Thiourea-modified poly(acrylonitrile-co-acrylic acid) (TU-poly(AN-co-AA)) polymeric adsorbent was synthesized and characterized with Fourier-transform infrared (FTIR) spectroscopy, scanning electron microscope (SEM) and Zetasizer. Adsorptive removal of cationic malachite green (MG) dye from aqueous solution in a continuous TU-poly(AN-coAA) packed-bed column was studied. The influences of solution pH (2-9), inlet MG concentration (25-80 mg/L), bed depth (4-8 cm) and linear flow rate (1.5-5.0 mL/min) were investigated via assessment of the column breakthrough curves. Low pH and short bed depth, high MG concentration and flow rate led to early breakthrough of MG. According to correlation coefficients (R2) and sum of the squares of the errors (SSE) values, Thomas and Yoon-Nelson dynamic models are more suitable to describe the column experimental data compared to the Bohart-Adams model. TU-poly(AN-co-AA) exhibited effective separation of MG from the liquid phase and displayed high adsorption capacities after five regeneration cycles.

Many countries that have achieved economic development have a dynamic co-operative sector which contributes substantially to the development of these economies. From a global perspective, co-operatives have been proven to be flexible in meeting a wide variety of social and economic human needs such as job creation, alleviation of poverty and building of communities. With the drive to decrease poverty in South Africa, there has been an increased interest to support co-operatives with the intention to provide employment, social development and building communities/ community care. It seems, however, that South Africa has not yet reached the same momentum in the co-operatives movement as elsewhere in the world and the economy is still characterized by a high unemployment rate and a low growth rate (Van der Walt, 2002). This study is an attempt to determine the factors for business success in co-operatives by assessing the strengths and weaknesses of co-operative businesses within the Nelson Mandela Metropolitan Municipality in the Eastern Cape. The study includes an extensive literature review on the nature and prevalence of co-operatives in South Africa where challenges faced by South African co-operatives and particularly those in the Eastern Cape Province, are indicated. It also highlights international best practice and reveals that for co-operative success, apart for functioning by the International Seven Cooperative Principles, knowledge and expertise in business management are absolutely necessary so that co-operatives can be profitable and sustainable. With this knowledge, an adapted form of the Small Enterprise Development Agency (SEDA) Small Business Assessment Tool was used to formulate the questionnaire and to review business management literature. A survey conducted involved fifty-one co-operative members on the database of the Nelson Mandela Metropolitan University Business Unit. The opinions of the respondents were compared with the guidelines provided by the literature in the study in order to identify the strengths and weaknesses of these co-operatives, which then determine the critical success factors for business success in co-operatives. The empirical results show that the co-operative members understand co-operative principles and function through them. They have a fairly general knowledge of business management. The results also show significantly positive correlations between Marketing Management, Financial Management, Operations Management, Human Resources Management and General Management, on the one hand, and the business success of co-operatives, on the other hand. This indicates that these respondents recognize the importance of these business functions in the success of their businesses. However, failures and weaknesses experienced in these areas lead to the recommendations that they need to be mentored as they cannot put this knowledge into application, and secondly, they need financial assistance and support to sustain the co-operative businesses.

Despite significant efforts have been directed toward reducing waste generation and encouraging alternative waste management strategies, landfills still remain the main option for Municipal Solid Waste (MSW) disposal in many countries. Hence, landfills and related impacts on the surroundings are still current issues throughout the world. Actually, the major concerns are related to the potential emissions of leachate and landfill gas into the environment, that pose a threat to public health, surface and groundwater pollution, soil contamination and global warming effects. To ensure environmental protection and enhance landfill sustainability, modern sanitary landfills are equipped with several engineered systems with different functions. For instance, the installation of containment systems, such as bottom liner and multi-layers capping systems, is aimed at reducing leachate seepage and water infiltration into the landfill body as well as gas migration, while eventually mitigating methane emissions through the placement of active oxidation layers (biocovers). Leachate collection and removal systems are designed to minimize water head forming on the bottom section of the landfill and consequent seepages through the liner system. Finally, gas extraction and utilization systems, allow to recover energy from landfill gas while reducing explosion and fire risks associated with methane accumulation, even though much depends on gas collection efficiency achieved in the field (range: 60-90% Spokas et al., 2006; Huitric and Kong, 2006). Hence, impacts on the surrounding environment caused by the polluting substances released from the deposited waste through liquid and gas emissions can be potentially mitigated by a proper design of technical barriers and collection/extraction systems at the landfill site. Nevertheless, the long-term performance of containment systems to limit the landfill emissions is highly uncertain and is strongly dependent on site-specific conditions such as climate, vegetative covers, containment systems, leachate quality and applied stress. Furthermore, the design and operation of leachate collection and treatment systems, of landfill gas extraction and utilization projects, as well as the assessment of appropriate methane reduction strategies (biocovers), require reliable emission forecasts for the assessment of system feasibility and to ensure environmental compliance. To this end, landfill simulation models can represent an useful supporting tool for a better design of leachate/gas collection and treatment systems and can provide valuable information for the evaluation of best options for containment systems depending on their performances under the site-specific conditions. The capability in predicting future emissions levels at a landfill site can also be improved by combining simulation models with field observations at full-scale landfills and/or with experimental studies resembling landfill conditions. Indeed, this kind of data may allow to identify the main parameters and processes governing leachate and gas generation and can provide useful information for model refinement. In view of such need, the present research study was initially addressed to develop a new landfill screening model that, based on simplified mathematical and empirical equations, provides quantitative estimation of leachate and gas production over time, taking into account for site-specific conditions, waste properties and main landfill characteristics and processes. In order to evaluate the applicability of the developed model and the accuracy of emissions forecast, several simulations on four full-scale landfills, currently in operative management stage, were carried out. The results of these case studies showed a good correspondence of leachate estimations with monthly trend observed in the field and revealed that the reliability of model predictions is strongly influenced by the quality of input data. In particular, the initial waste moisture content and the waste compression index, which are usually data not available from a standard characterisation, were identified as the key unknown parameters affecting leachate production. Furthermore, the applicability of the model to closed landfills was evaluated by simulating different alternative capping systems and by comparing the results with those returned by the Hydrological Evaluation of Landfill Performance (HELP), which is the most worldwide used model for comparative analysis of composite liner systems. Despite the simplified approach of the developed model, simulated values of infiltration and leakage rates through the analysed cover systems were in line with those of HELP. However, it should be highlighted that the developed model provides an assessment of leachate and biogas production only from a quantitative point of view. The leachate and biogas composition was indeed not included in the forecast model, as strongly linked to the type of waste that makes the prediction in a screening phase poorly representative of what could be expected in the field. Hence, for a qualitative analysis of leachate and gas emissions over time, a laboratory methodology including different type of lab-scale tests was applied to a particular waste material. Specifically, the research was focused on mechanically biologically treated (MBT) wastes which, after the introduction of the European Landfill Directive 1999/31/EC (European Commission, 1999) that imposes member states to dispose of in landfills only wastes that have been preliminary subjected to treatment, are becoming the main flow waste landfilled in new Italian facilities. However, due to the relatively recent introduction of the MBT plants within the waste management system, very few data on leachate and gas emissions from MBT waste in landfills are available and, hence, the current knowledge mainly results from laboratory studies. Nevertheless, the assessment of the leaching characteristics of MBT materials and the evaluation of how the environmental conditions may affect the heavy metals mobility are still poorly investigated in literature. To gain deeper insight on the fundamental mechanisms governing the constituents release from MBT wastes, several leaching experiments were performed on MBT samples collected from an Italian MBT plant and the experimental results were modelled to obtain information on the long-term leachate emissions. Namely, a combination of experimental leaching tests were performed on fully-characterized MBT waste samples and the effect of different parameters, mainly pH and liquid to solid ratio (L/S,) on the compounds release was investigated by combining pH static-batch test, pH dependent tests and dynamic up-flow column percolation experiments. The obtained results showed that, even though MBT wastes were characterized by relatively high heavy metals content, only a limited amount was actually soluble and thus bioavailable. Furthermore, the information provided by the different tests highlighted the existence of a strong linear correlation between the release pattern of dissolved organic carbon (DOC) and several metals (Co, Cr, Cu, Ni, V, Zn), suggesting that complexation to DOC is the leaching controlling mechanism of these elements. Thus, combining the results of batch and up-flow column percolation tests, partition coefficients between DOC and metals concentration were derived. These data, coupled with a simplified screening model for DOC release, allowed to get a very good prediction of metal release during the experiments and may provide useful indications for the evaluation of long-term emissions from this type of waste in a landfill disposal scenario. In order to complete the study on the MBT waste environmental behaviour, gas emissions from MBT waste were examined by performing different anaerobic tests. The main purpose of this study was to evaluate the potential gas generation capacity of wastes and to assess possible implications on gas generation resulting from the different environmental conditions expected in the field. To this end, anaerobic batch tests were performed at a wide range of water contents (26-43 %w/w up to 75 %w/w on wet weight) and temperatures (from 20-25 °C up to 55 °C) in order to simulate different landfill management options (dry tomb or bioreactor landfills). In nearly all test conditions, a quite long lag-phase was observed (several months) due to the inhibition effects resulting from high concentrations of volatile fatty acids (VFAs) and ammonia that highlighted a poor stability degree of the analysed material. Furthermore, experimental results showed that the initial waste water content is the key factor limiting the anaerobic biological process. Indeed, when the waste moisture was lower than 32 %w/w the methanogenic microbial activity was completely inhibited. Overall, the obtained results indicated that the operative conditions drastically affect the gas generation from MBT waste, in terms of both gas yield and generation rate. This suggests that particular caution should be paid when using the results of lab-scale tests for the evaluation of long-term behaviour expected in the field, where the boundary conditions change continuously and vary significantly depending on the climate, the landfill operative management strategies in place (e.g. leachate recirculation, waste disposal methods), the hydraulic characteristics of buried waste, the presence and type of temporary and final cover systems.

This thesis focus on a yield curve modelling. It estimates unobserved "global" yield curve factors which drives changes in individual real yield curves. Yield curves of USD, GBP, JPY and EUR are considered and global factors are able to explain substantial part of their variances. The method is built on the Nelson-Siegel model which is implemented in a state-space form to be able to extract the unobserved yield factors. The estimated global yield factors are further used for explaining the evolution of the Czech yield curve. Their impact to the Czech yield curve is estimated in a time-varying regression which results show that the impact of the global factors is stronger during the years of the interventions of the Czech National Bank and thus suggests that the interventions help to transmit the global low interest rates to the Czech economy.

Ilaria Cotrufo sviluppa la sua tesi dottorale, incentrata sullo spazio pubblico aperto contemporaneo, attraverso il ricorso a una categoria psicanalitica e filosofica - quella del "perturbante" - per ripercorrere le ragioni, nonché l'esegesi, di alcune sperimentazioni recenti, in cui subentrano dispositivi progettuali in grado di sconvolgere forme identitarie acquisite e assetti consolidati, per accogliere con una "rottura dell'essenza" la convocazione ineludibile che proviene dall'alterità. Il perturbante - chiarisce la Cotrufo - è infatti ciò che mette in crisi il soggetto (individuale o collettivo), perché mette in discussione la stessa possibilità di definire l'identità escludendo la diversità e, tuttavia, l'esperienza dello straniamento, della destabilizzazione, del decentramento da esso indotto, potrebbe rappresentare un'opportunità, un orientamento per la ricomposizione di una nuova "identità problematica" attuata attraverso un processo di "individuazione" (nel senso attribuito da Carl G. Jung) capace di includere l'alterità. E' questa la tesi che la dottoranda ha tentato di dimostrare lungo la sua dissertazione, con riferimenti sia alla storia dell’architettura e dell’urbanistica, sia a quella del pensiero psicoanalitico, filosofico e sociale che, in diversi casi, appaiono puntuali e inediti nel nostro campo disciplinare.

Abstract This chapter deals with the founding situation that eventually led to the core beliefs of American apocalyptic evangelicalism. Ireland in the early nineteenth century saw the rise of the Catholic population that sought to recapture the civil rights lost during the previous century’s penal code. In the later 1820s, frightened by the prospect of Catholic Emancipation, a small group of wealthy Anglican evangelicals in Co. Wexford and Dublin created a withdrawal group. They developed a radical form of evangelicalism, characterized by intense small-group worship, that was presided over by laymen rather than clergy. The key figures were John Nelson Darby, Lady Powerscourt, and Robert Daly.

Recent research highlights the complexity of virtual work and calls on researchers to examine virtual work as more than simply doing a job, but as negotiating a state of being virtual (Leonardi, Jackson, & Marsh, 2004; Long, 2010). A similar call has been made by virtual ethnographers to move away from cataloguing the differences between virtual ethnographic practices and co-located ethnographic practices and instead reflexively reconsider how and why to conduct a virtual ethnography (Hine, 2005). This chapter responds to both calls by exploring how virtual workers communicatively construct distance not as geographical absence, but as presence (Leonardi, et al., 2004; Broadfoot, Munshi, & Nelson-Marsh, 2010). Based on this knowledge, the chapter then develops a heuristic methodological framework that embraces reflexivity as a starting point and privileges communication as the mode through which virtual work is constituted and through which academics arrive at a deeper understanding of both virtual work and virtual ethnography.

On the model of the weaver, a leader’s role is to combine a group of diverse talents and temperaments into a single team. In the Statesman, Plato is particularly interested in weaving together ‘doves’ and ‘hawks’: people who show particular mildness or restraint on the one hand, and those who are more forceful or aggressive, on the other: he terms these qualities respectively ‘moderation’ and ‘courage’. He also thinks there can be no co-operation or unity unless all parties espouse the same values. The leader needs to be prepared to discard certain strands that do not fit into the pattern of their woven cloth. A good leader also manages to weave the virtues of both courage and moderation into their own character. The second part looks at Nelson Mandela as epitomizing the weaver and, in business, Jim Kutsch, CEO of Seeing Eye, who ensured employees of quite different temperaments worked together.

Co-authored by Stephen Mullen, Nelson Mundell and Simon P. Newman, this chapter uses the story of Jamie Montgomery, an enslaved runaway in Scotland, to illustrate the presence and predicament of escaped slaves in Britain during the eighteenth century, the majority of whom were male and either children or young adults (often trusted domestic servants). The authors draw upon the frequency of ‘for sale’ and escaped slave notices in newspapers to help document the routineness of slave trafficking within Britain from both the colonies and directly from Africa. They outline the life of Montgomery who was sold in Virginia to a Scottish merchant and sent to Scotland to apprentice as a joiner with an eye toward future resale at a profit. Several years later, after a taste of free life as a skilled carpenter and church member, he escaped while in the process of being forcibly returned to America. Montgomery was captured with the help of an escaped slave newspaper ad and died in jail. Like many young slaves separated from family and a black community and sent to work in the British Isles, the authors explain that relief from harsh plantation life and a chance at greater economic and political opportunities was tempered by the constant threat that they could easily be returned.

Polymer researchers have had a long-standing interest in understanding the evolution of blend morphology when two (or more) incompatible homopolymers or copolymers are melt blended in mixing equipment. In industry, melt blending is conducted using either an internal (batch) mixer (e.g., a Banbury mixer or a Brabender mixer) or a continuous mixer (e.g., a twin-screw extruder or a Buss kneader). There are many factors that control the evolution of blend morphology during compounding, the five primary ones being (1) blend composition, (2) rheological properties (e.g., viscosity ratio) of the constituent components, (3) mixing temperature, which in turn affects the rheological properties of the constituent components, (4) the duration of mixing in a batch mixer or residence time in a continuous mixer, and (5) rotor speed in a batch mixer or screw speed in a continuous mixer (i.e., local shear rate or shear stress). When two immiscible polymers are compounded in mixing equipment, two types of blend morphology are often observed: dispersed morphology and co-continuous morphology. Numerous investigators have reported on blend morphology of immiscible polymers, and there are too many papers to cite them all here. Some investigators (Han 1976, 1981; Han and Kim 1975; Han and Yu 1972; Nelson et al. 1977; van Oene 1978) examined blend morphology to explain the seemingly very complicated rheological behavior of two-phase polymer blends, and others (Favis and Therrien 1991; He et al. 1997; Ho et al. 1990; Miles and Zurek 1988; Scott and Macosko 1995; Shih 1995; Sundararaj et al. 1992, 1996) investigated blend morphology as affected by processing conditions. Today, it is fairly well understood from experimental studies under what conditions a dispersed morphology or a co-continuous morphology may be formed, and whether a co-continuous morphology is stable, giving rise to an equilibrium morphology, or whether it is an unstable intermediate morphology that eventually is transformed into a dispersed morphology (Lee and Han 1999a, 1999b, 2000). Let us consider the morphology evolution in an immiscible blend consisting of two semicrystalline polymers, A and B, in a compounding machine, and let us assume that the melting point (Tm,A) of polymer A is lower than the melting point (Tm,B) of polymer B.

In today’s environment of rapidly evolving information and communication technologies (ICTs), technical standardization is said to be confronted by a “minefield” of intellectual property rights (IPRs). Patents and other industrial IPRs that might belong to individual developers of technology have the potential to undermine the collective pursuit of technical standardization that might serve the common interests of the sector or industry. This tension between the individual and the collective, between the development of technology and its diffusion, is however by no means new; it is an inherent feature of standard development as an institution of innovation. The fact that this tension has only recently been converted into conflict raises a host of interesting questions about standardization in the evolving environment of the ‘digital age’. In this chapter, we will address some of these. We are especially interested in the fundamental question concerning the roles of standard development organizations and IPRs in the “technology infrastructure” (Tassey, 1995) and how these roles are “co-evolving” (Nelson, 1995) with the rapidly developing ICT industry. The contention is that this process of coevolution is bringing what are initially complementary functions in the innovation process into increased confrontation. In this chapter such questions will be explored in terms of innovation-theory in which the role this ‘technology infrastructure’ plays is explicitly recognized. The discussion of this relationship moreover will be largely presented in terms of a case study, featuring the controversy that arose during the standardization of the now popular GSM system, produced by the European Telecommunication Standards Institute (ETSI).

Rural development could be defined simply as economic development in rural areas. However, practitioners and researchers find rural development involves more than mere economic strategies. Many rural communities struggle with changes from resource extractive to service-based economies, along with cultural impacts of globalization (Harrington 1995; Ewert 1997). Rural development in response is becoming integrative like geography, considering class structure, community values, natural resources, social capital, sustainability, and regional and global forces (World Commission on Environment and Development 1987; Straussfogel 1997; Heartland Center for Leadership Development 1998). Rural development has represented an explicit research perspective within geography since 1982. Geographers, through their ability to integrate human and physical aspects of place, can help communities assess complex change and devise strategies to meet their goals (Stoddart 1986; Turner 1989; Abler et al. 1992). Integrated descriptions of human and physical aspects of place can benefit relationships with undergraduate students (Marshall 1991), other geographers (Bowler et al. 1992), rural development researchers in other fields, and rural development practitioners (Kenzer 1989). Geographers may be especially useful in the interdisciplinary world of sustainable development (Wilbanks 1994). The Rural Development Specialty Group began in 1982 as the result of an International Geographic Union (IGU) working group meeting in Fresno, California. The group was formed “to promote sharing of ideas and information among geographers interested in the many facets of rural development.” Richard Lonsdale (University of Nebraska) and Donald Q. Innis (State University of New York at Geneseo) were co-founders. Subsequent leaders included Vincent Miller (Indiana University of Pennsylvania), John Dietz (University of Northern Colorado), Al Larson (University of Illinois at Chicago), Paul Frederic (University of Maine at Farmington), Henry Moon (University of Toledo), Brad Baltensperger (Michigan Technological University), Karen Nichols (State University of New York at Geneseo), William Forbes (University of North Texas), and Peter Nelson (Middlebury College). The group may soon merge with the Contemporary Agriculture and Rural Land Use Specialty Group, forming a larger Rural Geography Specialty Group that will continue to provide a forum for rural development research in geography.

The occurrence of Steam-Water Co-Current Flow (SWCOCF) in the AP1000 Pressurizer Surge Line (PZR SL) is an important phenomenon during the depressurization stage of the Small Break Loss-of-Coolant Accidents (SB-LOCAs), and the predictions of SWCOCF pressure drop in PZR SL are important issues in the AP1000 reactor safety analyses. To investigate the pressure drop characteristics of SWCOCF in the PZR SL assembly of AP1000, a PZR SL test model made of stainless steel is designed with scaling ratio of 1:9.15, and a test loop is also established to supply SWCOCF conditions for the experiments. The test section is mainly composed of a long inclined tube with a short acrylic visual section, a whole surge line tube, and a vertical section. The SWCOCF pressure drop experiments are conducted with pressure ranging from 0.1MPa to 0.24MPa and vapor mass fraction from 0.02 to 0.5. The research results show that: the whole surge line two-phase friction multiplier increases with the increasing of steam fraction, and decreases with the increasing of pressure. A prediction model of two-phase friction multiplier for the PZR SL is developed based on the Martinelli-Nelson method, which can predict the tests data very well.

The combination of alkali, surfactant, and polymer components within the ASP approach offered the potential to yield considerable value by extracting more oil from mature assets, potentially revitalizing fields once considered economically unviable. ASP has long held the promise not only of unlocking untapped reservoir potential but also reducing the project cost to 10-25 $/bbl compared to surfactant-polymer (SP) 15-30 $/bbl and extending 20 years the productive life of mature oilfields.ASP attempted to solve the challenge of cost-effectively recovering oil not only from reservoirs with high acid numbers but also reducing surfactant retention in reservoirs with low acid numbers, where chemical flooding showed technical promise but remained a commercial challenge. The primary objective of ASP was to enable the efficient recovery of hydrocarbons through a process that combines the advantages of alkali flooding and surfactant injection. This synergy addresses the paradox in the alkali flooding approach: while the introduction of alkali agents leads to the formation of petroleum soaps that can be mobilized in the reservoir, these soaps inherently display hydrophobic behaviour. This contradiction hinders optimal reservoir performance (which is amplified because the dispersivity of heterogeneous reservoirs), as the salinity resulting from alkali addition typically exceeds the desirable salinity for efficient oil recovery. The innovative addition of a hydrophilic co-surfactant introduced to the ASP process, transforming the behaviour of petroleum soaps through the creation of mixed micelles by incorporating a co-surfactant, the optimal salinity range can be expanded to encompass both the salinity derived from alkali introduction and the original brine salinity (Nelson et al. 1984 SPE-12672). This effect is not sufficient, and the loss of mobility control is dominant at field scale which causes a more severe fingering therefore alkaline breakthurgh earlier leading to pump scaling and emulsion treatments in the topside. The promise of ASP that by adjusting the optimal salinity range, ASP demonstrated that water softening costs could be offset by reduced surfactant adsorption and polymer requirements and that the absence of divalent cations simplified formulation requirements, enhancing the feasibility of ASP is not such in practical implementations. Despite dispersivity analysis is established in groundwater science limited polymer pilot projects were overshadowed by economic constraints, preventing their widespread adoption to link it to the development plan. This study presents a novel approach to enhance surfactant capabilities in oil recovery operations. By integrating a mobile surfactant injection unit with a mobile polymer development process, the transition from low to high dispersivity zones is facilitated. Initially, polymer injection into productive sweet spots, guided by 3D reservoir simulations, serves to identify suitable areas for subsequent surfactant injection, effectively countering dispersion issues. Unlike ASP, the behavior of SP demonstrates similarity to polymer, simplifying navigation through different media. Furthermore, polymer injection reveals significant differences in backproduced polymer and dispersivity, with polymer dispersion in the slug exceeding that in core reservoirs. Analysis of dispersivity data suggests the benefits of fewer simultaneous injectors, facilitating optimized deployment through modular solutions.

El fenómeno de la dispersión urbana, ampliamente estudiado en las ciudades americanas, está modificando el modelo de ocupación del suelo también en las ciudades españolas. La construcción de vías de gran capacidad junto con el aumento de la motorización y las nuevas pautas de consumo han propiciado que ciudades tradicionalmente compactas hayan experimentado un crecimiento disperso, que a la larga resulta ser poco sostenible. Desde los primeros estudios sobre la problemática derivada del sprawl se han ido configurando argumentos a favor y en contra de las ciudades compactas. Más recientemente se están considerando los sistemas policéntricos (decentralised concentration) como estructuras que potencialmente pueden reducir los inconvenientes del exceso de dispersión o de concentración. Esta comunicación tiene dos objetivos básicos: por un lado, diseccionar, desde un punto de vista teórico, los problemas actuales derivados de la configuración de los sistemas urbanos; y por otro lado, analizar un caso concreto y proponer estrategias de planificación que optimicen el uso del suelo urbano. En primer lugar se analizan por separado las ventajas e inconvenientes de los sistemas urbanos en los que, siendo híbridos de los tres modelos, domina una estructura dispersa, compacta o policéntrica. Una vez establecido el marco descriptivo y de interacción de estos modelos, se estudia su aplicación a la Comunidad Autónoma de Cantabria, actualmente inmersa en el proceso de redacción del Plan de Ordenación Territorial. Esta aplicación consiste en un análisis comparativo de la jerarquía urbana de Cantabria elaborado a partir de servicios supramunicipales representativos y volumen de centros de trabajo de las entidades de población, y de las relaciones de dependencia entre municipios para acceder al comercio y servicios. La comparación entre estos dos grupos de variables (capacidad real vs. funciones reales) se ha hecho a partir del índice de Nelson, y los resultados han servido para proponer los núcleos y relaciones que se deben potenciar en Cantabria con el objetivo de reequilibrar el sistema territorial y romper la progresiva tendencia de "litoralización" de la población y actividades. Posteriormente, se definen los objetivos de distribución espacial a los que deben responder las estrategias de planificación para lograr una mayor sostenibilidad territorial. Evidentemente, estos objetivos variarán en función del tipo de área de que se trate (con alto nivel de desarrollo, periférica, etc.), de la dimensión y escala del ámbito de estudio, y también de sus particularidades locales. Para fortalecer determinados núcleos y relaciones de la red urbana de Cantabria, en la parte final de la comunicación se plantean medidas que, basadas en la situación actual, fomenten la integración de las políticas de transporte, de planificación urbanística y de ordenación del territorio, que deben basarse en la coordinación y cooperación administrativa y de los agentes sociales, y en la definición de estrategias a medio y largo plazo. *** ENG: The urban sprawl phenomenon, which has been widely studied for American cities, is now also transforming the land use pattern of Spanish cities. Highway construction, together with an increase in the motorization rate and a new lifestyle based on consumption, has favoured a dispersed growth surrounding most traditional compact cities, which in turn is proving not to be very sustainable. The rise of some problems related to sprawl have led to several arguments in favour of and against the compact city. More recently, polycentric systems based on decentralised concentration have been suggested as structures which may be able to reduce the disadvantages of both an excess of dispersion or concentration. This paper has two main objectives: on the one hand, to dissect, from a theoretical point of view, the current problems associated with the configuration of urban systems; and on the other hand, to analyse a particular case study in order to propose planning strategies to optimize the use of urban land. The first step is to analyse, separately, the pros and cons associated with areas in which, due to the hybrid nature of real case, there is the dominance of a dispersed, compact, or polycentric structure. Once the descriptive and interactive framework has been established, the next step is to implement one of these models into a real case. In this paper, a section is dedicated to studying the case of the Autonomous Region of Cantabria (Spain), which is currently developing its own Spatial Planning Programme. The implementation consists of a comparative analysis of the urban hierarchy of Cantabria comparing data of selected services (for the hinterland beyond the municipal area) and the number of work centres with service and retail dependency relationships between municipalities. The comparison between these two groups of variables (real capacity versus real functions) has been carried out using the Nelson index. The results provide a selection of nodes and relationships that should be encouraged in order to achieve improved spatial balance, so as to break the progressive trend of population and activity concentration. The next step to choose the appropriate spatial pattern objectives to be implemented by planning strategies in order to achieve improved spatial sustainability. This objective obviously depends on the type of area (central and well-developed, peripheral, and so forth), on the dimension and scale of the study area, and also on some local particularities. A final section deals with some suggestions for strengthening a choice of settlements and relationships in order to improve the urban system of Cantabria. These measures, which take into account the current regional situation, are based on the integration of transport, land use and spatial planning policies, and which indicate the requirement of further co-operation not only between different public administrations but also between these and the social and economic agents, and the need for clearly defined mid- and longterm strategies.

This brief summarises key considerations concerning cross-border dynamics between South Sudan and Uganda in the context of the 2022 outbreak of Ebola in Uganda, and the risk of the spread of the virus into South Sudan. It is one of four briefs exploring cross-border dynamics in the context of the outbreak, alongside Kenya, Rwanda and Tanzania. The outbreak is of the Sudan strain of Ebola (Sudan Virus Disease, SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The outbreak of SVD began in Mubende, Uganda, on 19 September 2022. At the time of writing (25 November), there had been 141 confirmed cases and 55 deaths, including seven health workers. Infections had been confirmed in nine districts in Uganda, including in Kampala – a major transport hub. Vaccines used in previous Ebola outbreaks are effective against the Zaire strain of Ebola, and vaccines that could work against the Sudan strain remain under investigation. As of November 2022, there have been no confirmed cases of SVD imported into South Sudan, although several alerts have been investigated. However, the fear that travellers from Uganda might bring the disease into South Sudan has spurred preparations by government institutions and partner organisations, building on the experiences acquired during past outbreaks, particularly Ebola and COVID-19. An EVD High Level Taskforce has been formed, chaired by the Minister for Cabinet Affairs and co-chaired by the Minister of Health. The South Sudan Ministry of Health (MoH) has activated the Public Health Emergency Operation Centre (PHEOC) and Incident Management System (IMS). A national EVD Readiness Plan has been developed and endorsed by the government. A free hotline (number 6666) is in place, which can be used either to report suspected cases or for information on Ebola. Training of staff at border entry points has started. This brief is based on a rapid review of published and grey literature, and informal discussions with the South Sudan Red Cross, IOM, academics from University of Juba, and the PHEOC. It was requested by the Collective Service and was written by Leben Nelson Moro (University of Juba) and Alice Robinson (London School of Economics).
