Civilna družba v demokratičnih državah zahteva, da so oborožene sile profesional- ne. Torej morajo oborožene sile teh družb imeti jasno predstavo o tem, kaj vojaška profesija sploh je. Predvsem pa morajo imeti jasno izoblikovano predstavo o tem, kakšen je profesionalni častnik, saj je prav častniški zbor tisti, ki je odgovoren za vodenje oboroženih sil. Znanstvene razprave o vojaški profesiji in profesionalnem častniku so se pojavile po koncu druge svetovne vojne z deli Samuela Huntingtona, Morissa Janowitza, Bengta Abrahamssona in drugih. Njihova razmišljanja so odsevala predvsem okoli- ščine v času hladne vojne, te pa so se s padcem berlinskega zidu v devetdesetih letih prejšnjega stoletja močno spremenile. Večina avtorjev tako ugotavlja, da je nujno preveriti in posodobiti koncepte vojaške profesije in vojaškega profesionalca. V članku poskušam odgovoriti na to, kaj danes pomenita pojma vojaška profesija in profesionalni častnik ter kako bi k razvoju vojaške profesije in profesionalnega častnika morali pristopiti v Slovenski vojski (SV). Civil society in democratic countries expects its armed forces to be professional. Therefore, the armed forces in those countries need to have a clear idea of what pro- fession of arms is. They should especially have a clear idea of what a professional officer is, since the officer corps is responsible for leading the armed forces. The subjects of profession of arms and professional officer were first scientifically discussed after the Second World War by authors such as Samuel Huntington, Morris Janowitz, Bengt Abrahamson and others. Their theories reflected the circumstances of the Cold War, which, however, significantly changed with the fall of the Berlin Wall in the 1990’s. Most of the authors today have thus identified the need for revising and updating the traditional concepts of the profession of arms and military professional. The article attempts an answer to what the terms profession of arms and professional officer mean today, and how the SAF should approach the development of military profession and professional officers.

The profession of probation officer, with its vital goals and difficulties which need to be met, reflect the problems that occur in the modern family. The probation officer plays an important role in the counseling system. This is the result of both the statutory tasks assigned to them and the primary goals of the profession of probation officer. The article presents selected results of research conducted in 2015 and 2016 among professional probation officers from all over Poland, who presented their position regarding, for example, the understanding the role of probation officer, the goals of the job and the most difficult activities. The opinions of the respondents confirm that the role of probation officer goes far beyond control functions, and the effects must be viewed in the long-term dimension.

The author in his article describes selected aspects of social role theory. The author attempted to confront selected theories of social role theory relating to the choice of officer's profession. After the end of the Cold War, many European countries cut back so heavily on defense expenditure that they lost their capacity to defend themselves. This resulted in greater need for improved cooperation and interoperability among member states’ armed forces. One important attempt to improve the understanding and interoperability among the European Union (EU) nation’s armed forces was taken in 2008 by the creation of the European Initiative for exchange of young officers aimed to make the officer education in Europe more transparent and convergent with each other. This article presents a proposal for a generic pedagogic model for an academically professional officer education that can improve understanding and interoperability among the EU nation’s armed forces. The model helps to facilitate a process of professionalization of the military profession with an officer education that can meet the requirements of higher education systems as well as the demands of the military profession.

The article deals with the issue of application of the European Sectoral Qualifications Framework for Military Officer Profession. Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Lessons learned gained from the levelling were employed in a recent revision of study programs of the career courses organized by the Center for Security and Military Strategic Studies of the University of Defence.

Considering the fact that the profession of the enforcement officer has an increasingly efficient role both in securing and realizing creditors' claims, which was significantly contributed by the introduction of the system of the enforcement officers as independent, non-state entities in a large number of legal systems (the so-called out of the court enforcement officers), the author analyzes the Belarusian model according to which the profession of the enforcement officer is still a part of the apparatus of the state power and its basic features. This research is based on the assumption that the campus security officer is a profession that is often overlooked. Even though they have arduous tasks, sometimes they show unsatisfactory commitment toward their profession. The objective of this study is to analyze whether professional commitment can be predicted by emotional intelligence. Subjects of this research are 100 security officers who work at one of the state university in Yogyakarta. Instruments used in this research are professional commitment scale and emotional intelligence. Regression analysis is used for analyzing the data. This research found that emotional intelligence have positive correlation in predicting professional commitment with significance level of 0.003 (p<0.005).

In the scientific article the training of future officers for professional activity in military lyceums is considered as not only theoretical but also practical component, because without the theoretical component in combination with practice it is impossible to orient properly in the educational process of higher military educational institutions and military training units of higher educational institutions during the training of tactical level officers and the assessment of training final results. The training of future officer of the Armed Forces of Ukraine for professional activity in military lyceum is considered and scientifically substantiated both as a purpose and as a result of professional training. Since the main purpose of any higher military educational institution is to prepare the graduates for professional activity, the main guideline and basis for solving the problems of training of future officers for professional activity should undoubtedly be the essence of this activity, which reflects the set of its deep connections, relations and internal laws. The detailed analysis of the scientific works provided grounds to substantiate the author's determination of training of future officers of the Armed Forces for professional activity in military lyceum, which provides the formation of a holistic personal education as a result of special professional and psychological-pedagogical professional training, which ensures the transition to a qualitatively new form of activity for the cadet as a future officer of the Armed Forces and it is a set of interdependent and interconnected components: motivational-value, cognitive and reflexive. The criterias of readiness for professional activity of an officer of the Armed Forces of Ukraine as an important and defining feature that characterizes various qualitative aspects, essences and specifics of professional activity of a serviceman are evaluated. The professional activity of an officer of the Armed Forces of Ukraine in a military lyceum is characterized by a high degree of social responsibility, conservatism of values and clear regulation of the conditions for its implementation. In the professional environment of the military lyceum, the role of socially conditioned characteristics and conditions of activity of both faculty that includes officers of the Armed Forces, and pupils (lyceum students) is significantly increasing. It follows that mastering the profession of an officer of the Armed Forces is not only the ability to effectively perform duties, but also the adoption of the appropriate lifestyle, way of thinking, system of norms and values by a future officer.

The authors have studied the problems of theoretical principles and methodical tools of carrying out professional research at the National Police of Ukraine, in particular, the issue of developing a job description of community police officers. It has been demonstrated that job descriptions represent a complete description of the specifics of a particular profession, they reveal the content of professional work, as well as the requirements that a profession brings to a person; this is a document that provides a comprehensive, systematic and comprehensive description of the objective characteristics of the profession and the totality of its requirements to individual and psychological features of a man. An important part of the job description is a psychic profile containing a complete description of the actual psychological characteristics and professionally important personal qualities of specialists. Theoretical bases and structure of the experimental process of professional research have been provided; the possibilities of using some of its methods and means for the development of a modern professional profile of community police officers have been revealed. It has been emphasized that scientifically substantiated professional research of professional police activity will create favorable conditions for increasing the efficiency of professional selection of personnel and appointment of police officers, will promote more efficient use of personnel potential of police units, enable improvement of training, retraining and professional development of police officers, rationalization of working conditions, reduction of morbidity, etc. Based on a broad pilot study involving police officers from 25 regions of the state, the authors have established a list of the main professional qualities of community police officer, have defined qualitative and quantitative psychological and psycho-physiological indicators recommended for professional activity, the authors have also established psychological and psycho-physiological contraindications to the professional activity of community police officers.

This article is about intergenerational social mobility, that is about children achievement compare to that of their parent. One of aspects of intergenerational social mobility is occupation. Nowaday different oportunity of profession is open for children. However it is found that the is the reality whereby children pursuing the same profession as the profession of their parents. This article discusses about causes of children choosing the same profession with the profession of their parents. The children studied are those whose parents profession midle rank police officers. Using qualitative research data with the case study method of 7 police children and by using phenomenological theory. The finding of this research shows that the police children are motivated to choose police officer for their profession,because of having proud of police profession. This is because of unique experiences that children get when they observe their parents’ routine working activities. That parents’ working activity inspire them to pursue the same profession with their parents.

The present study examines police officer attitudes and responses to domestic violence on a sample of 520 officers in a southern Chinese city. The police officers were asked to respond to two vignette scenarios depicting husbands assaulting their wives. The results show high correlations between officer responses to the two vignettes: Husbands are much more likely to be arrested than wives. The results of logistic regression analysis reveal that officers who view their profession as that of a law enforcer are more likely to arrest either husbands or wives. Officers who believe domestic violence to be a private matter are less inclined to arrest husbands, while those who hold profeminist attitudes are more inclined to do so. Finally, the implications are considered for further understanding of police responses to domestic violence in the Chinese context.

The profession of a court-appointed guardian belongs to the so-called social professions. This means that the person performing such a profession has direct and constant contact with people. In Poland, a very important legal act regulating the work of a court-appointed guardian is the Act of 27 July 2001 on court-appointed guardians which emphasizes that the legal supervision is a professional social service. As a public officer cooperates not only with the ward and their immediate environment, but also with institutions and institutions dealing with care, education, rehabilitation, treatment, counselling and social assistance. The actions taken by the court-appointed guardians are of educational and social rehabilitation, diagnostic, preventive, and supervision nature. The purpose of this article is to analyse the conditions of the work of a court-appointed guardian.

This Armed Forces & Society symposium on the ethics of senior officer resignation in the United States includes a collection of four papers, each looking at principled resignation in different ways. Two authors, Dubik and Snider, believe principled resignation of senior military officers is sometimes justified, especially in wartime, where their inherent morals clash with their professional demands; these senior officer’s ability to resign in protest distinguishes their service to this nation between stewards and servants. Conversely, Feaver and Kohn believe principled resignation is almost never justified as this action weakens the military profession and ultimately threatens national security. Further, the disastrous effects increase the ever present friction and mistrust in the civil-military process. Each author answers the question in the context of current American civil military relations and it is their hope that this symposium will lead to further discussions, research, and policies regarding the ethics surrounding the issue.

The field of emergency management has put much focus on disaster response activities. By overly emphasizing response, some people have come to regard fire officers as ideal candidates for promotion into emergency manager positions. To understand this process, we first review the basic definitions of emergency management. Next, drawing upon these definitions, we identify differences between fire officers’ and emergency managers’ tasks. Based on the analysis, we found that the task differences were large enough to distinguish emergency managers as a profession separate and distinct from that of the fire officer. Finally, we conclude with suggestions on how fire officers can enhance or expand their job skills to change effectively their career paths to emergency management.

The officers profession is of particular interest to psychology due to its deontological load and the complexity of moral and ethical foundations, when the humanistic orientation towards the protection of people and society presupposes a readiness to use the necessary violence. The study attempts to reveal this dialectic by analysing the content of the personal value-semantic sphere considered by Russian National Guard officers in terms of their professional orientation towards ensuring security. Methodologically, the study is based on the provisions of the value-semantic theory and the emerging theory of the psychology of personal security, according to which security is understood as a special value-semantic dimension that determines the subjects attitude to danger. The purpose of the study is to identify the professional value-semantic orientations of the officers and analyse them in terms of their focus on ensuring security, in the dynamics of their formation in the process of professional training, using the example of officer candidates (cadets) of the Russian National Guard troops, whose activities have clear axiological grounds. The research base comprised all existing military institutes of the Russian National Guard troops. The subjects were cadets ( N = 779). The research methods were non-formalised written surveys, verbalised self-reports on experimental tasks, content analysis, experiment, qualitative analysis, theoretical analysis and methods of mathematical statistics. Based on the results of the study, we could identify the core values of an officer (patriotism, military duty, security of the state and society, responsibility for subordinates, military partnership and tolerance) and describe the motives for choosing a military career and professional ideas about the ideal officer (the prevailing image of a defender, a professional who is able to effectively ensure the safety and defence of the Fatherland). It was found that the value orientations of the officers as well as the sense-making motives for their choosing military careers are closely related to the focus of professional activity on ensuring security. The study showed that, under a purposeful psychological and pedagogical influence, the cadets internally accepted all the highlighted professionally important values. In this case, the value of security was the most sensitive to the influence. In the conclusions, it is noted that the value of security of the state and society is one of the elements of the system of value-semantic orientations of the officers personality, and it is assumed that, since other professional values of the officer are related to security in semantic unity, the professional focus on ensuring security is one of the system-forming foundations of the value-semantic orientations of the officers personality.

In Australia, compared to the United States and Britain, guidance officers havea relatively undeveloped and insecure professional identity. They are an emerging professional group with an uncertain allegiance to both teaching and psychology. While their role has many shared characteristics with that of their overseas counterparts (school psychologists and educational psychologists), compared to these groups, requirements for postgraduate training are limited and formal registration and certification vary from state to state. Moreover, until recently, there was neither a national professional organization, nor a journal to represent their interests. It is therefore not surprising that, despite considerable criticism of the guidance officer role, there has been little published about its future. While some of the broader issues affecting the profession have been raised recently by Haskell (1984) and Rice (1984), for the most part discussion has focussed on issues like training and certification (e.g., Keats, 1985), testing (e.g., de Lemos, 1985) and counselling (e.g., Frydenberg, Lee & Mckenzie, 1985; McMullen, 1984) in a relatively parochial and uncritical manner.

This research is a normative legal research, using the method of legislation approach and conceptual approach. This research shows that the ethics of the Indonesian National Police is very influential in order to realize the National Police as a professional law enforcement officer who is able to meet the needs of the people who require professional services, the police who commit violations will be examined and sanctioned according to the violations committed. The National Police are required to master the technique so that no action occurs outside the legal corridor.

It has been stated that the current Labor Code of Ukraine is outdated, the content of some of its provisions does not correspond to modern economic and social realities. Besides, a significant number of problematic issues remain unresolved, for example in regard to ensuring the guarantees of competitiveness of individual employees, in particular those who work in public authorities (in our case – law enforcement agencies), where one of the most important is certainly the National Police of Ukraine. It has been proved that competitiveness is a characteristic of the modern labor market. There are subjective and objective factors that affect the competitiveness of the profession of the National Police officer at the labor market. The following key conclusions have been formulated regarding the essence of the category of “competitiveness” in the context of the issues mentioned in the article: 1) competitiveness of an employee of the National Police of Ukraine is a set of professional characteristics of an employee that characterize his ability to effectively perform the tasks and responsibilities assigned to him to protect law and order and combat offenses, the realization of the relevant rights; 2) the competitiveness of the profession is a set of working conditions that makes this profession more attractive and prestigious among other professions at the labor market; 3) a competitive employee is an employee who, by his professional and moral and business qualities, best meets the requirements of the vacant position and has certain advantages over other employees; 4) competitive profession is a profession that is the most attractive among other professions at the labor market of Ukraine. It has been generalized that the competitiveness of employees may depend on various objective and subjective factors. Objective ones include certain personal qualities of a person of physical and moral nature (age, intellectual development, gender, psycho-physiological state, communication skills, stress resistance, as well as other personal data that characterize the moral and physical stability of employees). In our opinion, subjective factors include the availability of higher specialized education, a high level of efficiency, initiative, continuous professional development, etc.

Социальная ориентация профессии, направленная на защиту прав и свобод граждан, требует особых качеств для выполнения профессиональных обязанностей с соблюдением всех требований к профессиональному долгу и этике. Автором акцентируется внимание на социальной ответственности как ведущей личностно-профессиональной характеристике; дается авторское определение понятия «социальная ответственность сотрудника ОВД», раскрываются его сущность и структурные компоненты. Цель статьи - разработка структурно-функциональной модели формирования социальной ответственности сотрудника ОВД в дополнительном профессиональном образовании (обязательном и непрерывном для рассматриваемой профессии). На основании проведенного исследования автором представлена структурно-функциональная модель, включающая: целевой (цели, нормативы и планирование учебно-воспитательной работы), теоретический (компонентная структура и сущность социальной ответственности сотрудника ОВД), методологический (теоретические основания, методология и принципы организации рассматриваемого педагогического процесса), содержательно-технологический (проектирование содержания и обобщение педагогических технологий реализации рассматриваемого процесса) и диагностический (оценка и саморефлексия динамики процесса формирования социальной ответственности и методики ее анализа) блоки. Полученное обобщенное представление (модель) обусловливает возможности системной реализации поставленной задачи формирования социальной ответственности сотрудников ОВД в дополнительном профессиональном образовании. The relevance of the article is ensured by the need to develop professionally significant characteristics of internal affairs agencies’ officers. The social orientation of the profession, aimed to protect the rights and freedoms of citizens, requires special qualities to perform professional duties in compliance with all the requirements for professional duty and ethics. The author focuses on social responsibility as a leading personal and professional characteristic; provides the definition of the concept of social responsibility of a police officer, reveals its essence and structural components. The purpose of the article is to develop a structural and functional model for the formation of social responsibility of the police officer in additional vocational education (compulsory and continuous for the profession under review). Basing on the study, the author presents a structural and functional model, including: target-oriented (goals, standards and planning of teaching and educational work), theoretical (component structure and the essence of social responsibility of the police officer), methodological (theoretical foundations, methodology and principles of organization of the pedagogical process under consideration), content-technological (design of the content and generalization of pedagogical technologies for the implementation of the process under consideration) and diagnostic (assessment and self-reflection of the dynamics of the process of formation of social responsibility and methods of its analysis) blocks. The obtained generalized representation (model) determines the possibilities of systemic implementation of the task of formation of the social responsibility of police officers in additional vocational education.

Data were collected from 776 police officers in Norway using anonymously completed questionnaires. Police officers having spouses or partners also in police work reported significantly lower spouse or partner concerns but the same levels of work-family conflict. Possible explanations for these findings are offered.

The author has studied the problem of the development of theoretical foundations and methodical tools for conducting job research within the National Police of Ukraine. The author has stated theoretical grounds of creating a profile for the profession of a detective; has revealed the possibilities of using some methods and means of job research for the development of modern profiles of the professions of the system of the National Police of Ukraine. It has been demonstrated that a profile of the profession as a set of parameters characterizing a successful specialist, a professional in a certain field of professional activity, is an important component of the job description. The main component of the profile is the characteristic of psychological peculiarities of professional activity.On the basis of experimental research, the author has formulated the requirements of the profession to the motivational sphere of a specialist, his abilities, temperamental and characterological traits, etc. The main components of the profile of a detective’s profession have been considered. The author has described such structural components of the profile of the profession as general characteristics of the activity, working conditions, negative factors, occupational risk factors, psychological characteristics and professionally important personal qualities of a specialist. The author has provided the demands of the profession to the sensory and perceptual sphere of a detective, general and special abilities, the features of temperament and character, motivation, emotional and volitional qualities. It has been emphasized that comprehensive study of professional police activity based on the development of profiles of the profession is a prerequisite for solving problems related to the efficiency of using personnel potential, optimizing the selection of the most appropriate candidates for the police force, training and retraining of personnel, rationalization of work and reduction of injuries, etc.On the basis of a broad experimental study, the author has established the list of the main professional qualities of a detective of the National Police; has determined the qualitative and quantitative psychological and psychophysiological indicators recommended for the professional activity. The author has also established psychological and psychophysiological contraindications for overtaking the professional activity of a detective (a criminal police officer).

As with other health-related professions, the states regulate the practice of pharmacy through the oversight of a board of pharmacy. While the board is charged with policy development, actual implementation of day-to-day responsibilities is delegated to a chief executive officer who may or may not necessarily be a licensed pharmacist. The functions of this individual will vary as will the amount of autonomy granted by the board, though many duties are similar from state to state. The position of board executive director offers a well-motivated pharmacist several opportunities for a distinctly different practice of pharmacy. Interaction with policymakers at the state and national levels creates the ability to mold the direction of the profession, leading to a high level of professional satisfaction.

The expansion of the British military establishment from c. 1730 to 1830 is well known, as is the large numbers Scots and particularly highlanders who formed the British officer class. There is a common assumption—in some respects well founded—that the army had a beneficial impact on the political and economic experience of Scotland. This article offers an alternative interpretation through a focus on the social and cultural implications for highland gentry families of having so many male kin engaged in one particular career. The first two sections examine the scale and increasing attractions of military employment relative to other career destinations, notably farming, the legal profession and trade via urban business apprenticeship. Two generations with different motivations are compared, and the importance of the loss of practical farming and commercial expertise is noted. The next section explores the impact of military employment on relationships within families, particularly between officers and their father or elder brother, but also on relationships with female kin and on the broader processes of family formation through marriage. Of particular significance was the tendency towards teenage recruitment among the highland officer class, which removed boys from the influence of family and gave rise to reckless behaviour, extreme individualism and conspicuous consumption, posing major problems for gentry families and estates. The article concludes that although the military profession was a valuable short-term route for disposing of sons in a gentlemanly manner, the impact on their families and on the highlands could be highly disruptive. Yes, there was success and material benefits for a lucky few, but also tragedy, failure and family discord for many.

An unregulated Environmental Control Officer (ECO) industry is currently validating compliance to sustainability commitments made during the Environmental Impact Assessment (EIA) process of projects across South Africa. This paper follows an action research routine and explores the need and drivers for regulating professionalism of this industry. A self-administered survey questionnaire and interviews were used to generate empirical data from environmental practitioners. A total of 171 survey questionnaires were completed, and four interviews were conducted with key stakeholders. The data gathered were analysed and categorised in relation to theoretical perspectives on drivers for regulating verification professions within the context of attributes (or criteria) of a profession. To achieve the transition from an occupation to a profession, a six-step process is laid out tailored to meet the needs of the industry. This paper provides international environmental practitioners with insight to the need for regulating environmental verification industries such as ECOs.

Law enforcement is a career that offers long-term employment; however, not everyone who enters the profession stays until they retire. Because the costs of employing a police officer can be significant to both the organization and the individual seeking to pursue and maintain a career in law enforcement, identifying ways to reduce police turnover is important. This study captures the experiences of officers who left prematurely, whether voluntarily or involuntarily, to help identify what agencies can do to keep officers long term. Data for this exploratory study was gathered via semi-structured interviews with 36 former police officers. The findings highlighted several common themes that law enforcement agencies could address, including: leadership training, clear and transparent processes, permanent light-duty assignments, shift flexibility, improved morale, and more focus on personal wellness.

Purpose When patrol officers experience poor job satisfaction and make the decision to leave their profession, their departments face the cost of recruiting and training new officers. The purpose of this paper is to develop a new measure that could be used by police departments to identify specific dimensions of job satisfaction in their officers so that appropriate interventions could be made before officers reach the point of ending their employment. Design/methodology/approach To enhance widespread applicability of the new measure, the 221 study participants were from convenience samples of patrol officers in the USA and Turkey (95.9 percent male; mean age=29.4 years; mean service=5.9 years). Officers completed anonymous surveys to report individual and departmental demographics, to give satisfaction ratings for a variety of aspects of their work environment, and to report other psychosocial variables that might be used to assess validity of job satisfaction dimensions. Findings Exploratory factor analysis produced the 14-item Patrol Officer Job Satisfaction Scale (POJSS) with three dimensions: supervisor fairness, peer comradery, occupational pride. The three POJSS dimensions showed acceptable goodness-of-fit, internal reliability, and test-retest reliability. Multiple regression analyses demonstrated no significant associations between nine individual and department demographics (gender, age, marital status, education, service years, weekly work hours, nation, city location, number of officers) and any of the three POJSS dimensions. Research limitations/implications One limitation of the present study was that it included only convenience samples of patrol officers from the USA and Turkey. Future research could conduct confirmatory factor analyses on more diverse and representative samples of patrol officers from various international locations to determine if they also perceive the same three POJSS dimensions of job satisfaction (supervisor fairness, peer comradery, occupational pride). Practical implications Police departments could use the POJSS as an assessment tool to identify any problems of poor job satisfaction in their patrol officers so they could provide targeted improvements. For example, if patrol officers report low ratings for supportive peers, some scholars have recommended the formation of officer support groups (Johnson, 2012; Pienaar et al., 2007; Rhoades and Eisenberger, 2002; Scott, 2004; Stamper and Johlke, 2003; Toch, 2002; Walker et al., 2006). Social implications If patrol officers report low ratings for supervisor fairness, peer comradery, and occupational pride, police departments could arrange leadership seminars, hold “Clear the Air” meetings or anonymous surveys to allow patrol officers to identify specific improvements they suggest to improve these components of job satisfaction. Originality/value Research on police officer job satisfaction has been increasing in recent decades, but is still relatively sparse when compared to the study of employee job satisfaction in the private sector and other areas of government. Recent research on police job satisfaction has typically included law enforcement officers with a wide range of ranks, rather than focusing solely on patrol officers. Also, the few studies that focus on job satisfaction in patrol officers used either secondary data (Ingram and Lee, 2015) or re-evaluated data over eight-year old (Johnson, 2012). Especially with the recent turbulent events seen between community members and their front-line police officers (including in the USA and Turkey), available research may have missed the most important dimensions of job satisfaction for present patrol officers supporting the measure's widespread relevance.

The effectiveness of the management activities of future officers in the military directly depends on the level of formation of their managerial competence. The success of the formation of managerial competence of future officers depends on the conditions of the educational environment, which takes into account the social order of society for a fully developed military specialist, optimally integrated into society, able to think outside the box and carry out productive social interactions in various spheres of social and military activities. The novelty of the research consists in the expansion of the conceptual apparatus of pedagogical science by modeling and determining the essence and structure of the managerial competence of the future officer; in the development and experimental testing of a diagnostic device that includes criteria, indicators, evaluation tools, measuring rulers, methods of data interpretation and qualitative characteristics of levels, which allows you to diagnose the levels and indicators of the formation of managerial competence of a future officer.

The article highlights the possibility of joint impacts of probation officers of both divisions (family and criminal) performing tasks in one family. The above issue was analyzed in three aspects: historical, organizational, legal and methodological. Conclusions that arise after analysis lead to believe that the guardianship system has developed in several directions, and the role of probation officers is currently differently understood by judges, probation officers and the society. Probation officers perform a very wide range of tasks related to the implementation of court decisions. Their preparation for the profession has been standardized. Graduates of pedagogical, psychological, sociological and legal faculties may become probation officers. Year-long apprenticeship is aimed at deepening the knowledge of the future probation officer in the field of work methodology. The author believes that the issue of cooperation of probation officers performing tasks in one family should become the subject of in-depth analysis, both legal and methodological. Well-prepared and implemented cooperation between probation officers of both divisions can bring a measurable increase in effectiveness of rehabilitation-educational actions carried out in an open environment.

Misuse of power is a crime that threatens the proper functioning of state institutions, undermining trust in the system of power, and creates a particular sense of injustice among the citizens who come into contact with it. Service in the Police puts before each officer a number of duties, resulting from the provisions of law contained in acts, regulations as well as decisions and orders of superiors. Few professions are so ethically demanding and so full of moral conflicts. No other profession requires making moral judgements about the behaviours of other people, and using in response to these behaviours appropriate social reactions, based on moral reasons. The crime of abuse of function involves the exceeding of powers or failure of a public officer to perform his duties, and such abuse of power must be to the detriment of a public or private interest. Acting to the detriment means that the offender's conduct poses a threat to any public or private good. The crime of abuse of power consists in the action of an entity having specific duties and powers in the public sphere, where that action consists in exceeding the powers or failing to fulfil the obligations to the detriment of a legally protected good. In each case a number of activities are required to establish the source of the right or obligation of a public officer to take specific actions, to define the addressee and the content of the right or obligation, and in the event that the public officer is under an obligation to act, also to determine the moment of updating the obligation. Furthermore, an indication of the part of the actual conduct of the offender which was directly related to a specific prohibition or order and a demonstration that the actual conduct of a public officer was contrary to that prohibition or order. Exceeding the powers by a public officer should be considered a specific type of factual and formal event, when there is a breach of an official order or prohibition binding on this person.

Much published research into the rehabilitation of patients following stroke has documented the lack of coordination between the various services for stroke patients and the Ineffectiveness of the targeting of services for patients. In an attempt to improve this situation, a stroke liaison officer has been recruited from the occupational therapy profession in South Staffordshire. Her role is to coordinate and plan services for stroke patients in hospital and the community and to act as a focal point for communication for patients, relatives and carers. The article explains the background to the project and identifies those areas where the stroke liaison officer may have an impact.

The article discusses the development of professional skills in students, as a condition for the training of a police officer. The research is revealed that the main contradiction of professional self-development of students of educational institutions of higher education of the system of the Ministry of Internal Affairs of Russia lays between the requirements of the profession to the specialist’ personal qualities and the level of awareness to these requirements by cadets. The pedagogical conditions for the transformation of students’ personal qualities into professional qualities are considered in the article. The students features during the adaptation period are highlighted. The possibility of the professional self-development activation is revealed not only by direct, but also by indirect influence to the students, through the formation of a sociopsychological environment, where professional self-development will be approved. It describes the identification mechanism for the readiness of students to adopt professional qualities in the educational environment through the stages of professional self-development. The main way of transforming personal qualities into professional ones is revealed - this is the formation of professional self-consciousness on the basis of an adequate self-assessment of the knowledge gained about the profession. As a result of the study, the level of professional qualities of students increased. In the described study, the following methods were used: a questionnaire survey, the «Locuscontrol» technique by j. Rotter, a comparative analysis, a content analysis.

During consecutive terms as President of the Queensland Guidance and Counselling Association, the first author routinely made public addresses where the survival and promotion of the Counselling profession was explored. Following such speeches, Guidance Counsellors would typically tell stories about the poor regard with which their role was held within their system and asked what they could do to increase their identity, profile and status. The second author, in eighteen years as a Guidance Officer in a different state, also came to learn that embedded within such interactions and questions were anxieties about job security and concerns about the public perception of the relative professional value of our role. It would be possible to write a paper that reflected that gloom, but we decided it would be timely and more useful to consider what could be done to increase the likelihood of professional survival.In addition to the climate existing in the world of Guidance, we are aware of the advent of Nurse Counsellors, Behaviour Teachers, Pastoral Carers, Home-School Liaison Officers, School-based Police, Chaplains and Welfare Workers within the education context. It has been the placement of these additional personnel within schools which has added to the unease of Guidance Counsellors, with what many believe is usurping some of the their role.

Povzetek V razpravah glede prihodnjega šolanja častnikov v Sloveniji je pomembno tudi preučevanje modelov v tujini in sodobnih problemov na tem področju. V prispevku so na kratko prikazani izzivi na področju temeljnega šolanja častnikov, predvsem z vidika razmerja med usposabljanjem za konkretne naloge in širše usmerjenim izobraževanjem. Kakovost izobraževanja je pomembna ne le za vojaško učinkovitost, temveč tudi za odnos vojske s civilnimi strukturami v državi in z mednarodnim okoljem. Prikazane so temeljne poteze šolanja častnikov v državah EU. Proces šolanja sestavljata dve medsebojno povezani komponenti: univerzitetno izobraževanje in poklicno usposabljanje. Sicer pa šolanje častnikov ostaja le pristojnost držav in v državah EU najdemo zelo različne modele. Temeljno šolanje častnikov v Sloveniji se glede glavnih sestavin ne razlikuje bistveno od prakse v večini držav EU, vendar bo v prihodnje treba odgovoriti na nekatera vprašanja, predvsem glede razvoja univerzitetnega izobraževanja. Prihodnji razvoj šolanja častnikov bo moral slediti praksi evropskih držav predvsem na vsebinskem področju. Način organiziranja pa je smiselno prilagoditi lastnim potrebam in zmožnostim. Ključne besede: vojaško izobraževanje in usposabljanje, vojaška profesija, šolanje častnikov, Evropska unija, vojska in družba. Abstract In the context of discussion about future officer education in Slovenia, it is also important to study the current educational models in foreign countries and the contemporary problems in this area. The article briefly depicts challenges of basic officer education mainly from the viewpoint of relations between specific-purpose training and more broadly oriented education. The quality of education is important not only for military efficiency but also for military’s relations with national civil structures and international environment. The article illustrates basic features of officer education in EU member states. Educational process consists of two interlinked parts: academic education and vocational training. Officer education is the sole responsibility of EU member states, and members practise very different models. Concerning its the essential parts, officer education in Slovenia does not differ significantly from that of most EU members. However, it will be necessary to address some open questions, primarily those concerning the academic part of education. The future development of officer education should follow the patterns emerging in European states, first of all regarding educational content. However, it makes sense to adapt its organisational characteristics to our own needs and abilities.
