Current crisis communication plans and guidance at all levels of government focus almost exclusively on communication during a crisis, rather than a comprehensive approach that also addresses the timeframe well before and well after a disaster. Furthermore, existing crisis communication strategy does not include approaches to enhance resiliency in individuals and communities affected by disaster. A case study of the 2007 Greensburg, Kansas tornado assessed the crisis communication strategy surrounding the disaster to assist in the development of a new comprehensive crisis communication strategy for homeland security. The case study revealed the need for homeland security leaders to reframe crisis communication by considering disasters as the norm, not a rarity. The case study also found significant benefits to utilizing a complex systems approach in crisis communication strategy, specifically the pragmatic complexity model. New crisis communication approaches were recommended including a public partnership approach and a resilient messaging/survivor psychology approach. The research recommendations also included specific before and after message themes to engage the public and help them become more resilient. The case study and research concluded a state-level strategy would be most beneficial and would allow specific messaging to be delivered by leaders familiar to the community affected.

Although mathematical cryptography has been widely used, its security has only been proven under certain assumptions such as the computational power of opponents. As an alternative, quantum communication, in particular quantum key distribution (QKD) can get around unproven assumptions and achieve unconditional security. However, the key generation rate of practical QKD systems is limited by device imperfections, excess noise from the quantum channel, limited rate of true random-number generation, quantum entanglement preparation, and/or post-processing efficiency. This dissertation contributes to improving the performance of quantum communication systems. First, it proposes a new continuous-variable QKD (CVQKD) protocol that loosens the efficiency requirement on post-processing, a bottleneck for long-distance CVQKD systems. It also demonstrates an experimental implementation of the proposed protocol. To achieve high rates, the CVQKD experiment uses a continuous-wave local oscillator (CWLO). The excess noise caused by guided acoustic-wave Brillioun scattering (GAWBS) is avoided by a frequency-shift scheme, resulting in a 32 dB noise reduction. The statistical distribution of the GAWBS noise is characterized by quantum tomography. Measurements show Gaussian statistics upto 55 dB of dynamical range, which validates the security calculations in the proposed CVQKD protocol. True random numbers are required in quantum and classical cryptography. A second contribution of this thesis is that it experimentally demonstrates an ultrafast quantum random-number generator (QRNG) based on amplified spontaneous emission (ASE). Random numbers are produced by a multi-mode photon counting measurement on ASE light. The performance of the QRNG is analyzed with quantum information theory and verified with NIST standard random-number test. The QRNG experiment demonstrates a random-number generation rate at 20 Gbits/s. Theoretical studies show fundamental limits for such QRNGs. Quantum entanglement produced in nonlinear optical processes can help to increase quantum communication distance. A third contribution is the research on nonlinear optics of graphene, a novel 2D material with unconventional physical properties. Based on a quantum-dynamical model, optical responses of graphene are derived, showing for the first time a link between the complex linear optical conductivity and the quantum decoherence. Nonlinear optical responses, in particular four-wave mixing, is studied for the first time. The theory predicts saturation effects in graphene and relates the saturation threshold to the ultrafast quantum decoherence and carrier relaxation in graphene. For the experimental part, four-wave mixing in graphene is demonstrated. Twin-photon production in graphene is under investigation.

The purpose of this study is to explore patients’ experiences and preferences concerning communication with primary care, as well as their attitude towards a future digital system to manage communication. The Swedish county councils and municipalities (SKL) is developing a new digital tool as a complement in the communication between patients and physicians, thus this research is a preliminary investigation of a larger approach. The research has been based on 20 semi-structured interviews with patients in ages between 21 and 86 from 13 different health care centers in Sweden. The interviews indicate that the communication between patients and physicians needs development in numerous ways and that the system used by the primary care contributes to negative outcomes in the communication. Patients’ attitudes towards a new digital system to manage communication were investigated and a majority was positive. The study’s results pointed out the importance of the physicians’ attitudes in the physician-patient communication, and brought some possible improvements to be done in the actual primary care system; as for example implementing new communication channels to allow an easier contact of patients with their health care center. The new communication tool was overall well received and even appeared to be a suitable solution for some of the problems discovered along the patients’ journey. The overall results obtained are positive and promising towards its implementation in Sweden.

Annotation:
Synchronization is a challenging but very important task in communications. In digital communication systems, a hierarchy of synchronization problems has to be considered: carrier synchronization, symbol timing synchronization and frame synchronization. For bandwidth efficiency and burst transmission reasons, the former two synchronization steps tend to favor non-data aided (NDA or blind) techniques, while in general, the last one is usually solved by inserting repetitively known bits or words into the data sequence, and is referred to as a data-aided (DA) approach. Over the last two decades, extensive research work has been carried out to design nondata-aided timing recovery and carrier synchronization algorithms. Despite their importance and spread use, most of the existing blind synchronization algorithms are derived in an ad-hoc manner without exploiting optimally the entire available statistical information. In most cases their performance is evaluated by computer simulations, rigorous and complete performance analysis has not been performed yet. It turns out that a theoretical oriented approach is indispensable for studying the limit or bound of algorithms and comparing different methods. The main goal of this dissertation is to develop several novel signal processing frameworks that enable to analyze and improve the performance of the existing timing recovery and carrier synchronization algorithms. As byproducts of this analysis, unified methods for designing new computationally and statistically efficient (i.e., minimum variance estimators) blind feedforward synchronizers are developed. Our work consists of three tightly coupled research directions. First, a general and unified framework is proposed to develop optimal nonlinear least-squares (NLS) carrier recovery scheme for burst transmissions. A family of blind constellation-dependent optimal "matched" NLS carrier estimators is proposed for synchronization of burst transmissions fully modulated by PSK and QAM-constellations in additive white Gaussian noise channels. Second, a cyclostationary statistics based framework is proposed for designing computationally and statistically efficient robust blind symbol timing recovery for time-selective flat-fading channels. Lastly, dealing with the problem of frame synchronization, a simple and efficient data-aided approach is proposed for jointly estimating the frame boundary, the frequency-selective channel and the carrier frequency offset.

This thesis explores ways evangelical Christian communicators remediate traditional ministry functions and community formation onto new media platforms. This exploration is framed by a discussion of literacy and digital composing reflecting Stuart Selber’s multiliteracy approach to teaching digital composition. The author positions evangelical churches’ approaches to texts, community, education, and communication as components of a distinct literacy that is often at odds with values, controls, and cultures found on the Internet and in new media. Discovering how church communicators use new media, how their education prepares them for effective digital communication, and how external sources, such as expert authors, aid the transition from print to new media helps us understand the gap between Selber’s ideal multiliteracy and the reality of new media literacy for this group. This also expands our understanding of digital composition, and the role it plays in both the classroom and in all students’ greater lives.

The research explores the theoretical possibility of a semiotic approach to the Museum phenomenon, seen as a process of communication and signification, and the consequences on the determination of the social function of museums, in its semantic and pragmatic levels. It proposes a new discipline for the field - that of 'Museum Semiotics', as a theoretical background and a tool for the understanding of museums as 'semiosic spaces', acting in the cultural process through their 'communicative actions'. PARTS I and II propose the basic assumptions and premises for the study of the specific Museum Language, defining its terms and concepts, and considering museum objects as bearing a 'sign-function', as 'signifying units' used in the construction of messages and 'discourses', manifested or hidden in museum exhibitions. The mechanisms of the process of sign production and of sign interpretation in the Museum context, the concept of 'museality', the Museum 'mythological speech', the interplay of codes and the interaction between emitters and receivers in the museum communication process, are explored here. PARTS III and IV propose and develop a preliminary model of analysis of exhibition 'texts' and of their specific 'rhetorics', applied in a particular case study, the exhibition on 'Buddhism, Art and Faith', held at the British Museum (1985), in order to detect the multiple ways in which the public 'reads' a Museum message, and all the elements working in this process. PART V presents the conclusions and insights on Museum Communication, on exhibition production and evaluation, on Museum Education, and on new fields of research opened up through the approach of Museum Semiotics, proposing a strategy for changing the conditions of communication, through open and aesthetic texts, which may encourage the visitors to recover their freedom of decoding'.

Approximately 64% of nonprofit leaders struggle to connect with supporters through fund initiatives alone, and 59% of nonprofit leaders lack the marketing communication capability to attract new donors. Fundraising is vital to nonprofit organizations' sustainability and essential for successfully attracting new donors. The purpose of this qualitative single case study was to explore effective external communication strategies used by 3 southern California nonprofits through the conceptual lens of the integrated marketing communications theory. Data were gathered using semistructured interviews, a review of organizational documents and online databases, and the Baldrige Excellence Framework. The data were analyzed using Yin's 5-step process. The two key themes that emerged were process strengths and process opportunities. The results of this study could contribute to positive social change by helping organizations strengthen external communications strategies to increase new donors and financial capital to achieve mission goals.

The last decade a number of digital mediums such as computers, internet, digital cameras and mobile phones have entered people’s lives. How have these mediums changed the way we communicate and consume media? This work examines two ongoing trends in this new digital media landscape. The first trend is about how newspapers have reshaped in the digital media landscape. The second trend is about personal publishing in general and blogging in particular. The questions asked are: How have the new mediums changed the way we communicate, create and consume media? And how are pictures used and what role do they play? It is important to ask these questions now when we are in the midst of a changing media landscape. A qualitative research approach with in-depth interviews, document analysis and a literature study has been performed. The thesis describes how people’s means for communication have changed through history. From the oral culture, the writing culture, the printing culture until the first media age and today’s new media age. It concludes that the new media age is different compared to the previous ages. Today’s communication and media flow is to a higher degree multi-directional compared to the previous ages. People have the means to respond and interact with traditional media such as newspapers. The interaction with the readers has become an important part of the publishing process. Personal publishing and blogging is blossoming and today there are numerous tools available for personal publishing of content at internet. The creation of digital content images and text has become easier and faster. The new digital technologies have eliminated the time and space boarders. Millions of mobile phones with inbuilt cameras results in that we witness pictures of situations we never had pictures of before. These pictures can easily be published for a large audience instantly regardless time and space. The new media age is about personalization and individualization of content creation, content publishing and content consumption. Interactivity is important and the main driver is communication between people.

Wireless sensor networks have the potential for becoming a huge market. Ericsson predicts 50 billion devices interconnected to the Internet by the year 2020. Before that, the devices must be made to be able to withstand years of usage without having to change power source as that would be too costly. These devices are typically small, inexpensive and severally resource constrained. Communication is mainly wireless, and the wireless transceiver on the node is typically the most power hungry component. Therefore, reducing the usage of radio is key to long lifetime. In this thesis I identify four problems with the conventional broadcast primitive. Based on those problems, I implement a new communication primitive. This primitive is called Politecast. I evaluate politecast in three case studies: the Steal the Light toy example, a Neighbor Discovery simulation and a full two-month deployment of the Lega system in the art gallery Liljevalchs. With the evaluations, Politecast is shown to be able to massively reduce the amount of traffic being transmitted and thus reducing congestion and increasing application performance. It also prolongs node lifetime by reducing the overhearing by waking up neighbors.

What is community? What defines it, and what creates it? What—or who—is the gay community? Is the gay community the same as it was ten, twenty, or even thirty years ago? Those are some of the questions I will be answering as I explore the creation, expansion, and subsequent integration of the physical gay community into one that embraces an online, fragmented community. I will explore the creation and evolution of the gay community, examining its early years and the challenges it faced as a marginalized group. To help define community, I will use the concept of identity theory by incorporating the theory of play and weaving the idea of claiming public space into my argument to show how the physical, economic, social creation of the gay community is dependent upon a geographic and virtual community. Those examples will set up my argument that the idea of community has changed in part to the commonality of technology and social applications. I argue that the idea of the traditional gay and lesbian community, which relied heavily on where you lived, has become fragmented and disjointed because of the reliance of an online, virtual community which, in turn, has led to a lack of interpersonal connections among individuals of this marginalized group.

News credibility studies have been around since radio and television began competing with the newspaper industry for consumers' attention. However, at this time, the news industry is experiencing a shift in medium as the Internet is quickly becoming the predominant source by which many get their news. Due to the free and independent nature of the Internet and the rise of blogging as a source by which people get news and information, audience perception of what constitutes a credible source needed to be examined. This study took the dimensions of news credibility that have been set in previous studies and compared them against an individual's news blog use to see if there was any change in what was important in measuring credibility. Through these comparisons, the measure that was used in previous studies did not seem deep enough and did not produce the expected outcome. Barely touching on each dimension, this study calls for individual studies on each dimension that would provide a better look at how credibility is perceived by news blog users.

Background:

During the last years, the boom of the Internet has carried along with it new possibilities for communication, in addition, other technological developments of society together act to form a new reality in which companies have to rethink their means for com-municating with consumers.

Problem and Purpose:

In a new reality where consumers seem to reap all the benefits of the technological changes, how then, should companies adjust to the changing environment? The authors first investigated the modern media environment and found some trends in how it is evolving, and after listening to what some experts within the field think about the future and of what should be done, they them-selves endeavoured to generate some guidance for companies in this matter.

Method:

This thesis is somewhat of a Delphi study, which means that it heavily relies on the statements of experts. What they have said has played a crucial role in the authors’ own formulation of guid-ance. The experts were interviewed either face-to-face, or through the exchange of e-mails.

Conclusions:

Major trends in how the media environment is transforming are; technology as an enhancer to rather becoming a determinant, segmentation to fragmentation, decreasing- to increasing returns to scale, an opening for entirely new business concepts and an in-creasing value of intangible assets as a complement to traditional, tangible assets. The authors then presented some elements that would be of crucial significance in this new environment, and they also formulated some more specific guidance in how these ele-ments could be instigated in companies. They were; Speed and flexibility, customization and sustainability. Advice in how they could be instigated where then summarized and illustrated in the “New Digital World Market Communication Diamond”, which basically emphasizes the need for updating the values and the cor-porate culture, the need for streamlining supply chains, the need of truly finding and using information about consumers, and fi-nally, the need for adaptive experimentation.

The relationship between Internet technology and human beings has been the main focus in the realm of Internet study. Those studies, generally speaking, either paid attention to the political, economical and social influences of the burgeoning Internet technology on human society, or focusing on the changing of human behavior, attitudes and psychological conditions in the Internet technological environment. Lacking of considering the core nature of Internet technology, most of studies, though proposed many insightful arguments, cannot explain why and in what way the Internet has such great influences on human beings. Since the Internet technology constructed the cyberspace, its relationship with human beings has been undoubtedly influenced by the inherent nature of the Internet. Examining the intrinsic nature and the bias of Internet technology, this study proposes the concept of cyber-micropower to describe the power relationships in the Internet field, and explores the origins of cyber-micropower. By investigating the formation and operational mechanism of the three kinds of cyber-micropower – information micropower, context micropower and subject micropower, this study provides a new analytical framework to the Internet study as well as understanding various cyberspace phenomena. The qualitative methods, especially critical literature research, online participant observation, and oral history are adopted to make thick description of various online phenomena, get empirical online data and develop the key concept of cyber-micropower. Particularly, the formation of information micropower is examined through the phenomenon of online free. Based on the analysis of online virtual identity, the formation process of context micropower and subject micropower can be developed. Then, the operational mechanism of cyber-micropower was mainly investigated through human flesh searching phenomenon. Briefly, this study argues that the bias of Internet technology is liquidity. As the core features of the Internet, both digitalization and networking of information directly reflect the widespread requiring for liquidity. This liquid Internet plays the role by empowering cyber subjects. Cyber-micropower, then, is the liquid networking relations among cyber subjects. During online interactions and the Internet use, cyber subjects always tend to make surveillance and self-surveillance, restriction and self-restriction, group participating and other ways, through which cyber subjects adapted to the new liquid cyber contexts and relations, as well as positioning their own locations in the liquid network. This new liquid disciplinary model in the “many watch the many” kind of cyberspace is the operational mechanism of cyber-micropower. Accordingly, disciplined cyber subjects and cyber conditions are like numerous panopticons superimposed together. Then, this study further argues that with the development of Internet technology, the liquid may be faster, and a larger scale of digitalization and intensive networking will follow. Such trends, though may liberate human beings initially, will go beyond humans’ ultimate state in the end. The liquid nature of information restricts cyber subjects’ ability of self-reflexive and understanding. And the liquid cyberspace may promote multiple and unstable virtual identities. As a result, cyber subjects’ cyber-micropower will become more fragile and sensitive. And the human nature may also be networked and liquefied gradually. Yet, when human beings become numerous nodes in the liquid network, not only their traditional ethics and morality are in the danger of reversing, but also the meaning of humans’ existence may be challenged.

With technology and computers becoming more and more sophisticated and readily available, cars have followed suit by integrating more and more microcontrollers to handle tasks ranging from controlling the radio to the brakes and steering. Handling all of these separate processors is a communication system and protocol known as Controller Area Network (CAN) bus. While the CAN bus is a robust system for sending messages, allowing control of the car through the CAN bus presents an opportunity for an outside party to interfere with the operations of a car. Any number of different methods could be used to hack the bus and take control of a car, including hacking into the bus remotely, plugging a small device into the on-board diagnostics port to the CAN bus, or swapping an existing node on the CAN bus for one that has been tampered with. This presents obvious safety risks, so to guard against this possibility, this paper will present an algorithm designed to recognize nodes based on the noise content of their signal so that any messages coming from an improper source can be flagged as suspicious. The algorithm makes use of MATLAB and Python to perform various transformations on the data and calculate features of the noise in a signal. These features are then passed through a statistical analysis which provides each one a score for how much useful information it contains. The best performing features are run through both a multilayer perceptron neural network and a support vector machine, and the results are compared. Each algorithm gives strong prediction performance, with prediction accuracies of 99.9% and 99.8% for the neural network and support vector machine, respectively.

Many companies choose to position themselves in New York. The city is one of the main cities when it comes to advertising. The competition is strong and for new companies, it is hard to survive on the market.

In our thesis we have investigated how Swedish people, who open new advertising agencies in New York, should market themselves to be successful on the market in New York.

To gain as much information as possible about this subject, we traveled to New York and interviewed three advertising agencies, who were started by Swedes, and also the Consulate General of Sweden, and Swedish Trade Council.

Our investigation resulted in that the best way to be successful on the American market is to differentiate your work from what the market has to offer. By doing this potential customers may find your work interesting and thereby chose to work with your company.

Media framing analysis has developed in theory and application as a subset of political communication theory for the past several decades. Recent efforts among its scholars have sought to identify and create generalizable frames that can be applied across numerous social and political issues for the purposes of further examining the impact media coverage has on public opinion and policy development. This study utilizes previously established frames to examine media coverage of military spouse employment over the past twenty years, in order to better identify what role media coverage has played in the development of employment policy and support programs for military spouses.

Annotation:
The increasingly salient role of new media in young people's lives has led to a debate about the potential of the internet as a means of political communication and youth participation. While a growing body of scholarship has engaged 'Nith the issue, there is lack of empirical research linking young people's civic motivations to their internet uses, and in particular to their evaluations, as users, of UK civic websites. This thesis brings together the study of youth civic engagement and the practice of user experience in order to explore the civic factors and website elements that motivate young people to participate via the internet. Employing a large survey and a qualitative study of a purposively sampled community of young citizens and internet users, the research explores youth civic needs and how these translate into specific uses of the web. Furthermore, a comprehensive content analysis of twenty civic websites is juxtaposed with a user experience study, in order to facilitate a dialogue between the online text and the users. The core argument of this study is that young people are willing to engage with public affairs via civic websites as long as a series of "terms and conditions" are met that would make this engagement meaningful to them. These include the existence of visible benefits or outcomes from the participation process and the relevance of the issue to the individual's lifeworld. It is argued that the preconditions set by these young people constitute a coherent paradigm of an essentially consumerist approach to civic engagement; a mode of online political communication that is based around convenience, personalisation and emotional engagement. However, a feeling of civic loneliness was also manifest in the participants' narratives and there were strong indications that any sense of alienation should not be attributed to apathy, but to a fundamental scepticism about the ability of the individual to make a difference at the social level. The evidence suggests that, while technology has a role in providing users with accessible and effective online tools, the root cause of the problem may be in the social structures of the civic culture, and particUlarly in the mechanisms of political socialisation that facilitate civic motivation. Hence, the study reaffirms the importance of the affective, symbolic and political dimensions of participation and argues that these need to be integrated along with traditional (technological and psychological) elements of user experience in order to achieve civic usability.

Knowledge of the convict period in New South Wales has been substantially expanded and enriched through a number of revisionist scholarly studies in the last quarter of the twentieth century. The cumulative result has been the establishment of a number of new orthodoxies. These studies have drawn on a number of analytic frameworks including feminism and cliometrics, successfully challenging the previous historiography. The rich archival sources in New South Wales have been utilised to reformulate the convict period by a number of scholars, demonstrating the complexity of life in the penal colony. Academic divisions between what are regarded as “Australian” history and “British” history have imposed their own agendas on writing about transportation. This study challenges this imposition through an examination of petitioners’ approaches to the home and colonial administrations. A lacuna in the scholarly studies has been a lack of attention to transportation’s consequences for married couples and their children. This study seeks to narrow that gap through these petitions. The findings of the study demonstrate the continuation of links between those who were transported and those who remained in Britain. It is argued that these findings have important implications for future research within Britain, and that what is disclosed by these petitions and the individuals who were involved in on-going communications cannot be restricted either to Australian or convict histories. Our knowledge of what transportation meant to individuals in the periphery as well as those in the metropole is diminished if the focus remains firmly on the settler community. Supplementary material from contemporary sources as well as the official records passing between the two administrations has been utilised and these supplementary sources suggest that there was a broad division between official publicly stated policy and practice in respect of transportees’ family circumstances. Chapter One establishes the architecture of the thesis and explains the methodology adopted. Chapter Two offers a reinterpretation of the colony’s formation in 1788 and inserts the “convict audience” of that day into the historiography . Chapter Three examines two petitioners writing from different gaols in Britain prior to their expected transportation. A resolution of the division between cliometrics and this more qualitative humanist approach is proposed. Chapter Four is a study of petitioners in Britain and a study of the process required for a reunion and reconstitution of family units in New South Wales. Chapter Five seeks to a resiting of male convicts as family members through an examination of a number of contemporary sources. Chapter Six examines the petitions raised by husbands and fathers for their wives and families to be given free passages to the colony. Chapter Seven provides case studies of three transportees and their experiences of the petitioning process. In Chapter Eight the focus broadens out from married men to examine and provide a revision of convicts’ correspondence with their relatives and friends in Britain. Such correspondence has previously provided the basis for nationalist interpretations; the revision here suggests that such interpretations are anachronistic. Chapter Nine is an extended metaphor drawing the material together to the conclusions of the study.

The Internet, as a digital record of human discourse, provides an opportunity to directly analyze political communicative behavior. The rapid emergence of social online networks augurs a transformation in the quality and quantity of information people have to evaluate their political system. Digital formats instantiate new categories of actors and new capacities to intervene in political discourse. Existing theories of political communication fail to account for the time lag, speed, anonymity and nature of replication inherent in digital formats. To fully investigate the digital record, scholars need a new framework that apprehends the complex density of a multidirectional political discourse that defies traditional time controls.

Using information and linguistic theory we develop and apply a functional, information flow model that illuminates the conceptual relationships and capacities of people to shape their information environment. Actors are defined in terms of their communicative role in idea exchange and the logic of communication is alloyed with political considerations to examine the scopes of action and immersion scenarios that affect communicants.

Our modular and scalable theory offers a way to measure signal fidelity, node activation, and message branching. We define signaling and amplification schemes and effects and explore the benefits and disadvantages of amplification devices for speakers and recipients. We show how individual actors are linked by the micro information streams they receive and transmit. We are therefore able to model exposure conditions of a multiple input, noisy spectrum for citizens and provide a counterpoint to the simple, controlled environment of agenda-setting experiments.

Finally, due to its foundation in information theory, our framework provides a natural platform by which to organize and develop a research program that uses computational linguistics and data mining techniques.
