For this question, an evaluation index system and a model of fuzzy mathematic system evaluation are established. Purpose The purpose of this study is to provide a model for evaluating, prioritizing and allocating orders to suppliers in the supply chain for mega-projects. Design/methodology/approach By using an integrated model (based on fuzzy analytic network process), suppliers are selected and the appropriate amounts are allocated to them in mega-projects. Initially, a hierarchical model of the research method was introduced. Then, the results on reliability and validity analysis of research measurement tools were presented. Finally, prioritization and allocation of orders to suppliers, with a case study of Iran Mall project, was carried out using Decision Making Trial and Evaluation Laboratory (DEMATEL) and analytic network process (ANP). T-test was used to evaluate the research hypotheses. Findings The findings were examined against conventional numerical analysis techniques. Finally, implication and recommendations for future work were presented. Originality/value The originality of this work is about using multi-criteria decision-making techniques for evaluating suppliers in mega-projects.

Annotation:
The evaluation of second-order effects of steel framed structures can provide different analysis results than using linear analysis methods. In various structural engineering literature were distinguished different methods of analysis: taking or without taking into account second-order effects. It depends on the sensitivity to the horizontal actions. The slenderer the structure, the more sensitive it is to horizontal actions. Using nonlinear methods, the sensitivity of steel frame to second-order impact is considered. This paper shows the importance of evaluations of the second-order effects in behaviour of steel frame structures. Performed investigations reveal the influence of the rotational stiffness of the joints to the behaviour of whole framed structure. Calculation results show that decreased flexibility of the semi-rigid joints increase sensitivity of the framed structure to the second-order effects and vice versa. The identified interdependence between the sensitivity to the second-order effects and the flexibility of the semi-rigid joints highlights the importance of evaluation of such dependencies.

Data analysis trough interactive approach Miles and Huberman in data display activity, data reduction, and drawing conclusion. Research/evaluation result. Evaluation result showing that most aspects in contex stages, input, and process also product, getting good judgment, Which means it's done / available according to criteria, so program recommended need to be developed with adjustment on law No.23 of 2014 about local government and Government regulation No. 16 of 2018 about civil service police which has become the development guidelines of education basic program, technical, and functional civil service police all over Indonesia.

Abstract A subject of this paper is a real-time evaluation of the first-order backward difference of a measured signal with noise. It is wellknown that a difference evaluation strongly increase a noise amplitude so the signal prefiltering is necessary. A very short review of practically used filters is given. To perform the pre-filtering operation one mainly apply linear filters characterized by their impulse response shape: finite impulse response (FIR) and infinite impulse response (IIR). To enhance the filtering operation one successfully apply so called adaptive filters and these described by non-linear characteristics. In this paper a simple non-linear filtering algorithm is proposed and examined in the first-order backward difference of a measured signal.

Purpose Extant literature on queuing has identified service queues as social systems where social justice is an important factor for service evaluation. First-order justice, defined as a first-come first-served (FCFS) process, has been found to be a necessary condition of social justice and positive evaluation. Second-order justice, defined as equal waiting time, has been found to be an additional factor which comes into play only when first-order justice is met. This paper aims to show that in the emerging market situation, the above definitions of justice and the order mentioned above does not work. Design/methodology/approach Instead of equal wait, the study has focused on equitable wait, i.e. waiting duration is in sync with the service needs. Three experiments have been performed to establish the hypotheses suggested. Findings FCFS is found not to be the necessary condition as it was in the extant literature and can be relaxed sometimes to get higher service evaluation by ensuring justice from the equitable wait. The study also portrays the interaction effects of the two types of social justice on service evaluation. Moreover, the impact of justice from equitable wait on service evaluations is found to be moderated by perceived personal connect of the service provider and the consumer, perceived importance of system and process and perceived ability of the service provider of capacity improvement and mediated by perceived control of service provider on providing the justice of equitable wait. Research limitations/implications The study contributes toward the understanding of social justice in service queues. It also contributes to the literature of attribution theory and consumer betrayal. Practical implications The study provides suggestions to retail managers in emerging markets to choose queue management strategies depending on the size of the retail shops and consumers’ expectations from them. Originality/value The study introduces the concept of justice from the equitable wait, which is original in the queuing literature to the best of the author’s knowledge. The study also finds a new order of justice in the emerging market scenario.

The need for, and possibilities of, a second-order shift in evaluation practice are explored. Second-order evaluation practice enables an evaluator to improve practice as a skilled practitioner, acknowledging her embeddedness within an evaluand. The article explores evaluation practice as experienced by professional evaluators, using ideas from developmental evaluation coupled with systemic evaluation in the tradition of systems thinking in practice. Systemic evaluation aims to capture systemic sensibilities – the bigger picture – of complex turbulent situations of change underpinning evaluands. Attributes of second-order practice with systemic evaluation are understood as being aligned with both systemic and systematic modes of evaluation praxis. Personal experiences are provided where this juxtaposing praxis has been found wanting. By example, a systems thinking in practice framework is explored as heuristic support for making a second-order practice shift. The article concludes with a discussion of some implications for developments in professionalising evaluation practice and research.

In order to describe the evolution of the manufacturing system from disorder to order, the order parameters of synergetic is applied. According to the basic features and selection principles of the order parameters, the order parameter of manufacturing system and the order parameter evaluation index system are put. On this basis, the quantitative analysis model on order degree of manufacturing system is proposed. The order degree of manufacturing system according to the statistical data from year 2000 to 2008 in China is taken out. The results show that the order degree of the manufacturing system in China which gradually and orderly develops to the benign direction is increasing year by year. It conforms to the current situation of manufacturing industry in China.

This article deals with the relation between evaluation of school performance and other types of evaluation. The purpose of this paper is not to propose internal school evaluation as the central axis in the teaching-learning process, considering the ethical, political, pedagogical and social aspects throughout the evaluation process. The method was the direct observation of the evaluation routines, in state schools of Juazeiro do Norte-Ceará. Bibliographic research was also used to interpret the content. The arguments were constructed in order to renew the discussion on the subject, making possible new relations. The results led us to believe that the pedagogical alignment of school evaluation with other types of evaluation is an essential tool within a systemic view of education. There are interchangeable relations between these evaluations, with implications in the relations among the social actors, in a quest for social equity. Therefore, the bases of school evaluation tend to change, starting from an ethical and political stance, that begin at the local level, within the school. All forms of evaluation, internal and eternal, should contribute to consolidate the circle of communication between the social actors involved in schooling and to "feed" an information network in order to support more effective public education policies.
