Although there are several robust leader development programs in the U.S. Army, no standardized access to leader development is provided to all service members at the start of their career. Forty-four percent of the Department of Defense (DoD) active duty personnel are 25 years of age or less. Despite this known experience gap, there is a shortfall in policy that ensures standardized access to leader development during this foundational period. The purpose of this phenomenological study was to explore the experiences of service members who participated in the United States Army Pacific's Regional Leader Development Program-Pacific (RLDP-P) to inform DoD policy on leader development. The RLDP-P and its unique participant composition provided the conceptual framework and transformational leadership provided the theoretical framework for this study. Semistructured interviews of 16 RLDP-P participants were used to identify scalable and feasible elements of the program that positively impacted the service members' professional goals. Data were analyzed using inductive coding to identify the study's major themes. This study's central research question addressed the RLDP-P's impact on the participants' professional goals. The findings revealed the program inspired participants to create or refine their professional goals, increased their desire for self-development, and motivated them to develop others. Policy recommendations to the DoD for future leader development programs include diversity of mentor engagements in a small group environment and exposure to professional broadening opportunities. These findings will inform future DoD policy on standardized access to leader development from the start of service members' careers.

Research and literature on teaching adults primarily discusses longer courses within the sphere of formal education, that is formal tertiary education and non-formal education (typically work-place or work-related learning). While both these fields provide a rich source of general information, it is difficult to find research texts that specifically deal with teaching adults in a seminar environment, that is, a planned, one-off learning event ranging in length from three hours to two days. While some research has focused on Thai culture in general and the nature of Thai university teaching in particular, very little has been published concerning the teaching of Thai adults, whether in a formal setting such as a university or college, or in a non-formal, work-place or work-related setting. This research reflects an effort to compensate for this pronounced lack of research in teaching adults in a short course environment and the paucity of research on teaching Thai adults. Using a case-study method, fifteen Western or Western-educated Thai trainers in the Thai short-course market were interviewed to determine the characteristics of an effective short-course trainer instructing courses in English. Based on a semi-structured interview format, with questions framed from the literature review, eight key characteristics were determined that reflect the qualities of an effective trainer in the Thai market. Centered on the vital role played by trainers' knowledge of the participants and their culture, the characteristics identified by the research highlight the need to foreground key aspects of participant culture when planning and presenting a short course in the Thai business community. While content expertise and teaching skills remain important, the key to effectiveness lies in acquiring and skillfully applying a knowledge of participants that goes beyond needs analysis to include a generic knowledge of the social norms that identify Thais as a cultural group throughout the training process. The eight characteristics are discussed in detail, and while some aspects of these are consistent with the conventional wisdom discussed in the literature review, most arose from the analyses of comments provided by the interviewees. This discussion leads into a number of recommendations for new trainers in this market and concludes with insights into further areas of study that could prove useful in Thai and other cultures, and for educators involved in short- or long-course events.

The purpose of this study was to identify factors that contribute to the differences in teachers' and principals' perceptions of the principal's leader behavior. Data were collected from a systematically selected sample of principals in the 19,046 public high schools in the database of a commercial school mailing list company. Survey packets were sent to the principals. One hundred sixteen survey packets were returned with 106 being usable. Principals completed Part I of a questionnaire designed to measure the principal's perceptions of his or her own leader behaviors. Each principal was asked to purposely select six teachers"one in English, math, science, social studies, vocational education, and special education"and have them complete a questionnaire to measure the teachers' perceptions of the principal's leader behavior. The criterion variables were determined by subtracting the mean teachers' response from the principal's response on each item for each school. The mean teachers' responses on Part II of the questionnaire served as measures of the predictor variables. Principal components analyses were conducted to reduce the data and create meaningful scales. The data were then statistically treated three different ways: (1) by identifying the criterion variables using the difference scores, (2) by identifying the criterion variables using the difference scores when principals' responses only from the questionnaires were used, and (3) by identifying the criterion variables using the difference scores when teachers' responses only from the questionnaires were used. Predictor variables were the principal's modeling of ideal behavior, the principal's skill in teacher evaluation, the teachers' overall awareness of the school, the teachers' perceptions of discipline procedures, and the demographic categories of principal's and teachers' experience, principal's gender, school size, and school type. Multiple regression analyses were used to determine relationships between the criterion and predictor variables. Principals' modeling of ideal behavior was a significant predictor of every criterion variable in every model. Principals' skill in teacher evaluation was a significant predictor of the principal's quality of communication in every model. School awareness, discipline procedures, and demographic variables were not significant predictors of the criterion variables.

This thesis considers the evolution of narrative art in Judaism and early Christianity, and deals in particular with narrative figure scenes in which Moses is the principal figure. Current theories, espoused by the late Kurt Weitzmann, posit the existence of a Jewish illustrated manuscript tradition dating back to the Hellenistic period, which could have been the source for Old Testament scenes in art. In the light of these proposals and taking into account more recent narrative theory, this study of early Moses scenes in art takes up the suggestion that a large range of visual narrative scenes, closely following a given text and with a tendency for these scenes to be arranged in narrative sequence, might indicate the presence of a lost illustrated manuscript which artists are using as their model. Stories about Moses originate from within Judaism, and are mentioned also in Christian texts for the first three centuries AD, when Moses is regarded as the forerunner of Christ. While earlier Jewish art largely conformed to the proscription against figural art, narrative figure scenes illustrating Old Testament stories are known from the late second century AD. In the synagogue at Dura Europos (AD c.250), the range of biblical imagery includes five or six scenes illustrating stories from Exodus and Numbers, although Weitzmann�s criteria are only partially fulfilled. During the third century AD, when the earliest Christian art is found, Christians use Old Testament imagery as well, including a cycle of scenes illustrating the story of Jonah. The decoration in the baptistery in the Christian house at Dura, like that in the synagogue there, shows some interest in visual narrative, although in this case no Moses scenes are involved. At this time there is only one Moses story certainly illustrated in Christian art, The miracle of the spring (based on Exodus 17), which occurs in funerary art in Rome. The iconography for this scene is used "emblematically" to promote ideas rather than stories about Moses. If at this time Christian artists know of a narrative cycle involving Moses, they show very little interest in reflecting this.

Women leaders are grossly underrepresented in police and Army organizations and relevant research suggests that women face the most significant challenges in reaching leadership positions in male dominant organizations. Although there have been recent policy changes to increase opportunities for women in police and Army organizations, women are still barely represented in senior command and primary staff positions in police and Army organizations. When women are underrepresented, particularly at the most senior ranks, there are implications regarding cultural, structural, and attitudinal challenges that simply should not still exist in these organizations. Using qualitative methods, this study examined the experiences of women leaders, specifically senior leaders, in selected police departments and representative Army commands and staff support agencies. Specifically, the study explored the characteristics of effective women leaders to assess the perceived group affiliation of these leaders as it relates to these leadership characteristics and personal assessments of their leadership capabilities. The findings revealed that women leaders possess a multitude of characteristics that have set the conditions for them to break through the “Glass Ceiling” despite the many challenges and obstacles that exist within male dominant organizations. The findings indicate that women leaders in police and Army organizations are care-givers, selfless servants, over-achievers, and great communicators. They identify themselves by their performance and leadership acumen as opposed to their gender, race, or any other demographic descriptors. The findings also suggest that women leaders continue to be faced with challenges and obstacles that make it extremely difficult for them to become senior leaders and navigate up the chain of command within their organization, which impacts their ability to influence policy changes that could address some of these cultural, structural, and attitudinal challenges.

It has become popular for political scientists to discuss the transformation from government to governance and the networks’ greater influence on public policymaking. However, this debate lacks methodological, empirical and theoretical research about the relationship between governance networks and representative democracy. The main objective of this essay is to understand the relationship between governance networks and representative democracy through a case study of the governance network Leader Linné. The theoretical framework includes four analysis models about the relationship between governance networks and representative democracy that are analysed by five factors connected to representative democracy. Each model has a specific approach to the public policymaking in networks e. g. were the power lies, how the general interest is understood and the role of politicians. The essay is designed as a case study combined with interviews of participants from the network’s national, regional and local level. The result of the essay is that the relationship between the governance network and representative democracy is complemental, meaning that representative democracy makes the central decisions in society where secondary decisions are made through a combination of representative- and participate democracy introduced by Leader. In Leader Linné the general interest is formed at EU level and politicians have a managerial role.

Purpose: The purpose of this mixed method phenomenological study was to explore and understand the leadership preferences of millennial employees in the public sector. Leadership preferences were generally defined as the traits and behaviors supervisors possess that millennials favor in the workplace. The study was designed to explore the beliefs, attitudes, and needs current public sector millennial employees have about their supervisor or leader.

Methodology: The subjects in this study were 50 millennial employees in the human resources department of a public-sector agency in Los Angeles County, California. Subjects responded to two research instruments: (1) a 7-item survey, the LMX7 Questionnaire, utilized to examine the quality of exchange between a leader and subordinate; and (2) a 20-item survey, Kelley’s Followership Questionnaire, utilized to measure independent critical thinking and active engagement. Eight employees were selected and responded to an interview that utilized 11 semi-structured questions to assess subjects’ individual experiences of public sector millennial employees.

Findings: Examination of quantitative and qualitative data from the respondents indicated that, despite their apparent similarities, millennial employees in the public sector are unique. Second, an examination of the same data indicated that, while the benefits and stability of the public sector initially attracted millennials, the opportunity to work in an innovative department with a supervisor who acted as a change agent and listened to their ideas while providing feedback was important to them.

Conclusions and Recommendations: If the public sector is to attract, motivate, and retain millennials, leaders must adopt a positive and open attitude toward this generational group while ensuring an innovative and engaging environment. Millennials, accused of being disloyal to organizations, were more likely to remain in their public- sector positions if they felt valued. This study could be replicated longitudinally to explore the attitudes and beliefs of millennials as they age or enter another life or career stage to determine if changes could be attributed to age or life or career stage rather than tied to their specific generation.

Success of nonprofit human services organizations depends upon the ability to cultivate high quality performance among staff members. Employees of such organizations experience lower job satisfaction when managers disregard their opinions or treat them as unimportant. The purpose of this qualitative, exploratory case study was to explore employees' perspectives on the quality of their relationships with their supervisors and impacts of that perception on job performance. The central research questions regarded how employees understood those relationships and their impact on their work success. Using the framework of leader-member exchange (LMX) theory, which centers upon the employee-supervisor relationship, data were collected through interviews with 32 participants including those at a supervisory level and direct-care providers. Archival documents from 2 non-profit human service organizations that reflected upon relationships between supervisors and employees were also utilized. Using Clark and Braun's thematic analysis strategy for coding and analysis, results indicated that manager-employee relationships characterized by themes of respect, understanding, positive interactions, and open communication allowed employees to feel comfortable and valued at work, and that relationships characterized by mutual loyalty, respect, and clear, reciprocal communication were optimal for promoting job performance. This study's potential impact for positive social change includes recommendations to non-profit service organizations to develop future leadership policies and training programs to assist managers and supervisors in improving relationships with their subordinates.

This thesis is a quantitative study based on survey data aiming to record to what degree voters in Swedish national elections (1998, 2006, 2010, 2018) have voted according to preferences in party leader, party politics or both. The purpose is to measure whether or not electoral presidentialization has affected voter behaviour towards what is called (in scholarly literature) the leader effect. The findings clearly show evidence of the leader effect - that a minority of voters put their vote on a party whose leader they like but whose politics they do not agree with and on a party they do not feel convinced by. A secondary, and in the thesis fulfilled, purpose is to create a methodology designed to measure the leader effect while isolating the definition of persons affected by the leader effect to persons who only like the leader. This is in contrast to methodologies in previous research which include persons that can also like the party, as long as they like the leader more, as affected by the leader effect.

The study of leadership has been ongoing for many years. Although the characteristics of leaders seem to have remained somewhat similar over time, research has changed. Up until recently, researchers have based their research tools on a questionnaire developed by Stogdill in 1955. This study took a different approach, using Q-methodology. The objective of this study was to determine what characteristics top public relations professionals in Indiana believed were necessary to be a leader in the profession and whether education-level, experience-level, and gender played a role in their decisions.A total of 21 professionals volunteered to participate in the study. They were each asked to complete a demographic questionnaire and sort 60 leadership-based statements according to their level of agreement. The program, PQMethod was used to analyze the responses. Based on the outcomes, the respondents fell into one of two categories, Authoritarian Leaders or Democratic Leaders. After reviewing the questionnaires, it was noted that distinct demographic differences existed between the two categories. The analysis from PQMethod also revealed the most important characteristics the respondents felt are necessary to be a leader in the profession, as well as the least important characteristics.This study took a closer look at Indiana public relations professionals who held top positions within their organization. This study applied an attitudinal research approach to leadership-related concepts in the field. Although the results cannot be generalized to all leaders in the public relations industry, it does provide insight to the subject and a starting point for additional research.

Military intervention forces use a variety of techniques to achieve success in counterinsurgency operations. One technique recently put into more widespread practice by military units in Iraq and Afghanistan is key leader engagement. Key leader engagements are meetings that members of intervention forces conduct with influential people within a host-nation population capable of swaying the support of broader constituencies. The intent of these engagements is to establish functional relationships with powerful local leaders to further mission objectives.

This project is the first attempt to empirically evaluate the impact of key leader engagements as part of counterinsurgency operations. Using data from the Department of Defense's Combined Information Data Network Exchange (CIDNE) database during the military "Surge" of forces in Baghdad, Iraq, the author evaluates the impact of key leader engagements on reducing attacks against elements of the coalition military intervention force in the city. While some of the findings support practitioners' assertions about key leader engagements, others go counter to some of the prevailing assessments of key leader engagement effectiveness. First, the author finds that key leader engagements only impact levels of violence when conducted in conjunction with other intervention force operations. Second, the author found that—contrary to some practitioners' assessments that more engagements led to more successful counterinsurgency operations—large numbers key leader engagements were not always associated with a reduction in attacks. It was only those forces that appeared to use key leader engagements discriminately that observed a reduction in attacks. Third, key leader engagements involving promises were associated with an increase in attacks against the intervention force. Finally, contrary to the expectation that more frequent contact with small numbers of key leaders would reduce prejudice and strengthen cooperative relationships, frequent contact with small numbers of key leaders was associated with an increased propensity for attacks.

Based on these findings, the author recommends that the U.S. military continue its efforts to identify "best practices" for key leader engagements, refine the methods of evaluating the effectiveness of these engagements, mandate the integration of lethal and non-lethal targeting boards, and incorporate a greater analytical capability into the evaluation of persuasive operations in war.

The purpose of this life history is to describe and evaluate the public career of Dr. Maria L. Urquides, a Mexican American woman who has held a number of distinguished offices in local, state, and national education organizations, and who has distinguished herself as a productive citizen of her community for over half a century. To describe and evaluate Dr. Urquides' public career, I traced her intellectual development and ascertained the extent to which her development reflected the dominant social and intellectual climate of the past sixty years. The investigation proceeded on the basis of a three-part theoretical framework drawn from the literature of history, anthropology, and psychology. The theory included the following: (1) review of biographical studies, (2) review of cultural pluralism ideologies; and (3) interpersonal perceptual approaches to behavior. The material for the subsequent chapters which treat Maria Urquides' life come from twenty sources: (1) ten interviews I held with her in 1984-85, (2) twenty interviews held with her family, friends, and colleagues; (3) historical documents and newspaper articles, and (4) personal memorabilia. Dr. Urquides' developmental years are treated in Chapter Four, a section which contains family history and background, as well as her years of education through college. Chapter Five provides the reader with a look at Dr. Urquides as a young teacher and social advocate. Chapter Six covers the local, state, and national recognition received in part to her efforts in the passage of the Bilingual Education Act. The seventh chapter follows the untiring efforts of her continued community involvement. Among the key conclusions which emerged from this study are these: (1) that Maria had a strong "mentorship" system through her parents as well as through elementary and high school teachers; (2) that Maria retained strong cultural ties with her Hispanic background; (3) she was a truly bicultural person; (4) Maria exhibited strong coping skills. Organizational citizenship behavior (OCB) has been studied extensively in a variety of settings for the last thirty years. There has been no research, however, on OCB in the public library environment. OCB is grounded on the premise that helping others in the organization, even when such behavior is unrewarded, has a cumulative effect that is beneficial both for individual staff members and for the organization as a whole. This focus on “helpful” behaviors is especially relevant for a field such as public librarianship, given its foundation on altruistic ideals.

This dissertation begins to address the lack of research on organizational citizenship behaviors in public libraries by examining the relationship among OCB and two of its correlates: Leader-Member Exchange (LMX) and perceived supervisor support. Analysis of data reveals that OCB shows a statistically significant correlation with both LMX and perceived supervisor support, but that perceived supervisor support is a more powerful predictor of OCB in the workplace studied. One of the primary findings of this research is that institutions wishing to encourage OCB must focus not only on the citizenship behaviors of front-line staff, but also on the skills of the middle managers and other managerial leaders who directly oversee them. Immediate supervisors play a critical role in facilitating OCB by maintaining high quality exchange relationships with, and demonstrating consistent support for, their supervisees. This finding has practical importance not only for how managerial leaders should be expected to perform, but also for their hiring, training, and development.

Organizational citizenship behavior has been shown to impact positively traditional work outcomes such as effectiveness and productivity, as well as attitudinal and behavioral outcomes such as organizational commitment and engagement. This research affirms the importance of OCB as an organizational construct and highlights its potential for the public library environment. Further, it provides practical methods for fostering and maintaining a workplace culture that values and encourages citizenship behaviors. This study will be of particular interest to library administrators, human resource managers, and those in managerial leadership positions as they seek to hire for, train, develop, and retain both managerial and front-line staff who demonstrate behaviors that improve interpersonal relationships and organizational effectiveness.

The focus of this research was Year 12 student leadership in three Catholic schools. Pivotal to the thesis were the leadership experiences and self-perceptions of the schools’ Year 12 students. Two theoretical propositions underscored the study: all Year 12 students are called to some form of leadership within their school; and schools should strive to build a leadership culture inclusive of all Year 12 students. The review of the literature drew attention to three themes which formed the conceptual framework underpinning the research, namely organisational leadership, Christian leadership and its meaning for the Catholic School, and student leadership. In the light of the review it seemed appropriate that the conduct of the study should be predominantly qualitative, interpretive, and planned around collective case study. For each of the three case study schools, data collection took the form of a document search, an interview with a key informant staff member, a Year 12 student survey questionnaire utilising both qualitative and quantitative questions, and two Year 12 student focus group interviews. The “general analytic strategy” (Yin, 1994, p. 30) employed in this research was to follow the theoretical propositions underlying this study which, in turn, reflected a set of seven research questions. Findings from the study indicated that there was a strong belief among senior students from the three schools that every Year 12 student should have the opportunity to participate in leadership. Furthermore, students saw leadership as entailing duty, a sense of service, as well as involvement with younger students. Students also highlighted a range of benefits associated with leadership participation, as well as certain pressures, notably the need to balance study commitments with leadership responsibilities, and the demands of having to be a role model “all the time”.

When do foreign influence attempts succeed in obtaining concessions from targeted states, and why do they so often fail? Powerful states employ a broad range of foreign policy tools in their dealings with other countries, but their ability to successfully exert power varies. This project seeks an explanation for the patchy record of foreign aid and economic sanctions in the political incentives of targeted leaders. Understanding the process of foreign policy success and failure requires considering both the effect of intervention on leader survival and the domestic cost of providing concessions. In both respects, the type of sanction interacts with targets' domestic context. Dynamic trends in leadership experience and political support, strength of political opposition, and regime type condition both the probability of sanctions' effectively tapping into target incentives and the difficulty of providing concessions. My framework and analyses push beyond standard conceptualizations of leader incentives and foreign policy in several ways. The theory unites positive and negative strategies rather than treating them as divergent phenomena. I also break the traditional dichotomy of democratic and autocratic regimes, modeling dynamic political processes and explicitly incorporating the political opposition. I pursue a multi-stage modeling technique which more faithfully represents the strategic encounters between sending and targeted states and furthers our understanding of the interplay between external demands and domestic political incentives. The findings suggest many strategies utilized for targeting aid and economic sanctions may be faulty. Sending states' best bet for achieving concession may be to target leaders whose place in office is very secure, yet empirically they pursue the opposite strategy. Contrary to much theory in the literature, I also find that even ineffective negative sanctions can achieve success provided the target faces few domestic challenges. The probability of concession also increases when states demand concessions of a diffuse and symbolic nature, rather than changes to the status quo which would hurt a private domestic interest. A strong political opposition magnifies the relative ease of public-costs concessions, suggesting that challenging parties compete for the favor of elites rather than championing the public interest.

Purpose: The purpose of this sequential, explanatory mixed-methods study was to identify and describe to what extent the quality of the leader-follower relationship, as perceived by followers, affects followers’ organizational citizenship behaviors in a public-service organization.

Methodology: A sequential mixed-methods study was the chosen design for this study as it allowed the researcher to conduct the study in phases. The first phase consisted of quantitative research in the form of a survey questionnaire that measured followers’ organizational citizenship behaviors demonstrated toward individuals and the organization. The researcher then conducted semistructured, face-to-face interviews that measured the quality of the leader-follower relationship to gain a deeper understanding of the effect the leader-follower relationship has on followers’ organizational citizenship behaviors.

Findings: Followers working in a public-service organization engage in organizational citizenship behaviors at a moderate to high level, willingly assisting co-workers and to a lesser extent, their organization. Additionally, those who identified experiencing a high-quality leader-follower relationship spoke highly of their leader, the opportunities they are given to be creative in their service to the public, and their ability to work as a team to accomplish desired results. Those who did not experience a high-quality leader-follower relationship also performed organizational citizenship behaviors but cited only their intrinsic motivation and not leader influence as the inspiration of their efforts.

Conclusions: Public-service followers understand and accept the responsibilities that come with keeping the public trust and achieve personal satisfaction in fulfilling the needs of others. They go above and beyond in their job duties regardless of the quality of relationship they experience with their leader. However, public-service followers who experience a high-quality relationship with their leader experience a deeper satisfaction in their work relationships, in their contributions and in public service.

Recommendations: Additional research is needed in the area of public-service leadership, public-service followership and the public-service customer. It would be beneficial to replicate this study in one or more public-service organizations to gain additional data that can help better understand the leader-follower relationship and its effect on followers’ organizational citizenship behaviors.

In the face of knowledge deficits in and poor outcome assessments of Organisation Transformation (OT), there is a need for a better understanding of the relationship between change leader interventions and qualitative organisational schema change, the collective knowledge structures that must be replaced or significantly elaborated if OT is to be realised. Previous research on this relationship has (a) focused on imposed structural interventions and given little attention to large-scale human process interventions, (b) given little attention to the radical structural interventions frequently involved in the transformation of public organisations, (c) given little scrutiny to how organisational schema have been conceptualised, (d) given little scrutiny to recent propositions on schema change dynamics that may be contentious, and (e) given little consideration to the change management contexts in which leader influence may be neutralised. In the light of these gaps in the literature, this thesis investigates, from the perspective of change recipients, the relationship between complex large-scale change leader interventions and qualitative organisational schema change in change management contexts thought to be inimical to leader influence. In particular, how efficacious are change leader interventions in realising qualitative organisational schema change in such contexts? An interpretive longitudinal case study design was used to address this question. The case organisation is a spatially differentiated technically-oriented public Professional Bureaucracy located in Queensland. In this context, this thesis investigates, over a three-year period, the creation and evolution of three schema change contexts, or change trajectories, created by two temporally disconnected yet functionally inter-related change leader interventions. Data collection techniques included focus group interviews, semi-structured interviews, and secondary sources. Data were collected from several sites, including Head Office functions and Regional and District offices, across Queensland. Data were collected on four occasions across the three-year period from early 2000 to late 2002. The results reveal that (a) while there are no panaceas, public managers need more sophisticated intervention theories based on a knowledge of the relative efficacy of different interventions rather than relying on, predominantly, structural interventions, (b) viewing organisational schema in one-dimensional rather than multidimensional terms masks both the complexity of organisational schema change and the possibility of partial rather than configurational schema change, (c) while inter-schema conflict or dialectical processes were apparent, successful schema change was better explained by teleological processes than by dialectical processes, and (d) change leaders can have a powerful influence on OT in change management contexts thought to be inimical to change leader influence yet their influence is linked to high investments of time and effort.

Interactions such as task assignments and communications between supervisors and subordinates have unintended negative consequences on subordinates such as alienation of subordinates that are not members of the 'in' group. These relations are determined by the quality of the leader-member exchange (LMX) between supervisor and subordinate. The purpose of this study was to examine the impact of supervisor-subordinate exchange on state government employees by understanding the essence of these exchanges in state government agencies. The theoretical foundation of this phenomenological study was Graen and Uhl-Bien's conceptualization of LMX. Data were collected through 12 semi structured interviews with subordinates from the North Carolina Motor Vehicle Driver's License Section. This group of employees from the NC DMV were selected because of the geographical convenience to conduct interviews with participants. Supervisors were not interviewed for this study because the focus was the perceived effect on the employees' performance, motivation, and attitudes. The data were coded and analyzed using a modified Stevick-Colaizzi-Keen method. The results of this study supported that supervisor-subordinate exchanges can influence subsequent behaviors in government employees. This study may have future policy implications in that the results can be used to influence new policy or revise current policies concerning supervisor training within local, state, and federal government agencies. Organizations that comprehend how and why supervisor-subordinate exchanges impact them can revise training for both management and employees, improve communication and relationship skills, and reduce negative effects from these exchanges to promote positive social change.

Numerous faith-based organizations (FBOs), denominations, and religious groups are represented in the United States. Faith leaders have the responsibility of addressing the spiritual needs of the congregation; however, the health needs of parishioners may be a point of discussion faith leaders should address. Communities surrounding FBOs may have limited health care services, lack transportation, and have serious health issues. The purpose of this phenomenological qualitative study was to explore the experiences of faith leaders on giving health counseling to their congregation. Faith leaders play an essential role in providing health counseling on various health topics to their congregation and community. A total of 15 faith leaders were recruited from 6 counties in North Carolina by convenience sampling. Face-to-face face semi-structured interviews was the data collection method. The transformational leadership theory was used to examine how faith leaders motivate parishioners through constructs of the framework. Using NVivo, a qualitative data analysis software tool, the coded results indicated that faith leaders need specialized training to provide health counseling to parishioners about health issues shared beyond their field of expertise. The insight gained from faith leaders was important to understand the health-related resources needed to improve the health of parishioners. This study may be useful for faith leaders, public health educators, health policy makers, and researchers seeking to understand faith leaders' experiences; it could impact positive social change by providing resources and training needed to combat health-related issues within congregations.

Esta análise encontra o seu fundamento na análise do comportamento do investimento realizado por projecto no âmbito deste Programa, para a qual foram utilizadas variáveis explicativas que se identificam com os objectivos deste instrumento de Política Desenvolvimento Rural. Para a estimação do modelo recorreu-se o modelo exponencial de Poisson, utilizando o programa STATA e o método da quasi-máxima verossimilhança. O estudo permitiu concluir, entre outros, que ao longo das três fases do PIC LEADER que decorreram entre 1991 e 2006, o programa permitiu fomentar o empreendedorismo na região Alentejo e originou uma especialização do investimento realizado em torno de três sectores de actividade (turismo, agro-indústria e gastronomia), considerados como estratégicos; ABSTRACT: This dissertation is based on the development of an empirical study on assessment of the results of LEADER Community Initiative Programme in Alentejo’s region, in Portugal, between 1991 and 2006, using regression models. This analysis finds its basis on the analysis of the behavior of investment per project under this program, for which have been used explanatory variables that identify with the objectives of this policy instrument of Rural Development. To estimate the model we used the exponential Poisson model, utilizing the STATA and the method of quasi-maximum likelihood. The study concluded, among others, that during the three phases of the CIP LEADER that took place between 1991 and 2006, the program promote entrepreneurship in Alentejo’s region and produced a specialization of the investment around three sectors (tourism, agro-industry and gastronomy), considered as strategic; RÉSUMÉ: La présente dissertation est basée sur le développement d'une étude empirique fondée sur l'appréciation des résultats du Programme Initiative Communautaire LEADER dans la région Alentejo, au Portugal, entre 1991 et 2006, en utilisant des modèles de régression. Cette exposé trouve son fondement dans l'analyse du comportement de l'investissement par projet dans le cadre de ce programme, pour la quelle ont été utilisées des variables explicatives qui s’identifie aux objectifs de cet instrument de Politique de Développement Rural. The focus of this thesis is to investigate the roles of leaders, managers, and mutual roles in aligning strategy and project management (ASPM) in public sector organisations (PSOs) in developing countries (DCs). ASPM as a phenomenon has emerged to support organisations to improve the performance of their projects and fulfil their strategic objectives. In reviewing the normative literature in this area, it is evident that a limited number of studies have been conducted on ASPM, particularly studies related to PSOs in DCs, where the statistics reflect a higher percentage of failed and/or delayed projects. To the best of this author's knowledge, and having conducted a thorough review of the literature, it is believed that none of the existing research studies conducted on ASPM have explored the roles of leaders, managers, and mutual roles in ASPM in PSOs. Thus, the author asserts that it is of high importance to investigate this area within ASPM and to prepare a study that contributes by shedding light on the roles of leaders, managers, and common roles between them in ASPM in PSOs in DCs. This thesis contributes to the body of knowledge related to strategic alignment and management, project management, the public sector and leadership/management as it investigates the roles of leaders, managers, and mutual roles in ASPM in PSOs in DCs. Furthermore, this thesis presents the factors that influence leaders and managers as they carry out their individual as well as mutual roles. The proposed conceptual framework is developed and presented in Chapter 3. From a practical perspective, this thesis contributes by providing the decision makers with a tool that has been tested through multiple units in KSA government case, which may support them in improving the performance of their projects and bring benefits to organisations. In addition to that, in Chapter 5 this thesis presents some lessons learned from the pilot unit study. The author assumes that such the conceptual framework and the factors influencing the roles of managers and leaders and the mutual roles in ASPM are significant and novel and may help to improve project performance, highlighting the importance of strategy management, and ultimately improving the performance in PSOs. The author uses qualitative, interpretive, multiple unit studies research strategy to validate the proposed conceptual framework. The author found from the pilot unit study and other four units study results, present that this kind of approach contributes to more strong decisions for ASPM implementation and highlight that it is acceptable by the unit studies. In spite of the fact that these results cannot be generalised, they can allow others researcher's to link their views with the ones reported in this thesis. This thesis proposes tests and presents a novel framework for ASPM and contributes to the body of knowledge by enriching the literature. The findings from the five units study organisations reveal that the proposed framework is acceptable and clearly indicate the significance of ASPM in PSOs.

Neste contexto, a função desempenhada pelos delegados que gerem os grupos disciplinares tem vindo a ganhar uma importância crescente nas últimas décadas, pois é fundamental para transformar as instituições de ensino em estabelecimentos eficazes e capazes de cumprir a sua missão na sociedade. A presente investigação insere-se nesta problemática e tem como objetivo conhecer os comportamentos que o delegado disciplinar deve desejavelmente adotar no âmbito das suas competências de liderança e gestão de pessoas. Pretendeu-se, ainda, conhecer a perceção dos pares sobre a adequação dessas competências aos objetivos da escola e do seu contributo para a eficácia do projeto educativo das instituições de ensino da Região Autónoma da Madeira (RAM). O estudo, adotando uma abordagem mista, foi operacionalizado através da análise de conteúdo de 20 entrevistas, a partir das quais se procedeu à contagem da frequência dos indicadores mais relevantes para esta investigação. Os resultados obtidos permitem-nos constatar que a liderança em contexto escolar é imprescindível para conquistar uma educação com qualidade e está diretamente relacionada com a capacidade de suscitar nos outros a vontade de seguir um caminho comum que permita atingir as metas do grupo. A pertinência deste estudo advém ainda do facto de, em termos práticos, não existir nenhum estudo que se tenha debruçado sobre uma perspetiva normativa desta competência (liderança) ao nível das chefias intermédias, nomeadamente do delegado de disciplina nas Escolas Secundárias da RAM.
Leadership skills are perceived as fundamental to achieving the goals of any organization, regardless of their public or private nature and activity sector, and school is no exception. In this context, the role played by the Subject Leader Teacher who manage the disciplinary groups has gained increasing importance in the last decades, since it is fundamental to transform educational institutions into effective institutions capable of fulfilling their mission in society. The present investigation is part of this problem and aims to know the behaviors that the Subject Leader Teacher should desirably adopt in the scope of his leadership skills and people management. It was also intended to know the peer perception about the adequacy of these competences to the objectives of the school and its contribution to the effectiveness of the educational project of the educational institutions of the Região Autónoma da Madeira (RAM). The study, using a mixed approach, was operationalized through the content analysis of 20 interviews, from which the frequency of the most relevant indicators for this investigation was counted. The research results allowed us to verify that leadership in a school context is essential to achieve an education with quality and is directly related to the ability to arise in others the desire to follow a common path that allows achieving the goals of the group. The pertinence of this study also comes from the fact that, in practical terms, there is no study that has considered a normative perspective of this competence (leadership) at the level of the intermediate leaders, namely the Subject Leader Teacher in the Secondary Schools of the RAM.

This paper explores how influencers can be categorised using a self-administered questionnaire. In doing so, the study can contribute to an understanding of the phenomenon that is more extensive than what previous research has attributed. The focus of this paper is on how influencers can be better understood for the benefit of public relations (PR), marketing, and communication. The purpose of this project is to investigate whether the term influencers (short for social media influencers) are defined by scholars in a similar fashion to how the study sample categorises influencers. Thus, the research question of the study is to examine if the study sample finds the term influencer applicable to the five suggested categories that are stated in the survey. The results from this study show that scholars commonly confine the phenomenon of influencers to bloggers, vloggers, and instagrammers. However, the results from the survey indicate that the study sample has a broader perception of the phenomenon. According to the participants, all suggested categories are fitting the term influencer, namely: blogger/vlogger/instagrammer, celebrity, athlete, entrepreneur, politician. Although the latter, politician, is deemed the least fitting category. Thus, the findings in the study show that there is a discrepancy between the public perception of how to define influencers and previous research in the field. This implicates that public relation practitioners need to rethink how they perceive and apply influencer marketing. Using influencers for marketing purposes requires organisations to execute a thorough selection process to ensure a suitable partnership.

Den här uppsatsen undersöker hur medielogik och public service-värdena uttrycks i SVT:s partiledarutfrågning hösten 2010. En totalundersökning i form av kvantitativ och kvalitativ innehållsanalys är gjord av samtliga partiledarutfrågningar som sändes i SVT veckorna före valet, samt respektive partis valmanifest. Fyra frågor mättes först kvantitativt och analyserades därefter kvalitativt med utgångspunkt i vilka medborgargrupper som synliggörs, hur partiledarnas privata angelägenheter exponeras, hur valmanifestens innehåll överensstämmer med de teman som journalisterna tar upp i utfrågningarna, samt regeringsbildningskomplikationer och samarbetssvårigheter av olika slag. I den kvantitativa analysen framkom att konsumentperspektivet dominerar, men skillnaden är stor i de olika partiledarutfrågningarna. Den personliga exponeringen av partiledarna ger minst utrymme åt dåvarande statsministerkandidaterna Fredrik Reinfeldt (m) och Mona Sahlin (s), men även åt Maud Olofsson (c). Valmanifestens överensstämmelse med de journalistiska frågeställningarna visade på stora skillnader mellan de olika partiledarutfrågningarna. Mest kommunikationsutrymme åt komplikationer ges med det Rödgröna blocket (och då främst de mindre partierna Miljöpartiet och Vänsterpartiet.) Resultaten av vår undersökning är varierande, beroende på vilken frågeställning det gäller. Delar av public service-värdet verkar ha haft olika stor genomslagskraft hos de större partierna jämfört med de mindre partierna gällande konsekvenserna för de enskilda fallen och partiets politik. Ett återkommande tema är skildringen av politik som att den tar ifrån människor något snarare än att politiken tillför människor något. Ett annat drag vi har noterat är att medborgaren framställs som offer för något (nya bensinpriset, sjukförsäkringen, gymnasiereformen…) I ett samhälle som får allt större problem att engagera medborgarna i det politiska livet, kan det vara av värde att fråga sig hur stort ansvar medierna har för detta. Poängteras bör slutligen att de resultat vi kommer fram till inte ska refereras till journalistiken som profession, utan snarare belysa vikten av att en medveten strategi behövs för att lyfta fram de krafter som strävar mot medielogikens komponenter i form av polarisering, konkretisering och förenkling.
This essay examines how media logic and public service values are expressed in the SVT party leaders hearing fall of 2010. A comprehensive study in the form of quantitative and qualitative content analysis was made by all party leaders hearings broadcast on SVT weeks before the election, and each party's election manifesto. Four questions were measured primary quantitatively, and were then assayed qualitatively on the basis of the civic groups that are made visible, how the party leaders' private affairs are exposed, how the manifesto contents are consistent with the journalistic issues during the hearings, and government complications and cooperation difficulties of various kinds. The quantitative analysis indicated that consumer perspective dominates, but the difference is large in the various party leaders hearings. The personal exposure of the party leaders will have the least room for the then prime minister candidates Fredrik Reinfeldt (m) and Mona Sahlin (s), but also to Maud Olofsson (c). Manifesto conformity with the journalistic issues showed significant differences between the various party leaders hearings. Most communications space to complications are exposed with the Rödgröna blocket (and particularly the smaller parties, Miljöpartiet and Vänsterpartiet.) The results of our study are varied, depending on the issue in question. Components of the public service value seems to have a greater impact in the major parties compared to the smaller parties regarding the consequences for the individual cases and party policies. An overall theme is the presentation of policy that it takes away something from people rather than it adds. Another feature we have noticed is that the people were presented as victims of something (new price of gasoline, health insurance, upper secondary school reform ...) In a society of growing problems with involving the citizens in the political life, it may be useful to ask how much responsibility the media has of this. Finally it should be pointed out, that the results we arrive at should not be referred to journalism as a profession, but rather emphasize the necessity of a planned strategy to highlight the forces that strive to media logic components in the form of polarization, concretization and simplification.

The possibility to report misconduct at your workplace is fundamental in the public sector. Studies about employees who blow the whistle have been made before but not from the perspective of the manager and how they handle it and what kind of support they have. The meaning of this study is from a manager perspective, in this case school leaders, is to see what kind of support they have and what role the school leader has, if they are representing the teachers or the political administration. Based on different theories concerning whistleblowing and different kinds of official types and organizational models, this study intends to answer where school leaders see themselves in the borderland between working based on the Education Act and based on the Local Government Act and the economic rule that prevail. The study also deals with the power perspective based on the school leader’s role in the own organization’s hierarchy, both as the highest in command at its school unit and as subordinate to an administration/board/owner. In this study, seven school leaders and one person who is very familiar with how the administration works with issues concerning misconduct are interviewed. Based on the answers from those interviews, it has been possible to draw some conclusions and see several common denominates among the respondents, including that school leaders rely more on their own profession when it comes to problem management than using the administration’s/head office’s collective expertise.
Möjligheten att rapportera missförhållanden på sin arbetsplats är en grundläggande del i den offentliga verksamheten. Visselblåsning gjorda av medarbetare har varit föremål för studier tidigare men chefens perspektiv av att kunna hantera dem och stödet de får när det sker finns inte dokumenterat i samma utsträckning. Syftet är att utifrån ett chefsperspektiv, i detta fall skolledare, undersöka det stöd som finns och vilken roll som skolledare främst företräder, lärarkåren eller huvudmannen. Utifrån olika teorier som rör visselblåsning och olika typer av tjänstepersonstyper samt organisationsmodeller ämnar denna undersökning svara på vad skolledare ser sig själva som i gränslandet mellan att arbeta utifrån skollagen och utifrån kommunallagen och de ekonomiska regler som råder där. Undersökningen behandlar även maktperspektivet utifrån skolledarens roll i den egna organisationens hierarki, både som högst ansvarig på sin skolenhet och som underställd en förvaltning/nämnd eller styrelse/ägare. I denna undersökning intervjuas sju skolledare och en person som är insatt i hur förvaltningen arbetar med frågor som rör missförhållanden. Utifrån intervjuerna har det gått att dra slutsatser och se flera gemensamma nämnare hos respondenterna, bland annat att skolledare förlitar sig mer på den egna professionen när det kommer till problemhantering än att använda sig av förvaltningens/huvudkontorets samlade expertis.

The possibility to be able to better manage the Swedish public health care has been a focus from way back to the middle of the 20th century. This study focuses on a middle managerial position called Base-unit Executive Officer, which we feel is of great influence to the public health care. Because of the changes to the public health care organisations over a long period of time we find it important and interesting to research a managerial role in the midst of these changes. By going through information containing opinions, attitudes, and other information from employees within a CCDO we will try to enlighten what we feel are informational currents of opinions surrounding the notion of competence, leadership and management. The purpose of our study is to be able to help create an environment of open reflections and new ideas of what sort of competencies are required for the manager role.

The study is defined by our research problem which give use the following question:

What room is there for a broader comprehension of what kinds of competencies are desirable and useable in the role as a Base-unit Executive Officer?

To be able to interpret the primary data of the study a theoretic framework was created in the purpose to function as a tool for continuation of the study. The study was done with the use of hermeneutical paradigm together with a compromise between deductive and inductive approach.

The primary data of the study was collected with a qualitative method through semi-structured interviews with six employees of whom three were Base-unit Executive Officers. The reason for the use of a qualitative method was that it gives us conditions to gather the opinions, thoughts, values etc. of the respondents.

By merging the tools of our theoretic framework and the collected data we were able to establish an analysis. We concluded that the analysis consisted of both congruence and discrepancy related to our theoretical framework. The discrepancy showed that there exist a room for a broader comprehension of what kinds of competencies are desirable and useable in the role as a Base-unit Executive Officer. There is room to develop the comprehension of competence in areas such as management and leadership as defined by our theoretical framework.

Because of our path between deductive and inductive approach the reader should carefully evaluate the truth criteria in the study. Validation in the inductive sense is a tough task for a short and small study such as this one. We do however believe that give our preconditions have reached an acceptable level in the truth criteria. When taken into practical application we have hope that our initial thoughts of enlightment will enable a positive development of the managerial role of the Base-unit Executive Officers.

Public libraries are mainly employing women and have female managers. According to theories based upon so-cial construction we create our roles together in our society. The role of a manager has for a long time been viewed as the role of a man. The objective of my thesis is to gain knowledge on how a few women that work as managers in public libraries perceive and describe their roles. A parallel aim is to let a few future librarians de-scribe their managers and their own views on leadership, with a focus on gender issues. My questions are the following, how do the women construct their roles as managers of public libraries?, how do the female students describe the role as a female manager of a public library, and their own managers?, can stereotype views and attributes be distinguished in my informants tales on leadership and gender?The starting point of this thesis is theories of social construction of Peter Berger and Thomas Luckmann, the thought that we shape our world through social interaction, mainly through our language. The theories of Yvonne Hirdman, regarding gender power structure, offers the political backdrop for my thesis. Alice Eagly has re-searched around leader stereotypes, leadership styles and gender. From her and her peers I take with me theories that claim that the leader stereotype is gendered male.The material I have used to answer my questions are interviews with ten informants, all of them women working at public libraries, five of them managers and five students. I have conducted structured interviews with open questions that I have then looked at by means of a method where different factors are intertwined, mainly language, social situations, political factors and theory. All these then used to interpret the empirical evidence. The basis of the method is interpretation and reflection.I found that my informants construe an image of the role as a woman and a manager of a public library as a complex role that does not fall into one unambiguous gender stereotype. They describe their one manager roles and their managers with attributes and characteristics that in recent research has been assigned to both genders. I could nevertheless identify the use of strategies that according to Eagly et al is used by women in manager roles to prevent them from suffering negative criticism or other consequences solely because of the combination of their gender and position.

This study is based on interviews with four managers in public elderly care and four managers in private elderly care. The aim of this paper is to examine how these managers are experiencing their leadership in relation to conflict management, and if the managers leadership differs depending on private or public elderly care. Leadership and conflict management are theories that have been used in order to analyze the empirical findings. Previous research that has been used in the study concerns “leadership/leadership styles”, “conflict management”, “to be active in the private/public elderly care”. Social workers often choose to work as a manager in private and public elderly care. The work as a manager is demanding with pressure from several/different parties and the manager faces new challenges. Conflicts are one challenge that mangers faces, and conflicts can be a sensitive topic. The study deals with the complexity that managers in the private and public elderly care faces, mainly based on the leadership role in conflict management. The results show that the interviewees leadership in this study, for the most part can be linked to the situational leadership style, which means that managers believe that leadership adapts to any situation that arises. They also experienced that the private elderly care has higher demands and that there is a bigger responsibility on the individual manger than it is in the public elderly care. There are many different support functions in the public elderly care that managers have the opportunity to take help from daily, that opportunity does not exist in private elderly care.

In an attempt to shed light on the further sophistication of opinion leadership in online communities, this study examined the forces and structures that affect their formation in the League of Legends subreddit. By investigating what users thought about the various types of individuals with which the communicate, the researcher hoped to begin to understand and record how those forces work bother on this particular subreddit and in mass media beyond. Opinion leadership continues to be an integral force in deciding what information is consumed by a public and under what frames and agendas it is contextualized. If researchers can operationalize formal definitions for the influences and structures that occur online, they can better navigate the deep waters that are global communication on the internet.

The U.S. Department of Labor and Statistics consistently reports significant employee turnover in the public sector, including the federal, state, and local levels. High turnover results in compromised public goods and services provided to a community. The widespread nature of the problem and the scarcity of literature focusing on employee retention strategies in the public sector merited this case study. Public sector leaders from Western New York who had implemented employee retention strategies in a public organization comprised the population for the study. Cost-benefit theory, human capital theory, and social capital theory provided the conceptual context for developing and executing the study. A total of 7 public sector leaders participated in semistructured interviews, which provided the primary source of data. Data were open coded, resulting in themes of employee development, engagement and empowerment, and positive work experience. The results contribute to social change by identifying practical business strategies that leaders may use to improve retention in their respective organizations. Maintaining a well-qualified, dedicated public workforce may lead to improved government goods and services on which communities rely.

Senior officials in the public service in Barbados, who are charged with the responsibility of leading and managing government ministries and departments, play a critical role in fostering reform initiatives. Few empirical studies have examined specific leadership behaviors in the context of managing change in Barbados. The purpose of this qualitative case study was to identify the specific leadership behaviors of senior officials in public service and to explore the use of transformative leadership by public sector administrators to effect reform initiatives. With Bass and Avolio's full-range leadership theory (FRLT) as the theoretical framework, the research question for this study was used to examine how public sector leaders in Barbados applied transformational leadership to transform the public sector. Fourteen permanent secretaries were initially sampled using the multifactor leadership questionnaire; criterion sampling was then used to identify 7 of these leaders for interviews. The data were analyzed by the researcher for the identification of themes. The results revealed 4 main findings that highlighted the importance of leadership in the reform process and in the specific leadership behaviors used by transformational public servants. Mentorship, team building, and the use of individualized approaches were being used by these leaders to manage change and reduce resistance. In conclusion, while the leaders used the full-range of leadership behaviors in the FRLT, transformational leadership practices were highly effective in managing change. The findings may help public leaders design processes to encourage change in the Barbados public sector.

The last five decades have seen the population of Hispanics in California rise from 16% to 39% (California State Data Center, 2013). As the number of Hispanics has grown, so has the number of Hispanics responsible for heading public organizations in the State. As more Hispanics obtain leadership positions, they face the same challenges that many other leaders’ face; to do more with less and to operate under the scrutiny of the citizens they represent (Kettle, 2009). The pressure to deliver effective and efficient services is further complicated by the hierarchical structure of public organizations; and the ideals of the old public administration, new public management, and new public service that shape how public administrations function today. The purpose of this study was to determine the best-practices that Hispanic leaders employ to make them successful in leading a public organization. This descriptive phenomenological study utilized a purposive sample of 10 participants who currently provide direct or indirect leadership to a public organization in their role as an elected official. Data was collected through semi-structured interviewed utilizing an eight-open ended question interview protocol. As a result, 6 key findings were identified. One notable finding was that Hispanic leaders of public organizations indicated that key components to their success included; (a) collaboration, (b) communication skills, and (c) continual engagement of internal and external stakeholders. As a result, this study identified current best-practices of Hispanic leaders in public organizations, which help inform current and future Hispanic leaders on what is required to lead a successful organization. It addition, it provides the components to develop a toolkit of diverse leadership skills and abilities that may assist Hispanic leaders navigating through the bureaucracy that engulfs public organizations.

Eating disorders are associated with high mortality rates. Most eating disorder prevention research is conducted within the fields of psychology and psychiatry, not in public health. This gap in public health research can lead to insufficient attention to the root causes of eating disorders and minimal upstream prevention efforts. The purpose of this phenomenological study was to identify public health leaders' perceptions of and attitudes concerning eating disorders as a public health issue. Objectification theory was used to describe how societal expectations have created an environment in which people's self-worth is based on their outward physical appearance. Ecological theory was used to identify environmental factors that influence the development of eating disorders. Public health leaders at local public health departments throughout California were invited to participate in the study, as they hold significant public health positions in the state. Data were collected using open-ended questions. Results were coded and analyzed via thematic analysis. NVivo 11 software was used for data management. Theoretical saturation was reached after 6 interviews when the information was redundant and no new themes were revealed. Emerged themes included observations from the participants that eating disorders are not considered a public health issue. The participants did not view eating disorders as a significant problem and they noted that they do not monitor the rates of these illnesses. They expressed interest in exploring the public health role in eating disorder prevention. Public health educators, researchers, and leaders can use these results to assess the burden of eating disorders and recognize ways to address this health threat at the macro level. In doing so, they will affect positive social change.

Terrorism has loomed in the public eye for centuries; however, since 9/11 modern terrorism has attracted a new public dimension. On an international and domestic scope, media and government bodies have identified that the 9/11 terrorist attacks were delivered by the hands of Islamic terrorists, namely Al-Qaeda (U.S. Government, 2002). According to Australian, American and British government official reports and numerous international and domestic media reports, Al-Qaeda publicly claimed responsibility for 9/11 and other terrorist attacks such as the Bali, London and Madrid bombings (Al-Jazeera, 2004: 1-6; Gonzales, 2006:3; National Commission on Terrorist Attacks Upon the United States, 2002: 1-49; ). Furthermore, some domestic and international Muslim communities have responded to 9/11 and other attacks by revealing their support of Al-Qaeda's hatred and violence towards the West (Tarakhil, 2004:1; Ziabi, 2006:5). It was here among these media and governmen t reports that the concept of Jihad emerged as a pivotal religious and political concept that justifies terrorism. As a result, Jihad developed a causal link to terrorism and thus, placed Islam in the forefront of controversy as a religion that creates terrorists. Despite such compelling government and media reports on the association made between Jihad and terrorism, questions as to their link remain prevalent. It would be an ignorant and a deeply unjust assumption to make against Islam, if the public are led to believe that an association truly exists between Jihad and terrorism without credibly assessing the construct and application of both concepts. Therefore, it is the aim of this research to analyze Jihad and terrorism first as singular concepts, and then examine the possible link that Jihad may have with Islamic terrorism. In order to successfully conduct such an enquiry, it is important to compare and contrast both the interpretations of Melbourne's Islamic religious leaders to that of academic literature on Jihad and terrorism.

From 2017 to 2019, the primary strategy to improve public schools in the U.S. was increasing competition through the expansion of charter schools and the promotion of vouchers to send public school students to private schools. The problem this presented was that key education leaders had not provided adequate input and feedback into this strategy. The purpose of this qualitative study was to gather the perspectives of accomplished education leaders on how Tiebout’s theory of competition and the concept of the Ontario K-12 School Effectiveness Framework impacted quality, trust, and capacity. Data were collected using semistructured interviews with a purposeful sample of 15 accomplished education leaders from the charter/school choice community and traditional public schools. Data were analyzed using Bernauer’s modified three-phase method. School and classroom leadership, meaningful and informative assessment that guides instruction, substantive student engagement, and a focus on a strong curriculum and effective teaching were the key themes that aligned with quality, trust, and capacity. Education leaders did not see Tiebout education as a key driver that would alone improve the quality of public education. Leaders believed that some schools improved in response to Tiebout competition but also shared cautions on the diminishing returns, collateral damage, and equity concerns because Tiebout competition created winners and losers. Social change may be impacted by the results of this study in that the results define and share examples of healthy and unhealthy competition in public education. The results of this study can help inform policy makers and educators as they create opportunities that will enhance the long term personal and economic success of all U.S. students.

This thesis presents an interpretative study of an Australian offshore education program in educational leadership conducted at Hangzhou, Zhejiang Province in China from 2002 to 2003. It is a study of the influence of international education on the conceptions of the participants in a particular context, where Chinese culture and Western cultures came into contact. The study is significant because it investigated a relatively new aspect of international education, offshore education, this time from the perspective of the participants. It explored the conceptions of learning and leadership brought by a group of Chinese educational leaders to the course and investigated the perceived influence of the course upon their conceptions and self-reported leadership practice. It employed a culturally sensitive approach which recognizes that a complex interaction between Chinese and Western cultures is occurring in the participants of this study. This interpretative study was inspired by the phenomenographic approach. Phenomenography is an approach to research that has been used to help understand the key aspects of the variations in the experiences of groups of people (Marton & Booth, 1997). The study examined the experiences and understandings about learning and leadership of Chinese leaders in an offshore program, a Master of Educational Leadership. The program was delivered in a flexible mode in three intensive teaching brackets of six subjects. The study employed a semi-structured and in-depth interview technique. Twenty participants were interviewed twice over a 12-month period. The study sought a better understanding of their conceptions by making a comparison between their perceptions prior to and after undertaking the course. Participants were from schools, universities and educational departments. Potential differences across the three sectors were also considered in the analysis. The findings showed that most participants developed more complex understandings of learning and leadership throughout the course. Comparison of conceptions prior to and after the course indicated an expanded range of conceptions. There was reportedly a movement towards more complex and diversified perspectives. Prior to the course, participants reported comparatively traditional conceptions of learning and leadership in quite a limited range. Learning experience and exposure to Western educational ideas and practices seems to have led participants to reflect on their inherited assumptions and to expand their conceptions. They generally increased their awareness of key aspects of variations in learning and leadership. This study identified a general shift from content/utilitarian-oriented learning conceptions to meaning/developmental-oriented conceptions after undertaking the course. There was also a shift from task/directiveorientated conceptions about leadership to motivation/collaborative-oriented leadership conceptions. Many participants reported that they expanded their leadership practice after the course. The findings also revealed some differences regarding conceptual and practice changes across the three sectors. The study contributes to understanding of learning and leadership in an international education context. The learning and leadership conceptions and self-reported practices are context and culture dependent. The study illustrates the tensions between different cultural forces in the process of teaching and learning. The methodology which explores the subjective understandings of participants renders more complex understandings of intercultural processes than cross-cultural comparisons which have been predominant in the educational leadership field in the past. The results highlight the need for appreciation of local contexts in designing international programs. The discussion questions the universal applicability and transferability of Western ideas, and also highlights the importance of critical reflection and adaptation on the part of educational practitioners from non-Western cultures. It highlights the potential for growth of change in both providers and recipients of international education as a result of very different cultures and traditions coming into contact. Intercultural dialogue and integration of educational ideas and practices are likely to come about when East meets West in an open and reflective dialogue.
