The Allied occupation of Japan is remembered as the “good occupation.” An American-led coalition successfully turned a militaristic enemy into a stable and democratic ally. Of course, the story was more complicated, but the occupation did forge one of the most enduring relationships in the postwar world. Recent events, from the occupations of Iraq and Afghanistan to protests over American bases in Japan to increasingly aggressive territorial disputes between Asian nations over islands in the Pacific, have brought attention back to the subject of the occupation of Japan. This book exposes the wartime origins of occupation policy and broader plans for postwar Japan. It considers the role of presidents, bureaucrats, think tanks, the media, and Congress in policymaking. Members of these elite groups came together in an informal policy network that shaped planning. Rather than relying solely on government reports and records to understand policymaking, the book also uses letters, memoirs, diaries, and manuscripts written by policymakers to trace the rise and spread of ideas across the policy network. The book contributes a new facet to the substantial literature on the occupation, serves as a case study in foreign policy analysis, and tells a surprising new story about World War II.

But there was legal disagreement over the territorial bailiwick, which fell to the Swiss, and the territorial court, which remained with Konstanz. Any attempt to create a uniform territory in the Thurgau was further hampered by the presence of local jurisdictional lords with sovereign rights, who refused to swear allegiance to the Swiss. The Swiss also faced revived Habsburg power north of the Rhine in Swabia.

This chapter discusses an important trait of the Israeli theatre. It is inherently political by nature and it springs from and constantly reflects the complex realities of modern Israeli society: the continual wars, the innumerable cease-fires, ad hoc peace agreements, territorial occupations, military operations in response to terrorist attacks, and painful and disappointing attempts to reach permanent agreements and peace in the region. It is not surprising then that Israeli playwrights and directors who have searched for a suitable response to the Six Day War and the occupation have chosen Aristophanes as a teacher, guide, and mentor. Analysing an Israeli adaptation of Aristophanes’ comedy, Peace (1968), and several political satires of the Israeli playwright Hanoch Levin, this chapter examines the political role played by Israeli theatre, the use of performance as a tool of political criticism, and the role of theatre in demands for immediate negotiations for peace.

The international law of occupation—as it has developed since the nineteenth century—traditionally regulates the conduct and obligations of occupying forces. Very little is said about the obligations of an occupied State, or a ‘victim’ State. This chapter focuses on a limited practice of the European Court of Human Rights in developing some principles in this respect. The main emphasis is put on the landmark judgment Ilascu v Moldova and Russia, in which, for the first time, the Court has found that a State, which lost effective control over a part of its territory and was unable to exercise its jurisdiction there, still had some positive obligations deriving from its de jure jurisdiction. It is argued that the Court’s approach represented a new development in international law, which traditionally considered human rights obligations to be primarily triggered by an effective territorial control. It is further discussed that it might be quite difficult to reconcile positive obligations towards people remaining in occupied territories with a State’s obligation to refrain from supporting separatist regimes. Substitution of effective control for the concept of ‘positive obligations’ necessitates a very delicate assessment of different political, diplomatic, judicial, and other measures, which requires a high degree of sensitivity on the part of the international court. The scope of the positive obligations of an injured State vis-à-vis the positive obligations of an occupying State needs to be elucidated further.

Insects dominate virtually all terrestrial and freshwater habitats on earth. This chapter reviews insect habitat selection, focusing on the occupation and defence of mating sites. First the adaptive basis of mating systems, sex roles, and behaviors in regard to habitat are established, then site occupation and defence in territorial species is explored. Resource-holding potential and resource value are discussed for how they determine aggressive motivation, as well as how contestants seek to gauge such parameters, with particular attention to the role of convention, drawing upon exemplar studies in damselflies and butterflies that have provided a narrative between theory and empiricism. Conventional and/or plastic behaviors are also discussed in terms of the presence and certainty of contestant roles, encompassing phenomena, such as residency confusion, nasty neighbours and interloper effects. The chapter concludes by discussing future avenues, foremost among which is the opportunity to synthesize empirical data across taxa.

The negative perception of Italians of their state has been formed by the deep conflict between Church and state that emerged during the Napoleonic occupation of Italy and reached its peak with Italian unification in the late nineteenth century. To the Vatican, territorial integration of the Italian nation state posed an existential threat, both at the political level (loss of territory) and at the spiritual level (diffusion of liberalism). From unification onwards the Vatican did all it could to harm the legitimacy of the Italian state. This chapter analyzes the Vatican strategy to delegitimize the Italian state and its right to tax. It shows how the willingness of Italians to pay their taxes still suffers today from the Church–state conflict.

This book explores how market power competition between states can create disruptions in the global political economy and potentially lead to territorial aggression and war. When a state’s firms have the ability to set prices in a key commodity market like oil or natural gas, state leaders can benefit from increased revenue, stability, and political leverage. Given these potential benefits, states may be motivated to expand their territorial reach in order to gain or maintain such market power. This market power motivation can sometimes lead to war. However, when states are economically interdependent, they may be constrained from using force to achieve their market power goals. This can open up an opportunity for institutional settlements. However, in some cases, institutional rules and procedures can preclude states from reaching a settlement in line with their market power ambitions. When this happens, states may opt for strategic delay and try to gradually accumulate market power over time through salami tactics. To explore how these dynamics play out empirically, the authors examine three cases of market power competition in hard commodity markets: Iraq’s invasion and occupation of Kuwait to seize market power in the oil export market, Russia’s territorial encroachment into Georgia and Ukraine to preserve and expand its market power in the natural gas market, and China’s ongoing use of strategic delay and gray zone tactics in the South and East China Seas to maintain its dominant position in the global market for rare earth elements.

This chapter examines the changing urban topography of Amsterdam under Nazi occupation during World War II, focusing on how the Dutch city’s once recognizable sights and sounds, familiar movements, and rhythms were disrupted by the so-called semiotics of war: signs and symbols of an external military force. It shows how the Nazis altered Amsterdam’s urban texture in which local residents lived, worked, and moved, and how the Nazification of the city’s grammar and semiotic communication reconfigured well-established social practices and reappropriated Dutch space. It argues that the construction of a visual and aural semiotics of war helped define relations between occupier and occupied, between Nazi sympathizers and antagonists, and also between Jews and non-Jews. While Nazi territorial expansion depended on military might and physical dominance, the chapter also explains how ideological coercion found expression in the colonization of the urban landscape and soundscape.

Do countries fight wars for oil? Given the resource's exceptional military and economic importance, most people assume that states will do anything to obtain it. Challenging this conventional wisdom, the book reveals that countries do not launch major conflicts to acquire petroleum resources. The book argues that the costs of foreign invasion, territorial occupation, international retaliation, and damage to oil company relations deter even the most powerful countries from initiating “classic oil wars.” Examining a century of interstate violence, the book demonstrates that, at most, countries have engaged in mild sparring to advance their petroleum ambitions. The book elaborates on these findings by reassessing the presumed oil motives for many of the twentieth century's most prominent international conflicts: World War II, the two American Gulf wars, the Iran–Iraq War, the Falklands/Malvinas War, and the Chaco War. These case studies show that countries have consistently refrained from fighting for oil. The book also explains why oil war assumptions are so common, despite the lack of supporting evidence. Since classic oil wars exist at the intersection of need and greed–two popular explanations for resource grabs–they are unusually easy to believe in. The book will engage and inform anyone interested in oil, war, and the narratives that connect them.

In the years around the Second World War, policymakers in the United States and Western Europe faced unique security challenges occasioned by the development of new technologies and the emergence of transnational ideological conflict. In coming to terms with these challenges, they developed the historically novel practice in which a state might maintain a long-term, peacetime military presence on the territory of another sovereign state without the subjugation of the latter. Such basing arrangements between substantive equals were previously unthinkable: under the inherited understanding of sovereignty, in which there was a tight linkage between military presence and territorial authority, such military presences could be understood only in terms of occupation or annexation. These “sovereign basing” practices, as I call them, are now central to many aspects of contemporary security politics. This book applies concepts derived from pragmatist thought to a historical study of the relations between the United States and its wartime allies to explain the origin of this phenomenon. A pragmatist lens draws attention to how the actors involved creatively recombined inherited practices in response to changes in the material and social context of action and thereby transformed the practice of sovereignty. The tools offered by pragmatism provide needed analytical leverage over the emergence of novelty and offer valuable insight into the dynamics of stability and change. The practice of sovereign basing, bound up as it is now with the constitution of interests and understanding of how states exercise power, is likely a durable feature of international politics.
