Few ideas are as open to different interpretations these days, or as controversial, as multiculturalism. Like many other ‘isms’ — socialism, conservatism, fascism — multiculturalism is a political movement as well as a set of philosophical, social, and political ideas. Before looking at the range of positions associated with multiculturalism, this article first describes its historical origins and the social forces that came together to create it. ‘Multiculturalism’ is a term that has, in Nathan Blum's phrase, both ‘great currency’ and ‘imprecise usage’. It is also a relatively new word, making its first recorded appearances in Canada and Australia during the 1970s, at a time when both countries were struggling to deal with large influxes of non-European immigrants and with a new-found appreciation of the mistreatment of their own indigenous peoples.

The purpose of this chapter is to locate the discussion about Muslims in Scotland in relation to questions of national identity and multicultural citizenship. While the former has certainly been a prominent feature of public and policy debate, the latter has largely been overshadowed by constitutional questions raised by devolution and the referenda on independence. This means that, while we have undoubtedly progressed since MacEwen (1980) characterised the treatment of ‘race-relations’ in Scotland as a matter either of ‘ignorance or apathy’, the issue of where ethnic, racial and religious minorities rest in the contemporary landscape remains unsettled. One of the core arguments of this chapter is that these issues are all interrelated, and that the present and future status of Muslims in Scotland is tied up with wider debates about the ‘national question’. Hitherto, however, study of national identity in Scotland has often (though not always) been discussed in relation to the national identities of England, Wales and Britain as a whole.

If so, does it follow that rationality is culturally specific, or that cultures have their own “rationalities?” If so, does it further follow that the philosophical status or worthiness of multiculturalism as a social value or ideal varies from culture to culture? In this article I consider the relationship between rationality and multiculturalism; offer a characterization of the latter that enables it to survive Stanley Fish’s claim that “no one could possibly be a multiculturalist in any interesting and coherent sense”; criticize Richard Shweder’s case for “divergent rationality”; and argue for a “universalistic,” culture-independent understanding of rationality.

Seen in the context of the evolving critique of multiculturalism within UNESCO, this chapter examines the network of relationships linking Joyce, Tagore, Salman Rushdie, and Amit Chaudhuri. It begins by showing how The Satanic Verses (1988) constitutes a creative adaption of Finnegans Wake, effectively re-novelizing it in terms that were more consistent with Rushdie’s conception of multiculturalism than Joyce’s more challenging idea of the interlingual and the intercultural. As a way of thinking about the ‘unconstitutional spaces’ literature opens up, the chapter then considers the importance of Tagore’s modernist poetics and anti-statism for the contemporary Indian writer Amit Chaudhuri. It concludes with a reading of Chaudhuri’s Odysseus Abroad (2014) as an articulation of his alternative vision of the intercultural in general and of the legacies of Joyce and Tagore in particular.

Multiculturalism has been subject to backlashes across democratic states. These voices argue that after years of accommodation, minorities have failed to integrate and ought to be encouraged more forcefully to abandon norms and values that are in tension with those of their broader society. In this context, Debating Multiculturalism brings together two prominent scholars of the political theory of multiculturalism. Both agree with the need for minority accommodation in liberal democracies, but disagree on the pathway forward. Patti Tamara Lenard argues that multiculturalism must be robustly defended. Lenard argues that the accommodation of cultural and religious practices is key to achieving substantive political inclusion in democratic states. Rather than generating segregation and separation, the accommodation of such practices ensures that minorities can participate across multiple domains of politics as equal citizens. She examines claims for cultural preservation, too, and argues that an emphasis on political inclusion can explain why preservationist claims should be respected. In contrast, Peter Balint argues against the need for minority rights in multicultural contexts. Balint defends a radical form of neutrality, “active indifference,” which can achieve the accommodation of minority ways of life, without recourse to minority rights. He argues that if the problem arises because of a favoring of majority ways of life, then rather than add minority rights as a solution, majority privilege should simply be removed. This solution is not only fairer, but avoids many of the problems that have plagued minority rights. The book concludes with both authors critiquing each other’s positions.
