Over the past decade, the Latino population in North Carolina has increased 111%. More than half of North Carolina Latinos are foreign-born and most face issues related to immigration, acculturation, and often, discrimination. This article provides a brief overview of the historical context in which social workers engaged with immigrant communities, and argues that the profession brings strengths and unique skills to address North Carolina’s Latino immigrant population, historically, and within the current context. Key social demographics of Latino populations, sociopolitical realities, as well as theoretical and methodological issues related to the complex needs of this diverse population group are addressed. Two examples of Latino vulnerability in North Carolina, HIV/AIDS and discriminatory local immigration enforcement practices, are discussed to further highlight the unique strengths and challenges social workers in North Carolina and the New South face when working with Latino immigrants.

During the past 15 years, immigration enforcement increased dramatically in the U.S. interior. There is a growing recognition that immigration enforcement in the U.S. interior has spillover effects onto U.S. citizens. I examine the impacts of a type of partnership between Immigration and Customs Enforcement and local law enforcement, 287(g) programs, on school engagement within North Carolina. In North Carolina, nine counties were approved to establish 287(g) programs, and another 15 applied but were not approved to participate. I use a triple difference strategy in which I compare educational outcomes for different groups of students in these two sets of counties before and after activation of 287(g) programs between 2003/2004 and 2012/2013. I find that 287(g) programs decrease school engagement by decreasing attendance. This effect appears to be driven by increabes in chronic absenteeism (missing 15 or more days per year).

We examine how increased Immigration and Customs Enforcement (ICE) activities impacted newborn health and prenatal care utilization in North Carolina around the time Section 287(g) of the Immigration and Nationality Act was first being implemented within the state. Focusing on administrative data between 2004 and 2006, we conduct difference-in-differences and triple-difference case-control regression analysis. Pregnancies were classified by levels of potential exposure to immigration enforcement depending on parental nativity and educational attainment. Contrast groups were foreign-born parents residing in nonadopting counties and all US-born non-Hispanic parents. The introduction of the program was estimated to decrease birth weight by 58.54 grams (95% confidence interval [CI], −83.52 to −33.54) with effects likely following from reduced intrauterine growth. These results are shown to coexist with a worsening in the timing of initiation and frequency of prenatal care received. Since birth outcomes influence health, education, and earnings trajectories, our findings suggest that the uptick in ICE activities can have large socioeconomic costs over US-born citizens.

How does local law enforcement, with the aid of city and county governments, respond to racialized immigrant threat through policy implementation, namely, through adoption of intergovernmental agreements? More specifically, how is this response tailored for Latino immigrant communities, particularly in new destination communities? Across the country, scholars, activists, and politicians note the increasing use of local law enforcement to implement federal immigration enforcement measures through intergovernmental agreements, emphasizing the disproportionate impact on the Latino, more specifically the foreign-born Mexican, population. One such intergovernmental partnership is the 287(g) agreement between local law enforcement and Immigration and Customs Enforcement. Yet little is known about the process through which counties adopt, implement, and maintain such intergovernmental partnerships and the state actors that make it all possible.

A conference of 70 leading American and European researchers and policymakers in Charleston, South Carolina on May 13–14, sponsored by the European Communities Studies Association, discussed the gap between immigration goals and realities on both sides of the Atlantic, and worried about whether current steps taken to promote integration will be successful. They reached apparent consensus on three points: 1) immigration pressures in Europe and the United States are rising and are unlikely to abate soon; 2) there is no compelling economic or demographic case for opening borders to mass migration; 3) there are no clear historical or contemporary models that provide beacons to guide integration policies.

The Chicago School of urban sociology and its extension in the spatial assimilation model have provided the dominant framework for understanding the interplay between immigrant social and spatial mobility. However, the main tenets of the theory were derived from the experience of prewar, centralized cities; scholars falling under the umbrella of the Los Angeles School have recently challenged the extent to which they are applicable to the contemporary urban form, which is characterized by sprawling, decentralized, and multinucleated development. Indeed, new immigrant destinations, such as those scattered throughout the American Southeast, are both decentralized and lack prior experience with large–scale immigration. Informed by this debate this paper traces the formation and early evolution of Hispanic neighborhoods in Durham, NC, a new immigrant destination. Using qualitative data we construct a social history of immigrant neighborhoods and apply survey and census information to examine the spatial pattern of neighborhood succession. We also model the sorting of immigrants across neighborhoods according to personal characteristics. Despite the many differences in urban form and experience with immigration, the main processes forging the early development of Hispanic neighborhoods in Durham are remarkably consistent with the spatial expectations from the Chicago School, though the sorting of immigrants across neighborhoods is more closely connected to family dynamics and political economy considerations than purely human capital attributes.

However, national research on the impact of specific policies is limited. The 8th annual Southeast Greenhouse Conference and Trade Show (SGCTS) will be held in June 2000. This meeting is the result of cooperative efforts among the Alabama Nurserymen's Association, Florida Nurserymen and Growers Association, Georgia Commercial Flower Growers Association, North Carolina Commercial Flower Growers' Association, South Carolina Greenhouse Growers Association, Tennessee Flower Growers Association, Virginia Greenhouse Growers Association; and the Cooperative Extension Services and Land Grant Universities of all seven participating states, including Auburn Univ., Clemson Univ., the Univ. of Florida, the Univ. of Georgia, North Carolina State Univ., Univ. of Tennessee, Virginia Polytechnic Institute and State Univ., and Virginia State Univ. Through pooling of efforts and resources, the SGCTS has become one of the major floriculture educational and trade show events in North America, and it has grown from an initial participation of 347 and a trade show of 89 booths in 1993 to 2407 participants and 398 booths in 1999. The SGCTS serves as an excellent example of cooperative partnering among grower organizations, Cooperative Extension, and faculty at Land Grant Institutions. It eliminates duplication of efforts among individual states, each historically holding their own state meeting. Proceeds from the conference support grower organizations, which in turn support research and educational programs at the cooperating universities. Over $55,000 were disbursed back to the state associations in 1999.

The social structure of estuarine-resident bottlenose dolphins is complex and varied. Residing in habitats often utilized for resource exploitation, dolphins are at risk due to anthropogenic pressures while still federally protected. Effective conservation is predicated upon accurate abundance estimates. In North Carolina, two estuarine-resident stocks (demographically independent groups) of common bottlenose dolphin have been designated using spatiotemporal criteria. Both stocks are subjected to bycatch in fishing gear. The southern North Carolina estuarine stock was estimated at <200 individuals from surveys in 2006, which is outdated per US guidelines. Thus, we conducted a new capture-mark-recapture survey in 2018, identifying 547 distinct individuals, about three times higher than the prior abundance estimate. We compared those individuals to our long-term photo-identification catalog (1995–2018, n = 2,423 individuals), matching 228 individuals. Of those 228, 65 were also included in the 2013 abundance estimate for the northern North Carolina estuarine stock. Using sighting histories for all individuals in the long-term catalog, we conducted a social network analysis, which is independent of a priori stock assignments. The three primary clusters identified were inconsistent with current stock designations and not defined by spatiotemporal distribution. All three clusters had sighting histories in the estuary and on the coast, however, that with the highest within-cluster associations appeared to use estuarine waters more often. The within-cluster association strength was low for one cluster, possibly due to only part of that cluster inhabiting the southern North Carolina estuarine system. Between-cluster differences occurred in infestation rates by the pseudostalked barnacle, Xenobalanus globicipitis, but that did not predict clusters. We suggest the need to re-evaluate the stock structure of estuarine-resident common bottlenose dolphins in North Carolina and currently have insufficient information to assign an abundance estimate to a currently designated stock.

1 Blood lead levels were examined in 127 housepainters in North Carolina between April and September, 1993. Each participant filled out a questionnaire and gave a blood sample. The questionnaire covered the individual's work history, concentrating on paint-removal activities and personal protection, and also covered potential non- occupational sources of lead exposure. Blood samples were analysed for lead content using atomic absorption spectroscopy. 2 The geometric mean blood lead level was 0.33 μmol L-1 (6.8 jg dL-1). No blood lead samples were found to exceed the occupational standard of 1.93 μmol L-1 (40 μg dL-1). The three highest samples had levels between 0.97 and 1.45 μmol L-1 (20 and 30 μg dL-1); this represented 2.4% of the study sample. 3 No statistical association was found between blood lead levels in these painters and their painting activities, including using dust masks for personal protection. 4 Current painting practices in this group of North Carolina painters do not appear to elevate blood lead lev els above the occupational standard.

A total of 51 Extension agents were surveyed in the North Carolina Master Gardener program. Thirty-five (68%) agents returned the survey. The highest benefits from participation in the Master Gardener program were expanded outreach of the county office and increased community support. The top three program barriers are limited time, financial resources, and the recruiting/supporting of volunteers. The majority (60% agreed) of agents felt the Master Gardener program was a cutting-edge program and the Master Gardener Association (67.7% agreed) should continue to be supported. The three significant programming thrusts at the county level were new clientele, increased number of volunteers, and volunteer input into the local program. Significant features from the state level were the production of support materials, administrative support, and the N.C. Master Gardener Manual. Future changes/improvements to the Master Gardener program should be done through in-service training, completion of the teaching modules project, and more agent sharing sessions. Most agents (58.8%) have been in the Master Gardener program for 5 years or less, with 42.9% possessing horticulture undergraduate degrees. At least 100 median hours per agent were freed up by Master Gardeners answering phone calls and conducting workshops. The estimated savings to homeowners per county was a $20,000 median.

In 2001, North Carolina Library Association President Ross Holt established a Commission on the Future of Libraries and the Book to explore the issues surrounding the future of the book given the impact of ever changing technologies, and the future of libraries as they respond to these changes. As part of this process, the NCLA Commission on the Future of Libraries and the Book conducted a Web-based survey of North Carolina librarians in August 2003 to find out what they thought about the challenges facing libraries over the next few years.

Among Latinos in the United States, particularly in new settlement states, racial/ethnic discrimination, violence, and immigration enforcement contribute to health disparities. These types of experiences were explored among Latino men in North Carolina through quantitative assessment data ( n = 247). Qualitative in-depth interviews were also conducted with a subsample of Latino men who completed the assessment ( n = 20) to contextualize quantitative findings. Participants reported high rates of unfair treatment, discrimination or violence, and questioning about their immigration status. Having been questioned about one’s immigration status was significantly associated with increased drug use (adjusted odds ratio [AOR] = 2.16; 95% confidence interval [CI] [1.07, 4.38]) and increased depressive symptoms (AOR = 2.87; 95% CI [1.07, 7.67]). Qualitative themes included: reports of frequent discrimination based on immigration status, race/ethnicity, and language; workplaces and police interactions as settings where reported discrimination is most common and challenging; frequent violent victimization; psychological consequences of experiences of discrimination and violence and concerns related to immigration enforcement for Latino men and their families; inter- and intra-community tensions; health-care services as safe spaces; use of coping strategies; and system-level approaches for reducing discrimination and violent victimization of Latinos. Findings point to the need to address underlying causes of discrimination and violence toward Latinos, particularly those related to immigration enforcement, to support health and well-being.

Eighty-four isolates of Sclerotinia sclerotiorum from four cabbage production fields in North Carolina and 16 isolates from an experimental cabbage field plot in Louisiana were DNA-fingerprinted and tested for mycelial compatibility. In a comparison with 594 unique DNA fingerprints of S. sclerotiorum from Canadian canola, no fingerprints were shared among Canadian, North Carolina, and Louisiana populations. DNA fingerprints from the North Carolina sample were distinctive from those of the Canadian and Louisiana samples, with significantly more hybridizing fragments in the 7.7- to 18-kilobase range. Forty-one mycelial compatibility groups (MCGs) and 50 unique DNA fingerprints were identified from the North Carolina sample. Three MCGs and three fingerprints were identified from the Louisiana sample. From the North Carolina sample, 32 MCGs were each associated with a unique fingerprint; of these, there were 11 clones (i.e., cases in which two or more isolates belonged to the same MCG and shared the same DNA fingerprint). Six clones sampled from two or more fields represented approximately 29% of the total sample (24 of 84 isolates), with six clones recovered from fields 75 km apart. There were 10 cases in which one MCG was associated with more than one DNA fingerprint and two cases in which one DNA fingerprint was associated with more than one MCG. The small sample from Louisiana was strictly clonal. The North Carolina sample had a clonal component, but deviated from one-to-one association of MCG with DNA fingerprint to an extent consistent with more recombination or transposition than the other two populations sampled.

Existing paradigms of immigrant incorporation fruitfully describe immigrants’ upward or downward mobility across generations. Yet we know very little about intragenerational change. Drawing on a case in which upwardly mobile Latino immigrants see their gains reversed, I model what I call intragenerational reverse incorporation. In doing so, I theorize how incorporation gains can be undone through institutional closure and shifts in reception attitudes spurred by securitization and intensified immigration enforcement. Drawing on data gathered in Winston-Salem, North Carolina, I show how these changes both marginalized and racialized Latino immigrants, who in turn internalized and politicized their new status.

Purpose Teacher effectiveness in diverse school environments depends highly on the multicultural education courses provided by Educator Preparation Programs (EPP). Research measuring new teachers’ (i.e. teachers having 0-3 years of teaching experience) effectiveness as a result of EPPs’ multicultural education courses is limited. The purpose of this study was to examine if any association occurred between the number of multicultural courses offered to pre-service teacher candidates by EPPs and their graduates rating of effectiveness, as it pertains to creating a culturally diverse classroom environment. Design/methodology/approach Using data from the North Carolina Department of Public Instruction (NCDPI) and public EPPs course catalogs for North Carolina, this descriptive study investigates multicultural education course offerings and recent teacher graduate data for North Carolina for 2015, as it pertains to creating culturally diverse learning environments for students of color. Findings The results indicate that multiple EPPs in North Carolina are not providing multicultural courses for their pre-service teachers, and that novice teachers in North Carolina are lacking the ability to produce diverse learning environments for students of color at a high capacity as defined by the North Carolina Teacher Effectiveness definition. Research limitations/implications Data were retrieved from 2015. In the current year, EPPs could have boosted their offerings of multicultural courses since that time. Social implications It is anticipated that the lack course offerings by EPPs will directly reflect new teachers’ ability to create respectful learning environment for students of color, suggesting that EPPs may be counterproductive towards teacher candidates’ understanding of race in the classroom. Originality/value This study’s originality exists in its ability to begin to connect new teachers’ productivity with regards for promoting diversity or multiculturalism and the multicultural courses offered by EPPs.

This article examines the forces shaping the labor supply and wages of immigrant Hispanic women in new destinations. The analysis draws on data collected in Durham, North Carolina, and evaluates how labor market outcomes are influenced by variables including human capital, immigration characteristics (including legal status), family structure, and immigrant-specific labor market conditions such as subcontracting. Findings indicate that the main determinants of labor supply among immigrant Hispanic women in Durham relate to family structure, with human capital playing a relatively minor role. Important variation is observed in the degree of work-family conflict across occupations. For wages, human capital and immigration characteristics (including documentation) are more important than family structure. Results show that the position of immigrant Hispanic women in Durham’s low-wage labor market is extremely precarious, with multiple, overlapping sources of disadvantage, particularly related to legal status and family structure.

The North Carolina Landscape Contractors Association and the North Carolina Association of Nurserymen have cooperated with the NCSU Horticulture Department Extension Landscape Specialist in providing study resources, a demonstration garden, training seminars, and workshops to the landscape and nursery industry. The Certified Plant Professional Program certifies nursery and garden center employees on plant identification and ornamental plant care. Over 350 woody ornamentals, herbaceous perennials, and annuals are in the study guide. A total of 893 folks have been certified since the program began in 1986. County agents teach classes on a regional level. Three tests are given annually. The Certified Landscape Technician's exam is given annually, after many workshops and training sessions are offered. The professional standards of the industry are being improved by the results of the networking with the industry associations.

The purpose of this study was to examine K–12 instrumental music education in North Carolina. Specifically, we investigated course offerings, teacher demographics, teaching responsibilities, and music program funding. We administered a survey to the members of the North Carolina Music Educators Association listserv who indicated band or orchestra as their teaching area. Participants identified themselves as teachers of orchestra ( n = 44), band ( n = 173), or a hybrid of both ( n = 17). Of schools that offered instrumental music, 95% offered band and 36% offered orchestra. More than 20% of orchestra teachers were “very likely to retire within 5 years.” The majority of teachers relied on fundraising to provide adequate music education for students. Results of this study were analyzed and compared to national averages reported in the Give a Note Foundation’s 2017 report: The Status of Music Education in United States Public Schools. Implications for orchestra teachers, music programs, music teacher preparation curriculum, and future research are discussed.

In 1824, the American schoonerFoxsailed into Charleston harbor with seasoned mariner and Rhode Island native Amos Daley on board. When officials boarded the ship, they interrogated the captain and crew before cuffing Daley and hauling him off to the Charleston jail, where he remained until theFoxwas set to leave harbor. Daley's detainment occurred because 16 months earlier the South Carolina General Assembly had enacted a statute barring the entrance of all free people of color into the state. Unlike other antebellum state statutes limiting black immigration, this law extended further, stretching to include in its prohibition maritime laborers aboard temporarily docked, commercial vessels. This particular section of the law was passed on the assumption that such sailors inspired slave insurrection and thereby posed a direct threat to the safety and welfare of the citizenry. Over the course of the next four decades, the states of North Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, and Texas would join South Carolina in passing statutes, commonly referred to as the “Seamen Acts,” which limited the ingress of free black mariners. Amos Daley was only one of ~10,000 sailors directly affected by these particularly Southern regulations.

Abstract A comparison of data on the first jobs of one university's forestry graduates with national data on members of the foresters' professional association points to some trends in forestry employment. Compared with older alumni and with Society of American Foresters members as a whole, recent graduates from North Carolina State University are taking fewer positions with federal agencies and in land management, but more consulting jobs and specialized procurement or environmental services positions. Graduates with advanced degrees are finding more career opportunities than bachelor's-degree foresters. To prepare their graduates for future employment, forestry education programs need to reflect regional differences in employment.

Abstract North Carolina (NC) is home to the largest American Indian population in the Eastern United States (approximately 300,000 residents, about 2.8% of the total NC population), represented by eight state and federally recognized tribes (Eastern Band of Cherokee Indians, Sappony, Occaneechi Band of Saponi Nation, Meherrin, Haliwa Saponi, Coharie, Lumbee, Waccamaw Siouan) and four urban Indian organizations (Metrolina Native American Association, Guilford Native American Association, Triangle Native American Society, Cumberland County Association for Indian People). This population experiences significant health disparities largely related to adverse social determinants of health and limited access to health care. With regards to cancer, disparities exist for incidence and mortality for certain cancer, although there are limited data available with regards to cancer screening stage at diagnosis, treatment and survivorship. Furthermore, evidence suggests that racial misclassification contributes to a significant underestimation of the true cancer incidence and mortality in this population. To address the cancer care needs of NC American Indians, a unique collaboration was established in 2021 among the leadership of the Community Outreach and Engagement programs at the three NCI-designated Comprehensive Cancer Centers in North Carolina (Duke Cancer Institute, University of North Carolina Lineberger Cancer Center, Wake Forest Baptist Comprehensive Cancer Center). The collaboration, entitled, The Southeastern American Indian Cancer Health Equity Partnership (SAICEP), has as its mission to "understand and address the cancer-related health needs of American Indian communities in our catchment areas and beyond." SAICEP includes: (1) a quarterly speakers' series, featuring nationally recognized experts in the area of American Indian cancer research and care; (2) educational outreach and engagement activities at tribal and state cultural events; and, (3) cutting-edge culturally respectful research to understand and address cancer disparities at the tribal and state level. Partnerships have been established with tribal leaders across the state as well as researchers at the University of North Carolina at Pembroke in the traditional homeland of the Lumbee tribe (the largest tribe in the state).
