The chapter sets out the gendered context of childhood, on family issues such as the education and behaviour deemed appropriate for boys and girls, and what level of freedom they might enjoy. It explores parental preferences in terms of both gender and birth order, and shows that despite a general preference for boys, many couples hoped for children of both sexes. The analysis then addresses the issue of individual favouritism. While the eldest son was often favoured, other parents showered affection on their youngest, or the one closest in temperament. Parental favouritism was a major factor in sibling rivalry, with resentment over issues such as inheritance directed both at parents and the favoured siblings. The chapter ends by exploring the contrasting evidence of close childhood bonds, and striking examples of the care and protection provided by older children towards younger brothers and sisters.

Early in the lives of children, parental influences are strong, and interventions targeting parents are essential to behavior change. In adolescence, peers emerge as critical additions to the influence of family members; their influence can support the growth and maintenance of positive health behaviors, or it can encourage unhealthy choices. Social groups continue to feature prominently in various ways throughout adulthood. A crucial role is played by supportive social networks in the improvement and maintenance of a wide variety of health behaviors, and the availability of normative information affects health choices. Health care providers hold a good deal of power in the practitioner–patient relationship and influence their patients toward health outcomes in a variety of ways. Finally, system-level influences such as public health programs, health-related media messages, and educational interventions can help motivate individuals toward ideal health behaviors.

This chapter explores some micro-level governance and political economy determinants of performance over time in four schools in low-income communities in the Butterworth district of the Eastern Cape. Using process tracing methodologies, the chapter explores the interactions over time between school-level leadership, the bureaucracy, school governing bodies, and the broader community—and how they impact school-level performance. There was no evidence of effective support by the bureaucracy for the educational mission of the schools. But there was striking evidence in three of the four case study schools of the role of participatory governance by SGBs, communities, and parents as a partial institutional substitute, offsetting to some extent the weaknesses of hierarchy. The findings offer encouragement that non-hierarchical entry points for improving educational outcomes indeed have some potential to achieve gains.

This epilogue examines how changes in child welfare policy were affected by the decline of the farm home as a symbol of American prosperity, the appropriate levels of work and education for children, the expense of placement, the problems with supervision, and efforts at family preservation. It explains how the decisions made during the Progressive Era to rationalize, study, centralize, and professionalize institutionalization and placement permanently altered the methods of care for dependent children throughout the country. It suggests that the farm placement system changed in part because the farm itself was in transition, and that foster care was also unsuccessful in ways similar to the practice it was purported to replace. Finally, it considers problems with dependent child care policy that persist until today, in which foster children are trapped in a web of bureaucracy that undermines conscientious foster parents from being able to parent.

What happens to a community when the majority of young people move away for education? In Nubri, an ethnic Tibetan enclave in the highlands of Nepal, educational migration (the sending of children to distant institutions for schooling) has become a key component of a family management strategy that is driven by the prospect of social and economic rewards but that entails risk, uncertainty, and unforeseen consequences. The authors draw on ethnographic, demographic, and historical research to document how long-standing religious connections shape contemporary migrations and how population growth disparities open new schooling opportunities for Buddhist highlanders. They examine parents’ motives for sacrificing household labor in favor or sending children to distant schools and monasteries, a trend encapsulated in the oft-repeated phrase “better a pen in hand than a rope across the forehead.” The book concludes by investigating dilemmas associated with educational migration, including intergenerational skirmishes over marriage and household succession, threats to the family-based care system for the elderly, and a decline in the level of agricultural production needed to support local religious activities. From a Trickle to a Torrent chronicles a convergence of demographic and social processes that have led a Himalayan society to the brink of irreversible change.

The case study developed as part of IIEP‐UNESCO Research Project ‘Open Government: Learning From Experience’ analyses how an open government approach is being applied in Ukraine to resolve the critical issue of non‐transparent school financing through parents’ donations that undermines trust among key educational stakeholders. Developed in 2016, the Open School Platform (OS) is an online tool that allows parents to visualise the school’s budget, needs and expenditures in an easy‐ to‐read format. The study shows that OS has contributed to: improved trust among key stakeholders, improved communication and collaboration between school personnel and local public authorities, and more effective planning. But it also confirms that the use of ICT can lead to inequalities in poor rural communities having low levels of Internet access or computer literacy. It concludes on the importance of open government for shifting to a new paradigm of cooperation and partnership. And it recommends providing access to information in line with the Open Data Charter; ensuring a legal framework for citizen participation; using handy and accessible technological solutions; and following a ‘learning‐by‐doing’ approach to build up social capital for constructive interaction with authorities.
