The nomenclature of some Tertiary fossil Podocarpaceae is reviewed. Fossil Podocarpaceae from the Eocene Anglesea locality in Victoria are described and assigned to six species from five modern genera using cuticular and other vegetative morphology. Falcatifolium australis D. R. Greenwood is the first record for this genus in Australia. Dacrycarpus eocenica D. R. Greenwood, Podocarpus platyphyllum D. R. Greenwood and Prumnopitys lanceolata D. R. Greenwood are new species. Decussocarpus brownei (Selling) D. R. Greenwood and Prumnopitys aff. Pr. Tasmanica (Townrow) D. R. Greenwood have previously been recorded as megafossils from the Australian Tertiary. The diversity of Podocarpaceae recorded from Anglesea is far greater than in any modern Australian forests.

This article compares the efforts of two Australian entrepreneurs to import Japanese entertainments for theatres in mid-twentieth-century Australia. David N. Martin of the Tivoli Circuit and Harry Wren, an independent producer, were rivals in the business of touring variety-revue. Both travelled to Japan in 1957, the year that the governments of Australia and Japan signed a landmark trade agreement. Whereas Martin's efforts were hampered by the legacy of wartime attitudes, Wren embraced the post-war optimism for trade. Wren became the Australian promoter for the Toho Company of Japan, touring a series of Toho revues until 1968. These Toho tours have been overlooked in Australian histories of cultural exchange with Japan. Drawing on evidence from archival sources and developing insights from foreign policy of the time, this article examines why Australian entrepreneurs turned to Japan, what Toho sent on tour, and how Toho's revues played in Australia. It analyses trade in touring entertainment as a form of entrepreneurial diplomacy that sought to realize the prospects of regional integration.

John Carne Bidwill was born in 1815 in England and died in Queensland in 1853. His short life is relevant to Australia's garden history, botany, the horticultural use of Australian plants in European gardens and the colonial history of Sydney, New Zealand, Wide Bay and Maryborough. He may have been the first to introduce plant breeding into Australia. In a short life, and working in his spare time, he contributed more than many full-time and longer-lived horticulturists. This included discovering new species, crossing new hybrids (specific and inter-generic), and propagating and promulgating plants for the nursery trade and gardeners. His efforts are marked by his name gracing many Australian and New Zealand plants, exotic plant hybrids and modern suburbs of Sydney and Maryborough. This brief biography outlines Bidwill's time in Australasia and Queensland.

Australia successfully combines a unique geopolitical position in the Asia- Pacific, as well as economic potential. At the same time, the emerging trade dependence of the Fifth Continent on the People’s Republic of China (PRC) is increasingly affecting Canberra’s foreign policy year by year. The aggravation of Sino- U.S. relations has also led to tension between Australia and China. In 2020, the world faced the COVID-19 pandemic, which caused negative impacts on the global economy, and trade tensions began between the two states. In early 2021 Beijng also suspended all activity under the China- Australia Strategic Economic Dialogue for an indefinite period. All these events give the research of trade and economic relations between Australia and the PRC a great practical focus, including allowing us to more specifically identify the degree of dependence of the economy of the Fifth Continent on the situation in China or the degree of Sino- Australian relation. This article examines the consequences of the suspension China- Australia Strategic Economic Dialogue, in particular, its impact on the future prospects for the Free Trade Agreement (FTA) between the two countries. Special attention is paid to the impact of China’s economic growth rates on the Australian economy. At the same time, the author aggregates the trade and economic strategies of Australia as a middle power, considering Canberra’s response to the transformation of the regional architecture in the Asia- Pacific. The provisions and conclusions presented in this article are based on the study of the works of leading international researchers specializing in foreign policy and economic issues of Australia, as well as Sino- Australian relations.

Abstract Modern slavery is considered a widely recognized issue within labour-intensive markets of the construction industry. The recent introduction of the Modern Slavery Act 2018 (Cth) in Australia, has pragmatically pressured construction companies into publishing modern slavery statements that explore the methods in how they have managed to tackle and address the presence of modern slavery within their business and supply chains. This paper, as a part of an ongoing research project, conducts a content analysis to examine Australian modern slavery statements to identify common practices among Australian construction firms. For this purpose, we collected 62 modern slavery statements from construction companies that had issued such statements after the introduction of the regulatory requirement in Australia. The analysis uncovers diverse reporting practices in relation to the corporate commitment and governance, traceability and risk assessment, recruitment, purchasing practices, worker voice, remediation, and monitoring. The paper provides a baseline of understanding about the content and substance of modern slavery statements as a foundation for future research into developing an integrated framework for evaluating the performance on addressing modern slavery.

Existing anthropological research and discussion related to contemporary Wiccan and Witchcraft practice is growing and indeed has been explored by anthropologists and other writers from the northern and southern hemispheres. However, there has been limited discourse on how and what Western Australian Wiccans and Witches learn. This ethnographic research fills that gap by exploring, in two separate sections, how Wiccans and Witches have developed relevant skills in a social learning structure and what ritual practice they have learnt as a result. The thesis proposes that the current theories of learning and ritual fail to adequately describe the social processes and outcomes observed.In the first section, focusing on how the participants learn, I argue that cognitive, behavioural and humanist learning theories as well as the most relevant social learning theory, Communities of Practice, fail to explain adequately the holistic learning processes with which the Wiccans and Witches are engaged. Instead I propose a new and complementary theory of learning that I identify as 'Whole Person’ theory that more effectively describes the holistic and intuitive nature of learning the research participants undertook.In the second section I go further to show that the existing theories of ritual fail to explore and consider ritual as a product or outcome of learning and instead focus heavily on ritual either as a process contributing to and reflecting the social order in which it takes place or they describe the structure of ritual. This research shows that ritual can be both a process of a social group as well as a product and an end result of learning and social interaction. The ethnographic materials presented extend our understanding of both learning and ritual.

By using little known primary sources in Chinese and English, this thesis will discuss Australia’s diplomatic relations with China, between 1901 and 1941. In March 1909, Liang Lanxun, China’s first consul-general arrived in Melbourne, Australia. Liang’s mission was to promote trade between China and Australia and as well to study the racial relations between Chinese and Australians. In 1921, Edward Little was appointed as Australia’s first trade commissioner in Shanghai, China. In 1929, the Chinese consulate moved from Melbourne to Sydney, due to the fact that Sydney had become the centre of the Chinese communities in the Oceania. I suggest that the Great Depression and the Second World War (Japan's expansion in the Pacific) forced Australian policy-makers to reconsider Australia’s geo-political position in the world. This is the first detailed research that treats Chinese diplomats in Australia and Australian diplomats in China between 1901 and 1941 as key historical subjects. In this thesis, I argue that Chinese diplomats used trade as a tool to fight against the White Australia policy between 1909 and 1941. I further argue Australia was more intertwined and connected with Asia, in this period than the existing literature suggested.

This thesis analyses the development of labour management practice in Australian manufacturing industry, focussing in particular on the period from the 1940s to the beginning of the 1970s. In so doing, the thesis aims first, to fill a gap within existing Australian research over the role of the employer in workplace industrial relations, and second to contribute to broader theoretical debates about management control of the labour process. The post Second World War period was one of substantial change for Australian management. Industry grew rapidly, and with such growth there evolved an increasing sophistication in management techniques. A managerial ethos developed, represented by the establishment of professional bodies, the publication of management journals, and the provision of management education. Australian industry also became increasingly aware of overseas developments. Multinational firms and management consultancies, with established links to American and British industry, disseminated and introduced new management practices.

This dissertation examines the history of modern Japan via a study of rentogen, or X-rays, in medical practice. Conventional milestones in Japan’s encounters with nuclear science all date from 1945: the atomic bombings of Hiroshima and Nagasaki that same year, the Bikini Atoll fallout incident in 1954, the construction of nuclear power plants from the late 1950s onwards, and most recently, the Fukushima Daiichi meltdown in 2011. All these events produced hibakusha – the Japanese term for survivors of nuclear-related accidents, or people suffering the effects of exposure to ionising radiation. In contrast, this project locates the first hibakusha in an earlier period, revealing a history of radiation exposure in Japan before the atomic bombings. It reaches into the late nineteenth and early twentieth centuries to find Japanese bodies exposed through the development of radiology. In modern Japan, as in Western Europe and America, X-rays constituted the first source of ionizing radiation that produced victims of burns, cancers, and deaths. This study highlights the political, social and cultural impact of modern Western medicine on Japanese society from the Meiji period onwards, showing how electric-powered machines and Western expertise came to define medical practice in the emergent field of radiology.

This dissertation examines the published and unpublished work to date by Australian author Eleanor Dark (1901-1985). It discusses quite divergent aspects of Dark's work, ranging from her engagement with modernist writing styles to her interest in ecology and, in so doing, offers quite diverse perspetives on Australian women's writing in the 1930s, 1940s, and 1950s. In this discussion, I consider Dark as a transitional author who deployed differing narrative modes, from realism to modernism, but also as an itnellectual writer who undertakes an ideological enquiry into her vision of an Australian 'nation.' In this study, I trace the ways in which Dark's writing has been eclipsed by a confluence of political machinations, literary critical strategies and, so some extent, the perceptions permitted by Dark herself. The dissertation calls attention to the tensions and ambivalences associated with creative aspiration in a period of accelerating change. In this examination certain feminist and cultural studies stragegies take precedence. The study endeavours to extend existing Dark criticism by focussing on the connections between, on the one hand, her varied writing techniques and thematic interests and, on the other, the wider perspectives of a newly-constituted nation's engagement with modernity.

This dissertation is a history of the idea of travel in South Asia as it found expression in Urdu travel writing of the nineteenth and twentieth centuries. Though travel has always been integral to social life in South Asia, it was only during this period that it became an end in itself. The imagined virtues of travel hinged on two emergent beliefs: that travel was a requisite for inner growth, and that travel experience was transferable. Consequently, Urdu travel writers endorsed travel not to reach a particular destination but to engender personal development, social advancement and communal well-being. Authors conveyed the transformative power of travel to their readers through accounts that traced out their inner journeys through narratives of physical travel, an ideal echoed in an old proverb that re-emerged at this time: “travel is the means to victory.” This study, which draws on extensive archival research from four countries, represents the most comprehensive examination of travel writing in any South Asian language. Through a diachronic analysis of a wealth of new primary sources, it indexes shifting valuations of travel as they relate to conceptualizations of the self, the political and the social. It demonstrates that though the idea of beneficial travel found its first expression in accounts commissioned by a colonial government interested in inculcating modern cosmopolitan aesthetics, it quickly developed a life of its own in the public sphere of print. This dynamic literary space was forged by writers from across the social spectrum who produced a profusion of accounts that drew inspiration from Indic, Islamic and European traditions. In the twentieth century, too, travel writing continued to evolve and expand as it adapted to the shifting dimensions of local nationalisms and successive international conflicts. In independent India and Pakistan, it broke new ground both aesthetically and thematically as it came to terms with the post-colonial geography of South Asia. Yet, throughout this history,Urdu travel writing continued to cultivate the idea that the journey was valuable for its own sake.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

In Australia, 6000 military personnel leave the military each year, of whom at least 30% become unemployed and 19% experience underemployment, figures five times higher than the national average (Australian Government 2020). Believed to be one of life's most intense transitions, veterans find it difficult to align their military skills and knowledge to the civilian labour market upon leaving military service (Cable, Cathcart and Almond 2021; AVEC 2020). // Providing authentic opportunities that allow veterans to gain meaningful employment upon (re)entering civilian life raises their capability to incorporate accrued military skills, knowledge, and expertise. Despite acknowledging that higher education is a valuable transition pathway, Australia has no permanently federally funded post-service higher education benefit supporting veterans to improve their civilian employment prospects. Since World War II, American GIs have accessed a higher education scholarship program (tuition fees, an annual book allowance, monthly housing stipend) (Defense 2019). A similar offering is available in Canada, the UK, and Israel. // We are proposing that the AVSP would be the first comprehensive, in-depth study investigating the ongoing academic success of Australia's modern veterans as they study higher and vocational education. It consists of four distinct components: // Scholarships: transitioning/separated veterans apply for one of four higher education scholarship options (under/postgraduate): 100% tuition fees waived // $750/fortnight living stipend for the degree duration // 50/50 tuition/living stipend // Industry-focused scholarships. // Research: LAS Consulting, Open Door, Flinders University, over seven years, will follow the scholarship recipients to identify which scholarship option is the most relevant/beneficial for Australian veterans. The analysis of the resultant quantitative and qualitative data will demonstrate that providing federal financial support to student veterans studying higher education options: Improves the psychosocial and economic outcomes for veterans // Reduces the need for financial and medical support of participants // Reduces the national unemployed and underemployed statistics for veterans // Provides a positive return of investment (ROI) to the funder // May increase Australian Defence Force (ADF) recruitment and retention rates // Career Construction: LAS Consulting will sit, listen, guide, and help build an emotional connection around purpose, identity, education and employment opportunities back into society. So, the veteran can move forward, crystalise a life worth living, and find their authentic self, which is led by their values in the civilian world. // Mentoring: Each participant receives a mentor throughout their academic journey.

This paper focuses on the role of Brazilian architects in emancipating Modern Architecture from overly limiting orthodoxies. In particular, this study follows direct, if weak influences across the Pacific to Australia and stronger ones across the South Atlantic to Southern Africa, where Brazilian ideas found fertile ground without being filtered through Northern Hemisphere mediations. Official delegations of architects from Australia and South Africa went to Brazil seeking inspiration and transferable ideas achieved mixed success. Central to the theme of this essay is a recently discovered and unpublished manuscript. It is the work of Barrie Biermann who, upon graduation from the University of Cape Town sailed across to Brazil in 1946 to gain first-hand knowledge of the architecture that had achieved worldwide renown through the 1943 Brazil Builds exhibition at the Museum of Modern Art in New York (MoMA). Biermann’s close observations and discussions with several of Brazil’s leading architects helped him develop a fresh narrative that placed recent developments in a continuum linked to Portuguese colonial architecture that had taken lessons from the ‘East’. Published in a very abridged form in a professional journal in 1950, it lost much of the charm of the original, which, in addition to imaginative theoretical speculation, is enriched by evocative, atmospheric sketches, water colours and photographs. This study shows that South-South connections were quite independent and predated the influence of ‘scientific’ manuals of ‘how-to build in the tropics’ that proliferated from metropolitan centres in the mid-1950s, preparing for decolonization but perhaps also motivated by ambitions of engendering other forms of dependence. Brazilian ideas and examples of built work played an important role in bringing vitality to some of the architectures of Africa. They also engaged with crucial issues of identity and the production of buildings celebrating values beyond the utilitarian.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. In Australia, TIMSS is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. The goal of TIMSS is to provide comparative information about educational achievement across countries in order to improve teaching and learning in mathematics and science. TIMSS is based on a research model that uses the curriculum, within context, as its foundation. TIMSS is designed, broadly, to align with the mathematics and science curricula used in the participating education systems and countries, and focuses on assessment at Year 4 and Year 8. TIMSS also provides important data about students’ contexts for learning mathematics and science based on questionnaires completed by students and their parents, teachers and school principals. This report presents the results for Australia as a whole, for the Australian states and territories and for the other participants in TIMSS 2019, so that Australia’s results can be viewed in an international context, and student performance can be monitored over time. The results from TIMSS, as one of the assessments in the National Assessment Program, allow for nationally comparable reports of student outcomes against the Melbourne Declaration on Educational Goals for Young Australians. Most, if not all advanced economies have suffered gravely from the 2008 global financial crisis. Growth, productivity, real income and consumption have plunged and inequality, and in some cases poverty, spiked. Some countries, like Germany and Australia, were better able to cope with the consequences but austerity has taken its toll even on the strongest economies. The UK is no exception and the more recent period of economic recovery might be halted or even reversed by the political, economic, and policy uncertainty created by the Brexit referendum. This uncertainty related risk to growth could be even greater if the UK leaves the economic and legal framework provided by the EU. This CAGE policy report offers proposals from different perspectives to answer the overarching question: What is the role of a government in a modern economy after the global financial crisis and the Brexit vote? We report on economic and social challenges in the UK and discuss potential policy responses for the government to consider. Foreword by: Lord O’Donnell of Clapham.

Drawing on Milbank and Agamben, a politico-juridical anthropology matrix can be drawn describing the relations between ius and bios (justice and political life) on the one hand and dominium and zoe (private power and ‘bare life’) on the other hand. Mapping movements in the basic configurations of this matrix over the long sweep of Western cultural history enable us to see where we are currently situated in relation to the nexus between politico-juridical authority (sovereignty) and the emergency use of executive State powers in the context of biosecurity. The argument presented is that pre-19th century understandings of ius and bios presupposed transcendent categories of Justice and the Common Good that were not naturalistically defined. The very recent idea of a purely naturalistic naturalism has made distinctions between bios and zoe un-locatable and civic ius is now disappearing into a strangely ‘private’ total power (dominium) over the bodies of citizens, as exercised by the State. The very meaning of politico-juridical authority and the sovereignty of the State is undergoing radical change when viewed from a long perspective. This paper suggests that the ancient distinction between power and authority is becoming meaningless, and that this loss erodes the ideas of justice and political life in the Western tradition. Early modern capitalism still retained at least the theory of a Providential moral order, but since the late 19th century, morality has become fully naturalized and secularized, such that what moral categories Classical economics had have been radically instrumentalized since. In the postcapitalist neoliberal world order, no high horizon of just power –no spiritual conception of sovereignty– remains. The paper argues that the reduction of authority to power, which flows from the absence of any traditional conception of sovereignty, is happening with particular ease in Australia, and that in Australia it is only the Indigenous attempt to have their prior sovereignty –as a spiritual reality– recognized that is pushing back against the collapse of political authority into mere executive power.

Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs. The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR operation. Results lay the foundation for a siting criterion. Current American siting guidance relies only upon daily traffic volume and speed—an approach that inaccurately models an ELR’s safety. To evaluate the safety of existing ELRs, crash data were collected from ELR installations in the US and Australia. For US installations, Empirical Bayes (EB) analysis resulted in an aggregate CMF of .56 for 11 installations observed over 8 years while serving more than 60 million vehicle trips. The data from the Australian State of Queensland involved rural one-lane, low-volume, higher-speed roads, functionally equivalent to ELRs. As motor vehicle volume grows, these roads are widened to two-lane facilities. While the authors observed low mean crash rates on the one-lane roads, analysis of recently converted (from one-lane to two-lane) facilities showed that several experienced fewer crashes than expected after conversion to two-lane roads.
