Solid waste collection is one of the roles of municipal councils in Tanzania stipulated by the local government Act of 1982. This study empirically examined the capacity of Morogoro Municipal Council in collecting solid waste generated from the two market centers of Mawenzi and Manzese. The study employed case study design and mixed research approaches of qualitative and quantitative. The data collection methods were in-depth interviews and questionnaire. The data obtained in this study were subjected to interpretative and content analysis for qualitative data and descriptive statistics for quantitative data. Findings revealed that the most dominant type of waste generated in the two markets were the biodegradable wastes generated from natural products such as vegetables, fruits and food remains in general. More findings show that the process of solid waste management needed the resources of different types including financial resources, physical resources and human resources. It was found that Morogoro Municipal Council had inadequate resources to manage the amounts of the generated wastes in the two markets. To improve capacity of collecting solid waste in the two markets the study recommends increasing number of staff, vehicles and containers for waste collection, increase budget for solid waste collection and collect the waste frequently according to the accumulation of waste.

Purpose The purpose of this paper is to review the present municipal solid wastes (MSWs) management system, from an engineering management (EM) perspective, for the City of Kitwe while proposing a levers-driven sustainable municipal solid waste management (MSWM) model focussing on improving waste management (WM). Design/methodology/approach The research work involves four stages. First, a comprehensive review of literature is conducted on MSWM. Second, structured interviews are conducted with key experts in solid waste management in the City of Kitwe in order to enhance the knowledge inputs. Third, direct observations and an interview with a WM driver are conducted in order to understand; the collection, disposal and treatment options for MSWs. Lastly, a sustainable model for managing MSWs is proposed Findings The research findings indicate that the existing MSW system for the city is highly unsustainable and lacks EM methodologies. There are still a number of challenges in the management of MSWs which include: lack of proper collection and storage of MSWs; lack of an engineered landfill; lack of waste recovery and treatment systems; and lack of public education aimed at reducing and separating MSWs. Practical implications A correct and detailed database for waste generation, collection, treatment and disposal is needed for the City of Kitwe. The system is necessary for WM resources allocation as well as for planning sustainable WM projects. The proposed model has been developed based on the actual observations, data collection and analysis. Originality/value The research identifies a gap in the management of MSWs for the City of Kitwe. This work is original as no similar MSW model has been proposed globally and specific for a developing economy such as Africa.

The study of municipal solid waste management was carried out on the example of the city of Uman, the features of the municipal waste collection were considered. One of the promising utilization methods of the municipal waste organic component is proposed — anaerobic fermentation with subsequent composting of the resulting products. Urban population growth, industrialization, urbanization and economic prosperity lead to an increase in municipal solid waste (MSW). The aim of the work was to consider the characteristics of municipal solid waste management using the example of the city of Uman; inspect the features of collecting municipal waste; consider a separate collection system; identify problems and possible solutions. According to the statistics of Uman city council, 73-75 tons of municipal waste per day are delivered to the landfill. The control is carried out on the composition of the waste entering the landfill. Sorting takes place using a sorting line, which was put into operation in October 2016. Removal of municipal solid waste from the residential sector is carried out according to the schedule. The waste from the private sector of the city is removed during the day. Transportation (transport) of municipal waste is carried out by specially equipped vehicles. On the plots of the private residential sector, the collection of municipal waste is carried out by containerless and container methods. The containerless method is used in those areas of private building, where the possibility of the garbage truck's driving and its maneuvering are limited. Analysis of the current state of municipal solid waste management in the city of Uman showed that the main reasons for the increase in the volume of environmental pollution due to municipal solid waste is the lack of a high-quality management system in the field of MSW management, and especially the outdated waste collection and transportation scheme. The state of MSW management does not meet modern requirements. At the landfill, as a result of the introduction of the technology for the production of biogas from municipal solid waste, it is possible to obtain marketable products — biogas and compost. The city can receive income from the use of biogas as an alternative source of energy for heating buildings or from its consuming by the population. For the city of Uman, the volume of biogas formation at the MSW landfill in 2018 would have amounted to 5,441,280 m3, and in 2019 – 5,424,930 m3.Thus, it is possible to obtain significant volumes of biogas for the production of both heat and electricity. As a result of the study, recommendations were developed to improve the system for collecting municipal waste in the city of Uman. One of the promising utilization methods of the municipal waste organic component in the city of Uman is anaerobic fermentation followed by composting of the resulting products.

The management of municipal solid waste (MSW) in China is facing urgent problems with rapid industrialization and urbanization. This article focused on the status of Hangzhou, capital city of Zhejiang province, China. The regulations, policies, implementation, barriers and solutions about source separation, separate collection, clean & direct transportation, treatment and disposal were introduced. Source separation, separate collection and clean & direct transportation were seriously carried out from 2010. MSW was classified into four kinds, such as kitchen waste, hazardous waste, recyclable waste and other waste. Four kinds of wastes were collected, transported, treated and disposed, respectively. At the same time, a questionnaire survey was conducted in 2011 on 200 households in Xiasha and Gongshu Districts in Hangzhou. The results indicate that many citizens cannot effectively and correctly separated different kinds of solid wastes. Kitchen waste was directly disposed in landfill, because there is no composting plant in Hangzhou City. The collection of recoverable waste and hazardous waste was not in control of municipal solid waste management (MSWM) system. In order to optimize MSWM system in Hangzhou, the government and the citizen must make efforts in source separation, comprehensive treatment system, effective regulations and policies.

Calculating adequate vehicle routes for collecting municipal waste is still an unsolved issue, even though many solutions for this process can be found in the literature. A gap still exists between academics and practitioners in the field. One of the apparent reasons why this rift exists is that academic tools often are not easy to handle and maintain by actual users. In this work, the problem of municipal waste collection is modeled using a simple but efficient and especially easy to maintain solution. Real data have been used, and it has been solved using a Genetic Algorithm (GA). Computations have been done in two different ways: using a complete random initial population, and including a seed in this initial population. In order to guarantee that the solution is efficient, the performance of the genetic algorithm has been compared with another well-performing algorithm, the Variable Neighborhood Search (VNS). Three problems of different sizes have been solved and, in all cases, a significant improvement has been obtained. A total reduction of 40% of itineraries is attained with the subsequent reduction of emissions and costs.

Municipal solid waste generation in Babylon Governorate is often affected by changes in lifestyles, population growth, social and cultural habits and improved economic conditions. This effect will make it difficult to plan and draw up future plans for solid waste management. In this study, municipal solid waste was divided into residential and commercial solid wastes. Residential solid wastes were represented by household wastes, while commercial solid wastes included commercial, institutional and municipal services wastes. For residential solid wastes, the relational stratified random sampling was implemented, that is the total population should be divided into clusters (socio-income level), a random sample was taken in each level in its proportion to the total population. According to the obtained results of the primary survey of 5% standard error and 99% confidence interval, held in Babylon Governorate, the best sample size was 44. Samples were taken as a daily collection for 10 days, this process was repeated for four different periods to cover the change in the waste generation between summer and winter season. The study showed that Babylon Governorate has an average residential solid wastes generation rate of 0.587 kg per capita per day. If the quantities of commercial solid waste were to be added; solid waste generation rate reaches 0.802 kg per capita per day as a 36.6 % increase. The research adopts the value of 0.802 kg/capita. day as a waste generation rate for Babylon Governorate.

The paper discusses recent research and publications in Russian and foreign publications that study the application of solid municipal waste management systems in anthropogenic ecosystems. The analysis of the use of Russian and foreign digital technologies and Internet resources that manage municipal waste is carried out. The analysis of general aspects of solid waste management theory has shown that there is a problem of solid urban waste management (SWM) in various countries. Four main areas of waste management have been identified: collection and logistics, the use of machines and plants for waste treatment, business models and the use of data collection, storage, and processing tools. Logistics management of solid waste is a very complex and important job for any municipal corporation around the world. The use of various technologies and plants for waste treatment and sorting requires investment in each specific plant, but in the end it will help to optimize the management of solid waste. Innovative business models for solving environmental problems of waste accumulation require government incentives in the form of subsidies or tax incentives. The analysis of data collection, storage and processing tools that regulated waste flows revealed a promising possibility of using GIS technologies, the Internet of things and blockchain technologies for waste management. The paper proposes a new web-GIS technology (web application Garbage collector) for collecting large amounts of statistical data on the state of container sites in the city. Using the app will help you organize a waste management system within a locality by citizens, regardless of the management companies, together with the municipal authorities.

The waste market is a large segment of international trade, which allows earning on the recyclable treatment materials and the waste trade. The separate waste collection allows obtaining a better quality of recyclable materials, which can be processed without additional sorting. Toda, measures for infrastructure development for separate collection, recycling, and incineration of solid municipal waste are established as part of the Strategy of solid municipal waste management in theRussian Federation. At the same time, disposal is the primary method of waste management. As a result, there is a problem of development of separate waste collection system which is aimed at reducing the use of a non-eco-friendly and desirable method of waste management – disposal. OECD proposes many standards for separate waste collection are possible, including integration of waste management hierarchy, development of extended producer responsibility practices, stimulation and training of population in a separate waste collection, etc. These measures allowed OECD countries, for example,Germany,Sweden,Austriato become world leaders in the field of waste treatment. These countries improve the quality of the environment, earn through recycling, resale of garbage, saving the money by re-using of useful components contained in the wastes.

A sustainable process satisfies the current needs without compromising the ability of future generations to satisfy their own needs; that is, it must have a triple impact (sustainability): social, economic, and environmental. In México, there are several services that the government must provide to society for its proper development, for example, the collection of solid waste. Urban logistics include all the processes and operations that provide a service to the community, such as water, safety, health, waste collection, etc., providing the service with the lowest possible cost (economic, social, and environmental) that contributes to the sustainability of the city. Due to the accelerated growth of the world population, several environmental problems have arisen, among them, the generation of solid waste in important quantities; their proper management is relevant for adequate development of the population. The collection of solid waste in municipal areas aims to grant green spaces and recreation areas for the citizens. Although an outstanding effort has been made by the government to provide an adequate service, there are still gaps in the application of correct tools that guarantee efficiency in operations and continuity in services. This article presents a proposal to improve the planning of the design of territories for the cleaning, weeding, and collection of solid waste in municipal areas, using two MILP (Mixed Integer Linear Programming) models. The main contribution of the adaptation of this model is the application to the weeding and waste collection service municipality of the Monterrey Metropolitan Area, which considers important factors among which are the amount of waste, frequency, and service coverage.

This paper aims to present a review of household waste management in two small municipalities located at Mountain Region (RS – Brazil). As method, it was used data from waste amounts destined for regular and selective collection, physical characterization and gravimetric composition of the waste generated in three neighbourhoods of different social classes. It was observed that the largest municipality showed better efficiency and higher coverage of selective collection. The per capita index of waste generation was similar among municipalities, despite of differences in population size and in social and economic characteristics. The neighbourhoods with high and middle classes presented better segregation in both collections and municipalities. The presence of biodegradable materials in selective collection (average 14%) and recyclable materials in regular collection (average 21%) was observed. The obtained results indicated the necessity to continuously investing on expansion of selective collection and environmental education, in order to improve waste segregation, which contributes with the efficiency level of triage plants, as well as to increase the potential recovery of waste recyclable and the useful life of landfills.

The paper features some issues and main directions of the strategic development of a municipal entity in the field of solid municipal waste. The authors identify the major sources of waste and prove that for municipalities it is necessary to enhance the role of strategic planning, the effectiveness of monitoring and accounting, and implement monitoring systems in waste management. It is shown that the most important direction for the effective solution of these problems is the improvement of economic and organizational mechanisms for managing the sphere of solid municipal waste within an urban community. The paper contains the main tasks a community has to perform to improve the mechanisms of strategic management in the sphere of solid municipal waste. Management technology should be systematic and take into consideration the interests of the local population, enterprises and authorities as well as other stakeholders. It should be based on an integrated collection system that would reflect the system for collecting and transporting communal waste, technology for recycling wastes and methods for their utilization. The authors propose an approach to unify the technology for implementing processes in the field of solid municipal wastes. The approach is based on the system approach and employs methods of economic and logical analysis, as well as data of state statistics and municipal reports. The approach presupposes organizational and economic integration of stakeholders, which should increase investment in this area and reduce environmental tensions in the community.

The aim of this study is to design a new model for urban waste collection vehicle routing problem with time windows and energy generating from waste.Design/methodology/approachA multiobjective model is presented with the objectives of minimizing cost of waste collection, reducing emissions from environmental pollutants and increasing income of recycles trade and energy recovery. Concerning the complexity of the model and its inability to solve large-scale problems, hyperactive genetic algorithms and multiple objective particle swarm optimization are applied.FindingsThe proposed model not only affects costs and income but also reduces the emissions of environmental pollutants. To solve the formulated model, multitarget approaches are applied on the processing site of Kermanshah city as a case study. The solutions of these algorithms and the exact method of partial constraints are compared and the outcomes are verified by numerical analysis by solving various examples in small, medium and large scales. The proposed model helps to collect urban wastes in the shortest possible time in addition to reducing the total cost, revenues from the sale of recycled materials and energy generation.Research limitations/implicationsWaste collection is related to VRP issue. Considering the environmental requirements in waste management, the concept of green supply chain is approached. This study provides a better understanding of urban waste management by examining various articles and combining economic and environmental dimensions. Waste management with a green approach and energy production from disposable waste involves many common stakeholders.Practical implicationsThis study suggests that proper waste management can generate revenue from municipal waste. Moreover, it reduces cost of collecting and emission of environmental pollutants. These findings could motivate companies to waste management with a sustainable approach.Originality/valueThe proposed model boosts the current understanding of the waste management and energy generation of waste. The paper adds additional values by unveiling some key future research directions. This guidance may demonstrate possible existing and unexplored gaps so that researchers can direct future research to develop new processes.

Municipal solid waste management is one of the major challenges that cities in developing countries are facing. Although waste collection services are critical to build a smart city, the focus of both scholarship and action/activism has been more on the utilization of waste than on collection. We devised a choice experiment to elicit the preferences of municipal residents with regard to the various attributes of solid waste collection services in the Bharatpur Metropolitan City of Nepal. The study showed that households identify waste collection frequency, timing of door-to-door waste collection services, and cleanliness of the streets as the critical elements of municipal waste collection that affect their welfare and willingness to pay. While almost all households (95%) were participating in the waste collection service in the study area, more than half (53%) expressed dissatisfaction with the existing service. Women were the main actors engaged in waste collection and disposal at household level. The results of the choice analysis suggest that households prefer a designated waste collection time with waste collection bins placed at regular intervals on the streets for use by pedestrians who often throw garbage on the streets in the absence of bins. For these improvements, households were willing to pay an additional service fee of 10–28% on top of what they were already paying. The study also finds that municipal waste collection can be improved through the involvement of Tole Lane Committees in designing the timing and frequency of the service and by introducing a system of progressive tariffs based on the number of storeys per house.

For purposes of establishing a benchmark against which performance of municipal solid waste (MSW) collection systems can be evaluated by sector regulators, investors and managers, this study assessed the cost efficiency of MSW collection systems in Ghana, using stochastic frontier analysis (SFA). Data from seventy municipal solid waste collection systems were used to estimate the parameters of a Cobb-Douglas cost function. The study developed a cost function, estimated the parameters using maximum likelihood, and applied SFA to determine the efficiencies. Four variables (quantity of waste collected, distance travelled, fuel consumed and number of trips) which affect operating cost were used to estimate the efficiency. Results from the analysis showed that the cost efficiencies ranged from 59.82% to 93.23%, with a mean value of 84.16% and, that fuel consumed was the significant cost driver at the 5% significant level. Efficiencies for Municipal Assemblies ranged from 71.80% to 90.77%, with a mean value of 84.26% while District Assemblies recorded 59.82% to 93.23%, with a mean value of 83.79%. There was no significant difference in the mean relative efficiency estimates of the District and Municipal Assemblies. The findings establish a benchmark and methodology, essential for industrial players in performance evaluation. The study also serves as a resource material for further study in performance evaluation of solid waste collection systems, particularly in developing economies.

Studies of municipal solid waste collection systems have traditionally relied upon information collected from time and motion studies or truck logs. This type of data collection has been expensive, the volume of data collected has been small, and the reliability of the data has been suspect. A recent project in Hamilton, Ontario, monitored five municipal solid waste collection vehicles using a global positioning system (GPS) as an alternative to traditional data collection methods. The study found that the GPS data are reliable, accurate, and suitable for a range of solid waste planning purposes. Data collection was automatic and relatively inexpensive. Analysis of the data identified significant differences in the performance of the vehicles on different routes. Data collection using GPS is an improvement over traditional data collection methods, but the large volume of data generated will provide challenges for waste managers. Key words: data collection, global positioning system, municipal solid waste, refuse collection, automatic vehicle location.

The paper proposes application of municipal solid waste CFB gasification as well as of the possible plant configurations and the environmental performances of the main commercially available gasifiers for municipal solid wastes. The case indicates that gasification is a technically viable option for the solid waste conversion, including residual waste from separate collection of municipal solid waste. It is able to meet existing emission limits and can have a remarkable effect on reduction of landfill disposal option. However, the operational difficulties experienced at several pilot and demonstration plants indicate that long-term operating results from a large industrial plant are needed before gasification can be considered a reliable alternative to combustion.

In many municipal waste collection systems, it is necessary to extend the planning horizon to more than one working day. This can happen, for example, in the collection of some recyclable articles. In this case, some of the streets must be served every day but others need only once every two days service. In this paper, we focus on planning the routing of the collection vehicles while extending the planning horizon to two working days. We propose a simple, but effective, heuristic approach and we carry out extensive computational experiments to evaluate its performance. We also apply our method to solve a real-case application related to the collection of recyclable wastes in a small Italian city.

Trentino (an Italian Province located in the northern part of the country) is equipped with a management system of municipal solid waste collection at the forefront. Among the most positive aspects, there is a great ability for waste separation at the source and a consequent low production of residual municipal solid waste for disposal. Latest data show a gross efficiency of selective collection that has recently reached 80%, one of the highest values in Italy. This study analyzed the “Trentino system” to identify the main elements that have been at the base of the current efficient model. This provided an opportunity to propose a selective collection quality index (SCQI), including collection efficiency for each fraction, method of collection, quality of the collected materials, presence of the punctual tariff and tourist incidence. A period relevant for the transition of the collection system to the recent one was chosen for the demonstrative adoption of the proposed indicators in order to determine the potential of the index adoption. Results of the analysis of this case study were obtained in a quantitative form thanks to the sub-parameters that characterize the proposed index. This allowed selected collection decision makers to focus intently on a territory to find criticalities to be solved. For instance, the use of the index and its sub-indicators in the case of Trentino identified and comparatively quantified the local problems resulting from the presence of a large museum in a small town, tourism peaks in some valleys, and a delay in the punctual tariff adoption. The index has been proposed with the aim to make available an integrated tool to analyze other areas in Italy and abroad.

This article estimates greenhouse gas emissions and global warming factors resulting from collection of municipal solid waste to the transfer stations or landfills in Istanbul for the year of 2015. The aim of this study is to quantify and compare diesel fuel consumption and estimate the greenhouse gas emissions and global warming factors associated with municipal solid waste collection of the 39 districts of Istanbul. Each district’s greenhouse gas emissions resulting from the provision and combustion of diesel fuel was estimated by considering the number of collection trips and distances to municipal solid waste facilities. The estimated greenhouse gases and global warming factors for the districts varied from 61.2 to 2759.1 t CO2-eq and from 4.60 to 15.20 kg CO2-eq t-1, respectively. The total greenhouse gas emission was estimated as 46.4E3 t CO2-eq. Lastly, the collection data from the districts was used to parameterise a collection model that can be used to estimate fuel consumption associated with municipal solid waste collection. This mechanistic model can then be used to predict future fuel consumption and greenhouse gas emissions associated with municipal solid waste collection based on projected population, waste generation, and distance to transfer stations and landfills. The greenhouse gas emissions can be reduced by decreasing the trip numbers and trip distances, building more transfer stations around the city, and making sure that the collection trucks are full in each trip.

Uneven capacity utilization seems to be a constant problem in Yogyakarta waste management system. The problem is worsen by lack of a decision tool to evaluate the system and formulate appropriate strategy. This present study therefore aims atevaluatingthe performance of existing waste management systemandoptimizingmunicipal waste collection points. A mathematical model of MixedIntegerLinearProgramming was developed and implemented inLingo 9. Findings show that the current waste management system is associated to daily total cost of about IDR 10 million and capacity utilization of 88%. Scenarios are developed to examine the optimized system. Findings suggest that current municipal waste can be handled with 35 collection points involving 15 depots and 20 containers. The optimized system is corresponding to IDR 6.3 millionand the capacity utilization of 99%, which makes a reduced cost of 37% and an increasedcapacity utilization of 13% in comparison to the performance of the existing system. Based on sensitivity analysis, volume of municipal waste appears to be influential factor toward the total cost and network structure. Limitation of the model is also discussed.

The findings from a rare opportunity to exhume, examine, and sample a granular underdrain leachate collection system at a large municipal landfill site are reported. The "clear stone" drainage blanket was constructed from uniform, coarse gravel (with a nominal 50 mm particle size) obtained by crushing dolomitic limestone. After exposure to municipal landfill leachate for 1-4 years, the drainage stone was found to contain a considerable mass and volume of clog and slime materials. These were composed of mineral precipitates, fine granular particulate, and biofilm, growing under the ambient anaerobic conditions prevalent below the landfilled waste. The spatial distribution, physical and hydraulic properties, and chemical and microbiological composition of this material were examined and compared with similar material recovered from a laboratory mesocosm. The findings suggest a theoretical framework for a model of clogging behaviour of leachate collection drains at municipal solid waste landfill sites.Key words: municipal waste, leachate, clogging, drainage, biofilm, cementation.

Municipal solid waste management has been a topic of interest of several authors over time, in particular the implementation and maintenance of waste collection programmes. Initially, pioneering studies focused on the economic aspects of the provided services. However, many authors later argued the costs of providing solid waste collection services should also be influenced by socio-economic and behavioural factors, exogenous to the municipalities. The present study will be developed in this context, looking, more broadly, to explain the factors influencing the decision-making of the Portuguese municipalities in implementing and maintaining programs of selective collection of solid waste, considering the economic, financial, technological and sociodemographic factors. The results show that, indeed as presented by several authors before, economic factors aren’t the only determinants that influence municipal costs concerning these services, as demographic, geographic and technological factors must be taken into account. Moreover, the enforced legislation also impacts the municipal costs due to municipalities being obliged to contribute to the success of these collection programs in order to fulfil the waste recovery targets. This implies that the costs of these services and the inherent infrastructures are usually financed by its citizens in the form of utilization taxes and also the state.

The National Solid Waste Policy creates tools for the correct management of waste, such as municipal solid waste management plans. Thus, the aim of this study was to evaluate the generation of municipal solid waste and public management policies in municipalities in the Southern Zone of the state of Rio Grande do Sul. Fourteen municipalities were analyzed, where the data of urban and rural population, population served, amount of annual waste collection, annual per capita generation, amount of recycled waste and the final disposal site of the wastes were collected. The municipality with the lowest percentage of collection coverage was Pedras Altas with a value of 35.1% and the highest was Pelotas, with a value of 96.55% collection coverage. Only 50% of the municipalities analyzed have an agreement with recycling cooperatives or associations. The city of Morro Redondo has the highest recycling rate, of 16.25%. Regarding the final disposal, most of the municipalities carry out the outsourcing of this service, and only the municipality of Chuí has its own sanitary landfill.
