédito concedido no período entre 2007 e 2011. A presente dissertação está dividida em três partes principais. A primeira parte aborda os principais debates teóricos em torno da intervenção do Estado na economia, a partir de três perspectivas: (i) a perspectiva neoclássica, centrada nos modelos de repressão financeira de Shaw (1973) e Mckinnon (1973) e na Hipótese dos Mercados Eficientes desenvolvida por Fama (1965); (ii) a perspectiva neo-keynesiana das “falhas de mercado”, baseada no trabalho desenvolvido por Stiglitz (1994); (iii) a perspectiva pós-keynesiana, centrada nos trabalhos de Keynes (2008), Minsky (1982, 1992) e Hermann (2000). A parte I inclui ainda a discussão das principais referências bibliográficas em torno da questão da existência de bancos públicos, bem como os principais estudos empíricos sobre o tema. A segunda parte respeita à análise empírica do papel da Caixa Geral de Depósitos na recente crise e está dividida em seis secções. A primeira secção introduz; a segunda procura abordar os principais aspectos metodológicos e caracterizar brevemente o sistema bancário português; a terceira analisa os efeitos da crise financeira no mercado de crédito em Portugal, de forma a determinar se 1) se verificou de facto uma diminuição do crédito à economia, e 2) se essa diminuição no crédito se deve a factores do lado da procura ou da oferta de crédito; a quarta secção analisa as políticas de crédito dos cinco principais bancos a operar em Portugal, com o objectivo de identificar diferenças nos padrões de crédito da Caixa Geral de Depósitos em relação aos restantes bancos privados; a quinta secção analisa as principais variáveis do balanço dos bancos em estudo no sentido de concluir sobre as razões, de ordem financeira ou outra, que justificam o comportamento diferenciado da CGD no que diz respeito à política de crédito; a sexta e última secção da segunda parte resume as principais evidências empíricas. This project investigates how rhetorical texts influenced the witch trials that were held in Salem in 1691-1692, how rhetoric shaped the response to this event, and how rhetorical artifacts in the twentieth and twenty first centuries have shaped American public memory of the Salem witchcraft crisis. My analysis draws from three different chronological and rhetorical viewpoints. In Chapter II, I build upon work done by scholars such as McGee, White, and Charland in the area of constitutive rhetoric to address the question of how the witchcraft crisis was initiated and fueled rhetorically. Then, as my examination shifts to the rhetorical artifacts constructed immediately after the trials in Chapter III, I rely on the tradition of apologia, rooted in the ancient Greek understanding of stasis theory to understand how rhetorical elements were utilized by influential rhetors to craft a variety of different explanations for the crisis. And finally in Chapter IV, I draw from individuals such as Halbwachs, Kammen, Zelizer, and Bodnar, working in the cross-disciplinary field of public memory, to respond to the questions of how we remember the trials today and what impact these memories have on our understanding of the themes of witchcraft and witch hunting in contemporary American society. Therefore, this project uses the lens of rhetorical analysis to provide a method for examining and understanding how individuals, both in the seventeenth century and today, have engaged in the act of updating their reflections about this facet of American history.

The purpose of this research project was to investigate the role of the publishing industry in supporting and promoting isiZulu fiction in South Africa. The research first highlighted the contribution made by the missionaries in the 19th century in publishing literature in indigenous languages in general and in isiZulu fiction in particular. This aspect followed by a discussion of the impact of apartheid’s publishing policies on literature in indigenous African languages. This section then followed by the discussion of the strategies and initiatives that have been introduced in order to preserve and promote this literary tradition in the post-apartheid period. This research assessed OUPSA’s book chain process in order to investigate how the book industry contributes to the post-1994 initiatives of promoting creative writing in indigenous languages. It argued that book publishing is not the end of the book provision process, instead marketing and distribution chain, selection of fiction in schools and libraries, lack of experience of librarians, shortage of African languages fiction and financial resources in libraries as well as inconclusiveness of government policies play a huge role in the distribution process of isiZulu fiction which is pivotal to the sustainable existence of a publishing industry. In this research project, different aspects of the book chain process were investigated, such as: publishing and distribution, schools and public libraries, schools and education and literacy level to find out the link between publishing and libraries and schools. It is hoped that the findings of the investigation identified the significant inhibiting factors which may prevent the provision of isiZulu fiction books to libraries and schools that may have been caused by the methods in which books were commissioned, marketing strategies and implementation of the language policy, especially as to how it affects the promotion and rejuvenation of literatures in African languages.

Diploma thesis abstract Diploma thesis "The Administration of State Material Reserves - Roles and Competences in the Public Sector" deals with this central government body in structure of the Czech public administration and security system. The first part of diploma thesis describes responsibility of the Administration of State Material Reserves and its transformation in regard of legal and security threats changes. This central government body is responsible for economic measures in crisis situations, state material reserves and oil security. Activities of the Administration of State Material Reserves are financed from public sources and diploma thesis deals with role of this government body in budget process. The Administration of State Material Reserves is compared with analogous institution in Slovakia and Poland. The second, analytical part deals with management conceptions, plans and methodologies of the Administration of State Material Reserves. In diploma thesis is evaluated Act No. 97/1993 on competence of the Administration of State Material Reserves. The influence of main actors is analysed too. Political and educational role of public libraries in the 50 and 60 years in Ostrava region The thesis is focused on cultural politics of the communist regime in the 50s and 60s of the 20th century in relation to public libraries. Based on archival materials the main attention is paid to the situation in the Ostrava region Cultural policy was aimed in two directions. First through repression, when citizens were banned from access to ideas and works that the regime considered as harmful or objectionable. This activity was implemented by censorship of printed materials, sorting of collections and persecution of opponents. Second way to filling the gaps after undesirable denied authors by pro-regime publications, written in the style of socialist realism. Public libraries were using different sorts of methods how to bring readers to this new literature and how to bring them up to be loyal and conscious builders of socialism - e.g. discussions and reader's conferences, literature contests and polls, Fucik's badge, Month of books and so on. The focus is also on libraries promotion of actions and activities supporting the policy of the Party and the government, such as celebrations of party anniversary, recruitment in mining, atheistic education of readers etc.

A crise económica e financeira que atualmente se vive a nível mundial tornou-se mais visível a partir de 2007 com o colapso do Lehman Brothers Holdings Inc. Portugal foi um dos países mais afetados uma vez que a economia portuguesa está dependente do exterior para financiamento. Consequentemente, vivemos numa época de fortes constrangimentos orçamentais, de vigorosa concorrência dos mercados e dos organismos entre si, empolada pela consolidação do pensamento neoliberal que deu origem ao aparecimento de uma nova filosofia de governança pública, a filosofia New Public Management (NPM) ou Nova Gestão da “coisa” pública. Neste contexto, a exigência da constante procura de vantagens competitivas impõe que as organizações públicas assumam uma postura dinâmica e flexível na procura de novas soluções para a sua sustentabilidade, sem desvirtuar a sua natureza e missão. Neste campo, também as bibliotecas do ensino superior deverão contribuir ativamente para a sustentabilidade financeira das instituições onde estão inseridas. Com esse objetivo, neste trabalho académico apresenta-se a proposta da criação de um serviço para empresas, a desenvolver pelas Bibliotecas do Politécnico de Leiria. Esta ideia ganhou relevância uma vez que o distrito de Leiria possui uma estrutura económica, industrial e empresarial de grande projeção e entre esta e o Instituto têm-se estabelecido protocolos de cooperação que visam, entre outros aspetos, a transferência mútua de conhecimento. A partir de um guião, realizaram-se 10 entrevistas semiestruturadas a gestores de topo ou responsáveis pela gestão inovação em produtos e/ou processos de empresas das áreas da fabricação de moldes metálicos e fabricação de outros artigos plásticos, n.e., patentes na publicação 250 maiores empresas do distrito de Leiria relativa a 2016, da responsabilidade do Jornal de Leiria.
The economic and financial crisis that we are globally experiencing emerged in 2007 with the collapse of Lehman Brothers Holdings Inc. Portugal was one of the most affected countries, as the Portuguese economy is significantly dependent on external financing. Consequently, we are living in a time of strong budgetary constraints and vigorous competition between markets and organisms themselves, impelled by the consolidation of neoliberal thinking that gave rise to a new philosophy of public governance, the New Public Management (NPM) philosophy, or New Management of the public affairs. Within this context, the constant quest for competitive advantages demands public organizations to adopt a dynamic and flexible stance in searching new solutions contributing to their sustainability, without detracting from their nature and mission. In this context, higher education libraries should also contribute in an active manner to the financial sustainability of the institutions to which they belong. With this objective, a proposal for the creation of a service oriented for private companies is presented, to be developed by the Libraries of the Polytechnic of Leiria. This idea gained special relevance as the district of Leiria holds an important economic, industrial and business structure, with which the Instituto Politécnico de Leiria has developed and established cooperation ties and protocols aiming to, among other aspects, the mutual transfer of knowledge. Starting from a script, 10 semi-structured interviews were conducted with either top managers or management level persons in charge of products and / or processes innovations. This work focused on companies working in the area of plastics and injection tooling for plastics industry, listed in the 2016 ranking of the 250 largest companies of the district of Leiria in 2016, compiled and published by Jornal de Leiria.

(in English): The thesis describes the current economic crisis, to which the Government responded by a set of restrictive measures of public finance. The main attention is paid to the research whether the current financial crisis and government austerity measures influenced the activities of the regional libraries in the Czech Republic and whether they compromised the quality of services provided to the public. The introductory chapter briefly describes the activities of the regional libraries, the most important legislative documents, defines standards of public information services and the development concept. The next chapter is focused on the theoretical definition of the financial crisis and its typology, summarizes its reasons and its historical context.
