Abstract A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities further the longer-term transformative outcomes like altering young people’s attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacies, Sukanya Podder addresses an important gap relating to the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations or government departments holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming and through post-exit studies. With regard to attitude change, Podder found that the media and peace education projects that targeted individuals’ ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.

Chapter 6 reflects on the dominant configurations of civil society, women, gender, and peacebuilding in UN peacebuilding discourse and why the author thinks these arguments are significant. It is notable that the foundational resolution that brought forth the UN PBC specifically identifies “women’s organizations”—and only women’s organizations—as a part of “civil society” with which the Commission is encouraged to consult, as noted earlier. This articulation, as discussed earlier, not only feminizes civil society organizations but also reproduces the association between women and civil society. Further, the discursive construction of civil society as a feminized subject in peacebuilding discourse relies on assumptions about women’s capacity to engage meaningfully in peacebuilding-related activities by virtue of their femininity and the concomitant assumption of pacifism and peacebuilding potential. Both of these constructions are problematic in the ways in which they make sense of women’s lived experiences in conflict and post-conflict situations.

The United Nations is an organization founded at least in part on hope: hope for a postwar future offering security, human rights, justice, “social progress and better standards of life in larger freedom.” This book documents some of the ways in which the UN engages with peacebuilding as a practice of hope, under the auspices of the UN Peacebuilding Commission that was created in 2005. Hope was part of the Commission’s foundational mandate: the hope that the Commission, as a principal actor in the UN peacebuilding apparatus, would “integrate a gender perspective into all of its work”; and the hope that the Commission would “consult with civil society, non-governmental organizations, including women’s organizations, and the private sector engaged in peacebuilding activities, as appropriate.” This book engages with the work that gender is doing conceptually to organize the way that peacebuilding is defined, enacted, and resourced, as well as exploring the ways in which women, gender, and civil society are constructed in UN peacebuilding discourse. Laying bare the logics of gender and space that organize the discourse, the author argues that these constructions work independently and together to constitute the terrain of UN peacebuilding discourse in three ways: to create “conditions of impossibility” in the implementation of peacebuilding activities that take gender seriously as a power dynamic; to heavily circumscribe women’s meaningful participation in peacebuilding; and to produce hierarchies that paradoxically undermine the contemporary emphasis on “bottom-up” governance of peacebuilding activities.

While demand for international peacebuilding assistance increases around the world, the UN’s Peacebuilding Architecture (PBA) remains a relatively weak player, for many reasons: its original design, uneasy relations between the Peacebuilding Commission and Security Council, turf battles within the UN system, and how UN peacebuilding is funded. This chapter examines the PBA’s operations since 2005, against the evolution of the peacebuilding field, and discusses how the PBA can be a more effective instrument in the UN’s new “sustaining peace” approach. To do so, it would have to become the intergovernmental anchor for that approach, without undermining the intent that “sustaining peace” be a system-wide responsibility, encompassing the entire spectrum of UN activities in peace, security, development, and human rights.

The Building and Breaking of Peace considers the role of corporate firms in building peaceful societies. Examining the corporate motives for peacebuilding and then the implications of these activities for preventing violence and conflict resolution creates a holistic picture of the peace and conflict process. The book examines variation in corporate engagement as a product of corporate culture and shifts in government capacity, as well as threats to the ability to conduct business. Corporations engage in peacebuilding when there is a gap in the state’s capacity to enforce laws creating the demand for engagement but when there is stability that enables firms to supply peacebuilding. The book then considers the implications of corporate engagement for preventing and ending violence. Building on the rational choice theory of civil war and drawing from business research, The Building and Breaking of Peace examines the role of corporate firms in building peaceful societies. While firms are uniquely situated in their ability to raise the cost of violence, an active private sector acts as an additional veto player in the bargaining process, making it significantly harder to reach an agreement. The findings suggest that corporations help to prevent violence but not resolve it. These arguments are tested on original cross-national data of peacebuilding efforts by firms in Latin America, the Middle East, and Africa from 2000 to 2018 and in-depth case analyses of corporate actions and outcomes in Colombia, Northern Ireland, and Tunisia.

This book offers the first comprehensive legal analysis and empirical study of accountability concerning the EU’s peacebuilding endeavours—also referred to as civilian crisis management. Since 2003, the EU has launched more than twenty civilian missions under the CSDP in conflict-torn regions in Eastern Europe, the Western Balkan, sub-Saharan Africa, the Middle East, and South East Asia with the aim of restoring stability and security. Mission mandates cover a broad range of multidimensional tasks, such as border monitoring, rule of law support, police training, law enforcement capacity building, and security sector reform. In light of these numbers and tasks and given (recent) alarming insights from practice, it begs the question who is accountable (to whom) for the EU’s manifold extraterritorial peacebuilding activities. With a view to answering this question, this book combines tools of legal scholarship with insights from political science research, both in analytical and conceptual terms. The thorough analysis of the law and practice of political, legal, and administrative accountability in civilian CSDP leads to the following conclusion: when scrutinizing the institutional and procedural framework set out by law, the accountability assessment is sobering, but when approaching it from a practice angle, the verdict is promising—in particular as regards accountability at the EU level.

Our Brains at War: The Neuroscience of Conflict and Peacebuilding suggests that we need radical change in how we think about war, leadership, and politics. Most of us, including most political scientists, fail to appreciate that the main factors in today’s identity wars and politics arise not from logic but from instincts and emotions, against which reason often has little sway. Many of our physiological and genetic tendencies, of which we are mostly unaware, can easily fuel our antipathy toward other groups, make us choose supposedly “strong” leaders over more mindful leaders, facilitate the recruitment of fighters for both legal and illegal militia groups, and enable even the most seemingly gentle of us to inflict horrific violence on others. Unfortunately, in today’s world, such instincts and emotions also increase our susceptibility to being easily led toward hateful activities by social media. Without understanding the genetic, neural, and hormonal tendencies that facilitate such predispositions, it will be extremely difficult to achieve sustainably peaceful societies. Drawing on the latest research from newer sciences such as social biopsychology, behavioral genetics, political psychology, and social and cognitive neuroscience, this book identifies the sources and the consequences of such instincts and emotions. It also suggests that we need new and radical ways of dealing with societal and global conflicts by openly addressing the biological factors that help create them and by taking them into account in our plans for more constructive politics and more effective peacebuilding in our increasingly fracturing world.

The United States and the international community intervened in a number of internal conflicts throughout the 1990s, generally justifying their actions on humanitarian grounds. In most cases, the external military intervention largely halted the fighting and allowed humanitarian assistance to be distributed. However, as Hawk makes clear, simply halting the fighting has not allowed these countries to create stable governments and harmonious societies. This study is based on the premise that if external actors—foreign governments, international organizations, and private groups—can not figure out how to lay a foundation for a stable, longer-term peace, there will be decreasing support for international intervention and peacekeeping/peacebuilding missions in the future. Although external actors have undertaken many activities in the aftermath of a military intervention in an attempt to consolidate peace, sufficient attention has not been paid to (re)constructing the state as a capable, effective, and legitimate entity. While (re)constructing the state is only a portion of what needs to be done to bring about a stable, long-term peace, it provides a necessary foundation upon which to structure the other activities. Through her examination of external actions in Somalia, Bosnia, and Kosovo, Hawk draws 23 lessons, nine of which are applicable to interventions in general and the remaining 14 specific to statebuilding efforts. This study will be of particular interest to scholars, students, and policymakers involved with conflict resolution and international relations.
