AbstractThis article argues that the scholarly study of “transfer” from track-two workshops to track-one negotiations is highly applicable to the study of transfer from other modalities of participation to track-one in inclusive peace negotiations. During the last decade, other approaches to make negotiations more inclusive have also been increasingly employed, such as national dialogue conferences, variety of consultation mechanisms, or a diverse set of peace commissions. In this paper, we aim to expand the conceptualization of transfer beyond ICR workshops and discuss how the knowledge accumulated concerning transfer in the ICR literature during the last decades can be applied to understand and evaluate transfer from other inclusion modalities used in peace negotiations today. We therefore make a distinction between the first generation of transfer (1.0) developed by the ICR workshops scholars and practitioners and the transfer process from other modalities used in inclusive negotiations (2.0). To apply the lessons learned from transfer 1.0 to 2.0, we start with an overview of the concept as developed in track-two literature. We then suggest a conceptualization of transfer 2.0, based on insights from how it has unfolded in five of the seven inclusion modalities examined in our comparative case study. We discuss the similarities and differences between transfer 1.0 and 2.0 and how transfer 2.0 can be studied, including and beyond track-two initiatives. We conclude by suggesting a number of directions for future research on transfer 2.0 that are relevant to several inclusion modalities.

Abstract This article examines the inclusion of business sector actors in peace and political transition negotiations. Looking across twenty-two cases, this study examines who has been included as business sector representatives in these negotiations and through which inclusion modalities. The study finds that business sector actors were included primarily through consultation modalities in officially mandated meetings running parallel to negotiations, informal consultations, or as part of public consultations. Second most common is direct representation of business sector actors at the negotiation table. Less common is business sector inclusion in high-level track one-and-a-half workshops and inclusive commissions. The article then focuses on the impact of business actors on negotiations. Four cases of business inclusion are discussed in detail – Somalia, Kenya, Guatemala and El Salvador – comparing and contrasting supportive and obstructive examples.

Both the intercultural education and inclusive education represent dimensions of the "new education", which approach the values of European conscience and contemporary society's complex issue, as part of the intercultural communication and social inclusion. These dimensions have specific issues, but also convergence points, as far as the finalities, as well as the means of achieving are regarded. The programs of intercultural education represent this kind of means, which facilitate accomplishing "education for all" purposes. The research's premises analyze intercultural competences' development, in order to comprehensively approach the inclusive education and argues legitimacy and the opportunity of investigation. The second part of the article presents the research, regarding the topic's impact and the modalities in order to develop and implement the intercultural education programs, which approach the values of social inclusion. The main investigation tool is represented by the questionnaire, which has been applied to a sample of 100 subjects (didactic staff, students). After systematizing the results of the research, there have been revealed subjects' perceptions, efficient modalities and types of programs that promote inclusive education's values.

Educational, vocational, and social inclusion is one of the fundamental principles that ensure people with disabilities a chance to have as a normal life as possible. In turn, accessibility is one of the most important components of inclusion and could be defined as the right of people with disabilities to benefit of the same products and services as all other community members. According to government data from 2015, in Romania 752 931 were people with disabilities, 60 289 were children and 13.9% had various forms of visual impairment. For these people, any limitation in accessibility means isolation and discrimination. On the other hand, education and new technologies can increase the accessibility of people with visual impairment to quality products and services in society. Therefore, the purpose of this research was the identification of attitude and training level of teachers in the educational process accessibility for students with visual impairment using ICT. The sample consisted of 210 professors who teach in pre-academic learning system in Bihor, Romania and research tool - a questionnaire composed of 76 multiple choice items – it was administered online by the end of 2016. The results of the research show that, even if they want to support inclusion of people with visual impairment using ICT in teaching/learning, most teachers do not have professional skills in that field and do not know how to use educational software or to adapt a scholar curriculum for this category of students. This article problematises sexual inclusion in the workplace by theorising the social and historical processes that underpin heteronormativity in organisations. Drawing on a genealogical analysis of sexuality and inclusion in four Italian social firms that support the work and social integration of disadvantaged individuals, the article provides an in-depth analysis of the historical conditions affecting the management of sexualities in organisations. The analysis exposes the fragility and contradictory character of the notion of inclusion by illustrating how efforts to ‘include’ are often grounded on normative principles. It also shows how heteronormativity works, in practice, to moderate different modalities of lesbian, gay, bisexual, transgender and queer inclusion, recreating hierarchies and binaries within lesbian, gay, bisexual, transgender and queer individuals. The article discusses how the power of heteronormativity produces specific meanings of inclusion within which some lesbian, gay, bisexual, transgender and queer workers are included and normalised, and others remain excluded because they do not conform to normative conventions and flaunt their ‘diversity’. The necessity of taking a queer perspective on ‘inclusion’ that scrutinises the heteronormative logic is also discussed. The article concludes by shedding light on how, within a heteronormative regime shaped by neoliberal predicaments, ‘inclusive’ organisations might continue to exclude lesbian, gay, bisexual, transgender and queer individuals.

The few reports of peritoneal inclusion cysts in the pediatric population have largely focused on the clinical and pathological features of this entity. We wish to emphasize the imaging findings of peritoneal inclusion cysts on multiple modalities, the advantage of MRI in confirming the diagnosis, and the need to keep considering this diagnosis in patients who present with a pelvic cystic mass, with a history of surgery, even if remote. Additionally, we review the pathology, pathophysiology, differential diagnosis, and treatment options of peritoneal inclusion cysts.

Preclinical models for studying the effects of the human biofield have great potential to advance our understanding of human biofield modalities, which include external qigong, Johrei, Reiki, therapeutic touch, healing touch, polarity therapy, pranic healing, and other practices. A short history of Western biofield studies using preclinical models is presented and demonstrates numerous and consistent examples of human biofields significantly affecting biological systems both in vitro and in vivo. Methodological issues arising from these studies and practical solutions in experimental design are presented. Important questions still left unanswered with preclinical models include variable reproducibility, dosing, intentionality of the practitioner, best preclinical systems, and mechanisms. Input from the biofield practitioners in the experimental design is critical to improving experimental outcomes; however, the development of standard criteria for uniformity of practice and for inclusion of multiple practitioners is needed. Research in human biofield studies involving preclinical models promises a better understanding of the mechanisms underlying the efficacy of biofield therapies and will be important in guiding clinical protocols and integrating treatments with conventional medical therapies.

The role of civil society in conflict resolution has moved from the margins to the core of analyses of peace processes. However, existing literature has put little attention on examining the contribution of civil society in the implementation of peace agreements in the immediate time upon their conclusion. I aim to fill this gap by asking “How does the mode of civil society inclusion during the pre-agreement stage influence the degree of civil society participation in the implementation of peace agreements?”. I argue that when civil society can directly influence the peace talks by having a seat at the negotiation table this can have downstream effects on how much they will be involved in the implementation of the agreed provisions. The research question is answered in the context of a qualitative study of the cases of the peace process in Mozambique and El Salvador, through the method of structured focused comparison. The findings do not support this expectation. The analysis rather indicates that direct participation is not enough for civil society actors to ensure continuity in their participation, and more substantive engagement and ownership might be needed.

Historical institutionalism (HI) has traditionally focused on formal institutions designed and enforced by official entities in advanced industrial democracies. Yet the modalities of endogenous institutional change delineated by HI reveal that the causal mechanisms of institutional transformation are typically informal. This chapter proposes a more inclusive ontology of institutions that views institutions as a single two-dimensional Möbius strip with both formal and informal components—regardless of regime type or level of economic development. Focusing on “adaptive informal institutions” that arise in a multi-tiered institutional context can show how informal institutions compromise, subvert, and even facilitate reforms of formal institutions.

Geographical mobility in China–the critical component of which is rural to urban movement–and the problem of the migrants’ inclusion into the ranks of city citizens have always been, at base, matters of the expenditure and transfer of state resources. A secondary, related dimension has been the institutionalised discrimination that incomers from the countryside have faced in the metropolises, the result of state-devised barriers (and the attendant attitudes among municipal officials and dwellers that have grown up around and bolstered these barriers). I show that today’s migrants began as captives of the state plan, and have ended as hostages of the changed financial relations between central and local levels that came with the market reforms. My argument is that blockages created by the government, along with the biases and behaviours that have developed over some 50 years in conjunction with these blockades, have been grounded in the command of material resources, plus struggles over their disposition.

This chapter presents a multimodal speaker identification system that integrates audio, lip texture, and lip motion modalities, and the authors propose to use the “explicit” lip motion information that best represent the modality for the given problem. The work is presented in two stages: First, they consider several lip motion feature candidates such as dense motion features on the lip region, motion features on the outer lip contour, and lip shape features. Meanwhile, the authors introduce their main contribution, which is a novel two-stage, spatial-temporal discrimination analysis framework designed to obtain the best lip motion features. For speaker identification, the best lip motion features result in the highest discrimination among speakers. Next, they investigate the benefits of the inclusion of the best lip motion features for multimodal recognition. Audio, lip texture, and lip motion modalities are fused by the reliability weighted summation (RWS) decision rule, and hidden Markov model (HMM)-based modeling is performed for both unimodal and multimodal recognition. Experimental results indicate that discriminative grid-based lip motion features are proved to be more valuable and provide additional performance gains in speaker identification.

The term “glocal” indicates a co-existence of local characteristics and global conditions that can lead to a co-dependency and counter-relationship between capitalism and culture. The hybridization of these spaces offers opportunities for glocal voices to become meaningful parts of the city brand, yet their inclusion within city branding techniques occurs primarily on the external level, i.e., within tourism or Destination Marketing Organizations' (DMOs) advertisements. This chapter explores how post-industrial cities can leverage the glocal in their city brand communications via narrative. It is argued that narratives reveal authentic perceptions of the city, while highlighting the complexities of a city's glocal identity. This study “tours” Pittsburgh's glocal narratives emerging from face-to-face, print, and online modalities to unearth the vitality of Pittsburgh's city brand for global and local audiences.

This chapter examines the process and modalities of constitutional reform that led to the federal restructuring of Nepal’s unitary state. It first considers the context that led to the question of federalism in Nepal, focusing on identity politics and the role of mainstream political parties and political elites during the period 1990–2006. It then looks at the period of constitutional engagement, taking into account the establishment of the first Constituent Assembly (CA1) and its eventual dissolution. It also discusses the outcome of federalization as well as the lessons that can be drawn from the process, especially with regard to territorial restructuring, identity politics, and the range of institutional responses to demands for social inclusion. A new Constitution was promulgated on September 20, 2015, but it did not bring about radical institutional restructuring and was met with growing protests in the Terai plains near the Indian border.

Sexual minorities face unique threats to psychological well-being that are primarily social in nature. These minority stressors include negative social exchanges at both the structural and interpersonal levels. Minority stress results in psychiatric distress; however, sexual minorities display increased self-esteem and decreased anxiety and depression when in proximity to other sexual minorities. This suggests group-based psychotherapy may be a uniquely effective treatment for the mental health of sexual minority clients. Group-based cognitive–behavioral therapies (CBTs), inclusive of traditional and third-wave modalities, enjoy a robust evidence base. This chapter reviews the evidence for group-based CBTs with sexual minorities, and it offers recommendations for the adaptation of group-based CBTs for work with sexual minorities. An illustrative example of a CBT group that was delivered to sexual minority adolescents is provided.

As institutions have expanded their virtual learning options to reach a broader community of learners, they have also increased the number of virtual faculty—largely adjunct or otherwise contingent—working remotely from the primary institution's location. Supporting the professional growth of these geographically dispersed faculty members presents complex challenges for faculty developers, who, often with limited resources, must adopt new approaches. Against this backdrop are increasing expectations for all faculty to gain proficiency in new teaching methodologies, modalities, and learning analytics to increase student retention. This chapter reports on a comprehensive, multi-modal, and multi-perspective study undertaken by one institution regarding the needs of this changing faculty demographic, including virtual and face-to-face adjunct and full-time faculty. The research yielded insights from the student, faculty, and administrator perspectives. Recommendations are presented for creating accessible, relevant, and inclusive faculty development that integrates faculty at all ranks.

Research on the biomechanical behavior of soft tissues has drawn a lot of recent attention due to its application in tissue evaluation, early cancer detection, rehabilitation and surgery. Dynamic analysis of soft tissues not only provides histological, pathological and physiological information of the tissues, but also presents theoretical support for the modern medical imaging modalities (like Acoustic Radiation Force Imaging, Harmonic Motion Imaging, Supersonic Shear Imaging and Shear Wave Elasticity Imaging) based on tissue dynamics. Using our FEMSS (Finite Element Method with a State Space representation) technique, a realistic model of breast soft tissue with hard inclusions is geometrically discretized in ANSYS using finite elements, while a state space representation is adopted to characterize the motions of tissues stimulated by an internal radiation force. Our objective for this paper is to investigate the effects of size, location and mechanical properties of hard inclusions on the tissues’ response, frequency spectrum and forced vibration. The response differentiation between soft tissues with and without hard inclusions may reveal the resolution and delectability of the dynamic measurement and could lead in the development of new, more effective diagnostic techniques. Our simulation results indicate that the existence of hard inclusion(s) can significantly change the dynamic response of the tissue system. Specifically, hard inclusions may shift the spectrum of an elastic tissue system to a range of higher frequency, with larger sized hard inclusions causing bigger shifts. Furthermore, the location effect of hard inclusions is exhibited when a shallow one tends to vibrate with a larger magnitude at lower frequency than a deep hard inclusion. Finally, the tissue viscosity can significantly compress the range of high frequencies in the tissue system spectrum and cause the magnitude decrease of the forced vibration.

Rapid and representative reconstruction of geometric shape models from surface measurements has applications in diverse arenas ranging from industrial product design to biomedical organ/tissue modeling. However, despite the large body of work, most shape models have had limited success in bridging the gap between reconstruction, recognition, and analysis due to conflicting requirements. On one hand, large numbers of shape parameters are necessary to obtain meaningful information from noisy sensor data. On the other hand, search and recognition techniques require shape parameterizations/abstractions employing few robust shape descriptors. The extension of such shape models to encompass various analysis modalities (in the form of kinematics, dynamics and FEA) now necessitates the inclusion of the appropriate physics (preferably in parametric form) to support the simulation based refinement process. Thus, in this paper we discuss development of a class of parametric shape abstraction models termed as extended superquadrics. The underlying geometric and computational data structure intimately ties together implicit-, explicit- and parametric- surface representation together with a volumetric solid representation that makes them well suited for shape representation. Furthermore, such models are well suited for transitioning to analysis, as for example, in model-based non rigid structure and motion recovery or for mesh generation and simplified volumetric-FEA applications. However, the development of the concomitant methods and benchmarking is necessary prior to widespread acceptance. We will explore some of these aspects further in this paper supported with case studies of shape abstraction from image data in the biomedical/life-sciences arena whose diversity and irregularities pose difficulties for more traditional models.

The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.

While intra-Afghan talks have started, sustainable peace is still a distant reality in Afghanistan. Ongoing peace efforts ignore women’s meaningful participation: women are included in only one in every five meetings. Evidence shows that when women have a meaningful role in peace negotiations, peace is more sustainable. Afghan and international actors must stress the importance of including women in all stages of formal and informal talks at national and local levels. This research paper uses the seven modalities of the Broadening Participation framework to identify practical ways to include Afghan women meaningfully and pave the way for inclusive peacebuilding.
