This chapter considers the relationship between Fortuna and Tyche as one of translatability. The first half of the chapter focuses on Tyche, with the aim of determining semantic and structural elements common with Fortuna. The second part of the chapter looks at instances in which Fortuna is translated in Greek. The appearance of bronze strigils bearing the epithet soteira from Praeneste in the fourth century BC seems to presuppose this translation, and also points to the salvific meanings of Fortuna as a base for the process of translation. This process of translation had probably occurred through early contacts between Latium, Sicily, and Magna Graecia, where Tyche seems to be associated with salvation already from the fifth century BC. Other instances of translations of Fortuna and Tyche are studied across the Aegean.

For sixty years, U.S. government officials have conducted public diplomacy programs to try to reach Arab public opinion—to inform, educate, and understand Arab attitudes. American public affairs officers have met serious challenges in the past, but Arab public criticism of the United States has reached unprecedented levels since September 11, 2001. Polls show that much of the negative opinion of the United States, especially in the Middle East, can be traced to dissatisfaction with U.S. foreign policy. Rugh, a retired career Foreign Service officer who twice served as ambassador to countries in the region, explains how U.S. government officials have dealt with key problem issues over the years, and he recommends ways that public diplomacy can better support and enhance U.S. national interests in the Middle East. This struggle for the hearts and minds of the Arab world, so crucial to the success of American efforts in post-occupation Iraq, is carried out through broadcasting, cultural contacts, and educational and professional exchanges. Rugh describes the difference between public diplomacy and propaganda. He points out that public diplomacy uses open means of communication and is truthful. Its four main components are explaining U.S. foreign policy to foreign publics; presenting them with a fair and balanced picture of American society, culture, and institutions; promoting mutual understanding; and advising U.S. policy makers on foreign attitudes. Public diplomacy supports the traditional diplomatic functions of official business between governments. Whereas diplomats from the United States deal with diplomats of foreign governments, public affairs officers deal with opinion leaders such as media editors, reporters, academics, student leaders, and prominent intellectuals and cultural personalities. Rugh provides an up-close-and-personal look at how public affairs officers do their jobs, how they used innovation in their efforts to meet the challenges of the past, and how they continue to do so in the post-September 11 era.

Materials scientists from Ústí nad Labem and Dresden met in June of 2022 for the first joint PhD Conference on Material Science, with the special focus on biologization, nanotechnology and simulation. The conference aimed to encourage interdisciplinary exchange between Čzech and German research institutes and promote transnational cooperation on an international level along the Saxon- Čzech border. Due to the restrictions caused by the corona pandemic, several attempts were necessary before the conference, which was first planned in 2020, could finally take place for the first time in 2022. The conference could take place in presence, which was seen as a big plus by all participants, especially as it was the first meeting in this German - Čzech context for most of the participants. The attending scientists (about 60) met at the Institute of Material Science of TU Dresden in Germany for the first half of the week before the conference moved to the faculties of Science and Environment of the Jan Evangelista Purkyně University UJEP in Ústí nad Labem in Čzechia. The organized activities ranged from scientific presentations of current PhD projects and research topics, lab tours in the participating institutions, come-together events such as a guided tour at the dye collection of the TU Dresden and a hiking trip to Bohemian Switzerland. The conference was funded by INTERREG VA Saxony - Čzech Republic - a cooperation programme of the Elbe/Labe region. All participants - PhD students, scientists and staff members of the participating institutions - enjoyed this opportunity to build individual and new contacts, exchange information on current research topics and methods, find starting points for future collaborations between the different research areas and institutions and also discuss the similarities and differences between the German and Čzech research landscape. The purpose of this brochure is to present the institutions with their special topics and laboratories and to present current research topics - on the base of the presented PhD projects.
