The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

The COVID-19 pandemic of 2020-2022, combined with the introduction of restrictive sanctions, had a strong impact on the mobility of the population, first of all, it concerns tourism. For a significant part of tourists who usually traveled abroad, there was a need to reorient to Russian resorts and other attractions within the country, which requires the active development of various tourism directions: from traditional routes to innovative niche formats (medical, industrial, stalking, etc. tourism). In recent years, tourism in Russia has become the preferred tool for the development of small, including single-industry cities, where it is possible to develop and strengthen the tourism services sector. Using tourism as a development tool is quite expensive. The state subsidizes the formation and improvement of infrastructure, but, in addition to financing, the development of tourism requires specific programs to increase tourist attractiveness. The unrecoverable costs are inevitably significant, and the results are unpredictable. The dilemmas associated with tourism financing are numerous and complex. This is especially true for tourist single-industry towns, which are difficult to fit into the available categories of state funding allocated for Russian single-industry towns (where the goal is to diversify the economy while maintaining employment in the city). The article examines the framework of state and municipal policy, which must be coordinated at all levels of government and provided with regional and federal support. Achieving this goal also requires clarifying the very concept of "tourist single-industry town" and the criteria for its definition.

The purpose – to establish the state of development of ski resorts of Lviv region. Methods used: analysis and synthesis, field research, statistical and comparative-geographical. Mapping method was used in order to construct a mapping of ski resorts in the Skoliv district. Results The historical preconditions of development of ski tourism of the investigated territory are established. The features of natural conditions and resources of Lviv region are shown in the context of ski tourism. The existing ski infrastructure of the ski resorts of Lviv region is described. The prospects of development of ski tourism are established. Scientific novelty – developed for the mapping of skiing in Skolivskyi district. Practical significance of the article. The obtained research results can be used in informational materials of resorts, departments of Lviv regional state administration and Skole district state administration.

The tourism industry has greatly contributed to the strengthening of the trade balance position of Korea as much as the export industry itself ever since 1975 when the former was designated as one of Korea's main strategic industries. However, the tourism industry, which registered the highest surplus of US 2,000 million in 1988, the year Korea hosted the Olympic Games, has declined since 1989 when the overseas travel of Koreans was completely liberalized. In 1992, the tourism industry showed a deficit of US$ 360 million. It is anticipated that the deficit in the tourism industry will further increase. To cope with the threatened decline in the revenue of the tourism industry, the government has been contemplating special measures to boost Korea's share in the world tourism market of US$ 230 billion per year.

The study of public administration within the tourism industry is relevant due to the role tourism plays as a key sector of the economy in most countries and its impact on the international positioning of states and national interests. Tourists play a crucial role in shaping the image of the country, providing valuable information about it. They act independently to offer insights and perspectives that contribute to its overall perception. The purpose of the study was to analyse the effectiveness of application of methods of management of the tourism industry development at the level of territorial communities. The methods used included the analytical method, functional method, system analysis method, deduction method, comparison method, synthesis method, and survey. The study defined the concept of public administration of the tourism business and how it affects the development of tourism in the region. The main actors and instruments used for public administration in the tourism sector in the territory of communities were identified, including the advantages and disadvantages of these instruments. The main problems of the tourism business were investigated and possible solutions involving public administration were identified. The study also analysed the practices of other countries in public administration in the tourism industry and suggested their possible applicability. The study determined the prospects for the development of the object under study, how it can affect the socio-economic development of the regions, and developed recommendations that may be useful for local authorities and businesses. The identified results of this study have practical use in enhancing the efficiency of public administration in the tourism sector, thereby elevating the entire process to a new level state regulation; regional economy; reform efficiency; sustainable development

Tourism has reached world importance in the economy. The competition in tourism has intensified between destinations, whether the destinations are cities, regions or countries. In this sense, the evaluation of the tourism competitiveness of these destinations may be helpful in planning and prioritizing actions that will benefit the industry. This article discusses the concept of competitiveness by the multidimensional view of performance, efficiency and unit analysis. Using the theoretical framework lifted, this article shows the 'Study on the competitiveness of the 65 destinations inducers of regional tourism development' prepared by the Tourism Ministry, the Brazilian Support Service to Micro and Small Enterprises (Sebrae) and Getulio Vargas Foundation (FGV), its assumptions that guided this study as well its methodological aspects. Based on this methodology, it was carried out a diagnosis of these 65 destinations selected by the Brazilian Ministry of Tourism to be inducers of tourism in their respective regions. The result of competitiveness reached by these 65 inductors destinations is presented in this article, providing a map of the level of competitiveness of tourism in Brazil.

The article is dedicated to the study of the role of public administration mechanisms in tourism development and their impact on historical heritage recognition. The aim of this article is to determine the mechanisms for public administration of tourism development and how this affects the recognition of historical heritage. The article analyses the scientific literature on this issue. The article provides statistical data on damage to historical heritage as a result of Russian aggression. It is noted that today cultural and historical heritage is actively used to organise various types of cognitive tourism. An important component of cultural and historical recreational resources of a particular region is its historical and cultural heritage. According to the authors, historical heritage should be considered in conjunction with cultural and historical heritage, as history and culture are complementary elements. Preserving cultural and historical heritage sites is important for the tourism sector development. In this case, public administration mechanisms of the tourism sector and its impact on the preservation of historical heritage are of great importance.

The paper is devoted to searching ways of efficient support of public administration of the travel industry development. Tourism system has its own specific peculiarities, which influence the implementation of the functions of public administration. Among such peculiarities there are high commercialization of the branch, financial performance of investments and investment attractiveness. The paper considers trends of travel industry development, among which there are tendencies towards the increase of number of tourists, growth of tourist flow and income from travels. Trends of the travel industry development were analysed according to definite parts of the world. Also, trends in the development of ecоturism are considered. As a result of the analysis conducted the negative impact of various factors on the tourism development and aspects of improvement of the effectiveness of tourist activities. On the basis of the analysis conducted among the leading countries of the world according to the statistical data with regard to visiting by tourists, basic approaches to the construction of systems of public administration of the travel industry development were determined. Based on this analysis the proposals were made as to the improvement of public administration system in the sphere of tourism; they can be applied at the global and regional levels in order to maximize implementation of the travel industry potential and socioeconomic functions, being performed thereby in the society. The relevance of the development of ecotourism is determined, which is associated with the solution of global environmental problems.

Electronic service quality (e-SQ) is a new developing area of research, which has strategic importance for businesses striving to address consumers in the electronic marketspace. It is known that consumer behaviour in an online environment may differ substantially from the one displayed in the physical world. Therefore, it is important for practitioners to understand customer needs that are amenable to fulfilment in an online environment and strive to meet them. Website e-SQ, defined as "the extent to which a website facilitates efficient and effective shopping, purchasing and delivery of products and services" (Ziethaml et al. 2002, p. 363) is a powerful trigger of customer satisfaction with a website. E-SQ is what differentiates a good quality website from a customer point of view and facilitates the process of bringing customer and company together. The present study addresses e-SQ in the tourism context. The area of e-SQ in tourism appears to have been understudied, and there is clearly a need for further research. With growing role of websites as a customer contact point and virtual company office, tourism businesses are realising the strategic importance of a website as a tool for addressing consumers in electronic business environment. This study employs quantitative research paradigm to address the research problem "What constitutes tourism website e-service quality?" and hypotheses using the methods of multivariate data analysis. Empirical data are gathered through a five-month on-going online survey of potential inbound tourists of Norrbotten, the northernmost region of Sweden. The results indicate that proposed e-services fulfil online customer needs and can, therefore, form a tourism website e-SQ profile. Further findings indicate that website user demographics and online buying behaviour patterns can significantly affect users' perceptions of website quality features. The main outcome of the current research is the development of the scale for assessing the e-SQ profile of tourism websites (Meeting Online Needs of Customers or MONC scale). The scale has been tested in the follow-up study, the results of which indicated that the developed scale possesses good reliability (internal consistency) and validity (nomological and convergent). The study's managerial implications include the proposition of the consistent e-SQ profile for a tourism website, tourism e-SQ scale that can be used for evaluation of the tourism website quality, and recommendations to practitioners on how to improve website design in order to meet the online needs of tourism consumers. Further research in the area of e-SQ in tourism can be recommended, for example to follow up the current findings on the broader sample of tourism websites' visitors.

Rural tourism is a popular development tool in both developed and developing countries. However, rural economic development can be problematic when considering the diversity of resources and stakeholder groups. In the Republic of Armenia the current system of tourism development is not benefiting rural communities in the regions. This study seeks to provide a deeper understanding of community dynamics in the rural region of Goris through the study of tourism integration. A novel assessment tool is implemented which provides a systematic qualitative evaluation of stakeholder perceptions through which strengths and weaknesses of the local tourism sector are derived. Data extracted from semi-structured interviews provide a clearer understanding of current conditions that will provide valuable insight for policy and development initiatives that seek to maximize local cooperation and benefit. It is clear from this analysis that local strengths include endogenous natural, human, and historical resources, embedded community valuation of tourism, and complementarity. Local weaknesses are related to accessibility, inadequate infrastructure, information disparity and environmental stewardship. Recommendations are made for follow up, planning and implementation.

A shortage of skilled labor could cost the tourism, hospitality, and leisure industry (THL) a loss of $610 billion and 14 million jobs by 2024. The literature contains the contributions of specialist THL institutions but not that of the industry leaders to ameliorating this human capital (HC) challenge. The purpose of this multicase study was to explore the HC productivity strategies used by THL business leaders in Nigeria that improved employee productivity despite the lack of specialist THL institutions. The human capital theory (HCT) was the conceptual framework of the study. Coding of data derived from semistructured interviews with 3 THL industry leaders followed the modified Stevick-Colaizzi-Keen method. Triangulation of the interview data, site observations and company documents resulted in 5 strategy themes. The study indicated that recruiting persons with essential social capital, inducting them into high ethical standards, providing in-house training, motivating with reward and recognition, and adoption of affordable technologies are key industry strategies for THL HC development. The study findings can be adopted into THL organizations human resource management strategies and as input for training managers in the THL industry. The results of this study may contribute to social change by keeping more people gainfully engaged, increasing the dignity and prosperity of THL employees and their families, and reducing the undesirable effects of unemployment such as the high crime rate in southern Nigeria.

This dissertation on the development and promotion of Mexico's tourism industry reconstructs the making of what is today that nation's third most profitable industry. Forged by Mexico's government in late 1928 as the cornerstone of state-led modernization programs, tourism became official business by 1929 when government officials, private investors, bankers and transportation companies agreed that it offered their nation an ideal vehicle toward progress once they began to rebuild after a long history of political violence and instability, shaky relations with the United States, economic underdevelopment and social revolution. Tourism suggests another framework for examining culture, politics and economics in Mexico following the revolution and during this period of intense nation building. More than just an economic solution, tourism fit into the state's broader cultural program to both modernize and unite Mexicans after the 1910 revolution. Tourism fostered nationalism and national unity. It encouraged the formation of tourist associations whose members pooled their resources to promote their nation's beauty and to finance infrastructure for the sake of national progress, peace and prosperity. Through tourism, government and private individuals debated and defined mexicanidad, or Mexicanness. In the end, promoters packaged a holiday in Mexico to U.S. tourists as a destination that embodied a harmonious convergence of modernity and antiquity---where one could visit the pyramids by day and drink martinis by night. By analyzing the formation, membership, activities and debates of official and private tourist groups between 1928--1946, this project reveals that to develop tourism the government relied on cooperation and capital from an elaborate network of promoters in Mexico and abroad. Moreover, Mexican financiers almost exclusively funded the construction of tourist infrastructure that visibly transformed Mexico by 1946 from a provincial, undeveloped nation to an urban, modern one. Scholars have examined these transformations as a product of President Miguel Aleman, 1946--52 whose administration was marked by corruption and U.S.-directed development. This research uncovers early origins of Mexican-led progress, and demonstrates how tourist development between 1928--1946 decidedly paved the way for Mexico's economic "miracle," and its era of political and social stability after World War II.

Annotation:
Micro-sized enterprises (MEs) are many in number in the EU (93%) and are considered as vital and important actors in the push towards sustainable development. MEs perception and attitude towards sustainability dictates the outcome in the future. To understanding of how MEs perceive sustainability on the island of Gotland, Sweden, a study of 7 semi-structured interviews were conducted with MEs belonging in the hospitality sector of the tourism industry. The results show that the participants in the study had a positive outlook on sustainability and were working with sustainability in some way or form. Time and cost were the main challenges that the participants experienced with an addition of the temporary Covid19 pandemic. A correlation was found between the themes “reasons” and “priorities” which indicates that the reasons the company have for implementing sustainability affects and influences the priorities of the company.
Mikroföretag är många till antalet i EU (93%) och anses vara viktiga aktörer för att driva den hållbara utvecklingen. Mikroföretagens uppfattning och attityd mot hållbarhet påverkar resultatet och dess framtid. Att förstå hur mikroföretagen uppfattar hållbarhet på Gotland, Sverige, gjordes en studie som bestod av 7 semi-strukturerade intervjuer med företag tillhörande besöksnäringen på Gotland. Resultatet visar att deltagarna i studien hade en positiv syn på hållbarhet och arbetade mot hållbarhet på ett eller annat sätt. Tid och kostnader var de största utmaningarna som deltagarna upplevde tillsammans med den tillfälliga Covid19 pandemin. En korrelation hittades mellan teman ”anledningar” och ”prioriteringar” som indikerar att anledningarna till företagets implementering av hållbarhet påverkas och influeras av de prioriteringar som företaget har.

Background: Sustainable development is considered to be one of today's most comprehensive challenges, which will require extensive changes, adaptations and innovation in all levels of the society worldwide. Simultaneously, the social and economic phenomenon of tourism has seen remarkable growth and development over the last decades, leading to become one of the fastest-growing economic sectors in the world, as well as a key component of the evolving socio-economic progress. However, the integration between these two requires extensive adjustments and further knowledge in the process of sustainable destination development, where this study takes an intermediary perspective.  Purpose: The purpose of this research is to evaluate and explore how a tourism intermediary in Sweden is working with sustainable development and how they can utilize their position in the process of developing a geographical area as a sustainable destination.  Method: This thesis is a qualitative study with an exploratory nature, where in-depth phenomenologically based interviews build knowledge upon exploring the participant’s responses through a series of three separate interviews. Thematic analysis was used to find patterns and relationships in order to analyze and validate the raw data, which later was applied to frameworks and previous literature to strengthen and build a final analysis.  Conclusion: This study shows how sustainability efforts need to be enhanced and extended beyond internal processes to successfully strive towards sustainable destination development. By taking collective responsibility and putting more pressure on co-operations, creating strong networks to communicate and collaborate, incorporate internal education of sustainability and familiarize with frameworks and follow-up tools, the intermediary position can be utilized to its full potential.

Purpose – The article examines whether and, if so, how systematic citizen participation in the planning and decision-making processes can improve the acceptance of tourism in three popular Bavarian destinations — the Franconian Lake District, Tölzer Land, and Munich. Methodology – The article draws on a qualitative study, comprising 33 expert interviews with representatives of politics, administration, tourism organisations, tourism service providers, associations, and local communities. The expert interviews were analysed using the qualitative research method GABEK. Selected findings were subsequently visualised through causal network charts. Findings – The findings revealed a fundamental dissatisfaction with the prevailing political planning and decision-making processes. More support from politics and a clear commitment to tourism value creation is required. Greater citizen involvement in the strategic development of tourism is desirable. The implementation of citizen participation is fraught with many difficulties, including lack of political goodwill, and is therefore either not or only insufficiently developed in the participating Bavarian destinations. Contribution – Against the background of recent and contemporary social developments, strategic citizen participation in tourism planning processes was identified as an important approach for the continued successful and sustainable development of Bavarian tourism destinations and living spaces. The findings can be regarded as an urgent appeal to initiate systematic participatory processes in Bavaria, guaranteeing a framework for a continuous exchange between the local population, politics, and administration, enabling better incorporation of the needs of the local population into tourism planning objectives, and increasing the acceptance of tourism.
