Focusing on mass-produced printed maps, East Asian Cartographic Print Culture: The Late Ming Publishing Boom and its Trans-Regional Connections investigates a series of pathbreaking late sixteenth- and early seventeenth-century works in genres including geographical education, military affairs, and history, analysing how maps achieved unprecedented penetration among published materials, even in the absence of major theoretical or technological changes like those that transformed contemporary European cartography. By examining contemporaneous developments in neighboring Chos.n Korea and Japan, this book demonstrates the crucial importance of considering the East Asian sphere in this period as a network of communication and publication, rather than as discrete national units with separate cartographic histories. It also reexamines the Jesuit printing of maps on Ming soil within the broader context of the local cartographic publishing boom and its trans-regional repercussions.

It is a well-known fact that organized crime has developed into an international network that, spanning from the simple ‘grave diggers’ up to powerful and wealthy white-collar professionals, makes use of money laundering, fraud and forgery. This criminal chain, ultimately, damages and dissipates our cultural identity and, in some cases, even fosters terrorism or civil unrest through the illicit trafficking of cultural property.The forms of ‘possession’ of Cultural Heritage are often blurred; depending on the national legislation of reference, the ownership and trade of historical and artistic assets of value may be legitimate or not. Criminals have always exploited these ambiguities and managed to place on the Art and Antiquities market items resulting from destruction or looting of museums, monuments and archaeological areas. Thus, over the years, even the most renowned museum institutions have - more or less consciously - hosted in their showcases cultural objects of illicit origin. Looting, thefts, illicit trade, and clandestine exports are phenomena that affect especially those countries rich in historical and artistic assets. That includes Italy, which has seen its cultural heritage plundered over the centuries ending up in public and private collections worldwide.This edited volume features ten papers authored by international experts and professionals actively involved in Cultural Heritage protection. Drawing from the experience of the Conference Stolen Heritage (Venice, December 2019), held in the framework of the NETCHER project, the book focuses on illicit trafficking in Cultural Property under a multidisciplinary perspective.The articles look at this serious issue and at connected crimes delving into a variety of fields. The essays especially expand on European legislation regulating import, export, trade and restitution of cultural objects; conflict antiquities and cultural heritage at risk in the Near and Middle East; looting activities and illicit excavations in Italy; the use of technologies to counter looting practices.The volume closes with two papers specifically dedicated to the thorny ethical issues arising from the publication of unprovenanced archaeological objects, and the relevance of accurate communication and openness about such topics.

This book traces how the geographical sciences have become entwined with politics, territorial claim-making, and nation-building in Israel/Palestine. In particular, the focus is on the history of geographical sciences before and after the establishment of the state of Israel in 1948, and how surveying, mapping, and naming the new territory became a crucial part of its making. With the 1993 Oslo Interim Agreement, Palestinians also surveyed and mapped the territory allocated to a future State of Palestine, with the expectation that they would, within five years, gain full sovereignty. In both cases, maps served to evoke a sense of national identity, facilitated a state’s ability to govern, and helped delineate territory. Besides maps’ geopolitical functions for nation-state building, they also became weapons in map wars. Before and after the 1967 war between Israel and its Arab neighbors, maps of the region became one of the many battlefields in which political conflicts over land claims and the ethno-national identity of this contested land were being waged. Aided by an increasingly user-defined mapping environment, Israeli and Palestinian governmental and non-governmental organizations increasingly relied on the rhetoric of maps to put forth their geopolitical visions. Such struggles over land and its rightful owners in Israel/Palestine exemplify processes under way in other states across the globe, whether in South Africa or Ukraine, which are engaged in disputes over territorial boundaries, national identities, and the territorial integrity of nation-states. Maps, no less, have become crucial tools in these struggles.

The thesis of liberal nationalism is that national identities can serve as a source of unity in culturally diverse liberal societies, thereby lending support to democracy and social justice. The chapters in this book examine that thesis from both normative and empirical perspectives, in the latter case using survey data or psychological experiments from the USA, Canada, the Netherlands, Denmark, France, and the UK. They explore how people understand what it means to belong to their nation, and show that different aspects of national attachment—national identity, national pride, and national chauvinism—have contrasting effects on support for redistribution and on attitudes towards immigrants. The psychological mechanisms that may explain why people’s identity matters for their willingness to extend support to others are examined in depth. Equally important is how the potential recipients of such support are perceived. ‘Ethnic’ and ‘civic’ conceptions of national identity are often contrasted, but the empirical basis for such a distinction is shown to be weak. In their place, a cultural conception of national identity is explored, and defended against the charge that it is ‘essentialist’ and therefore exclusive of minorities. Particular attention is given to the role that religion can legitimately play within such identities. Finally the book examines the challenges involved in integrating immigrants, dual nationals, and other minorities into the national community. It shows that although these groups mostly share the liberal values of the majority, their full inclusion depends on whether they are seen as committed and trustworthy members of the national ‘we’.

Chapter 5 presents the primary societal changes in Israel in recent decades and their ramifications for its national security. The motivation to serve and bear the defense burden, national security consensus, and societal resilience remain strong. Conversely, Israel has become two societies, one at the forefront of international technology; the other, largely the ultra-orthodox and Arab populations, lags behind and may cause an economic crisis. Deep divisions over the West Bank, the one major exception to the national security consensus, and fundamental cleavages over domestic issues erode Israel’s societal strength. Public, media, judicial, and market considerations increasingly constrain national security decision-making, as does the institutionalization of casualty aversion into the process. When an effective case is made, however, Israeli society remains highly supportive of military operations. Israeli politics have been stalemated over the West Bank issue for decades, and Israel has been unable to chart a clear national course.

By then, the parish priest of Glenties had come to an arrangement with the authorities: the men would plead guilty to membership of the Ribbon Society, but be released on giving bail and taking the oath of allegiance. The priest’s long-remembered intervention in the case was part of an increasingly subtle and determined response by the diocese of Raphoe to the Mollies. That response included the appointment of a third curate to Ardara who immediately established a confraternity and commenced fundraising for a chapel in a neglected section of the parish. Missions and religious instruction in national schools also served to orient the young to chapel.

International Law (IL) is the set of rules generally regarded and accepted as binding in relations between states and between nations. It serves as a framework for the practice of stable and organized international relations (IR). International law differs from state-based legal systems in that it is primarily applicable to countries rather than to private citizens. National law may become international law when treaties delegate national jurisdiction to supranational tribunals such as the European Court of Human Rights or the International Criminal Court. The immense body that makes up international law encompasses a piecemeal collection of international customs; agreements; treaties; accords, charters, legal precedents of the International Court of Justice (aka World Court); and more. Without a unique governing, enforcing entity, international law is a largely voluntary endeavor, wherein the power of enforcement only exists when the parties consent to adhere to and abide by an agreement. This is where IR come about; it attempts to explain behavior that occurs across the boundaries of states, the broader relationships of which such behavior is a part, and the institutions (private, state, nongovernmental, and intergovernmental) that oversee those interactions. Explanations can also be found in the relationships between and among the participants, in the intergovernmental arrangements among states, in the activities of multinational corporations, or in the distribution of power and control in the world as a single system.

Numerous challenges confront correctional health staff in serving the needs of incarcerated adults and juveniles. Effective screening, timely referral, and appropriate treatment are critical. Their implementation requires interagency collaboration, adherence to established national standards of care, and implementation of continuous quality improvement practices and research on the health needs of this vulnerable patient population. Effective evaluation and treatment during incarceration meets important public health objectives and helps improve health services and effective transition into the community upon release. Many types of ‘free world’ health care organizations—such as hospitals, nursing homes, and psychiatric facilities—are accredited by the Joint Commission. Similarly, jails, prisons, juvenile detention, and other correctional facilities may be accredited by the National Commission on Correctional Health Care (a spinoff from the American Medical Association), the American Correctional Association, the Joint Commission, or a combination of the above. Although national accreditation is typically voluntary, it is often a contractual requirement for universities, other health care systems, and private vendors who provide health care services to correctional systems. In addition, when facilities undergo investigation or litigation, or are placed in receivership or federal oversight, they are often mandated to establish and maintain national accreditations. This chapter presents a brief historical narrative of the events that resulted in the development and adoption of national jail, prison, and juvenile correctional health care standards; a cogent review of jail and prison standards with particular relevance to psychiatry and mental health; and discussion of accreditation programs.

Infrastructure services in energy, transport, water, and telecommunications services underpin the wealth of modern nations. Yet inefficiencies abound. In developing nations hundreds of millions of people lack access to modern infrastructure services. Globally, as much as 40 percent of expenditures on infrastructure may constitute waste, equivalent to some 1 to 2 percent of global GDP. Natural monopoly features and sunk costs provide incentives for the parties to infrastructure ventures to play ransom games. Particularly in developing economies prices are often well below cost. Hence investors shy away and access remains limited. Government involvement in project choice and implementation may lead to ‘white elephants’ and mismanagement. Where head-to-head competition can be introduced, such as in modern telecommunications systems, the syndrome can be kept in check. Yet where such competition is not feasible, policymaking and inevitable price and quality regulation remain a challenge, requiring patient effort at arm’s-length from day-to-day political pressures.

During the past century, tropical rain forests have been reduced to about half of their original area, with a consequent loss of biodiversity. The Little Old Lady Killer focuses on the female serial killer Juana Barraza Samperio, a Mexican lucha libre wrestler who, disguised as a government nurse, strangled sixteen elderly women in Mexico City. The search for the Mataviejitas (the killer of old women) was the first ever undertaken for a serial killer in Mexico. Following international profiling norms for serial killers, the police were initially looking for an ordinary-looking man, but after witness accounts described the Mataviejitas as wearing a wig and makeup, police changed their focus and began to search for a “travesti.” The book undertakes an analysis of the classed, gendered, and sexed transitions described in police reports and media accounts in relation to international criminological discourses and Mexican popular culture. On January 26, 2006, Juana Barraza was arrested as she fled the home of an elderly woman who had just been strangled with a stethoscope. Two years later, Barraza was convicted and sentenced to 759 years and 17 days; she remains in Santa Martha Acatitla to this day. I argue that La Dama del Silencio, Barraza’s masked wrestling identity, more than the woman herself became figured in official and popular discourse as the serial killer, La Mataviejitas. This displacement of personas reinforces national imaginaries of masculinity, femininity, and criminality. The national imaginaries of what constitutes a criminal female or male, in turn, determine crucial notions of mexicanidad within the country’s pigmentocratic culture, who counts as a victim, and how a criminal is constructed.

Many of the individual actions described here are similar to those being taken in other parts of the United Kingdom and in other countries including Denmark, France, and Canada. However, although the actions required are often similar, the delivery mechanisms may well need to be different, depending on the organization of health services within a particular jurisdiction.

This chapter examines the European Union’s social policy. In the 1980s and 1990s, the EU accumulated significant regulatory mandates in social policy, reaching out more recently to anti-discrimination politics. Yet due to pressures from integrated markets, member governments have lost more control over national welfare policies than the EU has gained in transferred authority, although this development may have stopped, affected by the EU’s responses to the economic crises since 2008. The chapter first considers the limited success of activist social policy before discussing European integration and market compatibility requirements, focusing on the freedom of movement for workers and freedom to provide services and their implications for European competition policy. It also explores how European integration affects national welfare states and concludes with an assessment of Europe’s multi-tiered social policy.

Financial services are considered as an economic sector that is particularly suited for trade liberalization. While many countries opened their markets considerably, financial institutions are at the same time subject to strict domestic regulation and supervision. They lead to financial and organizational burdens for service suppliers which may have an effect similar to trade barriers. However, traditional market access obligations do not apply to these national or, in the case of the EU, supranational regulatory systems. In addition, the GATS as well as bilateral trade agreements contain so-called prudential carve-out provisions. As a consequence, any international attempt for further liberalization in the financial services sector will be limited in its effect as long as regulatory issues are not integrated in these negotiations.

This chapter comments on Article of the Rome Statute of the International Criminal Court. Article 110 deals with the modification of a sentence. Although a custodial sentence is served in a prison of a State of enforcement, where the convicted prisoner is subject to the rules and regulations applicable in the domestic system, early release is governed by the Rome Statute, not national legislation. The decision to modify the sentence pursuant to article 110 of the Rome Statute is irreversible, and not conditional, as in most domestic parole schemes. A sentence pronounced by the Court may subsequently be reduced, but only after the offender has served two-thirds of the term, with special provision in the case of life imprisonment.

As American Gods tops ratings charts for Starz, Anansi Boys can be found in radio play from the BBC, and adaptations of some of his work from Trigger Warning and Fragile Things become standalone comics by renowned artists, it seems timely to bring the bulk of Gaiman's comics into the scholarly discussion. The thirteen essays and two interviews with Gaiman and his frequent collaborator, artist P. Craig Russell, a formal introduction, forward, and afterword examine the work (specifically-comics, graphic novels, picture books, visual adaptations of prose works, etc.) of Gaiman and a multitude of his collaborative illustrators. The essays radiate from an examination of Gaiman's work surrounding proclamations challenging his readers to "make good art'; what makes Gaiman's work unique and worthy of study lies in his eschewing of typical categorizations and typologies, his constant efforts to make good art-whatever form that art may take-howsoever the genres and audiences may slip into one another. What emerges is a complicated picture of a man who always seems fully-assembled virtually from the start of his career, but only came to feel comfortable in his own skin and his own voice far later in his life.

This chapter examines the rules, laws, and practices in New York relating to preliminary measures in support of arbitrations that are international in character. Preliminary relief, also referred to as interim relief or preliminary measures, broadly refers to the interim prescriptive measures a court or arbitral tribunal may take to ensure that the arbitration will provide an effective forum for the resolution of the parties’ dispute. Preliminary relief may contemplate, inter alia, protection of assets or property that is the subject of the dispute, preservation or production of evidence relevant to resolving the dispute, or vindication of the jurisdiction of the arbitral tribunal to decide the dispute. It thus serves to protect the efficacy of the arbitral process by equipping parties in arbitration with tools for preventing another party’s frustration of the process. Both arbitrators and national courts can issue preliminary relief in aid of arbitration.

There has been a growing bifurcation of the system into a set of well-resourced institutions that serve families with means and a group of underresourced institutions that serve the bulk of the nation’s underprivileged students. This monograph investigates how the international law of state jurisdiction can be harnessed to serve interests common to the international community. The author inquires how the purpose of the law of jurisdiction may shift from protecting national interests to furthering international concerns. Such a shift is arguably enabled by the instability of the notion of jurisdiction, as well as the interpretative ambiguity of the related notions of sovereignty and territoriality. At the same time, there is no denying that in the real world, ‘selfless intervention’ by states tends to combine with more parochial considerations. The author argues, however, that such considerations do not necessarily detract from the legitimacy of unilateralism, but may instead precisely serve to trigger the exercise of jurisdiction in the common interest. Eventually, he cautiously supports the exercise of selfless unilateral jurisdiction, provided that the risks of imperialism are mitigated by techniques of jurisdictional restraint. The shift towards selfless intervention in the law of jurisdiction is illustrated by four area studies regarding global environmental and human rights challenges.

Coral reefs are the ocean’s richest ecosystem in terms of biodiversity and productivity. They are restricted to tropical waters, where conditions of salinity, temperature and sedimentation are suitable. Where they grow, their main benthic organisms deposit substantial limestone skeletons, such that they effectively make their own habitat which sustains their dynamic nature and supports the wide range of species which inhabit them. Reefs grow to the low tide level, thus providing a breakwater, but the richest parts lie 5–20 metres below the surface, an area where light is still sufficient but where sediment and turbulence are not severe. Reefs may occur as narrow fringing reefs bordering a continental coast, as huge offshore barrier reefs or as series of atolls that support entire nations; the biogenic nature of corals is enormously important to mankind.
