Annotation:
The information maintenance technology of machine operator training quality assessment with numerical programmed control (the machine operator), which ensures the operation of the “Operator – Machine Tool – Part Manufacturing Program” (OMMP) system, has been studied. The methods used to obtain primary empirical self-assessments, expert assessment and standardized estimates of the industry standard for calculating: 1) The index of professional competence of the machine operator, where self-assessments and expert assessments are combined; 2) The index of quality assessment of machine operator training, where the series of expert assessments and standardized assessments of the industry standard are combined, separately, for each of the four levels of complexity of the part-processing control program. The proposed mathematical methods of index estimates simplify the process of comparative analysis and establish a relationship between the growth index of the professional machine operator competence formation and the effectiveness of the information maintenance technology index for assessing the quality of its training by state certification methods. It has been experimentally proved that raising the level of qualification through the means of state certification has a significant effect on the growth of the level of professional competence and the quality of machine operator training. The effectiveness of information technology to support the quality assessment of machine operator training is provided by subjective factors (formed qualities of the operator’s personality) in conjunction with the external (objective) factors causing them to form.

Sistem Pengelolaan Aset Desa (SIPADES) is a village asset administration recording application. This application provides orderly administrative facilities for the village so that the risk of losing assets can be reduced. The purpose of this study is to test and prove various individual aspects that affect operator competence in running SIPADES. The focus of the study is on the internal factors which include anxiety and computer attitudes. Another factor tested was operator training in using SIPADES in the Situbondo District Government. The data used in this study are primary data. The technique of obtaining data using a survey method. The population that is the object of research is all of the operator of the SIPADES application in Situbondo Regency. Four hypotheses were tested using multiple regression. The gender variable was used as the control variable. The results show that all hypotheses can be accepted. The variables of anxiety, attitude, and training have an effect on the operator's competence in operating SIPADES. The implication of the research is that the village government should increase the number of SIPADES operator training. This training can increase competence to run applications.

Purpose – Excavator productivity calculations embrace myriad variables, which in turn, can be modelled in several ways. A key productivity variable is operator competence (O c ) because this can impact on so many of the other variables. Earlier research has studied excavator productivity, but little has attempted to simultaneously model productivity variables in relation to O c . The purpose of this paper is to address the void in extant literature. Design/methodology/approach – A numeric, theoretical analysis is undertaken using the Caterpillar® hydraulic excavator productivity model to estimate excavator production, given: first, variance in modifying factors based on derived maximum and minimum values; and second, variance resulting from linear calculations based on excavator operator competence. Findings – Excavator productivity resulting from incremental variance of modifying factors in isolation is shown to be linear except, in the case of bucket payload. Simultaneous application of modifying variables results in a greater, curvilinear productivity trend; while it is demonstrated that quantification of key modifying factors can to a significant extent be related to operator competence. Research limitations/implications – Findings add to productivity literature generally and to that of plant and equipment more specifically. Results will help productivity estimation of excavation in a practical sense while informing subsequent design of an empirical academic research of this problem. Originality/value – Originality relates principally to determining modifying factor ranges and their analysis of simultaneous effect on each other, especially, as influenced on assumptions of operator competence.

The Expertise Competency Test (UKK) aims to measure the achievement of student competence at a certain level according to the competence of skills taken during the learning period in SMK. UKK is implemented by education units in the form of practical exams that test aspects of knowledge, skills, and attitudes. UKK is implemented using standards set by industry, Professional Certification Institutions, and/or test kits issued by the Ministry of Education and Culture. The education unit that organizes UKK must be declared eligible as a place for professional competence testing. As in the previous year, UKK scores will be calculated as school exam scores for vocational competency subjects. The UKK toolkit issued by the Ministry of Education and Culture is open and test takers can practice using the exam tool before the exam. In general, the Expertise Competency Test consists of: (1) Vocational Practice Questions (SPK) in the form of assignments for test participants to create or process and work on a product/service; (2) Practice Question Assessment Guidelines (PPSP) are instruments used to score each assessment component, competency achievement, and assessment criteria/rubric, assessment sub-component, competency achievement, and assessment criteria/rubric; and (3) the Verification Instrument for the Operator of the Vocational Practice Exam (InV) is an instrument used to assess the feasibility of an educational unit or other institution as a place to administer the Vocational Practice exam. Maritime transport logistics outgrows the competence of classic freight forwarders deleting the boundaries among forwarders, brokers, and carriers and creates a new profession, logistics operator. They are now faced with the need for careful planning and coordination among multiple parties for shifting the freight logistics industry towards more sustainable goals. Significant need for political and operational respect of principles of sustainable development, and also external costs in this context, undertakes logistics operators to review their solutions in accordance with adequate knowledge, skills, and competencies. It is particularly important in forecasting the external costs which are not a central business interest. The above mentioned competencies are described focusing on subjects (issues and knowledges) through whom logistics operators should be trained. Moreover, logistics operators have a greater responsibility towards carriers but also an opportunity to reduce not only the cost of transportation but also the external costs within the logistic supply chain. In this paper calculation of external costs is, practically, shown in the example of towing in the port. The old education programs were compared with the new demands of the market. The substantial difference was evident in the subject of Marine Ecology whose content is becoming the central issue of sustainability of transport modalities. New competencies of logistics operators will become the relevant factor of sustainable development and competitiveness on the freight logistics market. That confirm the analysed current projects about present trends in the transport sector in which the green logistics including external costs become the important and binding element of cargo flow planning.

Resumen: La regulación respecto los derechos de los pasajeros en el transporte aéreo tiene por objeto que aquellos consumidores se vean completamente resarcidos por los perjuicios que pudieran sufrir en el desarrollo de su vuelo, y que el pasajero pueda hacer valer sus derechos frente al transportista u operador aéreo en caso de cancelación, denegación de embarque o retraso significativo del vuelo. Este derecho de compensación plantea cuestiones relevantes de competencia judicial internacional, a la hora de determinar los tribunales ante los que el pasajero debe acudir para ejercitar de forma efectiva su derecho. En un sector como el de transporte aéreo de pasajeros es habitual la inclusión de cláusulas de elección de tribunales dentro de las condiciones y términos del transporte impuestas por el operador y cuya eficacia habrá de evaluarse a la luz del Derecho internacional privado.Palabras clave: transporte aéreo internacional, pasajeros, Convenio de Montreal, competencia judicial internacional, Derecho aplicable.Abstract: The regulation regarding passenger passenger rights in air transport aims to ensure that consumers are fully compensated for the damages they may suffer in the development of their flight, and that the passenger can assert their rights against the carrier or operator air in case of cancellation, denied boarding or significant flight delay. This right of compensation raises relevant issues of international judicial competence when determining the courts before which the passenger must go to effectively exercise their right. This study is based on a corpus of 110 dialogs recorded in a medical assistance telephonist's workstation. Given the nature of the task, we have considered five main variables in dialog (topics) as well as their order of occurrence (sequences). These data were analyzed with a lexical analysis program. Results show a great difference between Operator/Specialist dialog and Operator/Nonspecialist dialog. Dialog “script” is very strong in the first case in which the operator merely plays a feedback role (routine procedures). If the caller is a private individual, the situation is often an indefinite problem, and the operator may have to adapt to the person (weak script) to obtain relevant information as quickly as possible (problem-solving procedures). This provides confirmation of the operator's twofold competence (efficient decision-making, dialog management).

The study aims to determine the effect of the Agency Level Financial Application System (SAKTI), the competence of Human Resources (SDM), Internal Control (PI) on the Quality of Government Financial Reports (KLKP). This study uses a quantitative approach. Data was collected through questionnaires from 92 respondents to the SAKTI application operator at the Directorate General of Treasury's work unit, Ministry of Finance. Data analysis using SmartPLS. The results showed that the implementation of SAKTI and PI had a significant effect on KLKP, while SDM competencies had no effect on KLKP. This research is limited to conduct within the work unit of the Directorate General of Treasury on the island of Java.

AbstractHeavy equipment industry ia an employment sector with potentially high rate of accidents, which might occur due to the operator's own fault, where he or she does not have competence in operating such an equipment. This operator's fault accident ranks number two after that of the mechanic's accident rate, which is the focus of this research. In line with the latest digital electronical development, companies have been able to solve problems confronted with operators, one of which is through the application of biometric authorization device, which has been expected to be able to reduce the rate in the industrial accidents in heavy equipment rental. This device works by requiring authorization of the operator without inserting the manually inserted Ignition key to the machine, but the operator' fingerprint that has been authorized into the system to operate such a machine. This, in turn, Will be able to reduce risks of getting an accident among operators. Fingerprint has Ita function to recognize the operator's identity as well as password to the electronical Ignition key to the machine that not everybody can get acceses to operating the machine to start it up. Design of this electronically controled device is to produce biometrically engine start-up relpacing the currently recognize Ignition switch to crank and switch off the engine using microcontrolled ATmega328P sytem. Seiring dengan perkembangan teknologi elektronika digital dewasa ini, maka persoalan-persoalan yang dihadapi mampu untuk dipecahkan dan disolusikan yang dialami perusahaan terhadap para operator dilapangan, salah satunya adalah biometric authorization, yang diharapkan dapat mengurangi tingkat kecelakaan kerja didunia industri rental alat berat yang pekerjaannya memerlukan proses otorisasi para operatornya, dimana yang biasanya autorisasi tersebut biasanya menggunakan kunci kontak akan diganti dengan sidik jari (fingerprint). hanya operator yang telah terotorisasilah yang dapat masuk kedalam sistem tersebut untuk mengoperasikan unit. Sehingga diharapkan dapat meminimalisir kecelakaan kerja dikalangan operator. Fingerprint berfungsi sebagai identitas operator dan password sebagai kunci elektroniknya. Dengan menggunakan fingerprint seseorang tak akan mudah mengoperasikan unit dengan sembarangan karena hanya sang operator yang sudah terotorisasi yang bisa starting engine. Tujuan dari pembuatan alat ini adalah untuk merancang dan membuat biometric starting engine otomatis menggantikan fungsi key star switch yang selama ini digunakan untuk cranking engine dan turn off the engine dengan kendali akses menggunakan fingerprint dan password berbasis mikrokontroler ATmega328P. This article provides an ethnographic example of a practice-based approach to water governance. It presents the situated case study of a canalero (canal operator) in the everyday water distribution of an irrigation system in Western Mexico. The canalero represents the low-ranked field operators at the frontline of many water provision organizations around the world, thereby providing a wider relevance to this case study. In spite of different waves of modernization that aimed to reduce ‘the human element’ and control water flows from a distance, canaleros still operate the manually adjustable gates and intakes in many medium and large open canal irrigation systems. Through a precise documentation of the daily routines of administering water, money, and data flows, anticipating shortages and mediating between conflicting demands, we conceptualize their semi-autonomous field of competent action. In contrast to a rule-based or normative approach to water governance, we will argue that the canaleros’ cognition and competencies in mediating multiple resource flows are embodied and situated in specific social, technical and spatial arrangements for water provision. However, this field of professional competence is not clearly delineated and gets regularly contested in practice. The water operators deal with these ‘problems of control’, by drawing on their situational knowledge and embodied cognition acquired on-the-job. This case study outlines a framework for a practice-based and decentered study of water governance, focused on cognitive processes in water provision arrangements.

The paper presents an approach to evaluating the effectiveness of physical protection systems (PPS). Considering the fact that different processes are subject to universal physical laws and principles of development, a parallel was drawn between the concepts of conflict resolution field to description of interaction in the system “outsider – PPS”. The description of mathematical model in the form of dependence with respect to the real conflict in the system “outsider – PPS” is given. The result of the model analysis is determination of the parameter, allowing estimating the rate of threat increase in conflict situation. Also competence of PPS operator is considered in the framework of the work. Furthermore, actions of operator were taken as a key factor affecting the efficiency of the whole security system. To resolve identified issues ways to develop special qualities required for the operator and their professional skills through training were suggested. Also the issues of control of psychophysiological characteristics of PPS staff were addressed.

The purpose of the paper is to identify the features of minimizing cross-cultural and interpersonal conflicts through effective management and recommended methods of resolution. The paper examines the conflict of tourism between tourists and representatives of the tourist enterprise. Methods for overcoming cross-cultural and interpersonal conflicts of a tourist enterprise have been developed. The essence of conflict management is to form effective measures to avoid conflicts among tourism staff and tourists. The problems of overcoming conflicts in the tourism sector are now very acute. In this regard, it is necessary to constantly improve the system of staff training, increase the level of competence. The focus should be on the end result and therefore guidance is provided. It is also proposed to improve the preparation of transfer guides to resolve interpersonal conflicts between tourists. Introduction of business games and trainings for the development of staff competence and conflict prevention.

The maritime industry is considered the backbone of the global economy, enabling efficient transport of goods with a commercial value of about $829 Billion USD through a network of over 90,000 ships, and employing approximately 1.6 million people worldwide. Maritime navigation is a complex and dynamic operational process. On a vessel, demands are put on the human operators (e.g., the captain) with regards to their competence and task execution, as well as the reliability of the technical system. Understanding and assessing human performance is imperative to optimize individual factors for safe and efficient voyages. The human operator and the technical system are interdependent for ensuring this, and sociotechnical characteristics of the system and operations should thus be considered in the assessment. Recent accidents call for a further understanding of this interdependent relationship between socio-related and technical aspects of maritime operations. This paper proposes a conceptual framework using a Bayesian Network and expert elicitation methods to systematically organize maritime navigational demands.

This study describes (1) the work process analysis of the production stage in the industry, (2) the required competency and skills of CAD/ CAM and CNC in the industry, (3) the implementation of the basic competency of CAD/ CAM and CNC in vocational high schools, (4) the link and match between the competency of vocational high schools graduates and the industry on CAD/ CAM and CNC. The descriptive-qualitative method was employed by involving 8 people from Mega Andalan Kalasan Ltd (MAK) and 5 people from vocational high schools. The data were collected through observation and interviews which were further analyzed descriptively. The findings indicate (1) the work process analysis map the competencies that must be owned by the workforce including CAD drafter, CAM programmer, and CNC operators in which each workforce involved 4 work process sequences, (2) the competency of CAD/ CAM and CNC described the knowledge and psychomotor activities. In detail, the activity of the CNC machine setting produced knowledge competence and the skills of 36.5% and 26.7% respectively. The operating CNC machine produced the knowledge competence and skills of 25.4% and 23.3% respectively. The 3D drawing and 2D CAD systems produced the knowledge competence and skills of 19% and 23.3% respectively, CAM Programming generated the knowledge competence and skills of 19% and 26.7% respectively, (3) the implementation of basic competencies can be categorized as good, (4) there are two competencies fulfilled the link and match between the vocational high schools' competencies and industry, namely manufacturing drawing competency with CAD as well as mechanical competency with CNC and CAM.

GMDSS alerting was introduced in order to automate the call for search and rescue of a ship in distress, through the utilization of the most modern terrestrial and celestial communication systems. However, the GMDSS suffers from the inefficiencies associated with equipment design, operator competence and, most importantly, with those relevant to the equipment–operator interface. The GMDSS inefficiencies are frequently manifested in the form of false alerts, which apart from using resources, degrade the overall effectiveness of the SAR operation. In this paper, the GMDSS post-full-implementation record of false alerts received by the Greek MRCC is presented and analyzed. The observed persistence of high incidence of false alerts dictates the need for the proposal of further measures to combat false alerts, to promote the intended mission of the system and to generally improve the safety of navigation at sea.

Maritime Autonomous Surface Ship (MASS) has been developed recently, and demonstration projects have been carried out internationally. Considering the full autonomous level is unlikely to be addressed shortly, remote control centre and Remote Operator (RO) will play a vital role in the MASS system. Although competence of watchkeeping at the ship’s bridge is inevitable for RO to avoid ship accidents caused by human errors, international requirements have not been introduced yet. This paper presents a way to develop the regulatory framework on the competence of RO based on the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) by exploring the concept of Situation Awareness (SA). Goal-Based Gap Analysis (GBGA) is constructed based on the human-behaviour model and the required information for SA. A case study through the mini focus group discussion with interviews by a total of three (3) veteran instructors of training ships is conducted utilising the information including the results of previous demonstration projects on the remote control. The results show the relationship between required information and ship sense, shortage of these factors when RO is operating, additional competence and possible regulatory requirements for RO. The findings support the usefulness of GBGA and pave the way to develop a regulatory framework for RO further.

Among innovations to improve procedural safety and success, bronchoscopic guidance of percutaneous dilatational tracheostomy has been advocated and successfully implemented by multiple groups. Most published literature focuses on the percutaneous dilatational tracheostomy operator, with scarce descriptions of the bronchoscopic particularities of the procedure. In this article, we provide 10 suggestions to enhance specific procedural aspects of bronchoscopic guidance of percutaneous dilatational tracheostomy, and strategies to optimize its teaching and learning, in order to promote learners’ competence acquisition and increase patient safety.

The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

Many actors claim to be experts of specialized knowledge, but for this expertise to be perceived as legitimate, other actors in the field must recognize them as authorities. Using an automated topic-model analysis of historical texts associated with the U.S. amateur radio operator movement between 1899 and 1927, we propose a process model for lay-expertise legitimation as an alternative to professionalization. While the professionalization account depends on specialized work, credentialing, and restrictive jurisdictional control by powerful field actors, our model emphasizes four mechanisms leading to lay-expert recognition: building an advanced collective competence, operating in an unrestricted public space, providing transformational social contributions, and expanding an original collective role identity. Our analysis shows how field expertise can be achieved outside of professional spaces by non-professionalized actors who master activities as a labor of love. Our work also reveals that lay-expertise recognition depends on the interplay between collective identities and collective competence among non-professional actors, and it addresses the shifting power dynamics when professional and non-professional actors coexist and strive for expertise recognition.

Four eras of differing training are identified, each determined in part by the needs of the time. The eras are identified as the Ologist, the Operator, the Operologist, and the Managoperologist. A case is made to retain training of different natures for professional foresters and technologists, based on differing job performance expectations. Course content of programs is outlined. It is recommended that performance, not time, be used to measure competence. Outside experts are encouraged to contribute to the training programs. Seminars are examined as a supportive teaching aid.

The Mixed Initiative Team Performance Assessment System (MITPAS) provides such a comprehensive measurement methodology. MITPAS consists of a methodology, tools and procedures to measure the performance of mixed manned and unmanned teams in both training and real world operational environments. This paper shows results of an initial experiment conducted to validate the Situation Awareness Global Assessment Technique (SAGAT) methodology as part of the MITPAS tool and gain insight into the effect of robot competence on operator situation awareness as well as on overall human-robot team performance.

Abstract Quorum sensing plays crucial roles in bacterial communication including in the process of conjugation, which has large economical and health-related impacts by spreading antibiotic resistance. The conjugative Bacillus subtilis plasmid pLS20 uses quorum sensing to determine when to activate the conjugation genes. The main conjugation promoter, Pc, is by default repressed by a regulator RcopLS20 involving DNA looping. A plasmid-encoded signalling peptide, Phr*pLS20, inactivates the anti-repressor of RcopLS20, named RappLS20, which belongs to the large group of RRNPP family of regulatory proteins. Here we show that DNA looping occurs through interactions between two RcopLS20 tetramers, each bound to an operator site. We determined the relative promoter strengths for all the promoters involved in synthesizing the regulatory proteins of the conjugation genes, and constructed an in vivo system uncoupling these regulatory genes to show that RappLS20 is sufficient for activating conjugation in vivo. We also show that RappLS20 actively detaches RcopLS20 from DNA by preferentially acting on the RcopLS20 molecules involved in DNA looping, resulting in sequestration but not inactivation of RcopLS20. Finally, results presented here in combination with our previous results show that activation of conjugation inhibits competence and competence development inhibits conjugation, indicating that both processes are mutually exclusive.

Endobronchial ultrasound-guided transbronchial needle aspiration (EBUS-TBNA) is very operator dependent and has a long learning curve. Simulation-based training might shorten the learning curve, and an assessment tool with solid validity evidence could ensure basic competency before unsupervised performance.A total of 16 respiratory physicians, without EBUS experience, were randomised to either virtual-reality simulator training or traditional apprenticeship training on patients, and then each physician performed EBUS-TBNA procedures on three patients. Three blinded, independent assessor assessed the video recordings of the procedures using a newly developed EBUS assessment tool (EBUSAT).The internal consistency was high (Cronbach's α=0.95); the generalisability coefficient was good (0.86), and the tool had discriminatory ability (p<0.001). Procedures performed by simulator-trained novices were rated higher than procedures performed by apprenticeship-trained novices: mean±sdare 24.2±7.9 points and 20.2±9.4 points, respectively; p=0.006. A pass/fail standard of 28.9 points was established using the contrasting groups method, resulting in 16 (67%) and 20 (83%) procedures performed by simulator-trained novices and apprenticeship-trained novices failing the test, respectively; p<0.001.The endobronchial ultrasound assessment tool could be used to provide reliable and valid assessment of competence in EBUS-TBNA, and act as an aid in certification. Virtual-reality simulator training was shown to be more effective than traditional apprenticeship training.

Pengumpulan data dilakukan dengan melakukan wawancara, observasi dan telaah dokumen. Data kemudian dianalisis secara interaktif dan disajikan dalam bentuk deskriptif. Penelitian ini menjelaskan bahwa pelayanan E-KTP di Kantor Kecamatan Kaledupa berjalan optimal, pelayanan dilakukan dengan baik, penyampaian informasi yang jelas hingga pemberian layanan lainnya berlansung dengan baik. Hal ini dapat diukur melalui peran aparat menurut indikator daya tanggap (responsivenees), Kehandalan (Reability), Kompetensi (competence), Jaminan (assurance), Empati (emphaty) dan Akses (access). Hanya saja sarana dan prasarana yang terbatas dan operator yang tidak seimbang dengan jumlah masyarakat yang akan dilayani seringkali membuat pelayanan menjadi lambat dan tidak efektif.

The maquiladora industry in Mexico especially in the north of the country represents an important source of employment and social security, therefore, this article addresses the question of what would happen if new technologies displaced workforce in this economical sector? The objective of this research is to determine the maturity level of Industry 4.0 in the electronic maquiladora of Mexicali, in Baja California and its possible repercussions on the employment for operators and engineers. To understand and know the nature of this phenomenon, a case study was carried out on five of the most important companies in the region, the methodology used was quantitative and qualitative. Three surveys were designed based on the research of the Sectorial Model Reference Industry 4.0 made by the Valencian Institute of Business Competitiveness (IVACE) and the European Regional Development Fund and were applied to engineers in the department of investigation and development, operators, and to a Human Resources worker. In this regard was designed an interview that was applied to a key expert that gave us the point of view about the actual status of the developing of the industry 4.0 in the city of Mexicali. The overall conclusion is that the state of advancement of Industry 4.0 in the electronic maquiladora in Mexicali has an intermediate digital maturity (level 2-3), that is, in many cases the technology is known and used, but only by specific processes. Regarding the digital skills of engineers, it was found that they are highly trained to face the challenges of the new digital era, while the operator positions report a level of digital competence between low and medium, which places this profile of worker in a vulnerable situation for keep their position.

Propositions on the correctness of the extensions are proved: (1) The As-IFPA (As-IFPG) operator for the fuzzy measure — capacity of order two coincides with the Intuitionistic Fuzzy Choquet Averaging (Intuitionistic Fuzzy Choquet Geometric) operator; (2) The As-IFPA (As-IFPG) operator coincides with the Intuitionistic Fuzzy Probabilistic Averaging (Intuitionistic Fuzzy Probabilistic Geometric) operator when a probability measure is used in the role of a fuzzy measure. Connections between the constructed operators and the compositions of dual triangular norms [Formula: see text] and [Formula: see text] are constructed. The conjugate connections between the constructed operators are shown. Two illustrative examples on the applicability of the As-IFPA and As-IFPG operators are presented. Several variants of the new operators (1) for the decision-making problem regarding the fiscal policy of a country; (2) for the decision-making problem regarding the best global supplier selection according to the core competencies of suppliers for a manufacturing company are used. Interactions and dependencies among all the combinations of the criteria in the decision-making process are considered.

The advent of telerobotic systems has revolutionized various aspects of the industry and human life. This technology is designed to augment human sensorimotor capabilities to extend them beyond natural competence. Classic examples are space and underwater applications when distance and access are the two major physical barriers to be combated with this technology. In modern examples, telerobotic systems have been used in several clinical applications, including teleoperated surgery and telerehabilitation. In this regard, there has been a significant amount of research and development due to the major benefits in terms of medical outcomes. Recently telerobotic systems are combined with advanced artificial intelligence modules to better share the agency with the operator and open new doors of medical automation. In this review paper, we have provided a comprehensive analysis of the literature considering various topologies of telerobotic systems in the medical domain while shedding light on different levels of autonomy for this technology, starting from direct control, going up to command-tracking autonomous telerobots. Existing challenges, including instrumentation, transparency, autonomy, stochastic communication delays, and stability, in addition to the current direction of research related to benefit in telemedicine and medical automation, and future vision of this technology, are discussed in this review paper.

AbstractThis study explores Mandarin children’s competence with quantifier domain restriction. We present results from two experiments in which adults and four- to five-year old children evaluated two possible candidates for the domain selection associated with the distributive operator dou ‘all’ in Mandarin Chinese. In the first experiment, we investigated whether children and adults are capable of selecting an appropriate domain when two candidate NPs both appear inside dou’s quantification scope; i.e., both of the NPs c-command dou. In the second experiment, still two candidate NPs were presented, but one within dou’s scope and the other outside its scope. Our results indicate that four- to five-year-old children are capable of basic distributive computation associated with dou, but they may choose an NP that adults do not usually choose as the domain of dou, resulting in non-adult interpretations of distributive computation in certain cases. Based on the results, we propose that four- to five-year-old children are less certain about the domain restriction associated with dou-quantification. This proposal has important implications for the current debate on the acquisition of universal quantifiers, specifically, the problem of quantifier spreading. We explain children’s uncertainty about the domain restriction with a universal grammar-based statistical acquisition model.

This paper considers the feasibility of using augmented reality (AR) as a tool for enhancing visualization in maritime operations to avoid collision in different environmental conditions. According to the International Maritime Organization (IMO 2010), 90% of maritime accidents due to collisions at sea are caused in part by human error. This study investigates the new technology (AR) used to superimpose holographic images onto the real world; now reaching a state of readiness for commercial application. This paper demonstrates the competence of AR technology to serve as a maritime navigational aid. The research explores the viability of improving navigational safety in low visibility by projecting holograms of real-world objects in the same geo-location as the real object to make them “visible”. The paper presents the logical deconstruction of the technical problems and identified solutions, together with results of experiments used to validate the concept and technology readiness for real word maritime application. The paper presents a verified demonstrator; a proposed holographic bridge interface with an innovative way of presenting information using AR technology. Furthermore, it identifies that new technologies offer the opportunity for enhanced operator performances, with the expectation being that this should lead to reduce risk to persons, property, and the environment.

The article is aimed at substantiating the feasibility of creating a specialized postal bank in Ukraine, to define the list of related risks and possible directions for their reduction. The following key risks that hinder the establishment of a postal bank in Ukraine are identified: risk of lack of full control over the directions of investment of accumulated deposits of the population on the part of the NBU; liquidity risk; risk of non-compliance by the postal operator with economic standards that are mandatory for banking institutions; risk of capital deficit; risk of inability to support the postal operator with refinancing; risk of mass withdrawal of deposits by customers; risk of insufficient competence of «Ukrposhta» employees to comply with the requirements of financial monitoring; risks associated with the collection of large amounts of cash; risk of further growth of the share of the State-owned institutions in the banking market; risk of shortage of funds to close the agreement on the purchase of «Ukrposhta» by an already operating bank. Possible directions of minimization of these risks are proposed, in particular: implementation of key elements of successful experience in the banking services market of JSPPB «Aval»; defining as the target segment of clients of the new postal bank of the pensioners, who are currently customers of post offices, and as the basis of its resource base – the future pension and current accounts of individuals; use by «Ukrposhta» of the so-called «agency» model of financial services provision; association of «Ukrposhta» and «Oschadbank» into the State-owned Postal Bank; development of a list of key performance indicators for employees and branches of the new postal bank; development of a list of measures directed towards significantly improving the level of qualification of personnel of «Ukrposhta» branches; installation of POS-terminals and payment terminals in all post offices located in rural areas; establishment of individual economic standards for the new postal bank for the period of its full adaptation to activities in the banking market.

Abstract Objective.—To prevent medical errors, improve user performance, and enhance the quality, safety, and connectivity (bidirectional communication) of point-of-care testing. Participants.—Group A included 37 multidisciplinary experts in point-of-care testing programs in critical care and other hospital disciplines. Group B included 175 professional point-of-care managers, specialists, clinicians, and researchers. The total number of participants equaled 212. Evidence.—This study followed a systems approach. Expert specifications for prevention of medical errors were incorporated into the designs of security, validation, performance, and emergency systems. Additional safeguards need to be implemented through instrument software options and point-of-care coordinators. Connectivity will be facilitated by standards that eliminate deficiencies in instrument communication and device compatibility. Assessment of control features on handheld, portable, and transportable point-of-care instruments shows that current error reduction features lag behind needs. Consensus Process.—Step 1: United States national survey and collation of group A expert requirements for security, validation, and performance. Step 2: Design of parallel systems for these functions. Step 3: Written critique and improvement of the error-prevention systems during 4 successive presentations to group B participants over 9 months until system designs stabilized into final consensus form. Conclusions.—The consensus process produced 6 conclusions for preventing medical errors in point-of-care testing: (1) adopt operator certification and validation in point-of-care testing programs; (2) implement security, validation, performance, and emergency systems on existing and new devices; (3) require flexible, user-defined error-prevention system options on instruments as a prerequisite to federal licensing of new diagnostic tests and devices; (4) integrate connectivity standards for bidirectional information exchange; (5) preserve fast therapeutic turnaround time of point-of-care test results; and (6) monitor invalid use, operator competence, quality compliance, and other performance improvement indices to reduce errors, thereby focusing on patient outcomes. Context Operator training, quality control, and proper follow-up for out-of-range quality control (QC) events are crucial steps that must be adequately performed and documented to ensure excellent patient care and regulatory compliance. Objective To examine point-of-care testing (POCT) personnel training and QC documentation/compliance. Design Participants in a POCT documentation study of the College of American Pathologists Q-Probes program collected data retrospectively for glucose and urine dipstick testing regarding test operators, operator competency assessment, and QC documentation. Documentation was assessed for participant adherence to 4 quality indicators: (1) whether test operator training was up to date, (2) whether the test operator names were noted in the test records, (3) whether QC was performed, and (4) whether out-of-range QC events were followed up. Data were analyzed for associations with institutional demographic and practice variables. Results The institutional median number of POCT personnel was 648 for blood glucose and 76 for urine dipstick testing, with a median number of 105 948 glucose tests and 9113 urine tests performed. Ninety-four percent (3830 of 4074) of the test operators completed training or competency assessment within the prior 12 months, 96.8% (21 603 of 22 317) of the test records documented the operator, and 95.7% (19 632 of 20 514) of the expected QC events (per institutional regulations) were documented. Approximately 3% (659 of 20 514) of the QC events were outside the designated range (an average of 6 out-of-range QC events were identified per institution [n = 106]). Of the out-of-range QC events, 92.6% (610 of 659) had documentation of appropriate follow-up. Most laboratories (176 of 179; 98.3%) violated specimen requirements by storing POCT urine specimens for less than 24 hours. Conclusions There was greater than 90% compliance for POCT documentation and nearly 96% of expected QC events were properly documented.

Previous research has evaluated the sensitivity and specificity of emergency medicine ultrasound (EMU); however, the literature on clinical governance issues such as the quality of training, competence of the operator, development of clinical guidelines or standard setting within individual trusts is very limited. Although national guidelines have been issued regarding governance of non-radiology performed ultrasound, it is unclear whether the expectations provided within the guidance are being implemented in clinical practice. The aim of this study was to explore the clinical governance and service provision of emergency medicine practitioners who had attended a two-day formal training course on EMU. The method used was a prospective non-randomized study using an electronic questionnaire to 160 clinicians who had attended a two-day EMU course. The questions investigated the clinicians’ EMU clinical practice in their departments including profession, grade, number of scans, types of examinations, equipment used and clinical governance arrangements such as scope of practice, audit, guidelines, support, archiving of reports and images. Responses were obtained from 59 of 160 (37%) delegates. The mean time they had been involved in emergency medicine was 8.31 years. Most (73%) were performing EMU in their current roles. Nearly all (86%) felt that the two-day course had given them adequate training and over half were performing extra examinations to those taught on the course. Only 23 (39%) respondents had supervision in their workplace after the course. Less than half (46%) were aware of national EMU guidelines, and only 22% of respondents indicated there were local clinical guidelines in place. A significant proportion of departments (37%) do not undertake audit. In conclusion, most of the respondents were not aware of the national guidelines around EMU and there was a lack of evidence that clinical governance issues were being enforced by all trusts. Many departments showed a limited use of clinical guidelines, audit regimes or competency assessment.

ABSTRACT Aim The aim of this scientific work is to illustrate the technique of shaping the root canal system using the multistep technique. Background Over time, various endodontic instrumentation techniques have been put forward, from the “step-back” technique (apical–coronal) to the “crown-down” technique (coronal–apical), the “double-flared” technique, and the most recent “single-length” technique. Technique The multistep technique involves six steps, one of the main objectives of these being the safety of the use of mechanical instruments with a reduction in the risk that they fracture. This technique (“mixed”) provides for the use of both manual instruments in stainless steel and mechanical instruments in nickel titanium (Ni-Ti). Conclusion The multistep technique is based on a standardized, flexible, and clinical protocol, which can provide for a reduction in the number of endodontic passages and instruments used and, therefore, a simplification of the operating procedure depending on both the difficulty of the root canals and the competence of the operator. Clinical significance This technique is a technique for shaping the endodontic space that allows the set objectives of endodontic therapy to be reached in a predictable way with a reduced risk of iatrogenic complications.
