Scholars in many fields have long studied the patterns of employment and promotions in industries and occupations. However, the area of sport has been largely omitted from studies of this type. This study explored the possibility of an internal labor market for head coaches of the National Football League (NFL). Subjects were those people who were the head coaches of NFL teams for the years 1970 to 1975 and 1980 to 1985. Following theoretical guidelines, the subjects were tested for evidence of industrial, occupational, and/or pure internal labor markets. Statistical treatment of the data utilized chi square tests. The results of this study provided evidence of industrial and occupational internal labor markets, but there was no support for a pure internal labor market. The tests showed an intertwining of the industrial and occupational internal labor markets over the course of the subjects' careers. There also were significant findings in the areas of mentor and position played by the subjects. This study can serve as a foundation for further studies.

As mudanças no mundo do trabalho impulsionaram o reposicionamento das empresas exigindo novas definições para o processo de produção e novos modelos de gestão de relações sócio-profissionais. Com base nessa perspectiva organizacional essa pesquisa quantitativa teve como objetivo avaliar o contexto de trabalho e refletir sobre as melhores políticas para promoção de bem-estar no trabalho, eficiência e eficácia nos processos organizacionais. Para tanto, aplicou-se um questionário fechado baseado na Escala de avaliação do Contexto do Trabalho de Mendes e Ferreira (2006) numa amostra de alunos de Administração inscritos em programas de pós-graduação de uma instituição carioca. Apesar das restrições metodológicas limitarem as generalizações, podemos concluir a partir dos resultados do trabalho que o contexto de trabalho dos estudantes apresentou, de um modo geral, resultado satisfatório. Desse modo, que na visão dos estudos de Siqueira e cols. (2009), as organizações que apresentam tal resultado devem desenvolver ações para manutenção deste índice e desta forma, promover a manutenção das condições físicas do ambiente organizacional (instalações físicas, equipamentos e instrumentos), revisão constante na divisão das tarefas (regras, ritmos e controles de trabalho) e aprofundamento das questões sócio-profissionais (interações hierárquicas e coletivas). Entretanto quando analisamos as três dimensões, que contemplam o contexto de trabalho a saber, organização do trabalho, condições de trabalho e relações sócio-profissionais, separadamente, como sugerem os autores, os resultados são diferentes do resultado geral, evidenciando um resultado mediano. O resultado indicou uma situação-limite, onde o mal-estar no trabalho e o risco de adoecimento são potencializados. Desta forma, o cenário sinalizou um estado de alerta que requer providências imediatas a curto e médio prazo.
Changes in the workplace have driven the repositioning of companies requiring new definitions for the production process and new business models for social and professional relationships. Based on this organizational perspective this quantitative study was used to evaluate the work context and reflect on the best policies to promote wellness in the workplace, efficiency and effectiveness of organizational processes. To this end, a closed questionnaire was applied based on the evaluation scale of the Work Context of Mendes e Ferreira (2006) in a sample of students enrolled in Management programs from an institution in Rio de Janeiro. Despite the methodological restrictions having limited the generalizations, it can be concluded from the results of the work that the context of the students work generally presented a satisfactory result. Thus, in the view of Siqueira’s studies et al. (2009), organizations that have such a result should create means of maintaining this rate, and thus promote the continuance of the physical conditions of the organizational environment (facilities, equipment and instruments), constant review in the division of tasks (rules, pace of work and job control) and better understand socio-professional issues (hierarchical interactions and collective). However, when the three dimensions are analyzed, which include: the work environment to be studied, work organization, working conditions and socio-professional relationships, separately, as the authors suggest, the results are different from the general result, showing an average result. The result showed an extreme situation where sickness in the workplace and risk of disease are intensified. Thus, the stage indicated an alert that requires immediate action in the short and medium term.

This thesis project examined underemployment at the state and national levels. Underemployment is the inability of highly skilled migrants with degrees from their home countries to enter the workforce in the receiving country. Pending and enacted legislation was analyzed at the state level to determine in which ways the state of Oregon can implement similar policies to effectively incorporate underemployed immigrants into the state workforce. This project utilized primary data sources at the state and federal level, migrant interviews were used as illustrations of the barriers that exist for underemployed migrants, and secondary data sources from the fields of economics, social sciences, political sciences, and population studies were utilized to provide an understanding of how underemployment is addressed at the national level. Overall, my research found underemployed professional migrants are greatly underutilized, which translates into missed economic opportunities for individual migrants and for the United States as a whole.

The aim of the thesis is to identify and explore the extent and characteristics of a shared professional identity of careers guidance practitioners in England. It addresses the perceived limitations of the existing literature concerning the careers guidance profession and its practitioners. This literature often portrays the sector as weakened and fragmented, and lacking in political and structural leverage, particularly in the wake of the introduction of the Connexions Service in 2001, and the aftermath of the Education Act (2011). Its practitioners are also represented as de-professionalised or de-motivated (e.g., Colley et al, 2010), with reduced connections to professional communities and associations, and with their sense of professionalism limited by the organisations in which they work. Further, the literature often reflects wider debates concerning the effects of neo-liberal managerialism on professionals in public service provision (e.g., Evetts, 2005). The latter overlooks individuals’ sense of agency in shaping their everyday work practices. In addressing this problematic, the research project explores a number of key areas and questions. These include: the existence of a shared professional identity; its features; the conditions and processes by which the identity is shaped and created; the ways in which practitioners connect with communities of practice (Wenger, 1998); and their engagement with, and influence on, the organisations in which they operate when expressing their agency. The adopted qualitative methodology is consistent with the nature of the enquiry into this lived experience; and uses grounded theory method, particularly the Strauss and Corbin (1990) approach, to interrogate the rich narratives offered by the research participants who were drawn from a variety of provider contexts. The key finding of the research is that, despite the on-gong challenges faced by the profession in England, not least the lack of a workforce development strategy, the participants’ accounts do attest to a common professional identity. The enquiry also identifies the conditions and processes by which such an identity is created, and reveals empowered and knowledgeable social actors (Giddens, 1984) who are not yoked to managerialism. The thesis’ contribution is to advance the debate concerning the professional identity of careers guidance practitioners, and provides fresh insights into the ways of which identity and agency are created and expressed. It also identifies further areas for research, and suggests that Stones’ strong structuration (2005) may offer a useful tool to promote specific and ontic-level enquiry into professionalism and professional identity.

Background: The economic events from 2008 have caused a new type of job loss, with professionals losing work at larger numbers. Where before professionals being made redundant were less than their blue-collar colleagues, we now see more professionals out of work due to sudden business changes and unable to secure re-employment because of high competition (Garret- Peters, 2009). Research into the health effects of redundancy and life after job loss in professional workers has started to pick up momentum, (e.g. Mendenhall, 2008 and Strully, 2009), but is still limited, with further investigations required. Aim: The aim of the study was to explore how professional workers made sense of job loss from redundancies and understand how their interpretations may have effected health outcomes. Further questions were asked to investigate how some participants stayed relatively healthy whilst others found it hard to cope. Design: This was a semi-structured qualitative study, interviewing participants at a singular time point. Participants were recruited from U.K. based Welfare to Work providers and Third Sector organisations specialising in employment advice. Method: Interviews were conducted in person or over the telephone. The sample consisted of ten unemployed professionals, (N= 7 men; average age x= 43.5; age range= 33-58 years) (N= 3 women; average age x= 40; age range= 37-43 years), whom had lost their work roles through redundancies. Using principles from Interpretative Phenomenological Analysis, (Smith, 1996), allowed findings into participants’ perceptions of redundancy and health choices during unemployment. These findings were then interpreted by using the Sense of Coherence formulation, (Antonovsky, 1979; 1987), to show health promoting properties in those that’s seemed to be psychologically coping better and whom saw job loss as a life changing opportunity. Findings: All participants perceived redundancy as an abrupt change to their professional identity. Depending on how they perceived their resultant identity of unemployed professional, this effected health. Participants whom were concerned of how they would be interpreted by society whilst out of work, felt levels of shame that caused maladaptive coping and poorer health. Those who managed such worries, showed less shame and greater health promoting strategies. When reviewing participants’ interpretations through the Sense of Coherence formulation, all participants comprehended the practicalities and business needs for job cuts. However, those that stayed relatively healthy could separate comprehension of job loss from their overall identity. This minimised negative internalisation of loss, reduced anger towards employers and reduced overall distress whilst unemployed. Conclusion: Although participants comprehended the business needs for redundancies, this did not mean they were immune to the psychological effects of job loss. Indeed, professionals who internalised job loss were at threat of health concerns such as depression or alcohol dependencies. For professionals, redundancy therefore had ramifications stemming from a deep-felt loss due to the perception of losing one’s professional identity.

Within the Hollywood film industry, sound is marginalized as the lowest status craft whose use and functions are often not considered until the last phase of filmmaking. The professional culture of Hollywood film sound is wrought with social, political and occupational misgivings as a result of sound's lower status. This thesis utilizes empirical research in an examination of the professional discourse of film sound practitioners to illuminate the issues, conditions and politics of labor that affect and form the professional culture of Hollywood film sound. Hollywood film sound practitioners critically analyze and theorize over social, occupational and political aspects of their work in email discussion groups such as the Sound Article List and the Sound Design List as well as within the professional journals of the Cinema Audio Society and the Motion Picture Editors Guild. The examination of professional discourse between Hollywood film sound practitioners reveals tension within the professional culture concerning filmmaking practices, work roles, professional identity, creative contribution, recognition and status. An in- depth case study considers the ways in which one leading practitioner, Oscar winning sound designer and re-recording mixer Randy Thorn, actively engages in discourse and activity invested in improving the marginalization of film sound and film sound practitioners. This investigation of industrial reflexive professional discourse and film sound organizations illuminates a dynamic picture of the professional culture of Hollywood film sound and how practitioners conceive and negotiate their professional identities, status within the industry and their impact on film.

The purpose of this paper is to make quantitative and qualitative analysis of foreign citizens who may participate on the Swedish labor market (in text refers to as ‘immigrants’). This research covers the period 1973-2005 and gives prediction figures of immigrant population, age and gender structure, and education attainment in 2010. To cope with data regarding immigrants from different countries, the population was divided into six groups. The main chapter is divided into two parts. The first part specifies division of immigrants into groups by country of origin according to geographical, ethnical, economical and historical criteria. Brief characteristics and geographic position, dynamic and structure description were given for each group; historical review explain rapid changes in immigrant population. Statistical models for description and estimation future population were given. The second part specifies education and qualification level of the immigrants according to international and Swedish standards. Models for estimating age and gender structure, level of education and professional orientation of immigrants in different groups are given. Inferences were made regarding ethnic, gender and education structure of immigrants; the distribution of immigrants among Swedish counties is given. Discussion part presents the results of the research, gives perspectives for the future brief evaluation of the role of immigrants on the Swedish labor market.

Walton and McKersie (1965) defined relationship patterns as those shared attitudes that are important to negotiators when they are interacting together. In the case of the 2004 Japanese Professional Baseball collective bargaining negotiations, Dabscheck (2006) discussed the major issues and events that led to the two (2) day labor strike. However, his article did not describe how the relationship pattern between the Nippon Professional Baseball (NPB) and the Japanese Professional Baseball Players Association (JPBPA) changed to facilitate the settlement of the conflict. Along the same vein, researchers (Adair, Brett, & Okumura, 2001; Adair & Brett, 2005; Deck, Farmer, & Zeng, 2009; and Doucet, Jehn, Weldon, & Wang, 2009; Drake, 1995; Neu, 1988; and McDaniel, 2000) attempted to show a link between negotiator behavior from cultural and communication perspectives, however, there was little empirical attention paid to the psychological process, such as thoughts, perceptions, emotions, and attitudes, and its link to negotiator behavior leaving a gap in the existing scholarly literature. To address the gap in Dabscheck's (2006) article and the existing scholarly literature, I utilized Yin's (2009) Case Study Research Approach to qualitative inquiry by analyzing document reviews and engaging collaboratively with research participants through focused interviews to investigate how the relationship pattern in the 2004 Japanese Professional Baseball collective bargaining negotiations changed from the beginning to the end of the conflict if at all. I found that the NPB and the JPBPA institutional pattern of relationship at the start of the conflict began with a containment-aggression relationship pattern, and over four (4) months, the pattern of relationship did change from containment-aggression to cooperation. Upon further investigation, I found that the NPB and the JPBPA negotiators operated initially in the distributive bargaining sub-process utilizing reinforcement tactics, but over the course of four (4) months, they began to operate in the integrative bargaining sub-process with the utilization of cognitive balance tactics even though the NPB and the JPBPA negotiators never abandoned operating in the distributive bargaining sub-process. In essence, they operated in hybrid distributive and integrative sub-processes at the same time. Moreover, I discovered that the NPB and the JPBPA moved from containment-aggression to cooperation not only because of a change in the NPB's lead negotiator position, but also because of a shared emotional moment between the NPB and the JPBPA negotiators, which initiated a shift away from stalemate. Although environmental factors, such as the media, fans, politicians, and other unions, over the course of four (4) months did not waiver in their support for the resolution of the conflict, the evidence did not directly demonstrate the way that their support and their influence manifested in the collective bargaining negotiations.

This thesis examines the Philippine labor diaspora in the United States, both historical and modern, with a specific focus on the modern period of migration to midsize urban places in Indiana. The historical or pre-1965 period is marked by two successive waves of movement to the United States, each of which is based upon different labor demands for unskilled labor. The modern period was initiated by the 1965 United States Immigration and Naturalization Act and is marked by far greater volumes of Filipinos entering the country. This most recent influx is characterized by significant numbers of professionals, an expression of the regional division of `skilled' labor migration flows between developing and developed countries associated with globalization. Quantitative questionnaires and qualitative interviews with 30 FilipinoAmerican professionals in six mid-size cities in Indiana examined topics of labor recruitment practices, secondary migration patterns, and the remittance practices and group formation associated with transnational identities.

Disengaged employees are a threat to a company's survival in a highly competitive world. Despite employee engagement benefits, the mediation of interactions between leaders and followers and the specific drivers of engagement remain poorly understood. This correlational study was grounded on leader member exchange (LMX) theory and examined the relationship between 2 dimensions of LMX (perceived contribution and professional respect) and employee engagement. In this study, 68 manufacturing employees from the southern region of the United States responded to 2 surveys to measure the LMX dimensions and the level of employee engagement. Using multiple regression analysis, the existence of a positive correlation, p < .001 and R2= .277, was demonstrated, which explained 28% of the variation in engagement. This research may serve as a roadmap for studying additional variables and providing workable tools for developing strategies to improve engagement in the workplace. The results of this study might contribute to positive social change by helping managers develop strategies to engage employees and reduce turnover, by improving the sense of stability for employees and their families, and by helping companies become more competitive and generate new jobs.

The number of women entering professional and managerial jobs globally has increased over the past thirty years. However, only a small percentage of texts within feminist and organisational theory specifically address the lives and experiences of professional and managerial Black African women within the workplace and family life. As such, many organisational and social research questions in this area remain unanswered. This thesis examines the work and family lives of professional and managerial Black African women living and working in Johannesburg and London. It explores how such women with relatively similar colonial histories, cultures, career and professional backgrounds handle their complex social positioning. This complexity, as discussed in the thesis, is created mainly through the way in which identity characteristics such as gender, race/ethnicity and class intersect and impact on these women when working in an environment where they are in a minority and viewed in some instances as ‘space invaders’. The impact that these complex social categories, combined with the influences of culture and history, have on their identities as career women, mothers, wives, partners and daughters is also examined. As Black African women with careers in major cities on opposite sides of the globe, these emerging and transnational elite Black African women remain a rarity and hidden gem to most – making them unique both in the workplace and in communities. In London, they are not only minorities within the UK population but minorities in their role as professional and managerial women within the corporate private sector. In Johannesburg, although part of the majority population in the country, they still remain minorities within the professional and managerial circles of that country’s corporate private sector. The method I use to gather data is the Life History approach which allows me, the researcher, to reveal my participants’ individual views and interpretation of their own work and family life experiences. I do this by conducting semi-structured interviews as a means of collecting their ‘life stories’. These stories told by Black African professional and managerial women reflect their views of reality. Through a form of Life History analysis, this mode of enquiry further reveals the importance of acknowledging difference when implementing government and organisational policies that combat barriers brought about by corporate practices and cultural attitudes within the workplace and society as a whole.

The setting for this study was the far-flung Department of Defense Dependents Schools (DoDDS) system, comprising some 260 K-12 schools with 140,000 students and 9,000 teachers in 19 foreign countries. The underlying purposes and need for the study hinged on the fact that teacher unionism and teacher professionalism/professionalization of teaching have not been scrutinized to any significant degree in DoDDS. However, these two strands of research must interact ultimately because, if reform is to occur in DoDDS, it will be reform of a unionized system with its own history of collective bargaining that must impact the direction and consequences of reform efforts. The setting, therefore, presented a prime research opportunity. A review of the literature summarized discourse dealing with the dual issues of (1) teacher unionism, its origins, objectives, impact and trends, and (2) teacher professionalism/professionalization of teaching. Q methodology, based on the "science of subjectivity," was the method used to obtain teachers' views regarding the research questions. Q required respondents to sort a set of cards with statements that mirrored a subjected to computer statistical analysis, including correlation and factor analysis. The three factors that emerged were "prototypes" of the respondents' views and became the basis for interpretation of their views. One appeared open to many of the reforms in which unions play a key role; a second that seemed focused on the status quo as guaranteed by the grievance procedure, with possible support for selective changes; and a third that indicated satisfaction with its site-specific situation, while largely oblivious to the push for reform. The three factors generally supported change with teacher unions playing a major role in that change; strongly supported an overhaul of teacher evaluation systems, albeit without suggesting specific alternatives; and strongly disfavored merit pay proposals as part of differentiated staffing options. Several recommendations are suggested for management and unions to pursue within the DoDDS system if current reform objectives are to be implemented in the DoD school system. These include (1) pursuit of the unionism-reform nexus, based on the factors' general openness to union-led or supported reform; (2) movement toward school-site participatory initiatives, as first steps are made in this direction; and (3) seeking alternatives to supplant or supplement current evaluation practices. In summary, attitudes and conditions within the DoDDS appear conducive for implementation or adaptation of current reform proposals that seek to promote teacher professsionalism and professionalization of teaching. Further research might also fruitfully focus on ascertaining teacher receptivity toward more specific and concrete reform initiatives in the DoD school system.

A growing number of master’s programmes have become more professional, but less academic and research-orientated, to meet labour market needs. For example, new professional master’s programmes were introduced in China 2009. They have grown rapidly and now account for almost half the number of full-time master’s entrants. However, why are professional master’s programmes expected to meet labour market needs better? In the related literature, the connection between higher education and the labour market has usually been explained by human capital, and economic evidence has supported this connection. However, few studies have considered why human capital can explain the relationship between higher education and the labour market. This research looks at this why question from the perspective of knowledge. Based on existing theories, this research hypothesises that knowledge can link higher education to human capital. It establishes a conceptual framework which links knowledge, higher education, the labour market, and human capital. Based on the why question and framework, there are three specific sub-issues: what knowledge did students learn, how students learned it, and the role of knowledge in the labour market. This thesis uses a case study to address these issues. It examines China’s new professional master’s programmes against the background of economic restructuring in China. During the fieldwork at a university in China, twenty-six semi-structured interviews with students and academic staff were conducted. Government policy documents, ten course programmes, and 380 job advertisements were collected. The findings are set out briefly below. First, students learned six categories of knowledge in the professional master’s programmes. The six categories of knowledge were analysed as type I (propositional or conceptual codified knowledge), type II (process or procedural tacit knowledge), and type III (personal or dispositional tacit knowledge). Secondly, students learned the six categories of knowledge through four types of professional practicum, and they learned different categories of knowledge through different types of practicum. Thirdly, the role of knowledge in industry and the labour market in China was interpreted from different perspectives: government policy, course design, labour market needs, academic staff and students. The findings of knowledge types and their roles explained what constitute the human capital of R&D engineering professionals, and identified two kinds of human capital: research human capital and engineering application human capital. The findings develop the definition and classification of human capital. The findings concerning the practicum explained that different types of programmes can transmit different kinds of knowledge, thus making a contribution to understanding human capital formation. The overall findings illustrate that knowledge is the reason why human capital can explain the relationship between higher education and the labour market, and why professional master’s programmes can better meet labour market needs. The knowledge learned in professional master’s programmes consists of types I, II and III knowledge. Type I knowledge can form research human capital, and can be learned in academic master’s programmes. Types II and III knowledge can form engineering application human capital. They are practical and tacit, and need to be accumulated through practice. In China’s economic restructuring, the engineering industry labour market wants the engineering application human capital, i.e. types II and III knowledge. The new professional master’s programmes, designed with a professional practicum, were introduced to meet this need. Through multiple industry-based practices, students learned types II and III knowledge and can thus possess the engineering application human capital. Therefore, they can meet labour market needs better than students from research master’s programmes, which have no practicum.

This study presents the specific problem surrounding the lack of empirical research for improving engagement and ongoing supervision between criminal justice practitioners and offenders. The purpose of this qualitative descriptive single-case study dissertation aimed to investigate job roles and social contact for improvement of engagement with special needs federal offenders in community corrections. This study used a descriptive framework comprised of, education, training, and leadership and management as a special interest. Face-to-face semi-structured interviews used a purposeful and snowball approach. The participants were 10 criminal justice practitioners, five Case Managers and five United States Probation Officers that provide transitional services to the federal offenders with special needs. Three themes emerged based on the participant’s perceptions and experiences regarding job roles and social contacts with offenders. The themes were as follows: (a) managing offenders and professionalism, (b) influence of education and training, and (c) setting the tone and culture of the organization. The research discovered that a professional rapport is essential for engaging offenders. This study discovered the ramifications of communicating expectations of transitioning into society and its impact on recidivism. Further implications for leadership to consider based on this study is a need for a comprehensive approach for how to properly mange offenders with special needs. Recommendations for seeking appropriate means for offering professional development opportunities for all practitioners in community corrections is proposed to correctional leaders.

This PhD research started from an interest in how organisational and professional antecedents affect knowledge transfer in the professionalised context of the National Health Service. It was further motivated by findings from previous studies (Currie, Finn, & Martin, 2008a; Currie, Finn, & Martin, 2008b; Currie, Martin, & Finn, 2009; Currie & Suhomlinova, 2006a; Currie, Waring, & Finn, 2008c; Martin, Currie, & Finn, 2009; Martin, Finn, & Currie, 2007; Waring & Currie, 2009) which highlighted both the need for more contextual studies in the area of knowledge management and interesting issues around the role of professional boundaries in knowledge transfer. This research investigates and evaluates organisational and professional antecedents to knowledge transfer in the professionalised context of the UK National Health Service, to create empirical and useful results to researchers, practitioners and policy-makers. To achieve this goal, a range of literatures were evaluated, focusing primarily on knowledge management. The review of these literatures revealed a number of research gaps from within the Knowledge Management theory to which this study responds. The two most significant gaps for this are a) a need for empirically based studies on the influence of organisational antecedents on knowledge transfer in professionalised contexts at both organisational and individuals levels and b) a need for empirically based studies on the influence of professional antecedents on knowledge transfer in professionalised contexts at the level of the organisation and the individual. This research is underpinned by a subjectivist ontology, an interpretive epistemology and a multi-method research design. It is exploratory, evaluative, longitidunal, comparative and inductive research with two primary data sets gathered from nurses who participated in a knowledge transfer initiative in the NHS (19 semi-structured interviews) and from key informants of the nursing profession giving their opinion on the dissemination of knowledge in the nursing profession (10 semi-structured interviews). Each data set is used to better understand the impact of organisational and professional antecedents on knowledge transfer in a professionalised context. This research project also contributed to a larger research project led by Professor Graeme Currie from the University of Nottingham aimed at evaluating NHS genetics service investments on a national scale (Martin et al., 2007). This larger research project was based on a comparative analysis of organisational and professional antecedents affecting the implementation of genetic service investments. In total, 85 interviews, including that of the researcher, were conducted over a two-year period with key members of the projects such as General Practitioners, hospital consultants, scientists and nurses. The main finding of the current study is that knowledge transfer initiatives are difficult to implement into practice when taking into the impact of a professional hierarchy on organisational mechanisms of the National Health Service. As a result, the data provide empirical evidence to suggest that KM theories are not necessarily relevant enough to a professionalised context such as the NHS. Essentially, the study finds that existing power relationships between the medical profession and the nursing profession inhibit knowledge transfer and, as a result, poses problems for mainstreaming specialist knowledge such as genetics into generalist care settings of the NHS. In such context, knowledge transfer is influenced by professional institutions that regulate the transfer of knowledge in a profession. Therefore, the research contributes to organisation studies research by providing conceptual and empirical understanding into how organisational and professional antecedents become boundaries to knowledge transfer in a professionalised context. The study also contributes to the medical sociology literature by providing a refreshing look at the ubiquitous theme of medical dominance in healthcare systems (Armstrong, 2002; Dingwall, 1987; Dopson, 2005; Ferlie, Fitzgerald, Wood, & Hawkins, 2005; Larkin, 1978). The study finally contributes to management practice and government policy-making by providing an evaluation of knowledge management programmes in the NHS, and by making some strategic recommendations to respond to these issues.

Resumo:Esse trabalho faz um diagnóstico da política de formação e do sistema de educação profissional brasileiros. O tema educação profissional nunca estivera em pauta na sociologia do trabalho e na economia do trabalho; porém, veio à tona, no final do Século XX, quando o novo estágio de acumulação explicitou a decadência do taylorismo-fordismo, denunciando que a nova organização produtiva passava a demandar níveis mais elevados de trabalho criativo. Uma questão básica move essa investigação: a onda de otimismo em torno do Brasil Potência que, desde 2007, acomete a sociedade, movida pelos níveis robustos de crescimento do PIB; essa euforia alimenta a crença que, em breve, o país comporá o capitalismo avançado. Considerando que inúmeros gargalos inibem o crescimento da economia brasileira - especialmente o da mão-de-obra qualificada - e levando em conta que um dos condicionantes importantes do desenvolvimento econômico e social é o domínio - por parte de uma sociedade - sobre a ciência e a tecnologia, esse inquérito interroga sobre a capacidade de a força de trabalho brasileira operar um sofisticado sistema produtivo, possibilitando, ao Brasil, ter uma participação menos insubordinada nas relações internacionais de troca. Levando em conta, por um lado, a importância que o capitalismo central concede à educação básica e, por outro, as fragilidades do sistema educacional brasileiro, é constatada uma das fontes das heterogeneidades sociais e obstaculizadoras do desenvolvimento brasileiro: a análise sobre os sistemas produtivos dinâmicos e as sociedades fundadas no Bem-Estar Social revela que a revolução educacional é um caminho inexorável para o desenvolvimento, também evidenciando que o Brasil ainda não pôs os seus pés nessa estrada. Quanto ao sistema de educação profissional, é constatado, nos países dinâmicos, ele se aproxima do sistema de educação formal, tendendo a minimizar a disjunção entre a educação geral e a profissional e constitui uma das trincheiras da regulação pública. No Brasil, além de ser majoritariamente privada, a estrutura de formação dos recursos humanos perde a característica sistêmica - formatada na segunda metade do século passado - dando conformidade a uma multiplicidade de subsistemas desconexos entre si, na qual poderosas forças centrífugas pressionam pela não-uniformidade. Em síntese, ainda que se pudesse dizer que o Brasil possui um sistema de aprendizagem para o trabalho, jamais a estrutura que se conforma poderia ser considerada como um modelo. Com efeito, nem o sistema educacional muito menos o de aprendizagem profissional, prestam uma contribuição substantiva à elevação da qualidade operacional da força de trabalho, não conseguindo dotá-la com habilidades mais elevadas que lhes permita operar um sistema produtivo moderno, sofisticado e competitivo. Dentre os inúmeros gargalos que obstaculizam o desenvolvimento brasileiro, o da mão-de-obra qualificada é um dos mais preocupantes e o que menos recebe atenção por parte das políticas públicas. Se a qualidade da mão-de-obra é um dentre os condicionantes mais importantes para a projeção soberana de um sistema econômico na divisão internacional do trabalho, enquanto que o Brasil pouco se atenta para esse aspecto, então, a má formação da força de trabalho constitui um dos mais graves problemas estruturais do desenvolvimento brasileiro
Abstract:This work makes a diagnosis of training policy and professional education system in Brazil. The subject had never been so professional education on the agenda in the sociology of work and labor economics, but came to light at the end of the twentieth century, when the new stage of accumulation explained the decline of Fordism-Taylorism, also denouncing the new productive organization will begin to demand higher levels of creative work. A basic question drives the research undertaken here: the wave of optimism about Brazil's power that, since 2007, affects society, driven by higher levels of robust GDP growth, the euphoria has also fueled the belief that, soon, country will make up the advanced capitalism. Whereas many bottlenecks inhibit growth of the Brazilian economy (especially of skilled labor) and taking into account the fact that one of the most important determinants of economic and social development is the domain - by a society - about science and technology, this survey asks about the actual capacity of the Brazilian labor force to operate a sophisticated production system, enabling to Brazil, have a lower participation insubordinate in international relations of exchange. Taking into account the one hand, the central importance that capitalism grants to basic education and, second, the brutal weaknesses of the Brazilian educational system is seen a major source of reproductive heterogeneity and hinders social development of Brazil: the analysis of dynamic production systems and societies based on welfare shows that the educational revolution is a relentless path to development, also showing that Brazil has not put his feet on this road. As for the professional education system, it is found that, in dynamic countries, he not only approaches the formal education system, tending to minimize the distance between general education and professional, but also is a major trenches of public regulation. However, in Brazil, and is mostly private, the structure of human resources training loses gradually the systemic character (formatted in the second half of last century), giving the line a multitude of disconnected subsystems among themselves, in which powerful forces centrifugal pressure by non-uniformity. In summary, although one could say that Brazil has a system of learning for work, never the structure that conforms could be considered as a model. Indeed, neither the education system much less the professional learning, provide a substantive contribution to the increase in operational quality of the work force, unable, therefore, endow them with higher skills to enable them to operate a modern productive system, sophisticated and competitive. Among the many bottlenecks that impede the development of Brazil, the of skilled labor is one of the most troubling and least received attention from public policy. If the quality of manpower is one of the most important conditions for the projection of a sovereign economic system in the international division of labor, while Brazil, little attention is given to this aspect, then, poor training of the workforce is one of the most serious structural problems of Brazilian development

Using data from the 1979 cohort of the National Longitudinal Survey of Youth (NLSY97), I examine the impact of birth order on occupational outcomes within the managerial/professional field. I first assess the impact of birth order within the entire managerial/professional field in the United States and then decompose the field into male-dominated, female-dominated, and mixed gender occupations to provide a specific and nuanced analysis of birth order effects within the field. Finally, I also isolate the impact of birth order specifically within the STEM managerial/professional field, given recent and rising interest in STEM occupations. In general, I find limited evidence that birth order has a significant effect across the entire managerial/professional field, male-dominated, female-dominated, and STEM managerial/professional occupations and that first born children are more likely to be in managerial/professional occupations than later born children. However, on average, these effects disappear as additional demographic, education and family characteristic related controls are added.

This research introduces unionized expert labor to professional identity research with a focus on understanding the professional identity of commercial airline pilots in the United States. The research explores professional identity by directing its attention to two opposing views of identity literature. Whether professional identity is stable and enduring or whether it is socially constructed and malleable. This debate is explored through three lenses of investigation: how professional identity is experienced and defined for commercial airline pilots, how merger-acquisition (M/A) events have aided in understanding their professional identity, and how professionals negotiate their identity in a turbulent unionized context. The data makes a compelling case for professional identity as socially constructed in a dynamic and demanding 21st century world. The data was conjunctively collected and analyzed utilizing Interpretative Phenomenological Analysis (IPA). Over 210 hours of semi-structured, in-depth interviews and over 500 hours of participant observation periods constituted this conjunctive approach. The qualitative methodology and analytics of IPA proved to be effective in individual and professional sensemaking following significant organizational change, making a methodological contribution to organizational studies. Each of the participants to this research experienced significant organizational change, exemplified in airline merger-acquisition events, affecting their professional lives, professional status and sense of being following their M/A event. The findings of this research contribute new knowledge and expand the literature on professional identity and the understanding of professional identity as socially constructed, malleable and dynamic. The research also expands the understanding of psychological contracts. As a contribution to practice, the research suggests a federal legislative initiative to address the disparate and subordinating union practices currently in effect following an M/A event.

The study emanated from the researcher’s experience and involvement in clinical nursing and nursing management. The researcher noted how heavy losses of recruited professional nurses might have had an influence on the quality of service delivery. It is a costly and time-consuming task to recruit enough nurses into the profession and retention of staff is especially difficult. There had been a significant increase in the number of professional nurses leaving the district hospitals either to primary health care service, private hospitals or other countries. Before the commencement of the study the turnover rate at the district hospital where the study was conducted, almost doubled the accepted norm, which was ten percent of the staff. For those reasons the researcher decided to conduct a study named, “Accelerated staff turnover among professional nurses at a district hospital.” The constant heavy losses of qualified nurses from the profession constitute one of the serious challenges for nursing managers. The researcher wanted answers to the following question: “What were your experiences of your job as a professional nurse at the district hospital?” The objectives of the study were: · to explore and describe factors leading to high staff turnover of professional nurses at a district hospital · to develop guidelines to help retain professional nurses. The design of this study, which was conducted in one of the district hospitals in the Makana Local Service Area in the Eastern Cape, is qualitative, descriptive and contextual. Informed permission for conducting the research was obtained from relevant authorities and participants were asked to sign a consent form before the researcher proceeded with the study. Participants that met the selection criteria were selected by means of purposive sampling. Data was obtained by means of semi-structured telephonic interviews that were audio-taped and later transcribed verbatim. To ensure trustworthiness of the study, the researcher applied the four strategies as proposed by Lincoln and Guba (De Vos, 2002:351) namely, credibility, transferability, dependability and confirmability. Collected data was analysed according to the descriptive method proposed by Tesch (in Creswell, 1994:154). The services of an independent coder, who was provided with transcripts and a protocol to guide data analysis, were utilised. A consensus meeting was held between the researcher and the independent coder to discuss the identified themes and sub-themes. Following the data analysis, a literature control was undertaken to highlight the similarities to and differences in comparison between this and previous studies. Four major themes and sub-themes were identified through analysis.

The purpose of this interview based qualitative study was to explore the influence that a plurality of social contexts, represented through United Methodist congregations in the Virginia Conference, have on the formation of ministers' occupational activities.;The study used a typology developed by Larry Blazer (1987) to identify the occupational activities practiced by parish ministers. The investigation weighted clergy's professional practice using Judith Hackman's (1985) concepts of power and centrality in her study institutions of higher education's budgeting process. Congregational representatives identified occupational activities that were central and peripheral to their congregation's mission. Clergy identified the occupational activities that received more and less time (i.e., "power" in their time resource budgeting process) in their current appointment compared to their previous appointment.;Using an ethnographic analysis, the study found that ministers generally organize their occupational activities according to the mission of their present congregational appointment. Second, the diverse plurality of congregations are remarkably consistent in their missions: to provide for a nurturing fellowship. Third, ministers' activities are grouped in functionally (versus conceptually) in response to this coherent mission of United Methodist congregations. Fourth, these functional groupings form a hierarchy of overall importance for minister's occupational activities, with implications for the timing of skill acquisition during clergy's careers.;The study concludes with implication for ministers' professional education. Included is a comprehensive professional education proposal to equip ministers with the knowledge and ability to be context sensitive in the performance of their occupational activities.

Previous research has shown that separately and in some combinations internal and external variables (e.g., fashion consciousness, the weather), in addition to the demographic variables of the individual (e.g., gender, age), can affect dress choice. The purpose of this study was to explore the relationships between the variables within the Choice of Professional Dress system and businesswomen's choice of professional dress along the classic–innovative fashion continuum (e.g., whether the professional dress is considered by the dress adopter as more classic or more innovative). A model was developed for this study to illustrate the relationships between multiple variables that are proposed to influence an individual's choice of professional dress. A survey questionnaire was created to investigate businesswomen's choice of professional dress along the classic–innovative fashion continuum in regards to variables within two of the internal subsystems, the demographic subsystem, and the two external subsystems of the Choice of Professional Dress system. Data was collected via an online survey managed by a marketing research company. Participants were predominately married, Caucasian, businesswomen between 30 and 40 years old who held primarily occupations such as office and administrative support or management and financial operations. Multiple regression analyses and ANOVA were employed to test the relationships between the Choice of Professional Dress variables and businesswomen's selection of professional dress for work, as proposed in five main hypotheses. Results of the multiple regression analysis and ANOVA indicated significant relationships between businesswomen's choice of professional dress along the classic–innovative fashion continuum and demographics (i.e., age, education), as well as internal variables (i.e., fashion consciousness, professional image/role, comfort, appearance labor, availability of professional dress) and external variables (i.e., company culture, company dress policies, profession). These results contribute to academia by providing a deeper and richer understanding of businesswomen's professional dress choice as well as the placement of these choices by businesswomen on the Fashion Continuum. Based on the findings, academic and practical suggestions as well as recommendations for future research were provided.

Em 2010, instala-se na cidade de Palmas no Paraná, um Campus do Instituto Federal do Paraná (IFPR), com a missão de atuação na comunidade local e regional, tendo com um dos balizadores de atuação, o suporte aos Arranjos Produtivos Locais (APL´s). Neste contexto, o objetivo desta pesquisa foi o de avaliar as possibilidades e limites de atuação do Instituto Federal do Paraná – Campus Palmas nos Arranjos Produtivos Locais da região Sudoeste do Paraná. A pesquisa caracterizou-se como documental e de campo, exploratória. Os documentos institucionais utilizados foram a Lei n° 11.892/2008, de criação dos Institutos Federais, o Estatuto de Instituição do Instituto Federal do Paraná e a publicação Concepções e Diretrizes para Instalação dos Institutos Federais. Para a coleta de dados utilizou-se roteiro de entrevista semiestruturada com as governanças dos Arranjos Produtivos Locais (APL´s) da região Sudoeste do Paraná, no intuito de detectar a forma organizativa e cooperativa destes, bem como com empresas de cada APL visando se construir um diagnóstico setorial individual. Outro conjunto de entrevistas envolveu dirigentes de instituições de ensino técnico e profissional públicas e privadas, sendo, IFPR e sistema “S”, com o objetivo de detectar as formas de condução da educação profissional na região. O trabalho se estrutura em três partes essenciais, a primeira faz um resgate histórico da educação profissional no Brasil, desde as Escolas de Artes e Ofícios, no Período Colonial até culminar em 2008, com a instalação dos Institutos Federais. A segunda parte faz uma revisão conceitual sobre as teorias das aglomerações produtivas, chegando-se à terminologia adotada no Brasil, de Arranjos Produtivos Locais (APL´s). A terceira parte apresenta os resultados da pesquisa, na qual se identificou três Arranjos Produtivos Locais da região Sudoeste do Paraná, categorizados pelo IPARDES - confecções, móveis e software. A seguir, foi apresentado um diagnóstico individual de cada APL, com suas demandas específicas, para se avaliar as possibilidades de atuação do IFPR – Campus Palmas-PR. Além disso, avaliou-se a educação técnica e profissional na região lócus do estudo, a partir de suas instituições. Uma das conclusões evidencia uma principal deficiência, comum a todos os APL´s da região: a falta de mão de obra qualificada. Esta constatação abriria uma grande possibilidade de atuação do IFPR, se não fosse uma segunda conclusão obtida - a limitação geográfica - uma distância média de 200km entre o campus Palmas e os municípios de localização dos APL´s. Contudo, são cogitadas outras formas de suporte aos APL´s, através da pesquisa e inovação, participação nas governanças e o fomento a outras atividades econômicas locais que possuem potencial a tornarem-se APL´s.
A new campus of Federal Institute of Paraná was implemented in 2010, in the city of Palmas, Paraná. Its local e regional mission is to provide supporting actions to local clusters (arranjos produtivos locais – APL).The objective of this research was to discuss the possibilities and limitations of the relationship between the Federal Institute of Paraná - Campus Palmas and local clusters in the southwest region of Paraná. The methodology used was exploratory, documentary and field research. The institutional documents used were Law No. 11.892/2008, which describes the creation of the Federal Institutes, the Statute of the Institution of the Federal Institute of Paraná and publication Concepts and Installation Guidelines of the Federal Institutes. For the field research, semi-structured interviews with governance’s production arrangements were used, in order to detect its organizational and cooperative form and also with the companies in each cluster (APL) to build a sectorial and individual diagnostic. Another set of interviews addressed the institutions of technical and vocational education, IFPR, "S" system and private initiative, aiming to detect forms of conducting professional education in the region. The work is structured in three essential parts. The first is a historical review of vocational education in Brazil, from the Imperial period culminating in 2008, with the installation of the Federal Institutes. The second part is a review on conceptual theories of productive clusters, reaching the terminology adopted in Brazil, local clusters (APL's). The third part presents the results of the research, where it was identified as a local production of the southwest region of Paraná, categorized by IPARDES, the arrangement of clothing, furniture and software. It then presented a diagnostic of each individual APL, with its specific demands, to evaluate the possibilities of intervention of IFPR - Campus Palmas. In a second stage, the results evaluated the technical and vocational education in the region from its institutions. One of the conclusions was that the main shortcoming common to all APL's from the region is the lack of skilled labor. This finding would open a high possibility of IFPR performance, but a second conclusion obtained from geographical limitations brings a new challenge, because it was recorded an average distance of 200km between the IFPR campus and the municipalities of APL's location, making the teaching process not viable. However, other forms are contemplated to support APL's, through research and innovation and participation in governances. Finally, the essentially quantitative method of categorization of local clusters was questioned, which prevents the analysis of a series of economic activities of lower volume, but with significant potential for social inclusion, leading role of the Federal Institutes.

Resumo: Este estudo objetiva analisar o processo de formação profissional de jovens e adultos trabalhadores a partir da práxis e da relação educação e trabalho. Ou seja: a educação enquanto processo de formação integral do cidadão-trabalhador; e o trabalho como princípio educativo na formação do trabalhador-cidadão. A base empírica que possibilita o entendimento dessa relação tem como referência duas experiências de escolas para trabalhadores: 1. a do Centro de Trabalho e Cultura, uma Ong de Recife que recebe patrocínio de agências de cooperação internacional e nacional, parceira do Governo Municipal, Sindicatos, Movimentos Sociais; e 2.o Projeto Construindo Saber em Limeira (SP), um espaço coordenado pelo Centro de Educação Estudos e Pesquisas-CEEP: uma parceria de Sindicatos, Movimentos Populares, Organizações Sociais com a Secretaria de Educação de São Paulo e CEETEPS. A partir dessas duas experiências avaliamos o processo de produção do conhecimento, sob a perspectiva dialética do materialismo histórico, no qual se desencadeia a formação profissional: a interação, a mediação, as diferentes posições assumidas no engajamento político-social numa sociedade capitalista. Abstract: This study intends to analyze the process of professional formation of youth and adult workers, in relation to education (as a process of integrated formation of citizens and workers) and to work (as an education principal of formation of worker citizens). The empirical basis of this study has as its reference the study of two experiencies of school for workers: Centro de Trabalho e Cultura in Recife Pernambuco and the Projeto Construindo Saber in Limeira São Paulo. The research has as its presuppositions the interaction, mediation and the different dimensions assumed by man, generically, in a capitalist society. The presuppositions of the study are discussed for a given society in its different dimensions and mediations that the human being assumes in capitalist society. In this study, with a dialectic perspective of historical materialism, we do a brief analysis of the process in which is given professional formation: the intercation, mediation and differente positions ltaken in encoountering socially and politically a capitalist society. In those different dimensions, we exame how the formation in the work setting materializes in the perspective of the education/work

Lietuvoje šiuo laikmečiu labai aktualus suaugusiųjų profesinis tobulinimasis, kadangi sparčiai kinta darbo rinka bei informacinės technologijos, sparčiai vystosi šalies ūkis. Vykstantys socialiniai ir ekonominiai pokyčiai verčia suaugusius nuolat tobulintis, įgyjant naujų žinių ir patirties. Suaugusiųjų profesinis tobulinimasis kyla ne tik dėl darbo rinkos kaitos ar informacinių technologijų kaitos, jis sudaro sąlygas suaugusiųjų bendrosios kultūros ugdymuisi bei suaugusiojo asmenybės socialinio statuso kilimui. Todėl labai svarbu aiškintis suaugusiųjų motyvus ir galimybes profesiniam tobulinimuisi, šioje gan sparčiai besikeičiančioje visuomenėje. Lietuvoje suaugusiųjų švietimu rūpinasi Švietimo ir mokslo ministerija, Socialinės apsaugos ir darbo ministerija. Suaugusiųjų mokymusi rūpinasi ne tik valstybė, bet ir nevyriausybinės organizacijos. Nemenką indėlį į suaugusiųjų mokymosi visą gyvenimą plėtotę, įdeda Lietuvos suaugusiųjų švietimo asociacija. Ši asociacija rūpinasi informacinės medžiagos leidimu, metodinės medžiagos leidimu. The society and its values are changing. Scientific discoveries which occur everyday and the changes of the economy and labor market are forcing us to change ourselves and strive for the new competencies. Europe is going towards the knowledge based society and economy. The term “Life long learning” is like a motto towards the new society – to the creation of the knowledge based society. The accessibility to the newest information and knowledge, motivation and skills to use wisely those resources in favor of whole society become a factor more than ever which rise the competence of Europe, people’s working capacity and applicability (the Life long learning Memorandum, 2001, p. 10) Lithuania hasn’t stayed apart when Lithuania joined the modern society of Europe which popularizes the life long learning. A lot of attention is devoted to the comprehensive adults‘ professional training in Lithuania as well as in other European countries. The adults‘ professional training is very urgent issue of nowadays in Lithuania when the labor market and information technologies are changing rapidly and the economy of the country is developing fast. Resumo: O presente trabalho analisa como os movimentos de precarização das relações de trabalho e de uso desgastante da força de trabalho ¿ implementados a partir da reestruturação produtiva e da adoção da agenda de políticas econômicas restritivas ¿ também se manifestam através da inflexão da qualidade geral da força de trabalho brasileira. Em princípio e a título do estabelecimento de comparações entre modelos de relações de trabalho, é feita uma revisita histórica à formação do padrão norte-americano de desenvolvimento - caracterizado pela comunhão entre a organização taylor-fordista do trabalho e a relação salarial fordista - edificado a partir de Bretton Woods. Na seqüência, analisa os sistemas produtivos dos países de capitalismo avançado, reestruturados a partir da Terceira Revolução Industrial e Tecnológica e dos novos métodos de produção flexível, comparando-os com o sistema brasileiro. Conclui que a tentativa de implementação do modelo japonês no Brasil tem esbarrado no conservadorismo empresarial, ao mesmo temo em que produzido um modelo industrial particular, idiossincrásico e, acima de tudo, predatório e desagregador das relações de trabalho. Sem se prender aos aspectos produtivistas, a análise envereda pelos aspectos políticos e sociais, chamando atenção para a degradação do mercado brasileiro de trabalho, que vem ocorrendo em função da adoção das políticas de adequação da produção à demanda, cujos principais sintomas são a brutal elevação do desemprego e o uso crescente das modalidades não-capitalistas de contratação de mão-de-obra. Conclui estabelecendo um indicativo de que a tais políticas estariam impactando negativamente na qualificação profissional dos trabalhadores, inflexionando a capacidade produtiva da força de trabalho no que diz respeito ao manuseio de sistemas avançados de agregação de valor, ao passo em que contribuindo ainda mais para o desvio da economia brasileira dos trilhos do desenvolvimento sustentado
Abstract: The present work analyzes as the movements of precarization of the work relations and of absorbing use of the work force of implemented from the productive reorganization and of the adoption of the agenda of restrictive economics politics also they are disclosed through the precarization of the general quality of the Brazilian force of work. In principle and the heading of the establishment of comparisons between models of work relations, is made one revisits historical to the formation of the North American standard of development - characterized for the communion it enters the taylor-fordista organization of the work and the fordista wage relation - built from Bretton Woods. In the sequence, it analyzes the productive systems of the countries of advanced capitalism, reorganized from the third industrial and technological revolution and of the new methods of flexible production, comparing them with the Brazilian system. It concludes that the attempt of implementation of the models Japanese in Brazil has collide in the conservative empresariable and produced particular a model industrial, idiosyncratic and above of everything, predatory and desaggregator of the work relations. Without if arresting to the aspects produtivists, the analysis guide for social the politics aspects and, calling for the degradation the Brazilian market of work, that comes occurring in function of the adoption of the politics of adequacy of the production to the demand, whose main symptoms are the brutal rise of unemployment and the increasing use of the modalities not-capitalists of man power act of contract. It concludes establishing an indicative of that to such politics they would be shocking negative in the professional qualification of the workers, inflectioning the productive capacity of the force of work in whom it says respect to the manuscript of advanced systems of value aggregation, to the step where contributing still more for the shunting line of the Brazilian economy of the tracks of the supported development

O presente estudo se propôs a analisar a prática avaliativa realizada pelos gestores e trabalhadores de uma instituição pública de saúde, com o objetivo de identificar a preocupação com o desenvolvimento do trabalhador, o diálogo e a melhoria dos processos de trabalho. Através da pesquisa, buscou-se responder em que medida o processo de avaliação individual vem contribuindo para a qualificação do trabalhador com consequências para uma prestação de serviços de qualidade. O referencial teórico recorreu a autores como Yves Schwartz, José Dias Sobrinho, Paulo Freire e Boaventura de Sousa Santos, sem detrimento de outras contribuições. Quanto à metodologia, o estudo caracterizou-se como uma pesquisa qualitativa, na qual o principal método investigativo foi a análise documental dos registros de avaliações individuais, analisando-se os pareceres finais e os planos de ação realizados pelos gestores e trabalhadores no ano de 2009. A pesquisa possibilitou o aprofundamento sobre o tema, a reflexão sobre as práticas avaliativas dentro da instituição e a compreensão de alguns aspectos fundamentais como: a nova postura do trabalhador, participando e refletindo sobre o processo de trabalho; e a do gestor que reconhece a qualificação do trabalhador no momento da avaliação, contribuindo com melhorias para o desenvolvimento individual e da equipe.
This study aims to examine evaluation practices conducted by managers and employees of a public health institution in order to identify the concern with the worker development, the dialogue and the improvement of work processes. Through research, we try to answer to what extent the individual assessment process has contributed to the qualification of the worker with consequences for the provision of quality services. The authors drew on theoretical as Yves Schwartz, José Dias Sobrinho, Paulo Freire and Boaventura de Sousa Santos, without the expense of other contributions. Regarding the methodology, the study characterized as a qualitative research, in which the main investigative method was the analysis of documentary records of individual assessments, analyzing the final opinions and plans of action carried out by managers and workers in 2009. The research enabled a deepening on the subject, reflection on assessment practices within the institution and understanding of some fundamental aspects such as: the attitude of the worker, participating and reflecting on the work process, and the new attitude of the manager who recognizes the qualifications of the worker at the time of evaluation, contributing to the improvement of individual and team development.

The aim of this thesis is to comprehend the process of construction of the professionalism in Brazilian agronomy. We state that different strata of the working class face the labor world in different ways. Workers who are more educated and belong to middle classes, act and regard the labor process in a different way from blue-collars. We studied the process of formation of agronomists representative institutions to, in a second stage, discuss the concept of professionalism throw six non-structured interviews with experienced professionals. Labor market, client relations, State, knowledge are some of the concepts we discuss to build our thesis. We also research, in a more elementary level, the hierarchies inside the professional group in order to show how distinctions are made and what kinds of symbolic values are related to professional success among agronomists. A study of the professionalism ideology is also done so that we can discuss about some possibilities of understanding the labor as a human capability.
Este trabalho tem por objetivo compreender o processo de construção do profissionalismo na agronomia. Parte-se do pressuposto que diferentes segmentos da classe trabalhadora vivenciam o trabalho de maneira diversa. Assim, trabalhadores com maiores níveis de qualificação e pertencentes às classes médias percebem e agem de maneira distinta em relação ao trabalho do que trabalhadores de chão-de-fábrica, por exemplo, que se configuram em sujeitos amplamente estudados nas ciências sociais. Assim, parte-se de um estudo sobre a formação de entidades representativas destes profissionais, para posteriormente, através de relatos de profissionais com larga experiência, construirmos a argumentação sobre os elementos que constituem este conceito de profissionalismo proteção do mercado de trabalho, relação com clientes, relação com o Estado, o conhecimento específico dentre outros fatores. Também se investiga, em nível mais elementar, a construção de hierarquizações dentro do grupo profissional, no caso a hierarquia de gênero, a fim de demonstrarmos as heterogeneidades e as diferentes valorizações simbólicas existentes entre os profissionais. A construção de uma ideologia do profissionalismo é analisada a fim de demonstramos as diversas possibilidades de manifestação do trabalho enquanto categoria humana.

O setor sucroalcooleiro tem passado por profundas alterações nos anos recentes, com impactos importantes sobre a organização setorial e sobre as estratégias empresariais. Além das alterações na estrutura de mercado, as alterações no processo produtivo trouxeram impactos importantes no mercado de trabalho. A proibição da queima da cana-de-açúcar como método de despalha, com a conseqüente adoção da mecanização do corte e plantio da cana-de-açúcar tem ocasionado a redução da mão-de-obra agrícola e a demanda por novas ocupações no setor. Com a mecanização foi possível a obtenção de ganhos muito significativos na produção, tendo como resultado a exclusão de trabalhadores do processo produtivo e a modificação no perfil dos novos trabalhadores demandados. Além da mecanização, a própria expansão do setor em novas áreas produtivas, já mecanizadas, tem demandado maior número de trabalhadores qualificados, ocasionando maior concorrência por esta mão-de-obra. É preciso conhecer este perfil de trabalhadores inseridos na cadeia de produção da cana, é importante compreender a evolução das ocupações neste setor e analisar as transformações ocorridas, em função do novo padrão tecnológico e em função da nova fase de expansão pela qual o setor está passando. Com esse quadro de referência, este trabalho investigou as mudanças ocorridas no mercado de trabalho no setor, com destaque para as ocupações; e o novo perfil de mão-de-obra exigido na cultura canavieira. Os principais resultados desta pesquisa são que deverá haver uma forte iniciativa de qualificação de mãode- obra para atender às demandas do setor e deverá haver uma política formal, com a participação da iniciativa pública e privada, para recolocação da mão-de-obra rural do setor, em função da mecanização. Além da mecanização, a atual crise econômica internacional também tem ocasionado disponibilização de mão-de-obra no setor, o que aumenta ainda mais a importância do tema tratado nesta pesquisa. Estas iniciativas de qualificação e recolocação, que já estão sendo realizadas pelas usinas de forma pontual e em pequena escala, deverão ser estruturadas para que o setor consiga equilibrar a ausência da mão-de-obra qualificada disponível e o aumento das demissões de trabalhadores não qualificados. Esta é uma equação cuja solução é a qualificação e requalificação de mão-de-obra. A criação de mecanismos setoriais formais e a participação do poder público tornam-se fundamentais para a resolução desta problemática.
The sugar cane industry has been through profound changes in recent years, with significant impacts on the organization sector and the business strategies. Apart from changes in market structure, changes in the production process had important impacts on the labor market. The ban on the method of burning sugar cane, with the consequent adoption of mechanization of cutting and planting, has caused a reduction in labor-intensive agriculture and demand for new occupations in the sector. With the mechanization it was possible to obtain significant gains in production, resulting in the exclusion of workers in the production process and changes in the profile of the new workers needed. In addition to mechanization, the sectors own expansion into new productive areas, mechanized already, has sued largest number of qualified workers, causing greater competition for this labor. We must know better this profile of workers inserted in the production of sugar cane, it is important to understand the evolution of occupations in this sector and review the changes, according to the new technological standard and according to the new phase of expansion by which the industry is going through. With this frame of reference, this work investigated the changes in the labor market and the new profile of rural labor required in the sugar cane industry. The main results of this research are that there should be a strong initiative for the qualification of the workforce, to meet the demands of the sector, and there should be a formal policy with the participation of public and private initiative, for replacement of rural labor, due to mechanization. Besides mechanization, the current international economic crisis has also caused lay off of labor in the sector, which increases the importance of the subject treated in this study. These initiatives, which are already being made by enterprises on a small scale should be structured so that the industry can balance the lack of available qualified labor and the increasing resignations of rural workers. This is an equation which alternative for solution is the qualification and requalification of the workforce. The creations of formal mechanisms of the sector and of the public politics are the key to resolving this issue.

La presente investigación tuvo como objetivo explorar, analizar y describir, desde una perspectiva Europea, las percepciones que tienen los formadores de la Educación Superior Técnico Profesional Chilena. Se describió cómo los factores contextuales y competenciales influyen en su rol docente. El estudio fue exploratorio y descriptivo, con un muestreo no probabilístico intencional. Se empleó la combinación de metodologías cuantitativas y cualitativas. La población invitada estuvo conformada por profesionales del área de las tecnologías de la información e ingeniería vinculados a la industria y que realizan clases con dedicación parcial y/o exclusiva en instituciones del tipo técnico-profesional a lo largo del país. Los resultados evidenciaron que estos profesionales definen su tarea a partir de cómo entienden sus relaciones con otros que hacen lo mismo, o bien a través de modelos que traen de sus preconcepciones docentes. Se destaca que su alto grado de especialización técnica, que se traduce en formación, es un gran elemento de motivación para desarrollar la actividad docente.
The following investigation purpose is to explore, to analyze and to describe, from a European perspective, the perceptions that the formers have of the Chilean Higher Technical and Professional Education. How the competences and contextual factors affect on their teaching role has been described. The study is exploratory and descriptive, with an intentional non-probabilistic sampling. Quantitative and qualitative combined methodologies has been applied. The invited population has been formed by professional of the area from the engineering and information technologies linked to the industry of partial/ exclusive teaching dedication at technical and professional institutions along the country. The results show that these professionals define their task from how they understand their relationships with those who do the same work, or through models that they bring from their own teaching expectations. It has been emphasized its high technical specialization level, which means formation, is a big motivation element to develop a teaching activity. It has been debated that being a good teacher with partial dedication and to feel identified with it, has some kind of personal achievement, but at the same time, is a consequence of the way of making together with a good teamwork, with an excellent Department, with great values, and with teaching proceedings.

O foco deste estudo é o trabalho docente dos professores de Educação Profissional do IFMT- campus – Coronel Octayde Jorge da Silva, em Cuiabá-MT. O objetivo geral da tese consiste em analisar o trabalho docente para compreender como os professores se constituem docentes pelo trabalho, com o intuito de entender como foi elaborado o fazer pedagógico, considerando que as condições materiais de produção do trabalho docente motivaram a formação continuada do professor e a concepção de profissão docente, bem como, evidenciam os sentidos de ser e fazer a docência. O corpus do estudo é formado pelo preceito teórico composto pela análise do trabalho docente e da formação pelo trabalho como um princípio educativo proposto por Antonio Gramsci, Paulo Freire, Lucília R. Machado, Nádia C. Kunze, Maurice Tardif e seus colaboradores. A pesquisa tem uma abordagem qualitativa na perspectiva do método materialista dialético, na qual articula a organização de um arquivo de dados formado por documentos institucionais e entrevistas com 18 professores, o diário de campo e a análise de conteúdos baseada em Laurence Bardin. O trabalho docente foi analisado a partir do ingresso dos professores na docência na Educação Profissional até o presente, buscando demonstrar que a constituição do professor teve início pelo convite à docência e pelo concurso público, em que se visualizam as qualificações docentes. Ao ser desenvolvido, o trabalho docente foi definido pelas condições materiais que forçaram os professores a buscarem uma qualificação para atender as suas necessidades profissionais nas diferentes fases de transformação da Educação Profissional. O processo de constituição docente contou com a participação de representantes da Educação Profissional que atuaram na escolha do professor e na orientação da docência, e ajudaram a produzir os sentidos de ser e fazer a docência, os quais evidenciam a ideologia de seus produtores. Este processo continuou com o dispositivo do concurso público que estabeleceu as condições de ingresso na docência e impulsionou as mudanças no perfil dos professores, além de, produzir a partir do trabalho docente, saberes do trabalho que refletem uma práxis em que o fazer e ser docente objetiva uma formação profissional humanizadora capaz de assegurar a transformação social. Por meio da análise do conteúdo das falas dos professores ficou acentuada a ideia de inacabamento humano na concepção de Paulo Freire, e nesta, aparece à concepção de trabalho docente como um princípio educativo que rompe com o modo de pensar dominante ao evidenciar que a formação dos professores pelo trabalho tem produzido uma docência que gradativamente gera a superação do caráter funcionalista da Educação Profissional, que é predominante nas tendências pedagógicas tecnicistas, pelo caráter humanizador ao avançarem para as tendências pedagógicas progressistas.
The focus of this study is the teaching work from Professional Education teachers of IFMT, campus – Coronel Octayde Jorge da Silva, in Cuiabá-MT. It aims at analyzing the teaching work to understand how they become teachers by word-based formation, in order to understand how their pedagogical practice was established, considering that the material working conditions motivated the continued education and the conceptions of teaching profession, as well as make evident the senses of being a teacher and the senses of the teaching activity. The corpus of the study is consisted by theoretical features composed by the analysis of teaching work and work-based formation as an educational principle proposed by Antonio Gramsci, Paulo Freire, R. Lucília Machado, Nadia C. Kunze, Maurice Tardif, among others. The study has a qualitative approach considering the dialectical materialist method, in which articulates the organization of a data file consisted on institutional documents, interviews with 18 teachers, daily records and content analysis based on Laurence Bardin’s perspective. The teaching work was analyzed from the entry of teachers in Professional Education to the present days, aiming to demonstrate that becoming teacher began when they were invited to teach and by the aptitude test to admission in a public institution, in which the teaching qualifications can be visualized. By their practice, the teaching was defined by the material conditions that forced teachers to seek qualification to meet their professional needs at the different stages of Professional Education changes. The process of becoming teacher included the participation of Professional Education representatives who have acted in the teacher’s selection and teaching orientation during their praxis, and helped them to produce the sense of being a teacher and the teaching activity, which show the ideology of their producers. This construction process continued with the aptitude test admission that established the entry conditions in teaching and pushed changes in teachers profile, besides that, produce, from teachers' work, knowledge concerning their work that reflect a praxis in which teaching activity and being a teacher aim a humanizing training able to ensure social transformation. The results of content analysis reveal the idea of human incompleteness in the conception of Paulo Freire, and in this idea, appears teaching work conceptions as an educational principle that break up with the dominant way of thinking by pointing that the teachers’ work-based formation has produced a teaching that gradually generates the overcoming of the functionalist character of Professional Education, which is prevalent in technicist pedagogical trends, by the humanizing character that move toward the progressive pedagogical trends.
El enfoque de este estudio es la labor docente de los profesores de la Educación Profesional del IFMT – campus – Octayde Jorge da Silva, en Cuiabá-MT. El objetivo general de la tesis consiste en analizar la labor docente para comprender como los profesores se constituyen docentes a través de la labor, con el intuito de entender como fue elaborado el hacer pedagógico, considerándose que las condiciones materiales de producción de la labor docente motivaron la formación continuada del profesor y la concepción de profesión docente, así como, evidencian los sentidos de ser y hacer la docencia. El corpus del estudio está formado por el precepto teórico compuesto por el análisis de la labor docente y de la formación por la labor docente como un principio educativo propuesto por Antonio Gramsci, Paulo Freire, Lucília R. Machado, Nádia C. Kunze, Maurice Tardif y sus colaboradores. La pesquisa posee un abordaje cualitativo en la perspectiva del método materialista dialéctico, donde articula la organización de un archivo de datos compuesto por documentos institucionales y entrevistas con 18 profesores, el diario de campo y el análisis de contenidos basado en Laurence Bardin. La labor docente fue analizada a partir del ingreso de los profesores en la docencia de la Educación Profesional hasta el presente, buscando demostrar que la formación del profesor tuvo comienzo por invitación a la docencia y a través del concurso público, donde se visualizan las calificaciones docentes. Al ser desarrollada, la labor docente fue definida por las condiciones materiales que obligaron a los profesores a buscaren una calificación para atender a sus necesidades profesionales en las distintas etapas de transformación de la Educación Profesional. El proceso de constitución docente contó con la participación de representantes de la Educación Profesional que actuaron en la selección del profesor y en la orientación a la docencia, y ayudaron a producir los sentidos de ser y hacer la docencia, los cuales evidencian la ideología de sus creadores. Este proceso continuó con el dispositivo del concurso público que estableció las condiciones de ingreso en la docencia e impulsó las mudanzas en el perfil de los profesores, además de producir a partir de la labor docente, saberes del trabajo que reflejan una práxis en la que el hacer y ser docente objetiva una formación profesional humanizada capaz de asegurar la transformación social. A través del análisis de contenido de los discursos de los profesores se quedó señalada la idea de inacabamento humano en la concepción de Paulo Freire y en esta, aparece la concepción de la labor docente como principio educativo que rompe con el modo de pensar dominante al evidenciar que la formación de los profesores por el trabajo ha producido una docencia que poco a poco genera la superación del carácter funcionalista de la Educación Profesional, que es predominante en las tendencias pedagógicas mecanicistas, por el carácter humanizado al avanzaren hacia las tendencias pedagógicas progresistas.

A história da formação dos enfermeiros no Brasil segue uma trajetória paralela à do sistema de saúde, culminando na ampliação e diversificação dos postos de trabalho para enfermeiros através da criação do SUS. Porém, há um aumento desordenado dos cursos de graduação em Enfermagem, centralizando os profissionais especialmente na região sudeste. Em relação à formação, as escolas têm dificuldade em incorporar a formação através do desenvolvimento de competências e habilidades, propostas pelas diretrizes curriculares nacionais. Por outro lado, o mercado de trabalho é instável e flexível e apresenta exigências crescentes de produtividade e de qualidade, tornando cada vez mais generalizada a implantação de modelos de formação e de gestão da força de trabalho baseados em competências profissionais. Conhecer a trajetória profissional dos egressos faz-se necessária como forma de analisar, compreender e refletir sobre as questões relativas ao ensino superior de Enfermagem e as características inerentes ao mercado de trabalho. Os objetivos deste estudo são: apreender e analisar as percepções de egressos de 2007, do curso de graduação em Enfermagem de uma instituição privada, Faculdade Marechal Rondon (FMR), em relação ao seu processo de formação, frente às condições de inserção no mercado de trabalho e às demandas vivenciadas no cotidiano profissional. A natureza do método foi quanti-qualitativa, utilizando-se a estratégia do Discurso do Sujeito Coletivo (DSC). Foram localizados 104 egressos e divididos em três grupos distintos, de acordo com a atuação após a graduação em enfermagem. Os DSC revelaram algumas ideias centrais principais como críticas à formação: “Estágio ficou muito repetitivo e nunca foi muito bom”; dificuldades para conseguir o primeiro emprego: “Pouca experiência. The history of nurses' education in Brazil follows a parallel trajectory to that of the public healthcare system, culminating in the expansion and diversification of work posts for nurses through the creation of SUS (Unified Public Healthcare System). However, the number of undergraduate nursing programs has increased in a disorderly fashion, concentrating professionals especially in the southern region. As regards professional training, schools face difficulty in incorporating training through the development of competences and skills as proposed by the national curricular guidelines. On the other hand, the labor market is unstable and flexible and presents increasing productivity and quality requirements, thus making the implementation of professional-competence-based educational and workforce management models more and more generalized. Learning about alumni's professional trajectory is necessary as a way to analyze, understand and reflect on the issues related to higher education in nursing and the characteristics inherent to the labor market. This study aimed at: learning about and analyzing the perceptions of alumni who completed the undergraduate nursing program at a private institution - Faculdade Marechal Rondon (FMR) - in 2007 with respect to their educational process in face of the conditions of insertion in the labor market and the requirements experienced in their daily professional practice. The method used was quanti-qualitative, utilizing the strategy of the Collective Subject Discourse (CSD). One hundred and four alumni were located and divided into three different groups, according to their professional performance after graduating in Nursing. The Government of Ceará State (Brazil) through its Education Department (SEDUC) launched the Integrated Plan of Professional Education in 2007. Its proposal is to link the high school curriculum with student training for inclusion in society and the labour market. This research aims 1) to evaluate the practice of this educational policy in Cid Gomes‘ management (the current Governor); 2) to check its purposes, how they will work in schools and how they will affect the lives of the students assisted by this mode of teaching; 3) to analyze the educational reform implemented by the Government of Ceará. The bibliographical and documentary research portrayed the evolution of professional education in Brazil in recent decades, presenting an analysis of the public policies proposed for this mode. Two public high schools in Fortaleza were the objects of a case study, namely EEEP Joaquim Antônio Albano and EEEP Onélio Porto. In empirical research, we used methods and techniques of quantitative and qualitative methodologies, based on the representation and active participation of the subjects studied, by means of semi-structured interviews and questionnaires administered to 234 social actors, including teachers, principals and students in both schools. The data revealed that 67% of all students set the goal of passing the University entrance exam as their chief reason to stay in school. The results indicated that the teacher mentor figure for a small number of students (one teacher for every six students) enabled them to be protagonists in their learning process and co-responsible for their education. This mode of teaching proved to be an innovative and humane option, because while the students learn how to set goals, make commitments, make plans, review their goals and get results, it also intends to meet the labor market demands.
O Plano Integrado de Educação Profissional foi lançado em 2007, na capital e no interior, pelo Governo do Estado, por meio da Secretária de Educação Básica do Ceará - SEDUC; com a proposta de articular o currículo do ensino médio com a formação de jovens protagonistas para inclusão na sociedade e no mundo do trabalho. Assim, o objetivo da pesquisa foi avaliar a prática dessa política educacional na gestão Cid Gomes; verificar os seus propósitos e como funcionam nas escolas; como impactarão na vida dos alunos assistidos por essa nova modalidade de ensino e analisar a reforma educacional executada pelo governo do estado do Ceará. A pesquisa bibliográfica e documental retratou a evolução do ensino profissional no Brasil nas últimas décadas e discutiu a avaliação das políticas públicas proposta para essa modalidade. O estudo de caso foi fundado na análise da Escola Estadual de Ensino Profissional - EEEP Joaquim Antônio Albano e EEEP Onélio Porto em Fortaleza. Na pesquisa empírica, utilizamos métodos e técnicas das metodologias qualitativas e quantitativas, com base na representatividade e na participação ativa dos sujeitos pesquisados, subsidiada por entrevistas semiestruturadas e questionários aplicados a 234 atores sociais entre aluno, gestores e professores nas duas escolas pesquisadas. Os dados elucidaram que a experiência das escolas, até o momento, vem demonstrando que mais de 67% dos alunos estabelecem a aprovação no vestibular e o primeiro emprego como a razão mais importante de sua permanência na escola. Os resultados apontaram que a figura do professor orientador para um número pequeno de alunos; um professor para cada seis alunos, os tornam protagonistas de seu processo educacional e sujeito corresponsável por sua educação. Essa modalidade revelou-se uma opção inovadora e humanizada, porque ao mesmo tempo em que o aluno aprende a estabelecer metas, a assumir compromissos, fazer planos, rever suas metas e obter resultados, ela também busca atender as demandas do mercado de trabalho.

Staff turnover is a human resource management aspect which occurs in any organisation. It involves the replacement of incumbents who have vacated their posts and left the organisation by the appointment of new incumbents in those posts The purpose of the study was to investigate factors influencing the high staff turnover at Walter Sisulu University and to explore strategies which could be utilized to address it. Management has a responsibility of ensuring that staff turnover remains at acceptable levels within the organisation. Causes of labour turnover and their consequences were investigated. High staff turnover could have negative consequences for an organization. It can dent the image of the institution and also have a negative impact on the productivity, especially when it involves the loss of highly skilled and productive workers. Measurement of staff turnover and models of turnover are also discussed and analysed. Job dissatisfaction as a determinant of voluntary turnover is categorically discussed as well as its components. The relationships between management, job satisfaction, performance and turnover as well as the possibility of reducing staff turnover are also explored. An empirical study was undertaken to determine individual, job, organisational and environmental factors influencing staff turnover among staff at all levels at WSU. Interviews were used in gathering data and the findings include the fact that the high staff turnover at this university is attributed to, among others, job dissatisfaction, lack of job security, lack of development and promotion opportunities. Recommendations were made to address factors that may have an impact on staff turnover at WSU as well as strategies that could be utilised to retain staff.

A ampliação gradativa de instituições culturais privadas criou uma demanda de mão de obra qualificada para seus mais variados programas. Surgiram nos últimos 20 anos em todo o país cursos profissionalizantes e diversas graduações e pós-graduações em artes visuais reconfigurando assim um novo panorama daquilo que vem sendo, nos últimos anos, a formação do artista plástico (ou visual) no circuito artístico. A dissertação teve por objetivo discutir a posição do artista brasileiro contemporâneo através da análise do seminário Longitudes, realizado na cidade de São Paulo em março de 2014. Três temas centrais nortearam a configuração do seminário e posterior análise: o primeiro abordou a identidade do artista; o segundo tratou da expansão dos espaços alternativos e do escopo de trabalho do artista; o terceiro dedicou-se aos locais de formação e à proliferação de faculdades e cursos livres que têm suprido a demanda do mercado de trabalho recém desenvolvido. A partir dos depoimentos coletados no seminário, discutiremos as relações de trabalho no meio e a profissionalização do artista contemporâneo no Brasil
The gradual expansion of private cultural institutions created a hand demand for skilled labor for its various sectors. Emerged in the last 20 years throughout the country training courses and several graduate and post-graduate courses in visual arts as well reconfiguring a new panorama of what has been, in recent years, the formation of the artist (or visual) on the art circuit. The dissertation aims to discuss the position of the Brazilian contemporary artist by an analysis of the Longitudes seminar, held in São Paulo in March 2014. Three central themes guided the seminar configuration and its further analysis: the first dealt with the artist\'s identity; the second dealt with the expansion of the alternative space and the artist\'s scope of work; the third topic turned to the training sites and the proliferation of colleges and other courses to come meet the demand of the newly developed labor market. From the testimonies collected in the workshop, we will discuss the labor relations in the milieu and the professionalization of the contemporary artist in Brazil

Nas duas últimas décadas, a sociedade vivenciou importantes transformações econômicas e sociais. A expansão e diversificação do ensino superior trouxeram ganhos para a população e também, como qualquer outro fenômeno, consequências não esperadas. Associado a isso, tem-se um mercado de trabalho cada vez mais dinâmico e que passou por momentos de pleno emprego e crise. Diante deste contexto, objetivou-se analisar os elementos que interferem na inserção profissional dos egressos da Universidade Estadual do Rio Grande do Sul. Para subsidiar a discussão teórica foram abordados três grandes temas: ensino superior, mercado de trabalho e inserção profissional, além de dados históricos e estatísticos. Considerando o problema e o objetivo deste estudo, optou-se por uma pesquisa dividida em duas etapas: uma exploratória e outra descritiva quantitativa. A etapa exploratória teve como objetivo conhecer o histórico da Uergs e sistematizar dados dos ingressantes, matriculados e egressos, desde o início de suas atividades, em 2002 até 2017. Os resultados mostraram que a Uergs foi diversas vezes afetada por elementos sócio-históricos e institucionais que influenciaram o ingresso e permanência dos alunos. Na segunda etapa, a amostra foi composta por 456 egressos com o cuidado para que representassem as três modalidades de curso (bacharelado, licenciatura e superior de tecnologia), as três áreas (humanas, exatas e engenharias e vida e meio ambiente) e as cinco mesorregiões do Rio Grande do Sul onde a Uergs está inserida. Em linhas gerais, a inserção dos egressos é qualificante (CORDEIRO, 2002) e existe uma mobilidade intergeracional educacional e ocupacional ascendente entre pais e filhos. Porém, fica claro neste trabalho que o tipo de diploma (modalidade, área e mesorregião) influência no retorno financeiro e social no mercado de trabalho. Os egressos da modalidade bacharelado, da área das exatas e engenharias e da mesorregião metropolitana de Porto Alegre são os que se concentram nas maiores faixas salariais. A modalidade que mais percebe o rebaixamento social e econômico é dos tecnólogos. O ensino superior se torna cada vez mais necessário, mas ter o diploma não dá garantias. Os indivíduos são influenciados o tempo todo, mesmo que não percebam, por elementos como origem familiar, sexo, contexto econômico, desigualdades regionais, etc. e sobre os quais não tem nenhum controle. A meritocracia é apenas uma variável no meio deste grande contexto permeado por elementos muitas vezes invisíveis.
In the last two decades, society has undergone important economic and social transformations. The expansion and diversification of higher education brought gains for the population and, like any other phenomenon, had unintended consequences. Associated with this, the labor market is increasingly dynamic and had moments of full employment and crisis. In this context, the objective was to analyze the elements that interfere in the professional insertion of college graduate students of the State University of Rio Grande do Sul. In order to subsidize the theoretical discussion, three major themes were approached: higher education, labor market and professional insertion, as well as historical and statistical data. Considering the problem and the objective of this study, the research was divided into two stages: one exploratory and the other one quantitative descriptive. The exploratory phase aimed at Uergs' history and systematizing data on enrollment of new students, registered ones and leavers, from the beginning of their activities, from 2002 to 2017. The results showed that Uergs was affected several times by socio-historical and institutional elements that influenced the students' enrollment and staying at University. In the second stage, the sample consisted of 456 college graduate students representing the three modalities of courses (bachelor, licentiate and higher technology), the three main areas of knowledge (Humanities, Math and Engineering and Life and Environment) and the five mesoregions of Rio Grande do Sul where Uergs is inserted. In general terms, the insertion of the college graduate students is qualified (CORDEIRO, 2002) and there is an intergenerational educational and occupational mobility ascending between parents and children. However, it is clear in this paper that the kind of diploma (modality, area of knowledge and mesoregion) influences the financial and social return in the labor market. The college graduate students of bachelor´s modality of the area of Math and Engineering from the metropolitan mesoregion of Porto Alegre are the ones concentrated in the higher salary ranges. The modality that most perceives social and economic downgrading is the technologists. Higher education becomes more and more necessary, but having a diploma does not guarantee anything. Individuals are influenced all the time, even if they do not realize it, by elements such as family origin, gender, economic context, regional inequalities, etc. and over which they have no control. Meritocracy is only one variable in the midst of this great context permeated by often invisible elements.

O presente relatório de estágio enquadra-se no âmbito da conclusão do Mestrado em Sociologia, variante em Recursos Humanos e Desenvolvimento Sustentável, realizado na Universidade de Évora. O estágio teve lugar na Associação Portuguesa de Pais e Amigos do Cidadão Deficiente Mental de Évora (APPACDM), e teve como objetivo acompanhar os formandos, os clientes do Centro de Recursos para o Emprego e os empresários envolvidos no processo formativo e de integração profissional, bem como conhecer as expectativas das famílias relativamente à inserção na vida ativa dos seus educandos/filhos. Para atingir os objetivos referidos e para a elaboração do presente relatório de estágio integrei a equipa da Unidade de Qualificação e Emprego na APPACDM de Évora, na qual participei em reuniões e acompanhamentos exteriores. Em Portugal, o conceito de inserção profissional foi apresentado por Natália Alves1 e Mariana Gaio Alves2. As referidas autoras apontam que a inserção profissional consiste num novo termo que remete para um campo semântico complexo no qual se cruzam e inter-relacionam as diversas dimensões presentes na noção mais vasta de integração, desse modo, “falar de inserção profissional dos jovens é falar, simultaneamente, da sua integração eco-nômica, social, cívica e simbólica” 3 “A integração da pessoa com deficiências ou incapacidade (PCDI) no mercado de trabalho é atualmente entendida como um fator decisivo para a inclusão social, independência econó-mica e consequente valorização e realização pessoal destes cidadãos”.4 Devido aos seus handicaps, as pessoas portadoras de deficiência devem ser incluídas no mercado de trabalho e não excluídas com base em preconceitos; Abstract: This internship report falls within the framework of the completion of the Master degree in Sociology at the University of Évora with a specialization in Human Resources and Sustain-able Development. Therefore, an internship was conducted at the Portuguese Association of Parents and Friends for the Mentally Handicapped Persons of Évora (Associação Portuguesa de Pais e Amigos do Cidadão Deficiente Mental de Évora, APPACDM) in order to monitor the trainees, users of the Resource Center for Employment, and entrepreneurs involved in the training process and professional integration, as well as to meet the expectations of the caretakers regarding the insertion in the active life of their wards/children. . To achieve the aforementioned objectives and to prepare this internship report, I joined the team of the Training and Employment Unit in APPACDM of Évora in which I was fully integrated and participated in its activities, from the meetings to the external consultations. In Portugal, the concept of professional integration was presented by Natália Alves5 and Mariana Gaio Alves6. These authors point out that employability is a term that refers to a complex semantic field in which intersect and interconnect the various dimensions present in the wider notion of integration, thus "speaking of professional youth insertion is to speak simultaneously of its economic, social, civic and symbolic integration"7. The integration of persons with disabilities or incapacities (PCDI) in the labor market is currently seen as a decisive factor for social inclusion, financial independence and, consequently, for the appre-ciation and personal fulfillment of these citizens"8. Despite their disabilities, handicapped people should be inserted in the labor market instead of being excluded based on prejudice.

In an attempt to address the challenges relating to the lack of well-trained and skilled workers, which directly impacts on the quality of products delivered by the construction sector, this study focuses on an assessment of the Accelerated Professional Trade Competency Development Programme within the Department of Public Works in the province of the Eastern Cape in South Africa. The main focal area of the study is the OR Tambo Region. These challenges manifest themselves through, among others, backlogs in the delivery of housing by the Eastern Cape Department of Housing and Local Government where the majority of houses demonstrate poor workmanship. Hence the Department of Public works has introduced the Accelerated Professional Trade Competency Development Programme. This study investigates the effectiveness of the implementation of the Accelerated Professional Trade Competency Development Programme. Particular attention is paid to the extent to which the Programme contributes towards the development of qualified artisans and what improvement areas can be effected to achieve its objectives.

The scarcity of skills is a global phenomenon, affecting the capacity building, economic growth and development components of all nations. The African continent has been affected by skills shortages, emanating from certain socio-economic factors. This resulted in the ‘brain drain’, emigration and absorption of skilled talent to developed countries, in search of a better standard of living and employment opportunities. The issue of scarce skills in South Africa was identified by the Government in 2006, due to an identified shortage of expertise and proficiencies, required to fill numerous vacant positions within the local government to meet service delivery needs. The identification of skills shortages led to the formulation of macro-economic policies to address the issue of scarce skills and the identification of the most affected professions, which included, inter alia, engineers; technicians; project managers; and architects. Despite the implementation of these policies, underlying factors compound the issue, complicating and limiting remedial efforts. The South African Government is faced with the challenge of providing quality basic services for the public, especially at the local level. The country has since 2010 experienced multiple incidents of service delivery protests, predominantly in the under-developed communities. The Eastern Cape is no exception, as the Nelson Mandela Bay area has experienced protests, concerning poor service delivery, primarily in Walmer Township. The provision of basic services, are of dire necessity to the communities, as the Eastern Cape is one of the poorest provinces in South Africa. The educational system at primary and secondary levels is faced with challenges in the Eastern Cape province. These challenges are the shortage of teachers; poor infrastructure; and teacher absenteeism. This compounds the issue of scarce skills acquisition and development; the volume of skilled, expert and proficient talent available to the municipality, to fill in vacancies, gaps and areas with shortfalls and deficits within the entity, is reduced and minimal, underscoring the depth of the entrenchment of this scarcity of skills issue. The primary focus of the study is to expose the factors contributing to skills shortages and the implications, apropos service delivery, from the municipal workers’ perceptions. The study highlights and describes the factors affecting scarce skills acquisition and development in South Africa, along with providing a background of the Eastern Cape and demonstrating that the shortage of skills, within the Infrastructure and Engineering Department of the Nelson Mandela Bay Municipality, has an impact on the production, efficacy and efficiency of services for communities. The study also emphasises the essentiality of quality leadership and management within the organisation, a pivotal aspect in ensuring the municipality performs at optimal level, meeting organisational goals. This is a critical issue, as the study revealed that sound management and leadership is lacking within the municipality, affecting quality of the service delivery output. The findings of this study further revealed that adequate training and development is lacking in the municipality. This is hampering skills development, outstandingly with regard to technical skills talents, as their training needs are not met.

O Plano Integrado de EducaÃÃo Profissional foi lanÃado em 2007, na capital e no interior, pelo Governo do Estado, por meio da SecretÃria de EducaÃÃo BÃsica do Cearà - SEDUC; com a proposta de articular o currÃculo do ensino mÃdio com a formaÃÃo de jovens protagonistas para inclusÃo na sociedade e no mundo do trabalho. Assim, o objetivo da pesquisa foi avaliar a prÃtica dessa polÃtica educacional na gestÃo Cid Gomes; verificar os seus propÃsitos e como funcionam nas escolas; como impactarÃo na vida dos alunos assistidos por essa nova modalidade de ensino e analisar a reforma educacional executada pelo governo do estado do CearÃ. A pesquisa bibliogrÃfica e documental retratou a evoluÃÃo do ensino profissional no Brasil nas Ãltimas dÃcadas e discutiu a avaliaÃÃo das polÃticas pÃblicas proposta para essa modalidade. O estudo de caso foi fundado na anÃlise da Escola Estadual de Ensino Profissional - EEEP Joaquim AntÃnio Albano e EEEP OnÃlio Porto em Fortaleza. Na pesquisa empÃrica, utilizamos mÃtodos e tÃcnicas das metodologias qualitativas e quantitativas, com base na representatividade e na participaÃÃo ativa dos sujeitos pesquisados, subsidiada por entrevistas semiestruturadas e questionÃrios aplicados a 234 atores sociais entre aluno, gestores e professores nas duas escolas pesquisadas. Os dados elucidaram que a experiÃncia das escolas, atà o momento, vem demonstrando que mais de 67% dos alunos estabelecem a aprovaÃÃo no vestibular e o primeiro emprego como a razÃo mais importante de sua permanÃncia na escola. Os resultados apontaram que a figura do professor orientador para um nÃmero pequeno de alunos; um professor para cada seis alunos, os tornam protagonistas de seu processo educacional e sujeito corresponsÃvel por sua educaÃÃo. Essa modalidade revelou-se uma opÃÃo inovadora e humanizada, porque ao mesmo tempo em que o aluno aprende a estabelecer metas, a assumir compromissos, fazer planos, rever suas metas e obter resultados, ela tambÃm busca atender as demandas do mercado de trabalho
The Government of Cearà State (Brazil) through its Education Department (SEDUC) launched the Integrated Plan of Professional Education in 2007. Its proposal is to link the high school curriculum with student training for inclusion in society and the labour market. This research aims 1) to evaluate the practice of this educational policy in Cid Gomesâ management (the current Governor); 2) to check its purposes, how they will work in schools and how they will affect the lives of the students assisted by this mode of teaching; 3) to analyze the educational reform implemented by the Government of CearÃ. The bibliographical and documentary research portrayed the evolution of professional education in Brazil in recent decades, presenting an analysis of the public policies proposed for this mode. Two public high schools in Fortaleza were the objects of a case study, namely EEEP Joaquim AntÃnio Albano and EEEP OnÃlio Porto. In empirical research, we used methods and techniques of quantitative and qualitative methodologies, based on the representation and active participation of the subjects studied, by means of semi-structured interviews and questionnaires administered to 234 social actors, including teachers, principals and students in both schools. The data revealed that 67% of all students set the goal of passing the University entrance exam as their chief reason to stay in school. The results indicated that the teacher mentor figure for a small number of students (one teacher for every six students) enabled them to be protagonists in their learning process and co-responsible for their education. This mode of teaching proved to be an innovative and humane option, because while the students learn how to set goals, make commitments, make plans, review their goals and get results, it also intends to meet the labor market demands.

O escopo desta tese é contribuir para a análise do desafio da formação profissional do trabalhador brasileiro nesta viragem de século. A partir deste estudo, nossa meta é também apontar implicações das tendências da restruturação produtiva para as empresas, os trabalhadores e, por extensão, para a sociedade, em matéria de formação para o trabalho. Assume-se, como ponto de partida, a premissa de que trabalho e formação profissional são relevantes como objecto de investigação sociológica, à medida que reflectem o processo de passagem de uma sociedade rígida para uma sociedade da flexibilidade. Nesse processo, ambos se tornam fenómenos multidimensionais e desafiam a sociologia a ampliar seu foco empírico e conceptual clássico. Nessa perspectiva, no decorrer desta tese, torna-se evidente a necessidade de se buscar, na teoria e na prática, novas dimensões da formação profissional, na expectativa de contribuir para uma revisão conceptual na abordagem do fenómeno. Procura-se ampliar também o enfoque da mudança tecnológica, menos como troca de máquinas, equipamentos, sistemas, e mais como restruturação dos modelos de organização e de gestão produtiva. A pesquisa tenta examinar essas questões, e o desdobramento do material, colectado tanto no mundo da literatura quanto na observação de algumas práticas, perpassa o texto e apresenta, obviamente, limites e desafios. O texto que se segue revela esta nossa preocupação e foi estruturado em seis capítulos que, basicamente, tentam dar conta de uma revisão bibliográfica sobre os dois tópicos centrais da tese - trabalho e formação profissional - sob o enfoque de um novo paradigma; e, discute novos caminhos da mudança tecnológica, seu possível direccionamento para novas formas de organização e gestão do trabalho, o perfil da qualificação emergente e implicações para o trabalhador, em especial no que toca à formação profissional. Em síntese, perpassa esta tese a ideia da possibilidade do labor do trabalhador brasileiro efectivar-se numa perspectiva educativa capaz de contribuir para seu desenvolvimento harmonioso. Enfatizamos que o eixo condutor deste texto é de que é possível encontrar uma harmonia entre as diferentes políticas de educação para o trabalho, com vistas a que o resgate da formação profissional se integre ao processo maior de construção da cidadania.
The scope of this thesis is to contribute to the analysis of the Brazilian worker professional training on this turn of the century. As from this study, our aim will also be to point out productive restructuring trends implications towards enterprises, workers and by extension, to the whole society, concerning education for work. Let us assume as a starting point, the premise that labor and professional training, are relevant as sociological investigation subject, to the extension that these reflect the passing process from a rigid society to a flexible one. Through such process, both become multidimensional phenomena and challenge sociology to enlarge its empirical focus and classic conceptual. By means of such perspective, as this thesis unfolds, the necessity to search, in theory and practice, new professional training dimensions has become evident, hoping to contribute to a conceptual review of the phenomenon approach. One tries also to augment the technological change focus, less as machines, equipment, systems replacement, and more as productive management and organization models restructuring. Research attempts at examining such questions as well as the expansion of the material, collected both at the literature world as through the observation of some practices, goes beyond the text and present, obviously, limits and challenges. The following text shows this concern of ours and has been structured in six chapters which, basically, attempts to account for a bibliographical review on the two central topics of the thesis - work and professional training - under a new paradigm focus; and discusses the new ways of technological changes; its possible directioning to new forms of organization and labor management, the emergent qualification outline and implications to the worker, particularly in what refers to the professional training. Just to sum up, this thesis passes over the possibility that the Brazilian worker labor is put into effect in an educative perspective capable of corroborating his harmonious development. We emphasize that the guiding axis of this text is that it is possible to find harmony among different labor educational policies, having in view that the professional training rescue integrates itself with the major citizenship construction process.
