Why do some states project military force to seek control of resources, while others do not? Conventional wisdom asserts that resource-scarce states have the strongest interest in securing control over resources. Counterintuitively, this book finds that, under certain conditions, the opposite is true. Perils of Plenty argues that what states make influences what they want to take. Specifically, the more economically dependent states are on extracting income from resource rents, the stronger their preferences to secure control over resources will be. This theory is tested with a set of case studies analyzing states’ reactions to the 2007 exogenous climate shock that exposed energy resources in the Arctic. This book finds that some states, such as Russia and Norway, responded to the shock by dramatically increasing their Arctic military presence, while others, such as the United States, Canada, and Denmark, did not. Contrary to the conventional wisdom, countries with plentiful natural resources, such as Norway and Russia, were more—not less—willing to back their claims by projecting military force. This book finds that plenty can actually lead to peril when states with plentiful resources become economically dependent on those resources and thus have stronger incentives to secure their control. These findings have implications for understanding both the political effects of climate change in the Arctic and the prospects for resource competition in other regions, such as the Middle East and the South China Sea

“Resource wars” refer to the linkages between armed conflict and access to natural resources.Geographically, these wars are frequently represented through world maps of “strategic resources,” combining the physical scarcity and non-substitutability of resources with their uneven spatial distribution and relative geopolitical location to pinpoint “hot-spots.” Yet perspectives on the links between war and resources are much broader than the continuation of resource policies through the use of military force. Similarly, the geographical dimensions of, and geographical perspectives on, these links are more diverse than maps of “strategic” materials. Classical geopolitical perspectives have most frequently linked the concept of resource war to interstate conflicts over the supply of strategic resources, giving way to a narrow and militaristic notion of “resource security.” To explain potential relations between resources and wars, political economy perspectives have articulated three main arguments about resources: an institutional weakening effect increasing vulnerability to conflict, a motivational effect increasing the risk of armed conflict, and an opportunity effect associated with resources financing belligerents. The other set of perspectives originates from political science and development economics studies, and is based on the assumption that the significance of resources in wars is largely rooted in questions of resource scarcity, abundance, or dependence.

Firms must increasingly innovate to gain a competitive advantage. One method of innovation is by designing work or grouping individuals in ways that create unique relationships between their knowledge, skills, abilities, and other characteristics, and by designing these relationships to be accessible by the firm (i.e., creating human capital resources). Synergistic relationships between two or more human capital resources are therefore human capital resource complementarities. In the chapter we discuss how talent-management practices relate to the formation, maintenance, and bundling of human capital resource complementarities. We start by briefly summarizing the key features of resource complementarities observed within the broader strategy literature. We then consider the nature of complementarities specifically for human capital resources, and consider numerous types of complementarities that may exist. We conclude by proposing a research agenda to understand how talent-management practices are related to human capital resource complementarities and competitive advantage.

It is common, if problematic, to refer to the Norwegian model of resource management as a blueprint for developing countries that wish to avoid the Paradox of Plenty. This introductory chapter lays out an argument for why the Norwegian model might provide useful lessons for others. In doing so, it has three objectives. First, it surveys the political territory where the world’s future petroleum resources are found. Most of these reserves lie under non-democratic and economically underdeveloped countries. Second, it introduces the sundry challenges facing petroleum-rich states: they often suffer from a Resource Curse. The chapter then pivots to show how Norway has avoided the Paradox of Plenty, and provides a brief overview of Norway’s relevant institutions and policies (as an outline for the chapters that follow).

One in two white youth born into the upper-middle class will fall from it. Drawing upon 10 years of longitudinal interviews with over 100 American youth, this book shows which upper-middle-class youth are most likely to fall, how they fall, and why they do not see it coming. The book shows that upper-middle-class youth inherit different amounts of academic knowledge, institutional insights, and money from their parents. Those raised with more of these resources enter class reproduction pathways, while those raised with fewer of these resources enter downwardly mobile paths. Of course, upper-middle-class youth whose families give them few resources could switch courses by acquiring these resources from their community. They rarely do. Instead, they internalize identities that reflect their resource weaknesses and encourage them to maintain them. Those who fall are then youth raised with resource weaknesses, and they fall by internalizing identities that discourage them from gaining more resources. They are often surprised by their downward mobility as they observed other time periods in which their resources and identities kept them or their parents in their social class.

Many countries have set up sovereign wealth funds (SWFs) as vehicles for public saving and wealth management. The majority are in resource-exporting countries; frequently stated objectives are macroeconomic and fiscal stabilization, intertemporal transfer of wealth, and national development. Some resource funds hold assets equivalent to several multiples of GDP, but many funds are relatively small. The evidence shows that the design and operation of an SWF can help or encumber economic management and wealth preservation. Poorly designed stabilization and saving funds without operational flexibility can be costly and interfere with wealth objectives. Many SWFs conduct domestic operations; this creates opportunities but also potentially serious risks to public wealth that must be addressed. Strong SWF governance and transparency are key to achieving sustainable performance and preventing political capture and misuse of public resources. While a number of funds have made progress in these areas, in others much remains to be done.
