This study aims to obtain an explanation of policy implementation and attainment minimum standards service in the field of domestic governance types of basic services maintenance of public order, public tranquility and the protection of society in DKI Jakarta Province by taking the respondents implementing the policy in the civil service police force of Jakarta and society. Problem faced by Jakarta Provincial Government in this case the police force agencies civil service especially on the two indicators that do not reach the target: a). Complaint can be made online via the website or send an email, causing an increasing number of reports on complaints regarding violations of local laws that do not followed, b). Theres no an optimalitation for the offenders of local regulations and a misdemeanor, due to the lack of municipal police investigators in the neighborhood of Jakarta that is not a deterrent effect for offenders, c). The existence of a residential area that use the services of private security, so that when the inventory of community protection officers, Civil Service Police Unit of Jakarta does not include the private security officer to the criteria of public protection officer.

Abstract Research outside the field of policing has shown that job satisfaction predicts job performance. While policing research has demonstrated performing community-oriented policing (COP) activities generally improves police officer job satisfaction, the mechanism through which it occurs remains unclear. This study contributes to the community-policing literature through a survey of 178 police officers at the Toronto Police Service. The survey instrument measures the mechanism through which job satisfaction is impacted. Results indicate that primary response officers are more likely to be somewhat or very unsatisfied with their current job assignment compared with officers with a COP assignment—confirming what previous research has found. Further, those who interact with the public primarily for the purpose of engaging in problem-solving are more likely to be very satisfied with their current job assignment compared with those who do so primarily for the purpose of responding to calls for service. Engaging in problem-solving increases the odds of being very satisfied in one’s job assignment, and the combination of frequent contacts with the public and problem-solving is less important than problem-solving alone. The implications of the study findings for COP strategies are discussed.

The research subject is social relations in the field of the development of basic skills of road traffic police officers of Russia in using firearms during operations and for stopping drivers attempting to escape from the crime scene. The research object is the formation and development of firearms using skills of internal affairs officers during the professional training of middle and major commanders enrolled in internal affairs bodies of Russia. The topicality of the research is determined by the tasks of improvement of professional training of specialists in educational institutions of the Ministry of Internal Affairs of Russia, and ensuring personal safety of internal affairs officers and the safety of civilians during operative actions. The research contains the analysis of use of service weapons by police officers during operative actions. Based on the example of apprehension of a vehicle, the author analyzes the effectiveness of use of service weapons by road traffic police officers. The research methodology is based on the analysis of the use of service weapons by police officers, and experiments. The scientific novelty of the research consists in the following: a) the analysis of statistical data of the use of service weapons by internal affairs officers; b) the task to organize a comprehensive firearms training of internal affairs officers; c) the list of measures aimed at the improvement of firearms training of internal affairs officers. In conclusion, the author substantiates the necessity to improve the basic professional training program in terms of raising the effectiveness of firearms training of internal affairs officers. The analysis of the use of service weapons by road traffic police officers, as well as experiments, prove the importance of the research in the field of public safety protection and effective prevention of criminal offences by police officers with the help of service weapons.

Thus, each issue should not be resolved through legal channels, but through mediation and approach officials with the public. The formation of a team of officers Bhayangkara Trustees Public Order and Safety in the City Police Bogor, West Java, a pilot project, particularly for the police station in West Java. The team of eight people who have received training and certification from the National Mediation Centre. The team is a kind of ad hoc team, which is responsible to the Chief of Police and Officer Team members Bhabinkamtibmas of some police functions, not only the function of public guidance. The conclusion from this study is the Program Implementation in Bogor Police Officer Bhabinkamtibmas City and yet not maximum impact on increasing public perception of the police. In terms of implementation, it appears less optimal competence of officers in the police station and police station level. Instructive culture within the police adopted a policy of military norms Officer Program Bhabinkamtibmas seen by officers in the field more as a mere 'implementation of new tasks' rather than the 'improvement of quality of service'.

Purpose – The purpose of this paper is to assess factors that influence Chinese police supervisors’ attitudes toward police roles, community policing, and job satisfaction. Design/methodology/approach – Survey data were collected from police supervisors in a major Chinese city. Multivariate regression was used to assess the effects of officers’ background characteristics and assignments on their occupational attitudes. Findings – Ethnic minority supervisors were more likely to have a broader order maintenance orientation, a narrower crime fighting orientation, and supportive attitudes toward quality of life activities. Less experienced supervisors were more inclined to favor the order maintenance role. Supervisors with a stronger order maintenance orientation tended to support problem solving activities and have a greater level of job satisfaction. Officers with military service experience also expressed a higher degree of job satisfaction. Research limitations/implications – Survey data collected from a single Chinese city may not be generalizable to officers in other regions and departments. Practical implications – Police administrators should screen all applicants on attitudes that reflect departmental work priorities and styles of policing during the initial selection process. Desirable attitudes can be further molded into officers during their academic training, field officer training, and in-service training. Police administrators should continue their recruiting efforts targeting former military personnel. With adequate training in fulfilling civilian tasks and displaying proper outlooks, these individuals could become effective members of the forces. Originality/value – Despite a growing number of studies on crime and justice in China, empirical research on policing in general and on officers’ occupational attitudes in particular remains very limited. This study represents one of the first attempts to assess factors related to police occupational outlooks in China.

The research subject is social relations in the field of public order protection, ensuring social security and combating crime in an administrative area and the implementation of preventive measures by a local police officer. The authors focus on the factors and peculiarities of the supervised area and its population affecting the establishment and revisioning of the size and limits of an administrative area supervised by a local police officer, and on the amendments to the decree of the Ministry of Internal Affairs of March 29, 2019 No205 “On a local police officer service in an administrative area and organization of this service”. Based on the conducted analysis, the authors suggest, when defining the size and limits of an administrative area, taking into account the population density in the area in question, economic, geographic, national and demographic peculiarities on the territory, the criminological characteristics of the citizens, the number of citizens having a police record, the current operative situation, and the peculiarities of administrative organization of municipal entities. In the authors’ opinion, the resolution of this problem will have a positive effect on the work of police officers, and will help to equally and rationally distribute workload on local police officers thus raising the effectiveness of their service and improving the quality of preventive measures.

Abstract The existence of press offices in public administration, in uniformed forces, is not a new phenomenon– even in Poland. This profession did not appear in the nineties as it may have seemed, but had been present much earlier. The fact is that after the political transformation in 1989, it became less propaganda orientated and leant towards public relations. Nowadays, almost every uniform service has a smaller or bigger structure of media-related officers, who are capable of using strategies, tools and techniques from the field of social communication for the fulfilment of various goals. The Polish Police force is a service which was the first that started developing press services and built a system for managing media relations effects. Specific operation of uniform press services which is described in the article was based upon the internal police data and field research based on a research project “Marketing communication of uniformed forces in Poland”.

Introduction. Mexico northern border has high levels of heroin use. For more than 10 years, the country has implemented several harm reduction interventions to reduce the risks associated with drug use. New strategies such as Safe Consumption Sites (SCS) must be considered as a next step to service vulnerable populations and increase their health outcomes. Objective. This report seeks to measure and compare attitudes on a potential SCS intervention in Tijuana among police and people with lived experience (PLE) in heroin use in the city. Method. Two parallel studies on police practices and everyday experiences of heroin users in Tijuana were able to ask similar questions about attitudes toward SCS and its implementation in the city. They conducted quantitative interviews with 771 active police officers and 200 PLE while in rehabilitation services. Results. Both groups showed a high personal support for SCS of nearly 82% and a perceived implementation success around 80%. Officers reported 58.9% peer support for SCS while PLE 79%. Around 76% of both groups agreed that a SCS would help to improve their personal health. Finally, 86.2% of the officers would refer people to a SCS while 62.5% of PLE would use the service. Discussion and conclusions. The strong positive attitudes from police officers and PLE towards SCS in the city of Tijuana reported in both studies indicate the possibility of a successful implementation of a SCS. This intervention would represent an innovative way to protect PLE from police harassment and victimization, helping reduce HIV and HCV risk behaviors while improving community health.

Safety is an indispensable element affecting the functioning of every human being. The number of threats in the modern world is so large that it is necessary to introduce new educational solutions for a wide range of entities in order to effectively oppose any behaviour that causes discomfort to citizens. The activity of police education for most readers is associated with the preparation of an officer for service on our streets. Nevertheless, the scope of activity of this type of facilities is much wider. The following article attempts to present several levels of activity that indirectly translate into public security. The training offer of police schools is addressed not only to police officers, but also to external entities that carry out tasks related to ensuring security and public order.

Purpose – The purpose of this paper is to examine the spatial influence of features of the physical environment on the risk of aggression toward law enforcement. Design/methodology/approach – The spatial analytic technique, risk terrain modeling was performed on felonious battery data provided by the Chicago Police Department. Findings – Out of the 991 batteries against law enforcement officers (LEOs) in Chicago, 11 features of the physical environment were identified as presenting a statistically significant spatial risk of battery to LEOs. Calls for service within three blocks of foreclosures and/or within a dense area of problem buildings pose as much as two times greater risk of battery to police officers than what is presented by other significant spatial factors in the model. Originality/value – An abundance of existing research on aggression toward law enforcement is situated from the perspective of characteristics of the suspect or officer. The research advances the field of violence studies by illustrating the importance of incorporating physical features of the environment into empirical studies of aggression.

It is stated that in recent years, in civil society and legal science there has been growing interest regarding the problem of the police officer’s image in the social conscience. Many scientific articles devoted to this theme have been published, where such issues as forming the police officer’s image in the mass media, appreciating the police activity by civil society, searching for ways of forming the positive police officer’s image, etc. are of special interest. This scientific research was aimed at appreciating the peculiarities of perceiving the professional image of law enforcement officers. In the course of the research 92 police officers were interviewed through filling the anonymous questionnaire in google-forms. Trainees of the management faculties and postgraduates of the scientific-pedagogic personnel training faculty of the Academy of Management of the MIA of Russia were the research participants. The data collection was accomplished by means of filling the google-forms. The research was conducted in anonymous format. It was stated that the application of the psychosemantic approach allowed to obtain more reliable information from the respondents than the methods of direct questions. The data were collected over the period from April to June 2020. The semantic field containing 828 words was obtained by means of applying the method of free associations to the incentive “image of law enforcement officers”. The obtained associations were classified into some semantic groups. Such service as https://облакослов.рф was used for selecting the largest semantic units. It allowed to visualize the most frequently used associations (100 of them) in the form of “word cloud”. The research results identifted the key importance of such words as “law”, “responsible”, “honest”, “to protect”, “to help” and others when characterizing both the image and professional activities of police officers. Conclusions: 1) the application of the psychosemantic approach in the research of the professional image allowed to study the representation of law enforcement officers; 2) the activities of the law enforcement units responsible for moral and psychological training are considered as effective since the professional image of law enforcement officers is formed from the semantic markers of positive connotation, reflecting their functions related to law protecting and ensuring security and social health. The study was carried out with the financial support of the Russian Foundation for Basic Research within the framework of scientific project No. 20-013-00423.

The benefits are recognized by emergency medical dispatchers who receive feeder calls from associated public safety agencies that have trained both their field staff and call-takers in the Medical Miranda protocol.Hypothesis:The dispatchers would be more satisfied with feeder agencies that used the Secondary Emergency Notification of Dispatch protocol.Methods:A survey was conducted and analyzed, taking advantage of a situation in which two agencies (one used Secondary Emergency Notifi-cation of Dispatch) fed calls to the same communication center.Results:Dispatchers were more satisfied with the information gained from the feeder agency that used the Secondary Emergency Notification of Dispatch protocol and believed that the officers and dispatchers of that agency had afar better understanding of the emergency medical dispatcher's needs.Conclusions:When the emergency medical dispatcher does not talk directly with the reporting scene personnel or caller, Medical Miranda increases the usefulness of the information the dispatcher receives, helps the dispatcher better understand the reported medical emergency, and improves response appropriateness in emergency medical service (Emergency Medical Service) systems where responses routinely are prioritized.

Police work exposes officers to high levels of stress. Special emergency response team (SERT) service exposes personnel to additional demands. Specifically, the circadian cycles of SERT operators are subject to disruption, resulting in decreased capacity to compensate in response to changing demands. Adaptive regulation loss can be measured through heart rate variability (HRV) analysis. While HRV Trends with health and performance indicators, few studies have assessed the effect of overnight shift work on HRV in specialist police. Therefore, this study aimed to determine the effects overnight shift work on HRV in specialist police. HRV was analysed in 11 SERT officers and a significant (p = 0.037) difference was found in pRR50 levels across the training day (percentage of R-R intervals varying by >50 ms) between those who were off-duty and those who were on duty the night prior. HRV may be a valuable metric for quantifying load holistically and can be incorporated into health and fitness monitoring and personnel allocation decision making.

The article presents the results of a study carried out for the Public Service and Personnel Department of the Ministry of Internal Affairs of the Russian Federation. Based on the multidisciplinary and multisectoral approaches, the readiness of teachers of weapons and physical training for professional activities aimed at building competencies in the use of police force among employees is studied. Functions, role and potential of teachers formed the basis of strategic directions for the development of their professional and pedagogical competence in the field of special training. The professional and pedagogical competence of teachers in the field of special training of police officers is the competency associated with the ability to form the willingness of employees to use physical force and firearms. In this holistic personal quality, related components are distinguished: motivational value, cognitive, technological. In the empirical part of the work, a competency assessment scale is substantiated, the uniformity of the sample is evaluated, and the values of other statistical indicators that underlie the study are determined. The strategy for the development of professional and pedagogical competence of teachers in the field of special training for police officers is associated with the organization of professional activities, with the expansion of the educational potential of teachers. The strategy is aimed at organizing scientific and methodological activities, at developing new approaches to teaching, new technologies in the special training of police officers.

Purpose The purpose of this paper is to examine the extent to which line officers in police agencies can identify digital evidence at crime scenes, also known as the binary artifacts stored on computers, mobile devices, tablets and the internet, through an analysis of survey responses of line staff in a Midwestern state police agency. Design/methodology/approach An electronic survey was completed by 258 respondents using a scenario-based vignette asking them to identify where such evidence may be located during a fictitious call for service. Findings Most all respondents identified appropriate devices and locations where digital evidence may be stored on suspects and victims in a scenario call for service. There were significant differences in responses on the basis of recent field experience with digital evidence. Research limitations/implications The findings demonstrate the importance of experiential learning and training for line staff in police agencies to prepare them for basic digital evidence handling in the field. This sample is, however, based on a single state police agency and may not be reflective of other similarly sized agencies. Future research is needed to replicate this study and expand the generalizability of these findings. Originality/value First responders should be able to identify and secure all appropriate forms of evidence at crime scenes, regardless of crime type, while awaiting specialized investigators. This study is one of the first to consider when and how police are able to recognize digital evidence at crime scenes.

In the article, on the basis of analysis of norms of the current legislation of Ukraine and scientific views of scientists, ways of improving administrative procedures and organizational principles of professional training of police officers in Ukraine are worked out. It is emphasized that the problem of improving vocational training has long ago become a strategic benchmark for the development of the state’s labor sector at the national level as a whole and in the field of police in particular. This is clearly demonstrated by the legislative provisions of different legal acts, each of which outlines specific aspects of the development of administrative procedures and organizational principles of police training in Ukraine. It is emphasized that, first of all, the improvement of the professional training of police officers in Ukraine should be due to the improvement of the legal framework. It is necessary to create a single legal act that would, firstly, consolidate the notion of vocational training, secondly, define its levels and types, and the mechanism of their implementation, thirdly, clearly establish the subjects of vocational training and their competence. This act should be an amendment to the Law of Ukraine “On the National Police” and replace a large number of by-laws existing today. It is substantiated that the professional training of police officers in the future should be “diminished”, since the existence of four of its varieties does not correspond to current international trends, and has no expected effect. It is most appropriate to take foreign experience as the basis in this perspective. According to him, vocational training should be cyclical, step-by-step, that is, the police officer should receive initial professional training in obtaining the basic directions of fulfillment of the duties assigned to him and, as he passes the service, improve his qualification and educational level through special courses, training and training in institutions of higher education for the purpose of obtaining relevant educational degrees.

Purpose Although workplace learning is an important part of professional learning, little is known about the unethical aspects of workplace learning. This study aims to describe students’ learning experiences from in-field training in the police. This paper aims to examine how workplace learning can challenge proper ethical professional development and thus become a question of ethical concern. Design/methodology/approach The study is based on open-ended questions in a questionnaire among Norwegian police students (N = 277) who had ended their one year’s in-field training and had returned to campus for the third and final year of police education. The data are analysed by means of a qualitative content analysis. Findings The paper presents two findings. First, the students learn best from assignments that push them beyond their comfort zone. Second, students struggle with their own expectations of themselves as police officers. The findings suggest that workplace learning leaves students aspiring to demonstrate their capability to be a police officer, rather than focusing on learning to be a police officer. Practical implications The study can provide organisations such as educations, public services and businesses with better understanding on how to enrich learning in their on-the-job training manuals and programmes to evolve ethical professional behaviour. Ethical considerations can help leadership to improve efficiency and performance at the workplace. Originality/value How the potentially unethical aspects of workplace learning can influence the profession’s ethical attitude is an understudied topic in studies on learning to become a professional.

Health together with education and economy are the three pillars that greatly affect the quality of human resources. One form of community empowerment efforts in the field of health is to develop Integrated Service Post. Integrated Service Post Park is integrated service post development which is given additional services of Early Childhood Educational Programs and the development of family toodler coaching. To optimize the function of Integrated Service Post Park, it is neccesary to have a special fasicilitator and focus on monitoring, assisting cadres to evaluate and develop Integrated Service Post Park. The purpose of this study is to know the implementation of health promotion strategy in Integrated Service Post Park Program at The Public Healt Center Pesantren I Kediri City.Informants from this study consisted of 4 officers Integrated Service Post Park Facilitator.Data is collected by in-depth interviews. Data is analyzed according to Colaizzi’s stage data analysis. The findings of this study include : Empowerment activities, Social Support activities, Advocacy activities and Partnerships activities. In the implementation of empowerment activities found the training of facilitation officer and cadres are uneven and absence of special means for promotional activities of the Integrated Service Post Park Program. In the implementation of the activity of developing the social support found the existence of problem because of the absence of Early Childhood Education Programs cadres and insufficient means of Educational Game Tools. In the implementation of advocacy activities conducted policy proposals on the establisment of services of early child development cadres and addition of cadres and the addition means of educational game tools.In the implementation of partnership activities have been created a good coordination between the facilitation officers with the stakeholders but there are problems in the mechanism of distributing incentives for facilitation officers and cadres. Recommendations of this study is aimed to facilitation officer of Integrated Service Post Park in helping them to use appropriate health promotion strategies in implementing the Integrated Service Post Park Program activities.

Purpose – Although the private sector has long understood that a customer-focused service is synonymous with success, the concept is less embedded in public agencies such as the Police. Cultural studies consistently argue that police practitioners perceive “citizen focused” or “quality of service” approaches as distant to “real policing”, making the concept difficult to implement. The purpose of this paper is to explore the complex infrastructure required for the implementation of this approach, specifically focusing on senior police leadership. Design/methodology/approach – Using semi-structured interviews across a diversity of police officers and staff it provides a case study of a city Police Force in England, who attempted to introduce a citizen focused approach between 2006-2010. Findings – Senior police leaders were reported to exhibit distinct and consistent leadership styles with a “transformational” style more positively associated with the implementation of this agenda. Practical implications – The study argues specific leadership styles are critical to the delivery of “quality” approaches. Originality/value – No other case studies currently exist that have explored the role of police leadership in the field of quality service/citizen focused approaches.

Purpose The purpose of this paper is to present the results of the first research on prevalence, nature and correlates of the police cynicism in Serbia, with particular attention to the associations of cynicism with job satisfaction. Design/methodology/approach Data were collected using a paper-based survey, and obtained from 472 police officers from five police departments across the country. For the purpose of measuring of organizational and work aspects of police cynicism a new developed 24 five-level Likert-type items scale was used. Findings The results show that cynicism is normally distributed. No statistically significant gender, education or police rank differences were identified, and the length of service does not appear to influence cynical attitudes significantly. Cynicism scores statistically significantly varied across police departments and predicted job dissatisfaction. The underlying four-factor structure of police cynicism was identified. The factors include: general organizational cynicism; cynicism toward police hierarchy/superiors; cynicism toward public/citizen cooperation; and cynicism toward modernization of policing in the crime control field. Research limitations/implications The generalizability of the sample is limited, giving that participants come from only five out of a total of 27 police departments in the country, while the female police officers and officers with education higher than high school were somewhat overrepresented. Originality/value This research provides some more evidence on the nature and determinants of police cynicism that might inspire future research in this important but under-researched area. It implies that the need to explore more deeply relations between police cynicism and stress, burnout and particularly contextual and departmental factors that might be influential to police cynicism. It might also incite future research on the internal structure of police cynicism.

Purpose The purpose of this paper is to evaluate an experiment to improve residents’ opinions of the police in Portland, Oregon. Officers conducted community engagement patrols (CEPs) in 60 high-crime areas. The CEPs prioritized non-investigative contacts with community members to build trust and promote positive police–community interactions in designated high-crime locations. It is hypothesized that community members living in/near intervention sites would report greater exposure to officers, more positive interactions and feel more positively about police than residents in control areas. Design/methodology/approach In total, 90 crime hot spots were identified using crime reports and calls for service. Locations were randomized into three groups: 2 CEPs/day (n=30), 4 CEPs/day (n=30), and control (i.e. no supplemental patrols, n=30). Officers were dispatched to treatment locations via the computer-aided dispatch system for 90 consecutive days, resulting in 16,200 scheduled CEPs. Surveys were mailed to 11,760 households immediately after the intervention ended and 1,537 were returned (13.1 percent). Findings Residents from intervention areas reported a higher number of positive police contacts, whereas contacts that residents perceived as negative did not differ between the three conditions. Community attitudes, including perceived police legitimacy, were generally unaffected by CEP dosage. Originality/value This paper documents the outcomes of a large-scale field experiment seeking to improve public attitudes toward police using directed CEPs in crime hot spots. Whereas the intervention succeeded in providing more opportunities for positive contact with police, attitude change may necessitate longer-term strategies.

Only training and decoy visits had robust impacts; others were poorly implemented and ineffective. The relevance of the topic under study is due to the fact that at present, the requirements imposed by society and the state to the level of cultural development of an employee of the internal affairs bodies have indicated the need to develop his aesthetic culture. Analysis of the results of research in the field of legal education, is devoted to the study of the phenomenon of the educational environment ATS as a subsystem of vocational service environment showed that it is aesthetically developing enabling incentives and substantial procedural opportunities for the development of aesthetic culture of police officers and has not only normative, but also ethical and aesthetic properties: meaning-generating and value-oriented context of professional and service (educational) activities, empathic relationships and hermeneutic communication of employees. Based on the situational-environmental approach (N. V. Khodyakova), 4 types of aesthetic-developing situations and the corresponding levels of aesthetic culture of employees are identified: 1) the situation of aesthetic perception (adaptive level); 2) the aesthetic-praxeological situation (selective level); 3) the situation of aesthetic communication and the formation of personal aesthetic assessment (reflexive level); 4) the situation of aesthetic creativity and self-change (creative level). Situational and environmental design is defined as the selection and combination of components of the professional and service environment (incentives and opportunities for the development of aesthetic culture), corresponding to the progressive change in the types of aesthetically developing situations. A consistent change in the type of situation determines the dynamic model of the process of developing the aesthetic culture of the Department of Internal Affairs employees. In accordance with the structural model of the aesthetic culture of the officials and the dynamic model of the process of its formation is defined five groups of criteria and indicators to differentiate officers at different levels of development of aesthetic culture. The process of development of aesthetic culture of police officers during the formative experiment was designed in the form of sequential development officers of educational situations. The study was conducted using a questionnaire (the author's questionnaire), testing (the test "Value orientations" M.Rokich), the method of expert assessments. The data obtained as a result of the study confirm the model of situational and environmental development of the aesthetic culture of police officers.

The article studies the problems of formation and development of universal expertise of would-be district police officers. The authors consider the modern interpretation of the term “expertise approach” and the ways of its implementation. The authors describe the stages of using a system-activity approach in the organization of the educational process at Barnaul Law Institute. The methods of formation of the professional education of high quality include its structural and institutional reformation, the development of integration models of all levels of education in accordance with the modern requirements. The research contains the analysis of the diagnostics of psychological peculiarities of students and the universal expertise of graduates of educational institutions of the Ministry of Internal Affairs of Russia. The authors define organizational and technical requirements to the information and educational environment appropriate for using the system-activity approach. The authors focus on the analysis of the structure and the contents of universal expertise in the field of law-enforcement activity during district police officers training. Universal expertise formed in the process of education helps the graduates to solve difficult tasks and settle conflicts in their professional activity. Instruments defining the level of the universal expertise of students will help to evaluate the results of education at each stage and form the comprehensive understanding of the results by the participants of the educational process. The authors arrive at the conclusion that the formed universal expertise shows the preparedness of district police officers to effective service which is defined by the developed skills, personal traits, theoretical knowledge and practical experience in the field of law-enforcement activity.

The article is devoted to the issues of police education reform. Modern countries have different models of initial police training, based on their historical traditions and modern conditions of functioning of states. The author explored the current situation of police training in England, focusing on the Initial Police Learning and Development Program (IPLDP), because this program was the main among all other police training programs, but now this program is outdated. The author revealed that the current trend in the world is to increase the role of higher education institutions in the education system for training police officers. The example of England and Wales shows that the system of initial training, which is based on short-term training at the level of the police academy with subsequent service in practical units, does not meet the needs of the time and is outdated. The global trend is to reorient police training from specific practical knowledge, skills and abilities to higher education and the formation of a person with critical thinking and analytical skills, which meets the current challenges facing the police in the fight against crime. The author argues that such training can be carried out only with the involvement of higher education institutions. As examples, some empirical studies confirm this fact. It is pointed out that it is very important for a modern police officer to perform not only a profession, but also an education in this field in order to perform his / her duties. The author analyzes the opinions of foreign researchers on the advantages of university education over training in police academies. The author touches on the issue of reforming police education in Ukraine in terms of introducing a three-level model of police training and proposes to conduct additional research on both modern foreign experience and the advantages, disadvantages and prospects of the proposed model.

Abstract The Stasi, the secret police in the GDR, was an integral part of the planned economy. Over time, Stasi officers took on tasks related to economic planning and adopted the mentality and behaviour typical of the field. This paper takes a closer look at their aims and the ensuing consequences as illustrated by the GDR chemical industry. It focuses on a contradictory phenomenon: the co-existence of growth and inefficiency. Although the secret police enjoyed growing responsibilities, resources and partners, they were surprisingly inept at achieving their own economic and security targets. This phenomenon can be explained in two ways: Historically, by identifying the Stasi as the profiteer of economic crisis, or in terms of organization theory, by revealing some typical bureaucratic characteristics of the secret service (MfS).

The article analyzes the possibility of the use by police of firearms to protect the life and health of people in the field of road safety. It is established that the considered powers are unduly discriminatory in comparison with the circumstances excluding criminality of an act and not dictated by the requirements of international regulations. The powers of the police in this matter is much narrower than similar powers soldiers (employees) of the National guard of the Russian Federation, despite the fact that the latter does not directly ensure the safety of the road. Military personnel (employees) of the National guard of the Russian Federation can use weapons in General, to protect military personnel or citizens, and should be used to stop a vehicle by damaging it if the driver refuses to stop, despite the over-riding requirements of the stop. Limited powers of the police use of firearms hinder effective implementation of the tasks of the police in ensuring road safety. In particular, the police cannot effectively stop numerous willful violations of traffic rules and careless serious consequences provoked by these violations of road accidents. The authors propose to expand the powers of police officers in terms of granting them the right to use a firearm to protect another person or the danger of causing death or grievous bodily harm, if you provide security in any other way is not possible. Until the relevant changes proposed in each of the traffic patrol service and patrol police of the internal Affairs bodies of the Russian Federation for a soldier (employee) of the National guard of the Russian Federation armed with a firearm.

The article was written as part of the development project entitled “Dressing kit for protecting injuries suffered by uniformed services while performing official duties” No. DOB-BIO6/19/98/2014, co-financed by the funds from the National Centre for Research and Development under competition No. 6/2014 for the implementation of projects in the field of scientific research or development work, within the area of state defence and security. The project's result will be the PLEMODS dressing kit, intended for saving the life and health of uniformed service officers who have suffered injuries while performing their duties. The kit was developed in response to the needs of both the police and the Polish army. The project owner is the police, however, in line with the project assumptions, the kit is dedicated to be used as service equipment of other uniformed services as well. The article presents the premises and conditions that the project team followed when developing the concept of the dressing kit and the functionality of its individual elements. The answers obtained from the research conducted to verify the functional properties of the PLEMODS dressing kit, indicated the need to introduce design changes in the developed model. At the same time, the high comfort of using the PLEMODS dressing kit while performing official duties was confirmed, as well as the effectiveness of the applied innovative solutions in the scope of treating bleeding wounds.

The author of the article presents the results of the legal and scientific researches analysis of the personnel policy strategy of the National Police of Ukraine in the context of updating administrative and legal principles of protecting human rights and freedoms. The modern challenges and directions of the personnel policy of the National Police of Ukraine in the conditions of social conflicts escalation are determined. It is stated that the improvement of the personnel policy of the National Police in all stages of its hierarchical structure and all its units has recently influenced, first of all, on the administrative and legal status of this state structure, focusing its activities on human rights and freedoms protection as a general state priority. The concept of “personnel policy” of the National Police of Ukraine is considered as a multidimensional process. It is focused on the implementation of legislative, organizational, administrative, research and other bases for the implementation of the main developing issue of the National Police and its structures; the regulation of procedures of structural units functioning and the police department competencies; defining the tasks, functions, rights, and responsibilities of personnel, as well as the responsibility level of police officers. It is determined that the personnel policy of the National Police is implemented through the totality of social functions of governmental institutions and determines the ways and means of provided reforms and the professionalism of their implementation. It is an important factor of the state integrity strengthening and the element of state regulation of the population lives and strategically determined by the general mission of the National Police. It involves promoting the implementation of state policy in the field of combating crime and ensuring public order, the realization of human rights and freedoms, interests of society and the state, the maintenance of public safety and the provision of services to persons in need within the limits of legislation. It is characterized by the general requirements for the competencies, functions, rights, and responsibilities of the personnel, as well as the responsibility level of police officers. According to the modern legislation, the National Police, as well as its separate units should be transparent in their actions, open enough for external control, including public control, its staff should be able to meet the needs of all segments of the population and structures of society in legal protection and maintaining security. It is proved that the ethical principles of the police officers’ activities are determined by the priority in serving the needs of individual citizens and society in the whole, by close cooperation and interaction with the population, territorial communities and public associations based on partnership and aimed at satisfying their needs, following the current legislation of Ukraine. It is determined that the perspective direction of the studied issue is the development of innovative methods and forms of training and advanced training of personnel capable to meet the professional requirements and ethical standards of policing.

Tactical Emergency Medical Services (TEMS), is a relatively new area of pre-hospital care. It requires specific attention to planning, including selection, training, equipment, procedures and continuing professional development, CPD to maintain competence. This session will describe the development of a small team of Critical Care Paramedics, who undertake a short, but intense programme, based at the Metropolitan Police Specialist Training Centre, MPSTC in England. CCPs are trained to work alongside firearms teams, who respond to criminal and terrorist incidents involving the use of firearms. The task of CCP's is to reduce the time between wounding and advanced resuscitative care, ensuring that Police Officers, members of the public and others receive a high standard of care without incurring unnecessary delays. They work outside the “hot zone”, but further forward than traditional ambulance operations. When these capabilities are available within the Emergency Ambulance Service, they are likely to improve patient care and firearms teams mission success. Purpose Drawing on the literature from the field and the recent experience of an evaluation into a child abuse investigation in Scotland, the purpose of this paper is to argue that evidence from the literature suggests that a more holistic approach drawing on the ideas of communities of practice could improve the way in which child abuse investigations are conducted. Design/methodology/approach This paper has been informed by a recent evaluation of a new national unit that was set up to investigate suspected child abuse in Scotland. This unit was established as part of the transition from eight regional police services in Scotland to a single national police service, Police Scotland. An important part of this evaluation was to consider the messages from previous research into the development of national police units and the role of the police in child protection investigations more generally. Findings What was uncovered were the challenges that police officers face in the current context of child abuse investigation particularly around construction of child abuse investigations, collaborative working, staff well-being and training. Practical implications The practical implications of this paper are as follows: police investigations into child abuse experience a range of issues, multi-agency and holistic approaches are more effective, agencies should be encouraged to establish communities of practice and staff need adequate levels of support and training. Originality/value This paper contributes towards a growing body of work examining the way in which child abuse investigations are conducted by police and the importance of inter-agency collaboration to support this. It contributes to academic debates and knowledge of the overall investigation process where, to date, there has been a paucity of literature and research that has tended to focus on evidence and experiences and to a boarder literature recognising the need for holistic approaches to tackle child abuse.

Over the past 30 years, cities across the United States have adopted quality-of-life ordinances aimed at policing social marginality. Scholars have documented zero-tolerance policing and emerging tactics of therapeutic policing in these efforts, but little attention has been paid to 911 calls and forms of third-party policing in governing public space and the poor. Drawing on an analysis of 3.9 million 911 and 311 call records and participant observation alongside police officers, social workers, and homeless men and women residing on the streets of San Francisco, this article elaborates a model of “complaint-oriented policing” to explain additional causes and consequences of policing visible poverty. Situating the police within a broader bureaucratic field of poverty governance, I demonstrate how policing aimed at the poor can be initiated by callers, organizations, and government agencies, and how police officers manage these complaints in collaboration and conflict with health, welfare, and sanitation agencies. Expanding the conception of the criminalization of poverty, which is often centered on incarceration or arrest, the study reveals previously unforeseen consequences of move-along orders, citations, and threats that dispossess the poor of property, create barriers to services and jobs, and increase vulnerability to violence and crime.

Study of the tasks and functions of police in the sphere of traffic safety is dedicated to many scientific researches due to the fact that the significance of the topic has not lost its relevance, the evidence of the disappointing official statistics about the dead and received various degrees of injury severity in traffic accidents and also due to the fact that the quantity of transport in Russia is constantly increasing, and the problems of transport security are not solved. At the same time, research related to the implementation by the police of the functions of providing public services in this area is of particular importance, because despite the fact that this area of police activity is not the main one, and is not provided with state-power enforcement, it nevertheless plays a significant role in ensuring public safety in the field of traffic. Indirectly, the police, through the function of providing public services, by issuing permits for the transport of dangerous goods, issuing permits for the right to drive, etc., minimizes and reduces the threat of harm to life and health, property, and citizens involved in road traffic. In the article, the author sets a task to investigate the legislation that establishes liability for violation of the procedure for providing public services in the field of road safety, to suggest ways to improve it. The author defines public services in the field of road safety and defines their essence. The author analyzes Federal and departmental legislation, identifies the features of bringing to justice police officers for improper provision of public services. The article draws conclusions about the existence of certain shortcomings in the legislation in this area and suggests ways to eliminate them.

Much of the research is devoted to administrative enforcement as one of the leading methods of state management. However the generally accepted version of the classification of administrative enforcement measures has not yet been formed in the theory of administrative law. Moreover unlike the police officers (militia), only a fraction of the work is devoted to the study of the system of administrative enforcement measures used by the Federal Penal Service of Russia in the implementation of jurisdictional powers. In the scientific community there is no unity in the perception of this complex sociolegal phenomenon, which is due to a number of reasons: the diversity of public relations regulated by administrative law arising in the field of public administration; lack of unity in the choice of criteria for classification; the different types of enforcement measures used, etc. The analysis of the main classification models of administrative enforcement measures presented in the scientific environment made it possible to develop an author’s classification that takes into account the characteristic features of social relations taking shape in the functioning of institutions and bodies of the penal system. Depending on the objective purpose the measures of administrative enforcement applied by employees of the Federal Penal Service of Russia are divided into measures of administrative enforcement not related to committing an administrative offense (administrative preventive measures) and measures of administrative enforcement related to committing an administrative offense (administrative suppressive measures, measures of administrative and procedural security, measures of administrative responsibility). The proposed classification allows us to comprehensively analyze the external impact of administrative enforcement measures on public relations in the penal system to understand the purpose of these measures and also to see the final result of their use which contributes to solving many problems of a theoretical and practice-oriented nature.

The design of this research is to use qualitative methods using a case study approach. which is a type of qualitative research that looks closely at individual interpretations of their experiences. Data collection techniques used were Participant observational, independent interview, documentation and triangulation. Research instruments: Researchers as instruments (human instruments), notebooks, tape recorders, cameras. Data: qualitative descriptive, personal data documents, field notes, statements and actions of informants, documents etc. with a sample size of 10 informants who are officers in each service unit at the Public Health Center Berbek Nganjuk Regency.Data validation using Triangulation Technique was carried out by 2 informants. The results of this study indicate that the application of Services for patients using APD (masker, handscun, service clothes, shoes dan helmets) at the Public Health Center in Berbek Nganjuk Regency are almost all carrred out by offcers., Not all clinical service personnel carry out hand washing according to SOP in the public health center Berbek Nganjuk Regency, Not all the service places have a record of nosocomial infection at the public health certer, in Berbek, Nganjuk Regency, It was found that some of the clinical service personnel who carred out the injection were still throwing the needle closed. at the public health certer, in Berbek, Nganjuk Regency, The obstacles of PPI is the officer has less obedient with SOP that are made according to the agreement

International experience of the interaction between the police and the public within law enforcement activity has been analyzed. The urgency of scientific research on the problems of establishing effective interaction between representatives of public organizations and employees of the National Police has been emphasized. In order to increase the effectiveness of public participation in the protection of public order and the fight against offenses in our country, the author has analyzed international experience of both individual citizens and public law enforcement organizations in general. Citizens’ participation in the fight against crime is a fundamental condition, because it was not possible to construct an effective system of influencing crime without the support of the population in any country. The strategy, which envisages cooperation between the population and police officers in the field of combating crime in the EU countries, complements police practice. Cooperation of public associations with the police ensures the achievement of more effective results in the field of law enforcement activities. It has been concluded that the effectiveness of public order protection and the fight against crimes is possible only in case of the participation of the wide range of population. It has been offered to borrow the programs of foreign colleagues and gradually introduce the model of policing based on the consent of the population, the use of which can improve the rule of law and fight against offenses in Ukraine. It has been proved that the considered programs of interaction of police of foreign countries with the population can be used in the activities of the National Police of Ukraine that can promote the increase of the level of keeping public order and safety both in the state in the whole, and in each administrative and territorial unit. Due to the use of international experience in involving citizens in the protection of public order, it will be able to focus law enforcement activities on long-term service to society in order to ensure its security.

Spatial awareness is one of the fundamental decision making capabilities for human beings. Two key information technologies, Internet Geographic Information Services (GIServices) and wireless mobile Geographic Information Systems (GIS) can enhance the spatial awareness of decision makers and facilitate more efficient and comprehensive decision making processes. Internet GIServices provide a collaborative communication environment for sharing data, information and knowledge among multiple decision makers and stakeholders. Wireless mobile GIS combines both geospatial information and Global Positional Systems (GPS) coordinates from remotely located field-based personnel to spatial decision support systems (SDSS). By adopting broadband wireless telecommunication technology for connecting Internet GIServices and mobile GIS devices, decision makers can gather near real time information from field personnel and equally quickly distribute updated information back to the field. Communicated via wireless devices and web applications, interactive and dynamic geographic information services will enhance spatial awareness of decision makers, field personnel (such as fire fighters and police officers), and the general public.

Coordination theories are characterized primarily by a focus on integration, in which coordination is aimed at achieving a coherent and unified set of actions. However, in the extreme settings in which fast-response organizations operate, achieving integration is often challenging. In this study we employ a fragmentation perspective to show that dealing with ambiguity and discontinuity is not only inevitable for these organizations, it is a key characteristic of coordinating. We undertook an inductive, qualitative field study on how officers in command from the fire department, medical services, and police coordinate during emergency response operations. Our data are based on a four-year multi-site field study of 40 emergency management exercises in the Netherlands, combined with 56 retrospective interviews. Our inductive analysis of this data shows that officers use three coordination practices to deal with ambiguity and discontinuity: working around procedures, delegating tasks, and demarcating expertise. We theorize our findings by showing how these practices lead to conditions in which fragmentation can become an effective method of coordination. In doing so, we provide a more complete understanding of the process of coordinating in fast-response settings that will benefit both crisis management practice and organizational theory.

In the publication, the authors refer to the study carried out as a part of the research project: “Classification of the Police vehicles according to their destination, taking into account their purpose and standardization of the vehicle central console, in the field of arrangement and installation of ICT systems and the devices controlling special purpose signals”, implemented by a scientific consortium, funded by the National Centre for Research and Development. The described research involved the determination of the optimal location for the central console of the Police service vehicle. The first part of the publication contains partial results of the questionnaire surveys that were carried out among the users of Police vehicles. The second part discusses the research carried out with the participation of the Police officers driving the vehicles. The simulator was used to test vehicles in typical and extreme conditions, located at the Police Academy in Szczytno. The research consisted in the use of an oculometer, installed in the simulator. Conclusions from the conducted research allowed to propose an optimal location of the vehicle central console. The indicated location in the assessment of the research team allows to minimize the risk of the occurrence of hazards, related to the need to take the business vehicle away from the road, and is therefore appropriate to ensure the optimal level of safety for the driver and other road users. The results of the research carried out, after their confrontation with the results of the study conducted by other participants of the research consortium, will allow to propose a solution that can significantly improve safety, ergonomics and comfort of official duties performed by the drivers of the serivice vehicles.

T he uniformed services generally hold in high regard the role that a well - trained canine team can play, serving as an essential deterrent to criminal activity, as well as assisting police departments in the locating of illegal drugs and explosives, in track ing fugitives and with finding missing persons or locating bodies . An understanding of general dog behaviour and interaction with different environments are essential elements, not only in the case of assessing candidate suitability for different types of training programme but also for behaviour evaluation of a companion animal. The ever - increasing demand for both working and pet dogs has seen the study of dog behaviour find itself a niche position in the realm of scientific research.

The history of forensic science (from Latin criminalis, concerning a crime) is inextricably linked to the history of law enforcement agencies. This science grew out of the needs of the law and serves its implementation to this day. Its interest is focused on the crime in concreto. As an independent scientific discipline, it developed only at the end of the 19th century and was connected with the date of publication of the work Handbuch fur Untersuchungsrichter, Polizeibeamte, Gendarmen u.s.w. by the Austrian investigating judge H. Gross in 1893. Its author noticed the correctness (very accurate) that every achievement in the field of natural sciences and technical sciences can serve the purpose of combating crime. W. Sobolewski is considered a precursor of Polish forensic science. In September 1919 he joined the State Police and started working as an inspection officer. Then he became the commander of the Main Police School and Officer School in Warsaw. In 1929 he was sent to Vienna for a forensic course. Then W. Sobolewski headed the Police Laboratory at the Headquarters of the Investigation Service in Warsaw, and since 1931 the Department of Investigation Technology, in which, at the request of the court, police authorities and military institutions, forensic expert opinions were carried out, including dactyloscopic, weapons and handwriting. They were of great evidential importance for the courts. It continues to be so today. Beginning in the interwar period, the Central Forensic Laboratory of the Police is a research institute recognized in Poland and abroad, which carries out tasks in the field of technical and criminal protection of the process of preventing and combating crime, among others, by performing research and implementation, comparative and expert work in the field of forensic science.

The purpose of the article is to identify the entities that carry out measures to combat trafficking in human beings in Ukraine, as well as to provide them with a general description and disclose powers in this area. In Ukraine, the law defines the entities that implement measures to counteract human trafficking, and such counteraction, in turn, is a system of measures aimed at overcoming human trafficking by preventing and combating it and helping and protection to victims of human trafficking. These entities include the President of Ukraine, the Cabinet of Ministers of Ukraine, central executive authorities, local executive bodies, foreign diplomatic missions of Ukraine, as well as institutions for assistance to victims of human trafficking. Their general powers in this area are also defined by law. The National Police of Ukraine plays a leading role in the structural and functional support of counteraction human trafficking, primarily in the combating against human trafficking. Police is part of the Ministry of internal Affairs and is the Central Executive body that serves the society by ensuring the protection of human rights and freedoms, combating crime, and maintaining public security and order. In order to provide functional support for the implementation of its tasks in the field of counteraction human trafficking, the Criminal Police has formed a separate operational unit – the Department for Combating Crimes Related to Trafficking in Human Beings. However, considering the specifics of committing such crimes, depending on the certain circumstances, other units of the National Police of Ukraine may be involved, such as the Cyberpolice Department, as well as covert ones, that is, the Department of Operational Service and the Department of Operational and Technical measures. The obtained and published results can be used by scientists in further research in this area, as well as law enforcement officers in the combating human trafficking.

Making a Family Card (KK) is very important and only the state civil apparatus (ASN) can process the KK, so effectiveness and transparency to the public at the Denpasar City Civil Registry Office (Capil) is very important in the process of public service. The formulation of this problem is how is the Disdukcapil public service arrangement in Denpasar? And how is the effectiveness of the Disdukcapil ASN service in Denpasar? The research method uses empirical descriptive. The data is processed by quality method. Data sources in the form of primary data through interviews and field observations. The results showed that the Disdukcapil Public Service Arrangement of Denpasar City was civil registration documents such as CoW, Identity Card (KTP), Population Certificate (Suket) of Population including Moving Suket, Birth Suket and Death Suket. The KK is the document that is the most handled in the Disdukcapil City of Denpasar. The effectiveness of the Disdukcapil ASN service in Denpasar City is theoretically good but needs to be improved by the application of a digital system in the procedure of making population documents. Barriers that were found were less responsive at the level of service officers (front line) up to the level of responsible agency. The response to various complaints, aspirations, and expectations of the community was not heard. In addition, the main obstacle is lack of coordination from various service units related to one another. As a result, overlapping or policy conflicts often occur between one service agency and other related service agencies.

Bentor is a modification between a rickshaw and a motorcycle which has become a characteristic of public transportation vehicles or modes of transportation for the people of Gorontalo. Bentor can operate from one place to another, it can even take passengers to household stairs, this cannot be done by other public transportation. This advantage makes most Gorontalo people choose it as the main transportation because it operates 24 hours. The purpose of this study is to conduct an analysis of the implementation of policies on the operation of bentor vehicles as a mode of transportation based on Gorontalo Provincial Regulation No. 6 of 2006. The research method used in this research is descriptive research with a qualitative approach. Data collection techniques are carried out through observation, interviews, and documentation. The results showed that (1) Compliance of Bentor riders with traffic regulations is still low, so it is necessary to take action by the relevant authorities; (2) Coordination between officers of the Transportation Service and the Police in carrying out their duties has not been well established, so that violations continue to occur; (3) The supervision of related offices of apparatus in the field in implementing regional regulations is still low, due to the lack of officers who will be assigned as field supervisors.Bentor merupakan modifikasi antara becak dan sepeda motor yang telah menjadi ciri khas kendaraan angkutan umum atau moda transportasi masyarakat Gorontalo. Bentor dapat beroperasi dari suatu tempat ke tempat lain, bahkan dapat mengantar penumpangnya hingga ke tangga rumah, hal ini tidak dapat dilakukan oleh kendaraan umum lainnya. Kelebihan ini yang membuat sebagian besar masyarakat Gorontalo memilihnya menjadi transportasi utama karena beroperasi selama 24 jam. Adapun tujuan penelitian ini adalah untuk melakukan analisis mengenai Implementasi Kebijakan Pengaturan Pengoperasian Kendaraan Bentor Sebagai Moda Transportasi Berdasarkan Peraturan Daerah Provinsi Gorontalo Nomor 6 Tahun 2006. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) Kepatuhan pengendara Bentor terhadap peraturan berlalu lintas masih rendah sehingga perlu dilakukan penindakan oleh aparat terkait; (2) Koordinasi antara petugas Dinas Perhubungan dengan Kepolisian dalam melaksakan tugas belum terjalin dengan baik, sehingga pelanggaran pun terus terjadi; (3) Pengawasan dinas terkait terhadap aparat di lapangan dalam menjalankan peraturan daerah masih rendah, karena minimnya petugas yang akan ditugaskan sebagai pengawas lapangan.

Tourism is a source of local revenue and its investment is a potentially vital production factor in the service production business in this field. To support tourism accommodation in the tourist area of ​​Badung Regency, guest houses (boarding houses/rented houses) and villas are needed as support. Especially in Badung Regency, in the Canggu area, many houses are used as guest houses for guests who want to stay in Bali. This study aims to determine the supervision of Guest Houses and Villas in Badung Regency, and to determine the application of sanctions against guest houses and villas that violate permits in Badung Regency. The method in this research is a type of normative legal research which is carried out with the method of recording and reviewing based on legal materials. In this study, studying and gathering information through legal science books without deviating from positive law in order to form a conclusion. The research results show that the supervision of Guest Houses and Villas in Badung Regency is given the authority by the Regional Regulation through the Civil Service Police Unit which is assigned to monitor every building that does not have a permit in the Badung Regency area, especially in the Canggu area. Then, sanctions against violators are in the form of warnings 3 times, if they do not disobey the villa owner, they will be subject to forced demolition by officers.

Public concern over, and recent developments in, the field of child protection are well known (Munro 2012). Within these developments, there has been a strengthening of the role of social work with an increased focus on, and recognition of, professional knowledge, skills and ‘expert’ decision making (Munro 2011; Gilbert et al. 2011). Focus on inter-professional and multi-agency practice has developed alongside (Frost and Lloyd 2006; Frost and Robinson 2007; Ruch 2009), and continues to have a clear focus in the recently issued Working Together to Safeguard Children (H.M. Government 2013).This paper enquires into a relatively under-explored area of multi-agency child protection practice, specifically, that of the police (that is,. non-specialists in child protection) making an urgent, first response to a child protection call, often out of hours and without immediate recourse to the expertise and knowledge of child protection practitioners. In these situations, the police are called upon to make key decisions: for example, whether to immediately protect and remove children using police protection powers (Section 46(1) Children Act 1989), to refer on to local authority social services for a s47 investigation or s17 services, or to take no further action. There is exploration of the issues raised by a request from the police to develop an assessment framework as an aid to practice in these situations. The police had in mind an equivalent instrument to a domestic abuse framework already adopted by them. The paper reviews debates, particularly about predictive efficacy, in the construction of assessment and decision-making tools. The nature and distinction between consensus based and actuarial risk assessment instruments are examined, as are challenges for general multi-agency working, alongside the specific challenges for front line police officers. It is proposed that a consensus based assessment framework to support decision making, drawing on empirically tested, actuarially informed risk assessment evidence, which is collaboratively tested with a multi-agency group, is indicated.

The deteriorating image of law enforcement agencies in serving the needs of nowadays community is making the chiefs of XYZ’s district attorney offices to search the best way so that the law service in their offices can be better. This problem is the general reflection of how bad the public service in law’s field is in our country. For that noble purpose, the chiefs see that there is a chance to use the ability of system and information technology. That system is not only for the necessary needs in district attorney office but it is also combined in the existing process in security and court. The chief of office feels that the enhancement performance will be obtained easier if there is the same system and technology and are designed carefully. Within this paper, the researcher uses the framework of Enterprise Architecture to develop the needed system and technology so that it can be realized strategically and operationally much better and can be accounted. The result is the current time conservative service system and have the quality of office automation systems is gradually planned to change into automation for the next two or three years. Therefore, the connection and the cooperation between the attorney, the police and the court will be more harmonic, thus gradually increased the service to the community.
