Purpose – The purpose of this paper is to assess a comprehensive model that computes a single score in order to evaluate the sustainability of the municipal solid waste management (MSWM) system of a given city. The model was applied to calculate the sustainability index for the MSWM of Istanbul, Turkey as a case study. Design/methodology/approach – Different sustainability indicators (including environmental, economical, and social parameters) along with exergy analysis were integrated to utilize an analytical hierarchy process (AHP) under a life cycle perspective. Findings – The Istanbul case study helped to verify that AHP is an effective and efficient decision-making tool. According to the analysis, the current MSWM system of Istanbul is sustainable, and the sustainability can be improved only by changing the amounts to be treated by the current system without any new technological investments. Research limitations/implications – The Municipal Solid Waste Management Sustainability Index (MSWMSI) in this study allowed to integrate large amount of information on interrelated parameters and the sustainability indicators in the whole life cycle into one value that is useful for a general or a comparative judgment and helpful in MSWM decision making. Originality/value – The fact that the weighting assigned to each component in the model is dependent on the decision makers’ evaluations enables the model to be tailored to any city of concern. The model allows the user to readily determine the relative contribution of each criterion or sub-criterion to the final MSWM selection. It is convenient to use and the computations can be run utilizing available specialized software as well as computing by hand.

Purpose The purpose of this paper is to present a model to support governmental local managers in public budget optimization, based on an integration of methods. It was constructed to fill the gap related to weights definition in problematic, commonly performed subjective assessments. This model supports the decision making in budget distribution identifying the importance of sectors in local governments, captured by historical data. Design/methodology/approach The model was developed following three steps: the first step included the exploitation of the characteristics of local sectors represented by city departments and the data collection procedure using time series (TS). In the second one, the weights regarding the importance of each city department were calculated by the UTASTAR method and based on historical data from the first step. Finally, an objective function was formulated using linear programming and constraints based on law specifications, and as a result, an optimized projection for public budget distribution was performed. Findings The results demonstrated that the model can be more efficient to weights definition, considering the behavior of preferences by historical data and supporting local public resources optimization, also to comply with the legislation, being able to predict or project future values available on the budget. Research limitations/implications The theoretical and practical implications are related with a novelty in recognizing the weights for criteria by a historical behavior of preferences. It can be bringing important directions for budget distribution. The main limitation detected in this study was the difficulty to formulate an assessment involving an integrated opinion from local managers and the population. Practical implications First of all, with the correct allocation of resources, the government has a greater advantage to capture investments from the negotiation with development entities and banks. Second, an efficient local government management can promote compliance with legislation and more transparent public policies. Social implications The correct distribution of resources affects the life quality for citizens, since the government acts as a provider of essential services for the population like education, safety, health, particularly for citizens who depend exclusively on the services offered by the local government. Moreover, it can also affect the environment as resources for garbage collection, disposal services and sanitation and, finally, affect the city development such as infrastructure, taxes, etc. Originality/value It might be considered an original contribution mainly by the development of a procedure to capture values for weights by TS and meeting the manager’s requirements, based on analytical, statistical and mathematical tools integrated.

Modern tools of information and analytical support of the decision-making process for operational management of the integrated regional development program at the municipal level are analyzed. An overview of the most significant problems that arise in the decision-making process is provided. It is proposed to solve such problems using modern Business Intelligence technologies. The most frequently used definitions of the term BI-technology are given. The key advantages of using the proposed technologies are presented. The goals of using BI-technologies at the municipal management level are defined. Examples of implementation of BI-technologies in the prefecture of the North-Eastern Administrative Okrug of Moscow are given. It is established that the use of such mechanisms significantly reduces the time and labor spent on preparing materials necessary for making management decisions, significantly increases the relevance and reliability of the information used, provides visual visualization of the presented solutions.

Onsite wastewater treatment systems (OWTS) serve 20–25% of the households in the USA, and large parts of rural Canada, Australia, and Europe. Urbanization and newer environmental standards are leading many communities that currently rely on OWTS to think of alternatives. We study this decision-making in 19 municipalities across the USA through the unique lens of feasibility reports commissioned by the respective municipalities and authored by engineering/design consulting firms. The reports omitted certain essential information relevant to the decision-making process, and were not of high quality due to a lack of specificity on various parameters. However, the reports evaluated a balanced mix of decentralized and centralized treatment options, and the final recommendations were not biased in any particular direction. Most municipalities failed to take any follow-up action on the report recommendations, calling into question the motive behind commissioning these reports. Although not representative of the entire USA, the small sample of feasibility reports evaluated here is indicative in nature and provided significant insights about the inputs that help municipalities make decisions on complex issues.

This research explanation of governance and its problems in the participation of citizens in decision-making in the Municipality of San Martin de Porres through the rules and management and decision-making instruments which prevent it. The methodology there is a qualitative approach, system of relationships between governance and citizen participation. The results report that the management instruments prevent real citizen participation in a municipal mandate. In addition, a municipal mandate must be meticulous in making decisions in relation to the collaboration of the authorities and the civil community. In conclusion, there is no direct relationship between local government and citizen participation; this shows that there is no real governance.

Municipal building refurbishment projects are carried out under conditions of high uncertainty and complexity, which often result in unsatisfying outcomes. In this research, a case study approach is used to provide a holistic presentation of the sources of uncertainties in the early phase of a municipal school refurbishment project in Finland. The study also explores how these sources are treated in the case project. It is considered that the uncertainty in the case study originated from three key sources: from the project due to the characteristics of existing buildings; from the organization due to the separately operating municipal units; from the municipal environment due to the municipal policy, and decision-making process. This study shows that more emphasis should be laid on the sources of uncertainty in the early phases of a municipal building refurbishment project for reaching proper decisions. In addition, the study presents suggestions for improving the municipal process.

The article analyses the implementation of the transparency law and investigates whether its adoption generated more citizens’ participation in the decision making process at municipal level in Romania. The research consisted of an analysis of the transparency reports that municipal authorities need to compile every year. We analysed the reports compiled by 28 cities and 5 sectors of the Bucharest municipality for the years 2014, 2015, 2016 and 2017. Additional information about the challenges of the implementation of the law was collected from previous studies conducted by nongovernmental organizations on this topic. The research showed that public institutions increased the transparency of the decision making process by disclosing draft normative proposals and the documents the proposals were based on. The level of citizens’ participation in the consultation and deliberation stages of the decision making process remained low over the period analysed, even though a small increase could be observed. The number of recommendations received on draft normative acts was low. The research showed that citizens’ suggestions had higher chances to be included in final decisions if they were voiced during Local Council meetings. Besides providing empirical insights in the implementation of the transparency law in Romania, the article provides the researchers with evidence that increased decisional transparency does not automatically lead to greater citizens’ involvement in the decision making process.

Background: Patients with outpatient commitment have a decision on coercive treatment from the specialist health services even if they are in their own home and receive municipal health services. Objective: The aim of this study is to gain more knowledge about how the outpatient commitment system works in the municipal health service and specialist health services, and how they collaborate with patients and across service levels from the perspectives of healthcare professionals. Methods: This is a qualitative study collecting data through focus group interviews with health personnel from the municipal health service and specialist health services. Results: The results describe the health personnel’s experiences with follow-up and interactions with the patients with outpatient commitment decisions, and their experiences with collaboration between service levels. Conclusion: The study show that outpatient commitment makes a difference in the way patients with this decision are followed up. The legislative amendment with new requirements for consent competence was challenging. Collaboration between services levels was also challenging.

Measuring and monitoring sustainability plays an essential role in impact assessment of global changes and development. Multi-criteria decision-making (MCDM) represents a reliable and adequate technique for assessing sustainability, especially in the field of municipal buildings management, where numerous parameters and criteria are involved. This study presents an MCDM model for the sustainable decision-making, tailored to municipal residential buildings facilities management. The main outcome of this research concerned normalized and weighted decision-making matrixes, based on the complex proportion assessment (COPRAS) and weighted aggregated sum product assessment (WASPAS) methods, applied for ranking investment alternatives related to the management of the buildings. The delivered model was applied to 20 municipal buildings of Kaunas city municipality, located in Lithuania, which an EU member state employing practices and regulations in accordance with the EU acquis, as well as a former Soviet Republic. The proposed model aspires to enhance sustainability practices in the management of municipal buildings and to demonstrate a solid tool that will allow informed decision-making in the building management sector.

Civil participation is the main component of effective governance. The topicality of this paper lies in civil participation in decision-making defined by the principles of “new public governance” of the 21st century. This study aims to analyze the impact of civil participation in decision-making on waste management at the municipal level. In this work, the following aspects were considered: theoretical assumptions of civil participation; civil participation in the activities of institutions responsible for environmental protection; issues regarding the development of opportunities of citizens’ involvement in municipal waste management. The article is devoted to the theoretical assumptions about civil participation, theoretical model of analysis, and activity of institutions. To develop a theoretical model of analysis, a classification of civil participation was carried out. Among the methods used, one can mention the questionnaire. The analysis was focused on a legal basis for the activity of institutions; the actual activity of institutions and survey of representatives of the national environmental authorities in Lithuania. The results showed that currently there is no mechanism in Lithuania to ensure civil participation in municipal waste management. Civil participation is still formal and limited. Overall, citizens are informed about the decisions made, but they do not participate actively in decision-making. The analysis of civil participation capacity in waste management leads to the conclusion that Lithuania has no single mechanism to ensure civil participation in waste management. To enhance civil participation in decision-making on waste management, it is suggested to set up a council where the representatives of civil population are delegated.

The United Nations’ (UN) 2030 Agenda brings new governance challenges to municipal environmental planning, both in large urban centres and in metropolitan peripheries. The opportunities of the new framework of action proposed by the United Nations (UN) and its integrative, global, and transversal nature constitute advances from the previous models of municipal management based on the Local Agenda 21. This text provides evidence to apply quality criteria and validated instruments of participatory evaluation. These instruments have been built on the foundation of evaluative research, a scientific discipline that provides rigour and validity to those decisions adopted at a municipal level. A case study focused on a metropolitan area serves as a field of experimentation for this model of the modernization of environmental management structures at a local level. Details of the instruments, agents, priority decision areas, methodologies, participation processes, and quality criteria are provided, as well as an empirically validated model for participatory municipal management based on action research processes and strategic planning that favours a shared responsibility across all social groups in the decision-making process and in the development of continuous improvement activities that are committed to sustainability. Finally, a critical comparison of weaknesses and strengths is included in light of the evidence collected.

Wastewater reclamation and reuse is being viewed increasingly as a sustainable approach to integrated water resources management in many countries including Australia. The technical feasibility of reclamation and reuse has been demonstrated by a number of successful projects. The current state-of-the art of reclamation technologies can produce water of any desired quality (including potable quality). However, the increasing number of efficient treatment processes has made the selection of an optimum treatment train a difficult task for planners and decision-makers. A decision support system (DSS) can be particularly useful in wastewater reclamation and reuse as it can provide assistance in the evaluation and selection of treatment alternatives for a given reuse application before exhaustive simulation or pilot studies are conducted. This paper highlights the ongoing research on the development of a computer based DSS named MOSTWATAR(©) (which stands for Model for Optimum Selection of Technologies for WAstewater Treatment And Reuse). MOSTWATAR(©) has a database of the performance characteristics and costs of commonly used reclamation technologies and an optimization module based on genetic algorithms to generate and optimize treatment trains. It also contains detailed reuse guidelines applicable in the various Australian States. This model is intended to assist planners and decision-makers in the techno-economic assessment of reclamation technologies and aid in the selection of the best 5 treatment trains for a given end use and location, wastewater characteristics, and flow rate. This paper describes salient features of the MOSTWATAR(©) package and demonstrates its application to a case study. The results from user-generated options are presented and it is shown that this model can be a very useful tool for selecting the best treatment trains for wastewater reclamation and reuse.

Municipal solid waste management is one of the global challenges that the world is facing today as countries make strides towards the Millennium Development Goals. The aim of this paper is to identify the most appropriate municipal solid waste management strategy in Yaoundé. The tool used in this study is the Analytic Hierarchy Process (AHP), one of the multi-criteria decision-making techniques. Based on the synthesis of the decision/policy makers' judgements elicited, the Sustainable Development and Waste Service Quality criteria are identified as the priority objectives that should be applied for the municipal solid waste management strategy in Yaoundé, meanwhile the alternatives Pre-collection and Selective Collection are suitable actions to be integrated into the current municipal solid waste management strategy in Yaoundé.

Diante disso, foram utilizados como procedimentos metodológicos: levantamento bibliográfico sobre o tema; levantamento de dados, principalmente de eleitores do município; aplicação de questionários nos habitantes locais; elaboração de material cartográfico, como figuras, mapas, tabelas e gráficos; e, por fim, sistematização das informações na redação final do artigo. Os resultados demonstram que os respondentes reconhecem a importância da decisão do voto e pesquisam sobre a vida do candidato e sobre as suas propostas para o município. Além disso, a maioria dos respondentes considerou que o principal critério que buscam no candidato é a honestidade para exercer esse tipo de cargo público.Palavras chave: Geografia Política; Geografia Eleitoral; Geografia do Voto; Norte do Paraná.ABSTRACTThe decision of the vote and the conjunctures that influence this decision are of fundamental relevance in the choice of candidates in municipal elections and, therefore, in the future of local society, especially about public policies. Thus, this study aims to comprehend the Electoral and Vote Geography in Santo Antônio do Paraíso, north of the state of Paraná, particularly, through the understanding and analysis the voters' voting decision. The following methodological procedures: bibliographic survey about the subject; data collection, mainly of voters, in the municipality; application of questionnaires in the local inhabitants; elaboration of cartographic material, such as figures, maps, tables and graphs; and systematization of information in the final writing of this paper. The results show that the respondents of the local population recognize the importance of the decision of the vote, being that they investigate the life of the candidate and his proposals for the municipality. The relationship between the municipal authority, as the body responsible for forest enterprises and their management, necessitates a decision, among other things, on the choice of the types of contract and form of organisation, in which forest enterprises should be managed. Structural elements that are relevant to these decisions are analysed by the application of principal-agent theory. In addition, factors are identified that have a decisive influence on the structural elements of municipal forestry enterprises. Municipalities should choose those types of organisation that promise the best cost/profit ratio above other alternatives. This ratio is determined by local circumstances and specific goals.

Presented study sheds light on the developments of political representation at municipal level and tries to identify the sources of its fragmentation. These sources are vested in electoral laws, in development of national party system and in public distrust towards partisan candidates including changes in decision-making dynamics of the electorate. All mentioned factors shape the popular preference to support independent candidates in achieving municipal offices. This phenomenon gained on intensity between 2002 and 2018. The trend of ever-increasing support for civic and non-partisan candidates also introduces practical implications and risks in terms of lacking effective governing, transparency and of municipal policy control. Factors such as: non-existence of integrative organizational basis for political decision making, low levels of civic skills or elusive ownership structure of regional media. Most importantly, it is the inability of established political parties to maintain the functionality of democratic institutions in terms of public administration. All these factors increase the risks of decision-making at municipal level. Such development is part of deepening crisis of trust in political parties and leads to risks of forming a defect democracy.

In 2004 the Saudi Council of Ministers called for the formation of semi-elected municipal councils in 178 cities and towns of Saudi Arabia. This command instigated public participation in local decision making. The election process finished in early 2005 and councils' formation is completed by the end of 2005 to augment their start. Given the relatively fresh beginning of citizen engagement in local decisions in Saudi Arabia, this paper aims at analyzing the context and organization of municipal councils in Saudi Arabia. The paper starts by reviewing theoretical background on public participation, highlighting its importance, methods and factors affecting it. The purpose is to establish an analytical framework to examine the work in Saudi. Two sets of interrelated factors are defined including contextual and local factors, which are then discussed in relation to municipal councils in Saudi Arabia. The discussion outlines existing shortcomings with the contextual and local factors and proposes necessary improvements based on the understanding that public participation is a learning process that will demand continuous improvement and enhancement.

This article addresses questions of elucidation in talk-in-interaction. How do social actors give accounts of what they are doing? To what degree do actors sustain a taken-for-granted level of reasoning? The analysis is based upon naturally occurring data consisting of a corpus of audio recorded case conferences at various geriatric wards in Danish hospitals. The article elaborates one of the important insights of Harold Garfinkel regarding the relationship between discourse and social interaction: as a general characteristic, people tend to treat their fellow interlocutors’ conversational contributions as adequate for-all-practical-purposes. Specifically, the article investigates how Danish municipal representatives account for their decisions about whether or not senior citizens are to be referred to residential homes. This practice, I demonstrate, is characterized by non-explicitness with regards to rules and regulations. Instead, municipal representatives make use of developmental discourse: a worsened condition is used to justify a referral to a residential home. On the other hand, an improved condition is used to justify that an elderly citizen is not referred to a residential home.

This paper intends to report the methodology and application of the EDSS‐MSWI for municipal landfill site selection taking a case study of Varanasi city (India).Design/methodology/approachEDSS‐MSWI has been developed using VB.NET and ArcGIS Engine programming tools. A set of 13 criteria are selected for primary landfill site selection. Analytical hierarchy process (AHP) has been used to give weights to different criteria. The criteria were aggregated and suitability index (S) is generated using weighted linear combination (WLC) technique in GIS environment. The suitability index (0‐10) values are classified into four categories (Excluded, Less Preferable, Suitable and Best Suitable) to select the landfill site.FindingsThe results indicate that there are at least four locations under the “best suitable” category where adequate land seems available for landfilling in Varanasi. It is found that GIS based multi‐criteria decision analysis (MCDA) can be a powerful tool for such applications.Research limitations/implicationsThe weights of different criteria have been based on the opinion of three experts only. This may involve subjectivity to that extent. Aggregation of more experts’ views may further refine the values of weights.Practical implicationsThe developed tool provides a helpful guide to solid waste management planners.Originality/valueThe development of EDSS‐MSWI is the first of its kind in India to consider all aspects of municipal solid waste management in a holistic way and present it in an independent software form.

The number and complexity of mathematical models to assist municipal solid waste management agencies in the planning of recycling programs are increasing. A survey of practising waste management professionals has indicated a general interest in mathematical modelling techniques to assist with decision-making, but there is a lack of practical applications of these techniques, particularly within the local and regional waste management agencies that are responsible for planning and implementing waste reduction and recycling measures. A prototype decision support system has been developed to assist with the preliminary planning of municipal solid waste composting and recycling programs and processing facilities. This prototype planning tool combines knowledge-based system components with spreadsheet models to assist with waste forecasting, technology evaluation, composting and recycling program design, and preliminary processing facility planning. The system was designed for use by local and regional solid waste management engineers and planners, and waste recycling coordinators. The prototype decision support system is considered to represent a reasonable, useful, and practical (with respect to data requirements and cost) planning tool. The knowledge bases, created for the prototype decision support system, represent the collection and organization of a significant amount of currently available expertise regarding composting and recycling program planning issues. The issue of risk assessment of investment projects at the state level is not given much attention and there is no proposed method for assessing such risks. Considering the transition of public utilities under the conditions of decentralisation to the need for self-sufficiency, the latter must use a well-established methodology for assessing risks and uncertainties, which is carried out by private sector entities expert assessments, or methods of mathematical statistics when evaluating their investment projects. A partial answer to the lack of a methodology for assessing the risk levels of investment projects should be the concept of modelling decision-making under uncertainty. The concept of modelling decision-making is based on two essential properties that constitute the very essence of the modelling process. Firstly, the model must be similar to the object under study; secondly, it must be more direct than the object under study to be considered. The main purpose of the model is the ability to conduct experiments with the model, analysis and study, which are impossible with the object under study. The paper develops the concept of modelling decision-making in conditions of uncertainty for investment projects’ expertise of municipal infrastructure enterprises, the essence of which is to develop different scenarios for the business entity using the technique of modelling decision-making, taking into account different parameters and characteristics under uncertainty. Uncertainty decision-that decision-making is based on the fact that the probabilities of different scenarios for the entity making the risk decision are unknown.

Abstract This research aims to unpack the politics of gender equality and inclusion in municipal councils, focusing on the patterns of women’s political practices; the institutional impact of the national and local cultures on the organizational cultures. It is based on action-research and mixed-method format. Eight municipal councils in small and medium size Jewish, Arab and Jewish-Arab towns in the Northern district participate in the study. Initial findings suggest that women's meaningful involvement in the municipal strategic decision-making is partial. There is a significant gap between the declared strive for gender equality and inclusion and women's actual influence in decision-making. This gap looms particularly large in the Arab towns. The mechanisms of exclusion and potential avenues of counteracting them are discussed.

Municipalities have an important role in enacting alcohol policy in Norway. The task of the local authorities is to implement the national goals and form a locally adapted practice, mainly by controlling the availability of alcohol to the public. The local politicians experience this as an issue where they are exposed to a cross-pressure between sociopolitical concerns on the one hand and business interests on the other hand. This paper focuses on alcohol policies in municipalities which give priority to business development, especially tourism. It is based on case studies of two Norwegian municipalities. The paper first looks at the actual changes in the alcohol policy in the two municipalities, and secondly, at the decision-making process leading up to these changes. Four approaches for studying decision-making processes, inspired by a model by Jo-han P. Olsen, are used: rationality, legitimacy, power and necessity. The study found a liberalization with regard to the availability of alcoholic beverages in the two municipalities. This can be explained by changes in external conditions, changes in influential positions between different actors, and changes in public attitudes towards alcohol and interpretations of the local authorities’ ability to control the consumption of alcohol in the population. At the same time the local authorities have strengthened efforts to control licensees. This can be seen as a result of demands from the national authorities, and of the fact that this activity can be financed by a tax on the licensees. The combination of the liberalization of the license policy and the strengthening of the control of the licensees can also be seen as a compromise between different political attitudes, but where the business interests are more important than the sociopolitical concerns. The local politicians also underlined the importance of information activity aiming at influencing attitudes towards alcohol. This last mean is characterized by a legitimating function and almost restricted to rhetorics. It seems that this is more a symbolic politics. Generally the study emphasizes mechanisms indicating that the consequence of a decentralization of power to local authorities will be a more uniform liberal politics rather than more locally based differences.

Selection of appropriate municipal solid waste (MSW) treatment and disposal technology is a complex multi-criteria process. This paper demonstrates the reliability of the use of multi-criteria decision-making (MCDM) framework for the purpose of selecting the best MSW treatment and disposal alternatives. In this paper, a modified fuzzy Delphi-AHP-TOPSIS methodology is developed for the selection of the most appropriate MSW treatment and disposal technology. The study provides a systematic three-stage methodology towards technology selection. In the first stage, experts' opinions were sought to select the relevant criteria and the fuzzy Delphi Method (FDM) was used to obtain the critical factors for the evaluation of alternatives. In the second stage, the criteria weights and their importance degree were calculated by using AHP. Finally, the TOPSIS technique was used for ranking the alternatives to determine the most appropriate option. The study identifies a minimal relevant set of evaluation criteria and appropriate technologies for the handling, treatment and disposal of MSW in a more economical and environmentally sustainable way. Thus, the developed MCDM framework enables decision-makers to make informed decisions and achieve optimal results. It helps the decision makers select the best possible technology in a scientific manner. To demonstrate the approach taken, a real case of Mumbai city is taken.

China’s rapid urbanisation in the past 30 years has been a prominent issue in the world. However, few studies elaborate on the rapid spatial urbanisation from the perspective of local decision makers (in particular the Secretaries of Municipal Party Committees-the SMPCs). Local governors are always seeking promotions as they are in a competitive bureaucratic hierarchy. This research is, therefore, intended to explain the local decision-making driving force of spatial urbanisation by analysing the interaction between local decision makers’ tenures and urban expansion. Based on the panel data of all 286 prefecture-level cities nationwide from 2000 to 2014, Stata 14.0 was applied to implement regression analysis. Research findings show that SMPCs have, in general, great incentives for promoting rapid urban development. Additionally, SMPCs who are transferred from other municipalities implement more rapid and larger-scale urban development than those who are locally promoted.

The article describes the results of sociological research aimed at identification of the citizens` demand in the legal consolidation of opportunities for and results of their participation in urban decision making. A mass semi-structured interview with a selection scope ensuring the statistical spread of no more than 5 % at the confidence level of 0,95 was used as a data collection method. The research was carried out in Tomsk in August 2020. The main results showed that the majority of residents asserted the right of participation in urban decision making and were ready to exercise it. The social participation experience allowed the citizens to identify the issues related to the execution of the decisions and communications during the decision elaboration and to formulate the areas of the participative interaction improvement. The improvement of procedures implies larger information sharing, reporting from municipal government and implementing regular surveys of citizens. From the citizens` standpoint, statutory consolidation is needed in respect of the obligations of the government authorities to make decisions together with citizens and in respect of the issues relevant for citizens, to react and execute decisions without delay, notably with specific punishment measures for non-performance or distortion of data. Obligatory procedures of participative technologies should be surveys, meetings, publication of all information, operation of a single phone number and a hot line, text message mailout, public control over performed works. The municipal practice in general is lagging behind the requests of the modern active, competent and demanding society.

The article presents the methodology which can help the decision makers in evaluation of different municipal solid waste disposal systems. The results of the well known computer Integrated Waste Management model (IWM-1) are usually too fragmented to allow the final decision. The authors present the scientific background of the IWM-1 results integration. The results of the IWM-1 model analysis have been integrated into some specific categories that originate from the field of the Life Cycle Analysis (LCA). The authors propose 11 environmental categories plus the general ones calculated by the IWM-1 model. The presented categories describe the environmental impact of the analyzed system and are far easier to identify and understand by the public and by the decision makers. The developed methodology has been applied for the City of Krakow. The authors analyze two Krakow municipal solid waste disposal systems. The first system has been in operation for the last few years. The waste is collected and disposed at the landfill site while recycling and composting are implemented only in a limited scale. The second system presents the potential ultimate solid waste option for Krakow, where the waste is sorted extensively, then a significant part of organic fraction is composted, and the rest of the waste goes to the incinerator. The presented analysis compares these two systems. The authors use the results from the IWM-1 models for both systems as the input data to calculate the proposed impact categories. The final outcome is presented as graphs with the detail description of each stage of generation.

The article analyzes the issues of improving the system of management decisions in key areas of regional policy at the level of municipal districts. On the example of the Voronezh region, management problems are identified in the economy, the social sphere, environmental management, and the activities of local governments. Social and economic restrictions in the management of the development of municipal areas are revealed: imperfection of the financial and budgetary sphere, contradictory legal documents, demographic tension expressed by depopulation, long migration outflow, reduced quality of life, etc. In order to improve the management of the development of the territory, it is proposed to use indicators of sustainable economic, social and environmental development of municipalities, allowing establishing and evaluating trends in the functioning of local government entities. The advantage of using indicators of sustainable development is an individual approach to identifying competitive advantages and disadvantages of municipal districts. Based on this, the author carried out a typology of municipal districts of the Voronezh region, which reflected the central-peripheral model and significant destructiveness in the socio-economic sphere. It is these circumstances that must be considered when developing regional policy at the municipal level.

Inter-municipal cooperation in Iceland has a history of many decades. There has been significant cooperation between smaller and larger municipalities in order to improve the provision of services, which in many cases has been difficult for the small and smallest units – a question of capacity. In this article, the main task is to look at the democratic aspect of inter-municipal cooperation arrangements. The main research questions are on consequences for democracy, democratic accountability, efficiency and decision-making in this context, which have been pointed out as the main democratic concerns by various European researchers. To answer this for the case of Iceland, responses to questions on the topic from two different surveys among local leaders are analysed. The main conclusion is that the general concerns stated by the above-mentioned researchers also seem to be present in the case of inter-municipal cooperation in Iceland.

Citizen participation in decision making is being promoted in many countries transitioning from centralized to decentralized governance. Despite their common underlying premise, participatory programs vary in scope and nature. This study investigates the outcomes of promoting citizen participation in decision making in the municipality of Kuçova (Albania) where participation did not emerge from the community but rather was promoted by municipal leaders. Findings suggest that a top-down approach to participation in tandem with a bottom-up approach can be promising in a context that lacks a tradition of democratic participation. We discuss the advantages and disadvantages of the participatory program and draw several conclusions for promoting participation in decision making in a context characterized by a strong legacy of centralized governance and distrustful relationships between the local elite and community members.

This article deals with the institute of mayor and his interaction with municipal councils in the countries of Eastern Europe. The author points out that the mayor personifies the whole urban governance mechanism and acts as an arbitrator in the struggle of various interests coming into confrontation at the level of a modern city. The article contains analyses of the trend towards “presidentialization” of the local political system and decollectivization of the decision making process at the municipal level common for many modern cities. On the basis of popular support and expectations the mayor begins to increasingly squeeze positions of local councils in the municipal mechanism. Direct mayoral elections are becoming more common and increase the independence of the head of local administration from political parties and slightly reduce the role of the latter in the decision making process

This paper develops causal loop diagrams and a system dynamics model for estimation of wastewater quantity changes as a function of future socioeconomic development and the municipal water environment of the city under the influence of several key factors. Using Wuhan (a city with population more than 10 million in China) as a case study, the variability of Wuhan’s wastewater quantity and water environment is modeled under different development patterns by year 2030. Nine future scenarios are designed by assigning different values to those key factors, including GDP growth rate, water consumption of annual ten thousand GDP, and wastewater treatment fee. The results show that (1) GDP growth leads to an increase in municipal wastewater quantity, but an increase in wastewater treatment fee can be in favor of reducing urban water pollution, and (2) the impact of per ten thousand yuan GDP water consumption on the amount of municipal wastewater is larger in the near future, while the impact of GDP growth rate is much larger in the long term. The dynamic model has proven to be reliable for simulating the municipal wastewater changes, and it could help decision makers to make the scientific and reasonable decisions.
