This study investigated the barriers to effective supply chain management implementation in the context of Zimbabwean public sector. We aimed to identify strategic barriers affecting supply chain management implementation among public procuring entities in Harare and establish the technological barriers affecting supply chain management implementation among public procuring entities in Harare. It was also premised to uncover the organizational barriers affecting supply chain management and implementation amongst public companies in Harare. The study was a cross sectional survey of selected public procuring entities in Harare. These included the Ministry of Health, Ministry of Agriculture, Ministry of Transport, Ministry of Finance and Ministry of Economic Development. A total of 132 respondents took part in the study. The findings revealed that the government departments under study lacked supply chain management planning that is well synchronized with the respective ministries’ overall strategic planning. Inconsistencies were identified between the departments’ supply chain structure and information systems that had been implemented and it had become difficult to incorporate real-time information sharing into supply chain operations.

For most companies, supply chains have become the most crucial factor in their competition rather than individual competition, enabling any company to gain a competitive advantage against another organization through efficient and effective supply chain management. Supply chain drivers have become one of the most critical potential valuable access to a competitive advantage by enhancing and improving organizational performance. This study aims to explore the impact of the drivers of the supply chain on the performance of pharmacies of the Ministry of Health in Jordan. The study used the descriptive analytical approach and simple random sampling. 300 electronic questionnaires were designed via Google Sheets and sent via email and social media to employees in the Jordanian Ministry of Health pharmacies. The study retrieved 252 questionnaires valid for analysis. SPSS was employed to analyze the data and test the hypotheses. The results showed that the Beta-value is 0.849, T-value is 25.370, at a significance value of 0.000, which means that supply chain drivers affected the Ministry of Health pharmacy’s performance. The estimated regression equation means that any one-unit increase in the level of supply chain drivers will lead to an increase in Ministry of Health pharmacies’ performance by 0.789. Furthermore, the performance of the supply chain drivers was moderate, and the general performance was high. The study recommended that pharmacies focus on employing software and modern technology in inventory control.

Water is a necessity for human existence. It is needed for man’s daily activities. Federal Housing estate, Egbeada was being supplied water from the ministry of public utilities in the 1980s and 1990s. With the expansion of Owerri urban and the consequent population growth of the same, the ministry could no longer meet the water need of the estate. This inability of the Government to meet this need has led to the proliferation of boreholes in the area. Out of 335 housing units in the estate, 199 have boreholes. About 20 houses were randomly selected for oral interview. Water analyses were also carried out from 5sampled boreholes. Result showed that the water in the area is slightly acidic. Recommendations were also made based on the result of the findings.

Muslim and non-Muslim communities in several countries in the world have taken great opportunities in the halal industry. Countries with a majority Muslim population compete with each other to become the world's halal supply chain. The purpose of writing this article is to find out 1) the KNKS strategy on strengthening the halal supply chain for halal products in Indonesia 2) The strategy of the Ministry of National Development Planning in accelerating the halal supply chain of the halal industry in Indonesia 3) To determine economic conditions of Indonesia in the global Islamic Economy. This article uses secondary data obtained through reports on the GIE 2020/2021 Report, KNKS, and the Ministry of National Development Planning. Data analysis in this article uses four stages, namely data reduction, data categorization, then data verification, and finally with data display. Conclusions are drawn by describing the report in the tables. It can be concluded that, with a large population and a Muslim majority as a destination country for investment in halal products, the strategies undertaken by stakeholders are directed at strengthening Indonesia's halal supply chain towards the world's halal axis.

The Nigerian health system is fraught with inadequate personnel, weak logistics systems and poor service delivery. The Federal Ministry of Health (FMoH) report on mapping of partners’ procurement and supply management systems for medical products with its recommendations was evaluated. An assessment of Supply Chain Management (SCM) of health facilities as well as the different categories of personnel that manage them was conducted. The study indicated 79.5% of the facilities received free antimalarials, 46.2% received free ARV and 23.1% received free antituberculosis. Facilities (94.9%) were not involved in the product selection as it was undertaken by providers. Also, 65.4% of the facilities received expiring drugs, 87.2% did not have well trained and efficient staff. In addition, 88.5% admitted that supplies were sometimes delayed and they (65.4%) are usually not intimated of the reasons, 66.2% do not calculate average monthly consumption, 59.5% submit LMIS report monthly while 60.0% do not have inventory control system. The study indicated that stock out and supply interruptions still exist several years after FMoH survey and recommendations. This study found that logistic challenges still exist at the SDPs implying that either FMoH recommendations were not implemented or implementation was ineffective in addressing the challenges. The Military Technical Institute (MTI), as the largest military scientific-research institution in the Ministry of Defense, mostly realizes its supply chain from the budget of the Republic of Serbia, while a smaller part is realized from its own revenues. The ongoing effort to improve its performance within the supply chain, but also the relevant role of human resources in MTI to manage their supply chain integration initiatives, uses an intellectual capital framework to analyze human, organizational and social capital in supply chain integration. In particular, it is proposed that intellectual or capital drive the integration of supply chains into MTI. The aim of this paper is to prove that intellectual capital influences the integration of processes and activities in supply chains in MTI.

The article examines the activities of public authorities to improve the procedure for manufacturing and acceptance of military products in the first third of the 19th century. The author notes that the unsatisfactory performance of military outfits by state-owned plants in the Urals, as well as numerous disputes over the rejection of metals, guns and shells between military receivers and the mining administration forced them to revise the existing laws governing acceptance of military products. There were two stages in the development of the regulatory framework for the military order. At the first stage, in 1804, on the initiative of the Minister of Finance, approved by the imperial decree, a special committee was created, consisting of the leaders of Ministry of Land Forces, the Naval Ministry and the Ministry of Finance. As a result, new rules for testing and acceptance of military products were developed. Already in 1808, those rules required processing, which was handled by the Scientific Committee for the Artillery Unit of the Artillery Department. Representatives of the Mining Department were also involved in the work on improving the rules. As a result, new requirements for accepting guns and shells were developed. The second stage of improving the legislation governing the production of military products covers the 1820s – early 1830s. By the early 1820s, state-owned plants of the Urals could no longer cope with the repeatedly increasing volumes of military orders. In addition, they were charged with the manufacture of new types of military products. As a result, in 1822, on the initiative of the Minister of Finance, a special committee was again created from the officials of the Artillery and Mining departments. The result of its activities was the improvement of the supply system of military products, the reduction in orders and the development of new rules for trial and acceptance of military products.

Electricity Industry has worked for over 50 years with a set framework of organisation and regulation. The growth till 1990 witnessed a pattern of doubling the capacity in energy decade except in the decade of Nineties. The pace of expansion declined sharply in last ten years. The present status of the Power Sector is far from being satisfactory. Huge transmission and distribution losses coupled with totally improper tariff structure have led to substantial gaps between cost of supply and tariff and much more so between cost of supply and revenue. De-Politiciation of tariff formulation and proper regulation of utilities was considered to be one of the first few essential requirements to set things in order. The Ministry of Power, Government of India has taken a number of important initiatives in the recent past. The Electricity Bill 2001 is perhaps the most important initiative of the Ministry of Power. The steps that have been taken now to bring about reform and restructuring of tariff, removal of imbalances, elimination of gaps between cost of supply and revenue would strengthen the industry commercially and financially.

This paper proposes a solution to ensure quality of drinking water in water supply network by increasing chlorine concentration, reaching concentration level to disinfect water according to Ministry of Health regulation for water supply. Specifically, this study has been carried out at Tan Kien water supply station, Binh Chanh district, Ho Chi Minh City, by installing an additional chlorine station along the pipeline. As a result, after installation, the residual chlorine concentration has reached required concentration and has maintained the stability of its level. The chlorine station is an integrated, compact solution suitable for similar water supply areas: far from water supply plants, inadequate chlorine concentration and limited space for installation of chlorine system.

Background: Adequate supply of rehabilitation health workforce is a prerequisite for enhancing access to rehabilitation care. However, there is a lack of comprehensive data regarding the supply of rehabilitation health workers in Saudi Arabia. Aims: To determine the need for, and supply of, rehabilitation workforce, and investigate the relationship between rehabilitation workforce supply and rehabilitation needs in Saudi Arabia. Methodology: This cross-sectional study measured the ratio of physiotherapists and occupational therapists per 10000 population. Data were obtained from the Ministry of Health, family health survey and census data of the General Authority for Statistics and published literature. To assess the need for rehabilitation services, we computed a composite disability index based on 3 variables: count of individuals with physical disabilities, those with chronic diseases, and those aged > 65 years. Determinants of the supply potential were population size, rural population percentage, and physician supply. Data were analysed using descriptive statistics and simple linear regression. Results: The ratios of physiotherapists and occupational therapists working at the Ministry of Health facilities were 0.69 and 0.03 per 10 000 population, respectively. Overall rehabilitation health workforce ratio was 0.73 per 10 000. Supply varied across regions, from 0.4 for Riyadh to 2.5 for Al Jouf. Nine regions exceeded the overall ratio. Rehabilitation need index ranged from 0.144 in Najran to 0.212 in Aseer. No significant associations were found between rehabilitation workforce supply on one hand, and need and other potential determinants on the other hand. Conclusion: The rehabilitation workforce supply in Saudi Arabia surpassed the regional and global averages, but was lower than the average for high-income countries. Workforce distribution varied by region across the country and was not related to need. It is important to consider the need for rehabilitation services and context-specific factors when determining the optimal size and distribution of the rehabilitation health workforce in Saudi Arabia.

This work adopted a five‐year moving average to calculate the transition probability for civil aviators in Taiwan from 2006–2010 considering various levels of seniority. The study results provide a valuable reference for the relevant authorities in identifying the manpower policies of Taiwanese airlines.

Public-Private Partnerships (PPPs) are based on co-operation between the public and private sector. The reason for using it is a lack of public financial sources. For this reason, in most PPPs the management and financing of the project is entrusted to the private sector. In the Czech Republic, the widest development area for PPPs in the scope of the Ministry of Agriculture is probably water supply. The further areas for using of PPPs in the scope of this Ministry are the following: forestry, flood protection, adjustment of water flow, security of water sources, builging of the strategic foodstuff store. Important attempts have been made within the last year to increase the implementation of PPPs in water supply. These attempts are based on operation models similar to the BOT (Build Operate Transfer) and the DBFO (Design Build Finance Operate). In addition, the Czech Parliament adopted a law No. 139/2006 Coll., on concessions procedure and concession treaty which entered into force in July, 1<sup>st</sup>, 2006 and which brings the legal framework for realisation of the PPPs. There are some legal barriers which limited wide using of the PPPs. It is in the case of public-private venture companies (the limitation is&nbsp; in public procurement law). Public-private venture companies &ndash; which refer to the situation where both the private and the public sector holds equity, and, consequently, the company is controlled by the private as well as the public sector &ndash; should be the ideal form of PPPs in the areas which are in the scope of the Ministry of Agriculture.&nbsp;

In recent years, the leadership of the Ministry of defense of the Russian Federation has carried out a number of measures to modernize the health resort facilities in the countrys military health resorts. During their implementation, health resort organizations were significantly reconstructed, acquired a new organizational and staff structure, and advanced medical technologies were introduced into their work. These changes have led to the need to modernize the system for providing medicines and medical products to sanatorium organizations of the Ministry of defense of the Russian Federation. The modernization was carried out in the course of several scientific studies in 20182019. It is based on the approaches to sanatorium-resort provision, medical and medical-psychological rehabilitation that have been formed recently. In its development, an integrated approach was used, based on the principles of project management, taking into account the features of each military health resort in modern socio-economic conditions. A detailed analysis of the factors affecting the functioning of the military health resorts and structural-logical grouping of tasks, allowing the model normalization to form a system of rationing medical property of the sanatorium-resort organizations of the Ministry of defence of the Russian Federation. The result is an optimal structure of the rates of supply of medical supplies to military resorts, which allows us to match organizational structure and needs for different types of medical (pharmaceutical) activity. For the first time, the structure of norms for the supply of medical equipment to health resort organizations provides for norms for the supply of medicines for medical and medical-psychological rehabilitation. Describes the new supply of medical equipment, reveals their features and application procedure. The first results of the introduction of a new system of rationing medical equipment in the practical activities of military health care are presented.

Based on the analysis, the following conclusions were drawn: centralized water supply covers 98.7% of cities (absent in 4 cities), 90.3% of rural settlements (absent in 46 rural settlements), and 23.5% of rural settlements, 67.4% of rural settlements and 1.5% of rural settlements. To ensure the development and reconstruction of systems of centralized drinking water supply and centralized water drainage in populated areas of Ukraine and to provide the population with quality drinking water in sufficient quantity, the Ministry of Regions has developed the State-wide target program "Drinking water of Ukraine", which provides for the implementation of more than 1,747 infrastructure projects in the regions during 2022-2026 years In addition, the following measures are recommended for the development of water supply and drainage enterprises: the creation of effective response systems in case of emergency situations, in particular, a logistics chain for the supply of the necessary welding and assembly resources (materials, equipment, labor, etc.); attraction of investments for the modernization of water supply and treatment facilities of the central drainage system; carrying out scientific and research works for the purpose of modernization of engineering facilities for wastewater treatment; modernization of pipeline structures and treatment facilities with the involvement of modern welding and assembly technologies and materials. In addition, in order to increase the reliability of water supply and sewage networks, it is now necessary to carry out certification and inspection of pipelines. Knowing the degree of wear and tear of the pipe wall and the service life, you can calculate the nominal pressure of the pipeline and make a decision about its replacement or rehabilitation. Using the failure criterion for "critical" points, it is possible to predict the complications of network operation, model redundancy for them, and optimize their operation. It is proposed to equip specialized mobile laboratories on the basis of water utilities, which allow network diagnostics and emergency cleaning of pipelines and water disinfection. Specialists of the Ministry of Development of Communities and Territories of Ukraine carried out systematic work on assessing the technical condition of water supply networks. The materials officially provided by the Ministry of Health of Ukraine and the Ministry of Environmental Protection and Natural Resources of Ukraine served as the basis for such works. The article deals with the problem of organising food supply for the civilian population of unoccupied Belarusian provinces during the First World War. It is noted that in 1914 traditional method of price regulation through the issuance of rates was used to resolve it. Starting from 1915, food committees and commissions began to be created in the structure of the local self-government institutions to prevent shortage of goods and speculative trade. They were entrusted with the organisation of the purchase of food and its distribution, the maintenance of food warehouses and the development of rates. To provide financial support for their activities, there were used funds from local budgets and credits received from banks under the guarantees of the treasury or from government institutions. However, local authorities could not solve the problem of food supply for the civilian population effectively due to the lack of a unified concept of food policy at the state level and the lack of coordination between the actions of central departments. To the greatest extent, it manifested itself in the organisation of food supplies from the central regions of the Russian Empire to the front-line provinces. The Ministry of Agriculture of the Russian Empire, when determining the supply areas, did not coordinate the transportation plan with the War Ministry of the Russian Empire, which controlled the railways. The department also faced opposition from the Ministry of the Interior of the Russian Empire. It contributed food shortages, speculation and rising prices. As a result in late 1916 – early 1917 in the Belarusian provinces, not occupied by German troops, the food crisis worsened and turned into one of the main factors of destabilisation of the internal situation, which led to the February Revolution and a change in the state system.

Independent Midwifery Practice (IMP) is a community medical facility authorized to provide midwifery practice, including maternal, neonatal, reproductive health, and contraceptive services. The operation of IMP is regulated by Regulation of the Ministry of Health, the Republic of Indonesia No. 28 of 2017, about midwifery practice standards. However, the assessment of the operations of IMP has not been conducted yet. This study aims to assess IMP in Karawang district using assessment forms according to the Regulation of the Ministry of Health of the Republic of Indonesia No 28 of 2017. This study was conducted at 53 teaching IMPs in Karawang District from July to November 2018. This study uses a mixed-method with a sequential explanatory design. The findings show that the tools, drugs, and other medical consumables are not entirely available at the IMPs. The Obgyn toolset, family planning toolset, vaccinations toolset, and resuscitation toolset were not complete. Providing mandatory sources at the IMPs is very important to support the provision of quality. It is required to optimize the monitoring and evaluation activity by the authorized institution.

This research study evaluated the use of tendering in public sector procurement using the Ministry of Local Government and Public Works (MLGPW) as the case study in Zimbabwe. The objectives were to explore the current extent of tendering procedures on influencing the acquisition of goods and services at competitive prices; assess the effect of tendering on the quality of products and services; and examine the impact of tendering on the security of supply at the MLGPW. Contemporary literature was reviewed in line with the research purposes. The study adopted a quantitative approach and an explanatory survey design. The target population was MLGPW employees in the procurement function. Questionnaires were used to collect data from a sample of 61 respondents selected using systematic sampling. Data analysis performed using SPSS revealed that tenderers scout for opportunities to reduce costs in their value chain to enable them to submit the lowest price. It came out that attempts by tenderers to outcompete each other induce self-drive to reduce costs for fear of losing contracts. The study found that tendering embeds minimum technical scores and quality standards which have to be met as part of the pre-selection process thus enhancing quality. It was revealed that tendering affords opportunities to negotiate favorable delivery terms for public entities as conditions for awarding the tender which enhanced the security of supply. The research study concluded that tendering has a strong positive influence on lowering the cost of goods and services, quality of products and security of supply for public entities. This study recommended that the MLGPW priorities tendering as the public procurement process for goods, services, utilities and works; deepen procurement negotiation skills and capabilities with its procurement staff; and develop collaborative supplier relationships. It was suggested that a further study could be conducted with a higher number of public ministries entities such as the ministry of trade and commerce, ministry of primary and secondary education and ministry of health and child welfare.

Abstract 55 Purpose Cancer currently is a major public health problem in developing countries. In Ethiopia, cancer is responsible for 5.8% of total national deaths. Patients often present with advanced stage cancer and have limited access to screening, diagnosis, and treatment. Access to affordable cytotoxic medicines is a major challenge in the care of patients with cancer, especially in resource-poor settings, such as Ethiopia. This aim of this study was to explore perceived challenges in the accessibility of cancer chemotherapy drugs among different stakeholders in Ethiopia. Methods A qualitative study was performed using face-to-face in-depth interviews with such key informants as health care providers, supply chain management experts, and decision makers working in the Ministry of Health. Results A total of six key informants participated in this case report, with two oncology pharmacists, two supply chain management experts, one expert from the Ministry of Health, and one private supplier. Challenges were explored and viewed from the perspectives of policy, supply chain management, and health service. The most frequently identified challenges were the presence of inconsistent services and few currently active cancer centers, such as Tikur Anbesa Specialized Hospital, Gondar University Hospital, and Jimma University Hospital; difficulties in cancer commodity management; implementation challenges with cancer medicine cost subsidy programs; lack of an efficient stock status reporting system; supplementary medicine requirements; an inefficient market (costly, few suppliers, and noneconomic quantities); the need for combinations of cancer medicines; and a lack of national treatment guidelines. Conclusion Respondents suggested ways forward that included the participation of relevant and specific stakeholders, such as government and private pharmaceutical suppliers, the Ministry of Health, nongovernmental organizations, and hospitals. Strengthening supply chain management at all levels and sustainable subsidy programs for cancer medicines should be sought to avoid frequent interruptions in the availability of chemotherapy drugs. Abstract Water is a basic necessity of life, so in order for human beings to be free and safe from various diseases, it is necessary to take necessary measures to provide clean water to them. Lack of access to clean water in Afghanistan is a matter of serious concern. Two decades ago, when Afghanistan was facing a major crisis, 80% of the population used drains, canals and other stagnant water, which led to various diseases. Then, after the American presence in Afghanistan, a new government was formed. In 2001, the Ministry of Rural Rehabilitation and Development (MRRD) launched a program called RU-WatSip to improve access to clean water in rural areas. Implement clean water supply programs and projects, which have hit every village in Afghanistan, a decade later, according to a UNICEF survey, 67% of the population in Afghanistan had access to clean water. Which were pollution-free, whereas in the early stages only 20% of Afghanistan’s population had access to clean water. [1] The Ministry of Rural Rehabilitation and Development (MRRD) has implemented various clean water supply projects in different rural areas, although the basic needs of the people have been met with the implementation of these projects. The projects that should have been considered were not implemented as they should have been, and these projects had different hurdles and risks from the design stage to the implementation and handover process, which divided us into three categories: High, medium, and low, for example, briefly mentioned, and our purpose in writing this article is to explore the barriers and difficulties in drinking water supply projects. As a mechanism to protect non-timber values, the BC Ministry of Forests has implemented forest cover constraints which place area-based maximum and minimum limits on harvest disturbance and old growth retention, respectively, within forest management zones. Timberline Forest Inventory Consultants has developed a proprietary model that explicitly deals with resource demands such as visual quality objectives, habitat protection measures, and water quality protection guidelines. The model uses a pseudo-geographic inventory to simulate the intent of forest cover constraints on harvesting. A variable degree of spatial resolution is available depending on inventory formulation and management zone definition. Gender mainstreaming in the water sector in Malawi was analyzed using the Mzimba Integrated Rural Water Supply and Sanitation (IRWSS) project as a case in point. Information required for the study was obtained through interviews, administering a set of questionnaires and data collecting from existing documents. The results show that women in decision-making positions at head office of the Ministry responsible for water affairs only constitute about 11.1%. Assessment of the budget allocations has revealed that previously no budgetary allocations were made for gender issues, and that since the 2006/07 fiscal year about US$14,286 was allocated for gender mainstreaming. Women's involvement in local governance institutions and project activities in Mzimba is generally high. Most local water committees have 60% women and 40% men, whereas participation in project activities is highly rated at 97.2%. To improve gender balance, the Ministry responsible for water has to work with stakeholders in the education sector. Besides, great disparities still exist between men's and women's participation in water projects at a local level (97.2% for women) and a person's socioeconomic position greatly affects their inclusion in the local governance structures. Addressing these issues would, therefore, result in better gender integration in the water sector.

Food and beverage industry serves as one of the primary industries by the Ministry of Industry for industrial development plan until 2035. To improve the competitiveness of food SMEs, the strategy of implementing supply chain management is designed. The purpose of this research is to obtain strategy recommendations for the implementation of supply chain management in food SMEs. The literature study was conducted to find out the criteria, sub-criteria, and strategies that need to be implemented in improving the supply chain management of the food SMEs. Analytical Network Process (ANP) method is used to find the weight of criteria, sub-criteria, and strategy of implementing supply chain management. Criteria, sub-criteria, and strategies are judged by seven experts. This research obtained five criteria, twelve sub-criteria, and twenty-three strategies for the implementation of supply chain management. The result of data processing shows strategy that has the highest weight is to coordinate the logistics department with other functions in the company.

In Afghanistan food safety is managed by several ministries including Ministry of Public Health, Ministry of Agriculture, Ministry of Commerce and municipalities. There is no food law but multiple ministerial decrees which ensure if GMP is implemented well. There is no legal requirement to get food safety certification. Hazard analysis and critical control point (HACCP) is recognized as a key part of food safety management practice in the global food industry and can be applied at any stage of the food supply chain. This article discusses accepted approaches to the application of HACCP principles for the development, implementation, and maintenance of HACCP plan. It is intended as an introduction to food safety system in Afghanistan, giving propositions to government on how to apply the principles in a stepwise approach, and showing how HACCP benefit public and private sector and also suggesting ways how to adapt this approach in the food businesses.

Purpose: Integrating network factors (i.e. Actors, Activities, and Resources), help organizations in achieving superior supply chain performance. Despite reasonable evidence on positive relationship between SCI and SCP, there exists sufficient contradiction on universal integration of chains. This paper is a qualitative exploratory study, which based on the network perspective intends to explore the current and required levels of supply chain integration among actors, activities, and resources in the agriculture supply chain of Pakistan. Design/Methodology/Approach: The data was collected through in depth semi-structured interviews from public sector stake holders of agriculture sector (i.e. From Thirteen wings of Ministry of Agriculture) across Pakistan. The current and required extent of supply chain integration was measured at three levels, i.e. strategic (long-term), tactical (medium-term) and operational (short-term) as suggested by (Childerhouse & Towill, 2011). Findings: The research results indicate that the relationship between supply chain integration and supply chain performance is a contextual phenomenon and significantly varies among Network factors. This study and its findings are expected to add into the literature of supply chain integration and its impact on supply chain performance.

This study examines the role of leadership support in contract management within the Ministry of Defence, focusing on the asset and equipment maintenance crucial for national security. It aims to assess the current level of leadership support among Supply & Secretariate Officers in the Royal Malaysian Navy and their understanding of its importance. By addressing this gap, this study intends to improve contract management practices for enhanced national security within the ministry. A quantitative survey was used to obtain data through stratified random sampling. The survey was initiated in April 2022 and lasted five months. The questionnaires were distributed to the Supply & Secretariate Officers who handle the asset and equipment maintenance contract of the Ministry of Defence. A total of 206 questionnaires were distributed through electronic means, such as email and WhatsApp. Out of 206 questionnaires, only 204 has been analysed as the other two were not complete. The results revealed that leadership commitment significantly improves contract-related activities. When top executives prioritize contract management, it creates a corporate environment in which rules are followed, responsibility is clear, and employees are more diligent. This commitment leads organizations to allocate resources, set clear contract guidelines, and invest in advanced contract technology, making contract management more efficient. In summary, leadership commitment fosters a culture of excellence in contract management, emphasizing the importance of contracts, compliance, and attention to detail, ultimately improving overall operational efficiency.

Abstract Enhancing beef production is important to meet the increasing beef demand. However, beef demand has outpaced domestic beef production, resulting in a gap between beef demand and domestic beef production. The beef self-sufficiency policy is one of the flagship policies aimed at enhancing beef supply in Indonesia. This study aims to assess the impact of the beef self-sufficiency policy on beef supply in Indonesia. The study used time series data from 1990 to 2019, sourced from BPS, Ministry of Agriculture, Ministry of Trade, BI, and FAO. The analysis method employed an econometric approach through a simultaneous equation system model and estimated using the Two Stage Least Square (2SLS) method. The research findings showed that the beef self-sufficiency policy has a positive and significant effect on domestic beef production (p-value < 0.15) and beef demand (p-value < 0.05). Conversely, the beef self-sufficiency policy has a negative and significant effect on the import of fattening cattle (p-value < 0.05). The results showed that the beef self-sufficiency policy through the artificial insemination program had an impact on increased calf population by 3.819%, cattle population by 1.202%, and domestic beef production by 2.528%. These programs also showed an impact on the decreased import of fattening cattle by 13.727% and the import of beef by 24.972%. It can be concluded that the beef self-sufficiency policy has significant impacts on the beef supply in Indonesia.

The work is devoted to the analysis of the current level of digitalization of agriculture in the Russian Federation, the main indicators of digitalization that ensure the stable development of the agro-industrial complex are identified, and the prospects for the further development of digital technologies for the energy supply of the agro-industrial complex are identified. The project "Digital Transformation" of the Ministry of Energy of the Russian Federation is analyzed. As a result of the research, a number of conclusions were made about the current level of digital development of agriculture. Due to Russia's invasion of Ukraine, the global economy is experiencing inflation that has not been experienced since the 1970s. Prior to the Russo-Russian War, Europe imported coal, oil, and natural gas from Russia, including about 30% of oil, 43% of natural gas, and 54% of coal. Since the Kyoto Protocol and the Copenhagen Agreement, the EU has focused on realizing “carbon neutrality” to cope with climate change as the main direction of energy policy. Germany has implemented a coal policy in the power generation sector by 2030 to realize nuclear power plants by shutting down all existing nuclear facilities by 2022 and reducing contaminated fossil fuels, and increased the proportion of natural gas with less carbon dioxide than other fossil fuels. Meanwhile, the electricity production rate through renewable energy sources has been increased to about 40%. Until the Russia-Ukraine crisis, Europe, including Germany, implemented these energy policies, but did not recognize relying on Russian energy as a major risk to Europe's energy security. However, in the wake of the Russo-Russian War, the direction of energy policy that has been pursued is rapidly changing, along with raising fundamental and serious questions about the direction of energy policy in Europe. Next, we will look at what “energy security” should not be overlooked in energy legislation, and the recent changes in Europe's energy policy direction based on energy security, and then look at the direction our energy legislation should take from the perspective of energy security. In order to ensure energy supply stability, it is necessary to have a balanced energy mix, secure various suppliers, and utilize stockpiles well. In addition, since it is difficult to recognize the importance of energy supply stability during peacetime, it is important to establish a management system for supply stability and prevent risks. Therefore, in this paper, we tried to think about how our energy legislation should be improved to ensure energy security. First, it is necessary to give the status of the basic law to the Energy Act, which defines the concept of “energy security,” and to regulate energy security in a balanced manner. Currently, the Framework Act on Carbon Neutrality has the status of a basic law among energy-related laws, because it regulates only sustainability and stability among the concepts of “energy security” and does not regulate energy supply stability at all. Second, it is necessary to establish the relationship between the 「Special Act on National Resources Security」 and the 「Energy Act」. It is necessary to establish a relationship because the functions and roles of the Resource Security Committee of the Ministry of Trade, Industry and Energy and the Energy Committee of the Ministry of Trade, and Energy stipulated in Article 6 of the Special Act on National Resource Security. It may also be possible to consider the direction of integrating roles by establishing a (tentative) Resource and Energy Committee. Third, it is necessary to establish the relationship between the 「Framework Act on Supporting Supply Chain Stabilization for Economic Security」 and the 「Special Act on National Resource Security」. The two bills are laws made to prevent supply chain crises and have similar legal systems and functions. However, the 「Framework Act on Supporting Supply Chain Stabilization for Economic Security」 presents basic principles and systems in supply chain-related laws by governing the country's overall supply chain management system, so it is reasonable to have the Prime Minister as the general manager. We hope that the legislation that guarantees energy security and resource security will be well maintained to overcome the global supply chain crisis.

The aim of this article is to analyze the impact of new technologies on supply chain management in the Armed Forces. The supply chain is not limited to the operations related to the physical movement of goods, but also includes the management of relations with suppliers and customers. However, the supply chain management, through the integration and coordination of both information and goods flow, is a main factor of the well-developed customer service. The changes in military logistics imposed the necessity of implementation of the modern information technologies in the Polish Armed Forces. The Polish Army has adopted the Integrated Multi-level Information System of the Ministry of Defense (ZWSI RON). The article describes various technologies used in supply chain management including information, communication and automatic identification technologies. The author emphasizes that modern technologies are essential to enhance supply chain competitiveness and performance by improving the overall effectiveness and efficiency of the logistic system. Moreover, implementing of various innovative technologies shortens the time required for the fulfillment of tasks as well as reduces their labor consumption.

This article for the first time presents a report to Nicholas II compiled by Chairman of the Council of Ministers of the Russian Empire I.L. Goremykin and his letter to Minister of War A.A. Polivanov. Both documents date back to December 1915, a period of relative political and military tranquility in the country after the Great Retreat in the summer of 1915, when the press widely and sharply criticized the government for failures to supply the army and the home front. Seeing it as an attempt to shake the foundations of the state and resume the struggle for power, Goremykin, having enlisted the support of both the majority of the Council of Ministers and the tsar, launched in September 1915 a “counterattack” on the press. The “quiet” opposition was made up of the War Ministry and, in part, the Stavka of the Supreme Commander, who were unwilling to interfere in the political struggle through military censorship. During September–December, Goremykin prepared a report to Nicholas II suggesting a significant expansion of the censors’ powers, primarily in terms of inspecting the materials of newspapers and magazines. Essentially, this implied recreating the precensorship of the press, which had existed before 1905, but already had broader powers and greater freedom of action. Having received the approval of Nicholas II, the prime minister presented his plan to Polivanov. The latter, however, took his time and produced a reply when Goremykin had already been dismissed. In the new conditions, Goremykin’s project was not fully implemented. Military censorship was tightened, however inconsistently and selectively, which not only failed to calm the press, but, instead, increased the irritation and discontent within society as a whole.

For effective education on current environmental problems in Slovenia two educa-tional polygons were established with the help of the Ministry of Education. The mission of the first educational polygon for ecoremediation is to educate the youth about the adapta-tion to climate change. The focus is on green technologies and natural systems. The polygon for self-learning is intended for teaching practically all generations, not just schoolchildren, how to raise the awareness of their own self-sufficient supply. The emphasis is on protection of soil and organic matter in sustaining life in the soil. The demand for electric power in Iraq increased significantly after 2003, The residential sector is the most consumption according to the statistics of the iraqi ministry of electricity (ICME) and the data published by the international energy agency (IEA). In this paper, a survey was applied for a sample of the population; whereby questionnaire models were used for some of the most energy consuming devices to determine the estimates of supply and demand for energy, and some data from the Iraqi Ministry of Electricity available until 2020 was relied on to predict the consumption of electrical energy for next ten years. Five Scenarios have been implemented for energy saving, CO2 gas emission and electricity production cost that reduce the accumulative energy consumed for the coming years.

The paper presents the realization of a power supply system based on renewable energy sources (sun and wind) which is used for irrigation of vegetable crops and for smart management of agricultural land on a plot of 10 ha at the location of the village "Belegiš". The results presented in this paper are part of the project of the Mihajlo Pupin Institute, "Smart management of agricultural land and natural resources using modern technologies". The project is supported by the United Nations Development Agency and the Ministry of Environment of Republic Serbia. The implemented technical solution was awarded as one of the 11 best innovative and climate-smart solutions within the program "Local Development Resistant to Climate Change" implemented by the United Nations Development Program (UNDP) in partnership with the Ministry of Environment, with financial support from the Global Environment Fund (GEF). Within the power supply system are realized the solar power plant with an output power of 8 kW, the wind generator system with a power of 0.5 kW and battery bank of 48 Vdc / 720Ah, as primary power sources and a diesel electric generator (DEA) with a power of 7.5 kW as an auxiliary power source. In addition to this power supply system, a system for remote management of irrigation and smart management of land and natural resources has been implemented. In addition to the mentioned systems, the project also included a system of protection against atmospheric discharges and a complete video surveillance system on a given plot.

Abstract The ever increasing regulation is overwhelming and strangles the companies. It ties up enormous resources, foremost the upcoming EU Supply Chain Directive. Regulation is based on anecdotic examples instead of a systematic analysis. Simple proposals to ease up the burden to come along with the European supply chain regulation – e. g. excluding the supply chain parts laying within Europe – exist, but the debate does not progress. Other examples of the ever increasing regulation include the Foreign Subsidies Regulation and the Barrier-Free Reinforcement Act. Again, well intended regulation. But all adding up to an immense bureaucratic burden. That the Federal Ministry of Justice has put the reduction of bureaucracy on its to-do-list gives hope. In times of crises such as the pandemic, wars, energy crisis, climate crises and inflation, burdens on businesses should be reduced to free up resources.

The area of centre-local relations in local government is a contemporary and topical debate in Zimbabwe. It was on this background that the research on centre-local relations was undertaken with a view to assessing the implications of service delivery in Chitungwiza Municipality (CM). The views of different authorities on centre-local relations were reviewed to further analyse the implications of centre-local relations on service delivery in municipalities. The study triangulated different data collection methods such as key informant interviews, documentary search, in-depth interviews, observation and survey to obtain detailed data on the state of centre-local relations and its implications on service delivery in CM. The findings of the study revealed that centre-local relations between the Ministry of Local Government and the CM are highly centralised. The parent ministry retains overall powers and control over the municipality. The Minister who is supposed to play a strategic role in policy formulation and implementation is involved in the day to day running of the municipality leaving little room for elected councillors and residents in general to determine their own destiny. It has been established that centre-local relations that are supposed to foster independence and autonomy of the municipality has turned into a master-subordinate relationship that has negatively affected service delivery. The study concluded that hyper-centralised governance relations are hindering effective service delivery in the municipality. This has been evidenced by erratic water supply, potholed roads, poor refuse collection and bursting of sewer pipes. The study recommends that the central government through the Ministry of Local Government must grant the municipality more autonomy as a measure of improving service delivery.

The aim of this study was to investigate the effect of the tractor supply on agricultural yield from a macro plan perspective. The required information was obtained from the Institute of Agricultural Machinery Extension and Ministry of Jihad-e-Agriculture of Iran. Regarding the number of tractors distributed, the maximum number of tractors distributed in Iran was 37 996 in 1983. The effect of this distribution pattern on the crops yields and planted area was investigated for a thirteen-year period from 1983 to 1996. The results showed that these tractors had significant effects on the crops yields and planted area. Also it was inferred that the power distribution in Iran agriculture with the current trend is not acceptable and no significant changes are expected from the current policy. It seems that the Iran agriculture market needs a shock like that in 1983, and that many tractors with different engine sizes should be supplied into the market in a short period of time.

Water supply system management for providing proper services to the community is a challenge for the Government of Indonesia. The Indonesian government through the Public-Private Partnerships (PPPs) scheme involves the role of the private sector for decent, quality, and cost-effective water supply system infrastructure. This study aims to describe problems faced by the Regional water supply system PPP project initiated by business entities (unsolicited) in Indonesia. Also, describes the application of Critical Success Factors as a problem-solving strategy in the implementation of the water supply system PPP project. To express this, This research uses a case study qualitative method involving Government Contracting Agency (GCA) informants from the Ministry of X. Data were collected through semi-structured interviews and documentation studies. It was found that in this case, the water supply PPP project has gone through the stages of PPP agreement signing which still faced problems in land provision, the certainty of raw water sources, inflation, tariff setting, and downstream infrastructure development. GCA seeks to resolve the problem with intensive coordination between related parties, financial and non-financial compensation, alternative sources of raw water, and support from the GCA Budget for downstream development.

In line with the Government of India’s focus on Make in India, the Ministry of Housing and Urban Affairs (MoHUA) became the first ministry to issue Phased Manufacturing Plan (PMP) for indigenous procurement of metro rail components. Accordingly, the specification of various components has been standardised to engage and encourage long-term investment in the fast-growing metro-rail sector, which already has 657 km of operational lines in eighteen cities along with more than 800 km of metro rail projects under construction in twenty-seven cities. India is now almost self-sufficient for power supply traction and track material. Further, MoHUA has successful negations with JICA (Japan International Cooperation Agency) and ADB (Asian Development Bank) to encourage indigenous production and assembling for the upcoming Chennai Metro and Mumbai Metro. MoHUA has also issued Metro Rail Policy 2017 to focus on systematic planning and imple-mentation and guide state governments with emphasis on standardisation and indigenisation of metro technologies keeping in view import substitution, export promotion, sustainability and cost-reduction (Ministry of Housing and Urban Affairs, 2017).

Abstract Climate change has made many countries aware of the importance of controlling greenhouse gas emissions. This awareness has encouraged many countries concerned about environmental issues to ratify the Paris Agreement, including Indonesia. This research was conducted based on a literature study on how the government realizes support for environmental sustainability in implementing its industrial development to achieve sustainable development goals (SDGs). The study results show that the government has assigned 2 of its state institutions, namely the Ministry of Environment and Forestry to handle the certification of products that meet environmentally friendly standards by providing eco-labels. The Ministry of Industry handles certification of industries that meet environmentally friendly standards in the process and supply chain of their products by awarding Green Industry Certificates. The Ministry of Industry has set 34 green industry standards and appointed 15 green certification bodies. However, the awareness of the industry world to participate in this program is still lacking because there are only 67 industries that have certified themselves as green industries.
