This study analyzed the variations of policies and practices of university personnel in their use of affirmative action programs for African American students. In this study, the policy topic is affirmative action and the practices used in admissions, financial aid, and special support services for African-American students. Surveys were mailed to 231 subjects representing thirty-two Missouri colleges and universities. Most of the survey respondents were male, white, and nearly two-thirds were above the age of forty. Ethnic minorities were underepresented among the professionals. Seventy-two percent of respondents were white, 23% were African American, and 5% were Hispanic. The results of this study suggest a positive picture of student affirmative action practices and policies used by Missouri personnel. Differences among professionals were at a minimum. The overall mean score for support in diversifying Missouri institutions was fairly high, and this may reflect diversity initiatives taken by the Missouri Coordinating Board for Higher Education in the late 1980s, and early 1990s. Data suggested that Missouri personnel are aware of the judicial scrutiny by the courts in administering student affirmative action. Most Missouri institutions use a single process for assessing all applicants for admission, without reliance on a quota system. The recent Hopwood decision showed little impact on the decisions regarding professionals' use of student affirmative action at Missouri institutions. Although public attitudes toward student affirmative action may play a role in establishing policies and practices, Missouri personnel are very similar in their perceptions regardless of race/ethnicity, gender, and institutional office or position.

Abstract The CDC defines a COVID-19 outbreak as starting with a single positive case of a staff member or resident in a facility and ending after there have been no new cases for 14 days. According to a report from the U.S. Government Accountability Office, 94% of nursing homes in the U.S. experienced multiple COVID-19 outbreaks, resulting in a reported 1.66 million residents and 1.64 million staff members with confirmed COVID-19 as of July 2023. Research has shown that COVID-19 outbreaks froze new admissions and caused significant financial strain. This qualitative study aimed to examine how COVID-19 outbreaks were managed in U.S. nursing homes. 156 interviews were conducted with nursing home administrators from 40 facilities across the U.S. between July 2020-December 2021. Two major themes emerged from thematic analysis: 1) the definition of “outbreak” as a single individual testing positive with COVID-19 was inconsistently communicated to nursing home administrators at the start of the pandemic; and 2) administrator self-reports of COVID-19 outbreaks at their facilities indicated that many endured multiple outbreaks which were long-lasting (greater than 1 month). As policy makers and industry experts review policies around managing nursing home viral outbreaks, they should consider the emerging infection control strategies from the pandemic which successfully prevented the spread of COVID-19 and update the response to an ‘outbreak’ such that infection control mitigation measures are effective without causing restrictions that are detrimental to resident well being or nursing home financial hardship.

In 2016 and 2017, after the election of Donald Trump, the Deferred Action for Childhood Arrivals (DACA) program was in danger of being suspended or revoked entirely. This left many Oregon State University students in legal limbo, impacting their success as students as well as their ability to pay for college. The Department of Homeland Security, especially the small department Immigration and Customs Enforcement (ICE), ballooned in influence with the new administration. Trump had made anti-immigration a cornerstone of his campaign and that did not slow down once he took office. Undocumented students were now staring down new legal and financial challenges that were well outside their (and university) control. The university needed to respond quickly to changes in immigration policy, aid students who were struggling, and have one central location for advisors and students to find resources. The Oregon State University (OSU) library got involved in the university's effort to help DACA and undocumented students. At the time, relevant resources were siloed across campus, so it was difficult for students to know what resources were available. Even advisors couldn't navigate the various systems. For example, on the OSU website, the Admissions page and Student Legal Services page both had relevant information, but they didn't refer back to one another. To help resolve this problem, the library offered to gather the resources distributed across campus for undocumented and DACA students. After the resources were collected, I was approached by one of the librarians on the project to develop a more permanent technical solution. I'm a website developer for the OSU Valley Library. Just like most smaller libraries, the Valley Library relies on third-party vendors for many services; however, my department also creates custom web solutions for the library. Because this project required special privacy and security provisions for this vulnerable student population, the library opted for a custom solution.

All surveys of counseling psychology training programs conducted by the Council of Counseling Psychology Training Programs from 1975 through 1987 were reviewed. Descriptive statistics were calculated and analyzed for trends for the following program characteristics: student applications and admissions, matriculated students, financial aid, internship placements, and initial employment settings. Results indicate (a) distinctly different trends between APA- and non-APA-accredited programs in many program characteristics, (b) increasing female applications, admissions, and enrollments, (c)no improvement in minority student admissions, (d) increasing hospital internships, and (e) increasing initial job placements in hospitals, community mental health centers, and private practice.

Rising college student debt levels have received considerable media coverage and have even prompted policy proposals that link rising student debt with tuition inflation. This article examines the role of state aid policies coupled with tuition and financial aid policy and academic outcomes in determining variation in average student debt. A focus solely on tuition as the culprit in rising student debt misses the significant role that state and institutional financial aid policies and student outcomes play in determining debt levels across higher education institutions. Specifically, colleges and universities being need-blind in admissions, meeting-full-need, limiting loans, and graduating students in high paying majors can have a larger impact on student debt levels than can the cost of attendance. Similarly, higher state-provided student aid significantly lowers average student debt at public universities.

After the proclamation of martial law in Poland in December 1981, a Solidarność Coordinating Office Abroad was set up. Led by Jerzy Milewski, the organization eliminated any internal opposition and succeeded in being recognized by most Western partners as the foreign representative of Solidarność. The Coordinating Office received most of its financial aid from trade union internationals and from the United States. Initially, the Coordinating Office was active mainly within international institutions such as the Conference on Security and Cooperation in Europe and the International Labor Organization. From 1984 onward, the organization sought to influence senior politicians and governments and became an important reminder to the Western world of the Polish crisis, as well as providing financial and material aid to the banned Polish trade union. However, it did not have a definitive impact on policymaking and remained largely dependent on its allied organizations.

Data collection techniques are carried out using interview and documentation techniques. The data analysis method used is qualitative descriptive, which is a method that describes, describes, compares data and circumstances and explains a situation in such a way that a conclusion can be drawn. The research was conducted at the Mahardika Engineering Legal Aid Institute research. Based on the results of the analysis, the financial statements of the Mahardika Legal Aid Institute are not in accordance with ISAK 35 because the presentation of the financial statements of the Mahardika Legal Aid Institute still uses simple recording. The financial statements of the Mahardika Legal Aid Institute have not made a statement of financial position, comprehensive income statement, statement of changes in net assets, statement of cash flows, and notes to financial statements.

At an academic conference, I chatted with the Dean of Admissions from a prestigious public university in the mid-West and was struck by a story he told me: A Chinese doctoral student walked into his office one day and blasted him for admitting so many undergraduates from China, saying that this devalued his own credentials, as the qualities of those Chinese undergraduates, in his opinion, were no comparison to his. The dean narrated this story half-jokingly, apparently feeling it was funny. However, he might not fully understand the roots of this student’s complaint. In a test-oriented Chinese education system, students are ranked by test scores, and by test scores only. In this student’s eyes, he had been able to score high on the competitive Gaokao, and then was selected by an equally, if not more, competitive screening to study at this famous U.S. university (Liu 2016). In his view, he had abilities superior to those who were not able to score high on the Gaokao but, instead, paid to study at the same university he had tried so hard to get into. This student’s statements may sound crude and cruel, but they are based on the perspective from his small world. However, the larger world is changing and getting flatter (Friedman 2005). In part, that means an increasing number of Chinese students have access to world-class universities. Despite the massive growth of higher education sector in China, only two Chinese universities are ranked among the top 100 best universities in the world, while 41 out of these top 100 are located in the United States (Times higher education 2018). With the increasing proportion of upper middle-class families in today’s China, more and more Chinese students do not have to rely on American scholarships to study at American institutions. The recent history of Chinese students’ dependency on full American scholarships to study abroad was merely a reflection of the economic deprivation and limited education opportunities of the country at that time. This gave rise to the mindset of academic elitism exhibited by this doctoral student, which sees prestigious universities as belonging to the few students who can outscore the masses. Perhaps, instead, he should feel happy for the younger generation of Chinese students who have the freedom to choose. This change, of Chinese international students’ academic and social backgrounds and their ensuing experiences abroad, has motivated my research over the past 7 years. My book (Ma 2020) Ambitious and Anxious has shown a diverse set of Chinese students in terms of both family backgrounds and education trajectories. Their capacity to pay for the overseas education has often obscured their socioeconomic diversity, the parental sacrifices and their own academic and social challenges and struggles. In other words, this freedom to choose and access a wider set of education options overseas is backed by economic resources that are vastly unequally distributed among Chinese students and their families. Perhaps this doctoral student is frustrated partly because American universities often admit Chinese undergraduates who have the resources to study here. This touches upon a thorny identity issue that American universities, particularly selective ones, have to grapple with. How can they avoid being considered bastions of privilege and wealth? Over the past few decades, American universities have made efforts to recruit students from humble backgrounds. However, these efforts have been almost exclusively limited to domestic students. For many institutions, the tuition dollars of international students are a key revenue source for funding financial aid for domestic students. This logic may help balance the books, but it runs the risk of challenging institutions’ meritocratic ideals. The increasing concentration of economic elites from foreign countries may not enter into the diversity metrics of campus administrators, but surely it tacitly reinforces the culture of privilege and wealth that our universities strive to break out of.

e20740 Background: While medical oncology is growing in volume, it is increasingly becoming an outpatient enterprise. Issues leading to hospital admissions in the past are commonly either prevented or managed on an outpatient basis. We sought out trends within our practice on the frequency and reasons for hospital admissions. Methods: Computerized office visit and hospital admissions data were obtained on admissions by physician and year, for Pa. Oncology-Hematology Associates from 2000–2007. A retrospective chart review was also done for one physician from 6/08–12/08 to determine the reasons for admission. Results: While the total number of patients seen per year increased by 40% over the review period from 2000–2007, the relative number of admissions has steadily declined. Adjusting the number of admissions per patients in the practice (since the overall increase in volume partially masks the decline in admission frequency), the reduction in admissions is further evident. The frequency of admissions for the 4 senior oncologists showed a 50% reduction in admissions per patient over the past 8 years. Of 56 admissions reviewed from 6/08–12/08, 20 were related to infections (although only a minority were neutropenic), 13 for symptom management of disease progression, 6 for anemia/bleeding, 3 for bowel obstruction, 3 for non-infectious complications of treatment, and only 1 for chemotherapy administration. Conclusions: Trends in our practice indicate a continued decline in the frequency of admissions per patient. Elective admissions for diagnosis, work-up, and chemotherapy are rare. Improved medications for symptoms related to cancer, its complications and treatment-related toxicities and improvements in palliative care (psychosocial support, communication about prognosis and treatment goals, and end-of-life care) have contributed to decreased admissions. Increasingly, even patients with incurable disease are managed from diagnosis to death entirely as outpatients. Optimizing outpatient management and avoiding admissions in medical oncology has major implications for practice quality, patient quality of life, cost and allocation of health care resources. No significant financial relationships to disclose.

This paper demonstrates that increasing income inequality can contribute to the trends we see in American higher education, particularly in the selective, private nonprofit and public sectors. Given these institutions’ selective admissions and commitment to socioeconomic diversity, the paper demonstrates how increasing income inequality leads to higher tuition, costs, and financial aid. A numerical example is presented that estimates how much lower tuition, spending (costs), and financial aid would have been if household incomes in the United States had grown by the same aggregate amount between 1971 and 2009, but with no increase in income inequality. The policy implications include the government addressing rising income inequality directly or changing the incentives facing higher education and will be of interest to those concerned with the rising cost of higher education and issues of access and affordability.

This study examined how the culture in school counseling programs or departments shapes the college-related outcomes of high school students including students of color. With data from the High School Longitudinal Study 2009, we investigated two major steps in the college-going process: (a) whether students see the counselor for financial aid counseling and (b) whether they seek college admissions counseling in 12th grade. We discuss the literature on the role of school counselors in college access, especially support for students of color, and how school counseling contextual variables and school counselor mindsets, which we term school counseling college-going culture (SCCGC), affect students’ college-going decisions. We conducted logistic regression analyses by racial/ethnic groups among 9170 high school students from the High School Longitudinal Study 2009–2016 dataset. The results indicated that counselor expectations, priorities, student–counselor contact prior to 12th grade, college and career readiness activities, and constraints affect students’ college outcomes differently across racial and ethnic backgrounds. This was an exploratory qualitative study utilizing tenets of phenomenology to examine the lived experiences of front-line student services professionals in Admissions and Financial Aid and their dilemmas in interpreting and implementing California Assembly Bill 540 (2001) in their interactions with undocumented students. Front-line student services professionals are often the make-it or break-it persons for undocumented students to realize their dreams of attaining a postsecondary education because they determine whether students can pay in-state tuition and receive financial aid. California law AB 540 (2001) was created with the intention of providing a fair tuition policy for all California high school graduates entering college in California. AB 540’s (2001) purpose is to allow all California high school graduates, including undocumented immigrant students who meet the requirements, to be exempt from paying nonresident tuition at California public postsecondary institutions. An undocumented student is classified as someone who entered the U.S. without proper immigration documents or someone who entered the country legally as a nonimmigrant but later never exited the country (Internal Revenue Service, 2014). Twelve student service professionals, both part-time and full-time, at public two-year and four-year higher education institutions shared their experiences regarding management of difficult and sensitive conversations with undocumented students, as they attempted to translate state legislation through institutional polices. Many times, these front-line professionals in Admissions and Financial Aid were the first and only people to interact with incoming undocumented students before they set foot in the classroom. These professionals utilized their knowledge, resources, and networks to help students navigate the college-going process. However, unclear and/or non-existent campus policies, departmental silos, along with a lack of professional development, adequate resources, and appropriate guidance, often limited their capacity to help.

The primary purpose of the study is to determine the type of government financial aid provided to students at the Philippine College Foundation and to evaluate its benefit on both tuition expense coverage and living expenses for the beneficiaries. This study involved 202 respondents enrolled in the second semester of the AY 2022-2023 and currently enrolled in the AY 2023-2024. The researchers employed a quantitative descriptive-correlational research design to determine the relationships the variables of the study. Furthermore, the Researchers utilized a self-made survey questionnaire on government financial aid as the primary data source, encompassing the study's independent variables. The General Weighted Average (GWA) data obtained from the registrar's office served as secondary data to assess the academic achievements of the respondents to complete the study. The findings revealed that government financial aid benefits both living expenses and tuition coverage for all the grantees, resulting in high academic achievements among the students. Finally, the study underscores the significant relationship between government financial aid and student achievement, with students demonstrating increased motivation to excel academically as they perceive the grant as a driving force to complete their studies.

Local income is the amount of money that a region receives through its regional treasury account, either as compensation for its own efforts or as a consequence of aid from the federal government or other authorized sources. The Padang District Office plays a crucial part in managing the sub-district's financial administrative issues, including budget preparation, cash holders' treasury, bookkeeping, and financial accountability in compliance with legal requirements. This study used a qualitative technique combined with a descriptive methodology for its research. The Head of Padang District Office's Program and Budget Subdivision is directly interviewed for data gathering, and documentation is also used. The goal of this study is to assess the efficiency of the Regional Revenue and Expenditure Budget's implementation and determine whether the District Office's preparation of the budget complies with Minister of Home Affairs Regulation No. 64 of 2020. The research's findings demonstrate that the Padang District Office's budget preparation process complies with Minister Regulation Number 64 of 2020, and that the budget for the fiscal year 2022–2023 has an efficiency level of 92%, or is considered to be efficient. The Padang District Office routinely examines the executed budget, whether it comes from the financial supervisor or the district office budget users.

Abstract Since the 1997 Asian financial crisis, East Asia’s ASEAN+3 states have built the second-largest regional emergency liquidity fund in the world, the Chiang Mai Initiative Multilateralization (CMIM). With a total commitment of $ 240 billion to aid member states facing a currency crisis, CMIM can provide more funds to members than the International Monetary Fund (IMF). Nonetheless, CMIM continues to be functionally subordinate to IMF decisions. This may now be changing following the 2011 creation of the ASEAN+3 Macroeconomic Research Office (AMRO) as a regional mechanism to manage surveillance and design of CMIM lending programs. The ability to delegate surveillance and program design to an independent body is a crucial prerequisite to ending CMIM’s subordination to the IMF, and AMRO seeks to ensure such autonomy through its institutional design. This article analyzes AMRO’s progress toward autonomy, using indicators of effective delegation drawn from organizational theory and newly available information and data on AMRO.

Previous work demonstrates that low-income higher achievers fail to apply to selective colleges despite their being admitted at high rates and receiving financial aid so generous that they pay less than at non-selective schools. The Expanding College Opportunities project, a randomized controlled trial, provides individualized information about colleges' net prices, resources, curricula, students, and outcomes. Our prior study shows that the intervention raises students' applications to, admissions at, enrollment, and progress at selective colleges. Here we use survey data to show that it actually changes students' knowledge and decision-making. We highlight topics on which they are misinformed.

In the global film market, China is gaining more and more importance. The Chinese box office and film admissions are growing year after year and Chinese film and related companies are able to make business more and more abroad. On the contrary, US and European film markets are flat and the production costs of their film are growing. Both are trying to enter the Chinese film market and cooperate with Chinese film companies. The article reviews the Hollywood strategies towards China and analyses the advantages and problems that will be found following this way and the reason why China is interested to cooperate with Hollywood. But also, in that case, there are advantages and problems to analyse. The place of European film industry and market is different because Europe has a lot of problems to deal with: industry and market fragmentation, little cooperation among member states, lacking distribution of European film outside national markets and too large box office share of Hollywood films. European companies would like to improve cooperation with China, but they have few financial resources to invest in co-productions, they do not have blockbusters to push the China box office and they have no know-how to offer for gaining on the global film market. They can only offer cultural, artistic and creative competences, but is that what Chinese film industry is looking for?

e16521 Background: The costs of treating patients with metastatic breast cancer (mBC) have been examined in several studies, but there is very limited information regarding healthcare resource utilization (HCRU) and costs of mBC among Medicaid beneficiaries. The objective of this study was to characterize HCRU and costs in Medicaid among women with mBC. Methods: Women with mBC who were younger than 65 were identified using Thomson Reuters’ Medicaid claims data from 12-13 states (2005-2009). Overall HCRU and medical costs were estimated in those patients and compared to breast cancer (BC) patients without metastasis identified in the same population. Index date is the date of BC (or mBC) diagnosis and patients were followed to the date of disenrollment or the end of the study period, whichever occurred first. Mean (95% CI) cumulative healthcare costs were estimated using Kaplan-Meier Sample Average method. Results: 4,745 patients were included in the analysis. Among them, 3,767 were BC patients without metastasis and 978 with mBC. During an average of 14 months of follow up time, mBC patients on average incurred 1.56 hospital admissions, 9.01 inpatient days, and 1.97 emergency room (ER) visits, 25.54 physician office visits, 21.43 hospital outpatient visits, and 40.96 prescriptions. The total medical cost averaged at $63,068 (95% CI: $59,504, $66,624) per mBC patient, of which 33.0% were hospitalization costs, followed by hospital outpatient cost (27.4%) and physician office visit cost (14.8%). The average follow up time for BC patients was 18 months, during which BC patients on average incurred 0.69 hospital admissions, 3.79 inpatient days, 1.96 ER visits, 19.96 physician office visits, 12.27 hospital outpatient visits, and 40.89 prescriptions, and the total cost averaged at $29,776 (95% CI: $28,795, $30,762). Major cost drivers by type of service are similar to mBC. Conclusions: Overall HCRU and costs are substantially higher in mBC patients compared to BC patients of earlier stages in the Medicaid population, and the major cost drivers are similar in mBC and BC. Continuous Medicaid coverage is essential for BC/mBC patients in financial disadvantage to have access to quality medical care.

The purpose of this paper is to discuss the issue of declining admissions to engineering/technology branches in Maharashtra, as well as the need to make core engineering courses more appealing to prospective students. current trends in engineering admissions vis-à-vis intake admission vacancy, uncertainty of opening and shutting down of colleges, and irregularity in opting courses. To address this issue, it suggests a number of corrective and preventive measures, including improving core engineering courses, working with industries to assist students in attaining employment, encouraging and promoting research in fundamental engineering fields, offering internships and financial aid, and educating the general public and students about the importance of core engineering courses. By adopting the required measures to make basic engineering areas appealing to students, the study emphasizes how important it is to preserve the dynamic ecosystem of engineering and technology education. Verification is a federally mandated process that requires selected students to further attest that the information reported on their Free Application for Federal Student Aid (FAFSA) is accurate and complete. In this brief, we estimate institutional costs of administrating the FAFSA verification mandate and consider variation in costs by institution type and sector. Using data from 2014, we estimate that compliance costs to institutions in that year totaled nearly US$500 million with the burden falling disproportionately on public institutions and community colleges, in particular. Specifically, we estimate that 22% of an average community college’s financial aid office operating budget is devoted to verification procedures, compared with 15% at public 4-year institutions. Our analysis is timely, given that rates of FAFSA verification have increased in recent years.

Numerous reports on systemic public corruption, fraud, illicit financial outflows, and corporate mis-governance in Zimbabwe’s public sector have brought the effectiveness of the country’s supreme audit institution under intensive public foci. There are now urgent calls for the country’s supreme audit institution to go beyond the traditional compliance-oriented cynosure by addressing challenges in the public sector that are encumbering national development. The aim of the paper is to interrogate with the aid of structural equation modelling the relationship among an effective supreme auditing institution, national development, and sound public finance management. Data was collected using a structured questionnaire administered on a multi-stage cluster sample of 210 public officials in Zimbabwe’s public sector. We found the relationship among three statistically significant at 99% level of confidence implying that increasing audit effectiveness has both feedback and feedforward effects on sound public finance management and, national development. Strategies that enhance auditor independence, public sector financial accountability and public trust have been recommended for a robust public finance management and sustainable national development.

Higher education costs have increased substantially over the past two decades and, therefore, student loan debt has increased as well. Studies have shown that one earns more money over one’s lifetime if he/she has a four-year college degree. In fact, it is often substantially more depending upon one’s profession. However, for some individuals, the costs of funding higher education may be confusing and often times overwhelming. A study was completed at a university in the pacific northwest (n=778) which asked college students about their financial behaviors, credit card debt, student loan debt, discussions with parents, and in what topics or workshops they would like more information. Based on this data, faculty and graduate students from the school of family and consumer sciences and staff from the student financial aid office are creating workshops and curriculum to assist students in managing their debt and finances.

Michigan State Univ. (MSU) offers 10 certificate programs through the Institute of Agricultural Technology. These programs are campus based, approximately three semesters in length, and include a professional internship. Efforts were made in horticulture to expand programs into major population centers through joint programs with community colleges. Cooperative agreements were developed with Grand Rapids Community College and with Northwestern Michigan College in Traverse City. Issues addressed in the agreements include recruiting, admissions, advising, financial aid, integration of curriculum from both institutions, distance-learning delivery through the CODEC system, instructional commitments from campus-based and adjunct faculty, procedures for transfer to bachelor's degree program at MSU, and graduation. The symbiotic relationship between the institutions has expanded curriculum opportunities in the local areas, increased accessibility to MSU Horticulture programs, and better serves the nontraditional student. Outreach efforts for academic programs complement the traditional outreach that has occurred through the Cooperative Extension Service.

A general assessment of the state of small business, the business environment, unfavorable conditions and opportunities for its development has been carried out. The analysis of the decrease in the rating of ease of doing business in international comparisons is presented. The features of the state and prospects of Ukraine in the Eastern Partnership are revealed in the context of the policy of supporting small and medium-sized businesses. The directions of the European Union’s financial assistance to Ukrainian entrepreneurship are revealed. Attention is focused on strengthening European aid during the COVID-19 pandemic. The directions of activities created within the framework of assistance from the European Union – the Office for the Development of Small and Medium Enterprises, the Office for the Promotion of Ukraine’s Exports, the Ukrainian Foundation for Standards, and the Office for Effective Regulation are disclosed. The possibilities of presenting Ukrainian goods and services, which are unique and competitive, to foreign markets are revealed. The need for the development of certain types of creative industries with an emphasis on specialized activities in the field of design has been substantiated. In the list of barriers to implementation, the lack of an industrial design ecosystem is put in the first place. It is proposed to include creative formations in regional development strategies through public-private partnerships. The essence and content of directions and measures of state policy of Ukraine to support entrepreneurship, which have legal regulation, are disclosed. State support for certain industries and spheres of activity included assistance in case of partial unemployment, credit holidays, tax preferences, cheaper loans, financial support for agribusiness, development of the National online platform “Action. Business”. The directions of state support by target groups have been systematized. It is proposed to use such levers and mechanisms that will strengthen the state anti-pandemic policy.

Abstract As age diversity in universities increases in response to demographic shifts, changes in educational practices, programs and policies are needed. To inform these transformations, this research focuses on opportunities and challenges of increasing age-diversity. We conducted 5 focus groups and included 31 professional staff at Washington University in St Louis who work in admissions and career services. A thematic content analysis revealed themes in two main categories: challenges of serving non-traditionally aged students (fitting in, career concerns, acclimating to learning environment and technology, ROI, and ageism) and benefits of older students (intentional students, experienced students, and classroom diversity). Recommendations emerged, including affinity groups, social opportunities which include families, community engagement for job placement, financial aid, targeted outreach to older students, academic flexibility, and administrative support. Findings will be used to advocate for increasing age-diversity among students at Washington University and other institutions in the Age-Friendly Global Network..

Good governance emphasises upon efficient and effective institutional mechanism, greater transparency, people’s participation, citizen-centric services and accountability. These reforms are not only limited to national governance practices but also applicable to distribution, disbursement and effectiveness of development assistance. The objective of development assistance is to provide opportunities to needy, deprived and disadvantageous sections of the society. The available data on development assistance clearly demonstrate that rich countries, Development Assistance Countries (DACs) provide financial assistance to poor countries and it has reached US$100 billion in recent years. Non-DAC bilateral assistance (NDBA) is more than US$8 billion in Office of Disaster Assistance (ODA) and US$5 billion annually in country programmable aid (CPA). Private aid (PrA) from DAC members contribute between US$58 billion and 68 billion per year. Total aid flows to developing countries currently amount to around US$180 billion annually. Multilateral aid agencies (around 230) outnumber donors and recipients combined. But the harsh reality is high percentage of illiteracy, high child mortality, gender inequality, prevalence of corruption and exclusion of needy people from the development process. The examination of the process and procedures involved in development process revealed that there are many challenges in the process adopted for allocation, methodological limitations, evaluation limitation, lack of coordination among multiple agencies, political compulsions of donor and recipient countries, transparency, accountability and multidimensional global financial markets compulsions. Certain measures can make development more inclusive and sustainable. Collective efforts of all agencies are the need of the hour to achieve the targets of sustainable development. Coordination among multiple agencies, capacity building of target population and involvement of private agencies in the development process will pave the way for sustainable development.

The socio-structural development towards an ever-increasing lifespan (in Germany), predicted by social scientists, implies a growing need of services of general public interest for those in need, especially in the areas of health and care provision. Considering the continuous skills shortage in these areas one can assume that social insurances and the welfare state might become partially incapable to fulfil their obligation to guarantee social security. Innovative alternative approaches of local provision of services of general public interest, especially in rural areas, make use of effective resources of mutual-aid organisation which is efficiently networking with other social institutions, NGOs, local businesses and the citizens. Professional and financial support is ideally given by the local administration/ the municipalities as well as the social insurers according to § 20 h SGB V and § 45 d SGB XI. This article presents and analyses a successful coordination of services of general public interest through a contact office for mutual-aid groups in the Oberlausitz/Saxony, Germany which is mainly operating in the realms of the Third Sector.

This study aims to determine the effect of financial inclusion and Islamic Banks to national consumption in Indonesia. The Data used in this research is the second data obtained through the official website of the authority of the Islamic financial services banking statistics and data from the Central Statistical Office Data. The method used in this research is the analysis of panel data regression with the aid of Eviews 9 to obtain the processed results complete data concerning the relationship of one variable with the variable that the other. The sample of this study consists of 33 provinces in Indonesia with the time frames 2017-2020. The results of this study is that the variable financial inclusion has influence in a positive and partial to the variable of national consumption with the value of the probability of 0,0000 < 0,05. While the variables of islamic banks have influence in a positive and partial to the variable of national consumption with the value of the probability of 0,0460 < 0,05. Then for the regression simultaneously obtain the result that financial inclusion and islamic banks jointly affect the national consumption. For the coefficient of determination of the two independent variables against the national consumption by 91% while the remaining 9% is explained or influenced by other variables that are not incorporated into the model of this research.

Social work education programs have begun to use the World Wide Web as a means of providing an educational tool and a delivery system for information about their programs. This paper provides an introduction to Web concepts, describes a procedure for creating a simple Web site, and investigates current use of the Web by BSW programs. It was found that 125, (39.1 percent) BSW programs have a social work Web site. The types and quality of information provided varied widely among programs. Programs provide information on mission, course descriptions, faculty descriptions, admissions requirements, and curriculum. In addition, almost half of programs offered a means for students to contact the program through e-mail. Only a small number of programs provided other program specific information such as syllabi, newsletters, financial aid, alumni information, or policy manuals. Approximately one-third of the programs provided links to other sources on the Internet. Only 14 percent of programs' sites were rated excellent by students. The potential of the World Wide Web to promote information sharing among social work programs and organizations is discussed.

The Seven Sister colleges are well known for producing some of the nation's most successful women. At the turn of the century, they were recognized as the leading institutions for elite White women. In this article, Linda Perkins outlines the historical experiences of African American women attending the Seven Sister colleges from the institutions' founding to the civil rights era of the 1960s, a period during which approximately five hundred Black women graduated from these institutions. Through an exploration of university archives, alumni bulletins, and oral interviews with alumnae, Perkins shows that the Seven Sister colleges were not a monolithic entity: some admitted African American women as far back as the turn of the century, while others grudgingly, and only under great pressure, admitted them decades later. Perkins illustrates how the Seven Sister colleges mirrored the views of the larger society concerning race, and how issues of discrimination in admissions, housing, and financial aid in these institutions were influenced by, and had an influence on, the overall African American struggle for full participatory citizenship.

In its September 13th 2017 decision,1 the Court of Justice of the European Union (CJEU) decided on a request for a preliminary ruling by the Supreme Court of Poland (Sąd Najwyższy) in proceedings between ENEA S.A. (ENEA) and the president of the Urzędu Regulacji Energetyki (Office for the regulation of energy, URE) on the imposition by the latter of a financial penalty on ENEA for breach of its obligation to supply electricity produced by cogeneration. The judgment of the Court of Justice follows many decisions of the European Commission and judgments of the EU courts assessing the involvement of State resources in support schemes in energy, particularly with the aim of switching towards more environmentally friendly sources. This case reaffirms that support schemes may, in certain circumstances, fall outside the scope of the EU State aid rules.

Background: This practical report aims to publicize the ongoing disaster-related mental health interventions following the Great East Japan Earthquake during the COVID-19 pandemic. Methods: Disaster-related mental health interventions consisted of: (1) screening high-risk evacuees with high psychological distress (Kessler 6 score ≥ 13) or binge drinking; and (2) visiting selected high-risk individuals and providing them counseling through outreach in evacuee housing. These activity records were compiled from existing material in the Sendai City Office; therefore, no new interviews or questionnaire surveys were conducted. Results: During the COVID-19 pandemic, we introduced telephone counseling and shortened the time of support as a result of the restrictions. Counselors addressed issues of “loneliness” or “isolation” among evacuees, who had little connection with society due to the pandemic. Moreover, the procedure for obtaining COVID-19 special financial aid was explained to evacuees in financial difficulty. During this period, the suicide rates in the affected area did not increase significantly as compared to the national average. Conclusions: Our report may be instructive in terms of preventing suicide during the pandemic using high-risk approaches and counselors trained in disaster-related mental health interventions.
