The research reported here focuses on the application of multimedia to the teaching of information skills in academic libraries. Specifically, the research project has involved the development and evaluation of a multimedia system to instruct novice users of online library catalogues. The research has included an investigation of the characteristics and needs of novice library users. The ways in which novices approach using library-based information technologies which may be applied to any instructional programme for teaching novices how to use library-based information technologies. The research project has involved the development of a comprehensive multimedia system based on the theoretical model. The multimedia system was designed using Macromedia Director v.4.04. The production techniques and operation of the multimedia system are described in some detail. The multimedia system was evaluated and tested using formative evaluation strategies. The evaluation involved the prototype system being reviewed by expert librarians, and multimedia producers, as well as novice users of online library catalogues. The information gathered during the evaluation was used to make suggestions about improvements to the design of the prototype. The results of the evaluation are reported and analysed.

In the present situation of armed and political conflict in Nepal, protection of children is at stake. There is a pressing need in such an environment to address all aspects of children‟s rights in order to be able to reach out to children in crisis. One group of children in crisis are those living on the street. I have often seen street children picking rags, sniffing glue, begging & selling newspapers and the like. These children, living on the streets day and night, have been directly affected by poverty and social exclusion. Even though there are a few child welfare organizations in Nepal trying to address the problems of street children, a large group of these children remain a part of the urban landscape. It seems like the common public response to street children is either sympathy or hostility. They are perceived as victims or criminals. It was within this context that my interest in exploring the lives of street children in Nepal emerged. My goal was to uncover some of the perceptions about the lives of street children from the organizations working with them. Through semi-structured interviews with child welfare workers and observations of some of these children themselves, this study explored a) how agencies indentify street children b) what are the main reasons children become street children c) the risks street children face and d) how individuals and organizations can help guide a positive transition to the life of street children. The following questions will work as a tool to disclose other important answers. For instance, the answers to reasons children come to the street is helpful in developing preventive measures. Similarly, answers to the risk factors that street children face will be effective in designing protective measures for those children who are already on the street.

Access to opportunities for better life through education and training has been in debate among stakeholders of education and social scientists for a long time. This study has attempted to understand how recognition of individuals' prior experiential learning might be instrumental to widen the access to higher education. The perceptions, experiences, and opinions to recognition of prior experiential learning of stakeholders of the education system in Nepal have been the basis to understand the phenomena in this study. This is a descriptive study that used sequential mixed method design (QUAN emphasized). The purpose of the study was to identify factors affecting the implementation of a system for assessing RPEL in Nepal. A pragmatic paradigm guided the collection and analysis of data (survey and interview). A researcher-developed survey (.719, Chronbach alpha index) containing 20 statements facilitated data collection for the quantitative phase of the study followed by interviews of individuals for the qualitative phase. The population of the study was comprised of the stakeholders of the education sector in Nepal covering various strata that includes university teachers, Ministry of Education personnel, workers who have a skills certificate and want to move on to higher education, and personnel of international development agencies working on human resource development in Nepal. A total of 80 individuals responded to the survey questionnaire and six individuals were interviewed. Quantitatively, the survey results of the stakeholders of the education system in Nepal showed some factors were influential on implementing Recognition of Prior Experiential Learning (RPEL) in Nepal. There were no consensuses among the groups regarding the identified factors on degree of influence on recognition of prior experiential learning with the factors that emerged from the survey, thus indicating that there is a mixed attitude towards RPEL. Qualitatively four themes were identified during the course of data analysis: a) recognizing non-formal and experiential learning is not common practices in Nepal, b) there are no common factors that influence recognition of prior experiential learning, c) mechanism/procedures/structure for prior experiential learning are in infant stage, and d) policies regarding non-formal learning along with experiential learning are concerns of debate in education arena. The qualitative portion of the study provided categories that confirmed existing categories in the survey, which provided clarity and specificity to existing categories, as well as provided new categories. Participants had favorable attitudes towards RPEL regarding the widening the access to higher education.

The following issues of conflict between Royal Chitwan National Park (RCNP) and its human neighbors have been addressed in this research: firewood shortage, shortage of grazing land and fodder, and crop/livestock depredation by park wildlife. In addition, previous estimates of annual grass-cutting in the park have been revised. Out of 16 village units, or 144 wards, in the study area that are within 5 km of the RCNP (total study area about 598 sq. km) in the Chitwan District of Nepal, 14 wards were randomly selected for detailed investigation. The investigation included interviews of 140 randomly selected heads of households, livestock census, year-round monitoring of crop/livestock depredation by park wildlife, and monitoring of 11 patches of grassland/savanna (totalling 365 ha) in the nearby park-land for recording trespass grazing. In addition, 1818 randomly selected grass-cutters were interviewed to estimate the harvests of resources in the park. Major resources left remaining after the harvest were field-assessed. Information concerning the subsistence systems and ethnicity of local people has been described. Intensity of livestock grazing in the bordering grasslands/savannas inside the park was found to be 4.1 heads/ha. The livestock biomass was estimated to have been growing by 2.36 percent, and a change in the mix of livestock ownership, including an increase in buffalo and goats, was noticed. Rhino (Rhinoceros unicornis) was found to be the principal crop raiding animal, followed by wild boar (Sus scrofa), and chital (Axis axis). Tiger (Panthera tigris) and leopard (Panthera pardus) were threats on livestock. Smaller carnivores also caused substantial damages to domestic birds. Annual losses of crop and livestock sustained by the average household have been estimated. No strong correlation between distance to park and crop or livestock damage could be found. There were 61,614 participants in the annual 15-day grass-cutting. On the average, 3 m tons of grasses, reeds, binding materials, and firewood per household was harvested from the park. Net contribution from these harvests to the economy was estimated to be US$ 325,166. Competing theories on national park management are examined and a new concept for park management is proposed.

The study analyzed perceptions and challenges of the New Partnership for Africa's Development (NEPAD) as it attempted to achieve its set goals and objectives. A mixed methods approach was used to chronicle the perceptions of a sample of stakeholders towards NEPAD and also the challenges NEPAD faced. A survey and personal interviews were conducted using a sample of stakeholders in Nigeria and the Republic of South Africa. These stakeholders included African civil society, the public and private sectors, academia, government officials, and NEPAD officials. Using the data collected, the researcher found that the participants initially perceived NEPAD with skepticism, which changed as they embraced the NEPAD concept. The researcher also learned that the challenges NEPAD faced included the lack of financial resources and skilled labor, as well as the limited awareness about NEPAD among Africans. The conclusion drawn from the findings was that the sampled stakeholders perceived NEPAD as an African-grown initiative for Africa's socio-economic development and that NEPAD still had a lot of challenges to overcome. The data gathered during this research may be used to increase the awareness about NEPAD and assist NEPAD in resolving the challenges that it continues to face.

High levels of stress, anxiety, and depression (SAD) can adversely influence physical health, psychological well-being, and academic and clinical performance of nursing students. Numerous studies have identified the factors associated with SAD; however, a paucity of empirical research addresses the relationship of SAD with campus connectedness (CC), perceived social support (PSS), and coping. The purpose of this quantitative cross-sectional study, guided by Lazarus and Folkman's theory of stress, coping, and adaptation, was to determine the prevalence of SAD and examine its relationship with CC, PSS, and coping among undergraduate nursing students of Nepal. Survey research was conducted using depression anxiety stress scale, campus connectedness scale, the multidimensional scale for perceived social support, and brief cope inventory. Among 680 nursing students analyzed, the 51.7% reported moderate to extremely severe levels of SAD. A one-way multivariate analysis of variance revealed a statistically significant relationship among CC, PSS, and coping with SAD (p < .001). A discriminant analysis indicated that depression best discriminated the levels of CC and PSS. The levels of coping were found to be best discriminated by anxiety. The findings can be sourced to create awareness among educators and administrators of nursing colleges about the roles that campus connectedness, social support, and coping strategies play in the occurrence SAD. Future studies can focus on the need to establish mental health screening and social support services, such as counseling centers in nursing colleges, which may bring about a positive social change in the lives of nursing students.

ENGLISH ABSTRACT: This thesis is an interpretation of the New Partnership for Africa's Development paradigm as explained in the policy document released in October 2001, in terms of Manuel CasteIls ' theory of the Network Society. This research is simply structured into three sections: an explanation and criticisms of NEPAD, an explanation of CasteIls ' theory, and a synopsis of correlations between the two. The NEPAD is a development paradigm aimed at the socio-economic development of the African continent. It is envisioned to be a partnership between the developed world and African leadership to lift the continent from the depths of poverty, corruption and exclusion, in which it now finds itself The document was created through a merger of the Omega Plan, the Millennium Action Plan and the ECA Compact. The main proponents of the initiative are Presidents Mbeki, Obasanjo and Bouteflika. Although NEPAD has been well received internationally, it has come under severe criticism from African civil society. Concern has been raised that NEPAD will serve to further consolidate the neo-patrimonial state and existing elite networks through providing the requested funding; in this context the argument for increased foreign direct investment is especially questioned. The authors of the document are especially criticised for excluding civil society from the drafting process. Due to this lack of consultation, it is argued that NEPAD does not reflect the true will of the African people. The neo-liberal undertones of the document, the recognition of the process of globalisation, and Africa's resulting marginalisation as well as the threat this poses for global security are further points of critique that are explored in this thesis. Manuel CasteIls provides an explanation of the new global economy in his theory of the Network Society. He argues that the dominant system today, is a result of the advances in information and communications technology (ICT) as well as the capitalist pursuit of profit. The new global economy is therefore not only the new dominant international economic system, but also the new historical reality. Against this backdrop, he proposes a Technological Marshall Plan which essentially is a call for massive technological investment into Africa to assist the continent to leap-frog the industrial age and connect with the new global economy. There are several points of correlation between NEPAD and Castells. Essentially NEPAD takes the worldview explained by Caste/Is as its point of departure. NEPAD then builds a development strategy in full coherence with the logic of the theory of the Network Society. NEPAD concurs with CasteIls on the role played by ICT in the process of globalisation. The disarticulation of space and time has led to an instantaneous, global expression of social and economic life, specifically in financial markets and the production process. The result is the inclusion of valuable people and assets into the global network, while the devalued are excluded. Both NEPAD and CasteIls argue that the current state of affairs is both morally wrong and economically and politically unstable. It is therefore, as both ague, in the interests of the developed world to engage in this new partnership. This thesis exposes fundamental correlations between the theory of the Network Society and the New Partnership for Africa's Development.
AFRIKAANSE OPSOMMING: Hierdie tesis is 'n interpretasie van die "New Partnership for Africa's Development" (NEPAD) paradigma, soos uiteengesit in die beleids dokument wat in Oktober 2001 uitgereik is, aan die hand van Manuel CasteIls se teorie van die Netwerk Samelewing. Die narvorsing is gestruktureerd in drie seksies: 'n verduideliking van NEPAD en die kritiek daarop, 'n verduideliking van CasteIls se teorie en 'n samevatting van die ooreenkomste tussen die twee. NEPAD is 'n ontwikkelings paradigma, gemik op die sosio-ekonomiese ontwikkeling van die Afrika kontinent. This study explored the intercultural conflict between urban Nepalis, who believe in Western medicine, and the Jhakris, Nepalese traditional healers. Nepalis in Western influenced urban areas made traditional healing practices illegal, resulting in violent arrests and beatings of Jhakris by police and occasional violent retaliation by Jhakris. This research sought to understand the roots of the intercultural conflict between the urban Nepali society and the Jhakris, and suggest possible solutions to reduce this intercultural conflict. Interviews were conducted with eight members of each group. The data were analyzed by using a conflict styles framework. Westernized members of urban Nepali society ranked high on the Competing conflict style and the Jhakri community ranked high in Compromise and Problem-Solving styles. The perceived grievances of each group were summarized and it was concluded that people in both groups who have a choice of Western and Jhakri healing options might be best placed to begin working toward negotiation and mediation.

ENGLISH ABSTRACT: Infrastructure and related services are crucial for facilitating economic activities, creating employment opportunities and generating economic growth. The African continent has a huge infrastructure gap estimated by the World Bank at US$75 billion per annum. However, the current levels of public sector resources and foreign capital inflows in Africa are insufficient to fund this infrastructure gap. Africa, therefore, needs to explore new sources of funding to finance its infrastructure backlog. It is then natural that Africa should encourage the private sector to invest in the infrastructure sector. According to the Organisation for Economic Cooperation and Development (OECD), the worldwide funded pensions market is about US$24.6 trillion of which US$16.2 trillion is held by pension funds (Inderst, 2009). Infrastructure investments provide important benefits including long-term and inflation-hedged cash revenues which are compatible with pension fund interests. Pension funds around the world have been already investing in infrastructure assets, for example in Latin America, Australia, Canada and the United States of America (US) amongst others. However, such experiences of pension fund participation in infrastructure financing in Africa are very rare. Anecdotal evidence suggests that African pension funds currently manage assets of about US$300 billion. If a small portion of the pension fund assets could be invested in infrastructure projects in Africa, the continent’s infrastructure gap could be partly addressed. The New Partnership for Africa’s Development (NEPAD), a programme of the African Union, seeks to address the infrastructure gap and mobilise the necessary resources domestically and from outside the continent. NEPAD, together with the African Development Bank (AfDB) and the regional economic communities, has developed an Infrastructure Plan for Africa. This study explores the possibility of utilising some of the Africa pension fund assets for infrastructure investments especially in the NEPAD infrastructure projects. The global trends in pension fund investments in infrastructure are reviewed to propose a model for infrastructure investments by African pension funds and some recommendations are put forward on how to increase such investments. AFRIKAANSE OPSOMMING: Infrastruktuur en verwante dienste is krities vir die fasilitering van ekonomiese aktiwiteite, die skep van werksgeleenthede en om ekonomiese groei te genereer. Die Afrika-kontinent het ’n groot infrastruktuur-gaping wat deur die Wêreldbank op US$75 biljoen per jaar beraam word. Die huidige vlakke van openbare-sektor hulpbronne en buitelandse kapitaalinvloei is egter onvoldoende om hierdie infrastruktuur-gaping te befonds. Afrika moet daarom nuwe bronne vir befondsing ondersoek om sy infrastruktuur agterstand te befonds. Dit is dan natuurlik dat Afrika die privaatsektor sal aanmoedig om in die infrastruktuur-sektor te belê. Volgens die Organisasie vir Ekonomiese Samewerking en Ontwikkeling (OECD), is die wêreldwye pensioenmark omtrent US$24.6 triljoen waarvan US$16.2 triljoen deur pensioenfondse gehou word (Inderst, 2009). Infrastruktuur-beleggings bied belangrike voordele insluitend langtermyn- en inflasie-verskanste kontantinkomstes wat versoenbaar is met pensioenfonds belange. Pensioenfondse regoor die wêreld het alreeds begin om in infrastruktuurbates te belê, byvoorbeeld in Latyns-Amerika, Australië, Kanada en in die Verenigde State van Amerika. Sulke gevalle van pensioenfonds deelname aan infrastruktuur-finansiering in Afrika is egter seldsaam. Daar word gespekuleer dat Afrika se pensioenfondse tans bates bestuur van ongeveer US$300 biljoen. As ’n klein gedeelte van die pensioenfondsbates in infrastruktuur-projekte in Afrika belê kon word, sou die kontinent se infrastruktuur-gaping gedeeltelik aangespreek word. Die nuwe vennootskap vir Afrika se ontwikkeling (New Partnership for Africa’s Development, NEPAD), ‘n program van die Afrika Unie, streef daarna om die infrastruktuur gaping aan te spreek en die nodige hulpbronne binnelands en van buite die kontinent te mobiliseer. NEPAD, tesame met die Afrika Ontwikkelingsbank (AfDB) en die streek se ekonomiese gemeenskappe, het ’n infrastruktuur-plan vir Afrika ontwikkel. Hierdie studie ondersoek die moontlikheid om ’n gedeelte van Afrika se pensioenfondsbates vir infrastruktuur-beleggings aan te wend, veral in die NEPAD infrastruktuur-projekte. Die wêreldwye neigings in pensioenfondsbeleggings in infrastruktuur word ondersoek om ’n model voor te stel vir infrastruktuur-beleggings deur Afrika pensioenfondse en ’n paar aanbevelings word gemaak om sodanige beleggings te verhoog.

ENGLISH ABSTRACT: The overall aim of this study is to shape the future of the SADC through the New Partnerships for Africa’s Development leadership development strategy (NEPAD LDS), including a social responsiveness strategy. It proceeds from the premise that leadership development should be based on the values and interests of an institution, because these represent the institution’s position regarding the context within which it exists. This study pursued the following objectives: • To identify leadership needs in the SADC • To suggest a NEPAD-based leadership development strategy that includes a social responsiveness strategy as a response to identified SADC leadership needs The research therefore viewed the future of the SADC through leadership development. The entry point in this process was to establish the character and qualities of the SADC, considering that the continued existence of this region depends on its ability to transform all its systems in a unified pursuit of common goals. The history and natural resources of the region were thus seen to be the most visible measures of its overall health and strategic direction. The process of stakeholder identification and mapping was then pursued, with the view to help the SADC leadership to assess systematically the nature and impact of groups with which the organisation deals. Following the stakeholder analysis, information on the macro-environment of the SADC was gathered because of the impact the external environment has on the SADC. This large body of information was screened systematically. The scanning taxonomy that was developed included five areas: social, technological, environmental, economic and political (STEEP). This specialised taxonomy helped the researcher to focus on issues of greatest concern to the study. The issues that were scanned are discussed relative to their impact on SADC leadership practice. Based on the leadership challenges in the SADC thus identified, planning assumptions were developed, which are best guesses or predictions about key dimensions of the future given the leadership challenges identified. These assumptions are estimates based on the combination of estimating factors/validation points, which are portrayed in the analysis of the macro-environment of the SADC. The probability, the impact, the proximity and the maturity of these assumptions are interpreted by calculating their weighted positive or negative values. Cross-impact analysis of the validation points is used to guide the SADC decision-makers to adopt policies designed to achieve more desirable leadership futures. Here, the connections between validation points impacting on the probability of one another are illustrated. These specified relationships trace out a distinct, plausible and internally consistent future for the SADC leadership. This analysis gives rise to the identification of key validation points/drivers in the SADC from which emerge the key leadership needs of this region. Further needs that emerged were to make the NEPAD the base upon which the leadership development programme is built, and to incorporate social responsiveness strategy. Based on these key leadership needs in the SADC, it is suggested that a NEPADbased leadership development strategy, including a social responsiveness strategy, be developed and implemented. Furthermore, the NEPAD leadership development strategy (NEPAD LDS) should be based on the premise that linking leadership development with a social responsiveness strategy is critical not only for the SADC, but for the entire world, because this region is part of the global village. It is suggested that the implementation strategy should enable participants to translate the NEPAD LDS into action and to see leadership development and a social responsiveness strategy as key mechanisms for doing so. This study attempts to avoid the worn-out remedies of the past and uses a holistic approach called Common Sense Management, which entails market research, directionsetting, strategy development, implementing strategies and outcome assessment. The findings and the conclusions for this study are organised around the research questions that were the basis of motivation for this study.
AFRIKAANSE OPSOMMING: Die oorhoofse doelwit van hierdie studie is om die toekoms van die Suider- Afrikaanse Ontwikkelingsgemeenskap (SAOG) te help bepaal deur middel van die Nuwe Vennootskap vir Afrika se Ontwikkeling (algemeen bekend as NEPAD) se leiderskapsontwikkelingstrategie (LDS), insluitende 'n sosiale deelnemendheidstrategie. Dit gaan uit vanaf die veronderstelling dat leierskapsontwikkeling op die waardes en belange van 'n instelling behoort te berus, omdat hulle die instelling se posisie verteenwoordig rakende die konteks waarbinne dit bestaan. Hierdie studie het die volgende doelwitte nagevolg: • Om leierskapsbehoeftes in SAOG te identifiseer • Om 'n NEPAD-gebaseerde leierskapontwikkelingstrategie voor te stel wat 'n sosiale deelnemendheidstrategie insluit as 'n reaksie op die geïdentifiseerde SAOG leierskapsbehoeftes. Hierdie gespesialiseerde sistematiek het die navorser in staat gestel om op sake wat van die grootste belang vir die studie is, te konsentreer. Die aangeleenthede wat verwerk is, word bespreek in verhouding met hul impak op SAOG se leierskapspraktyke. Op grond van die leierskapsuitdagings in SAOG wat aldus geïdentifiseer is, is beplanningsaannames opgestel wat beste skattings of voorspellings verteenwoordig aangaande sleutelelemente van die toekoms, gegewe die leierskapsuitdagings wat bepaal is. Hierdie aannames word vasgestel op grond van die samestelling van faktore/geldigheidspunte wat in die analise van die makro-omgewing van SAOG voorgestel word. Die waarskynlikheid, die impak, die nabyheid en die rypheid van hierdie aannames word by wyse van die berekening van hul geweegde positiewe of negatiewe waardes geïnterpreteer. 'n Kruisimpakanalise van die geldigheidspunte word gebruik om rigting aan die SAOG besluitnemers te verskaf om hul beleidsrigtings aan te pas om 'n meer gewenste leierskapstoekoms te bewerkstellig. Hier word dan die verbinding tussen die geldigheidspunte uitgebeeld wat 'n invloed op mekaar se onderlinge waarskynlikheid uitoefen. Hierdie aangeduide verhoudings dui 'n duidelike, geloofbare en intern konsekwente toekoms vir die SAOG leierskap aan. This study is about age and gender specific HIV morbidity in Nepal. The main objective of the study is to find out the factors that affect the HIV prevalence in Nepali society and the relationships of different existing socio cultural and economic factors that have led females vulnerable to HIV infection especially to housewives. Qualitative and quantitative methods were used for the data collection.

Initially, Nepal’s epidemic was driven by sex workers and drug users .Though HIV prevalence was concentrated in these groups for several years, now it has been proved that  the outbreak is not limited among those groups only, the prevalence among housewives , clients of sex workers, migrants and male homosexuals   are stretching up . Moreover findings have shown that the HIV epidemics is taking a devastating tool in women in Nepal, covering the more HIV prevalence number by low risk group housewives among the HIV affected female population. Lack of fully inclusive knowledge of HIV/AIDS; lack of knowledge of proper use of condom, negligence, and risky sexual behavior have compelled maximum risk for HIV contraction in society.

Socio economic and cultural structures and the consequences of its correlation aggravated the HIV prevalence among people, especially have affected women. Discrimination of women is entrenched in Nepali society. Due to disparity and discrimination women are not able to get formal education that deprives them from any opportunity for the employment that leads poverty on them. Living under poverty often stems them to engage in high risk situations and likely to adopt risky sexual behaviors which in turn render them vulnerable to HIV infection. The masculinity of the society, and women’s less power for the decision making process have made females heavily dependent on males, and this constraint them from entering into negotiating for protective sex which put them in HIV infection .The study further revealed the triggering effect of powerlessness of housewives and risky sexual behavior of men to HIV infection to low risk group housewives.  If the same trends go on, the time is not so far for the Nepali women to take up the higher number of HIV prevalence, and the low risk group housewives will be highly vulnerable. It is already urgent to activate the plans and intervention program for the prevention of HIV prevalence which is stretching towards women especially to low risk group housewives. Based on the findings, conclusions and recommendations are drawn.

This thesis describes and analyses distinctive characteristics of the emerging variety of English, that is, Nepali English. It draws on news texts written in Nepali English and compares them with similar news texts appearing in Australian newspapers. On the basis of the analysis, a preliminary taxonomy of markers of Nepali English is established.The research draws theoretical insights from sociolinguistics, contrastive rhetoric/contrastive discourse analysis and the analysis of news as discourse. Findings and the analysis of the findings are presented by using analytical models developed and widely used in the study of non-native varieties of English. Analysis and discussion of the findings suggest that systematic and regular features of Nepali English have developed, and these formal features have specific functions in the context in which they are used.

ENGLISH ABSTRACT: While The New Partnership for Africa's Development (Nepad) is a grand plan by African leaders to eradicate poverty and to place their countries on a path of sustainable growth and development, the African Union (AU) will attempt to unite Africa economically and to succeed where the non-interventionist Organisation of African Unity (OAU) had failed. What makes Nepad different to earlier plans is that African leaders have now taken the initiative and are assuming responsibility for the process. A requirement for Nepad to gain momentum is that peace and security must prevail on the continent. The responsibility for creating this environment will rest mainly on the shoulders of the AU. The purpose of this research is (a) To describe • the objectives of the AU and Nepad; • the AU's protocols and decisions on peace, security and good governance, and to highlight some accountability and enforcement challenges it will face; • the structure and organs of Nepad; • the African Peer Review Mechanism (APRM); and • the relations between Nepad, the AU and the G8; (b) To identify points of convergence / divergence between the AU and Nepad; (c) To evaluate • the AU on the basis of its handling of pressing leadership challenges on the African continent, in particular Zimbabwe, and • Nepad on the basis of progress made thus far with the implementation thereof. Nepad's preconditions for sustainable development imply that if the Peace and Security Council of the AU fails in its mission, Nepad will also fail, since satisfying these conditions - peace, security and political governance- is absolutely essential if Africa wants to attract the desperately needed capital flows from the industrial world. Chapter Two describes the major accountability and enforcement challenges that the AU will face. The author is of the opinion that the current lack of political will by African leaders to denounce the Mugabe regime, both individually and collectively as AU members, is severely damaging the credibility of both the AU and Nepad. Funding the AU may prove to be a huge stumbling block for the organisation. The AU should anticipate the unwillingness of members to pay their contributions, and therefore take a firm stand from the outset by imposing sanctions and/or withdrawing voting rights, as the OAU had to do to force countries to pay their dues. The author points out how contradictions in Nepad documents cause confusion, especially over certain security initiatives such as the African Peer Review Mechanism (APRM) and the AU's Conference on Security, Stability, Development and Cooperation in Africa (CSSDCA). Despite not having consulted and involved a broad spectrum from the outset and despite lack of clarity, Nepad seems to have made considerable progress in coopting role players who will be involved with projects on the ground. Nevertheless, due to the unwillingness of continental leaders to speak up against the Mugabe regime, the prognosis is that Nepad and the AU stand to loose face. Both Nepad and the AU need to build momentum, particularly around issues such as credibility and transparency, to prove its value.
AFRIKAANSE OPSOMMING: Terwyl die Nuwe Vennootskap vir Afrika se Ontwikkeling (Nepad) 'n plan van Afrikaleiers is om armoede op die vasteland uit te roei en om hul onderskeie lande op die pad van volhoubare ontwikkeling te plaas, gaan die Afrika Unie (AU) poog om Afrika ekonomies te verenig, iets wat die nie-inmengende Organisasie vir Eenheid in Afrika (OEA) nie kon vermag nie. Wat Nepad anders maak as vorige pogings is dat die inisiatief van Afrika-leiers self afkomstig is en dat elkeen verantwoordelikheid vir die proses aanvaar. 'n Vereiste vir Nepad om te slaag is dat vrede en stabiliteit in Afrika moet heers, en die verantwoordelikheid om hierdie kondisie te skep berus by die AU. Die AU moet verwag dat sommige lede onwillig mag wees om hul bydraes te betaal, en om hierdie rede moet vanuit die staanspoor daadwerklik teen sulkes opgetree word. ENGLISH ABSTRACT: Ever since the 1960's independence move, the African continent has been faced with dire economic and social realities, which were compounded by weak political leadership and state institutions. Although various socio-economic development initiatives, such as the 1980 Lagos Plan of Action and the eventual signing of the Abuja Treaty in 1991 purposed to support Africa's integration into the global economy through export orientated production and regional economic integration, there still existed an incoherency in the strategic response from the continent's political leaders towards regional and continental economic development strategies. While the foundation for establishing an African Economic Community has been laid through the Abuja Treaty within the framework of the Organisation for African Unity, regional economic and trade integration have been fragmented, with many dual and overlapping membership of regional economic communities. Integration endeavours have also often been impeded by national and sub-regional armed conflicts, and thus did not result in the desired levels of economic growth and expected increases in trade. The exigency to address Africa's severe poverty and unemployment, while at the same time placing the continent on a path of sustainable economic growth and development, made it clear that Africa had to take ownership and responsibility for its own development, while at the same time facilitating the continent's integration into the global political, economic, trade, and financial systems. Since Africa lacks sufficient development resources, African leaders realised the importance for support from the international community through more effective debt relief strategies in facilitating targeted domestic resource mobilisation, increased levels of development aid and trade access to developed nations' markets. In 2001 Africa produced its own integrated development initiative that was embodied in the New Partnership for Africa's Development, also known as NEPAD, premised on African leadership, ownership and partnership. Through NEPAD African leaders express a commitment to accountable and transparent political, financial, fiscal and monetary management in the absence of national and regional conflict, while calling on the international community and African and international private sectors to partnership with African governments in their development endeavours. At the same time, NEPAD identified critical sectoral priorities as preconditions for development that would facilitate greater flows of foreign direct investments. As operational sphere, NEPAD relies on prominent regional economic communities to address Africa's economic disadvantages and market fragmentation through development of trade linkages, harmonisation of regulatory frameworks and further regional trade liberalisation. The emphasis is on fostering a favourable African investment environment since it is acknowledged by African leaders that a prosperous private sector and business community are to be the engines of economic growth and development. The success of NEPAD as the socio-economic development plan of the newly formed African Union relies on the strength of only three supportive pillars namely: the sustained political visionary commitment from Africa's leaders, greater investments to the continent and trade access for Africa's products, and active participation from representative sectors of the private sector. Since NEPAD is a highly ambitious initiative, it is imperative that sub-regional strategies take precedence in ensuring NEPAD's long-term success.
AFRIKAANSE OPSOMMING: Sedert die onafhanklikheidsbeweging van die 1960's staar die Afrika-kontinent knellende ekonomiese en sosiale realiteite in die gesig. Realiteite wat deur swak politieke leierskap en staatsinstellings vererger is. Alhoewel verskeie sosio-ekonomiese ontwikkelingsinisiatiewe, soos die 1980 Lagos Plan van Aksie en die uiteindelike ondertekening van die Abuja-verdrag in 1991, beoog het om Afrika se integrasie in die wêreldekonomie te steun deur uitvoer-georiënteerde produksie en ekonomiese integrasie op streeksvlak, was die kontinent se politieke leiers se reaksie op regionale en kontinentale ekonomiese ontwikkelingstrategië inkoherent. ENGLISH ABSTRACT: The Comprehensive Africa Agriculture Development Programme (CAADP) represents the New Partnership for Africa’s Developments’ (NEPAD) framework for revitalising Africa’s agriculture. Improving agricultural performance is at the heart of improved economic development and growth. NEPAD believes that agriculture will provide the engine for growth in Africa. The CAADP framework was developed by the NEPAD Steering Committee in collaboration with the Food and Agricultural Organisation (FAO) of the United Nations. It also includes the contributions of other institutions such as the International Fund for Agricultural Development (FAD), the World Food Programme (WFP), the World Bank, and the Forum for Agricultural Research in Africa (FARA). The CAADP focused on investments in four pillars that can make the earliest difference to Africa’s agricultural crisis. These mutually reinforcing pillars were expected to bring about improvements in terms of Africa’s agriculture, food security, and trade balance. This will ultimately enable Africa to reach its Millennium Development Goal of reducing hunger and poverty by half by 2015 (WDR). For the purpose of this particular study, the first investment pillar, which is water and land management, will be scrutinised extensively, as this is critical to achieving the so much talked about food security. The study will utilise both secondary and primary documents of NEPAD. More specifically the implemented water and irrigation projects in the East and West Africa countries will be reviewed to determine success in African agricultural development under NEPAD. It will identify specifically water management projects already implemented and those already initiated, and find out whether the CAADP is set to deliver the Millennium Development Goal.
AFRIKAANSE OPSOMMING: Die ‘Omvattende Landbou Ontwikkelingsprogram’ (CAADP) is die raamwerk van NEPAD se pogings om Afrika se landbousektor te hergenereer. Verbeterde landbou is die kern van verbeterde ekonomiese groei en ontwikkeling in Afrika. Trouens, NEPAD glo dat landbou die dryfkrag van Afrika se ekonomiese groei sal wees. Die CAADP-raamwerk is ontwikkel deur NEPAD se leierskap, in noue samewerking met die Verenigde Nasies se Voedsel en Landbouorganisasie (FAO). The purpose of this study is to explore how auxiliary nurse-midwives (ANM) in government service in Nepal articulate the mediation of the multiple roles their lives encompass. ANMs are pivotal to the government's ability to increase access to health care for pregnant and parenting women and their children in the rural areas of Nepal. Nepal has one of the highest rates of maternal and infant morbidity and mortality in the region. ANMs in the rural health clinics not only provide direct care but also provide supervision and training to a variety of community based health workers who also serve women of child-bearing age. Most studies on women's health in Nepal focus on service delivery with few reports focusing on the experience of women health professionals. The ANM program was developed to achieve two goals: to increase access to health care for rural women and to increase the status of women by increasing access to professional training and a profession. Girls who reach the minimum educational requirements to enter ANM training are often young, unmarried, from urban centers, and protected by the family structure. By virtue of the position, they are put into roles that contradict societal and family norms. Retention and the provision of quality services by ANMs have been raised as major concerns by the government. The main method of research was the use of open-ended and guided interviews with auxiliary nurse-midwives. Document review and meetings with health development workers in Nepal was also carried out. Four themes were focused on to help guide the research: the profession, the role of education, family and other supports, and being a woman. The cornerstone of the study is the women's narratives. The narratives demonstrate the uniqueness of each woman's experience, yet all speak to the dynamics of their own power, agency, resistance and resiliency. It is hoped that this document will add to the discourse on gender, education and health development. The study concluded with recommendations about the ANM program in Nepal and about the roles professionals and institutions play in international health development or social change.

This qualitative study explored how people in rural Nepal understand and make meaning of development, Bikas, at the local level. In Nepal, the terms "development," Bikas, and "modernization," Adhunikaran, are often used interchangeably. At the community level, the experience of change is how most people describe their perception of development. Open ended in-depth interviews and participant observations were the primary methods used. The research questions engaged the participants in reflecting about past and present experiences with development in their community, especially in how they have observed their quality of life change. Additionally, the members of the Mothers Group, Ama Toli, were also interviewed. The members were interviewed for two reasons, (1) to better understand the role of women and their experiences with development and (2) to develop a case study to understand how community based organizations can be agents of change. The findings showed that local people have recognized that development does not necessarily mean good changes for everyone. The rich narratives provided a glimpse into how different generations and gender experience development. These findings have major implications for sustainable development in rural communities. How individuals or groups of individual experience development will have an impact on how they participate, support or resist future initiatives. Additionally, what each group believes the gains and losses to be is important for those working as change agents. The study raises to the surface the experiences and views of those whose views and opinions are generally not included even though they are the supposed recipients of development. The development discourse focuses on the critical need for sustainability. This study affirms that for development to be sustainable all members of the community must have a voice and role in determining the community's course of change/development.

Agencies providing literacy education have sought to introduce program innovations that more closely reflect learners' everyday lives. A growing number of studies have documented the situated nature of literacy practices and their implications for program design. The concept of learning is at the periphery. Despite innovations and new insights into literacy practices, practitioners are more attuned to diverse content than learning or literacies. Researchers are more attuned to the concept of multiple literacies and their socially situated nature than learning. The Women's Economic Empowerment and Literacy (WEEL) program integrates literacy and numeracy education, savings and credit group concepts, and livelihood training for Nepali women. This dissertation is a case study of the WEEL program, focusing on staff members', participants', and facilitators' perspectives on learning. The research questions were designed to elicit research participants' narratives of their learning experiences. Four themes emerged as the most salient: the powerful role of aspirations; the meaning of education; learning as change; and the life-long, long-term, and life-wide nature of learning. The aspirations are closely associated with Scribner's (1984) conception of the metaphors of literacy: as adaptation, as power, and as a state of grace. Education is interlinked with issues of the women's social identity; gender and caste; concepts of modernization; and the women's hopes for the future. Descriptions of learning are associated with access to knowledge, "doing" or activity, and seeing from a different perspective. An understanding of learning beyond the program's boundaries is found in the themes of life-long, long-term, and life-wide learning raised in the interviews. This research confirms and supports the movement towards more localized programs that is occurring in the field of adult literacy education. Program staff provided evidence to this effect, as the findings show how they consider a perspective of literacy and learning oriented to life-long, long-term, and life-wide learning as they engage in program design. The final chapter develops strategies to bring insights from a conception of literacy as metaphor and from adult learning theories to help strengthen program design and ensure programmatic responsiveness to learners' lives.

Recognizing literacy as a key to community development, government, non-government and international organizations in Nepal are offering literacy classes as a strategy for community development. Consequently, a great number of neo-literates are emerging every day. However, rural areas of Nepal are not meeting the challenge of neo-literates, as there is still a lack of literate environment. Therefore, literacy professionals in government or non-government organizations are pondering the question of "After literacy what?" and how to sustain people's enthusiasm and skills of literacy so that their energy and skill can be channeled in community development. Video technology has pervaded even the rural areas of developing countries like Nepal. However, community members are still media consumers rather than producers. Media technology, like video, can be an effective tool for consciousness raising when used in a participatory approach and developed locally, involving community people. Therefore, the present study is to develop a model for participatory community video as a post-literacy activity in Nepal. Four major steps have been taken in the study. First, a literature review is done to explore what other developing countries are doing for post-literacy and how much media technology has been integrated in literacy as well as in rural community development. Second, interviews were done with seven Nepal experts to explore their opinions on using video in rural Nepal as a tool for consciousness raising. Third, based on these interviews a model for participatory community video was developed. Fourth, this model was field tested in one of the rural communities in Nepal. The field test showed that use of video is an effective tool for adults to raise consciousness and develop leadership quality in neo-literates. This study is significant for Nepal because it brings into sharp focus the existence of multiculturalism in the country and efforts to develop indigenous knowledge without local cultural values being wiped out. It provides ambitious neo-literates the opportunity to be creative and to work for their own community rather than migrating to urban areas. Communities will produce their own leaders to cope with globalization through media.

The study explores the complexity of female literacy from the live experiences of women. The purpose of this qualitative research is to describe rural women's perceptions about literacy to assess how it impacts their lives. Female literacy is exceptionally low in Nepal. In spite of the efforts to raise women's educational status through literacy programs, women have rarely benefited from them. Most literacy programs are top-down, short-term, often organized by outside literacy providers, usually males. These programs are resource intensive, keeping their services from reaching a multitude of illiterates. In addition, the teaching methods, materials and program strategies used in most adult literacy programs hardly reflect, in particular, the interest, needs and concerns of women. Since there are few studies describing women's perceptions about literacy, we have little understanding of the complexity of female literacy. What did literacy mean to rural women? What did the women perceive as benefits from literacy? What types of literacy programs are beneficial to them? The study sheds light on these fundamental questions. Using the participants' observation, in-depth interviews and focus group discussions, this study collected qualitative data from 150 hours of observation, 15 individual in-depths interviews and six focus group discussions with 48 rural women. The data was collected from twelve sites across the country over a period of two years. The study indicates that rural women need literacy skills for fulfilling their needs as expressed in social, cultural and economic practices. The need for literacy to actively participate in economic activities was, however, felt strongly by most of the rural women. Changes in women's lives were indicated by their increased knowledge, positive attitude and new behavior. Rural women's abilities to articulate their concerns, participate in decision-making, and to organize themselves for collective actions were some of the examples that entailed a change in their lives. Even for those who did not become fully literate, these experiences were empowering. The study also indicates that rural women benefited from literacy programs that focused on both functional and liberating elements.

This exploratory study, conducted in an integrated watershed management project in rural Nepal, was intended to explore elements that empower women as a group. The study also explores the contributions of functional literacy to the empowerment process. Experiences of five different mothers' groups from both Brahman and Gurung backgrounds informed the understandings presented in this study. The women's experiences are different, partly due to cultural differences. Open-ended interviews, document reviews and observations are the main sources used to identify empowering factors. Major factors which contribute to empowering women as a collective group found in this study include both programmatic and non-programmatic interventions. This implies that looking at empowerment of women in developing countries through one lens and drawing conclusions on that basis is premature. Women's lives are influenced by political, social, cultural, economic, and educational situations. Therefore, to consider one component in isolation is inappropriate if the objective is to achieve a multi-faceted goal like empowerment. The study implies that empowerment, which occurs at different levels at different points in one's life, is a fluid process. Finally, several issues deserve further attention. Functional literacy, assumed to be thought-controlling and mechanical, can contribute to the empowerment process. Functional literacy, which promotes knowledge and skills needed for the learners' daily lives, raises motivation and participation in actions. Engaged in action which makes their daily lives easier and given opportunities, women find it useful to explore other possibilities to improve their situations. This trend keeps women engaged in action, reflection, and dialogue, enhancing their confidence, self-esteem, and ability to take charge of their situations. Areas where the study showed investigation is needed include: how can positive socio-cultural traditions be built up to strengthen community-based women's groups? What roles and attitudes do men hold regarding women's participation in individual and community development processes? How can raising men's awareness about and participation in family health and sanitation issues be incorporated into the programs? How can a multi-caste group function as a cohesive unit? And how much do issues of caste, as opposed to economic conditions, affect the process?

This dissertation examines and analyzes the differences between a public and a private school in Nepal. The study looks at different factors such as school management and operation, school environment, external interference in school business, student discipline and behavior, teacher qualification and training and school curriculum. The study examines them as factors contributing to the school's success and effectiveness. The study explores how the two schools are managed and operated, the curriculums that are taught, and the learning environment that existed. The study describes how students, teachers, school Headmaster, Principal, and parents felt about the public and the private school. A qualitative case study method was used as the primary research methodology for this study. The main source of data came from in-depth interviews of 16 participants who were students, teachers, school Headmaster, Principal, and parents of the two schools. Additional data was gathered from the researcher's journal based on school observations, government statistical reports, and school documents. The findings indicate that the school Headmaster needs autonomy and decision making freedom to manage the school effectively. A positive learning environment is necessary for a school to succeed and outside interference and presence of non-educational activities such as politics is destructive to the school environment. The study suggests that the government and the community must clearly define and understand their role in the school, so that their involvement helps rather than interferes in the school. The study indicates that the quality of education in the private school was better than the one in the public school. Although not significantly different, the public school teachers had more qualifications and training than the private school teachers. However, more supplemental and advanced curricula was taught in the private school. Despite the high tuition and fees, the parents preferred to send their children to private schools.

The goal of this dissertation is to investigate the extent of difference in effectiveness of three non-formal education approaches in helping women acquire literacy skills and/or health knowledge in Nepal, and to propose hypotheses about factors or "influences" that might explain these differences. This exploratory study provides insights that program planners, researchers and policy makers can use for focusing further research on which non-formal education program designs for women will bring about the greatest increase in literacy skills and health knowledge. Four sample groups of women were compared: (1) 74 women in three different sites who attended monthly Mothers' Group health education meetings (with no literacy instruction); (2) 38 women in two different classes who completed a 6-month basic literacy course (with no health instruction); (3) 65 women in three different classes who completed a 6-month health/literacy course and 38 of these women who completed a 3-month post-literacy/health course; and (4) 50 women in two different sites who attended neither literacy course nor Mother's Group meetings. Data related to "acquisition" included literacy test scores and health knowledge oral interview scores; data related to possible "influences" included demographic data, and information about community and classroom context. Data were coded and analyzed by standard statistical procedures. The findings indicate that non-formal education of any kind is effective in helping women acquire some degree of both literacy skills and health knowledge. Type of non-formal education approach was not significantly related to greater literacy skills acquisition but it was related to greater health knowledge acquisition. Participation in the integrated health/literacy course was related to higher levels of health knowledge than was participation in health only or literacy only non-formal education approaches. Participation in the post-literacy course was associated with greater literacy skill and health knowledge acquisition than participation in either schooling or other types of non-formal education at a basic level. In addition, literacy skill acquisition appeared to be influenced by class or community factors (hours of instruction, facilitator characteristics, economic status of the community) and health knowledge acquisition was influenced by individual factors (marital status, age, radio ownership, number of children).

Adult literacy and non-formal basic education programs have been implemented on a continuous basis in Nepal for the past 20 years. Both the Ministry of Education and local non-governmental organizations (NGOs) have been implementing literacy courses as "entry points" for community development programs. This exploratory study examines three NGOs which, as part of their adult literacy programs, have organized adult new literates to develop and publish print materials. This process and the resultant texts have been termed Learner Generated Materials (LGM). Through a critical review of the literature, theoretical rationales and approaches for the use of LGM methods are identified, and patterns of practice, especially in Asia, are analyzed. Three intensive case studies of LGM activities in Nepal, utilizing field research, interviews and observation, describe the process of implementing LGM methods and the use of the materials developed in the Nepal context. General finding are related to the use of LGM for learning, the popularity and utility of the product for new literates, and the use of both the process and product for participatory action. Findings indicate that the authors found publishing to be an empowering experience. Readers interviewed strongly preferred reading LGM texts to professionally developed materials in regard to comprehension, enjoyment and inspiration. This was supported by author and reader beliefs that LGM validated them as knowers. LGM texts developed around specific development themes also had a catalytic effect in motivating readers to action in the area of community development. In this regard, LGM texts appear to change the relation and climate between new literates and the development process, moving them from passive recipients to active doers. Issues which emerge from the study include the use of new literates as editors, publishing texts in non-standard Nepali, the role and applications of LGM activities as tools for learning, and the effectiveness of LGM methods for promoting interactive and critical forms of knowledge. Areas for further research are also identified.

The aim of this dissertation is to assess the political ecology of conservation governance and management of Sagarmatha (Mount Everest) National Park (SNP), SNP Buffer Zone (BZ) and the Buffer Zone Community Forest User Groups (BZCFUG) in Pharak in northeastern Nepal. It evaluates their performance in two adjacent regions (Khumbu and Pharak) from multiple perspectives, including the views of the residents (indigenous Sherpa people and minority immigrant community members), and the standards of current international conservation and human rights policies. This research is important because it relates to global, regional, national and local level conservation policies and practices, which have direct impacts on biodiversity conservation, climate change adaptation, the livelihoods of indigenous peoples and local communities, and rights. The discussion of buffer zone community forest in the Pharak region follows my M.Sc. thesis completed at the University of Wales, UK in 2000. This dissertation draws on my 2011 fieldwork and my long-time experience growing up in this region and working there for conservation and development organizations. I conducted qualitative research adopting field observation, semi-structured and focus group interviews and participating in BZ and BZCFUGs' meetings. I observe that implementation of CFUG, BZCFUG and buffer zone management programs (BZMP) in Pharak and BZMP in Khumbu have made significant progress towards achieving conservation of forests, habitats, wildlife species and sustainable production of forest products while reinstituting forest and natural resource use and improving management and governance rights. This suggests that community participation in forest commons and natural resource management and governance through devolution and decentralization of decision-making rights can achieve biodiversity conservation goals. By integrating indigenous peoples' and local communities' cultural and religious perspectives with scientific knowledge, a synergy can be achieved that benefits conservation. For this the free, prior and informed consent of the concerned indigenous peoples and local communities is prerequisite. Conservation goals need to consider the rights of indigenous peoples and local communities and meet their aspirations and international conservation standards of self-determination and autonomy.
