A fortress Europe immigration policy is currently observed throughout the European Union. The European migration problem seems to be that, in the face of high and persistent unemployment rates, additional immigration implies further unemployment. This might not be true if immigration helps to erode institutional constraints and enhances labor market flexibility, a point that is seen of particular virtue in the European setting. The paper also argues that past European migration, although limited, has been positive for the labor markets, and there are only few alternative policy options in the future.

Migration as a cause of social problems – how does the narrative impact local government practices? Even though Sweden has well over half a century’s experience with migration, recently strengthened master narratives of migration and migrants as social problems are generating an impact on policies and practices at the local level. Previous research has identified how narratives of migration and migrants impact policy making and interventions related to migration, integration and accommodation of migrants. This study widens the scope as it identifies how narratives of migration and migrants impact policies and practices in general. Adopting a theoretical framework based on racialisation, decision making and narrative theory, 17 interviews with local government administrators and police officers from a district in Stockholm are analysed. The results show how narratives of migration and migrants are embedded in the causal argumentation of present problems in the district. When practically every problem is argued to have migration as a root cause, policy and practices for solving them tend to target migrants. The article describes how this takes place and the final discussion addresses several risks that follow. First, the quality and efficiency of policy and interventions is at risk when the causality behind a problem is simplified and inaccurate. Second, targeting migrants when addressing the districts’ problems also risk omitting those natives impacted by a problem from benefiting from the solution or relief provided by the local government. Third, there is a risk that the local government strengthens the master narrative of migration and migrants as causing society’s problems. Given the results, an ending theoretical contribution is provided, arguing that a local government is a racialising bureaucracy. Not only is it racialised in its structure, as previous theory has stated, it also actively contributes to the reproduction and development of racialised structures in society at large.

Database migration is a crucial aspect of digital collections management, yet there are few best practices to guide practitioners in this work. There is also limited research on the patterns of use and processes motivating database migrations. In the “Migrating Research Data Collections” project, we are developing these best practices through a multi-case study of database and digital collections migration. We find that a first and fundamental problem faced by collection staff is a sheer lack of documentation about past database migrations. We contribute a discussion of ways information professionals can reconstruct missing documentation, and some three approaches that others might take for documenting migrations going forward. In order to solve the problem of service interruption caused by user movement and the limited service range of edge nodes, a service migration algorithm based on the multi-attribute Markov decision process was proposed for mobile edge computing. By performing service migration, the distance between the user and the service is always kept to a small range. In addition, in order to prevent the service quality from being affected by the frequent migration of users, the return function of the model was defined by comprehensively considering the service quality, the resource demand of the service, the migration cost, and the movement income of users in each node, and on the premise of taking into account the migration cost and resource conditions, which did not only make up the deficiency of the service migration scheme based solely on distance. The number of migrations is also reduced, and a single migration target server is no longer used. The candidate server set was constructed based on the user’s motion trajectory, and the Q-Learning algorithm was used to solve the problem. Simulation results show that the proposed algorithm can reduce the number of migrations and ensure the balance between the number of migrations and the cost of migrations.

The subject of the research is the relationship between the phenomena of religion and migrations. The problem of their interaction has been inherent in human society since the ancient times; this problem is relevant one in nova days too. The consequences and prospects of development of this complex phenomenon in contemporary society are not sufficiently examined in science yet, especially in Sociology. In the paper, the role of religion in migration processes is studied based on the analysis of various sources, synthesis, induction, analogy, and abstraction. In course of research were analyzed numerous religious treatises, fiction works and classical sociological works, as well as works by foreign and Russian contemporary academic authors. The paper notes that the migration discourse has now shifted from the geographic and demographic to the socio-political domain. Religion has begun to play an important role at all stages of migration, both from the perspective of neoliberal and humanistic approaches. The paper aims to identify the role of the religious factor in the migration process and the role and logic of migration not only in inter-faith but also in intra-faith relations. It is shown that migration either serves as a catalyst for religious feelings and behavior or it strengthens the existing religious identity of migrants and enhances the quality of their religious feelings. The study highlights the need to improve the legislative framework of religious freedom, but also raises the question of how far religious communities can go in the process of advancing religious practice. In this regard, migrations often become a challenge for a secular state. Therefore, it is concluded that only an integrated approach would contribute to solving this problem.

Every person would want maximum profit with as little as possible resources or capital. One example in everyday life is the problem of limited storage media but is required to get the maximum benefit. From this problem comes the term known as the knapsack problem. One of the problems with Knapsack is knapsack 0- 1, where knapsack 0-1 is a problem of storing goods where the item will be completely inserted or not at all. Completion of knapsack 0-1 problems can be helped using a metaheuristic algorithm. Metaheuristic algorithms include the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization (MBO) algorithm. This study aims to determine the resolution of knapsack 0-1 problems using the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization (MBO) algorithm and compare the optimal solutions obtained. This research method is divided into three main parts. First take data that includes the name of the item, the purchase price, the selling price and the weight of each item. The second is applying the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization algorithm (MBO) on 0-1 knapsack problems. The third program is made to facilitate the calculation of data with the help of Matlab R2015b software. The results of this study found that both algorithms both reached the optimal solution, but the convergence and running time obtained were different. The Migrating Birds Optimization (MBO) algorithm is faster converging than the Penguins Search Optimization (PeSOA) algorithm to get the optimal solution. And also the Migrating Birds Optimization (MBO) algorithm has better running time than the Penguins Search Optimization (PeSOA) algorithm to achieve maximum iteration. Les déplacements cellulaires, collectifs ou individuels, sont essentiels pour assurer des fonctions fondamentales de l'organisme (réponse immunitaire, morphogenèse), mais jouent également un rôle crucial dans le développement de certaines pathologies (invasion métastatique).Les processus cellulaires à l'origine du déplacement forment une activité complexe, auto-organisée et fortement multi-échelle en temps mais aussi en espace. Mettre en évidence des principes généraux de la migration est donc un enjeu majeur. Dans cette thèse, nous nous intéressons à la construction de modèles de migration individuelle qui prennent en compte ce caractère multi-échelle de manière minimale.Dans une première partie, nous nous intéressons à des modèles particulaires. Nous décrivons des processus intracellulaires clés de la migration de manière discrète au moyen de processus de population. Puis, par une renormalisation en grand nombre d'individus, taille infinitésimale et dynamique accélérée, nous obtenons des équations de dynamique continue et stochastique, permettant de faire le lien entre la dynamique intracellulaire et le déplacement macroscopique.Nous nous confrontons d'abord à la situation d'un leucocyte se déplaçant dans une artère, et développant des liaisons de différentes natures avec les molécules de la paroi, jusqu'à éventuellement s'arrêter. La dynamique de formation de liaisons est décrite par un processus stochastique de type Naissance et Mort avec Immigration. Ces liaisons correspondent à des forces de résistance au mouvement. Nous obtenons explicitement le temps d'arrêt moyen de la cellule.Puis, nous nous intéressons à la reptation cellulaire, qui se produit grâce à la formation d'excroissances au bord de la cellule, appelées protrusions, qui avancent sur le substrat et exercent des forces de traction. Nous modélisons cette dynamique au moyen d'un processus de population structurée par l'orientation de la protrusion. Le modèle continu limite obtenu peut être étudié pour la migration 1D, et donne lieu à une équation de Fokker-Planck sur la distribution de probabilité de la population de protrusion. L'étude d'une configuration stationnaire permet de mettre en avant une dichotomie entre un état non motile et un état de déplacement directionnel.Dans une seconde partie, nous construisons un modèle déterministe minimal de migration dans un domaine discoïdal non déformable. Nous nous basons sur l'idée selon laquelle les structures responsables de la migration renforcent la polarisation de la cellule, ce qui favorise en retour un déplacement directionnel. Cette boucle positive passe par le transport d'un marqueur moléculaire dont la répartition inhomogène caractérise un état polarisé.Le modèle comporte un problème de convection-diffusion sur la concentration en marqueur, où le champs d'advection correspond à la vitesse d'un fluide de Darcy modélisant le cytosquelette. Son caractère actif est porté par des termes de bord, ce qui fait l'originalité du modèle.Du point de vue analytique, le modèle 1D présente une dichotomie face à une masse critique. Dans les cas sous-critique et critique, il est possible de montrer l'existence globale de solutions faibles, ainsi que la convergence à taux explicite vers l'unique état stationnaire correspondant à un état non polarisé. Au delà de la masse critique et pour des masses intermédiaires, nous mettons en évidence deux états stationnaires supplémentaires correspondant à des profils polarisés. De plus, pour des conditions initiales assez asymétrique, nous démontrons l'apparition d'un blow-up en temps fini.Du point de vue numérique, des tests numériques en 2D sont effectués en volumes finis (Matlab) et éléments finis (FreeFem++). Ils permettent de mettre en évidence à nouveau des états motiles et non motiles. L'effet de perturbations stochastiques est étudié, permettant d'aborder des cas de réponse à des signaux extérieurs chimique (chimiotactisme) ou mécanique (obstacle)
Collective or individual cell displacements are essential in fundamental physiological processes (immune response, embryogenesis) as well as in pathological developments (tumor metastasis). The intracellular processes responsible for cell motion have a complex self-organized activity spanning different time and space scales. Highlighting general principles of migration is therefore a challenging task.In a first part, we build stochastic particular models of migration. To do so, we describe key intracellular processes as discrete in space by using stochastic population models. Then, by a renormalization in large population, infinitesimal size and accelerated dynamics, we obtain continuous stochastic equations for the dynamics of interest, allowing a relation between the intracellular dynamics and the macroscopic displacement.First, we study the case of a leukocyte carried by the blood flow and developing adhesive bonds with the artery wall, until an eventual stop. The binding dynamics is described by a stochastic Birth and Death with Immigration process. These bonds correspond to resistive forces to the motion. We obtain explicitly the mean stopping time of the cell.Then, we study the case of cell crawling, that happens by the formation of protrusions on the cell edge, that grow on the substrate and exert traction forces. We describe this dynamics by a structured population process, where the structure comes from the protrusions' orientations. The limiting continuous model can be analytically studied in the 1D migration case, and gives rise to a Fokker-Planck equation on the probability distribution for the protrusion density. For a stationary profile, we can show the existence of a dichotomy between a non motile state and a directional displacement state.In a second part, we build a deterministic minimal migration model in a discoïdal cell domain. We base our work on the idea such that the structures responsible for migration also reinforce cell polarisation, which favors in return a directional displacement. This positive feedback loop involves the convection of a molecular marker, whose inhomogeneous spatial repartition is characteristic of a polarised state.The model writes as a convection-diffusion problem for the marker's concentration, where the advection field is the velocity field of the Darcy fluid that describes the cytoskeleton. Its active character is carried by boundary terms, which makes the originality of the model.From the analytical point of vue, the 1D model shows a dichotomy depending on a critical mass for the marker. In the subcritical and critical cases, it is possible to show global existence of weak solutions, as well as a rate-explicit convergence of the solution towards the unique stationary profile, corresponding to a non-motile state. Above the critical mass, for intermediate values, we show the existence of two additional stationary solutions corresponding to polarised motile profiles. Moreover, for asymmetric enough initial profiles, we show the finite time apparition of a blowup.Studying a more complex model involving activation of the marker at the cell membrane permits to get rid of this singularity.From the numerical point of vue, numerical experiments are led in 2D either in finite volumes (Matlab) or finite elements (FreeFem++) discretizations. They allow to show both motile and non motile profiles. The effect of stochastic fluctuations in time and space are studied, leading to numerical simulations of cases of responses to an external signal, either chemical (chemotaxis) or mechanical (obstacles)

Continued research in electronic engineering technology has led to a miniaturisation of integrated circuits. Further reduction in the dimensions of the interconnects is impeded by the presence of small cracks or voids. Subject to high current and elastic stress, voids tend to drift and change shape in the interconnect, leading to a potential mechanical failure of the system. This thesis investigates the temporal evolution of voids moving along conductors, in the presence of surface diffusion, electric loading and elastic stress. We simulate a bulk-interface coupled system, with a moving interface governed by a fourth-order geometric evolution equation and a bulk where the electric potential and the displacement field are computed. We first give a general overview about geometric evolution equations, which define the motion of a hypersurface by prescribing its normal velocity in terms of geometric quantities. We briefly describe the three main approaches that have been proposed in the literature to solve numerically this class of equations, namely parametric approach, level set approach and phase field approach. We then present in detail two methods from the parametric approach category for the void electro-stress migration problem. We first introduce an unfitted method, where bulk and interface grids are totally independent, i.e. no topological compatibility between the two grids has to be enforced over time. We then discuss a fitted method, where the interface grid is at all times part of the boundary of the bulk grid. A detailed analysis, in terms of existence and uniqueness of the finite element solutions, experimental order of convergence (when the exact solution to the free boundary problem is known) and coupling operations (e.g., smoothing/remeshing of the grids, intersection between elements of the two grids), is carried out for both approaches. Several numerical simulations, both two- and three-dimensional, are performed in order to test the accuracy of the methods.

This study examines the changing concept of nation and the identity problem for the workers that turned back to Turkey. Starting from 1960s, lots of workers migrated to European countries as a solution to the problem of unemployment in Turkey. The migrants brought their families with them and got accustomed to living abroad. However statistics prove that a group of migrants returned back to Turkey. Eventually, an identity problem emerged for the returned migrants and they experienced a confusion and ambiguity concerning their origin. Although, these migrants shared the same ethnic origin with people living in Turkey, they experienced difficulties in adapting to their national culture. Some of the migrants adapted themselves to other cultures, and their interest to their traditional cultures decreased. Consequently, the concept of nation carries a different meaning for the returned migrants. This thesis will examine, why and how the returned migrants became the other in their own countries.

Two complementary solution strategies to the least-squares migration problem with sparseness- & continuity constraints are proposed. The applied formalism explores the sparseness of curvelets on the reflectivity and their invariance under the demigration migration operator. Sparseness is enhanced by (approximately) minimizing a (weighted) l1-norm on the curvelet coefficients. Continuity along imaged reflectors is brought out by minimizing the anisotropic difussion or total variation norm which penalizes variations along and in between reflectors. A brief sketch of the theory is provided as well as a number of synthetic examples. Technical details on the implementation of the optimization strategies are deferred to an accompanying paper: implementation.

Arbetet bygger på att de informationssystem som används idag men som blir allt äldre och därigenom inte klarar de krav som ställs på dem. Detta medför att informationssystemen måste migreras till modernare plattformar, då företagen dels inte klarar sig utan dess nuvarande funktionalitet och dels måste vidareutveckla systemen.

Detta arbete tar upp olika sätt som detta kan genomföras på och vilka problem som kan komma att uppstå när detta sker. För att kunna undersöka detta så genomfördes ett antal migrationer. Språken som migrationen kommer att ske mellan är Visual Basic 6 och Visual Basic .net. Migrationerna kommer att ske med hjälp av ett migrationsverktyg, samt ett ramverk som i arbetet skräddarsys för just arbetets typ av migrationer.

Det arbetet kommer fram till är att det sker problem vid användande av ett verktyg och även att det inte ger tillräckligt med respons på vad som gått snett under migrationerna.

Les méthodes dites d'« analyse de vitesse par migration » ont pour but la détermination d'un macro-modèle de vitesse, lisse, et responsable de la cinématique de propagation des ondes. Dans une première étape de « migration », une image de réflectivité est obtenue à partir des données enregistrées en utilisant une première estimation du macro-modèle. Cette image dépend d’un paramètre additionnel permettant dans un second temps d’estimer la qualité du macro-modèle puis de l'améliorer. Les images de réflectivité obtenues par les techniques de migration classiques sont cependant contaminées par des artefacts, altérant la qualité de la remise à jour du macro-modèle. En particulier, elles ne prennent pas en compte les réflexions multiples, habituellement retirées des données avant traitement. Cette étape reste cependant délicate et on se prive alors de l'information supplémentaire contenue dans les multiples.Nous proposons dans cette étude une stratégie d’optimisation imbriquée en itérant l'étape de migration avant de remettre à jour le macro-modèle. La migration itérative produit des images de réflectivité satisfaisantes pour l'analyse de vitesse et s’étend naturellement aux réflexions multiples. Un désavantage de la méthode est son coût de calcul. Un pseudo-inverse de l'opérateur de modélisation est alors utilisé comme préconditionneur pour limiter le nombre d’itérations dans la boucle interne. Une autre difficulté est l'instabilité de la remise à jour du modèle de vitesse calculée pour des modèles de réflectivité successifs proches les uns des autres. Une nouvelle approche plus robustesse est proposée, valide aussi dans le cas de multiples. Son efficacité est testée sur des jeux de données synthétiques 2D
Active seismic experiments are commonly used to recover a model of the P-wave propagation velocity in the subsurface. “Migration Velocity Analysis” techniques aim at deriving a smooth background velocity model controlling the kinematics of wave propagation. First, a reflectivity image is obtained by “migration” of observed data using a first estimate of the background velocity. This image depends on an additional “subsurface-offset” parameter allowing to assess the quality of the background velocity model with a focusing criterion and to correct it. However classical migration techniques do not provide a sufficiently accurate reflectivity image, leading to inconsistent velocity updates. In particular they do not take into account multiple reflections, usually regarded as noise and removed from the data before processing. Multiple removal is however a difficult step, and additional information contained in multiples is discarded.In this thesis, we propose to determine the reflectivity model by iterative migration before subsequent velocity analysis, leading to a nested optimisation procedure. Iterative migration yields accurate reflectivity image and extends naturally to the case of multiples. One of its disadvantages is the associated increased computational cost. To limit the number of iterations in the innerloop, a preconditioner based on a pseudo-inverse of the modelling operator is introduced. Another difficulty is the instability of the velocity update obtained with very close successive reflectivity models. We propose a modified approach, valid in the presence of multiples, and discussed through applications on 2D synthetic data sets

In this report we present preliminary results towards developing an efficient numerical scheme for computing photon migration in complex scattering media such as body tissues. Our motivation for these studies is the appreciation that development of practical imaging schemes will require that solutions to the forward problem be computationally tractable, physically accurate and have a format that maps well to the inverse problem. The object here is to optimize the tradeoffs and still obtain an acceptable answer. It is known, for example, that Monte Carlo methods can provide accurate estimates of photon distributions, even for complex media, but the computing times can be unacceptable long. Numerical solutions to the diffusion are computationally much more efficient, but of course, the physically accuracy of these solutions are subject to the constraints of the diffusion approximation (i.e., away from boundaries and source and the absence of strong discontinuities). We further recognize that for iterative inversion methods, solution of the forward problem on a uniform grid is desirable, as it permits use of global instead of local interpolation functions. Solutions to the forward problem that employ nonuniform grids certainly can be considered, but add to computing times for the inverse problem.

Social indexicality and enregisterment are basic notions of a theoretical model elaborated in the United States, the aim of which is to describe the relationship between the use of language variation and patterns of social behavior at the level of formal classification. This analytical approach is characterized by focusing on the interrelation of social performance and language awareness. In my contribution, I want to show how this modern methodology can give new impetus to the study of today’s problem areas in Europe, such as migration and language or urban life and language use. In particular, I am interested in the case of Catalan, which has been studied for some time by proponents of the North American enregisterment theory. This leads me to indicate that explicit forms of social conduct, such as language shift or the emblematic use of linguistic forms, can be interpreted with regard to the social indexicality of Catalan. I thus analyze them in a way which shows that authenticity and integration in Catalan society can be achieved to a considerable extent by practicing forms of linguistic enregisterment.

Throughout South Asia, men, women, boys, and girls are trafficked within their own countries and across international borders against their wills in what is essentially a clandestine slave trade. The Congressional Research Service and the U.S. State Department estimate that between 1 to 2 million people are trafficked each year worldwide with the majority originating in Asia. Root causes include extreme disparities of wealth, increased awareness of job opportunities far from home, pervasive inequality due to caste, class, and gender bias, lack of transparency in regulations governing labor migration, poor enforcement of internationally agreed-upon human rights standards, and the enormous profitability for traffickers. The Population Council, UNIFEM, and PATH led a participatory approach to explore activities that address the problem of human trafficking in South Asia. A meeting was held in Kathmandu, Nepal, September 11– 13, 2001 to discuss these issues. Approximately 50 representatives from South Asian institutions, United Nations agencies, and international and local NGOs attended. This report summarizes the principal points from each paper presented and captures important discussion points that emerged from each panel presentation.

In the article rare editions of magazine type are first probed for peasants which nursed in an environment the Ukrainian emigrants in the first post-war years on territory of the American area of occupation in Germany, and also in the USA. Separately paid regard to mision role of magazines in the association of the nebulized peasants round a desire to apply the obtained previous experience and knowledge on strange land, to present the world the Ukrainian peasantry as labour productive force and also round the idea of fight for independence, joining in with political activity of «old» parties and organizations which actively functioned in the environment of the Ukrainian emigrants. Outlined problem of magazines for peasants, and also sil’vetki of separate authors. In the repertoire of the Ukrainian emigrant press professional editions for peasants occupy an insignificant percent. But their appearance and functioning testify to the desire of certain part of wanderers – natives from villages, which got the special trade education, and also conscious group of peasants which tested tortures and humiliations as a result of violent collectivization, to unite the efforts for future effective economic labour in Ukraine, as emigration was at that time examined in their environment as the temporal phenomenon. De autre part, the creators of this periodicals did not hide the purpose of distribution of the purchased knowledges and experience in the countries of migration. Publishers at mediation of magazines formed soil for creation of political party, which would unite the unions of the Ukrainian peasants-emigrants (farmers), which got organized in camps for the moved persons. Soon, in 1948, party of liberal direction – Union of earths of cathedral Ukraine is was created in Ashaffenburzi (Germany) and on convention in New Wales (in 1950) renamed on Peasant party. Greater part of problem of magazines «the Ukrainian owner», «Ukrainian peasant», «Rural owner», was inferior preparation to realization of this emigrant project. A separate place belongs to the magazine «the Ukrainian manager», the release of which, without regard to influences of mel’nikivskogo wing OUN, managed from the first to the last number to dissociate oneself from a policy, save popular scientific status agrarian-economic direction. Even publications the main theme of number is violated in which, for example, criticism of a collective farm system the USSR or analysis of economic problems of socialism, scientific arguments is marked and by the unprejudice of author. Functioning in the environment of emigration of «rural» periodicals is dictated a desire to combine effort peasants for a maintenance and increase of professional level, to send them in the river-bed of fight for liberation from under the burden of persecutors of the Ukrainian village.

The article provides an overview of scientific research on the study of migration processes in the Far Eastern regions. The article reveals the features of the state mechanism for regulating labor migration in the Jewish Autonomous Region. It is noted that labor migration is an integral part of the economic development of the region. The purpose of the study is the peculiarities of solving the problems of optimizing the mechanisms for regulating labor migration in the Jewish Autonomous Region (JAO). The practical significance of the study is underscored by the growing resource requirements of the Jewish Autonomous Region. The importance of attracting labor migrants from the widest list of countries, to increase the exchange of experience and improve interethnic relations, the organization of programs to increase the flow of willing workers and promising employers, is highlighted. The scientific novelty of the research is in the designation of the latest methods and state programs aimed at improving the efficiency of the labor migration management mechanism. Every year, the number of migrants illegally staying on the territory of Russia is growing, and the authorities of the Russian Federation are trying to improve the methods of control of foreign citizens entering the country, which makes it easier, but at the same time more effective, to exercise control over migrants and distribute it in. areas such as the patent system, employee-to-employer linkage and simplified taxation.

This report presents the results of an extensive literature survey to collect and assemble information on the current state of the tracer technology with the objective of selecting promising techniques that could serve to Positively identify and distinguish the source of leaking and migrating natural gas from other nearby sources of methane or natural gas and not merely indicate the presence of a gas leak. While no single tracer technique was found that would adequately serve this purpose in all situations, however. enough information was collected on potentially useful techniques that merit further study and development. Eighteen different techniques were selected and classified in three broad categories of physical-chemical and nuclear methods. Each cited method was then appraised on the basis of health and safety specificity, economy, ease of application, and status of their commercial development. Of the 18 cited tracer methods, five were recommended for further study and near term application to the gas industry problems.

To understand properly its role in protecting groundwater from near surface sources of contamination, one must be able to analyze quantitatively water flow and contaminant transport in variably saturated subsurface environments that are highly heterogeneous, often consisting of multiple geologic units and/or high and/or low permeability inclusions. The specific objectives of this research were: (i) to develop efficient and accurate tools for probabilistic delineation of dominant geologic features comprising the vadose zone; (ii) to develop a complementary set of data analysis tools for discerning the fractal properties of hydraulic and transport parameters of highly heterogeneous vadose zone; (iii) to develop and test the associated computational methods for probabilistic analysis of flow and transport in highly heterogeneous subsurface environments; and (iv) to apply the computational framework to design an “optimal” observation network for monitoring and forecasting the fate and migration of contaminant plumes originating from agricultural activities. During the course of the project, we modified the third objective to include additional computational method, based on the notion that the heterogeneous formation can be considered as a mixture of populations of differing spatial structures. Regarding uncertainly analysis, going beyond approaches based on mean and variance of system states, we succeeded to develop probability density function (PDF) solutions enabling one to evaluate probabilities of rare events, required for probabilistic risk assessment. In addition, we developed reduced complexity models for the probabilistic forecasting of infiltration rates in heterogeneous soils during surface runoff and/or flooding events Regarding flow and transport in variably saturated, spatially heterogeneous formations associated with fine- and coarse-textured embedded soils (FTES- and CTES-formations, respectively).We succeeded to develop first-order and numerical frameworks for flow and transport in three-dimensional (3-D), variably saturated, bimodal, heterogeneous formations, with single and dual porosity, respectively. Regarding the sampling problem defined as, how many sampling points are needed, and where to locate them spatially in the horizontal x₂x₃ plane of the field. Based on our computational framework, we succeeded to develop and demonstrate a methdology that might improve considerably our ability to describe quntitaively the response of complicated 3-D flow systems. The results of the project are of theoretical and practical importance; they provided a rigorous framework to modeling water flow and solute transport in a realistic, highly heterogeneous, composite flow system with uncertain properties under-specified by data. Specifically, they: (i) enhanced fundamental understanding of the basic mechanisms of field-scale flow and transport in near-surface geological formations under realistic flow scenarios, (ii) provided a means to assess the ability of existing flow and transport models to handle realistic flow conditions, and (iii) provided a means to assess quantitatively the threats posed to groundwater by contamination from agricultural sources.

This report describes the effects of climate change for Finland from the view of comprehensive security. The report examines both direct and indirect climate security risks as well as transition risks related to climate change mitigation. The report is based on previous research and expert interviews. Direct security risks refer to the immediate risks caused by the changing nature of natural hazards. These include the risks to critical infrastructure and energy systems, the logistics system, health and food security. Indirect security risks relate to the potential economic, political and geopolitical impacts of climate change. Climate change can affect global migration, increase conflict risk, and cause social tensions and inequality. Transition risks are related to economic and technological changes in energy transition, as well as political and geopolitical tensions and social problems caused by climate change mitigation policies. Reducing the use of fossil fuels can result in domestic and foreign policy tensions and economic pressure especially in locations dependent on fossil fuels. Political tension can also increase the risks associated with hybrid and information warfare. The security effects of climate change affect all sectors of society and the Finnish comprehensive security model should be utilized in preparing for them. In the short run, the most substantial arising climate change related security risks in Finland are likely to occur through indirect or transition risks. Finland, similar to other wealthy countries, has better technological, economic and institutional conditions to deal with the problems and risks posed by climate change than many other countries. However, this requires political will and focus on risk reduction and management.
