Der volle Inhalt der QuelleFor Max Weber, a professional politician is someone who not only lives off politics but also lives for politics. In other words, it refers to an individual who secures enough resources from politics to make it a full-time occupation, while also regarding it as a vocation. Considering Weber’s contribution to the broader issue of political modernization, one might question how applicable this Weberian approach is to various contexts, particularly those in Africa, which are the focus of this thesis. This doctoral research centers around that question. It examines the political personnel from small, 'rural' communities in Cameroon, focusing on their socio-demographic characteristics and practices. The objective is to explore the specific paths toward the professionalization of these elected officials and what this reveals about 'political modernization' and local governance in the country. In addition to the socio-historical aspect, various communities were selected from 2018 onward in five regions of Cameroon. To achieve this, we employed a variety of research methods, including interviews, observations, and archival analysis. These were complemented by quantitative methods, primarily based on the analysis of primary and secondary data collected throughout the thesis

Der volle Inhalt der QuelleFalling within a multidisciplinary and multiscalar approach, this research aims at studying the evolution of Vietnam's local political and administrative structures in the Red River Delta's craft villages. These villages, settled thousands of years ago, are now experiencing a dual process : on the one hand, strong development and endogenous urbanisation and, on the other, an exogenous urbanisation. In fact, the sprawl of adjacent urban cores, Hà Nội and Bắc Ninh, and their on-going integration into the urban realm has disrupted modalities of their resurgence, internal structuring and adaptation to this new context. At the same time, the legal, institutional and administrative structures are evolving, nationwide – the decentralisation/recentralisation being an aspect of it – and reshape the local governance as well as the relationship between the public authorities and the inhabitants, at the village level. Issues concerning urban planning, Hà Nội's metropolisation, land management or control over resources are thus impacting the regime's evolution and challenging its modus operandi, based on flexibility, pragmatism and sharing of experimentation conclusions between territorial levels.Yet, the central « permissiveness » and leeway delegated to the local level are being reconsidered as deviances in resources exploitation increase and local conflicts become more frequent. Furthermore, the « rural » governance is gradually threatened by administrative urbanisation, considered as a mean of reassertion of the regulatory authority and as an integration to the « urban order ». By thoroughly analysing two case-studies, the newly hanoian rural commune of Sơn Đồng and the urban ward of Đồng Kỵ, which recently gained this administrative status, this research exposes interactions between stakeholders and territories, shows how these local communities react to their inclusion in the urban realm and how the public authorities handle this transition
