Chapter 6 explores a more promising but even more radical departure from standard internalist theorizing. It not only introduces a new notion of narrowness but more strikingly gives explanatory pride of place not to content but to semantic relations between thought constituents. While more promising than the others, this approach also faces very serious obstacles, and we conclude this book by outlining a range of them.

Contrary to a view that sees racism as an aberration within American liberalism or largely outside the broader dynamics of American politics, historical institutional scholars often emphasize the central place of racial conflict in American politics and especially in the development of the American state. Although racial conflict has been an obstacle to state-building, struggles over race also enhanced state authority in ways that defy conceptions of a weak American state. Approaching American politics through an historical institutional lens helps underscore the way efforts to confront long standing racial divisions and conflict helped to institutionalize key political and social rights.

Fletcher, Emily. Two Platonic Criticisms of Pleasure. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780190225100.003.0002.

Der volle Inhalt der Quelle
Annotation:
Does Plato have a consistent view about the nature and value of pleasure? In the Phaedo, pleasure is the primary obstacle to a philosopher’s pursuit of wisdom, while the Republic presents the philosopher’s life as the most pleasant. In the Gorgias, Plato’s character Socrates rejects hedonism by showing that the ceaseless pursuit of pleasure is foolish, but in the Philebus Socrates argues that the best human life requires some pleasures. There is more continuity in Plato’s views about pleasure than one might think from these conflicting assessments. In particular, there are two distinctively Platonic criticisms of pleasure: (1) that pleasure is essentially linked with pain, and (2) that pleasure produces false beliefs. These criticisms recur throughout the corpus, but they do not apply uniformly to all pleasures. Plato eventually recognizes a special class of pleasures that are immune to these criticisms and play an important role in the best life.

Brain death criteria have mostly developed when there are organ donation policies in place. The variability in criteria and practices around the world is striking but also inherently problematic, with no consensus in sight. This chapter surveys the criteria across the continents, including in Canada, Europe, South America, Africa, Asian and the Middle East, and Australia and New Zealand. There is a specific focus on the brain death criteria in the United Kingdom and alleged contrasts with U.S. guidelines. A discussion of how best to achieve uniform criteria, despite obstacles, is described. Toward that effort a case is made to and allow the diagnosis of brain death if, after excluding any possible confounder, all brainstem reflexes have disappeared and the patient has become demonstrably apneic.

Annotation:
Inter-organizational networks have proliferated in health systems, as has network research, but coherent explanations relating the varieties of health network to their respective structures, activities and outcomes remain lacking. Focusing on their core productive processes and their governance structures, this chapter contrasts care networks with program networks. It compares these concepts with findings from some primary research on NHS health networks during 2005–10, and notes some implications for network theory and research. NHS networks’ dense, flat structures reflect these networks’ dual function as both care and as program networks. These findings are relevant to the “integrated care” networks developing in many health systems. The development of these networks appears, partly, to be a workaround for the obstacles that market and quasi-market health systems place in the way of coordinating complex care across multiple separate providers.

This chapter evaluates the effectiveness of measures taken by the International Maritime Organization (IMO) to promote global governance of the ocean. These views are based upon the International Tanker Owners Pollution Federation’s (ITOPF) experience of having attended major oil and HNS incidents worldwide. The evaluation also takes into account the educational and outreach activities that the ITOPF has undertaken in conjunction with the IMO and several of the partners with whom the IMO works. The approach taken has been to consider, primarily, the measures in terms of the conventions that are in place governing Preparedness and Compensation and to highlight where measures appear to be working effectively as well as where there are obstacles. The ITOPF’s role does not extend to measures taken to prevent incidents occurring. Other conventions are mentioned briefly insofar as they have relevance to the work of the ITOPF.

van Leeuwen, Matthijs, und Martha Roggenkamp. Regulating Electricity Storage in the European Union. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198822080.003.0009.

Der volle Inhalt der Quelle
Annotation:
The chapter discusses the EU regulatory framework governing electricity storage. The obligation to reduce greenhouse gas emissions and the subsequent increase of electricity production from intermittent renewable energy sources is causing problems for balancing demand and supply, thus also balancing networks. Electricity storage is key to managing any excess electricity production and avoiding negative prices. However, this development takes place in a liberalized energy market, where network operators must act independently from production and supply. Establishing the purpose of electricity storage and where storage can or should be placed is crucial. The authors present the reasons for and the types of electricity storage available; analyse the EU legal framework ; identify potential obstacles; and present pros and cons for positioning storage in the electricity system. Finally, they discuss whether the EU Commission’s proposal to legislate electricity storage meets the requirements for providing cost efficiency and thus provides sufficient regulatory certainty.

Principle 26 deals with restrictions on extradition and the principle non bis in idem. More specifically, it addresses obstacles to extradition and double jeopardy (ne bis in idem), two issues that both place restrictions rather than prohibitions on the exercise of criminal jurisdiction than interdictions to assert jurisdiction. The principle ne bis in idem and extradition law have evolved from a ‘State-oriented’ approach into an ‘individual-oriented approach’. Principle 26 highlights a series of controversial issues, including the denial of extradition to countries enforcing the death penalty to the so-called ‘shield trials’, and tries to strike a balance between the fight against impunity and the enhancement of individual rights for persons facing trials, even for ‘serious crimes under international law’. This chapter first provides a contextual and historical background on Principle 26 before discussing its theoretical framework and how the Principle has been applied in practice.

This chapter summarizes key themes and presents some final thoughts. This volume sought to encourage the reshaping of communities and the redrawing of boundaries as we rethink the study of the Americas. Moving beyond nation-state constructs—those containers of citizenship and fixed borders—it offers new meanings of place and belonging. Tracking the contributions of farmworkers in Idaho, Nebraska, North Carolina, Iowa, and elsewhere, the case studies presented here examine the enormous obstacles and often violent conditions Latin American farmworkers endure in their work experiences in the United States. It also draws attention to the reprehensible notion of “deportability” that continues to instill fear in the hearts of those who live in the shadows. It argues that it is not “foreigners” and people of color who are depressing wages and costing jobs but corporate decision makers themselves who exploit the laboring classes in their zeal to maximize profits.

This chapter examines escape routes, churches, iron forges and furnaces, and waterways that make up the pathways to freedom and “the geography of resistance.” It considers the concept of freedom as a place by exploring the connections between freedom and the landscape, and between Black communities and the Underground Railroad. It discusses the obstacles that captives escaping slavery had to hurdle, such as losing the challenges of the terrain and bad weather, betrayal, physical suffering, and slave catchers. It also looks at houses as artifacts of the Underground Railroad in the landscape, along with the patterns of rural Black settlements and how most free Blacks often found themselves saddled with the least desirable land. It argues that the landscape is an intimate component of the Black experience, providing crucial pathways out of slavery, and that generations of escapees on the Underground Railroad turned to the sheltering anonymity of the land to conceal their journey.

Der volle Inhalt der Quelle
Annotation:
“Evidence-based policy making” (EBPM) has become a popular term to describe the need for more scientific and less ideological policy making. Some compare it to “evidence-based medicine,” which describes moves to produce evidence, using commonly-held scientific principles regarding a hierarchy of evidence, which can directly inform practice. Policy making is different: there is less agreement on what counts as good evidence, and more things to consider when responding to evidence. Our awareness of these differences between science and policy are not new. Current debates resemble a postwar policy science agenda, to produce more scientific and “rational” policy analysis, which faced major empirical and normative obstacles: the world is not that simple, and an overly technocratic approach to policy undermines much-needed political debate. To understand modern discussions of EBPM, key insights from previous discussions must be considered: policy making is both “rational” and “irrational”; it takes place in complex policy environments or systems, whose properties should be understood in some depth; and it can and should not be driven by “the evidence” alone.

Thomas, Scott. Diplomacy and Religion. Oxford University Press, 2017. http://dx.doi.org/10.1093/acrefore/9780190846626.013.154.

Der volle Inhalt der Quelle
Annotation:
Religion has long been seen as an obstacle to diplomacy, especially in disputes and conflicts that seem to be related to or motivated by religion. The very nature of religion—its concerns for dogma, truth, and certainty— would seem to be contrary to the nature of successful diplomacy, with its emphasis on empathy, dialogue, understanding, negotiation, and compromise. However, religion and diplomacy have become more interrelated since the end of the twentieth century. Globalization and the changing nature of conflict have exposed the limits of conventional diplomacy in resolving these new conflicts in a global era, and this has opened up new opportunities for religious actors involved in diplomacy. A so-called “faith-based diplomacy” has emerged, which promotes dialogue within and between religious traditions. Particularly in the Islamic world, with a new generation of theologians and politicians, it is recognized that there is a key role for religious leaders and faith-based diplomacy in the Middle East. Faith-based diplomacy can be distinguished from the traditional models of peacemaking and conflict resolution by its holistic approach to the sociopolitical healing of a conflict that has taken place. In other words, the objective of faith-based diplomacy is not only conflict resolution but also the restoration of the political order that has suffered from war and injustice, and the reconciliation of individuals and social groups.

Robbins, Joel. Theology and the Anthropology of Christian Life. Oxford University Press, 2020. http://dx.doi.org/10.1093/oso/9780198845041.001.0001.

Annotation:
Both sociocultural anthropology and theology have made fundamental contributions to our understanding of human experience and the place of humanity in the world. But can these two disciplines, despite the radical differences that separate them, work together to transform their thinking on these topics? This book argues that they can. To make this point, the author draws on key theological discussions of such matters as atonement, eschatology, interruption, passivity, and judgement to rethink important anthropological debates about such topics as ethical life, radical change, the ways people live in time, agency, gift giving, and the nature of humanity. The result is both a reconsideration of important aspects of anthropological theory through theological categories and a series of careful readings of influential theologians such as Moltmann, Pannenberg, Jüngel, and Dalferth from the vantage point of rich ethnographic materials concerning the lives of Christians from around the world. In conclusion, the author draws on contemporary discussions of secularism to interrogate the secular foundations of anthropology and suggests that the differences between anthropology and theology in regard to this topic can provide a foundation rather than obstacle to their dialogue. Written as a work of interdisciplinary anthropological theorizing, this book also provides theologians an introduction to some of the most important ground covered by the burgeoning field of the anthropology of Christianity while guiding anthropologists into some major areas of theological discussion.

This book that you have in hand was built from the master's research entitled "Environmental Education at school as a tool for the resignification of the identity of the place" concluded in the year 2019 in the Graduate Program in National Network for the Teaching of Environmental Sciences (PROFCIAMB), authored by Cliciane de Souza Meduna under the guidance of Prof. Dr. Helena Midori Kashiwagi. The research was carried out at the Escola Municipal do Campo Cipriano Librano Ramos, in Colônia Pereira, a rural area of the municipality of Paranaguá, Paraná coast. This memory game was created from photos recorded by students of basic education participating in the research. "Rediscovering the Pereira Colony" is composed of images that have meaning and are part of the historical context of the community. We understand that recognizing oneself within one's physical space goes beyond working on geography, sense of location, map interpretation, data collection and everything else that is involved in this process. It is to plant the seed that "it is possible to be "someone" in life even staying in the field" (original title of my Project to join PROFCIAMB), is to understand that many struggles are to come, that we will have many challenges to overcome, difficulties to be overcome, among them our location, but that it will not be an obstacle to continue studying and be who we want.

Annotation:
How can two enemies, locked into a spiral of fear and insecurity, transform their relationship into a trusting one? Trusting Enemies argues that the field of International Relations has not done a good job of answering this question. This is because it has been looking in the wrong place. Where trust-building has been theorized by the discipline of International Relations, the focus has been on the state and the individual. This book argues that there is a need to appreciate the importance of a new level of analysis in trust research—the interpersonal. In its development of a theory of interpersonal trust between state leaders in adversarial relationships, this book argues that the obstacles to leaders sincerely signalling their peaceful intent can be overcome and that trust-based relationships provide the greatest assurance of accurate signal interpretation. This book examines three cases: the interaction between US and Soviet leaders Ronald Reagan and Mikhail Gorbachev and its role in ending the cold war; the interaction between Indian Prime Minister Atal Bihari Vajpayee and Pakistani Prime Minister Nawaz Sharif and its role in the Lahore peace process of 1998–9; and the interactions across 2009–10 between Barack Obama and Ayatollah Ali Khamenei that did not lead to a breakthrough in the US–Iranian nuclear relationship.

This book examines the political landscape that followed the 2010 elections in Myanmar and the subsequent transition from direct military rule to a semi-civilian, ‘hybrid’ regime. Striking political, social, and economic transformations have indeed taken place in the long-isolated country since the military junta disbanded in March 2011. To better construe – and question – what has routinely been labelled a ‘Burmese Spring’, the book examines the reasons behind the ongoing political transition, as well as the role of the Burmese armed forces in the process. The book draws on in-depth interviews with Burmese political actors, party leaders, parliamentarians, active and retired army officers. It also takes its cue from comparative scholarship on civil-military relations and post-authoritarian politics, looking at the ‘praetorian’ logic to explain the transitional moment. Myanmar’s road to democratic change is, however, paved with obstacles. As the book suggests, the continuing military intervention in domestic politics, the resilience of bureaucratic, economic and political clientelism at all levels of society, the towering presence of Aung San Suu Kyi, the shadowy influence of regional and global powers, and the enduring concerns about interethnic and interreligious relations, all are strong reminders of the series of elemental conundrums which Myanmar will have to deal with in order to achieve democratization, sustainable development and peace.

Breaking Protocol tells the story of the first female ambassadors in US history (1933–1964): Ruth Bryan Owen, Florence Jaffray Harriman, Perle S. Mesta, Eugenie M. Anderson, Clare Boothe Luce, and Frances E. Willis. This is the first group biography of the Big Six, one that places these women in a wider historical context based on deep and broad research in archival sources. It restores these women to their rightful place in history, and it assists the larger project of rendering women in international history visible. It begins by establishing the historical context, the male-dominated world of American diplomacy in the first half of the twentieth century. It then devotes one chapter each to the six female ambassadors, describing their backgrounds and appointments, analyzing the issues they faced and experiences they had on the job, and assessing their performances. It also traces the ambassadors’ reception by host countries; their sometimes fraught relations with the male-dominated State Department; the press coverage they received; the complications of protocol and the spouse issue; and how they practiced “people’s diplomacy”—getting to know, and representing America to, the host country’s whole society, not just its ruling elite. It ends by outlining the progress made and obstacles faced by women since the mid-1960s, and it concludes that, through their successful performances, the Big Six significantly contributed to gender progress in US foreign relations.

Children at the center of high conflict divorce and/or child protection cases face increased risks to both current and future health and adjustment. There is a growing research base regarding these risks and the coping abilities skills that children need for successful adjustment, but training gaps and poorly structured services continue to be serious problems. The specific characteristics of these families, and risks faced by these children, underscore the importance of treatment, psychoeducation, and other services adapted to this population and directed to minimizing risks and promoting healthy functioning, autonomy, and resilience for these children. This book provides a critical, research-informed analysis of the core factors to include when developing child-centered approaches to therapy and other family interventions, both in the formal treatment setting and promoting healthy engagement with the other systems and activities critical to children’s daily lives. The book addresses common problems, obstacles, and the backdrop of support from other professionals or the court, which may be necessary for successful intervention. An international team of renowned authors provide chapters covering a variety of service models and drawing on a wide range of relevant research and literature, addressing the legal context, central issues for treatment and other services, and specialized issues such as trauma, family violence, parent–child contact problems, and children with special needs. The book assembles in one place the best of what is known about intervention for court-involved families, along with practical guidance for using relevant research, understanding its limitations, and matching service plans to families’ needs.
