Der volle Inhalt der QuelleEste trabalho avalia o Mutirão Nacional de Cirurgia de Catarata realizado pelo Sistema Único de Saúde SUS no que se refere à redução da demanda reprimida de cirurgias de catarata. Avaliou-se, ainda, a evolução dos serviços que realizaram cirurgias de catarata em todo o país.Os dados utilizados foram provenientes do Sistema de Informação Ambulatorial - SIA/SUS e do Sistema de Informação Hospitalar SIH/SUS. Analisaram-se todas as cirurgias de catarata realizadas pelo SUS no Brasil entre os anos de 1998 e 2003. Calcularam-se a taxa de cirurgia de catarata por 1000 habitantes com 50 anos e mais para as Unidades Federativas, e a cobertura de procedimentos necessários para o país, utilizando-se parâmetros identificados na literatura especializada. O programa de mutirão de cirurgias de catarata proporcionou um aumento no número de cirurgias deste tipo em todo o país, resultando na redução da demanda reprimida existente no Brasil, o que favoreceu o cumprimento da meta nacional de realização de cirurgias de catarata em 2002. Com base nos parâmetros empregados, em 2003 a cobertura de cirurgia de catarata, no país como um todo, havia ultrapassado 100 por cento. Cobertura acima de 100 por cento pode indicar ocorrência de cirurgias desnecessárias. No entanto, é possível que ainda exista demanda reprimida em Unidades Federativas e Municípios que não foram estudados devido à carência de parâmetros confiáveis para análise. A estratégia de mutirão nacional de catarata mostrou-se adequada para reduzir, em curto espaço de tempo, a fila de espera por cirurgia, tendo cumprido os objetivos de sua implementação. A inexistência de demanda reprimida indica que o programa pode ser encerrado, mas recomenda-se a implantação simultânea de novas estratégias de atenção à saúde ocular para atendimento de novos casos que necessitam de cirurgia. O encerramento do programa, no entanto, deve ser precedido de avaliação tanto da existência de demanda reprimida como da produção de cirurgias de catarata desnecessárias, no âmbito dos estados e municípios. O tamanho populacional e as diferenças estruturais para realização do mutirão são fatores de interferência na redução da demanda reprimida ou do excesso de produção no âmbito local. Cabe destacar também que os cálculos de cobertura não consideraram a produção financiada pelo setor privado, o que resulta em coberturas sub-estimadas,com variação entre as áreas na dependência do tamanho do Setor de Saúde Suplementar em cada local.

O uso de agrot?xicos t?m trazido enormes benef?cios em termos de aumento da produ??o e qualidade dos produtos agr?colas. Contudo, o uso indiscriminado dos agrot?xicos representa um risco para sa?de humana, sendo a ingest?o de alimentos uma das principais formas de exposi??o a essas subst?ncias t?xicas. Neste trabalho, foi desenvolvido e validado um m?todo anal?tico para determina??o multiresidual de 10 carbamatos (aldicarbe, aldicarbe sulf?xido, aldicarbe sulfona, carbaril, carbofurano, 3-hidroxicarbofurano, metiocarbe, metomil, oxamyl e propoxur) em piment?es comercializados na cidade de Natal/ RN. O desenvolvimento do m?todo consistiu na extra??o em fase s?lida manual seguida de an?lise por Cromatografia L?quida de Alta Efici?ncia acoplada com detector de arranjo de fotodiodos para a regi?o do UV-Vis?vel. Na valida??o foi avaliada a sensibilidade, linearidade, precis?o, exatid?o, limite de detec??o, limite de quantifica??o e robustez. As curvas anal?ticas apresentaram linearidade entre 0,1 e 1,1 mg L-1 para o aldicarbe sulfona, propoxur, carbaril e 3-hidroxicarbofurano, entre 0,1 e 0,9 mg L-1 para o carbofurano e entre 0,3 e 1,1 mg L-1 para o aldicarbe sulf?xido, oxamyl, metomil, aldicarbe e metiocarbe. Os coeficientes de correla??o variaram entre 0,9599 e 0,9939. O limite de detec??o (LD) ficou entre 0,0216 e 0,1319 mg L-1 e o limite de quantifica??o (LQ) entre 0,0719 e 0,4395. O m?todo tamb?m apresentou boa precis?o, com todos os valores de desvio padr?o relativos inferiores a 20%. A extra??o que apresentou melhor resultado foi a que n?o continha carv?o ativado, mas tinha a presen?a do tamp?o de ?cido ac?tico. Foi poss?vel recuperar o aldicarbe sulf?xido, 74,8%, oxamyl, 110,0%, metomil, 150,0%, e aldicarbe, 55,0%.
The use of agrochemicals have brought enormous benefits in terms of increasing production and quality of agricultural products. However, the indiscriminate use of agrochemicals represents a risk to human health, being the food intake one of the main forms of exposure to these toxic substances. An analytical method for the determination of 10 carbamates (aldicarb, aldicarb sulfoxide, aldicarb sulfone, carbaryl, carbofuran, 3-hydroxycarbbofuran, methiocarb, methomyl, oxamyl and propoxur) was developed and validated in green chillies sold in the city of Natal / RN. The development of the method consisted of manual Solid Phase Extraction followed by High Performance Liquid Chromatography coupled with photodiode arrangement detector for the UV-Visible region. In the validation the sensitivity, linearity, precision, accuracy, detection limit, quantification limit and robustness were evaluated. The analytical curves showed linearity between 0.1 and 1.1 mg L-1 for aldicarb sulfone, propoxur, carbaryl and 3-hydroxycarbofuran, between 0.1 and 0.9 mg L-1 for carbofuran and between 0.3 and 1.1 mg L-1 for the aldicarb sulfoxide, oxamyl, methomyl, aldicarb and methiocarb. The correlation coefficients ranged from 0.9599 to 0.9939. The detection limit (DL) was between 0.0216 and 0.1319 mg L-1 and the quantification limit (LQ) was between 0.0719 and 0.4395. The method also showed good accuracy, with all relative standard deviation values lower than 20%. The extraction that presented the best result was the one that did not contain activated carbon, but had the presence of the acetic acid buffer. It was possible to recover aldicarb sulfoxide, 74.8%, oxamyl, 110.0%, methomyl, 151.0%, and aldicarb, 55.0%

Resumo: O Movimento Mutirão Agroflorestal começou em 1996, a partir do contato com as idéias inovadoras do agricultor/experimentador Ernst Götsch, e sempre foi um movimento espontâneo, com livre participação de todos os interessados. O grupo possui organização e dinâmica próprias, e desde o início se propôs a trabalhar de forma auto-gestionária. É formado por profissionais das áreas de ciências agrárias, biológicas, exatas e humanas, estudantes (graduação e pós-graduação), agricultores e técnicos extensionistas, que se reúnem em propriedades rurais para aprender a fazer agrofloresta na prática e de forma coletiva. Hoje, onze anos depois, conta com um acúmulo de experiências em implantação e manejo de agroflorestas, bem como no desenvolvimento de metodologias de ensinoaprendizagem em agrofloresta e percepção ambiental. Os principais objetivos deste trabalho foram resgatar a história e trajetória do Movimento Mutirão Agroflorestal, dando ênfase ao processo de formação em agrofloresta, e avaliar as contribuições do Mutirão para a formação pessoal e profissional de seus participantes. As metodologias utilizadas foram a sistematização da experiência do Movimento Mutirão Agroflorestal, por meio do resgate e análise dos materiais de registros do grupo, e a avaliação das contribuições e impactos do Mutirão sobre seus participantes, por meio de um questionário que foi veiculado via internet, para ampliar o alcance da pesquisa. O enfoque principal desse trabalho é a análise do processo de formação em agrofloresta sucessional vivenciado pelo grupo, considerando os aprendizados adquiridos em técnicas e práticas agroflorestais e em métodos pedagógicos de aprendizagem. Os resultados observados levam a conclusão de que o Mutirão é muito importante para a formação pessoal e profissional de seus participantes, e que o aprendizado transcende as técnicas agroflorestais, promovendo uma transformação pessoal profunda, favorecendo uma mudança de paradigma. Dessa forma, o Mutirão contribui para a construção de uma sociedade mais justa e sustentável.
Abstract: The Movimento Mutirão Agroflorestal (MMA) began in 1996, from the contact with the new ideas of the agriculturist/researcher Ernst Götsch. Its has always been an spontaneous movement, as all interested people may participate freely. The group has its own organization and dynamic, and since the beginning it has the proposal of working in a self-management way. It's composed by professionals of agrarian, biologics, exacts and humans sciences, students (graduation and post-graduation), agriculturist and technicist. The group meets at farms, where they learn about agroforestry systems in practice and collective way. Today, eleven years after its beginning, it counts on a large experience of implantation and conduction of agroforestry system, as well as teaching-learning methodologies development and environmental perception. The main purposes of this work were to rescue the history and path of Movimento Mutirão Agroflorestal, emphasizing the education process on agroforestry systems; and to evaluate the contribution of Mutirão on personal and professional formation of its members. The methodologies in use were the systematization of MMA experience, through rescue and analysis of documents of the group. The contribution and impact of MMA over its members were evaluated by a questionnaire that was sent through internet, enlarging, this way, the scope of the research. The main approach of this work is the analysis of the education process in agroforestry system experienced by the group, considering agroforestry techniques and practices learning, as well as teaching methods learning. Observing the results, the conclusion is that the MMA is very important for personal and professional formation of its members, and the learning experienced by them transcends agroforestry techniques, providing a deep personal transformation, promoting a paradigm change. MMA contributes, in this way, to the construction of a more just and sustainable society.

(MEF, 2017) It is in this scenario, the importance of considering the participation of medium and small enterprises as a fundamental axis that generates employment, with more than 80% of the labor force, the redistribution of income to the middle and low income sectors; promoting the economic development of the nation (close to 25% of GDP is supported by medium and small companies), taking into account the value of the meditation of medium and small enterprises in the national economy. Financing, which contribute to its growth and development; Subject to the nation's bank as a strategic partner. Under this order of ideas in this paper we will support the proposal for a New Financial Instrument called "Multiple Loan - Medium and Small Companies", which will undoubtedly allow economic growth in terms of profitability and the brand value of nation bank, in the Peruvian financial market under the Benchmarking approach.

Der volle Inhalt der QuelleEn moltes aplicacions que utilitzen imatges derivades de satèl·lits és necessari mesclar o comparar imatges adquirides per diferents sensors, o bé comparar les dades d'un sòl sensor en diferents instants de temps, per exemple en: reconeixement, seguiment i classificació de patrons o en la monitorització mediambiental. Aquestes aplicacions necessiten una etapa prèvia d'enregistrament geomètric, que alinea els píxels d'una imatge, la imatge de treball, amb els píxels corresponents d'una altra imatge, la imatge de referència, de manera que estiguin referides a uns mateixos punts. En aquest treball es proposa una aproximació automàtica a l'enregistrament geomètric d'imatges amb els contorns de les imatges; a partir d'un mètode robust, vàlid per a imatges mutimodals, que a més poden estar afectades de distorsions, rotacions i de, fins i tot, oclusions severes. En síntesi, s'obté una correspondència punt a punt de la imatge de treball amb el mapa de referència, fent servir tècniques de processament multiresolució. El mètode fa servir les mesures de correlació creuada de les transformades wavelet de les seqüències que codifiquen els contorns de la línia de costa. Un cop s'estableix la correspondència punt a punt, es calculen els coeficients de la transformació global i finalment es poden aplicar a la imatge de treball per a enregistrar-la respecte la referència.
A la tesi també es prova de resoldre la interpolació d'un camp vectorial espars mostrejat irregularment. Es proposa un algorisme que permet aproximar els valors intermitjos entre les mostres irregulars si es disposa de valors esparsos a escales de menys resolució. El procediment és òptim si tenim un model que caracteritzi l'esquema multiresolució de descomposició i reconstrucció del conjunt de dades. Es basa en la transformada wavelet discreta diàdica i en la seva inversa, realitzades a partir d'uns bancs de filtres d'anàlisi i síntesi. Encara que el problema està mal condicionat i té infinites solucions, la nostra aproximació, que primer treballarem amb senyals d'una dimensió, dóna una estratègia senzilla per a interpolar els valors d'un camp vectorial bidimensional, utilitzant tota la informació disponible a diferents resolucions. Aquest mètode de reconstrucció es pot utilitzar com a extensió de qualsevol interpolació inicial. També pot ser un mètode adequat si es disposa d'un conjunt de mesures esparses de diferents instruments que prenen dades d'una mateixa escena a diferents resolucions, sense cap restricció en les característiques de la distribució de mesures. Inicialment cal un model dels filtres d'anàlisi que generen les dades multiresolució i els filtres de síntesi corresponents, però aquest requeriment es pot relaxar parcialment, i és suficient tenir una aproximació raonable a la part passa baixes dels filtres. Els resultats de la tesi es podrien implementar fàcilment en el flux de processament d'una estació receptora de satèl·lits, i així es contribuiria a la millora d'aplicacions que utilitzessin tècniques de fusió de dades per a monitoritzar paràmetres mediambientals.
During the last decades a systematic survey of the Earth environment has been set up from many spatial and airborne platforms. At present, there is a continuous effort to extract and combine the maximum of quantitative information from these different data sets, often rather heterogeneous. Data fusion can be defined as "a set of means and tools for the alliance of data originating from different sources with the aims of a greater quality result". In this thesis we have developed new techniques and schemes that can be applied on multispectral data obtained from remote sensors, with particular interest in oceanographic applications. They are based on image and signal processing. We have worked mainly on two topics: image registration techniques or image alignment; and data interpolation of multiscale and sparse data sets, with focus on two dimensional vector fields.
In many applications using satellite images, and specifically in those related to oceanographic studies, it is necessary to merge or compare multiple images of the same scene acquired from different captors or from one captor but at different times. Typical applications include pattern classification, recognition and tracking, multisensor data fusion and environmental monitoring. Image registration is the process of aligning the remotely sensed images to the same ground truth and transforming them into a known geographic projection (map coordinates). This step is crucial to correctly merge complementary information from multisensor data. The proposed approach to automatic image registration is a robust method, valid for multimodal images affected by distortions, rotations and, to a reasonably extend, with severe data occlusion. We derived a point to point matching of one image to a georeferenced map applying multiresolution signal processing techniques. The method is based on the contours of images: it uses a maximum cross correlation measure on the biorthogonal undecimated discrete wavelet transforms of the codified coastline contours sequences. Once this point to point correspondence is established, the coefficients of a global transform could be calculated and finally applied on the working image to register it to the georeferenced map.
The second topic of this thesis focus on the interpolation of sparse irregularly-sampled vector fields when these sparse data belong to different resolutions. It is proposed a new algorithm to iteratively approximate the intermediate values between irregularly sampled data when a set of sparse values at coarser scales is known. The procedure is optimal if there is a characterized model for the multiresolution decomposition / reconstruction scheme of the dataset. The scheme is based on a fast dyadic wavelet transform and on its inversion using a filter bank analysis/synthesis implementation for the wavelet transform model. Although the problem is ill-posed, and there are infinite solutions, our approach, firstly worked for one dimension signals, gives an easy strategy to interpolate the values of a vector field using all the information available at different scales. This reconstruction method could be used as an extension on any initial interpolation. It can also be suitable in cases where there are sparse measures from different instruments that are sensing the same scene simultaneously at several resolutions, without any restriction to the characteristics of the data distribution. Initially a filter model for the generation of multiresolution data and their synthesis counterpart is the main requisite but; this assumption can be partially relaxed with the only requirement of a reasonable approximation to the low pass counterpart. The thesis results can be easily implemented on the process stream of any satellite receiving station and therefore constitute a first contribution to potential applications on data fusion of environmental monitoring.
