The level of public service accessibility differs by residential locations. Existing literature has documented the effects of public service accessibility on housing prices. However, few studies have examined how public service provision affects housing prices under the Chinese centralized governance system. Using data from different geographic scales, this study uses a multilevel research design to examine how public service provision is associated with housing prices in Shanghai. Results show that though the total expenditure at the urban district level is not related to housing prices, government redistributive expenditure is positively associated with housing price and the developmental expenditure is on the opposite. The expenditure effects are further mediated by the accessibility to public facilities at the community level. The findings suggest that, as public service accessibility has been capitalized into housing prices, the decentralized fiscal system with relatively centralized governance structure may have reinforced urban polarization in Shanghai.

In Singapore, the public resale housing market is an active second-hand housing market, whereby previously subsidised new public housing units were being transacted at market prices. In contrast to the private housing price determinants that have been identified in the international literature, the prices of public resale housing in Singapore are largely determined by public policies rather than by economic variables. This paper provides some empirical evidence on how and to what degree public housing policies affected the price dynamics of public resale housing in Singapore during the 1990s. The findings have additional implications of the wider consequences of public policies on the prices of private housing units.

Purpose – The aim of this study was to investigate the dimensions of housing adequacy evaluation by residents in public housing with a view to identifying how government and construction professionals can deliver adequate housing facilities. Design/methodology/approach – The research is based on household surveys involving 517 respondents selected from nine public housing estates constructed between 2003 and 2010 in Ogun State Southwest Nigeria. The data were collected using structured questionnaire administered to the residents by the researchers through visits to the housing estates. A total of 33 variables derived from the review of the literature were used in measuring housing adequacy. Descriptive statistics and factor analyses were used in analysis of the data. Findings – The study reveals that residents perceived their housing situation as inadequate. They evaluated housing adequacy based on four key dimensions: ambient condition of interiors spaces, security, utilities and neighbourhood facilities; social infrastructure; level of privacy and size of sleeping; and living and dining areas in the residences. These dimensions of housing adequacy evaluation were found not to be exactly the same way experts conceived housing adequacy in the literature. Research limitations/implications – The concept of housing adequacy can be used to examine occupants’ housing preferences and their standard of living, the quality of housing and the performance of mass housing projects. Practical implications – The paper makes practical suggestions to government and construction professionals on how to improve adequacy levels of public housing. Specifically, in the areas of giving more attention to ambient condition of interiors, security, utilities and neighbourhood facilities as well as privacy and sizes of main activities areas in dwelling units in the design, construction and management of public housing projects. Originality/value – The study identifies dimensions of housing adequacy evaluation by residents in public housing and compares these with experts’ conception of housing adequacy.

Abstract Objective: To analyze Brazilian scientific production on housing for autonomous elderly persons. Method: A descriptive, analytical integrative review type study was carried out. The following guiding question was defined: what is the Brazilian scientific production relating to housing for autonomous elderly persons in indexed on-line periodicals from 2000 to 2015? Results: Thirty-three articles were identified in total, of which only 13 met the inclusion criterion. Using the Content Analysis technique, the following categories were formed: Modalities of housing for the elderly; Public housing policies for the elderly and Housing and quality of life. Conclusion: Most of the studies discussed types of housing for the elderly, falling into the category "Modalities of housing for the elderly", and identifying a tendency towards one-person dwellings. In relation to the category "Public housing policies for the elderly", the articles reflected on the rights and the guarantees of the elderly in relation to a suitable home. The "Housing and quality of life" category aimed to compare the quality of life of elderly people living alone or with a partner, as well as their perception of exclusive condominium developments for this population. There is a need for research on the issue in question, since there is an increase in the number of elderly people without housing, making it necessary for the state to meet this demand.

Abstract Older residents in public housing represent a particularly vulnerable population at risk for cognitive decline due to their disadvantaged socioeconomic and health-related characteristics which are well-known risk factors of dementia. This study aims to synthesize available evidence regarding the prevalence of dementia and cognitive impairment among public senior housing residents. We conducted a literature search for studies published in English in the following databases: PsychInfo, PubMed, MEDLINE, CINAHL, and The Cochrane Library. We focused on observational studies about residents of public senior housings that reported prevalence and/or incidence of dementia and/or cognitive impairment screened by assessment tools for detecting dementia equivalent cognitive impairment. A total of ten studies were included for a meta-analysis to estimate the overall prevalence of cognitive impairment and dementia. Seven of ten studies utilized screening tools to detect dementia equivalent cognitive impairment. Overall pooled prevalence of cognitive impairment or dementia was 20.4% (95%CI: 14.1-27.5). The subgroup analyses revealed the pooled prevalence of cognitive impairment among residents of public senior housing was 25.5% (95%CI: 22.0-29.1) and pooled prevalence of dementia was 13.5% (95%CI: 8.3-19.7). The subgroup findings suggest the prevalence of dementia may be higher among residents of public senior housing compared to their peers in non-public housing. Also, this population may be particularly susceptible to an unrecognized or delayed diagnosis of dementia due to the lack of formal detection strategies in public senior housing. More resources should be allocated for detection to ensure better support the residents.

Housing quality, stability, and affordability have a direct relationship to socioemotional and physical health. Both city planning and public health have long recognized the role of housing in health, but the complexity of this relationship in regard to infant and maternal health is less understood. Focusing on literature specifically relevant to U.S. metropolitan areas, I conduct a multidisciplinary literature review to understand the influence of housing factors and interventions that impact infant and maternal health. The paper seeks to achieve three primary goals. First, to identify the primary “pathways” by which housing influences infant and maternal health. Second, the review focuses on the role and influence of historical housing discrimination on maternal health outcomes. Third, the review identifies emergent practice-based housing interventions in planning and public health practice to support infant and maternal health. The literature suggests that the impact of housing on infant health is complex, multifaceted, and intergenerational. Historical housing discrimination also directly impacts contemporary infant and maternal health outcomes. Policy interventions to support infant health through housing are just emerging but demonstrate promising outcomes. Structural barriers to housing affordability in the United States will require new resources to foster greater collaboration between the housing and the health sectors.

In recent years, the relationship between public housing and children's educational attainment has been a hotly debated topic in urban housing and education policy studies. Most studies on the subject have been based on experiences in western cities characterized by a diminishing and residualized public housing sector. It remains unknown whether the same mechanisms identified in the extant literature can be applied to make sense of the situation in alternative social and housing contexts. This study assesses the impact of public housing residence on the educational achievement of children in Hong Kong within a stable and resilient public housing sector. A propensity score matching estimation reveals that children aged 19–22 living in public housing are less likely to study for a degree in a local university and more likely to be not in employment, education or training than their private housing counterparts. Given the favorable physical and neighborhood environment characterizing public housing in Hong Kong, this negative relationship tends to suggest an account in connection with the restricted access to high-performing schools for public housing children. The paper challenges the perceived notion about the unambiguously positive social impact of public housing scheme in the context of Hong Kong. The case study points to the need for a place-specific analysis of the variegated mechanisms linking public housing with children's education. It highlights the practical implications for a closer integration of public housing and public school policies in Hong Kong.

Scholars are polarized on the issue of the best approach for measuring housing affordability. This has generated a lack of consensus on the best method to adopt in measuring the concept. Consequently, this study is set-out to extend the literature on housing affordability by examining the public housing affordability for each income group in Nigeria using Abuja as a case study city. This study is aimed at providing the contextual framework for the redefinition of housing affordability based on the diversity of income. The housing cost approach was used to measure housing affordability, whereas the principal component analysis determined factors that caused the unaffordable housing market. The results showed that public housing was not affordable to low and medium-income earners. The unaffordable housing market for each of the three income groups was influenced by diverse factors. Consequently, public housing provision should consider the affordability of each income group. This is because factors that determine housing affordability are peculiar to each of the three income groups.

Over the past decade, in the wake of the global housing crisis, many countries have again turned to public housing to increase the supply of affordable housing for disadvantaged residents. Because the literature and past experience have generally shown public-housing policies to be contrary to the urban-diversity approach, many countries are reshaping their policies and focusing on a mix of people and of land uses. In this context, the Israeli case is particularly interesting. In Israel, as in many other countries (such as Germany and England), there was greater urban diversity in public-housing construction during the 1950s and 1960s (following the state’s establishment in 1948). However, at the beginning of the new millennium, when many countries began to realise the need for change and started reshaping their public-housing policies in light of the urban-diversity approach, Israel responded differently. In this study I use urban diversity’s main principles – the mix of population and land uses – to examine the trajectory of public-housing policy in Israel from a central housing policy to a marginal one. The findings and the lessons derived from the Israeli case are relevant to a variety of current affordable-housing developments in many places.

As the government’s public rental housing policy has mainly focused on supply, performance measures for public housing policies has also been limited to the supply side. In particular, while different housing types integrated into a single, united system, the use of existing stock is still unsatisfactory. Currently, performance indicators related to public housing show some limitations in conducting a balanced performance analysis for the integrated public housing system. Given the need for quantitative and qualitative improvements, it is imperative to advance the performance analysis standards via an accurate diagnosis of the current situation. Accordingly, the purpose of this study is twofold: (1) to establish systematic and comprehensive performance analysis standards; and (2) to derive performance evaluation indicators through an extensive literature review. New performance indicators were developed for the planning sector, new supply sector, and management sector with suggesting the corresponding measurement data.

Housing policy be identified that the prescriptive measures established by the government for addressing housing problems and interventions nowadays. By formulating and implementing housing policies tailored to the country's specific characteristics, these policies serve to guide the development of the housing industry, manage the housing resources, and ensure a fair resolution of the housing problem. However, research and professional analysis of housing demand within a particular city is a challenging task. Our report explains Hong Kong's housing allocation mechanism from a market design perspective by analyzing arguments and historical digital evidence from relevant and reliable literature. And then we have modeled and evaluated the mechanisms of Hong Kong public rental housing allocation. We conclude that although the mechanism itself can be improved, but the housing issues in Hong Kong is more about other external factors. So, this report provides a more detailed view of Hong Kong's public housing policy compared with previous papers.

The simultaneous upward and downward rescaling of regulation has dramatically altered welfare provisioning systems in very different national contexts during the past thirty years. Frequently lost in the literature on rescaling, though, is the notion that localities have not been ‘given’ power in the same way that international institutions have. Though local institutional variation accounts for more difference in welfare provision than before, there are clear policy boundaries that are policed by market regulators of various sorts. This paper explores the impact of rescaling on public housing provision in the United States to illustrate better this point. I demonstrate that basic demographic, housing stock, and federal funding differences are now less important determinants of uneven public housing production than was the case during the Keynesian era, and that local institutional differences are now playing a greater role in the production and management of public housing. With such institutional differences unleashed, enormous variation in the quantity, quality, and management of public housing is now emerging.

In 1993, I received funding to conduct a community-based survey of adolescents living in public housing neighborhoods. While the ethnography literature warns about the emotional risks associated with field work, the survey research literature is silent about these risks, and I was largely unprepared about what to expect. This paper documents the experience of contacting over 600 youths in public housing neighborhoods, obtaining parental consent, scheduling a time and place to conduct the survey, and actually conducting it. It shows that the process of conducting this survey was much more like an ethnographic study than a strict survey. From this perspective, it also discusses insights I gained about life in public housing, and shares some of the stories of the people who live there.

Social housing in Peru is a significant contemporary urban issue. This study aims to assess the current state of supply and demand for social housing. The methodology employed involved examining indicators, socioeconomic reports, existing regulations, and relevant literature on social housing. Through this approach, we were able to determine the demand profile, identify the characteristics of the available supply, comprehend the dynamics of social housing programs, and establish the correlation between supply and demand. The ultimate goal was to explore the options for acquiring this type of housing. In Peru, the acquisition of social housing is facilitated through the Fondo MIVIVIENDA program, which operates through two primary mechanisms: Techo Propio and Nuevo Crédito MIVIVIENDA. The findings of this study reveal that the social housing offered in the country falls short of meeting the current demand of various socioeconomic sectors. This discrepancy arises from several factors, indicating that family income alone is not the sole limiting factor. The absence of consistent and well-designed public policies further exacerbates the issue, hindering social development, impeding citizens’ access to a better quality of life, and undermining their social inclusion.

Most commonly, residents are always arguing about the satisfaction of sustainability and quality of their high rise residential property. This paper aim is to maintain the best quality satisfaction of the floor materials by introducing the whole life cycle costing approach to the property manager of the public housing in Johor. This paper looks into the current situation of floor material of two public housings in Johor, Malaysia and testing the whole life cycle costing approach towards them. The cost figures may be implemented to justify higher investments, for examples, in the quality or flexibility of building solutions through a long-term cost reduction. The calculation and the literature review are conducted. The questionnaire surveys of two public housings were conducted to make clear the occupants evaluation about the actual quality conditions of the floor material in their house. As a result, the quality of floor material based on the whole life cycle costing approach is one of the best among their previous decision making tool that was applied. Practitioners can benefit from this paper as it provides information on calculating the whole life costing and making the decisions for floor material selection for their properties.

This article summarizes and reviews the cross-discipline literature on violent crime in destination neighborhoods postrelocation in order to build a more comprehensive picture of risk factors for violence, as well as how and why housing policies influence risk of violence. High rates of violent crime continue to be a persistent problem in areas of concentrated poverty and public housing. Modern housing programs such as Moving to Opportunity and Housing Opportunities for People Everywhere are popular interventions for reducing the density of low-income people receiving public housing assistance by relocating residents of distressed housing projects. However, evidence suggests that relocated residents may not experience less violence or improved safety in their new communities.

Japan currently has been successful to provide housing for low to high-income people in urban areas. Almost everyone in Japan can access their homes, either public housing or private one, depending on the level of their welfare status. The study discusses about development of public housing in Japan and why the Japanese people can accept the design of the vertical housing built by their government. The study is conducted with descriptive approach through literature study and field observations in the city of Tokyo and its surrounding areas to provide knowledge about the development of public housing in Japan started from traditional residential and then developed into a modern residential horizontally and vertically according to the needs of his hometown community. Despite of the development from time to time, the design of residence still considers the local culture of Japan. So the Japanese people can receive residential design, although it is developed into vertical housing. This study is expected to give inputs for the Indonesian government as an effort to achieve the successful provision of public housing in Indonesia.

This article brings together various spatial and political theorizations on the commons as a broader project to understand multiple dimensions of the inclusive nature of public housing. By picking up theorizations on the commons, the article feeds the debate on the loss of “publicness” of public housing and removes attention from what is seen as a state related business. Four core-dimensions are identified: ownership, participation, community activity and physical configuration. The article takes a sample of public housing estates in the Brussels capital region as case studies to test the capacity of this framework to detect the degree of “publicness” of various forms of public housing. The preliminary results—based on this limited sample of cases studied through interviews with privileged informers and a literature study—suggest that approaches where individual households are actively involved in the organization of the dwelling environment work best to compensate for the loss of “publicness” that has occurred since the decline of the welfare state. In that respect, these approaches tie in with some early predecessors of “public” housing, mainly cooperatively organized garden city developments. Further in-depth case study research should shed more light on the validity of this hypothesis, as well as on the precise mechanisms and features that determine this regained “publicness”.

The complex relationship between affordable housing and urban sprawl has major implications for cities all over the world. While urban sprawl offers lower housing costs and increased space as benefits, it also does present serious environmental, social, and economic issues. Undoubtedly, the rising cost of housing in the urban centers has forced the no income and the low-income populations to the periphery and thus increasing economic inequality and displacement. The growing urban sprawl has given rise to environmental degradation, social isolation, and economic inefficiency, which is further intensifying the displacement of low-income individuals and their families. This again is the remote cause of overcrowding as it restrains upward economic mobility. The aim of this research is to examine the complex relationship that exists between affordable housing and urban sprawl, and to propose ways to balance these dynamics. Key objectives include analyzing the adverse impacts of urban sprawl on the environment, societal fabric, and economic productivity; investigating the driving forces behind rising housing costs and their repercussions on low-income households; evaluating existing policies and strategies addressing affordable housing and urban sprawl; and proposing innovative solutions for sustainable urban development with equitable access to affordable housing. With the use of a literature review methodology, this study offers a comprehensive strategy. Stronger land use planning and zoning, improved public transportation and active transportation infrastructure, the expansion, building and preservation of more affordable housing, the promotion of social justice and community involvement and the use of technology and data-driven approaches are policy recommendations. The adoption of micro-units and tiny homes, co-housing and shared living arrangements, adaptive reuse and mixed-use development, community land trusts and housing cooperatives are some of the innovative recommendations. By striking a balance between affordable housing and sustainable urban development, these strategies hope to foster inclusive and thriving cities. Organizational capacity is essential for effective implementation of policies and programmes. Consequently, assessment of organizational capacity helps organizations to identify their strength and weakness in order to make informed decisions about how best to address challenges they face. The goal of this study was to assess the status of organizational capacity of public housing agencies in housing provision in Ogun State Southwest Nigeria. It was motivated by a gap in literature on the specific areas that contribute most to organizational capacity of public agencies in housing provision in Nigeria. Using questionnaire as the principal data collection instrument, primary data were collected from randomly selected 90 staff members involved in the design, planning, implementation and management of public housing projects in four public housing agencies in the study area. The data were analysed using descriptive statistics, and the result showed that most respondents felt that the overall organizational capacity of the agencies in housing provision was adequate. Management capacity was found to be slightly higher than resource capacity with the agencies having most strength in leadership style and weakness in the methods of administration of funds for housing projects. Substantial need and capacity building was found in critical areas such as funding, staff motivation and methods of dispensing of funds for housing projects. The paper suggests that partnerships with private sector organizations, robust staff well-fare schemes and re-training of staff can enhance organizational capacity of public agencies in public housing provision in Nigeria and other developing countries.

Most historical scholarship on race and housing in the 20th-century United States examines public housing and private housing separately or focuses on large metropoles. This study seeks to understand the relationship between public and private housing discrimination, segregated residential patterns, and desegregationist advocacy in mid-20<sup>th</sup> Century Trenton, New Jersey. To do so, it utilizes archived documents of local civil rights organizations, correspondence between activist groups and local public officials, and local newspaper articles along with secondary literature on race and housing. This thesis argues that the introduction of federal public housing programs in the 1930s, intended to increase quality housing access, allowed Trenton’s government officials to place black residents in segregated projects, thereby reinforcing existing segregated residential patterns. Simultaneously, financial institutions and realtors infringed upon black Trentonians’ agency in the private market through discriminatory lending and realty practices that discouraged integration. City leaders’ segregationist attitudes furthered systemic racial discrimination, confining black Trentonians of all socio-economic classes to poor quality, overcrowded housing. Black and segregationist activists resisted segregationist practices by asserting their right to fair representation as taxpayers through letters, community meetings, and public demonstrations. By the 1960s, they gained an ally in Trenton’s mayor, but the mass exodus of white Trentonians in the postwar period prevented integration efforts from coming to full fruition. These findings suggest that racial discrimination in private and public markets coalesced to systemically limit black families’ ability to access decent and sufficient housing conditions throughout the country.

Nowadays, there are many studies with a significant focus on affordable housing. The relevance of this theme, which is usually the central object of public housing policies, requires an updated review of the problems and challenges to be overcome, especially in terms of sustainability, in favor of an improvement in the quality of products delivered to beneficiaries. This research concentrates on applying the sustainability concept to affordable housing, emphasizing technical, social, and governance aspects. A novel classification framework is introduced, encompassing these aspects in the context of sustainability integrated with affordable housing. A systematic literature review is conducted and more than 100 articles are examined based on bibliometric and bibliographic analyses to highlight the main dimensions and topics involved in the housing public policy sphere. The study has been elaborated based on collecting relevant materials, building a descriptive analysis of the literature examined, highlighting the classification structure that categorizes the studies examined, and evaluating the material identified based on the classification structure. The outcomes aim to spotlight the diverse dimensions of sustainable affordable housing and associated research themes. Furthermore, the research outlines deficiencies in current approaches and outlines a future research agenda for implementing sustainability in affordable housing. It establishes a strong connection between technical, social, and governance aspects of affordable housing and sustainability, considering anticipated approaches, techniques, and challenges.

The article describes the impact, the meaning and the characteristics of the housing estates developed by the real estate companies in Poland after 1989 and presents possible solutions to eliminate the dysfunctions of the inhabited space, which can improve the functionality of inhabited environment. That model of housing is one of the most typical elements of the settlement network in Poland. Unknown under the real socialism when the housing development was based on public and industrial investment and the so-called socialized housing, in the later period supplemented to a greater extent by individual projects. Real estate housing has negative impact on the quality of the urbanized space and the national economy, which results in the creation of a low quality living environment. On the other hand, to some extent they solve the problem of the housing shortage caused by the ine'cient public policy in that field. The study is based on source literature and o'cial statistics on the level of housing production in the analysed period.

Intensive spatial transformation and restructuring in China these years has brought the separation of residence-job, so as to residence-public services, which adversely affects people’s access and enjoyment of job and public service resources, especially for the disadvantaged populations with limited choice of residence location and insufficient access to those resources. The residents of affordable housing are among the typical disadvantaged populations under the existing affordable housing policy in China. Residence-job separation of affordable housing residents has been paid much attention in literature, but no specific study has been conducted on the residence-public services separation and the behavioral responses of the residents. Spatial mismatch theory was originally put forward to reveal the adverse labor market outcome brought about by residence-job separation, and nowadays some scholars have tried to extend the residence-job spatial mismatch to residence-other resource spatial mismatch. This research responds to both the dilemma facing by the disadvantaged affordable housing residents and the extension trend of spatial mismatch theory. By applying the spatial mismatch theory and taking several affordable housing communities of Hangzhou as examples, the study explore the problems existing in affordable housing in commuting, employment, public service and residents&apos; behavior response. The results found that the current affordable housing policy has led to an increase in commuting costs, a decrease in employment accessibility and welfare, a decrease in accessibility and satisfaction of public services, and disruptive behavior in the affordable housing market. These problems are mainly caused by remote layout and single supply, unreasonable allocation methods, difficulty in exchanging housing units and inadequate supervision of undesirable behaviors. To alleviate the spatial mismatch between housing and resources in Hangzhou, policy suggestions could be considered from four aspects: housing layout and supply, allocation methods, housing exchange and supervision.

The paper appraised users’ satisfaction with housing units by occupants of the CROSPIL housing estate, Akpabuyo, Cross River State, Nigeria with the aim of improving the housing sector in the State by examining the level of satisfaction with the architectural design of the housing units and neighbourhood facilities in the estate. Methodology of the study was through questionnaire administration, physical observation, measurement of spaces, interviews and review of the literature. The study revealed that apart from road infrastructure, the estate lack neighbourhood facilities such as water, shopping centres, health centres, schools and recreation centres (green areas). Residents were generally satisfied with the design of living rooms, bedrooms and kitchens in all housing unit types but dissatisfied with other spaces like toilet/bath, store and dining which were non-existing in some of the housing units. The study concluded that irrespective of the income level of users, the basic functional spaces required in any housing unit should be provided for all. Also, neighbourhood facilities that make living comfortable should be provided as a matter of urgency.

Inclusionary housing (IH) is a regulatory instrument adopted by local governments in many countries to produce affordable housing by capturing resources created through the marketplace. In order to assess whether it is efficient, scholarly attention has been widely focused on its evaluation. However, there is a lack of studies evaluating IH from a governance perspective. Since IH is about involving private actors in affordable housing production, the governance point of view of cooperating governmental and non-governmental actors governing society to achieve societal goals is highly relevant. The two most important elements of governance—actors and interrelationships among these actors—are taken to build an analytical framework to explore and evaluate the governance of IH. Based on a research approach that combines a literature review and a case study of China, this paper concludes that the ineffective governance of Chinese IH is based on three challenges: (1) The distribution of costs and benefits across actors is unequal since private developers bear the cost, but do not enjoy the increments of land value; (2) there is no sufficient compensation for developers to offset the cost; and (3) there is no room for negotiations for flexibility in a declining market. Given that IH is favored in many Chinese cities, this paper offers the policy implications: local governments should bear more costs of IH, rethink their relations with developers, provide flexible compliance options for developers, and perform differently in a flourishing housing market and a declining housing market.

In several Western European countries, a significant share of social rental housing stock has been sold since the 1980s as part of government policies aimed at promoting homeownership societies. Research has shown that tenure conversion has contributed to increasing socio-spatial segregation of lower-income groups, with diverging spatial patterns of homeownership among immigrants. This paper examines the impact of recent public housing privatization schemes in Milan in relation to micro-segregation and peripheralization processes of foreign populations, which represent distinctive features of immigrant residential distribution in this city. By employing name analysis, an unconventional approach in segregation studies, I inferred the geographical origins of homebuyers and mapped their distribution across the city. The findings reveal divergent purchasing behaviors, whereby Italians predominantly acquire properties in semi-central areas currently undergoing urban regeneration. In contrast, immigrants tend to concentrate their acquisitions in peripheral post-war public housing neighborhoods or in areas predominantly inhabited by residents with similar geographical origins. This paper contributes to the existing literature on ethnic residential segregation in Southern European cities by shedding light on the underexplored role of public housing privatization policies in shaping specific residential patterns and housing outcomes among different groups.

Purpose The Mexican housing industry was hindered by a shrinking market and tighter financial conditions related to the Great Recession. Moreover, in 2013, a major change in public policy further modified this industry’s environment. Mexico’s new urban development policy supported inner-city new housing, in contrast to the previous policy that incentivized sprawling. Three out of eight publicly traded housing companies filed for bankruptcy protection in 2013-2014, arguably because of the effects of the Great Recession and the new housing policy. The purpose of this study is to identify firm-level factors that caused some firms to file for bankruptcy protection. Design/methodology/approach Three approaches were used to analyze the housing industry in Mexico from 2006 to 2015. First, a policy analysis focused on the new housing policy and its consequences for housebuilding companies. Second, a financial analysis of the two economic shocks was performed in search for the transmission mechanisms in the companies’ financial metrics. Third, a retrospective analysis using the Fisher’s exact test was used to identify variables statistically associated with companies filing for bankruptcy protection. Findings There are two features significantly associated with bankruptcy protection: increasing market share while being vertically integrated, as a response to the Great Recession, and the relative magnitude of the loss on firms’ inventory value due to the new public policy. Neither Altman’s Z-score values nor firm size or degree of integration are significantly related to bankruptcy. Research limitations/implications The small sample size presented a challenge, as most statistical methodologies require large samples; however, this was overcome by using the Fisher’s exact test. Originality/value The main contribution of this paper is the statistical identification of the possible causes for bankruptcy protection in Mexico amongst homebuilding firms in 2013 and 2014, which have not previously been reported in the literature.

Students’ privacy expectations in university housing have increased, a change that has been reflected in universities shifting from traditional units to increasing numbers of apartments and suites. This study examines privacy and territories in student university housing architecture, using architectural plans of 76 residences, relating the socialization of university students to their academic success by bringing together various literatures—student development, student development practice, and architecture of student housing—to address positivesocializing forms of architecture and effects of crowding and isolation in residence design. The proposed Hierarchy of Isolation and Privacy in Architecture Tool (HIPAT) is a tool for measuring and analyzing levels of privacy and the impact that control mechanisms in the built environment of student university housing have on them. The HIPAT addresses the need to analyze student interactions in residences from an architectural lens that applies a robust privacy literature as well as visualizing primary, secondary, and public territories in student university housing.

A habitable environment is required for the economy. This necessitates that the economies have the most affordable housing, the highest environmental standards, and the finest public transportation. These parameters must be better defined in the majority of developing economies. However, developed economies have improved housing affordability, environmental quality, and public transportation. The paper illustrates the affordability of accommodation, environmental quality, and public transport in both developed and developing economies through a review of the relevant literature. To achieve this objective, the studyinvestigatesthe cities based on their success in terms of housing affordability, environmental quality, and public transportation. The significance of the study lies in the fact that it demonstrates that, despite the fact that developed cities possess affordable housing and environmental qualities, they still require refinement to be livable. Moreover, despite the fact that the developing cities of China have the finest public transport in the world, China and India still have room for improvement in this area. This further demonstrates that developed and developing economies should take macroeconomic parameters significantly into account in order to make their cities habitable.

AbstractOver the last two decades decision makers have sought to address problems with large concentrations of poverty and minority ethnoracial groups in the cities of Western Europe and the Anglo-American world that are the direct result of the manner in which public housing was built in the early postwar era. The United States, Canada, the United Kingdom, and Australia have developed programs that introduce “social mix” into such public housing developments. These initiatives are designed to alter the social dynamics of places with high levels of concentrated poverty and ethnoracial minority groups that are believed to magnify the disadvantages of poverty and marginalization. In this paper, I argue that this is a destigmatization strategy, but not the same kind of destigmatization strategy that has been described in the literature. Using the example of Toronto's Regent Park, a large public housing development near downtown, I develop a research agenda for understanding the gap between a quasi-state agency's efforts to destigmatize public housing sites (“place destigmatization”) and the everyday destigmatization practices and experiences of residents (“personal destigmatization”). The paper begins with a review of the putative mechanisms linking socially mixed public housing redevelopment and outcomes for residents, including social capital, social control, role modelling, and changes to the political economy of place. This review finds little evidence of these effects in the literature. Consequently, I argue for an inductive approach to the study of the outcomes of social mix, rather than the common practice of judging such outcomes against the benchmark of close, intimate relationships between new, middle-class residents and existing public housing residents. I further argue that the “normalization” of the built form that is a major part of socially mixed redevelopment is a form of place destigmatization, and may alter both material practices and representational practices related to stigma, which have very real effects on the everyday experience of residents.

Data were collected through literature study from the history and development of Japanese residential architecture for public society and also done by field observations in Tokyo and surrounding cities. The study results the knowledge about many forms of residential architecture to public society since before the world war until now and provides knowledge relating to the successful provision of public housing so that it can be accepted by the occupants. The study is expected to provide inputs for the development of programs for public housing provision in urban areas in Indonesia.

ABSTRACT This paper identifies the management of municipal housing stock as an area of public management in an urban municipality, taking into account the legal, institutional and market conditions in Poland. In order to achieve this aim, the author examined relevant literature and pertinent legislation and employed an analysis of source (organizational) documentation on the management of municipal housing stock in provincial capital cities. The paper begins by discussing the essence, distinctive characteristics and concepts of public management as a sub-discipline of management sciences. Subsequently, it outlines the specificity of public management in a municipality as a local government unit. Against this background, the author goes on to identify the management of municipal housing stock from the standpoint of public management in an urban municipality by formulating its definition in a broad and narrow sense, followed by a synthetic characterization of this management in a functional and institutional approach, considering its basic organizational models. The research demonstrated that the management of municipal housing stock is subject to progressive marketization and tends to be shaped by such public management mechanisms as hierarchy, market and network. These mechanisms cause this management to operate in practice in a hybrid system.

Limited access to affordable and decent housing for the low-medium income households of Namibia, especially in Windhoek, is a major concern. This is evident as nearly 70 percent of the population are unable to access affordable housing. This situation is exacerbated by lack of an integrated framework for affordable housing delivery strategy. Adopting an interpretivist perspective, in depth literature review of published records, and using hybrid value chain model; this paper aims to identify an effective and efficient strategy for the delivery of affordable housing in Windhoek through the application of the stakeholder approach. Also, the paper intends to determine the appropriate division of roles between public, private and community institutions, and to suggest possible policy interventions necessary for a viable affordable housing delivery strategy. Though several non-integrated initiatives are operational in Windhoek, the joint Public-Private-Social-Sector Partnership model represents a new business model in the affordable housing sector.

Housing policy be identified that the prescriptive measures established by the government for addressing housing problems and interventions. By formulating and implementing housing policies tailored to the country's specific characteristics, these policies serve to guide the development of the housing industry, manage the housing resources, and ensure a fair resolution of the housing problem. However, research and professional analysis of housing demand within a particular city is an challenging task. Our report explains Hong Kong's housing allocation mechanism from a market design perspective by analyzing argument, historical digital evidence from relevant and reliable literatures. And then we have modeled and evaluated the mechanisms of Hong Kong public rental housing allocation. In occlusion, this paper concludes that although the mechanism itself can be improved, but the housing issues in Hong Kong is more about other external factors. And this report provides a more detailed view of Hong Kong's public Housing policy.

Abstract Social Housing remains highly essential in providing affordable shelter in urban and peri-urban settlements. However, pressures from liberalisation, public expenditures, and privatisation continue to threaten its availability. This paper reviews contemporary social housing trends and compares Europe’s established social housing scheme to Africa’s emerging schemes. This was achieved by identifying the similarities between social housing in the UK and the Netherlands and social Housing in Nigeria and South Africa and identifying the differences between them. Relevant literature was reviewed to give a detailed but straightforward account of the Netherlands, UK, South Africa, and Nigeria based on allocation policy, target occupants, ownership scheme, mode of finance, and the challenges faced. The studies conclude that there are more similarities between social Housing in Europe and Africa than differences. However, the most fundamental difference is the type of challenges they face. The challenges observed in Europe’s social housing schemes are social problems such as segregation and bad public image. In contrast, Africa’s social housing challenges are socio-economical in terms of lack of funds, poor planning, and implementation of policies. The outcome from this study is targeted at promoting the implementation of sustainable social housing schemes at the policy level.

Social housing (SH) upgrades involve multiple stakeholders with sometimes divergent requirements and needs. Collaboration and participative processes are essential to ensuring an appropriate value for users is delivered through social housing upgrades. Living Labs are user-centred initiatives where researchers, public and private partners, and users collaborate to develop innovative solutions in real-live environments. However, scarce research exists on how Living Labs may support the upgrading of social housing, and there is a need to explore what the challenges are that can be expected in this context. This paper discusses an integrative literature synthesis of housing upgrades developed within the context of Living Labs. Nine information-rich cases identified in the literature were chosen for in-depth examination. A living lab process was proposed based on the literature and activities and tools used in Living Labs were identified. From the challenges highlighted by existing studies, a series of recommendations to support the development of Living Labs in social housing upgrades was proposed. These should support Living Labs implementation initiatives in this specific context.

The United Arab Emirates (UAE) is slowly transitioning from traditional single-family public housing to a ‘vertical’ typology to meet the increasing demand on public housing, solve the problem of the scarcity of land in urban areas, and contribute to achieving its local agenda for sustainable development goals. However, the direct involvement of Emirati residents in the design process of the recently developed limited number of vertical public housing projects has been missing. This research aims to involve a sample of Emirati residents, representing the targeted category for vertical public housing, in the pre-occupancy evaluation of the design of Al Ghurfa, the very recently developed vertical public housing project, focusing mainly on assessing the attainment of social sustainability in this design. The research method included four phases, including initiating a conceptual framework from relevant literature reviews, digitalizing the case study design, developing the conventional and e-Participation interview scenarios and scripts, and selecting a sample of Emirati young citizens who participated in the study. The results of the study successfully highlighted the participating residents’ preferences and concerns regarding the design of the investigated pioneering vertical public housing project. The findings revealed the interviewed citizens’ perceptions of the investigated social sustainability principles in the vertical housing design pertaining to mixed-use development within and outside the vertical residential building, social integration among neighbors of the building, vertical and horizontal accessibility inside and outside the building, security measures for the residents of the buildings and their privacy, design measures of the high-quality living environments, the user-responsive design of the housing units, and the importance of their involvement in the design. This helped propose a set of recommended design actions for attaining social sustainability in vertical housing design tailored to the specific needs of Emirati residents. The research has also revealed the successful merger between the conventional and advanced e-Participation tools in involving the residents in assessing the professional design of vertical public housing as a new emerging typology that is expected to prevail in the near future.

Open spaces are areas without any built structures that are open to the public and pose as a key infrastructure to the development of the urban fabric. Due to rapid urbanization, the quantity and quality of open spaces in housing neighbourhoods have reduced, affecting the resident’s psychological health poorly, which was further accelerated by the COVID-19 pandemic. The lower-income groups of the country have been most affected by the same. Hence, this study addresses the inequality in the distribution of open spaces and how open spaces can be used to improve the dwelling conditions for the disadvantaged sections of society. This study looks into the different typologies of open spaces in urban housing and investigates how the provision of open spaces and their correlated features are associated with the user’s health and well-being.The paper looks into existing literature about the topic to understand what is known and to examine its shortcomings. The research would help future public and private sector bodies in charge of designing homes for the low-income groups to understand the importance and implementation of open spaces in such housings to uplift and improve the physical and mental health of the urban poor of India.

This article aims at discussing the New Public Management (NPM) approach that has been implemented in housing policies for low-income communities (MBR) in Indonesia and specifically describes how the NPM approach has diametrical relevance to the post-NPM approach. This research method uses a review approach. The data collection technique is through searching various sources and literature, both from NPM theories, regulations and historical documents on housing policy in Indonesia. Data analysis used in this study uses several stages, i.e., first a brief description of the history of Indonesia’s housing policy during the Old Order, New Order s provided; the second stage focuses on the new order or reform era and explains how the housing approach for MBR in Indonesia has adopted the NPM policy, and the final section presents the direction of the housing policy reform in Indonesia based on the post-NPM paradigm. The result of the study indicates that the NPM approach in the context of housing policy for low-income communities (MBR) in Indonesia has not been fully able to overcome housing problems for low-income communities (MBR) and in principle the NPM approach requires socio-cultural, economic and political adaptation of Indonesia. The main point of this article is to encourage the realisation of an ideal housing policy for low-income communities (MBR) in the future through the application of a post-NPM approach as a correction and evaluation instrument while at the same time encouraging the housing policy reform for low-income communities (MBR) in Indonesia.

Public housing is a basic need for low- and middle-income families. Unfortunately, in many developing countries, housing construction projects often fall short of achieving the required performance levels. This problem occurs for many reasons: low budget, corruption, poor governance, inadequate policy and the lack of modern technologies used in construction. As a developing country, Myanmar is facing these challenges in public housing construction projects. Although many studies have investigated the factors influencing the performance of construction projects, there has been limited research focusing on public housing construction, particularly. Myanmar plans to provide one million homes by 2030. However, the country faces significant challenges, including political instability and the COVID-19 pandemic. This study attempted to identify the critical factors influencing the performance of public housing construction projects in Myanmar (PHCPM) amid the current changing circumstances. A survey was conducted to collect data from 86 experienced personnel on 51 factors identified in the literature review. The dataset was then analysed using a one-way analysis of variance (ANOVA) and frequency-adjusted important index (FAII) analysis method. The factors were ranked according to FAII scores and 10 critical factors were identified and discussed. The results of this study can help inform individuals responsible for taking action to mitigate the impact of the critical factors identified on improving the performance of PHCPM.
