Abstract This paper discusses post-New Public Management (NPM) approaches to current patterns of public management reforms as a path-dependent phenomenon and as proposing corrective solutions to unintended shortcomings of NPM-inspired reforms. Public sector accounting reforms are seen as developing coherently with general public managerial reforms, and as showing a shift in the prioritised purposes assigned to public accounts in line with the overall design of projected reform-making. EU public sector accounting harmonisation is interpreted in this framework, and the Italian experience of public sector accounting reform is discussed in the light of EU membership. Particular emphasis is given to the likely overlap between national and government accounting due to increasingly shared purposes, whereby the former acquires a functional supportive role to the latter. Considerations on the drivers, as well as on the technical solutions of the new Italian public sector accounting system, suggest that Italian public sector accounting has taken a step in the direction of European public sector accounting harmonisation. Finally, the Italian case provides evidence of post-NPM-like accounting reform, contributing to the scanty empirical research on this topic.

This paper is the introduction article to the special issue on EU-driven public sector reforms. European Union (EU) governance has dramatically changed since the outburst of the financial, economic and fiscal crises in 2007–2008. The dramatically changed circumstances have led to heightened EU influence in the field of the organization of the public sector of Member States, leading to major reforms of the public sector of Member States under conditions of radical fiscal consolidation. We call these ‘EU-driven public sector reforms’. The Greek, Hungarian, Irish and Italian cases of reform of the public sector in recent years, accounted for in this special issue, are different instances, with diverse outcomes, of this phenomenon. This article reviews the theoretical perspectives that can be employed for the study of EU-driven public sector reforms – these include notably the policy of conditionality; Europeanization; and a combination of learning, leadership and multiple streams theories – and the evidence about the features, doctrinal contents and effects of such reforms arising from the four case studies in the special issue.

Abstract Over the past decade, many states have reformed their retirement systems by reducing benefit generosity, tightening retirement provisions, introducing non-defined-benefit (DB) plan options and even replacing DB plans with defined-contribution plans. Many of these reforms have affected post-employment benefits that public workers will receive when they retire. Have these reforms also affected the attractiveness of public sector employment? To answer this question, we use state-level data from 2002 to 2015 and examine the relationship between state pension reforms and public employee turnover following the reforms. We find that employee responsiveness to the reforms was tangible and that it differed by reform type and worker education. These results are important because the design of public retirement benefits will continue to influence the ability of the public sector to recruit and retain high-quality workforce.

China and Vietnam have adopted market reforms in the health sector in the context of market economic reforms. Vietnam has developed a large private health sector, while in China commercialization has occurred mainly in the formal public sector, where user fees are now the main source of facility finance. As a result, the integrity of China's planned health service has been disrupted, especially in poor rural areas. In Vietnam the government has been an important financer of public health facilities and the pre-reform health service is largely intact, although user fees finance an increasing share of facility expenditure. Over-servicing of patients to generate revenue occurs in both countries, but more seriously in China. In both countries government health expenditure has declined as a share of total health expenditure and total government expenditure, while out-of-pocket health spending has become the main form of health finance. This has particularly affected the rural poor, deterring them from accessing health care. Assistance for the poor to meet public-sector user fees is more beneficial and widespread in Vietnam than China. China is now criticizing the degree of commercialization of its health system and considers its health reforms “basically unsuccessful.” Market reforms that stimulate growth in the economy are not appropriate to reform of social sectors such as health.

The electricity sectors in India have been undergoing significant reforms since nineties. The initial status of the electricity sector when reform of the industry was initiated was very similar across all states in India. The state electricity boards prior to reform were vertically integrated public utilities, the distribution companies had significant technical and commercial losses and the state utilities were in poor financial health. Most states in India shared similar stories; however, when these states reformed their electricity sector in the nineties, we see differences in the current market structure despite all states having started with similar industry organization. In this paper, we carry out case studies of electricity sector reforms in Orissa, Delhi and Karnataka. These three cases have been selected for their diversity in approaches to electricity reform. What motivated these states to reform? What types of market designs are currently in place and why market designs differed in these states? This study was conducted to determine the factors and their influence on accrual accounting reform in the public sector in Vietnam. Combining qualitative and quantitative research methods based on empirical surveys of 268 accountants, controllers, and auditors working in state agencies such as the Department of Finance, state treasuries and agencies receiving revenues from the state budget in 2019. This study shows that six factors influence the reform of the accounting system in the public sector in Vietnam to accrual-based: accounting staff – especially their expertise, competence, and work experience; training and support of the consulting experts; costs of the accounting reform; level of information technology application; funding and assistance from international organizations; legal environment.At the same time, the accrual-based accounting reform will have a positive impact on improving the transparency and efficiency of public sector operations in Vietnam. Among the factors affecting accounting reform, the legal environment factor is the most influential determinant, followed by the contingent of accountants. The study’s limitation is that the new experimental investigation is only conducted with a small sample size and in a short period. However, the research results are also a useful reference for those who are interested in the context that Vietnam is preparing to have strong reforms in accounting in the public sector in the coming time.

This study analyzes the diffusion of public sector pension reforms across the American states between 1999 and 2012, a policy area notable for its fiscal implications as much as its recent political polarization. Previous enactment in other, non-contiguous states was the largest and most consistent driver of reform. Otherwise, empirical findings suggest that reform antecedents varied by reform type. Existing funding levels reduced the likelihood that states would cut benefits, change pension governance, or reduce cost of living allowances, but had no effect otherwise. Evidence for partisan legislative influence is weak, although Republican control had partial, positive effects on the enactment of pension governance reforms and increases to the retirement age. Across the board, other relevant factors such as constitutional pension protections, collective bargaining rights, and union membership density had no effect. That external contagion pressures have a more robust influence than endogenous conditions raises questions about the future efficacy of pension reform.

The economic reform process began in India in 1991. However, the reform agenda is still far from its goals as is evident from low per capita income. Thus, this reform effort has not produced the desired outcome of a faster rate of economic and social development in a meaningful way. It is the premise of this volume that to transform the social and economic landscape, the proposed reforms should be broadbased and multi-pronged which take into account incentives for the stockholders in both the private and public sectors. The institutions are the rules that govern economy and include the fundamental legal, political, and social rules that establish the basis for production, exchange, and distribution. The two editors of this volume have received contributions from a number of authors and the wide range of papers are grouped under five main headings: political economy of reforms, reforming public goods delivery, reform issues in agriculture and rural governance, and reforming the district and financial sector.

This study approaches the study of organisational communication in the Australian public sector by focussing on the gendered nature of the organisation, and presenting results from the grass roots or 'native' level (Gregory, 1983). The theoretical framework of this study draws on a diverse range of philosophical viewpoints, ranging from organisational communication and culture approaches, sociological perspectives, public sector research, and uniquely Australian conceptualisations of gender within the public sphere. This study introduces a new way of conceiving feminist bureaucrats (femocrats), in terms of their relationships with 'natives' within public sector organisations. Difficulties in identifying a distinctly Australian organisational communication arena result from both the paucity of organisational communication, grass roots, and public sector research, and because of the problematic task of assimilating 'bits' of divergent theories, with often incompatible views to inform one comprehensive theoretical framework. The results of focus group and individual interviews suggest that a 'managerial' culture exists both within and externally to public sector organisations. This managerialism originates from within patriarchal and masculine organisational structures, and from a shift of workplace practices where a public service model has been replaced by a more private sector, bottom line, results orientation. While the 'natives' in this study are not representative of all public sector employees, their discourse provides a glimpse into the concerns of grass roots members of organisations, a view that is significant in its absence from organisational communication research, particularly in the Australian context.

This thesis explored the public value (PV) concept as strategic management to (re)introduce the concept of social responsibility and ethics within the public sector. Public sector governance relied on the assumption that the specific attributes of the various public sector governance approaches influenced public managers’ actions and decisions. The attributes of the management approach became more aligned with the PV concept as it moved along a public sector reform (PSR) continuum. To compare and contrast the PV concept in the various cultures and institutional settings through the lens of Intelligent Transportation Systems (ITS)-related policies and programmes, three countries at the different stages of PSR were chosen. The results showed there were varying degrees of PSR acceptance and compliance at the various government levels. Thus, more than one dominant PSR model existed simultaneously in a country. The extent to which the changes were accepted and complied with depended on several dynamics. Additionally, the results discovered that the PV concept influenced public managers’ practices despite the governance traditions. This discovery validated the fact that a country did not have to be at the most sophisticated PSR stage to strategise using the PV concept. Finally, the results supported the view that ITS enabled easy and continuous data collection for the public managers. This ease of data collection advanced the process of knowledge exchange to co-create/co-produce or share PV with the public. The knowledge collaboration and sharing could lead to innovation, sustainability and the perception of value by the public.

The purpose of the research is to explore the significance and role of the Bangladeshi public sector leadership (PSL) in the context of public sector reforms (PSR). I examine how the adoption of the reforms depends on the interaction between the PSL of the home government and the donor agencies, resulting in reform challenges on the part of the home government. To do this, the research explores how bureaucratic behaviour responds to and matches donor agenda vis-à-vis their dual role of protecting the traditional socio-economic system, cultural and political norms, values and developing the institutional basis when dealing with reforms. Thus, the research emphasises the need for exploring the elite actors’ beliefs about their governmental traditions as they shape PSR. Taking an interpretive approach, this thesis presents empirical insights in three important areas of public sector management, namely, perceptions and lived experiences of PSL; bureaucratic response to PSR; and traditions in governance and governance intervention by donors. Its contribution is to illuminate the key aspects of PSL roles/practice within the Bangladeshi PSR. Findings offer an understanding of how public sector leaders construe and respond to reform initiatives. Analysis of the PSL role shows that reform is fundamentally a political and contested process. The current study presents an empirical analysis of the elite actors’ webs of belief about the PSR in the context of normative roots of the Bangladeshi governance traditions and culture vis-à-vis the motives of the aid regimes. Part of the originality of this research is its attempt to conceptualise governance traditions as adaptable sets of beliefs that stresses the role of agency in PSR in the Bangladeshi context. I also claim my research to be worthwhile as I situate the Bangladeshi governance traditions within a context that goes beyond the typology of traditions advanced by Painter and Peters (2010). Moreover, this research argues for the performative accounts of the governance traditions. The key argument in this thesis is that public sector leaders’ response towards the public sector reforms is shaped by the wider web of beliefs embedded in a historically inherited tradition and that dilemmas arise when the public sector leaders face new situations uncommon and unfamiliar to them in terms of atypical reform agenda prescribed by international donors. Dilemmas also arise because of the incongruity between the traditional socio-economic, cultural values and donor-prescribed reform initiatives. This study suggests that dilemmas and conflicts – two important constructs illuminating cultures and traditions in public sector management – have an explanatory link to the bureaucratic response towards reforms. Thus, change is the outcome of the dilemma, if not the solution (Bevir & Rhodes, 2010). Looking from an interpretive lens, I contend that the Bangladeshi governance tradition is postcolonial, combining multiple features directly traceable to colonial institutions and ancient Samaj (village life/society) with post-independence adaptations and innovations based on administrative reform prescriptions by donor agencies, the latter essentially appearing as new ‘layers’ on the original bedrock. Therefore, it can be called a hybrid tradition.

ENGLISH ABSTRACT: Public sector reform has been around since the 1980s and was a result of criticism against traditional public administration for being too slow and inefficient to address public needs. Although Public sector reform is common in developed countries, evidence of public sector reform has rarely been seen in developing countries. The purpose of this investigation is to determine whether there is any evidence of public sector reform in a developing country such as South Africa. The author divides public sector reform into three categories, namely: new governance, regulatory governance and new public management (NPM). Based on the theoretical information analysed, a list of qualifying criteria for public sector reform is compiled. The author then focuses on the Perishable Products Export Control Board (PPECB), a statutory organisation acting as a service provider for the perishable products export industry and a regulator on behalf of the South African government. The author analyses the model on which South African perishable exports are based and studies the organisation‟s history, strategies, operational structure and its relationship with government. The information gathered is then compared to the list of qualifying criteria compiled for public sector reform. It was found that the model, and specifically service delivery strategies by the PPECB, provides conclusive evidence of new governance, regulatory governance and NPM. It was also found the model is a hybrid between traditional public administration and public sector reform, as it contains characteristics of both. The study takes the form of a literature review. Research was conducted through studying various literatures pertaining to new governance, regulatory governance and new public management. In addition, the author gathered relevant information from within the PPECB, the South African Department of Agriculture, Forestry and Fisheries (DAFF) and the export industry. Further information was also collected by means of unstructured interviews with senior individuals employed by the PPECB.
AFRIKAANSE OPSOMMING: Openbare hervorming bestaan sedert die jare tagtig en het basies ontstaan as gevolg van kritiek omdat tradisionele openbare administrasie te traag en onbevoeg was om openbare behoeftes aan te spreek. Hoewel openbare hervorming in ontwikkelde lande stewig gevestig is, is daar ook bewys daarvan in ontwikkelende lande. Die doel van hierdie ondersoek was om vas te stel of daar enige bewys van openbare hervorming in ‟n ontwikkelende land soos Suid-Afrika bestaan. Die outeur het openbare hervorming in drie kategorieë verdeel, te wete nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Op grond van ‟n analise van die teoretiese inligting, is ‟n lys van kwalifiserende kriteria – gerig op openbare hervorming – saamgestel. Die outeur het vervolgens op die Bederfbare Produkte Uitvoerbeheerraad (PPECB) gefokus – dit is ‟n statutêre liggaam wat as diensverskaffer vir die bederfbare produkte uitvoernywerheid en as ‟n reguleerder namens die Suid-Afrikaanse regering optree. Die outeur het ‟n analise gedoen van die model waarop Suid-Afrikaanse bederfbare uitvoere gebaseer is en voorts die organisasie se geskiedenis, strategie, operasionele struktuur en sy verhouding met die regering bestudeer. Die inligting wat ingewin is, is vervolgens met die lys van kwalifiserende kriteria – gerig op openbare hervorming – vergelyk. Decentralization and fiscal decentralization constitute one of the most followed trends for political and economic reform in recent years around the world. Albania, in the 1990s, begins its process of transitioning from a centralized economy to a free-market economy. This process is accompanied by transforming existing economic mechanisms and infrastructure to better function the free-markets model, but above all, with the need to develop and create new legal, institutional, economic, and social instruments and spaces to increase the allocation and efficiency of public and private resources. The objective of this study is to give an appropriate answer to the question: What has been the impact of decentralization reforms on the performance of public services provided by local government? The research paper will focus on the role that improvements and legislative changes play in the country's economic growth. Within the past two decades, progress is made in advancing decentralization reform, but there are still many challenges ahead, such as the lack of a clear legal and regulatory framework. Adding to that concern is the financial autonomy of local governments, which remains a challenge for the future. The research methodology used will be a descriptive analysis of data obtained from the Ministry of Finance and Economy and local municipalities on the impact of the reforms. Recommendations and suggestions will be given on the reforming process, as well as ways to increase the efficiency of local government units.

In the paper we have studied the progress and results of reforms in the healthcare system of Azerbaijan, the role of national programs for the modernization of various health sectors in strengthening public health in context of the problems facing the Azerbaijani economy. A notable progress is being made in the transformation of the delivery system medical care for the population over the years of reform. Particular attention is paid to the issues of medical science, improving the system of training medical personnel, increasing the reliability of medical data, and the introduction of information and communication technologies in the health sector. There is a need to develop and implement a model of the medical information system for medical institutions as a key element in the development of priority national health programs. The paper pays attention to the improvement of the organization, management, and financial support of the medical care system. In this regard, it is noted that it is necessary to apply the most effective ways of organizing medical care and using the available resource potential based on the introduction of innovative management technologies.

Most of the developed countries have implemented new principles of public sector reform – new approaches to the management of the public sector. A major feature of the new public management (NPM) is the introduction of market type mechanisms (MTM) to the running of public service organizations: the marketization of the public service. The marketization of public services aims at a continuous increase in public expenditure efficiency, continual improvements in public services quality, the implementation of the professional management tools in the public sector, and last but not least, charge for public services. Price of public services in mainstream economics theory is connected with preference revelation problem. Economic models explain the relationship between consumer behavior (revealed preferences) and the value of public goods, and thus determine the value of the goods themselves. The aim of the paper is to determine the success of the community model of public service delivery based on the demonstrated preferences of individuals in the consumption of public services / public goods. The direct way of determining the preferences of individuals was used in this paper (willigness to pay and willigness to accept). These preferences will be identified based on the crowdfunding campaign as an example of community model of public goods provision by using survey experiment method. The willingness of individuals to pay is dependent on the individual's relationship with the organisation, the organisation's employees, or sympathise with those for whom the collection is, for whom the project is designed.

The paper considers the effects of administrative processes on the creation of public value. Administrative activities absorb a relevant part of public institutions’ resources. We analyze the accounting routines and procedures of some Italian public institutions: it emerges that recent reforms boosted complexity by requiring public organizations to generate a growing volume of accounting data. Moreover, controls made by external authorities have intensified. According to the literature, complexity generates costs: we show that in the public sector this negative consequence does not only affect the institutions themselves, but it also extends to the stakeholders. The paper is based on case studies that the authors could personally observe. In the conclusions, we analyze the main factors that contribute to generate complexity and their effects on the creation of public value. The stakeholder theory is adopted as theoretical background, considered that public value refers to all the subjects that are affected by the administrative action.

ince the early 1990s, the Asian Development Bank (ADB) has broadly supported health sector reforms in Mongolia. This paper describes primary health care (PHC) in Mongolia and ADB support in its reform. It highlights results achieved and the lessons drawn that could be useful for future programs in Mongolia and other countries. PHC reform in Mongolia aimed at facilitating a shift from hospital-based curative services toward preventive approaches. It included introducing new management models based on public–private partnerships, increasing the range of services, applying more effective financing methods, building human resources, and creating better infrastructure. The paper outlines remaining challenges and future directions for ADB support to PHC reform in the country.

For most Caribbean countries, the COVID-19 pandemic will translate into the deepest single-year contraction of real GDP on record in 2020. With the exception of Guyana, countries have experienced deep recessions, severe increases in unemployment, and long-lasting damage to many corporate and household balance sheets. The social consequences of the crisis continue to mount, and despite governments best efforts to buffer the shock to families, enterprises, and domestic markets, there remains a dire need for continued and more broad-based stimulus to ensure that economic capital both human and other wise remains intact. This edition of the Caribbean Quarterly Bulletin briefly reflects on notable economic developments in 2020, then shifts to longer-term issues, including a summary of an upcoming IDB publication, Economic Institutions for a Resilient Caribbean, as well as summaries of the book's key diagnostics and recommendations for each country. In some cases, country sections focus on specific areas of institutional reforms. For example, the Suriname section focuses on fiscal institutions, given the public debt distress there.
