The subject of this research is history of parishes in the Pskov-Pechorsky Region related with Seto folk. Historical area of this small Finno-Ugric ethnic group embraces modern territory of the Pechorsky District and south-eastern parts of Estonia. Seto are Orthodox Christians and Russians call them poluvertsi (half-believers). Seto culture is usually seen in isolation from established parish system in the borderland of the Pskov-Pechorsky Region and Estonia. The author of article aims to trace principal changes of Seto church life in conditions of constantly shifting state affiliation and political regimes from late XIX century to present time. The source base of research are press materials, published testimonies of eyewitnesses, documents of the State Archive of Pskov Oblast (GAPO) and information gathered by author in ethnographic expeditions of 2007-2017. The research applies historical-comparative and ethnographic methods. The article reveals involvement of Seto in parish life at different stages of their history. Due to their ignorance of Russian language, they couldn’t participate consciously in church services and were involved in Estonian language environment in the period of their incorporation in the Estonian Republic in 1920-1940s. In Soviet period they insisted on their right for independent “Estonian” parish. Today in Russia Seto are included in Russian-speaking church environment and in Estonia parish life. The article emphasizes the role of parish clergymen in establishment of Seto parishes. It puts in academic researches new data about the Soviet period of the Pskov Eparchy i.e. the practice of bilingual Church services in mixed Russian-Estonian parishes. Finally author comes to conclusion about construction of Seto ethno-confessional identity in dependence of political interests of Russia and Estonia in XX-XXI cc. which eventually influenced their culture.

The article analyzes the historicalandgeneticinterconnections of the oldest cities of Novgorod and Pskov, the most important in the basic network of state resettlement their geopolitical and administrative role in the consolidation of the Russian state; provides ancient factual data confirming the unity of the Pskov-Novgorod regional settlement system; highlights the features in the distribution of administrative functions between them-the degree of influence on the development of the planning structure, the socio-economic links between the main centers and surrounding settlements. The close relationship between Pskov and Novgorod was notlimited to the commonality of state and geopolitical interests. The historical facts that testify to the political and administrative dominance of Novgorod can be traced its steadyleadership in the trade and economic influence on the entire northwestern region of the Russian state, that created a complementarity of functions between neighboring cities: the predominance of administrative or economic in one center, for example, Novgorod and the predominance of defense in the other - Pskov; the analysis of the historical settlement system confirms the priority role of Novgorod which consolidated its interests in trade with the Pskov suburbs such as Toropets, Velikiye Luki, Kholm- which were in the zone of influence of both Pskov and Novgorod. The phenomenon of the transfer of central functions (administrative, commercial and economic) from one historical center to another is observed as happened at the end of theXVIIth - beginning of theXVIIIth centuries, when the stay of foreign merchant ships was stopped in Kholmogory, the trade in timber and bread and the role of the capital of the Russian North passed to Arkhangelsk. Recommendations are given on the account of ancient historical and geneticlinks in the supporting framework of the resettlement of Russia, which strengthens and strengthens the historicaland cultural integrity atthestatelevel.

The present research featured the social structure of the Pskov Province in the 1760s. The cities of Pskov and Velikiye Luki were the two most densely populated areas in the region, but this study also covered the less populated Gdov urban area. The author relied on church records, e.g. confession lists and metric books, from the State Archive of the Pskov Province. The research also included original and scientifically processed audit descriptions. They proved to be a novel and extensive source of data that made it possible to describe the demographic and social structure of pre-revolutionary provincial Russia. The analysis revealed the quantitative, gender, income, and religious characteristics of the local population in the 1780s. The population of the Pskov Province was mainly represented by Russians peasants, especially in the area of Velikiye Luki. Velikiye Luki and Pskov had an exceptionally large number of peasant city-dwellers, which was untypical for the provincial society of that time. In general, the 1760s saw a considerable growth of taxable population in the Pskov Province.

Of them, thirty-nine species are new for the region, including Lempholemma dispansum – a rare species with scattered distribution, previously recorded only once in the European Russia in the 19th century. The most important findings are confined to ancient limestone outcrops and old manor parks: these habitats are also promising for further investigations, taking in account high level of anthropogenic transformation of the Pskov Region.

The article presents the results of a historical and geographical study of the confessional composition of the population of the Pskov region using the time series analysis. This method has been widely used in the historical geography of the population. The study covers almost 50 years since the middle of the 19th century to the census of the population in 1897. This period is divided into two stages, and the turn of the 1870-80s is chosen as the intermediate date. The study reveals differences in the confessional structure of the population of the Pskov region. The Pskov region is a unique object for studying various historical and geographical processes; in particular, participating in the formation of the modern ethno-cultural space of the Northwest of Russia. This is explained by the position of the region in the contact zone of three cultural worlds, the specifics of which are determined by the prevailing religions. This is the Russian Orthodox world (the territory of the Pskov region), the Central European Catholic world (the eastern part of Latvia - Latgale), and the Northern European Lutheran world (Estonia). In order to study all of the processes, one can suggest using methods developed in historical geography, in particular, time series analysis.

The article presents reflections on flax as a floral symbol of Pskov land and Latgale. The folklore of neighbouring lands describes how flax was grown, processed and used for ritual purposes as a protective charm against negative energy. The semantics of flax reflects the archaic character of the homeland in the cultural knowledge of the people of the Pskov-Latgale frontier and their loyalty to tradition.Flax has always been the main field plant and source of income in frontier lands of Pskov and Latgale. In the world market the most valuable flax among all other types of Baltic and Belorussian flax was Pskov flax fibre. In the flax growing territories long-lasting folklore traditions were set up, which indicates that flax has always had not only practical but also a symbolic meaning for the peoples of the Baltic States, Belarus and Russia. In the territory of Pskov region the crop fertility rites were practised to ensure the flax crops, for example, horse riding for “tall flax”. Flax fibre was considered to be an amulet, a protection from negative energy. Flax linen sheets were used during childbirth in Latgale, in Pskov land the afterbirth was wrapped in it and given to the midwife; the sick children were wrapped up in the flax prayer tablecloth, etc.In Russian folklore in the territory of Latgale flax growing and flax processing are frequently reflected in couplets (chastushkas), riddles and lyrical songs. Flax is the symbol of strength and persistence. Numerous contacts on frontier territories have contributed to the plot commonalities of fairy and non-fairy prose, e. g. flax can save man from the evil spirit. Such plots are registered both in the territory of Pskov region and Latgale. The image of flax left the realm of folklore for literature, which is common for both Pskov and Latgale.Latvian poets create a vivid image of “flax crop fields” which reflect the landscape peculiarity of Latgale. Quite often the image of flax crop fields brings them back the memories about their past life (V. Krāslavietis, P. Antropov – O. Alekseyev). So V. Krāslavietis remembers his native Latgale with the blue lakes, where blue flax is growing, where he rides to visit someone on a horse of cheerful memories. Flax often takes Pskov writers on a journey into the memory (O. Alekseyev, L. Malyakov). There is an inseparable link of flax with the landscape of Latgale and with the people living there. A. Kūkojs marks parallelism in his daughter’s appearance: curly and thin as Latgalian flax is daughter’s hair. Pskov poet O. Alekseyev uses such comparisons to reveal the power and tenderness of the folk soul.At the same time flax is associated with human character and soul of people, who are known for such typical traits as hard work and holiness, sufferings and belief. Purity and tenderness of flax corresponds to the shyness of Latgalian girls (Madsolas J.). Latgale is portrayed as a barefoot “orphan girl” who endures patiently life hardships “under the grey woolen sky” among “the fields covered with flax stalks” (A. Kūkojs). For the Russian writers (immigrants who used to live in Pskov land and were attracted to it and associated Pskov with Russia) flax symbolizes unbreakable bond of times and loyalty to the traditions of Pskovites (L. Zurov). The image of flax in literature can be not only visual but olfactory as well. Poet Y. Ivask recalls Pskov with its “retted autumn flax”. Stinking smell, “repelling, but healing stench” has the highest spiritual value for the homesick poet. Not the beauty of the blue flax but its repelling stench is taken by the poet as a gift – as it cleanses the spirit. For Pskov writers of the second half of the 20th century flax field also symbolises the Motherland (S. Zolotsev, E. Borisov, A. Аbrosimov) – “golden” and happy, despite the grief periods. The flax field causes them to contemplate, feel tenderness and sadness. The loss of flax, which is the floral symbol of the native land, has been lately regarded by our contemporaries as a break with traditions and oblivion of the past (Е. Еrmak).Flax in the literature of Pskov and Latgale is the symbol of the Motherland. It acts as a human being and embodies natural beauty and persistence. In Latgalian poetry the image of flax supports the myth about people who suffer or are orphans, who are hardworking and selfless. In Pskov literature flax depicts fading patriarchal character of the native land; no wonder Pskov is called the land of “flaxen Rus” (V. Sergeyeva).

The article describes the contemporary state of the dialects spoken in the Nevelsky district (Russia, Pskov Province), which is bordering Belarus, in comparison with the north-eastern Belarusian dialects located on the other side of the state border. When establishing the linguistic areas, it was assumed that on one side of this border the dialects would change following the Standard Russian language, while on the other side they would follow Belarusian. However, the real situation is much more complicated: on one hand, some dialectal features disappeared under the influence of the respective standard language; on the other hand, quite often features of both dialects do not correspond to either Standard Russian or Standard Belarusian, and there are existing “Belarusian” features on the territory of Russian dialects.

The break-up of the Soviet Union handed down the Russian Federation a number of Soviet environmental legacies ranging from contaminated areas to the old bureaucratic procedures and outdated practices. In the post-Soviet years of transition to a free-market economy Russia began to face increasingly acute tension between environmental security and economic development, and the state’s ability to effectively pursue environmental policies deteriorated. Current environmental policy-makers are faced with a multitude of challenges that range from complicated environmental systems to the inconsistent legislative framework and resource deficiencies. Although researchers have paid some attention to these problems, environmental decision-making remains a poorly illuminated area and constitutes a theoretically challenging problem. This paper addresses the regional environmental decision-making process in the Russian Federation. Using the Pskov region on the border with Byelorussia and the two future EU members Estonia and Latvia as a case study, this paper seeks to supply a better understanding of how environmental decisions are made on the regional and local levels with a special focus on constraints affecting environmental policy-making. The study attempts to explain the environmental decision-making process in light of the two competing theories of decision- making, incrementalism and the bureaucratic politics model. It is primarily based on interviews made in the Pskov region in the autumn of 2002.

From the beginning of nineties, when significant changes took place, Russia began to elaborate new environmental policy and designed new patterns for responding the environmental problems. The paper tried to make a contribution to our understanding of environmental policy and policy processes within the Russia in general terms and to the nature of environmental agenda setting in Pskov region in more specific terms. This thesis is therefore explores environmental agenda setting process in Russia taking into consideration contemporary trends in the analysis of policy- making, such as inclusion of non-state actors as well as role of ideas shaping actors attitudes and behaviour. The purpose of the thesis is to study the relationship between transnational forces and interactions, national policy and local political developments and the role of various agents and institutions in agenda setting of the regional environmental policy-making. The frame of reference is constituted by a theoretical combination of the agenda-setting model with constructivist approach in order to broaden our investigation of the implications of environmental policy-making, impact of political culture upon construction of environmental issues, and transformations in the public policy. By focusing on Pskov region case, the paper identifies and discusses a number of reasons why environmental issues are found on the margins of the political agenda. A central argument is that in the absence of effective governance in the Pskov region, international agents together with regional interest groups formulate environmental agenda. The paper concludes that, even though, the mentality of environmentalism is set through the foreign assistance, the processes of learning from international cooperation may contribute to attainment of regional environmental objectives.

Abstract This chapter begins by recounting the birth of Mikhail in September 1747 into the Russian noble family of the Golenischev-Kutuzovs. The Golenischev-Kutuzovs were a junior branch of the Kutuzovs, a family that could trace its origins back to the Middle Ages. The General Armory of the Nobility of the Russian Empire, the authoritative record of Russian noble households, notes that the family’s founder was Gavriil, who migrated from Prussia to the Novgorod region in the second half of the thirteenth century. The chapter highlights how the Kutuzovs and their Golenischev-Kutuzov cousins prospered through the years, serving as diplomats, palace officials, and military commanders. They contributed to the rise of the Grand Duchy of Moscow and its transformation into the Czardom of Russia. The family fortunes were somewhat revived with the success of Ivan Savinovich Golenischev-Kutuzov, who distinguished himself in several wars waged by the newly installed Romanov czars.

The article presents the results of the analysis of the opinions of workers and students, which are two large social groups of the Russian population, about a just society and the future of Russia. The interrelationships between judgments about a fair society and the choice of a path for Russia are analyzed. The assessments of fairness in modern Russia and in the place of residence of the younger and older generations of workers and students, as well as assessments of the observance of fairness at the place of work of workers are revealed. The empirical base was the data collected in Pskov (meso-level), at an industrial enterprise in Omsk and at universities in Pskov, Omsk and Moscow (micro- level). There were no significant differences in the opinions about a fair society. Most workers and students share the judgments: “A fair society in which everyone has the opportunity to succeed in life” and “In a fair society, everyone can participate in the discussion and decision-making on the most important issues of everyday life.” The generalized picture of the views of workers and students about the desired future of Russia, formed from the most supported judgments, showed a significant similarity in the picture of the younger and older generations of workers and a noticeable difference from it in the opinions of students. Workers in their ideas about the future are inclined to the “special way” of the country, an unambiguous conclusion on students has not been worked out due to the observed variation in judgments depending on the regional center. At the same time, there are no significant differences in the assessments of the observance of justice in Russian society. Most workers and students believe that justice in modern Russia is currently not respected at their place of residence. The assessments of workers and students of the observance of justice in modern Russia, as well as the assessments of workers of the observance of justice at work, are closely related to their assessments of life satisfaction in general and the level of personal happiness. It seems appropriate to use equity assessments in modern Russia for the sociological measurement of social well-being, to fi nd out the effectiveness of social adaptation of territorial communities and large social groups of the population in a changing Russian society.

Covering a period of ten centuries, this chapter sketches the long prehistory of political philosophy in Russia. It highlights three defining elements: the local tradition of “democratic” government in the form of the veche (famous examples being the republics of Novgorod and Pskov), the Byzantine heritage of political theology with its key notion of a symphonic relationship between worldly and ecclesiastical powers and, often overlooked, the Tatar legacy of centralised and tightly organised statehood. It also highlights the rise of Muscovy, analyses so-called iurodstvo (“folly in Christ”) as, among others, a form of political protest alongside “anarchist” peasant rebellion, and discusses top-down modernisation programme of tsar Peter the Great and tsarina Catherine the Great. A programme which included the establishment of institutions of learning and research as well as the subordination of the Russian Orthodox Church to the state in a model adopted from Sweden.

South Estonian (SE) is a historical Southern Finnic language spoken in southern Estonia and adjacent areas. The core forms of SE are Võro and Seto, the western dialect of SE is called Mulgi, and the northern dialect of SE is Tartu. There also were SE Leivu and Lutsi language islands in Eastern Latvia and Kraasna in the Southern Pskov Region in Russia. Although the SE varieties clearly differ from Northern and Standard Estonian at all levels of language structure, they have not been officially recognized as languages. South Estonian displays most of the phonological and morphosyntactic features which are characteristic of Southern Finnic, such as ternary quantity alternation, velar vowel harmony, comitative and terminative cases, grammatical devices for expressing reported evidentiality, i.e. reported commands. SE vocabulary shows long-lasting contacts with Baltic and Slavic languages. This chapter describes Seto, a characteristically SE variety whose speakers have a distinct ethnic identity.

In the summer of 2021 an expedition was conducted to the areas of residence of Seto: in the village of Izborsk, in the Pechora district of the Pskov region of Russia, Obinnica Setumaa Parish, Vyrumaa County, Estonia. Audio dictionaries were collected from two Pechora Seto from D. Izborsk, and from two Estonian Seto from Obinitsa. They are available on the LingvoDoc platform lingvodoc.ispras.ru. In this article we will focus on the description of the stress in the Seto language in names that have Finno-Ugric origin. The analysis showed that the stress system is not fundamentally different between Russian and Estonian setos. We have analysed the placement of stress in the names of Finno-Ugric origin from the point of view of experimental phonetics in the Praat program. It was found that there is a certain correlation between Proto VolgaFinnic accent paradigms and the ratio of the length and intensity of the vowels of the first and second syllables in the names in Seto. It can be noted that the Seto language probably has preserved relics of the Proto Volga-Finnic accent. So far, this is the only Baltic-Finnish language in which it has been possible to identify at least a partial preservation of this phenomenon.

The article defines the features of the formation of the image of modern Germany and the perception of relations between Russia and Germany in the regional mass media space. The authors of the study note such a characteristic feature of the regional mass media discourse as the concentration of attention on the place and role of the region in relations with Germany or its cities, which is explained both by the long-term interaction of the inhabitants of the Pskov region and Germany, and by the peculiarities of the perception of the surrounding reality by the author and the mass addressee of such a discourse. The research was carried out on the material of news texts of the media of the Pskov region.

In the article based on the first Low German-Russian phrasebook (Tönnies Fenne’s Low German Manual of Spoken Russian. Pskov, 1607), recorded by the merchant from Lubeck Tony Fenne for the implementation of elementary business and everyday communicative interaction during the period of trade relations between Russia and the Hanseatic League, the formulaic statements are considered, i. e. repetitive, standardized replicas consisting of one or several words, selected and used by native speakers to a large extent automatically based on their life and communicative experience, depending on the communication situation and on the basis of associative connections developed by practice. The main attention in the article is focused on formulaic statements that contribute to the establishment of contact and its maintenance. Contact-establishing formulas include greeting formulas, also associated with wishes and thanks, dating formulas and appeals. Among the formulas used to maintain a conversation, the article highlights requests and wishes characteristic of everyday and business communication. A special place among the contact-supporting formulas is occupied by metacommunicative statements that direct the dialogue in the right direction from the speaker’s point of view. Formulaic utterances with the lexeme God are defined in the article as multifunctional, which can be used both in situations of establishing contact, and its maintenance and termination and combine greetings, wishes of health, success, good luck, gratitude, assurances of God’s help, etc. An important place in the phrasebook is given to paremia — various maxims, proverbs and sayings that are also multifunctional and are used in various communicative situations as generalizing instructive statements.
