The paper’s analysis is aimed at the phenomenon of identity crisis in contemporary political science being revealed by the author at the different stages of historical development of American political science, in its discourse and historiography. Interpretation of the history of political science as a search for its identity suggested here makes it possible to trace historical metamorphoses of politico-scientific identity crisis through the prism of the notions of scientific soundness and political relevance of the science of politics. Incomplete or inadequate embodiment of such necessary requirements of political science repeatedly caused the identity crises of American political science in the course of its historical development. Historical analysis of ontological-epistemological, methodological and politico-institutional factors of emergence of the identity crises in American political science presented here might be significant for comprehending problems and crisis phenomena in contemporary political science as a whole.

This paper aims at to investigate the ancient regional political history (600-180 BCE), which seems the foundation of Gandhara Civilization that emerged in the Northwest of the Indian subcontinent. The evolution of Gandhara Civilization and emergence of ancient regional political history deem consolidated. In this paper, it would be endeavoured to address the emergence of ancient regional political history that paved the way for a great civilization. The employed design to address the question is historical and qualitative. For the collection and analysis of the data, the qualitative historical approach is adopted. The edifice of present work is mainly erected on the archival sources, reputed journals, historical literature and version of prominent scholars associated to the field. Gandhara possessed a decent political exposition during its early phase. It remained an empire during Pakosati, a federating unit during Persian, independent kingdoms during the invasion of Alexander and remained central part of Mauryan Empire. The emergence of Gandhara is the exposition of politico-historical discourse of the region, which is the foundation of Gandhara Civilization.

The purpose of this article is to take a historical overview of Judiciary’s activism in derailing the democratic process in Pakistan. To provide a complete study of judicial activism and its impacts on democracy a glimpse of historical background can help to establish an appropriate point of view that the political history of Pakistan is full of judicial interference. The constitutional and political history of Pakistan has witnessed the murder of political rights by other institutions. The repeated undemocratic acts/episodes of dissolving the elected assemblies by the military or bureaucratic establishment with judicial support can be witnessed throughout the political history of Pakistan. This study shall attempt to find the correlation between the successful democracy and the doctrine of separation of power. By applying the theory of separation of power to this study it shall be concluded that the prime reason of weak democracy is imbalance of power among the three organs of government. This research shall be conducted by utilizing the qualitative methodology. The documentary analysis provides the information to understand historical roots of specific issues. The historical development of the common borders took place in many respects simultaneously since the epoch of the two states’ establishment. The territories and borders of both states have greatly changed ever since, yet during the periods of joined kingdom the common borders always showed a high degree of stability. The first description of the common state borders can be found in the Anonymous Latin Gesta by around 1200 AD. From the 15th century on, the Hungarian Parliament on several occasions appointed and sent different committees by legal acts to the borders of neighbouring countries, including Poland, in order to delimit or adjust its state borders. Due to the threefold dissolution of the Polish State, the former common border fundamentally changed. After the First World War, the common state border between the reborn Poland and the historical Hungary completely vanished after the latter lost some two-thirds of its territory. During the Second World War the common borders were restored for a short time through which thousands of Polish escaped to Hungary. Thus, the partially shared state history and the changing (disappearing and reappearing) common state border represent an international singularity in many respects.

AbstractThis article lays the groundwork for a Marxist theory of the international law of land-grabbing. It argues that any comprehensive politico-economic analysis of land-grabbing must also be a politico-economic analysis of the law of land-grabbing. It argues further that Marx’s account of ‘primitive accumulation’ in Capital – an account it presents as an historical explanation of the transition to capitalism as well as a general theory of ‘extra-economic’ force deployed through state power, including, crucially, the power of law – is helpful for developing an analytical framework for understanding the legal facets of land-grabbing. Political economists, rural sociologists, and social and political theorists have argued for and against the applicability of Marx’s theory of ‘primitive accumulation’ to the contemporary wave of global land grabbing. Intriguingly, though, no international lawyers have grappled with the question of whether a specifically Marxist approach to the phenomenon can or should be developed. This article does so, contending that contemporary land-grabbing is unintelligible absent a theory of capitalism, and that the processes whereby capitalism transforms land and labour are unintelligible absent a theory of the periodic waves of legally mediated ‘primitive accumulation’ that propel it forward. The article pays particular attention to the work produced by Olivier De Schutter during his tenure as United Nations Special Rapporteur on the Right to Food.

ABSTRACTSince independence in 1974 the military of Guinea-Bissau have succeeded in controlling the political system, even attempting to impose their rule directly in the aftermath of the 1998/9 war. What makes the analysis of civil–military relations and political order in contemporary Guinea-Bissau particularly challenging is the overlapping of political, ethnic and personal considerations of the politico-military elite and their fluctuating and ambiguous short-term alliances. Guinea-Bissau's armed forces include an amalgam of veterans, claiming historical legitimacy from the liberation war, and officers who use their positions for personal gain rather than furthering democracy and national interests. This article examines the logic of civil–military relations against the heterarchical political figuration and the specific character of the politico-military elite of Guinea-Bissau.

Purpose This paper aims to provide an understanding of how brands acquire meanings in a historical context. It examines the politico-economic environment that led to emergence of khadi in India. Design/methodology/approach The paper uses historical data to examine political economy of khadi. The author uses both written text and visuals for data collection and analysis. Findings It elucidates how the significance of khadi changed from being a mere cloth to a product of self-sufficiency and national importance in India’s freedom movement. This work is based on the analysis of Gandhian activities, especially consumption of khadi and usage of spinning wheel, during Indian freedom movement. The work analyzes the evolution of khadi in its historical, social and political context in colonial India. This paper reveals how and why brands acquire certain historical meanings. Research limitations/implications The paper is developed in colonial India. Originality/value This paper examines the role of institutions, social and political movements in the creation, development and nurturing of a brand and its meanings.

In this paper, I aim to show how medieval political theology and contemporary philosophy of history can inform one another. To do so, I examine the concept of Tabor–a notion which emerges among the radical Hussites, known as the Taborites, during the Hussite revolution in medieval Bohemia. I believe that the politico-theological concept of Tabor puts into question modern philosophies which think of history in terms of time, by clearly showing the insufficiency of a purely temporal approach to historical ideas and experiences. To successfully articulate the Taborite concept, we must understand history as structured not only by time but also by space and ideology. Conversely, a historical study guided by the philosophical categories of ideology, space, and time can expand our understanding of Hussite political theology by revealing notions and experiences which cannot be identified by an exclusively ideological, or solely spatial or temporal, analysis.

There has been an increasing number of written works deconstructing various transformative values underpinned by the Constitution of Kenya. One of these transformative values is the concept of constitutional supremacy which, arguably, has not received nuanced theoretical attention in Kenya’s constitutional law scholarship. Gathii theorises the unexplored, yet controversial question of judicial empowerment and its centrality in anchoring constitutional supremacy in the post-2010 politico-constitutional order. He provides a well-researched exploratory analysis of the functional, institutional and normative fledgling nature of the Judiciary of Kenya. He does this through an analytical filter that investigates the prominent role that judicial expansion has played in promoting constitutional supremacy and the principle of legality.

This thesis examines the role played by the concept of aggression in international relations, in order to reveal fresh insight into the nature of international society. In the first chapter, the concept of aggression is located within its theoretical context, with particular reference to the writings of certain realists, liberals, and international society theorists. The following chapters then assess the significance of the concept of aggression in the practice of international relations from the early twentieth century period onwards. Thus, chapter two looks at the concept of aggression in the post-World War One Treaty of Versailles peace agreement, including its importance in the US Senate's decision not to ratify that agreement. Subsequently, chapter three examines aggression in the context of the policy-making and procedures of the League of Nations prior to World War Two. In the aftermath of this conflict, chapter four considers how the crime of aggression came to be the key charge laid against Nazi leaders at the International Military Tribunal held at Nuremberg from 1945-946, and chapter five goes on to look at the crime of aggression's role at the International Military Tribunal for the Far East in Tokyo from 1946-1948. The re-emergence of the concept of aggression in the Charter of the United Nations, and this organisation's long struggle to 'define' aggression for the purposes of international peace and security are the focus of chapter six. The work of various UN organs towards achieving these purposes, and the part played by the concept of aggression in this work, feature in chapter seven. In chapters eight and nine, attention is turned to efforts since Nuremberg and Tokyo to entrench aggression as an offence against international criminal law, most recently at the 1998 Rome Conference on the Establishment of an International Criminal Court. The final part of the thesis makes some concluding comments concerning the value and significance of the concept of aggression in international politics today.

This is an analysis of the nature and political significance of Russian messianism: the idea that the Russian people or the Russian State is the `chosen people' or the `chosen instrument'. I outline the genesis of the theory of Moscow, the Third Rome and discuss the ideas and activities of the nineteenth-century Slavophils, the pan-Slavists, Dostoevsky and Vladimir Solovyov. I examine the influence of messianism on Russian Communism, considering Berdiaev's views. The main part of the work investigates the rebirth of interest in Russian messianism in the Brezhnev period. I try to investigate the links between this cultural movement and the Russian nationalist elements within the political éite. My main sources for this are samizdat journals and articles, in particular the journal Veche, cultural journals such as Novyi mir, Molodaia gvardiia and Nash sovremennik, Party documents and éigré/ journals. I find that Russian messianism has been especially important at times when the country is in crisis: Russia is in Golgotha, but where there is suffering there is also redemption, not only for Russia but for humanity. It has by no means been always dominant in intellectual thought. It has had little influence (under either tsars or Communists) on the fields of nationality policy, policy towards religion or foreign policy. Today, as in the nineteenth century, its adherents can be opponents or supporters of the existing State structure. The growth of non-Russian nationalism under Gorbachov, combined with glasnost', has fuelled Russian nationalism. This is unlikely to be co-opted into the official ideology, because it would increase the dissatisfaction of the non-Russians.

In writing this thesis my aim has been to provide answers toa series of neglected and important questions about the Council of Ireland. I wanted to discover what political circumstances gave rise to the idea of the Council and what connection it had with wider British/Irish politics. I analysed what the Council was meant to achieve and if the concept and objective of the Council altered over time. In particular I examined how far the Council was used as a vehicle for Irish unity, what role it played in fostering better north/south relations and if it was used as a mechanism for crisis management in wider fields. I also wanted to ascertain how the Council was perceived by the different political groupings who supported the Council and who opposed its existence, and if this support and opposition altered, and why. The attitudes of the British and Irish governments to the Council were analysed to discover what they were, if they altered and, in addition, if their attitudes to each other altered as a result of being involved in the work of the Council. I examined the strengths and weaknesses the Council had over its lifetime and which elements of the Council and political society were constant and which changed, and why.

While political parties in Europe are incredibly adaptable organizations, they have varied in the extent to which they are able to adapt to social and political transformations. I explain parties' adaptability in two steps. 1) Adaptability depends on factionalism in a nonlinear way. Giving too much room and no room at all to factions undermines a party's ability to adapt. 2) Factionalism depends on early organizational characteristics. The more centralized the initially introduced leadership selection process is, the more party elites will be incentivized to form factions. This argument applies to political parties that allow for internal competition and elect their leaders according to formal rules. I use statistical tools, a medium- and small-N analysis and systematic process tracing to test my framework against competing explanations. I focus on Christian democracy to use a most-similar system design. The main empirical part of the thesis relies on a structured focused comparison of the Italian DC, Austrian ÖVP and German CDU. It is guided by a nested analysis and builds on a large amount of primary data which has not been analyzed before. I test my theory on the additional cases of the Portuguese, Dutch and Luxembourgian Christian Democrats and the French MRP. My main finding is that early organizational choices matter. The initial form the leadership selection process takes has a decisive impact on the incentives of intra-party actors to form factions. The initial level of factionalism becomes deeply entrenched in the party's organization and internal code of practice. This explains why party elites are unlikely to change it when they realize that their party's level of factionalism undermines its adaptability. Moving beyond the focus of path dependence on a single level has thus important implications for the literature on party politics, factionalism, party organizations and institutional development.

Civil-military relations play an important role in Africa as these relations strongly influence the processes of development and democratisation. This thesis examines civil-military relations in Nigeria and Tanzania, as these two countries have experienced very different ‘patterns of influence, control, and subordination between the armed forces and the wider social environment’. Most theories of civil-military relations have been formulated by Western scholars and this study investigates if these theories are applicable to Nigeria and Tanzania. As only two cases are under focus, this thesis does not aim to dismiss any of the theories or to develop new theory; rather, I suggest new aspects and factors that should be included when studying African civil-military relations. The theoretical framework includes theories by Huntington, Finer, and Janowitz, as well as theories by more recent scholars. After presenting the history of civilmilitary relations in Nigeria and Tanzania, I analyse the theories’ validity in the two cases by evaluating five hypotheses based on these theoretical frameworks. The thesis concludes that even though the prevailing theories contain factors that are very important in the two countries and in Africa in general, it is important to keep the specificity of African countries in mind when studying their civil-military relations. The domestic context and internal factors in both Nigeria and Tanzania are very significant. The importance of identity and the economic situation should especially receive more attention in theories addressing civil-military relations in Africa. There is a strong interrelationship between the various theories, and as a result a holistic approach including all factors, actors and aspects should be used when studying civil-military relations in Africa and elsewhere.

Political and institutional leaders in the Pacific Northwest have struggled over how best to manage Columbia River Basin development and the implications of that development since the early 1900s. Their efforts present a seeming paradox: whereas prominent political and institutional leaders believed some form of regional governance system was necessary, those same leaders refused to establish systems with the decision-making authority necessary to resolve the issues that led them to create the systems in the first place. This study examines the historical record at the institutional level to determine why. This study found twenty-six governance systems proposed since 1933 of which eleven were enacted. Prior to then, a private market oriented system dominated, assisted by supportive federal agencies with jurisdictional authority over individual resource domains. Since 1934, the Basin has experienced an unbroken succession of one governance system or another, at times with multiple systems operating in parallel. This study categorized each system under one of four governance models, distinguished by the locus of decision-making. Transitions from one system to another came about through evolutionary processes or the emergence of circumstances that allowed for dramatic shifts between models. Evolutionary change within models resulted in collapse due to internal structural weaknesses or shifts to improved systems through mutual agreement. Dramatic change between models occurred when a "critical situation" appeared that called existing governance systems into question and allowed new systems to rise in their place. Four such critical situations occurred between 1929 and 1999. These were the onset of the Depression, the end of World War II, the hydro-thermal crisis of the mid 1970s, and the first ESA listings of salmon in 1991. This study concluded that the conflicting interests of powerful institutions only partially explain the Basin's governance paradox. Differing worldviews and senses of institutional culture, identity, and values aggravated the conflict over competing interests by shaping the perspectives each party held over the goals and motivations of the others. This study recommends further research to determine how institutional values translate into individual level decision-making. It offers a theoretical framework under which such research might proceed.

AbstractGiven that most social scientists and cultural analysts study society and social change in one way or another, how conscious are we of the conceptual metaphors that inform the foundations of our work? This chapter directs the analytical gaze to the conceptual metaphors that social scientists and cultural analysts apply—in a largely unconscious manner—when discussing social and cultural phenomena in terms of social structure and social change. The methodological exploration begins from a conceptual-historical perspective, with Skinner’s work as a historian of political science. He found the meaning of a concept to reside in its usage. I compare the Skinnerian method of contextual analysis, which factors in the history of concepts, with the metaphorical method employed by historians of sociological thought such as Richard Harvey Brown. The discussion below addresses the fundamental shift in the imagery of social structure and social change in analysis that brings out the political aspect of conceptual metaphors with reference to how they form and take shape in academic debate, in both theory and practice. Such contextual understanding furnishes tools for a critical examination of the conceptual metaphors in their intellectual, political, and material contexts.

The role of the autonomous institutions is significant in the elaboration of the specific strategies conducive for the political elite of either regional autonomy or central state to achieve their territorial, political and economic goals. Functional autonomous institutions enable the political elite to mobilize its ethnic group and radicalize demands. Rational assessment of the geographic location, instrumentalization of primordial markers (focus on historical memory) and constructivist ascriptions along with structural situation in and out of both, the autonomy and central state defines contemplated ethnic politics with far-going consequences of the both, central state and autonomy. Autonomy’s political elite activates primordial ascriptions, as well as, constructionist attitudes, considers geographic location to mobilize ethnic followers, press claims for secession and influence central authority to upgrade autonomous status through negotiations or violent confrontation. The Central state political elite’s decision about action strategy selection depends on the structure of situation inside and outside of the country. While operationalizing selected strategy central administration applies primordial and constructivist approaches to impact local authority’s decision- making process. Two autonomous republics of the Russian Federation, Tatarstan and Chechnya, are explored in the first decade after collapse of the Soviet Union to test theoretically identified factors impacting formation of ethnic politics and action strategies in the central state and autonomy. The methods’ triangulation (process-tracing method, discourse analysis of the official document and public speeches and semi-structured interviewing) was utilized to validate the research findings. On its way to upgrade autonomous status, Tatarstan built civic nationalism guaranteeing peaceful coexistence of the ethnic groups. Chechnya’s oppressive historic experience intensified rigid ethnic politics leading to protracted ethnic confrontation.

"The role of history in future studies History is one of the fields of human research and has a strong relationship with politics, political studies and future studies. Future studies are considered a new field in effective and developed scientific research and have an essential role in politics since they influence each other. Future research fields are enhanced by taking advantage of other human and scientific research fields or using interdisciplinary and multidisciplinary methods. One of the fields that future researchers cannot disregard is historical research. This research focused on the two different directions: the fields of future research and history, i.e., past events, on the one hand, their future and scenarios on the other. The research seeks to answer some main questions: What is the common ground and relationship between history as a field of human research with future research? What is the function and purpose of both fields? What are their common keywords? Where will history assist the science of future research? The importance of the research is that working on the relationship between history and future science will keep history away from the past. It also makes future studies more realistic in identifying and cooperating with politics, political reform, management, and other aspects of society and choosing a better future among futures ahead of any society and individual. Moreover, historical research and academic centers in Kurdistan have been less likely to apply history as a science to understand the future. The research aims to find common ground and the effective relationships between the two fields of futures and history and link them by analyzing their content, tasks and methods. The research methodology is descriptive-analysis and has benefited from historical and comparative methods to explain the definitions, emergence, and common grounds for both research's variables."

The purpose of this study is to analyze the role of external factors in gaining political power by pretenders to the throne in medieval society. The evolution of society was influenced by political power, by those who were in power. Our investigation is focused on the personality and reign of Alexandru Lapusneanu. The historical sources have registered the deterioration of the political situation in the Principality of Moldova in the middle of the 16th century. The Principality was in full process of changing the political and legal status when it comes to external politics. The context was even more complicated due to the discreditation of the Rares family by converting to Islam the Lord of Moldova - Ilie Rares. In this complicated political context, the boyar groups of various political orientation that did not have sufficient human and military potential turned to foreign aid in order to gain power. Alexandru Lapusneanu and his supporters were not an exception. Historical sources have recorded his special ability to balance between different external political options in order to preserve his Reign and not allow Moldova to be turned into a pasalac (Turkish administrative territorial unit). By offering support to obtain the throne, neighboring powers aimed to maintain the East-Carpathian space in the sphere of their influence. A careful analysis of the sources proves that the neighboring powers used the pretenders to the throne of Moldova. Granting political asylum was used as means of coercing the Lord on the throne, thus forcing him to act in accordance with their interests.

The paper commemorates the 70th anniversary of the death of Joseph Alois Schumpeter, the world-renowned economist of Czech-Austrian origin and creator of innovation theory. It analyses Schumpeter’s work from the perspective of two aspects, complementing each other in his work: historical economic analysis and entrepreneurial innovation theory. The introduction reveals the genesis of his relation to enterprise, innovation, and the historical economics concept. The historical approach to economics appears in his scientific works at the time of his work at the European universities in Chernivtsi, Graz and Bonn, as well as in his later work at Harvard University. The paper also studies the rise of his innovation theory, first appearing during his work in Graz, Styria, and its gradual reflection in his professional work. The paper shows how these approaches merge in his economic teaching, which is very specific and includes both purely economic and technological and social aspects.

This article analyzes the specifics of creating and broadcasting the «enemy image» based on computer historical games. The virtual world of computer games, broadcasting the image of reality, at the same time, becomes the constructor of this reality. To characterize the subject's involvement in virtual gaming practices, the assimilation of political programs, the concept of «Homo VideoGamer» is used. In connection with the aggravation of the international situation, the analysis of the specifics of the construction of the «enemy image» in historical video games is updated. It is noted that the «image of the enemy» is broadcast in the context of wars, where the enemy appears to be capable of destructive actions. The construction of the “enemy image” occurs through dehumanization, expressed in rhetorical methods. There are two ways of broadcasting the «enemy image»: the creation of stereotypical geopolitical concepts; broadcasting implicit political and ideological messages.

Fan groups, or supporters’ groups, in their composition mobilize people from different social, economic, educational, and ultimately political structure. They are "interest groups" in a country which deserve attention. The scientific community in the past and today explores and analyzes fan groups from different aspect. The issue that we will primarily analyze in the paper refers to the relation between a political party and fan groups. The dilemma who, when, and for what purpose uses fan groups, as well as the questions related to the reasons for cooperation between political parties and fan groups will be presented through certain examples that are current (primarily in the Republic of Serbia). Also, through presentation of a historical digression we will try to present the continuity of "cooperation" of political parties with fan groups. The paper will also offer some considerations about fan groups as a potential "soft-power" tool that can be "used" by external factors to provoke a political and security crisis. The possibilities for institutional reaction in prevention of the influence of fan groups on certain political processes that we will present as a conclusion in the paper will offer certain solutions, ways and opportunities to eliminate or ultimately reduce the close cooperation between political parties and fans groups. The RISE (Research on Improving Systems of Education) Programme political economy team focused on “adoption” (PET-A) examines the political conditions required to put learning at the center of an education system. This work stream has produced 12 historical case studies and three synthesis papers which draw on this rich material. This paper is part of the latter effort and offers a comparative analysis across five of the countries with RISE Country Research Teams (Ethiopia, Indonesia, Pakistan, Tanzania, and Vietnam), as well as additional case studies focusing on Chile and Peru. Building on the RISE systems framework (Pritchett, 2015), our political economy analysis incorporates issues of competing interests, power, and political strategy. We focus on the promoters and blockers of learning-oriented education reform and their respective powers and strategies to parse out the political contestations that are endemic to the reform processes that impact system coherence around learning. In this paper, we present a binding constraints framework to explore what a politics for learning might look like and examine areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints. We draw upon the PET-A country case studies to include analysis of different factions and reform champions within government, including but not limited to the executive office (president/prime minister), Ministry of Finance, Ministry of Education, competing ministries, decentralized government levels, and local leaders. In doing, we elucidate how politics permeate nearly all accountability relationships in education systems and the likelihood that any given program will positively impact learning.

The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.

Over the last decade, every Paraguayan administration has faced greater political challenges and financial pressures than its predecessor. The result has been a chronic fiscal deficit since 1995. This study disentangles the budget-making process in Paraguay by studying the key players influencing the budget cycle (preparation, approval, execution, and control), their powers, and their incentives. The document discusses how the incentives for cooperation affect the conditions for the sustainability of public expenditures, the efficient allocation of resources, and the representative quality of the spending. First the general theoretical framework based on both a transaction cost theory of the policymaking process and the public expenditure management literature is introduced. The authors emphasize the interactions between historical legacies, the overall institutional design, and budgetary procedures as factors that shape politicians' incentives to display cooperative behavior in the elaboration of the budget. Then, Paraguay's historical background, its current institutional framework, and the emerging features of the policymaking process are described. The formal and informal rules that guide the budget policy-making process are also addressed. The analysis is based on the formal instruments (the constitution and related laws) and on in-depth interviews with several policymakers in the executive branch and in Congress. Finally, it is discussed how the generally low incentives for cooperation have created negative conditions for the sustainability of public expenditures, the efficient allocation of resources, and the representative quality ofthe spending.

This is a study that addresses Kosovar and Albanian identity relationships, highlighting the similarities and differences of these two communities throughout their historical journey on their respective lands. The study identifies the key historical moments that have influenced Kosovar national identity branding and concludes that the occurrence of cultural and political differences within the Albanian ethnicity since the nineteenth century has been instigated by the Serbian stance regarding Kosova. The study substantiates a clear cultural and political identity of Kosova, indicating its forthcoming solidification whilst keeping Kosovar and Albanian differences distinct, despite the eventual change in Belgrade’s stance towards Kosova. Concerns are arising from some of the voices in European diplomacy that favour Tirana’s official involvement in the Belgrade-Pristina dialogue. An analysis of the progression of their historical path, however, indicates the opposite, i.e., Tirana’s involvement in the Belgrade-Pristina dialogue would only benefit Belgrade and consequently have a negative impact on the compromises between Kosova and Serbia that the US and the European Union aim for.

In the Terai region of South-Eastern Nepal, there persists a form of agricultural bonded labour called Harwa-Charwa, rooted in agricultural feudal social relations. The Terai has a long and dynamic political history with limited employment opportunities and high levels of migration. This paper is an external qualitative analysis of over 150 life stories from individuals living in an area with high levels of bonded labour. These stories were previously analysed during a workshop through a collective participatory analysis. Both the participatory analysis and external analysis found similar mechanisms that trap people in poverty and bonded labour. The disaggregation by age in the external analysis could explain why child marriage and child labour were very important in the collective analysis but did not match the results of a baseline survey in the same geographical area that found only a few cases. The respondents were aged between 15 and 65. Child marriage and child labour had shaped the lives of the adults but have since decreased. Methodologically, the different ways of analysis diverge in their ability to differentiate timelines. The participatory analysis gives historical insights on pathways into child labour, but although some of the social norms persist this situation has changed.

The article reveals and analyses a wide range of terms for the Holodomor of the 1920s and 1930s in Ukraine. The main objectives of the study are to find out the peculiarities of the linguistic presentation of the Holodomor phenomenon in scientific, popular science, and journalistic discourses, and to reveal semantic differences in the use of various terms for the Holodomor used in different languages. The main methodological bases of the study are linguistic analysis, socio-cultural method, qualitative content analysis, comparative method, etc. The method of retrospection must be used to substantiate the hypothesis. Thus, the reasons for the formation of the semantic contours of the terms “Holodomor”, “Famine”, “Great Famine”, “Terror by Famine”, “Big Hunger”, etc. were clarified. At the same time, the semantic nuances of word use are identified. As a conclusion, the authors substantiate the fundamental importance of using the term “Holodomor-genocide” in scientific circulation as the one that most accurately represents the essence of the historical phenomenon of the Holodomor. Based on the analysis of the documents, the content of the term “genocide” is formulated. It is explained that the Holodomor is genocide of the Ukrainian people, just as the Holocaust is genocide of the Jewish people. The authors prove the anti-Ukrainian orientation of the consistent and deliberate policy of Stalin and his followers against the Ukrainian nation, which culminated in the murder by starvation. These research findings are significant not only for the development of Ukrainian terminology or international terminology. They are also of great importance for modern politics, political science and historiography, and jurisprudence, especially in the context of a new genocide – the Russian Federation’s full-scale war of aggression against Ukraine. This article delves into the political trajectories of anti-establishment leaders Inácio Lula da Silva (Lula) in Brazil and Recep Tayyip Erdogan in Turkey, both of whom ascended to power in the early 2000s amid politically fragmented environments. The analysis explores the dynamics of their rise, governance styles, and the factors influencing the retention or loss of power. Lula’s success in the 2022 elections against right-wing populist Jair Bolsonaro is attributed to his adept coalition-building and pragmatic policies. In contrast, Erdogan, facing economic crises and deep political unrest, managed to secure his position in the May 2023 elections, showcasing the complexities of populism. The article examines the leadership qualities, coalition-building strategies, and responses to challenges encountered by Lula and Erdogan. Despite initial similarities, Erdogan’s transformative approach to institutions and the establishment of a self-sustaining clientelist regime contributed to his longevity, in contrast to Bolsonaro’s defeat. The role of clientelism, rent-seeking, and corruption in both countries’ politics is discussed, emphasizing their impact on public perception. Lula’s effective positioning as an alternative to Bolsonaro is contrasted with Turkey’s lack of a convincing opposition. Despite bringing Turkey to the brink, Erdogan’s retention of power is attributed to maintaining a "man of the people" persona amid societal concerns for security and stability. In conclusion, the article underscores the nuanced dynamics of populist leadership, emphasizing the significance of historical context, governance strategies, and external factors in shaping the trajectories of leaders such as Lula and Erdogan.

"This report, compiled with the initiatives of TÜBA International Relations Working Group, analyses the historical, current and future dimensions of the Israeli- Palestinian War in the light of theoretical literature and recent data. On 7 October 2023, the armed attacks by the military wing of Hamas targeting Israeli settlers and the ‘Operation Iron Swords’ launched by Israel in response to the attacks caused serious concerns in the international community in the context of humanitarian crisis and global chaos. The multi-actor nature, impact and historical origins of the Palestinian-Israeli War have made it necessary to examine this issue once again by focusing on historical ruptures. Israel’s disproportionate reprisals, violations of established international norms and laws of war/conflict, and attacks on civilians, including hospitals, have had/are having serious repercussions on international relations and the Middle East region in particular. The report’s findings indicate that the events in the region have led to a realization of the humanitarian crises in the Palestinian territories. This has resulted in a shift away from the traditional poweroriented pro-Israel stance, following domestic protests by countries that rejected the humanitarian tragedy in the Gaza Strip. However, due to the unfair structural and institutional bias of national and international politics, individual, academic and scientific freedom is still under extreme pressure to protect Israel."

In this article the author analyzes in detail the “holiday” speeches by the former president of the russian federation dmitry medvedev and the current president vladimir putin devoted to the day of national unity of russia on November 4, 2022, in which politicians justify the war, call it sacred, a struggle between Good and Evil and predict their own victory. With the help of methods of critical analysis, the refutation of historical myths, the denial, an exposure and the generalization, the falsity and cynicism of the statements made regarding the expediency and possibility of geopolitical changes are demonstrated. The civilizational war of the russian federation against the Western democratic world, which began with aggression against the disobedience of neighboring Ukraine, which chose the Western vector of development, is gaining momentum. It would seem that in the 21st century global conflicts over territories are almost impossible, it is the time for the fourth-generation of war, but we can see that russia has various means in its arsenal, including weapons of mass destruction: aerial bombs, artillery, aviation, missile attacks, nuclear blackmail, rewriting history and ordinary lies. An analysis of the kremlin leaders’ military-strategic narratives about Ukraine and the West, shows the inadequacy and detachment of moscow politicians at the highest echelon of power from reality. Their aggressive and false rhetoric based on historical manipulations and maniacal efforts to transform the world order suggests that the kremlin will not stop on its own. Someone must stop him just decisively: either Ukraine or Ukraine’s allies. Sanction policy against the russian federation, political statements and words of support for Ukraine, even assistance with military equipment and finances may not be enough, because all these are certain procedures, a waste of time, and time today is the greatest value.
