The information maintenance technology of machine operator training quality assessment with numerical programmed control (the machine operator), which ensures the operation of the “Operator – Machine Tool – Part Manufacturing Program” (OMMP) system, has been studied. The methods used to obtain primary empirical self-assessments, expert assessment and standardized estimates of the industry standard for calculating: 1) The index of professional competence of the machine operator, where self-assessments and expert assessments are combined; 2) The index of quality assessment of machine operator training, where the series of expert assessments and standardized assessments of the industry standard are combined, separately, for each of the four levels of complexity of the part-processing control program. The proposed mathematical methods of index estimates simplify the process of comparative analysis and establish a relationship between the growth index of the professional machine operator competence formation and the effectiveness of the information maintenance technology index for assessing the quality of its training by state certification methods. It has been experimentally proved that raising the level of qualification through the means of state certification has a significant effect on the growth of the level of professional competence and the quality of machine operator training. The effectiveness of information technology to support the quality assessment of machine operator training is provided by subjective factors (formed qualities of the operator’s personality) in conjunction with the external (objective) factors causing them to form.

Sistem Pengelolaan Aset Desa (SIPADES) is a village asset administration recording application. This application provides orderly administrative facilities for the village so that the risk of losing assets can be reduced. The purpose of this study is to test and prove various individual aspects that affect operator competence in running SIPADES. The focus of the study is on the internal factors which include anxiety and computer attitudes. Another factor tested was operator training in using SIPADES in the Situbondo District Government. The data used in this study are primary data. The technique of obtaining data using a survey method. The population that is the object of research is all of the operator of the SIPADES application in Situbondo Regency. Four hypotheses were tested using multiple regression. The gender variable was used as the control variable. The results show that all hypotheses can be accepted. The variables of anxiety, attitude, and training have an effect on the operator's competence in operating SIPADES. The implication of the research is that the village government should increase the number of SIPADES operator training. This training can increase competence to run applications.

Purpose – Excavator productivity calculations embrace myriad variables, which in turn, can be modelled in several ways. A key productivity variable is operator competence (O c ) because this can impact on so many of the other variables. Earlier research has studied excavator productivity, but little has attempted to simultaneously model productivity variables in relation to O c . The purpose of this paper is to address the void in extant literature. Design/methodology/approach – A numeric, theoretical analysis is undertaken using the Caterpillar® hydraulic excavator productivity model to estimate excavator production, given: first, variance in modifying factors based on derived maximum and minimum values; and second, variance resulting from linear calculations based on excavator operator competence. Findings – Excavator productivity resulting from incremental variance of modifying factors in isolation is shown to be linear except, in the case of bucket payload. Simultaneous application of modifying variables results in a greater, curvilinear productivity trend; while it is demonstrated that quantification of key modifying factors can to a significant extent be related to operator competence. Research limitations/implications – Findings add to productivity literature generally and to that of plant and equipment more specifically. Results will help productivity estimation of excavation in a practical sense while informing subsequent design of an empirical academic research of this problem. Originality/value – Originality relates principally to determining modifying factor ranges and their analysis of simultaneous effect on each other, especially, as influenced on assumptions of operator competence.

The Expertise Competency Test (UKK) aims to measure the achievement of student competence at a certain level according to the competence of skills taken during the learning period in SMK. UKK is implemented by education units in the form of practical exams that test aspects of knowledge, skills, and attitudes. UKK is implemented using standards set by industry, Professional Certification Institutions, and/or test kits issued by the Ministry of Education and Culture. The education unit that organizes UKK must be declared eligible as a place for professional competence testing. As in the previous year, UKK scores will be calculated as school exam scores for vocational competency subjects. The UKK toolkit issued by the Ministry of Education and Culture is open and test takers can practice using the exam tool before the exam. In general, the Expertise Competency Test consists of: (1) Vocational Practice Questions (SPK) in the form of assignments for test participants to create or process and work on a product/service; (2) Practice Question Assessment Guidelines (PPSP) are instruments used to score each assessment component, competency achievement, and assessment criteria/rubric, assessment sub-component, competency achievement, and assessment criteria/rubric; and (3) the Verification Instrument for the Operator of the Vocational Practice Exam (InV) is an instrument used to assess the feasibility of an educational unit or other institution as a place to administer the Vocational Practice exam. Maritime transport logistics outgrows the competence of classic freight forwarders deleting the boundaries among forwarders, brokers, and carriers and creates a new profession, logistics operator. They are now faced with the need for careful planning and coordination among multiple parties for shifting the freight logistics industry towards more sustainable goals. Significant need for political and operational respect of principles of sustainable development, and also external costs in this context, undertakes logistics operators to review their solutions in accordance with adequate knowledge, skills, and competencies. It is particularly important in forecasting the external costs which are not a central business interest. The above mentioned competencies are described focusing on subjects (issues and knowledges) through whom logistics operators should be trained. Moreover, logistics operators have a greater responsibility towards carriers but also an opportunity to reduce not only the cost of transportation but also the external costs within the logistic supply chain. In this paper calculation of external costs is, practically, shown in the example of towing in the port. The old education programs were compared with the new demands of the market. The substantial difference was evident in the subject of Marine Ecology whose content is becoming the central issue of sustainability of transport modalities. New competencies of logistics operators will become the relevant factor of sustainable development and competitiveness on the freight logistics market. That confirm the analysed current projects about present trends in the transport sector in which the green logistics including external costs become the important and binding element of cargo flow planning.

Resumen: La regulación respecto los derechos de los pasajeros en el transporte aéreo tiene por objeto que aquellos consumidores se vean completamente resarcidos por los perjuicios que pudieran sufrir en el desarrollo de su vuelo, y que el pasajero pueda hacer valer sus derechos frente al transportista u operador aéreo en caso de cancelación, denegación de embarque o retraso significativo del vuelo. Este derecho de compensación plantea cuestiones relevantes de competencia judicial internacional, a la hora de determinar los tribunales ante los que el pasajero debe acudir para ejercitar de forma efectiva su derecho. En un sector como el de transporte aéreo de pasajeros es habitual la inclusión de cláusulas de elección de tribunales dentro de las condiciones y términos del transporte impuestas por el operador y cuya eficacia habrá de evaluarse a la luz del Derecho internacional privado.Palabras clave: transporte aéreo internacional, pasajeros, Convenio de Montreal, competencia judicial internacional, Derecho aplicable.Abstract: The regulation regarding passenger passenger rights in air transport aims to ensure that consumers are fully compensated for the damages they may suffer in the development of their flight, and that the passenger can assert their rights against the carrier or operator air in case of cancellation, denied boarding or significant flight delay. This right of compensation raises relevant issues of international judicial competence when determining the courts before which the passenger must go to effectively exercise their right. In a sector such as passenger air transport, it is usual to include clauses for the selection of courts within the conditions and terms of transport imposed by the operator and whose effectiveness will have to be evaluated in the light of private international private law.Keywords: international air transport, passengers, Montreal Convention, international jurisdiction, applicable law.

By promoting and utilizing the workforce’s kowledge, skills, education and competence the organisation can achieve long-term success.The purpose of this work is to investigate how planning and management of the operators competence can be reflected in the production. The primary questions that are intended to be answered in this work are:In which ways can a production prove to be vulnerable in terms of the competence among operators and their quantities?What effects can be achieved by broadening the competence among operators thru learning multiple machines? And how will it be possible to achieve a broadening of the competence?The aim of this case study is to present suggestions on how the competence among operators can be increased to achieve a more flexible production.The result showed that the production became vulnerable in flexibility in form of transfering personnel between machines and to replace absence when the quantity of operators has been strictly adapted to the number of machines. Since the operators received no opportunity to develop their competence they were instead limited to their orginal workplace. A competence matrix on minifactory level containing current state, target and activity list were presented as one of the suggestions to easier identify where the operators competence level is.

O setor de telefonia vem passando por transformações em seus canais de vendas nos últimos anos, o que tem afetado a forma como as competências organizacionais e funcionais são transmitidas para toda a rede de canais de distribuição das operadoras. A presente pesquisa visa a identificar e descrever quais são as principais lacunas existentes no desdobramento das competências organizacionais e funcionais de agentes autorizados que apresentam contrato de representantes comerciais junto a uma operadora de telefonia móvel do Estado do Rio Grande do Sul. Para tanto, a pesquisa envolveu a percepção tanto de proprietários quanto de funcionários da operadora, a fim de comparar tais visões e, assim, identificar pontos de convergência e divergência que pudessem se caracterizar em lacunas no desdobramento das competências. Foram entrevistadas 11 pessoas, sendo seis proprietários de agentes autorizados e cinco funcionários da operadora. A partir das entrevistas, foram identificadas 13 variáveis significativas quanto ao desdobramento das competências, que foram posteriormente reagrupadas em seis categorias de análise, realizando-se a identificação e descrição das percepções de cada um dos grupos de forma individualizada (em um primeiro momento), para posteriormente se proceder à comparação de tais visões. A partir desta comparação frente às seis categorias é que foi possível identificar as 22 lacunas que delas emergiram e que formam os principais fatores a serem desenvolvidos pela operadora para que haja o desdobramento das competências.
Over the last few years, the telephony industry has been experiencing transformations in its sales channels. Such adjustments have caused an impact on the way functional and organizational competences are transferred to the operator’s distribution channel networks. The present research intends to identify and delineate the main gaps that arise in the unfolding of functional and organizational competences with the authorized dealers who hold a business representative contract with a mobile telephony operator company in Rio Grande do Sul, Brazil. In order to identify the converging and diverging aspects that could constitute gaps in the unfolding of competences, this research confronted both the perceptions of the authorized dealer’s and the operator company employee’s. A total of 11 people were interviewed, 6 of whom were authorized dealers and 5 were employees of the operator company. From this interview’s, 13 important variables were initially identified and later regrouped into 6 categories for analysis. Individualized identification and description of the perceptions of each group was performed at first and comparison of the different points of view followed. From such comparison, it was possible to identify 22 points of divergence which comprise the main parameters to be improved by the operator so that the unfolding of competences can happen in a satisfactory manner.

Most South African manufacturing companies provide some sort of training for its shop floor employees to help them improve productivity and reduce wastage. Unfortunately, training presented on-the-job to operators is more often than not implemented in an unstructured and unplanned manner, usually when a crisis occurs and fires need to be put out quickly. The introduction of the National Qualifications Framework (NQF) demands that training practitioners structure their training efforts and ensure that all training leads to national qualifications. This study is aimed at making a contribution towards the NQF and in particular, the development of shop floor employees. Firstly, a model for operator training was developed from a survey of the relevant literature. This phase of the study identified the components of the model and their respective guidelines. Secondly, the model was e.mailed to managers working in confectionery companies requesting their opinion on the guidelines of the model. Lastly, the feedback received from the empirical study was evaluated, conclusions were drawn and recommendations made, based on the information obtained from both the literature study and empirical study. The results from the empirical study indicated strong concurrence with the theoretical model on operator training. In contrast to theory that the use of rewards after training results in improved productivity, the majority of respondents disagreed with the implementation of a reward What are the long term benefits to an organization with a productivity reward system in place? · What kind of reward system would work best in the confectionery industry? · How would management implement an effective performancerelated reward system at shop floor level?

The United States cable television industry is experiencing fierce competition from telephone companies and content providers, as well as new and possibly unknown entrants. As organizations in the industry are currently dealing with competitor firms' ability to enter the domains of media, entertainment, and communications bundled services, areas that were traditionally controlled by the cable companies. The commoditization of voice, video, and data networks has led cable companies to rethink how they are going organize to be able to compete, service customer needs, and keep competitors from entering their domains, while maintaining best-in-breed product differentiation. In order for the cable companies to maintain their dominant position, I argue in this thesis that the firms must change from being a single service cable company, to being multi-service operators (MSO). This change in operations requires a new organization structure.

A gestão de relacionamentos com os clientes ou CRM (Customer Relationship Management) tem vindo a ganhar cada vez mais importância para as organizações que procuram uma vantagem competitiva sustentável face aos concorrentes. O sector das telecomunicações sofreu muitas alterações nos últimos anos, sobretudo devido aos grandes avanços tecnológicos, que levaram as empresas a lançar novos produtos e serviços, criando um cenário de forte concorrência. Para se diferenciarem, as empresas passaram a focar-se nos clientes, procurando estabelecer relacionamentos rentáveis e duradouros, através de estratégias de CRM. No entanto, a diminuição das margens do negócio levaram a um movimento de consolidação no sector, que estamos a viver actualmente, com a convergência de duas grandes empresas portuguesas de telecomunicações. A presente investigação procura estabelecer um olhar crítico sobre a convergência das estratégias de CRM das duas empresas, no segmento dos clientes empresariais. A metodologia utilizada foi de natureza qualitativa e exploratória, através de um estudo de caso único. A recolha de dados foi realizada por intermédio de 12 entrevistas realizadas em Dezembro de 2008 e Janeiro de 2009, análise de documentos e observação directa. Os dados recolhidos foram classificados por categorias e analisados à luz da rede de competências para CRM enunciada por Pedron (2009) e de relacionamentos enunciados por Gummesson (2005). Esta investigação procura contribuir para a reflexão actual sobre a implementação de CRM nas organizações, com uma análise concreta, que pode ser útil, tanto para novas investigações, como para os dirigentes das organizações que pretendam implementar CRM.
The Customer Relationship Management (CRM) has become more relevant to those organizations that search a sustainable competitive advantage towards their opponents. Over the last years, the telecommunication sector has considerably changed, mainly due to the technological progress, which has driven companies to present new products and services, creating a heavy competition between them. In orther to make the difference, these companies have made their customers their main interest, trying to ensure long-lasting and profitable relationships, through CRM strategies.However, the decreasing business mark-up led to the consolidation of this sector, which we are now witnessing, with the convergence of two important portuguese telecommunication companies. The present investigation tries to lay down a critical opinion over the convergence of CRM strategies of these two companies, applied to the business customers' segment. The methodology in use is grounded over qualitative and exploratory information, about a single case study. The collected information is based on 12 interviews made from December 2008 to January 2009, documentary analysis and direct observation. The collected data were classified through different categories and analysed as in Pedron (2009) organizational competences network and Gummesson (2005) relationships. This investigation tries to add to the current reflexion about CRM implementation in the organizations, trough a concrete analysis, which may become usefull to new investigations, as well as to the organizations leaders, who intend to implement CRM.

The human resource management enhances employee performance and their credibility to maximize overall firm goals in hotel segment. Employees with level of attitude and behavior provide best services and performances. In this regard, service managers need to support and improve their employees’ skills and competencies related to the organization structure and strategy. Therefore, it is necessary for organization to have strong human resource management strategies to optimize the employees’ competencies and performance which drives higher organizational productivity. The research question of this thesis is how managers perceive that human resource management strategies influence on employees’ skill and competence in the hotel segment of Gothenburg? The data collection indicates that different human resource strategies executed to sustain employee roles and responsibilities. Various human resource strategies should implement to achieve valuable outcomes contributing to employees’ satisfaction and organization performance. Training practices, recruitment and selection, compensation and incentive practices, performance management and job design are essential human resource strategies which are identified in this research study. The thesis applies qualitative approach. Empirical data are collected through structured interviews. Moreover, the interactive model is used to analyze the collected empirical data.

Surgical processes are a complex function of a number of inter-related factors that include individual skills, team working and operating theatre environment. Individual skills can be divided to technical and non-technical skills. This distinction between technical and non-technical skills is rather recent in the healthcare literature. There are studies made about assessing non-technical skills performed in the operating theatre but studies made to assess theatre nurses‘ technical skills have been lacking until recently. The aim of this study is to evaluate clinical applicability of a newly developed observation tool in different contexts and through observing describe similarities or differences between theatre nursing. The observations in the present study are structured with a newly developed observational tool that is developed to assess technical skills of a theatre nurse. The two authors of this study performed the data collection simultaneously at different operation departments. The present study makes evident that the technical skills required of a theatre nurse are considerably different in two different countries. Therefore, it is difficult to use an observational tool without modifying it according to local routines.
Kirurgiska processer består av ett antal komplext inbördes relaterade faktorer som inkluderar individuella färdigheter, teamarbete och miljön i operationssalen. Individuella färdigheter kan delas till tekniska och icke-tekniska färdigheter. Denna åtskillnad mellan tekniska och icke-tekniska färdigheter är ganska ny i omvårdnadslitteraturen. Det har genomförts studier där man har bedömt icke-tekniska färdigheter som utförs i operationssalen men studier för att bedöma operationssjuksköterskans tekniska färdigheter har saknats fram till nyligen. Syftet med denna studie är att utvärdera den kliniska tillämpligheten av ett nyutvecklat observationsverktyg i olika kontext och genom att observera kunna beskriva likheter eller skillnader mellan tekniska färdigheter. Observationerna i den aktuella studien är strukturerade med ett nyutvecklat observationsverktyg som är utvecklad för att bedöma en operationssjuksköterskas tekniska färdigheter. De två författarna till denna studie genomförde datainsamlingen samtidigt på olika operationsavdelningar. Den aktuella studiens resultat visar att de tekniska färdigheterna som krävs av en operationssjuksköterska är betydligt olika i två olika länder. Därför är det svårt att använda ett observationsverktyg utan att anpassa det enligt de lokala rutinerna.

This cross-cultural study investigates the link between business success and entrepreneurial competencies in female-owned SMEs in South Africa. The study seeks to identify sets of behaviours that delineate competencies among South African female entrepreneurs. It aims to develop a model of gender and culture-specific competencies for incorporation into intervention programs for entrepreneurial development. A “mixed-method” approach, conducted in two parts, was adopted for this study. Study 1 was qualitative: 50 individual interviews with 50 female entrepreneurs were conducted. 10 focus group discussions with 78 entrepreneurs were completed. The purpose was to identify gender (female) and context (South African) specific behaviours that delineate entrepreneurial competencies. 12 competency domains were identified by thematic analysis of the qualitative data consistent with existing entrepreneurial competency models. New behaviours were identified (with no new domains identified), and grouped under existing competency domains. This shows that existing models offer some cross-cultural generalisability. These newly identified behaviours suggest a possible need to revise the existing competency models to augment their relevance to entrepreneurial competency measurements in different contexts. Study 2 was quantitative: 780 entrepreneurs completed a 6-part questionnaire. Data collection and preliminary assumption testing involved defining the psychometric elements of the dependent variables and covariates. The sample consisted of 785 female entrepreneurs from 4 different South African provinces. The survey instrument was a structured questionnaire. Results found that competencies had a major influence on the business success of female South African SME operators. The results demonstrate that self-reported competencies can predict business success in female-owned South African SMEs. The findings were largely consistent with existing models, but behavioural differences defined different competency domains, possibly associated with cultural differences.

Deposits can be formed in the paper machine due to sticky materials from wood and recycled paper. These deposits get stuck on process equipment and cause the product quality to deteriorate and the efficiency of the paper machine is reduced. The purpose of this thesis is to increase the understanding about deposits among machine operators, and to suggest methods that can be used to reduce the amount of deposits formed in Bravikens paper machines. To fulfill the purpose of the thesis a pre-study, a literature review and interviews with machine operators and production staff, were carried out. These methods led to the planning and creation of an education about deposits for machine operators. The education about deposits for machine operators consisted of an interactive lecture to introduce the subject of deposits and a subsequent discussion. This approach was chosen to give the machine operators the opportunity to discuss their work situation on the paper machines related to their new knowledge about deposits. The education was carried out with hopes of finding new ways to manage the formation of deposits in the paper machines. According to the evaluation of the education, all machine operators considered the purpose of the education to be fulfilled. Bravikens t hermomechanical pulp, TMP, system should be developed to reduce the amount of sticky material reaching the paper machine from TMP. More analysis of the whitewater system is needed to determine which method of development that could be implemented to reduce costs and increase functionality of the paper machine. In order to develop the methods of handling deposits, Braviken should continue their work with competence development among the employees. Enhanced competence increases awareness of the problem among machine operators and it facilitates communication between employees who are working to reduce deposit formation. Improved communication also facilitates learning and contributes to the overall competence development at Braviken paper mill.
Avsättningar kan bildas i pappersmaskinen på grund av klibbigt material från veden och returpappret. Dessa avsättningar fastnar på processutrustning och medför att slutproduktens kvalité försämras samt att pappersmaskinens verkningsgrad reduceras. Syftet med detta examensarbete är att öka förståelsen om avsättningar bland maskinoperatörer samt ge förslag på metoder som kan användas för att reducera mängden avsättningar på Bravikens pappersmaskiner. För att uppfylla syftet med examensarbetet har en förstudie, en litteraturstudie och intervjuer med maskinoperatörer och personal från Bravikens produktionssektioner, genomförts. Dessa metoder låg till grund för planering och skapande av en utbildning om avsättningar för maskinoperatörer. En utbildning med maskinoperatörer genomfördes för att uppfylla syftet med examensarbetet. Utbildningen innehöll en interaktiv föreläsning för att introducera ämnet avsättningar och ett diskussionsavsnitt. Detta upplägg valdes för att ge maskinoperatörerna möjlighet att diskutera deras arbetssituation på pappersmaskinen relaterat till deras nya kunskaper om avsättningar. Utbildningen genomfördes i hopp om att hitta nya sätt att hantera avsättningsbildningen. Utvärderingen av utbildningen visade att alla deltagande maskinoperatörer ansåg att syftet med utbildningen uppnåddes. För att utveckla Bravikens hanterande av avsättningar bör Bravikens anläggning för att tillverka termomekanisk pappersmassa, TMP, utvecklas för att minska mängden klibbigt material som tar sig vidare till pappersmaskinen, PM. Mer analyser på bakvatten bör också utföras för att avgöra vilken utvecklingsmetod som är möjlig att införa med avseende på kostnad och funktion. Arbetet med att utveckla avsättningshanteringen bör också fortsätta genom kompetensutveckling för de anställda på Braviken. Detta ökar medvetenheten om problematiken bland maskinoperatörerna och förbättrar kommunikationen mellan de olika personalgrupper som arbetar för att minska avsättningsbildningen. Den förbättrade kommunikationen i sin tur underlättar även lärande och bidrar till kompetensutveckling på Bravikens pappersbruk.

L’étude montre que les apprenants organisent leur travail de façon autonome en ayant recours aux modes de collaboration, de coopération et de coordination. La contribution de cette étude met également en évidence que le lien entre les deux catégories « coopération » et « coordination » se déroule en relation de cause à effet. Par ailleurs, cette étude montre les trois types de coordination auxquels les deux apprenants ont recours pour mener leur projet à terme. L’intervention de l’enseignant auprès du binôme vise seulement à accompagner, à guider, à prendre des informations et à évaluer les apprenants tout au long de la démarche d’apprentissage. Le projet ER est considéré comme un moyen qui stimule les apprenants d’une part à réinvestir des savoirs acquis antérieurement et d’autre part à construire de nouveaux savoirs au cours du déroulement du projet. L’ensemble de ces savoirs interagissent entre eux pour former les compétences
This thesis focuses on the project-based learning activity in a high technological school. The study shows that the students are organizing their works in complete autonomy calling on collaboration and cooperation. It also shows that the two categories are connected by a cause and effect relationship. Furthermore this study explains the three coordination types that the students are calling on to achieve their project. The mediation of the teacher is only aimed to support, guide, encourage and assess the two learners all along the learning process. The design and implementation project is considered as a way of stimulating the learners to reinvest previously acquired knowledge and at the same time to build up new theoretical knowledge during the project development. This construction is carried out jointly with the creation of new technical and professional skills. All this acquired knowledge are inter-acting each other to build student’s competences. Those competences are used and assessed during the trainee period in the company

The monograph summarizes the legislative and regulatory framework, as well as shows the theory and practice of energy saving and energy efficiency development in Russia and in the world with the actualization of the use of a breakthrough domestic high-energy-efficient technology based on molecular heat generators Termaron. These devices use the principles of hydrolysis, cavitation, magnetism, resonance and synergy of these processes. The results of research conducted with the participation of specialists from Dubna state University, as well as the practice of using the Termaron ATP, showed that its operation provides a high efficiency in the use of electric energy, equal to 0.98, and the coefficient of conversion of electric energy to heat is from 2.3 to 4.6 (on average, 3.45). At the same time, the cost of heat energy and hot water supply is two to three times lower compared to traditional types of heat generating devices. It is intended for representatives of government authorities, University teachers, scientific and practical specialists in the field of design, construction and operation of energy-efficient residential and commercial real estate, state and municipal employees, managers and employees of development companies, students, masters, postgraduates and other specialists interested in improving their competencies in the field of energy efficiency based on domestic innovative breakthrough technologies in Russia and abroad.

Emergency echocardiography refers to the use of echocardiography in the assessment of patients with suspected cardiovascular disease requiring immediate diagnosis and treatment. The European Association of Cardiovascular Imaging (EACVI) has recently set standards for adequate education and training for the safe and efficient use of echocardiography in emergency cardiac care. The level of competence in echocardiography required for emergency cases is at least the same as for elective cases and competence requirements for emergency echocardiography are the same for cardiologists and non-cardiologists. The EACVI recognizes two levels of competence in emergency echocardiography: the independent operator level and the expert operator level. This chapter discusses general considerations as well as requirements and levels of competence regarding training for emergency echocardiography.

AbstractThis chapter explores the obstacles and opportunities that digital entrepreneurs encounter when they operate in developing countries. Drawing on the varieties of institutional systems framework and on three interviews (two digital entrepreneurs and one consultant), this chapter chalks out the idiosyncratic challenges and opportunities for digital entrepreneurs operating in a developing context. Our findings indicate that digital entrepreneurs face a weak institutional infrastructure and an environment characterized by corruption that obstructs their operations. These weak infrastructures result in the inaccessibility to necessary start-up funds, the lack of policies and regulations that protect and support e-commerce, a weak digital infrastructure, and to a deficiency in digitally competent and experienced labor capital. At the same time, our findings indicate some opportunities stemming from the unique institutional setting in which digital entrepreneurs operate. The opportunities translate into the use of family wealth as a source of start-up financial capital, the use of personal connections as a source of social and human capital, and the rising education on digital entrepreneurship and its benefits. We conclude with some suggestions to improve the current institutional infrastructure for digital entrepreneurs in developing countries.

Abstract Standards and regulations are clear: all staff who work on pipelines need to be both “competent” and “qualified.” Standards such as API 1173 are clear about competence within a safety management system: “The pipeline operator shall ensure that personnel whose responsibilities fall within the scope of the PSMS [Pipeline Safety Management System] have an appropriate level of competence in terms of education, training, knowledge, and experience.” The burden of defining and specifying competence falls on pipeline operators, but they have little guidance regarding the required skills, knowledge and levels of competency. Additionally, we are all biased — different operators will have different ideas and emphases on competencies, which will affect their decision-making. The only way to avoid these cognitive biases is to use consensus standards supported by rigorous surveys that capture the required competencies. This paper explores some of the more common biases that can affect decisions and presents the results of a controlled, independent, survey aimed at both specifying and quantifying the necessary competencies needed by a specific engineer working within a PSMS: a pipeline integrity engineer. The paper identifies and ranks these necessary competences. The survey was completed by 100 pipeline integrity engineers from 25 different countries. Its specific objective was to investigate the key skills and knowledge requirements needed in a junior engineering position (i.e., a pipeline engineer with less than three years of relevant experience) working under supervision to be ‘competent’. It listed eight core competencies (identified by subject matter experts) considered essential for a pipeline integrity engineer. Each of these core competencies contained a set of skills. Respondents were first asked to rank the eight core competences, and then rank the skills within the competency. An analysis of the data provides insights into how 100 pipeline integrity engineers view the key skills required to be “competent.” The results of the survey can assist pipeline companies in setting objective competency requirements for their engineering personnel, developing learning programs to address any gaps, and improve the overall safety of their pipeline system.

A construction worker died August 18, 2003, when the compactor she was operating rolled over. A seatbelt and rollover protective structure (ROPS) were used by the operator. NIOSH investigators visited the scene of the incident and interviewed the employer, witnesses, and compactor manufacturer as part of NIOSH’s Fatality Assessment and Control Evaluation program to gather additional incident detail and to collect relevant equipment dimensions. Analysis of the equipment dimensions and victim anthropometry indicate that it is unlikely that the victim’s head struck the ground during rollover if the victim remained seated. Information on ROPS penetration into the ground during overturn was not available and was not considered in this analysis. This incident highlights the need to have a formal established safety and training program where operators must be familiar with the owner’s manual for equipment they operate and demonstrate competence in operating the equipment. Additionally, protective equipment, such as a seatbelt, must be securely fastened to be effective.

Leaking joints are a main cause of hydrocarbon releases on United Kingdom Continental Shelf (UKCS) offshore sites. The consequential costs of shutdowns and repair can be very high. There are other significant risks, notably to occupational safety, major incident safety and the environment. Fundamental to joint integrity is the competence of the personnel involved. Leak data indicates that poor joint make-up is a major cause of leaks and a review of the causes confirms that the current skills and practices do not give leak-free joints. Therefore the most important element of a management system is to have competent people working on joints. A competence assurance process should be established where the level of training, assessment and experience required is dependant on the potential severity of a release. The results of this should be that that all joints are made up by personnel with an appropriate level of competence. Control of the competence of people working with joints is the most important factor in preventing leaks. There are many ways to influence the integrity of a pipe joint, particularly during design, procurement, fabrication and any intrusive work. A Management System should include details of best practices that are available, with a guide to when and where they should be used, and clarification on tightening methods. Most of these best practices already exist either as industry or company documents but may not be used effectively. • The management system should improve both their visibility and their use, and ensure capture and transparency of all specific historical joint data. Each operator should positively and effectively manage the integrity of bolted joints. It is expected that this will be built on a process of continuous improvement. The essential elements of such a management system are: • Ownership: There should be an identified owner of the management system, responsible not only for its implementation and ongoing maintenance, but also for communicating its aims and objectives throughout the organisation. The owner should state the expectations for the system and monitor its effectiveness. • Awareness: Everyone with an influence on joint integrity in the organisation should be aware of the management system, its objectives, expectations and effects on day-to-day working. Good awareness needs to be maintained. • Tools: A set of implementation tools is required to ensure that the expectations can be met. These should include risk assessment, competence management and control of the practices used. These are discussed in more detail later in this document. • Records and Data Management: The certainty of a successful joint being made up increases if historical data exists on the activities carried out in the past. Recording traceable data encourages best practice at the time of the activity, and will provide useful planning data for the next time the joint is disturbed. • Learning: Learning from incidents is important. A management system should include the means for gathering relevant data, which should be collected by operations engineers or technicians, and periodically reviewed to establish trends, performance and improvements. • Measurement: Easily monitored, but meaningful, performance standards should be put in place at launch to quantify the contribution being made by the management system and evaluate user satisfaction. Examples include: • The number of recorded leaks during testing and start-up; • Percentage leak reduction attributable to the use of the management system.

Critical infrastructure are facilities that are crucial for the smooth functioning of the state. Disruption of critical infrastructure can affect people's lives. From this point of view, it is important that employees with appropriate competencies operate in such infrastructures. These competencies can be collected in the competency model. This is a list of competencies that describe the characteristics of the employee in terms of skills, knowledge, behaviour, and experience. The purpose of this paper is to highlight the main features of competency models in critical infrastructures. This represents an opportunity for further research and implementation of competency models in critical infrastructure systems. However, since it all starts at the top, we discuss the competencies of managers. The integration of competency models into critical infrastructures is an important area, as such models make it easier and faster to acquire key employees.

Development of competence has been one of the major issues and goals of modern academic design and engineering education. Nevertheless, our literature study revealed that we are still far from a common interpretation of design competence. There are different views on it which we called reductionist and holistic. In the reductionist view, design competence is considered to be not else than a set of low level competencies such as drawing skills, spatial vision, specialized knowledge, intuitiveness and creativity, verbal communication, and technical writing, which have been typically addressed disjointedly. In the holistic view, design competence is a synergetic construct of some generic capacities. We followed this latter view in our work. We studied the implementation opportunities and manifestation of holistic design competence at the development and conduct of our recent European Global Product Realization course. Based on our past experiences and the information from the literature, we assumed that holistic design competence is a construct of five generic capacities: capabilities, attitude, knowledge, skills, and experiences, and can be efficiently developed by concurrently focusing on each of these, respectively. The professional content and didactic approach of the course were designed accordingly. An academic virtual enterprise was formed with the involvement of an industrial company and universities of five countries. The course included two instructional streams, which have been called professional navigation and industrial project. This paper presents our interpretation of holistic design competence, the didactic aspects of developing the underpinning generic capacities, and their manifestation in the European Global Product Realization course. A qualitative research has been completed with the involvement of 46 students to make out how our approach contributed to the development of the elementary design competencies. The conclusion has been that our approach equally well supports the development of both the holistic design competence and the elementary design competencies that are needed by product designers to be able to successfully operate in geographically dispersed virtual enterprises. The students’ opinion has been that the course was challenging but rewarding from the point of view of their future carrier as product designers.

There is increasing pressure on the pipeline industry to be able to demonstrate that its asset management and engineering capability management are at a satisfactory level. This is needed to give policymakers, regulators and industry stakeholders confidence in the safety and environmental sustainability of petroleum pipelines. Regulators, in particular, are seeking assurance from pipeline owner/operators that they have capable pipeline engineers designing, constructing, operating and maintaining petroleum pipelines. At present, there are no generally accepted approaches to recognising and developing pipeline engineering capability. The paper will discuss three levels of capability recognition as: (1) registration – as pipeline engineers (not just in mechanical, civil or chemical engineers (overall standing level)) – (2) qualification (sub-discipline/job level) and (3) competency (task level). The most granular and useful of these is competency. This is because it is at the level that is most immediate: the task at hand. Competency, the combination of knowledge and experience that leads to expertise, is increasingly seen as the best practice basis for learning, particularly for professionals. Significantly, once competencies have been defined in competency standards, they can become the building blocks used to define the requirements for both registration and qualification. The Australian Pipelines and Gas Association (APGA) has developed a comprehensive competency system for both onshore and offshore sectors. There are 226 onshore competency standards and 57 offshore competency standards describing, in a succinct format, what is required to be competent. The succinct format of the competency standards avoids the pitfalls of many other systems of competency description, providing enough information to be clear about what is required without unnecessary complexity. In addition to the detailed competency standards, the competency system has tools, resources and a progressive rating scale that make competency standards accessible and easily used. The competency system is characterised by such flexibility that, to date, APGA has identified 15 applications, all of which will add value to engineers and the companies that employ them. The paper will explain, in detail, APGA’s Pipeline Engineer Competency System, how it works and how it can provide the building blocks for a wide range of tasks that support the training, development and recognition of pipeline engineers’ capabilities, including defining the requirements for registration and qualification. The paper will provide case studies, based on the APGA Competency System, showing how it can be used to create requirements for qualifications and registration and to design in-house training and development plans.

In November 2013 the revised ASME PCC-1 “Guidelines for Pressure Boundary Bolted Joint Assembly” were published including Appendix A, “Training and Qualification of Bolted Joint Assembly Personnel.” This Appendix outlines a training, examination and qualification system for ensuring a consistent level of knowledge and experience for bolting assemblers and specialists working on bolted flange joint assemblies. The ultimate objective is a mobile workforce capable of bolting ASME plant with a minimum performance standard safely and with no subsequent leaks. Major operators and contractors involved in oil and gas, petrochemical and power generation, or any industry that uses bolted flange joint assemblies, can benefit from PCC-1. Benefit recognition has begun with operators now specifying PCC-1 compliance in their procedures and bid packages. However, nearly three years after the introduction of Appendix A the number of Qualifying Organizations approved to deliver the program and individuals qualified via these programs remains stubbornly small in comparison with other programs and insufficient to meet the future safety demands of the industry or the objective of PCC-1 and Appendix A. This technical paper reviews key elements of Appendix A, compares Appendix A with other international qualifications and suggests recommendations intended to increase recognition and compliance with these guidelines. The recommendations and expected benefits follow from an extensive review of work by other organizations and published data concerned to reduce recorded leaks from bolted joints, including: a) Implementation lessons learned from a Qualifying Organization and Review Organization. b) Current international qualifications and the differing routes to achieve each qualification including: 1) ASME PCC-1 Appendix A Training and Qualification of Bolted Joint Assembly Personnel. 2) European standard EN1591-4 Qualification of personnel competency in the assembly of the bolted connections of critical service pressurized systems. 3) Engineering Construction Industry Training Board (ECITB) Mechanical Joint Integrity (MJI) technical training standards and Step Change in Safety Mechanical Joint Integrity Route to Competence Guidance 4) Additional country specific qualifications c) Program effectiveness study of the Engineering Construction Industry Training Board (ECITB) Mechanical Joint Integrity (MJI) program and the Step Change in Safety Hydrocarbon Release (HCR) model set up to achieve leak reduction in the UK North Sea sector. Finally, the paper will conclude with outlining the benefits to be gained globally through standardization of international qualification programs to enable true portability including: a) The need to increase the number of auditable Qualifying Organizations able to deliver the program, qualify individuals and engage operator/contractors in the process. b) Importance of effective communication and summary of the guidelines.

El estudio examina el desempeño de la producción ganadera en Bolivia y Colombia. Se trata de dos ganaderías con diferente trayectoria, madurez tecnológica, y desempeño productivo, y que tienen en común la existencia de “frontera agrícola”, es decir, cambios de uso del suelo que permiten incorporar tierras de pastoreo a la ganadería, a partir de bosques. En el caso de Bolivia, el estudio se limitó a la región oriental, compuesta por los departamentos de Beni y Santa Cruz, que concentra la mayor parte del inventario ganadero del país. Beni, el departamento tradicionalmente ganadero, muestra estancamiento en el período, en lo que respecta al inventario ganadero y la productividad. No han existido inversiones ni cambio técnico importantes en materia de alimentación y manejo del ganado. En Santa Cruz se ha producido un incremento importante de la producción en la primera mitad del período, con aumentos de productividad basados en el cambio técnico. Este cambio técnico se asocia a la implantación de pasturas, a partir de cambios en el uso del suelo. El crecimiento observado en Santa Cruz, en la primera mitad del período (hasta 2012) se detiene a partir de ese año, y la productividad de los factores decrece, dando como resultado un aumento de productividad casi nulo en el total del período analizado. El cambio técnico operado, basado en un modelo de cambio de uso del suelo con siembra de pastos, en competencia por la tierra con soja y otros cultivos, mostró su potencial de generar crecimiento, pero no fue capaz de sostenerlo. La ganadería colombiana muestra un importante incremento de producción en el período analizado. Puesto que los factores de producción (básicamente tierra e inventario ganadero), se incrementan en menor proporción, se verifica un considerable incremento en la productividad de los factores. Existe heterogeneidad en el desempeño entre rubros y regiones. La ganadería de leche es muy importante en Colombia, y predomina en regiones de trópico alto, relativamente maduras en tecnología. Al analizar la evolución de la productividad de los factores, sin embargo, la tasa de crecimiento es mayor en las regiones en que predomina la ganadería de carne. Incluso se verifica cierta sustitución entre rubros, con avance de la producción de carne en todas las regiones. El crecimiento se asocia a mejoras en nutrición del ganado, por siembra de pastos, y en menor medida suministro de suplementos. El diferente comportamiento de los rubros se refleja en su diferente capacidad de competir ante la producción importada, en la medida que la protección se reduce en el marco de los acuerdos comerciales suscritos por el país. La producción ganadera pastoril tiene a su vez implicancias ambientales Los análisis realizados en este estudio, muestran que una variable determinante de la intensidad de emisiones es la productividad de los factores. Debido a esto, la ganadería colombiana presenta menores intensidades de emisión, y con reducción a tasas mayores que las del oriente boliviano. Otro aspecto decisivo en el balance de GEI está dado por los cambios en uso del suelo asociados a la ganadería. Si la producción ganadera que reemplaza bosques no lo hace con alta productividad, el balance resultante afectará en mayor medida el desempeño ambiental de la ganadería de los países.
