Abstract In the process of occupational changes connected to digitisation, lifelong learning continues to gain in importance. Using microdata from the German microcensus for 2011 and 2016 the article finds that in North Rhine-Westphalia participation in adult education is significantly lower than in other Länder. Most importantly, it is less likely for workers in North Rhine-Westphalia to participate than for workers with a similar qualification and age in Southern and Northern Germany. Among the policy measures designed to meet the challenges of ongoing structural change, encouragement of participation in adult education is therefore a likely step.

This study's focus is to determine refugee teachers' views regarding their ability to work as teachers in Germany, their initiatives, and the challenges they face. In this context, the study was conducted based on qualitative research methodology. In order to collect data a total of 265 teachers residing in the 16 states of Germany were reached. Upon examining the results, it is observed that the majority of participants express a desire to work as teachers in Germany, while only a few have actually obtained the opportunity to work as teachers in Germany. More than half of the participants who are currently working as teachers reside in the North Rhine-Westphalia state. When analyzing the results, it becomes evident that a significant portion of the participants are strongly inclined to pursue a teaching career in Germany. However, the data reveals that the actual attainment of employment as teacher in Germany remains relatively low among the respondents. Furthermore, it is noteworthy that a majority of the teachers currently employed in the profession are concentrated in the North Rhine-Westphalia state.

A surveillance study on antibiotic resistance of enterococcal isolates (n = 730) was carried out in North Rhine-Westphalia, Germany, in 1997. Resistance rates to ampicillin (7.4%), high-level gentamicin (15.0%), high-level streptomycin (27.9%), ciprofloxacin (37.9%), vancomycin (1.5%), and teicoplanin (1.5%) were determined. All vancomycin-resistant enterococci (VRE) carried the vanA gene. SmaI andApaI macrorestriction patterns indicated an intra- and interhospital spread of VRE.

Annotation:
Germany is one of the pioneer countries in wind turbine technology. They installed many wind turbines during the last decades and are now confronted with a shortage of land suitable for new wind parks. Now, with an estimated wind turbine service life of 20 – 25 years whole wind parks are becoming obsolete and owners have to decide whether do decommission, repower or to continue the operation of their parks. The advantages of repowering as well as the bureaucratic hurdles are outlined and evaluated. This thesis deals with the repowering potential in North Rhine-Westphalia and is analysing the technical and economical possibilities of repowering. The main objectives are to identify wind turbines eligible for repowering and also to develop repowering scenarios in order to determine their techno-economic feasibility.  The designed steps of the methodology allow the census and the subsequent implementation of the results in WindPro and RETScreen.

In recent years ‘mobility management’—a means of promoting modal shift and alternatives to the journey—has gained importance in continental Europe. Especially in metropolitan areas this approach is seen as a way of improving the effectiveness of traffic system management measures. This paper outlines some key options and constraints of transferring mobility management to rural regions, drawing on evidence gathered from a research and demonstration project currently underway in rural regions of North Rhine-Westphalia. Basic conditions for implementing mobility management in rural regions as well as preliminary findings are presented.

The numbers of people on the move, fleeing from conflict, persecution and violence is increasing and so is the level of violence against those most vulnerable persons. The question why host populations turn against refugees in liberal European democracies as isolated phenomenon has, to my knowledge, not experienced great academic attention. This study investigates what societal conditions need to be fulfilled in order for violence to occur. Deriving from previous research on anti-refugee violence in developing countries and right-wing violence, I suggest the following argument: A high level of knowledge deficit regarding refugees and a high level of relative deprivation causes a high level of insecurity among society, which makes persons more susceptible to anti-refugee mobilisation, making it effective and thus leading to violence. In order to test this hypothesis, I conduct a structured focused comparison, investigating Saxony and North Rhine-Westphalia, two federal states within Germany. The first showing a high level of anti-refugee violence compared to the latter showing a low level of violence. The evidence found in the study shows some support for the proposed theory. A higher level of insecurity is prevailing in Saxony compared to North Rhine-Westphalia, yet the results are not as distinct as expected. Thus, more research is necessary in order to shed more light onto the phenomenon and develop countermeasures.

AbstractDigitalization will extensively change what kind of social services social welfare states will provide in the future and how these services are delivered. In addition, organization and financing will alter fundamentally. In Germany, a greater part of social services is organized by social welfare organizations. Digitalization will not only change social services, but also social welfare organizations. Until now, systematic concepts about responsible digital transformation for social welfare organizations are missing and there are no models for social welfare organizations to initiate, design and implement social innovation processes. This chapter gives an overview about organizational development and innovation in the context of social services. Further, ideas for a responsible digital transformation of social welfare organizations are provided and illustrated by an example of the social welfare organization: Workers’ Samaritan Federation North Rhine-Westphalia registered association (ASB NRW e.V.).

Values education is carried out in many countries with different names and systems. Although differences are observed according to the social, political, religious, and economic structure of each country, value education aims to provide an ideal structure for the individual and society by transferring cultural, moral, national, and universal values to individuals. In this study, values education in Germany, one of the important countries of Europe, was examined, and the situation of values education applied in the state of North Rhine-Westphalia was revealed as well as general values education in Germany. In Germany, values education is mainly given in Ethics and Religion courses. The data in the research were obtained by using the literature review technique, one of the qualitative research methods. As a result of the research, it has been understood that the values education in the Values and Norms course in primary schools in the state of North Rhine-Westphalia is not given at a sufficient level, and this course is only a specific course.

Annotation:
School violence and bullying highlighted as a global issue outside and in the school. In this research, IEA International Civic and Citizenship Study (ICCS) 2016 data from eight countries – Finland, Estonia, Latvia, Lithuania, Germany (North Rhine-Westphalia), the Russian Federation, Sweden and Denmark – was compared. The aim of the article is to observe the relationship between bullying and students’ citizenship activities at school and in the future. The research determined a relationship between bullying and factors that described students’ citizenship activities. The results show that there is a link between bullying and students’ experiences of participation in illegal and legal activities, participation in classroom discussions, interest in the wider community, and at-school citizenship activities. This report reviews the energy transition and decarbonization strategies of three European regions (Grand Est/Grand Reims, in France; Scotland, in the United Kingdom; and North Rhine-Westphalia, in Germany) and the "energy regions" defined in the Netherlands at the sub-provincial level. The aim of the paper is to characterize these strategies and the associated action plans and to extract lessons and learnings with potential application in the Basque Country on how other territories and regions are approaching, from a subnational perspective, the process of greenhouse gas emissions reduction and energy transition. The analysis of the cases under study shows the importance of (a) designing strategies and solutions adapted to the economic, energy and social reality of each territory, (b) establishing governance systems that promote efficient collaboration between agents and social support for the transition, (c) involving the R&D, training and financing ecosystems in the support of innovative business fabric and in the development of systemic solutions for the decarbonization of the different sectors of activity.
